Malaysia Tightens Sabah Sea Border
M
alaysian authorities have tightened secur ity in the Sabah border following the arrest of two dozen Filipinos who were caught illegally entering the oilrich state, just several miles off the southern Philippine province of Tawi-Tawi. The Filipinos – aged 15 to 60 – were intercepted in three separate operations near the diving resort of Bohey Dulang and Mentabuan off Semporna town. Most of those arrested were Muslims, including teenagers and four women
and an infant. The Western Mindanao Command military headquarters in Zamboanga City which has control over half of the southern Philippines have not issued any statement about the arrest of the Filipinos. But they were believed to have originated in Tawi-Tawi, one of five provinces under the impoverished Muslim autonomous region in Mindanao, where unscrupulous private boat operators illegally transport those who wanted to work in Sabah. Boat operators charged as low as P5,000 to as high as P50,000 per
passenger and share this to corrupt policemen in Sabah where there is a large community of Filipinos, mostly illegal Muslim immigrants working in different construction sites and palm oil plantations. Many of those who illegally crossed into Sabah have no travel documents mainly because of the lack of government campaign and failure of the Department of Foreign Affairs to conduct an education drive in Tawi-Tawi and nearby province of Sulu to inform locals who want to go to Sabah on the procedure of getting a passport.

Mayor Salazar mingled with the children and gave a brief talk and later helped served dinner to the children. She also handed out chocolate rice crispy bars “Beng Beng” to all the children and guests who were invited to the anniversary. Marissa Basilio, the caretaker of Saint Francis House, said the children at the foster house also bake breads for their own consumption. Basilio also doubles as the mother and nanny to about five dozen children now under her ward. Two local journalists, Ronald Lledo, who works for a television station as a news anchor; and Bong Bue, who also teaches at the Western Mindanao State University, are actively helping Father Winikoff in running the Saint Francis House during their spare time and mostly every weekend. Lledo has been volunteering at the foster home for 27 years now. “I have been here since the start after I saw Father Winikoff going around in Zamboanga every night and gathering the street children and feeding them and so I joined him in this mercy mission and it feels really good to help the children, the poor children in Zamboanga,” he said. Not only does Father Winikoff shelter and feed the street children, he also sends them to school. Many of those who graduated have returned to Saint Francis as volunteer workers - taking care of the children as what Father Winikoff did when

Our aim is to give these children a dignified
and brighter future – a future they can in turn offer to their very own children,” he said. He said the mission of Saint Francis House is to provide the children with a decent home where they can have stability - a sense of permanence and an atmosphere of love. He said the children are provided with dedicated staff, nourishing food, adequate clothing, medical attention and suitable education. “Most importantly, they are provided with a good moral atmosphere where their emotional and spiritual needs can be met,” he said. Father Winikoff said he wanted to put up more orphanages in Mindanao to help poor children in the streets, but times are also difficult nowadays as Saint
Francis House continues to exist through donations made by people with big heart and by benevolent organizations. “Just like Saint Francis of Assisi, I always beg for help so that we can continue taking care of the poor children.” At the orphanage, a huge statue of Saint Francis stands by the doorway and besides the wooden figure are statues of Jesus Christ and the Virgin Mother. And the whole house are laden with figures and images of Catholic Saints and dozens of plaques and framed letters and three of them were written by Philippine President Corazon Aquino – praising the Canadian priest for his strong devotion in helping the poor children. Military deploys dogs to help fight Abu Sayyaf THE PHILIPPINE MILITARY has deployed K9 units in the southern Sulu province to help ground troops search for at least 7 foreigners being held by Abu Sayyaf militants who threatened to behead two of their captives if ransoms are not paid. The Western Mindanao Command said the trained dogs were airlifted this week by a military cargo plane to Jolo town. “One K9 company, consisting of 10 K9 teams (tracker and explosive detection dogs) from the Philippine Army, was sent to Sulu to support the ongoing rescue operations of kidnap victims in the area,” said Marine Captain Maria Rowena Muyuela, a spokeswoman for Western Mindanao Command. “The K9 teams will help track down the Abu Sayyaf as military troops continue to pursue the bandits in their hiding places. Intensified law enforcement operations in coordination with the LGU and the PNP are ongoing to facilitate rescue of kidnap victims and expedite the arrest of ASG in the province,” she added. Dogs, just like pigs, are considered unclean and forbidden in Islam. Muslim religious leaders in Sulu could not be contacted about the use of
dogs in military operations, but the animals are widely used to detect explosives. Most of the Abu Sayyaf enclaves in Sulu's hinterlands are littered with improvised explosives. The Abu Sayyaf - which recently pledged allegiance to jihadists fighting for the Islamic State in Iraq and Syria or ISIS said it would execute 71-year old German yachter Stefan Viktor Okonek if Berlin continues to support US airstrikes against the Sunni group fighting for Islamic caliphate. Okonek and another German woman Herike Diesen, 55, were intercepted on April 25 while heading to Sabah in Malaysia from a holiday in the Philippines. The Abu Sayyaf also demanded P250 million ($5.6 million) ransom from Germany in exchange for the hostages. The terrorist group has set a deadline until October 10, but extended this to October 17 for Germany to comply with its demands. Another Abu Sayyaf faction also threatened to kill Malaysian fish breeder Chan Sai Chuin, 32, who was kidnapped along with a Filipino worker on June 16 this year from a fish farm in the town of Kunak in Tawau District. The militants are demanding 5 million ringgits (P68.3 million). The Abu Sayyaf is also holding a 64-year old Japanese treasure hunter Katayama Mamaito, who was kidnapped from Pangutaran Island in July 2010; and two European wildlife photographers Ewold Horn, 52, from Holland; and Lorenzo Vinciguerre, 47, from Switzerland, who were taken captive in the coastal village of Parangan in Panglima Sugala town in the southern TawiTawi province in 2012. The 1st Infantry Division said more troops from Manila were also sent also this week to the southern Philippines to help implement “peace and security activities” in Zamboanga Peninsula, Misamis Occidental and Lanao provinces. Brigadier General Gerardo Barrientos, Jr., the division commander, said soldiers from the 21st Infantry Battalion under Lieutenant Colonel Niceforo Diaz were given “force protection” equipment by the Army to increase their survivability during combat operations. He said the new unit is “equally capable of addressing various threats and emergencies.” “The deployment of 21st Infantry Battalion will sustain our effort in bringing peace and development to the countryside. This will enhance the peace and order situation of the localities,” he said, adding at least 1,000 troops are expected to be deployed in the region to address threats posed by terrorists. This was on top of 100 Special Forces soldiers from Zamboanga City that were sent to Sulu on October 8 to help other units fight the Abu Sayyaf. The Abu Sayyaf group, formed by Ustadz Abdurajak Abubakar Janjalani in 1992, continues to recruit members to fight the government in their attempt to set up a strict Islamic state in Mindanao. The group now has hundreds of members in the Muslim autonomous region. The military has failed to stop the growing influence and violent campaigns of the militant group tied to al-Qaeda and Jemaah Islamiya mainly because it did not sustain the combat operations needed to wipe out the Abu Sayyaf in the restive region. MANILA – The embattled Philippine police chief Alan Purisima has appealed to the journalists to be fair, objective and factual in their report following a television report on his wealth and properties and even his close friendship with President Aquino. Just recently, Purisima allowed a group of journalists to inspect his house – in the interest of transparency - in the town of San Leonardo town in Nueva Ecija province outside Manila. Reward up on heads of killers of 2 Swiss men CAGAYAN DE ORO CITYMisamis provincial governor Yevgeny Emano has offered P100,000 reward for anybody who can provide information to the police for the arrest of the killers of two Swiss men as authorities continue to search for clues that would give away the identities of the murderers. while picnicking October 5 with two Filipina women Teresita Virtudazo, and Rowelyn Jane Odchigue, who were unhurt from the shootings. The motive of the killings was unclear, but police created a task force that will handle the investigation of the twin murders. Police said it recovered the taxicab allegedly used by the killers on their escape. The cab, believed to have
been stolen by the killers, was found abandoned in Cagayan de Oro City where both Loeber and Erni, who arrived in the Philippines last year, resided. Authorities put a lid on the flow of information on the progress of the investigation so as not to jeopardize the ongoing operation. Cebu Town Launches Mobile App to Boost Tourism
W
ith numerous waterfalls in Samboan’s forested hills, no doubt a journey to this southern Cebu town begins and ends with a splash. Water abounds in Samboan, and it’s something one can not only drink but experience. It’s on these flowing waters – from loud, shallow currents to inviting hushed cascades – that Samboan’s strength as a travel destination rests, and a mobile app now provides a handy guide to all these sites and other top town attractions. Samboan launched recently the Samboan Guide, a mobile application for Android devices that can now be downloaded at the Google Play Store. The mobile guide is a component of the Digital Tourism program being implemented nationwide by wireless leader
Smart Communications, Inc. (Smart) and new media startup InnoPub Media. “With the digital tourism, Samboan will now be connected to the world: its destinations, accommodations and services. We are very hopeful that tourists will soon be coming in, whether local or foreign,” said Samboan Mayor Raymond Joseph Calderon. Governor Hilario Davide III lauded Samboan, SMART, and Innopub on their efforts in working together to further Digital Tourism in Cebu. “Through cooperation and hard work, together, we can enter into a new age of tourism, prosperity and growth,” he said. Complementing Samboan’s natural wonders are heritage structures that can magically transport visitors to colonial times. As one of Cebu’s oldest settlement grounds, Samboan plays host to vari-
ous heritage sites echoing its glorious past. To provide visitors more information about Samboan’s rich historical heritage, interactive tourism markers were also deployed in the town center. The markers contain a quick response or QR codes and near-field communications or NFC stickers that, when scanned or tapped with a compatible device, trigger the download of more information about a site or structure. In Samboan, the markers can be found on the ancient stone structures Escala de Jacob, Campanario de Antigua, and St. Michael Archangel Church as well as the Museo de Samboan and Municipal Hall. The town center is perched atop hill and forms a landscape that offers a panoramic view of the Tañon Strait and neighboring islands like Negros. Lawyer Jane Paredes,
