Zamboanga security heightened after twin bombings

SULU SPORTS FEST SUCCESSFUL

ulu has successfully concluded a four-day sports competition part icipated by hundreds of athletes from different schools in the province. Thousands of people also flocked to the annual sports event. The Sulu Provincial Athletics Association Meet was so successful that next year’s event is expected to draw thousands of people from different towns here. This year’s theme “School Sports in the Context of K to 12 Curriculum and Beyond” showed the camaraderie and unity not only of teachers and athletes and their trainers, but the people of Sulu as well. The event was held at the provincial sports complex in Patikul town which was packed with people as it were in the previous years. Governor Totoh Tan, who is the chairman of Sulu Sports Development Council, and Vice Governor Sakur Tan have actively supported the event. Gover nor Tan, himself a sportsman, has urged the youth and the students to get actively in sports because it is not only good for the health, but also improve the activity of the brains and every organ in the body.

“ The interest in sports, both as a hobby and a competitive undertaking, should be instilled among the youth, and if possible while they are still in their primary level of education and the the fact that sports is integral to the holistic concept in education,” he said. Vice Governor Tan, who opened the sports competition along with education officials, said he was elated to see the overwhelming response of the people to the annual sports competition. It was during his administration that the sprawling sports complex was built – complete with track and field oval, a swimming pool, tennis and basketball courts, and other facilities. The complex, surrounded by flower gardens and trees, is also adorned with colored lights and fountains. “I have always espoused for our youth to excel in any fields of their choosing, and I still do. Our development vision for Sulu to be realized to the fullest extent within our human and material means is conditioned on the premise that we must craft and develop a mentally and physically able citizenry who can absorb the arduous tasks and responsibilities demanded

Yakan weavers featured at National Museum

BASILAN - Yakan weavers showed their craft in weaving natural fibers into colorful fabrics with intricate designs in a demonstration at the National Museum in Manila. The country’s first permanent textile gallery, Hibla ng Lahing Filipino, said that the Yakans were the featured craftsmen at the gallery. The feature included Seputangan, a famous handwoven cloth of the Yakans containing intricate design and is usually worn as a head cover or around the waist. The Yakans, of Basilan

province, traditionally wear colorful, handwoven garments. They are one of the most distinctively dressed groups of people in Mindanao. A closer look at their garments will reveal the intricate patterns they employ in weaving. The weekly weaving demonstrations at the Hibla gallery are part of the Lecture Series on Philippine Traditional Textiles and Indigenous Knowledge, which Senator Loren Legarda initiated since 2012 to perpetuate weaving and indigenous knowledge. Previous demonstrators

from the Cordillera Region were the Ifugao weavers from Kiangan, the Kalinga weavers from Mabilong Weaving Center of Buscalan and weavers from Samoki, Mountain Province. Weavers from Panay Island also showcased their craft. Weavers from Arevalo, Iloilo demonstrated sinamay weaving, the Panay Bukidnons showcased their panubok embroidery, and weavers from Bagtason Loom Weavers Association in Bugasong, Antique showed how they make the colorful Patadyong. She reminded Hataman that in the previous military operations against the Abu Sayyaf, there were also reports of military clashes with Moro Islamic Liberation Front rebels who are also in the mountainous area of Basilan. Rep. Francisco Ashley Acedillo, who was among those who led a coup against the previous Arroyo government, also rejected Hataman’s proposal for an all-out war against the Abu

Snail mail gets a boost MANILA - The Philippine Postal Corporation and the Bureau of Customs signed an agreement that will make the process of clearing and delivery of parcels and other mails faster and simpler, especially for those who rely on the postal service to send and receive packages from abroad. The accord rationalizes and simplifies the joint operations and customs processes between PHLPost and BOC, superseding policies and procedures that have not been updated since 1973. "This refinement in the processes will be beneficial to the common Filipino, the Filipino worker, and the Filipino family who receive gifts and buy items from abroad. The streamlined method will speed up the system with a centralized design in collecting duties and taxes so that items get released faster." "It took painstaking efforts from the present administration of both PHLPost and BOC to synergize and institute significant reforms, but more than the profit, our ultimate goal is to serve the people, especially that the holiday season is coming," PHLPost

Under the agreement, PHLPost and BOC shall centralize examination and assessment of customs duties for all parcels and mail matters at the Central Mail Exchange Center (CMEC) for those that arrived by air and at the Surface Mail Exchange Department (SMED) for those conveyed by sea. The BOC will close down all other customs facilities and operations in other post offices and distribution centers nationwide and designates PHLPost as its authorized collecting agent. Both agencies will adopt a system for screening, sorting and inspection of all letters, parcels and express mail items, including procedures for items tagged for further examination. BOC will ensure manning of customs examination and assessment operations at both CMEC and SMED. The agreement further states a customs clearance time of 24 hours from arrival at CMEC or SMED for timesensitive mail like the Express Mail Service, 48 hours for registered mail and small packets, and 72 hours for air parcels, and surface mail ex-

cept for items tagged for further examination. PHLPost will also set-up help desks to contact addressees of mail matters for tax dues based on Customs’ assessment, before delivery right at the doorstep of the claimant’s house. "It is important for the public to understand that all mail and parcels may be subject to customs examination, duties, taxes and other fees. What our agreement with PHLPost provides is convenience— clear, simple and transparent processes for assessment, appraisal and collection of customs duties and other import charges from letter posts, parcel posts, and express mail items," BOC Commissioner John Sevilla said. The improvements to the inter-operability and regulations between the two agencies are also expected to attune the handling of mail matters with current market demands and service standard requirements of the Universal Postal Union and the World Customs Organization. Davao City launches Ebola info drive DAVAO CITY – Mayor Rodrigo Duterte of Davao City has ordered an intensified campaign about the Ebola in an effort to educate the public about the deadly virus, state media said. It said Duterte ordered the distribution of pamphlets to enable residents to take precaution and learn more about the virus that has killed thousands

of people in Africa. “It is important that the people must avoid getting in contact with individuals afflicted with the virus,” the Philippine Information Agency quoted Duterte as saying. It said Duterte reminded citizens to always wash hands and to avoid rubbing their eyes, nose and mouth which are the entry points of the virus to

the body. He also ordered the purchase of temperature scanners which will be installed in government hospitals here. He said the local government has provided ambulance personnel with gear that includes an impervious gown, goggles, mask, head cover, gloves and booties to protect them from the Ebola virus. Motorcycle gunmen killed Manubakan Abdul, 57, a leader of the Moro Islamic Liberation Front, and Abdulkarim Maslamama, 38, a village councilman in Midconding in General Salipada Pendatun town in Maguindanao province. The duo was driving their motorcycle when gunmen attacked them last month in President Quirino town in Sultan Kudarat province. Police said prior to the attack, two unidentified armed men also tried, but failed to kill Abdul’s son, Datumana, who is the vil-

lage chieftain of Midconding. The village chieftain managed to escape after the gun of one of the suspected assassins jammed. It was not immediately known whether the gunmen and the killers of Datumana’s father were the same assailants. Basilan under tight watch BASILAN – Security forces have been alerted against attacks by Abu Sayyaf rebels following a series of bombings in the restive province of Basilan. Police and military last week also disarmed an improvised explosive left at a gas station in Isabela City. Inspector Dahlan Samuddin, a regional police spokesman, said two masked men on a motorcycle left a plastic bag containing the explosive at the ASL gasoline station. He said the explosive, whose ingredient was mostly ammonium nitrate, and wired to a blasting cap and cell phone as triggering device, was inside a cooking pot when recovered by members of

the local bomb squad. “Post-blast investigation revealed that the IED was placed by two suspicious persons riding on red motorcycle - one wearing a bonnet and the other had a handkerchief covering his face – and they immediately fled,” Samuddin said. “The explosive was successfully disarmed and there is no reported damage to properties. Investigation is still going on.” The foiled bombing occurred a day after the military’s Western Mindanao Command in Zamboanga City said troops assaulted an Abu Sayyaf bomb factory in Tipo-Tipo town where security forces are pursuing militants headed by Puruji

Military spokeswoman Captain Maria Rowena Muyuela also tagged Indama as behind the twin bombings in Zamboanga City recently. “The main intent of the operation is to allay the fears of the civilians and local officials in view of the series of atrocities, kidnapping and extortion committed by the group of Indama,” Muyuela said. “This operation also shows the Armed Forces of the Philippines and Philippine National Police’s commitment to the people of Basilan to have lasting peace and development to this island province.” She did not say if there were Abu Sayyaf casualties in the assault.

Koreans, DAR visit agrarian reform communities in Zamboanga Norte ZAMBOANGA DEL NORTE – The Department of Agrarian Reform and the Korean Rural Community Corporation recently held the ARCP2-KRCC Assessment Survey of Potential Agri-Enterprise Public-Private Partnership with the Agrarian Reform Beneficiaries Organizations in Zamboanga del Norte Resettlement Agrarian Reform Communities. ARCP2 refers to the Agrarian Reform Community Project II which is funded by the Asian Development Bank and its longterm development goal is to reduce poverty in about 152 ARC clusters located in southern Philippines. It aims to contribute to sustained improvements in the incomes of Agrarian Reform Beneficiaries and non-ARBs and in the quality of life in the ARC. The ARCP2 is designed to provide development in-

vestment in the different components namely - the community-driven development as a lead component to mobilize the community, strengthen the organizational processes, improve governance and build stronger platform for sustainability. Agriculture and Enterprise development to increase productivity and profitability of income generating activities, develop and improve markets and market linkages, and promote agribusiness. Leon Postigo Mayor Ruperto Jamora praised DAR for bringing KRCC delegation headed by Dr. Choi Ho Jin to his town. He said the activity is an opportunity for KRCC to see the real condition of the farmers in the ARC cluster for appropriate intervention to enhance their production capability and to develop product competitiveness with the other countries.

Aside from Leon Postigo, the town of Salug also thanked DAR and local Mayor Jeoffrey Lim has urged his constituents to cooperate and support DAR through KRCC, saying he considers the visit of the Koreans as an opportunity to help alleviate the economic lives of the ARCP2 project beneficiaries. Salug and Leon Postigo are pre-dominantly planted with coconut trees while Tampilisan and Godod towns are pre-dominantly planted with rubber trees. In another forum, Rizzel Villanueva, the provincial agrarian reform program officer, presented DAR's Cluster Development Framework for Leon Postigo, Salug, Godod and Tampilisan towns. Julita Ragandang, DAR Regional Director for Western Mindanao, also urged farmers to organize among

themselves into a cooperative to have easy access to support services of the agency. She pointed out that the assessment is just an initial step towards the realization of the implementation of agri-enterprise development of the project. “We have already accomplished the land acquisition, distribution and agrarian justice delivery and is now focusing on the agrienterprise development

Luz Ani, Agriculture and Enterprise Development Specialist and ARCP Consultant, said the forum was just an assessment and aimed at getting first hand information from the farmer-beneficiaries on the support they need to make them more productive. Cop wounded in Zamboanga Social enterprise bill promotes bombings praised for heroism better lives to poor communities ZAMBOANGA CITY – A cop who was wounded in recent bombings in the southern Filipino port city of Zamboanga is recuperating after he sustained shrapnel wounds from the blast inside a karaoke bar and police praised his heroism for risking his life to save others, officials said. Officials said PO2 Franklin Manuel Ined, Sr. was rushed to the hospital after one of two homemade bombs exploded near him while inspecting a suspicious package left inside the Deluxe Massage and Karaoke Bar at Tomas Claudio Street. Two explosions were reported in the first and second floors of the bar. Police forensic experts recovered pieces of electrical wiring, a broken dry cell and shrapnel and broken parts of the bombs and that traces of ammonium nitrate were also found at the scene. The November 9 blasts occurred just as security forces deployed more personnel to guard some 7,500 scouters who were attending Centennial Jamboree in Zamboanga City. Philippines releases P50 million to bring home OFWs from war-torn countries The Philippines has released some P50 million in fresh funds to repatriate Filipinos working in the strife-torn countries of Libya, Syria and Iraq, including Gaza. The money, released by the Department of Budget and Management, is to augment the P100-million emergency fund of the Department of Foreign Affairs to help in the continuing repatriation of Filipinos affected by the deteriorating security situation there. The DFA had declared Crisis Alert Level 4 in the four areas, issuing a total deployment ban and implementing mandatory repatriation for Filipinos living or working there. Budget Secretary Florencio Abad said Fili-

pino workers face uncertainty and danger due to the untenable security situation in Libya, Syria, Iraq and Gaza. He said the fund came from the 2013 Contingent Fund and will supplement the DFA’s Assistance-To-Nationals Fund. Palm oil plantation to rise in Bukidnon CAGAYAN DE ORO CITY The Development Bank of the Philippines said it recently signed a memorandum of agreement for the development of a palm oil plantation and oil mill in Kalilangan town in Bukidnon province under its Tree Plantation Financing and Sustainable Agri-Business Financing Programs. It said the project which is being undertaken in partnership with the Bali Oil Palm Produce Corporation and Kalilangan Oil Palm Growers Association - involves the development of

3,000 hectares of plantation and the establishment of a 30-ton per hour oil mill in Kalilangan. Under the accord, Development Bank of the Philippines will lend P80 million to Kalilangan Oil for the planting and development of an initial 800 hectares of the oil palm plantation. The project may be expanded to include the additional 2,200 hectares with estimated project cost of P220 million. Kalilangan Oil will provide the necessar y manpower requirement for the project and imple-

ment oil palm farming technology prescribed by the Bali Oil. Kalilangan Oil will also deliver fresh fruit bunches harvest to Bali Oil, which will have the exclusive right to buy them. Military orders troops to hunt NPA rebels in restive South CAGAYAN DE ORO CITY – The Philippine military has ordered an intensified operation against the communist rebel group New People’s Army in the restive South following a clash that led to the capture of a huge guerrilla camp in Agusan del Sur province. Officials said the 4th Infantry Division has deployed troops in the town of Sibagat where members of the 9th Special Forces Company fought fiercely with rebels. Soldiers clashed for

nearly 30 minutes forcing the rebels to flee deeper in the jungle. There were no reports of military casualties and officials could not say if there were rebels slain in the fighting i n the village of New Tubigon. It was the second clash in recent weeks in the area. The captured rebel camp can accommodate more than 100 rebels and was surrounded by trenches and thatched huts. Troops also recovered several auto-

matic weapons, improvised explosives, munitions and anti-government propaganda. Five rebels were killed in separate clashes with the military in Sarangani’s Maasim town and in the town of Kapalong in Davao del Norte. Troops also recovered 9 automatic weapons in Sarangani. HK migrant alliance demands justice for Wanchai murder victims MANILA - The Asian Migrant Coordinating Body has demanded a thorough and impartial investigation to the murders of two Indonesian women by a British banker in Hong Kong. Hong Kong authorities have recently arrested Rurik Jutting who is now facing trial for the gruesome killings of Sumarti Ningsih, a 25-year old tourist, and 30-year old Seneng Mujasih, a former domestic worker who overstayed her visa in the former British colony. “We want a thorough and impartial investigation of these murders, and we want the perpetrator to be punished to the fullest extent of the law,” said Eni Lestari, AMCB spokesperson. Sumarti was due to fly back to Jakarta on November 2. Her decomposing body was found inside a suitcase in Jutting's posh Wanchai flat. And Seneng's lifeless body, on the other hand, bore multiple stab wounds and was found in the same flat by police after a call from Jutting. “This is a clear case of violence against migrant working women in Hong Kong, and regardless of their immigration status

She also lambasted the Indonesian government for lacking a sense of accountability on the plight of Indonesian workers abroad and for being silent and passive on the Wanchai case, “seemingly embarrassed by the whole thing and is focusing its own investigation on the background and profession of the victims instead of the crime committed against

its nationals”. “The Indonesian government is such a hypocrite for keeping its hands off the Wanchai murders, when in fact it has been actively selling its citizens abroad to work in such dangerous occupations as domestic caregivers and turning a blind eye to the prostitution of Indonesian women overseas. More firms offer to run own generators MANILA - Seven more large corporations have volunteered to self-generate their electricity so that the Luzon power grid’s limited supply in the summer of 2015 may be utilized by other consumers, according to House Deputy Minority Leader Rep. Arnel Ty. Ty identified the firms as broadcasting company GMA Network Inc.,Century Properties Group Inc., Federal Land Inc., Fort Bonifacio Development Corp., Philam Properties Corp., Posh Properties Development Co., and Trafalgar Plaza Condominium Corp.. He said all joined the call to run their standby generators in the event that Luzon’s power supply becomes strained. “These firms are ready to drive their backup generators under the Interruptible Load Program, or ILP,” Ty

said. “We applaud these entities for going out of their way to shield consumers, by helping to minimize the threat of any potential power shortages in Luzon between February to June next year.” Ty said a total of 29 firms have already offered to operate their standby generators, if required, instead of obtaining their electricity from the Luzon grid in the summer of 2015, when demand is seen to peak due to extreme heat, while supply becomes fragile owing to reduced water pressure at hydro-power facilities. He said should all 29 firms run their own generators, some 169 megawatts of supply may be freed and available for smaller businesses and homes. Under the ILP, large consumers of electricity – business concerns with loads of at least one

MW each – are encouraged to run their backup generators to help Luzon manage possible power shortages in the summer of 2015. Due to lack of support from Congress, the Department of Energy has already abandoned its plan to acquire up to P10-billion worth of diesel-fired modular generators to deal with the projected power deficit. Lawmakers had attacked the plan as “vulnerable to corruption.” Malacañang previously invoked the emergency provisions of the Electric Power Industry Reform Act of 2001, to allow government to establish the required additional generating capacity under such terms and conditions as Congress may authorize via a joint resolution. However, Oriental

Mindoro Rep. Reynaldo Umali, energy committee chairman, said Congress will now likely just focus on recommending a measure that will enable government to fully harness the reserve supplies of electricity available from the standby generators already held by private firms. The Philippine Chamber Commerce and Industry estimates that privately owned backup generators can supply up to 2,000 MW of electricity, which is more than adequate to cover any shortfalls next year. “The ILP has emerged as the preferred coping strategy simply because the reserves are already there, and also because it affords consumers the best protection against the hazard of excessive increases in electricity rates,” Ty said. he Philippine National Police said it released over P26 million in f inancial assistance to 10,132 policemen in the Visayas affected by Typhoon Haiyan last year. Police Director Jaime Morente said the fund was sourced from donations from the Armed Forces and Police Savings and Loan Association Inc (AFPSLAI), Public Safety Mutual Benefit Fund Inc (PSMBFI), Public Safety Savings and Loan Association Inc (PSSLAI) and the PNP Provident Fund (PNPPF). According to Morente, 235 police personnel received financial assistance from the PNPPF and AFPSLAI totaling P976,000. And a total of 5,521 beneficiaries received P21,056,000 from donations by the PSMBFI while 4,376 other PNP beneficiaries each received P1,120.24 from a P4.9million grant by PSSLAI. Morente said police personnel whose residential property suffered total or heavy damage are entitled to P5,000 financial assistance, while those whose houses were partially damaged are

entitled to P3,000. The orphaned family of police personnel who died in the typhoon are entitled to receive P10,000 financial assistance on top of the death benefits due, Morente said. The police also allotted P335 million for infrastructure rehabilitation and reconstruction work to restore facilities. In Eastern Visayas, the hardest hit among the Police Regional Offices, some P294 million were earmarked to rehabilitate 183 damaged police stations and office buildings in the region. Construction work is ongoing to rebuild 15 municipal police station buildings in Leyte each costing Php 4.6 million. Seven other municipal police stations in the province are undergoing various stages of the required administrative and technical processes to commence reconstruction. Repair work is also ongoing in other heavily damaged support facilities and offices at the regional headquarters in Palo town also in Leyte. (Cebu Examiner)

Foster children can now enjoy Philhealth benefits
