housandsof people participated in the celebration of the Sulu Week of Peace as provincial government leaders urged citizens to continue supporting peace and development efforts to sustain the economic progress here. The celebration, which began with a walk from the capital town of Jolo to the Provincial Capitol in Patikul town, was led by Hajja Nurunisah Tan, who is the chairwoman of the Sulu Provincial Women’s Council (SPWC); and Vice Governor Sakur Tan. Sulu Governor Totoh Tan supported the weeklong peace celebration which was partici-

pated by provincial government employees and civil workers from different government agencies, and various sectors from the academe to the Muslim and Christian religious groups and organizations, to the local municipal governments, the business and police and military and civil society groups and students from local schools. The celebration also coincided with the observance of the SPWC’s 18-day Campaign to End Violence Against Women. Army sends new artillery battalion to Zamboanga, ARMM

he Philippine Army has sent an artillery unit in Mindanao to support ground troops in fighting rebels in various fronts in the restive southern region, officials said. Major Rosa Maria Cristina Manuel, a spokeswoman for the Army Artillery Regiment based in Fort Ramon Magsaysay in Nueva Ecija province in central Luzon, told the regional newspaper Mindanao Examiner that the newly-activated 8th Field Artillery Battalion under Lieutenant Colonel Jeffrey

WW2 howitzer found in Zamboanga POLICE said a World War II howitzer projectile was discovered by construction workers while digging on a village in Zamboanga City in southern Philippines. It said the 155mm projectile was unearthed recently inside a school compound in the village of Taluksangay. The workers informed village councilman Barlec Jailani about the find who immediately

called the police to retrieve the unexploded ordnance. Police said the projectile was turned over to the local bomb squad unit. Zamboanga was invaded by the Japanese Imperial Army during the war almost seven decades ago. Previous diggings here yielded war artifacts and old rifles and mortar bombs. (Mindanao Examiner)

MANILA - The Department of Science and Technology’s flagship program for disaster risk reduction and mitigation called Nationwide Operational Assessment of Hazards or Project NOAH once again showed its multifaceted benefits when its mobile app ARKO recently grabbed an award conferred only to a select few by the World Summit Awards Mobile Content 2014. The mobile app was chosen as one of five winners under the e-Inclusion and Empowerment category, besting hundreds of

participants from all over the world. This prestigious international award recognizes the best mobile content solutions in the world where it shows innovativeness, creativity and impact. “ARKO serves as a vehicle to deliver important information regarding floods to ensure the safety of our communities-at-risk and this app proves one thing; it shows that Filipino talent is world class,” DOST Secretary Mario Montejo said in a statement sent to the regional newspaper Mindanao Examiner.

He said overall, ARKO was one of 40 winners of WSA Mobile from a total of 456 projects submitted by 98 countries. “The creation of the ARKO mobile app for Project NOAH is one clear example of the innovativeness and ingenuity of our Filipino scientists and software engineers who developed a very important tool in disaster preparedness by providing information about floods that will enable our communities to prepare ahead of time,” Montejo said. Other winners along-

side the Philippines’ ARKO are the following: ColorADD from Portugal, Braille Board from Palestine, SnooCode of Ghana, and LIVOX of Brazil. The winners of WSA Mobile, which works in cooperation with the United Nations’ World Summit on the Information Society and in collaboration with UNESCO, UNIDO and UN GAID, will be invited to receive their awards in Abu Dhabi on February 1-3, 2015 to coincide with the WSA Mobile Global Congress. Bomb squad disrupts suspected explosive near military base ZAMBOANGA CITY – Army and police bomb experts disrupted a backpack on suspicion it contained an explosive near a military base in Zamboanga City in southern Philippines, officials said. Officials said the bag was discovered last week by a store owner Alejandra Lumawan in the village of Malagutay and immediately informed authorities about it. Soldiers and policemen cordoned off the area while bomb experts used projected water disruptor to destroy whatever explosives in the bag. Disruptors utilize a

water projectile shaped charge (an omni-directional format more commonly referred to as a “bottler”) to destroy improvised explosives by severing any detonation cord inside the device, rendering it futile. Although there was no homemade bomb, the bag contained five 40 millimeter grenades, three fragmentation grenades and a handheld radio transceiver, including ammunition and a pair of short pants, according to Insp. Dahlan Samuddin, a regional police spokesman. It was unknown whether the bag was owned by a soldier or ter-

rorist, but police are now investigating this to determine its owner. “A deeper investigation is being conducted by the police in order to determine the identity of the bag owner,” Samuddin said. The discovery of the bag occurred two weeks following two Abu Sayyaf bomb explosions at a massage parlor and karaoke bar that injured a member of the police bomb squad PO2 Franklin Manuel Ined, Sr. Ined was inspecting a suspicious container left inside the Deluxe Massage and Karaoke Bar at Tomas Claudio Street in downtown when it went off. A

second bomb exploded in the bar. In October, army and police bomb experts also disrupted an improvised explosive abandoned at the Plaza Pershing also in downtown Zamboanga. The explosive was hidden in a thermos that contained nails and ammonium nitrate, a banned chemical fertilizer widely used by rebels in the manufacture of homemade bombs. The Abu Sayyaf, blamed by authorities to the spate of bombings and killings in the southern Philippines, has recently pledged allegiance to the jihadist group Islamic State in Iraq and Syria. Hostage-drama ends peacefully in Zamboanga POLICE GASSED a house to rescue 2 children held hostage by their own father after 9 hours of heartpounding negotiations failed in Zamboanga City in southern Philippines. Police also arrested the father, who was identified as Nur Sakiran, after overpowering him in the house in an alley in the village of Baliwasan. The bolo he used to threaten his sons was also recovered by the police. The children – Faizal and Fahad – were unharmed, but shaken from their harrowing ordeal. The man earlier hacked and wounded his female relative following an altercation and then ran in his house where he held the two boys. The boys and their father were rushed separately to hospital for a routine medical examination. Police fired tear gas in the house after the man failed to respond to the long negotiations that were also taking its toll on the cops. Mayor Maria Isabelle Salazar also rushed to the scene. Local police chief Angelito Casimiro said the father would undergo psychiatric test. He is also facing criminal charges aris-

ing from the hostage-taking and the attack on the woman. Casimiro said praised the policemen involved in the rescue operation for their patience in negotiating with the man and eventually ending the hostage crisis peacefully. “We did everything peacefully

to end this hostage-drama peacefully,” he said. It was unknown what triggered the man’s rage last week, but his relatives said Sakiran may have been affected by neighborhood gossips about his family. His wife works in the Middle East. (Mindanao Examiner)

Pulis,” was held at the Paseo del Mar Park in Zamboanga City where some 3,000 people flocked to watch the competition. The PRO9 won in the “original composition” category and adjudged as First RunnerUp in the “open competition” category, according to Insp. Dahlan Samuddin, the regional police spokesman.

He said winning the competition has once again brought honor to the entire regional police force. He said the competing bands were judged based on different criteria set by the panel of judges. Body of soldier slain in Sayyaf clash arrives in Manila MANILA – The body of the soldier who died in a clash with Abu Sayyaf rebels arrived in Manila on a military cargo plane from Zamboanga City in southern Philippines. Troops in Zamboanga City led by Brigadier General Orlando De Leon,

deputy chief of the Western Mindanao Command, and Brigadier General Anselmo Junsay III, commander of the 530th Air Base Wing, also honored Corporal Glenn John Barcelona before transporting his cadaver here. Barcelona was killed

on November 22 in Sulu’s Parang town. His unit also killed Sihata Asmad, an Abu Sayyaf sub-leader. Authorities blamed the Abu Sayyaf for the spate of ransom kidnappings and terrorism in the restive South. (Mindanao Examiner)

Ex-PCGG Chairman indicted for influence peddling THE OFFICE of the Ombudsman said that former Presidential Commission on Good Government Chairman Camilo Sabio is facing graft charges for allegedly trying to influence his brother, Court of Appeals Associate Justice Jose Sabio, Jr. to help a party-litigant in a case pending before the Court of Appeals. In a Joint Resolution, Ombudsman Conchita Morales found probable cause to indict Sabio for two counts of violation of Section 3(a) of Republic Act No. 3019 (Anti Graft and Corrupt Practices Act) and for violation of Article 243 of the Re-

vised Penal Code (RPC). The Joint Resolution said that on May 30, 2008, Justice Sabio received a call from his brother informing him that he had been named member of the CA division to which the MERALCO-GSIS case had been raffled. Sabio tried to convince Justice Sabio “of the rightness of the stand of the GSIS and asked his brother to help the GSIS, which represents the interest of the poor people.” It was also uncovered that Sabio received a call from GSIS Board Member Atty. Jesus Santos informing

him that the MERALCOGSIS case was already raffled to the division of Justice Sabio, Santos allegedly requested Sabio’s intercession to convince Justice Sabio to rule against the issuance of Temporary Restraining Order in favor of MERALCO. Justice Sabio was excluded as respondent in the complaint filed by the Field Investigation Office “since records do not show that he had been influenced by his elder brother.” It was unclear how the Ombudsman discover about this. The Mindanao Examiner 6 Farmers protest DAR Bukidnon executive CAGAYAN DE ORO CITY – Some 200 landless farmers on Monday protested the continued defiance of the Department of Agrarian Reform to implement the Comprehensive Agrarian Reform Program in Bukidnon province in northern Mindanao. The farmers also demanded the resignation of Julio Celestiano, the provincial agrarian reform officer, for his failure to implement CARP in Bukidnon, especially in the estate of the Fortich family. Rosendo Emat, chairman of the Fortich Farm Landless Farmers Beneficiaries Association and a member of the national peasant federation Task Force Mapalad, accused Celestiano of violating the CARP. “While the DAR is

among the top agencies tasked to fulfil the state’s Constitutional mandate to pursue agrarian reform with the welfare of the landless farmers and farm workers receiving the highest consideration, the department ironically has a top CARP violator within its ranks in the person of Celestiano, who has been tolerating the Fortich family in blocking the implementation of agrarian reform in a landholding that they don’t even own,” Emat said. The 331-hectare portion of the 1,178-hectare banana, pineapple and papaya plantations in Valencia City consisting of three lots are being claimed by Carlos Fortich and daughters Maria Teresa Zarraga and Pilar Morasa, according to Emat, who said that government records show that the Fortich family

is not the registered owners of the lots. He said in 2006, the DAR, through issuance of notices of coverage, placed the three lots being claimed by the Fortich family under the CARP so these could eventually be distributed to farmerbeneficiaries of the program. However, in 2011, as the distribution of the lots to beneficiaries neared, the Land Bank of the Philippines refused to value the landholdings and determine the compensation that the government would give to the landowners in exchange for placing their properties under the CARP after it found out that the lots were untitled and not owned by any private individual. SULU – The Philippine military donated 200 packages of assorted goods to villagers who fled their homes due to the fighting between security and Abu Sayyaf forces in the southern Sulu province, officials said. Officials said the Joint Task Group Sulu through the 2nd Marine Brigade based in Sulu turned-over the relief goods to the Provincial Disaster Risk Reduction Management Center headed by Fazlur-Rahman Abdulla. Notorious bandit killed, 4 others captured in Zamboanga clash SECURITY forces killed a notorious bandit and captured four more, including one of their leaders, in a recent clash in the southern Philippine province of Zamboanga Sibugay, officials said. Officials said soldiers and policemen also recovered two rifles, a pistol, a motorboat and a motorcycle being used by the gang in their criminal activities in the province. Captain Franco Suelto, a spokesman for the 1st Infantry Division, said the operation was jointly launched by the 6th Special Forces Battal-

ion, including government militias headed by Sergeant Michael Reyes, and a team of local police under Senior Inspector Chamer Lacay and Inspector Roex Quirez. He said troops raided the village of Santo Nino in an effort to arrest the gang, but the gunmen opened fire on security forces sparking a 10-minuted firefight that killed the 29-year old Abdul-aziz Alhabshi. Three of those captured have been identified as Jambal Tarawi, who is one of the gang’s leader; Bernie Sahak, Alcif Tanjilu. They were implicated by authorities in

the series of robbery and killings in the province. Another gang leader, Danny Mohammad, who is facing a string of criminal charges, is still being hunted down by the police and military. Brigadier General Gerardo Barrientos, the regional army commander, praised the soldiers and policemen for the capture of the notorious gang members. Pork barrel exposé praised MANILA - The coalition People’s Initiative Against Pork Barrel lauded Senator Miriam Santiago’s exposé and strong stand against the perpetuation of the pork barrel system in the proposed 2015 budget of P2.6 trillion, the biggest in the country’s history. PIAP also urged the public to support the proposed "Act Abolishing the Pork Barrel System" via initiatives and referendum. M o n s i g n o r Romualdo Kintanar, PIAP co-chairman, said it was good that Santiago took up the advocacy against the pork barrel and the institutionalization of Disbursement Acceleration Program-like definition of savings in the national budget. "Her findings and revelations strengthen our unity and resolve to push through with the people’s initiative as the only viable means to counter the recurring insensitiveness to the urgent call for good governance," he said. "We hope that this would help enlighten many people who have mistakenly concluded

Sister Mar y John Mananzan, also a cochairwoman of PIAP, denounced the move of the Aquino administration to circumvent Supreme Court rulings against the PDAF and DAP by inserting P37 billion lump sum funds for legislators in the budget of various government agencies and by introducing patently wrong definition of savings similar to DAP. Mananzan said that aside from legislators pork and DAP-like savings in the 2015 budget, hundreds of billions of lump sum discretionary or pork barrel funds remains in the hand of the President, including offbudget items such as Malampaya Fund, Philippine Amusement and Gaming Corporation, Philippine Charity Sweepstakes Office and the Road User's Fund, should be condemned. Abu Sayyaf commander in Germans’ kidnappings killed in clash ZAMBOANGA CITY – Government troops killed a notorious Abu Sayyaf leader, tagged as among those who kidnapped two German yachters, while evading capture in Sulu in the southern Philippines. Military spokeswoman Captain Maria Rowena Muyuela said Sihata Latip engaged security forces trying to arrest him in the village of Duyan Kaha in Parang town. She said one soldier was killed and another wounded in the fighting. “Latip was killed when he resisted arrest and engaged security forces in a firefight. One soldier was killed while another is wounded during the brief clash with the Abu Sayyaf leader,” Muyuela, who quoted a military report, told the regional newspaper Mindanao Examiner. She said a report by Colonel Alan Arojado, commander of an anti-

terror task force in Sulu, tagged Latip as involved in the kidnappings of foreigners and attacks against security forces. “Latip was involved in the kidnappings of foreigners and in the series of violent attacks against government forces. The military and police are continuously pursuing notorious leaders of the Abu Sayyaf who are now on the run in Sulu,” Muyuela said. Philippine military chief General Gregorio Catapang commended troops for killing Latip who was implicated by authorities in the April 25 kidnappings of Stefan Viktor Okonek, 71, and Henrike Diesen, 55. Both hostages were freed by the Abu Sayyaf on October 17 in exchange for P250 million ransoms. The duo was heading to Sabah in Malaysia on a private yacht from a holiday in Palawan province when

militants - who were returning to Sulu from a failed kidnapping in Sabah - spotted the Germans and seized them on April 25. The Abu Sayyaf is still holding a Malaysian policeman Kons Zakiah Aleip, 26, who was seized on June 12 also this year following a clash in Sabah that killed another policeman. The militants are demanding 5 million ringgits (P68.3 million). They are also threatening to behead another kidnapped Malaysian fish breeder Chan Sai Chuin, 32, if ransom is not paid by his family this November. The rebels are demanding 3 million ringgits (P41 million) for the safe release of the fish breeder, who was kidnapped along with a Filipino worker on June 16 this year from a fish farm in the town of Kunak in Tawau District in Sabah. Aside from the Malaysians, the militants are still

holding hostage a 64-year old Japanese treasure hunter Katayama Mamaito, who was kidnapped from Pangutaran Island in July 2010; and two European wildlife photographers Ewold Horn, 52, from Holland; and Lorenzo Vinciguerre, 47, from Switzerland, who were taken captive in the coastal village of Parangan in Panglima Sugala town in the southern Tawi-Tawi province in 2012. And several Filipinos kidnapped in other provinces and brought to Sulu. The military said the Abu Sayyaf rebels are hiding in civilian communities and have moved their hostages from one hideout to another making it extremely difficult for security forces to track them down. Each year when the Christmas spirit sweeps across towns and cities in Cebu, the “parol” or the traditional Filipino Christmas lantern becomes the center of attention and this is especially evident in the northern part of Cebu – in the town called Sogod - which is among the towns in northern Cebu affected by last year’s super typhoon Haiyan (Yolanda). Makers of Christmas parols and other handicrafts in Sogod displayed their high-quality products on the sides of the

highway to show their creativeness, skills and most importantly, their resilience.
