overnment officials and residents in Zamboanga City were shocked to learn that dozens of arrested members of the Moro National Liberation Front who had been implicated in last year’s deadly attack here may be freed despite mounting evidence against them. This came after the Department of Justice (DOJ) recommended the dismissal of the criminal charges against them. It said at least 59 of over 279 people arrested and charged in connection with the attack are likely to be released. According to reports, Justice Secretary Leila de Lima said the DOJ came up with the recommendation after the Pasig court handling the rebellion case ordered the prosecution to undertake a re-investigation. GMA News also quoted De Lima as saying “sa tingin ng court, may mga akusado na hindi na-establish ang role”, adding, it is up to the court whether or not to approve the prosecution panel's recommendation. It said De Lima clarified that MNLF chieftain Nur Misuari, who was accused as the brains behind the attack, is still among those facing charges of rebellion and violation of the Philippine Act on Crimes against International Humanitarian Law, Genocide, and Other Crimes against Humanity which were filed in two batches in October and December 2013. GMA said some of Misuari’s commanders, including his top leader Ustadz Khabir Malik, have been charged on October 7 at the Zamboanga City Regional Trial Court, but remain at large. The DOJ said the attack on Zamboanga resulted in several casualties and extensive damage within the city, particularly in the villages of Mariki, Rio Hondo, Santa Barbara, Santa Catalina, Kasanyangan, Talon-Talon and Mampang. The report said Misuari and his men were charged with rebellion for taking up

arms and attacking government security forces and civilians, and by committing “acts of murder, pillage, disorder, looting, arson, and destruction of private and public properties." They were also charged for their acts of violence against residents who did not take an active part in the armed hostilities, and for taking noncombatant civilians as hostages during the fighting. Usong U gong Ugong It was unknown whether among those who would be freed include the 23 MNLF gunmen led by Commander Usong Ugong that yielded to the police during the rebel siege. Ugong’s group surrendered to Senior Superintendent Jose Chiquito Malayo, then the local police chief, in the village of Mampang in exchange for a safe passage back to Basilan province. Malayo was initially reported to have been taken hostage by Ugong’s group, but this had been denied by the police officer who admitted he went to the village to negotiate for the surrender of the rebels. Ugong claimed that Misuari misled them into believing they would attend a peace rally in Zamboanga, but ended up hiding in the village when fighting erupted. But other reports claimed Ugong’s group was allegedly paid or working for an unidentified politician who sent the gunmen to Zamboanga to pose as surrenderees to demoralize the ranks of the rebel group and as a media propaganda. Assorted automatic and high-power weapons were also seized by the police from Ugong’s group. Rebel forces from Basilan and Sulu provinces under the command of Malik stormed Zamboanga on September 9 and took over 200 people hostage and used them as shield against pursuing soldiers and policemen. More than 400 people were killed and wounded in the fighting that lasted three weeks. The battle displaced over 120,000 residents.

Misuari, who signed a peace accord with Manila in 1996, accused the Aquino government of reneging on the peal deal and launched a new rebellion, the second in more than a decade. In 2001, loyal forces of Misuari also attacked military bases in Zamboanga City and Jolo town in Sulu province and the clashes killed over 100 people. Misuari, who fled to Malaysia after the siege failed, was arrested and jailed, but eventually released by then President Gloria Arroyo after he pledged loyalty and support to the politician. OP APP held accountable OPAPP Zamboanga Mayor Maria Isabella Salazar said she will not allow the rebels to go unpunished. Even residents have aired their concerns to different radio stations here after hearing about the reports. Salazar said she has conferred with the City Legal Office and the City Prosecutor’s Office to find ways and means on how to address the issue. “As I reiterated before, we stand by the rule of law and we expect our pillars of justice to do what is incumbent upon them. We already conferred with the City Legal Officer lawyer Jesus Carbon and the City Prosecutor Peter Medalle and we will study if we can pursue any remedy,” she said. A copy of the DOJ resolution was furnished to the City Legal Office and its legal team has already met with representatives from the City Prosecutor's Office to discuss the matter and possible remedies. The City Legal Office is also expected to file a motion for reconsideration with the DOJ. Salazar has blamed the Office of the Presidential Assistant on the Peace Process for failing to address concerns raised by the MNLF prior to the siege of Zamboanga. OPAPP is headed by former Arroyo loyalist Teresita Deles. “I still hold them (OPAPP) accountable. Looking at the situation, the OPPAP should really intensify its tasks and mission be-

cause I cannot give what Chairman Nur Misuari was asking me (and that is) to (fully) implement the 1996 peace accord (with the MNLF). “It should be the agencies of government, particularly OPPAP that has to be responsive to that. With that, as it may have to move on. Ya kaba ya se. (sic) Ya supri ya kita (Ya está hecho. Ya hemos sufrido. It’s done. We have suffered already). We’re victims of the siege. Then perhaps, we ask them also that this time, do their mission, do their task because we, in the City Government of Zamboanga, will be left to take care on the victims of the siege,” Salazar said. Misuari has been opposing to the government’s peace talks with rival Moro Islamic Liberation Front which signed a peace accord with Aquino in 2012, saying it violated the September 1996 agreement with the MNLF. He also wrote a letter to the Organization of Islamic Cooperation about it and sent a communication to OPAPP, but was ignored. Salazar also said that OPAPP neglected local government’s request for guidance on how to deal with the MNLF. “We already aired our request for guidance from national government how to deal with the MNLF if ever they are seen in the city in uniform. But sad to know that from the time that we asked that question way back in July (last year and) up to even in (time of) the siege, there was no guidance and response. The accountability of this (OPAPP) agency should be responsive to the peace process and should have done its task in guiding local government units on how to react and what to do,” she said. She said the siege lasted long because there was a failure in communication between the OPAPP and MNLF. “Sad to say that as a consequence, Chairman Nur Misuari proved his worth, and we all end up victims of the siege and so in a sense, Zamboanga City just became a victim of circumstance because of lack of communication,” Salazar said. And rubbing salt into the wound, Salazar said some OPAPP officials abandoned Zamboanga at the height of the siege only to attend to their budget hearing in Congress in Manila. “Where was OPAPP during the siege?,” she asked. “So I really feel that the budget of a government agency (OPAPP) was more important than the people of Zamboanga who suffered in the siege,” Salazar said. Care without Harm, Greenpeace, EcoWaste Coalition, Global Alliance for Incinerator Alternatives, and Green Convergence which condemned the apparent move by lawmakers. “In the guise of solving an artificial energy crisis, the suspension of related laws in House Joint Resolution 21 will not relieve us of our problems but exacerbate the Filipino people's vulnerability by burying us

deeper in economic, health, and environmental problems,” said Kathryn Leuch, energy policy campaigner of the Philippine Movement for Climate Justice. Merci Ferrer, of Health Care without Harm, also pointed out that instead of reinforcing policies that advance our rights and welfare, the resolution gives Aquino the right to bypass those policies.

DOH urged to do more on Ebola preparation THE Community Medicine Practitioners and Advocates Association is asking the Department of Health to undertake more useful and practical actions for Ebola preparation. The group, composed of doctors involved in the healthcare of rural and urban poor communities, said the DOH has been putting the blame on health workers and the media, including to some people as ranting and hyping too much on Ebola and creating hysteria. It claimed that the DOH is the one sowing confusion because it is saying one thing and doing another regarding the Ebola quarantine. It said the DOH has been amiss in disseminating the basic information on

this disease to the public so that citizens can be more aware and become part of health preparation. At the same time, health personnel in selected medical institutions while being given training on how to deal with an epidemic feel short changed and are not consulted. The group said it is also appalled at the tokenism for political mileage of the DOH, first in initially mulling to send a team of health care workers as volunteers toWest Africa - before strong public opinion against it and then giving $1 million to the United Nations for Ebola. Just recently, there was a government statement stating again the possibility

of sending a medical team because of a breakdown in the health care system of Ebola stricken countries. "This is ironic considering our own national government budget for health is grossly inadequate for our health needs. In spite of more than four years of “Kalusugan Pangkalahatan, the share - both DOH and local government - in our country’s total health expenditure has even decreased from 20.2% in 2011 to 18.5 % in 2012, resulting in the persistent unacceptable level of out of pocket spending of 57.6% in 2012 based on the latest National Health Accounts data," the group said in a statement sent to the regional newspaper Mindanao Examiner.

She said it is unacceptable to grant Aquino emergency power that erodes the democratic processes as House Resolution 21 allegedly circumvents laws and trample on people’s rights to resist projects which are detrimental to them. As mandated in the resolution, all national government agencies and local government units are authorized to suspend the operability of pertinent laws, rules, and regulations including, but not limited to mitigating measures adopted for the Wholesale Electricity Spot Market, the Biofuels Act, Clean Air Act, The Philippine Grid Code, The Philippine Distribution Code, which may affect the operation and transmission of the contracted generation capacities. 'Iskolar ng Bayan Program' to benefit students MANILA - Top 10 graduates of every public high school are now assured of scholarships in 112 state universities and colleges, with President Benigno Aquino’s signing into law of the Iskolar ng Bayan Program, now Republic Act No. 10648, according to Rep. Roman Romulo. Romulo, chairman of the House committee on higher and technical education, said the new law will enable a greater number of families to fulfill their hopes and dreams of sending their children to college. “We expect around 80,000 of the country’s bestperforming public high school graduates to benefit from the new legislation. Highly improved access to a college education is crucially important in fighting poverty and growing our middle class families,” Romulo said in a statement sent to the regional newspaper Mindanao Examiner. Under the Iskolar ng Bayan Program, the top 10 graduates will be entitled to admission to the SUC of his or her choice within his or her province, without having to pay for first-year tuition and miscellaneous fees.

According to the Department of Education, there are more than 8,000 public high schools nationwide.Public high schools with more than 1,000 graduates will be entitled to one additional college scholarship slot for every 500 graduates, to be granted to graduates whose ranks immediately follow the top 10. After the first-year college scholarship under the program, the student beneficiary will be covered by financial assistance from the Commission on Higher Education (CHED), if qualified. In the 2015 national budget, SUCs have a total of P3.5 billion available for scholarships. This is apart from the CHED’s P2.2 billion allotment for student financial aid. Romulo is also author of the proposed Voluntary Student Loan Program by Private Banks, which since been passed on third and final reading by the House of Representatives, and is now pending Senate action. Under the program, an eligible student may obtain a low-cost bank loan to pay for the tuition of the college where the borrower has been accepted. The student may

also use the money to finance all other schooling as well as living expenses. The loan would have an effective interest rate pegged to the 91-day Treasury bill rate, which stood at 1.144 percent per annum as of Novmber 28. The bank may apply an add-on 3% to 5% annual interest rate, but instead of the student paying for the extra interest charges, the lender may claim the corresponding amount as tax credits. The bank may then use the credits to pay, or offset, its tax obligations. The borrower would pay off the loan periodically, starting two years after graduation, but not later than eight years after leaving college. Borrowers would be issued either Social Security System (SSS) or Government Service Insurance System (GSIS) numbers, depending on their preferred future employment. The bank may then enlist the SSS or GSIS to collect repayments via salary deduction or withholding. The lender may also ask the Philippine Overseas Employment Administration to help collect from borrowers with job contracts abroad. (Mindanao Examiner)

The Eastern Mindanao Command and the 4th Infantry Division have tagged New People’s Army leaders Leonida Sanchez, Randy Subla, Ariel Ornales and Renato Sayasat as behind the ambush in Rosario

town. The victims were returning home from a church service when some 20 rebels attacked the ambulance they were using in the village of Marfil. The ambulance was carrying 11people, according to the military. The fatalities were identified as Neljoy Cerna, 27; Noni Mabong, 51, Alfredo Cerna, 51; and Vanessa Sabas, 30. And the injured as Liza Casilla, 47; Elmer Adonis, 37, village chieftain

Emillio Solidor Jr., 49; and eight-year old Mae Roselyn Adonis, army soldier Diryun Mordeno and pro-government militias Expedito Sabado and Reynaldo Austral. The military said the ambushers belong to the Guerilla Front 14 operating in the provinces of Agusan del Sur and Surigao del Sur. The NPA has been fighting for a separate state in the country. Ops vs. Abu Sayyaf intensify BASILAN – Security forces have intensified its operations against the Abu Sayyaf in the restive province of Basilan following a clash last week that killed 3 rebels and wounded 2 soldiers. Officials said security forces were pursuing two of the Abu Sayyaf most notorious leaders, Puruji Indama and Nurhasan Jamiri, in Tipo-Tipo town when it encountered the rebels and killing 3 of them, but the fighting also injured two soldiers. “At least three Abu Sayyaf members were

killed and two soldiers wounded in the clash in Tipo-Tipo and the operation is continuing in Basilan province,” Marine Capt. Maria Rowena Muyuela, a spokeswoman for the Western Mindanao Command, told the regional newspaper Mindanao Examiner. According to Capt. Franco Salvador Suelto, of the 1st Infantry Division, troops were scouring the town’s hinterlands where the group of Indama and Jamiri fled. He said Br ig. Gen. Gerardo Barrientos, the

regional army commander, ordered troops to intensify the campaign against the Abu Sayyaf in the province. Ensign Chester Ian Ramos said the Naval Forces South under Commo. Reynaldo Yoma also alerted patrol commanders in an effort to prevent the Abu Sayyaf rebels from escaping out of Basilan. The Abu Sayyaf has been largely blamed by authorities for the series of terrorism and ransom kidnappings in the Muslim region. (Mindanao Examiner)

MANILA - Human rights group Karapatan has condemned the government's harassment against dozens of Filipinos who staged a recent rally in front of President Aquino's house in Quezon City. Police filed charges against several protesters after clashing with them on November 29. It said the protesters vandalized Aquino's house after the marchers sprayed paint on the gate. “It is a logical reaction from a regime that looks at governance as a game of masquerade instead of looking into and addressing the roots of people’s dissent,” Cristina Palabay, Karapatan's Secretary-

‘Tabak’ Division praised for supporting youth advocacy, peace efforts in Mindanao PAGADIAN CITY – The Philippine Army’s 1st Infantry Division continues to draw praises and accolades for its continued support to peace and development efforts, and various youth advocacy in Western Mindanao. The 1st Infantry Division under Brigadier General Gerardo Barrientos Jr., in partnership with the Western Mindanao Command under Lieutenant General Rustico Guerrero, and the National Youth Commission headed by Raymond Domingo, conducted the 1st Regional Youth Forum – Western Mindanao held in Pagadian City in Zamboanga del Sur province. The three-day action planning workshop was par ticipated by youth leaders from the prov-

inces of Zamboanga del Norte, Zamboanga del Sur, Zamboanga Sibugay Province, Lanao del Norte, Lanao del Sur and Misamis Occidental. Most of them were student council presidents and alumni of the military’s Youth Leadership Summit Program in Western Mindanao. The facilitators were also alumni of the National Youth Leaders Congress 2014. Captain Franco Salvador Suelto, facilitator of the NYLC 2014, and head of the Technical Support Team of the Regional Youth Forum, said the event was just the beginning of a series of cascading action planning workshops involving the alumni of YLS and NYLC. He said the action planning will also be replicated at the provincial,

city and municipal, and even in the villages. “There will be more similar activities in the future that will advocate mobilization of the youth in preparing them to be more socially responsible, peace loving and productive members of the community as well as God-fearing citizens of the countr y,” he said. “The objective of this activity is to develop the leadership of the youth as preparation for their role in the society and in nation building.” Barrientos also commended those who attended the forum and lauded the forum, saying, it would help develop and prepare the youth and student sector to become responsible citizens and future leaders. 3 dried fish sellers killed in Lanao Sur PAGADIAN CITY – Three people selling dried fish were killed in the town of Buadiposo-Buntong in Lanao del Sur in the Muslim autonomous region in Mindanao, reports said. It said the victims – two men and a woman – were found dead on the highway and believed to be natives of Pagadian City in Zamboanga del Sur province, but other reports said the three were residents of Lanao del Norte's Lugait town.

The trio was reportedly selling dried fish to teachers in schools in the town, but their identities are still unknown, although some of the teachers claimed the victims were from Pagadian City. The report said the victims were believed robbed as none of their wallets and belongings were found in the area. The three were travelling together on a motorcycle when they were attacked. Photos of the slain trad-

ers were posted on Facebook by a community facilitator of the Department of Social Welfare Development who came passed the village. Abdulsamad Alonto and Wit Wiw also shared the photos on Facebook in an effort to help authorities in the identification of the victims. A 12-day exhibit of various products in Zamboanga City is expected to draw thousands of people as the local government launched its so-called “12 Dias de Hechos de Zamboanga” – a night market and variety shows starting on December 12. agement of “One Barangay, One Product” in Zamboanga City. The One Barangay, One Product was pattered from the promotional program called One Town, One Product – which aims to promote various goods and products of Filipino towns, cities and regions, and also provides funding for small businesses. Progress catches up with Misamis Occidental province

2 soldiers wounded in BIFF clash at ‘SORA’ day in ARMM COTABATO CITY – Two army soldiers were wounded in a clash with rebels in Maguindanao province that coincided with last week’s on State of the Region Address in the Muslim autonomous region. Security officials confirmed the fighting and said patrolling troops were searching for improvised explosives in the town of Shariff Saydona when some 30 Bangsamoro Islamic Freedom Fighters attacked them, sparking fierce clashes in the village of Nabundas. Captain Jo Ann Petinglay, a spokeswoman for the 6th Infantry Division, said two soldiers from the 45th Infantry Battalion were wounded in the fighting and that also left a still undetermined number of rebel casualties. “Two platoons of soldiers while conducting security patrol in the area – which was reported to have IEDs – were fired upon by some 30 mem-

bers of the BIFF under (rebel commanders) Bisaya and Sanad. As a result, two members of the 45th Infantry Battalion were wounded and an undetermined (number of casualties) on the side of the enemy,” she told the regional newspaper Mindanao Examiner. Petinglay said more troops were sent to the town to pursue the rebels, blamed by police and military authorities in the spate of terrorism in the restive region. “The 6th Infantry Division condemns these attacks which create fear and terror among innocent civilians,” she said. Petinglay also called on the local governments and former rebels groups Moro National Liberation Front and Moro Islamic Liberation Front to keep watch over the security situation in their areas and help the government in stopping terrorism by providing information to authorities. “We are working

closely with the police authorities to trample these groups and we assure the public that the government will always be on top of the situation. We will never allow them to succeed,” she said. Also last week, an explosion occurred along the highway in Shariff Aguak town in Maguindanao, one of five provinces under the autonomous region. No one was reported hurt or killed in the blast and the army said the explosion was not strong enough. But a grenade attack later in the day in Cotabato wounded a 22year old civilian Raisma Baraquir. The attack targeted a dump truck that passed along Sinsuat Avenue, the military said. OROQUIETA CITY – The southern Filipino province of Misamis Occidental is fast becoming more progressive because of its improved peace and order condition and has just recently declared the area as conflict-manageable and development-ready. Governor Herminia Ramiro signed the declaration with Brigadier General Gerardo Barrientos Jr, commander of the 1st Infantry Division; and Chief Superintendent Isagani Francisco Genabe Jr., chief of the Police Regional Office 10, at the Provincial Cultural and Farmers’ Training Center in Oroquieta City. The signing of the declaration was witnessed by presidents of the Liga ng Barangay who attended the 1st Mindanao Congress, including Senator Teofisto Guingona III, who was the guest speaker for the opening ceremony of the Liga ng Barangay Presidents’ Congress. Captain Franco Salvador Franco, an army spokesman, said this initiative of the 1st Infantry Division is in line with the pronouncement of Armed Forces Chief of Staff General Pio Gregorio Catapang Jr, to fast track the hand-over of Internal Peace and Security Operations to the provincial

governments and local police to pave the way for economic growth and development in the communities. He said the declaration of Misamis Occidental will not affect the deployment of military forces in the province, but rather enhance the relationship between the local governments and security forces in response to the various threats in the community such as the presence of communist rebels and other lawless elements. “The issuance of the joint declaration is a manifestation that the level of insurgency in the province has dwindled in the past years due to the continuous decrease of their manpower, firearms, affected barangays and activities, including the communist rebels and its politico-military organizations have been reduced to a minimal level that it no longer pose a serious threat to peace and order in the province,” Suelto said. Barrientos also the joint declaration of Misamis Occidental as conflict-manageable and development-ready province is a manifestation of a generally peaceful environment. “It is now ready for further development and

tourism. The strength of the NPA in Misamis Occidental has become insignificant and can be readily addressed by the police. However, the 1st Infantry Division and Armed Forces as a whole will continue to work with the local government units, other government agencies, the civil society organizations, and other stakeholders to maintain the peace and security in Misamis Occidental and likewise the other provinces in Western Mindanao,” he said. Ramiro said the signing of this declaration will strengthen and enhance the collaboration and partnership of local government, the police and military in serving and protecting the people. “I assure the communities of Misamis Occidental that there will be no changes in the peace and security set-up of the current army forces because it will continue its efforts together with the police in bringing peace and development in our province. Saudi rolls out new labor rules on domestic workers MANILA - The Filipino migrant rights group Migrante-Middle East and its affiliate groups in Saudi Arabia welcomed new labor rules that aim to ensure the rights and safety of household service workers. The Saudi government, through the Ministry of Labor, has recently approved the Household Regulation on ServiceWorkers and Similar Categories, under Resolution No. 310. “Our advocacy and campaign to ensure domestic workers rights, welfare and safety have paid off. We’ve got an affirmative action from the concerned authorities and we would like to convey our appreciation to the host government,” John Leonard Monterona, Migrante regional coordinator, said in a statement sent to the regional newspaper Min-danao Examiner. Monterona said it was a tough task to get the attention of Saudi Arabia if not for their continuing campaign and advocacy for the protec-

tion and respect of the rights and welfare of household domestic workers in the Kingdom. He said the numerous cases of maltreatment and other forms of abuses inflicted to domestic workers placing them into a life-anddeath situation could not simply be ignored and denied by both Saudi and Philippines. “Let’s note that household domestic workers are excluded in the Saudi Labor Law. The new set of rules under Resolution No. 310 is being sought long time ago,” Monterona said. Monterona said the success and effectiveness of the new rules on domestic workers will depend on the implementation and monitoring by the concerned authorities. “The new rules are now written. Next is an honest-togoodness implementation and monitoring. More so, it must be neutral and no double standards,” he said. Resolution No. 310 will

guarantee in favor of the household service workers aside from the minimum monthly salary of $400, including accommodation, a daily rest of at least 9 hours, and to personally attend and send a representative in case there is a complaint, and to be protected against socalled ‘rent out’. On the other hand, the workers are required to render best performance on duty and not to refuse work or leave the service without legitimate reason; and respect for Islamic religion and observe Saudi regulations, and take care of the employer’s property, and not to harm family members, children and the elderly, among others. “We will help disseminate the new rules with an aim of educating not only the household service workers, but as well as their employers. NPA says 2 soldiers taken captive in daring raid DAVAO CITY – The communist rebel group New People’s Army said it is holding two government soldiers as prisoners of war and owned up to a recent attack on a banana plantation run by the Japanese export firm the Sumitomo Fruits Corporation in southern Philippines. Aris Francisco, a regional NPA spokesman, said the soldiers - Pfc. Alvin Ricarte and Cpl. Benjamin Enot Samano - are both working as guards for the company which is operating in Davao del Norte’s New Corella town. He said the 23-year old Ricarte and Samao, 37, are members of the 60th Infantry Battalion. He accused the army unit as behind extraju-

Francisco said in a statement sent to the regional newspaper Mindanao Examiner. Rebels raided the plantation at dawn on December 2 and carted two M16 automatic rifles, a shotgun, four rifle grenades, one radio transceiver and ammunition. Francisco also warned the military not to attempt to rescue the prisoners. “For as long as guerrilla conditions warrant and notwithstanding enemy operations that imperil the safety of the two prisoners of war, the NPA custodial unit strictly observes the NPA’s Rules of Discipline and the International Humanitarian Law pertaining to captured enemy personnel,” he said. He also said the attack on Sumifru was a punishment for allegedly violating the labor rights of its workers who have been complaining to the rebel group. “The NPA punished the Japanese-owned banana exporter Sumifru for its gross violations of rights of its workers. The NPA received complaints from the workers and their families that the company has imposed 16work hour shifts without overtime pay in padlocked, jail-like building. Arbitrary termination and suspension of workers without due cause are also rampant,” he said. The rebels also holding three other policemen and two army soldiers who were captured in separate operations in southern Philippines - PO3 Democrito Polvorosa and PO1 Marichel Contemplo were seized on November 16 in Surigao del Norte province, and PO1 Junrie Amper in Surigao del Sur province. And Privates Marnel Cinches and Jerrel Yurong, who are members of the 8th Infantry Battalion, were taken captive in September in Bukidnon province. The military’s Eastern Mindanao Command and the 10th Infantry Division have not issued any statement since the rebel raid. tained prior to consuming the drinks and 5 times during the 4 hours afterward. Heart rate increased by 7.8% on day 1 and by 11.0% on day 7. Systolic blood pressure increased by 7.9% on day 1 and 9.6% on day 7. Diastolic blood pressure increased by 7.0% on day 1 and 7.8% on day 7. "Increases in blood pressure and heart rate of the magnitude observed in our study could be significant in persons with known cardiovascular disease," Dr. Kalus and his associates maintain. Troops, rebels clash in Maguindanao COTABATO CITY – One civilian was injured after he was hit with a stray bullet during a firefight between army soldiers and rebels in Maguindanao, one of five provinces under the restive Muslim autonomous region in the southern Philippines. The soldiers were patrolling the village of Labu-labu in the town of Shariff Aguak when they encountered a small group of Bangsamoro Islamic Freedom Fighters.

The rebels opened fire on the soldiers, but hit a villager, according to Capt. Jo Ann Petinglay, a spokeswoman for the 6th Infantry Division. She identified the wounded civilian as Joven Opena. Troops from the 45th Infantry Battalion rushed the injured to hospital as other soldiers pursued the rebels. “The 6th Infantry Division ensures that the safety of the public will be the utmost priority and

we gravely condemn this incident in which the BIFF terror actions resulted to the wounding of an innocent civilian,” Petinglay said as she also praised the active support of the villagers who reported the presence of gunmen in the area. Lilas Binisaya Film Festival in Cebu successful

T

he recent Visayan film festival held in Cebu was a success and has inspired filmmakers and enthusiasts and opens a new venue for localized and regional movies. The three-day Lilas Binisaya Film Festival was held recently at the historic Cine Oriente at Colonnade Mall. Festival director Maria Victoria Beltran and veteran actress Pilar Pilapil led filmmakers in the opening of the festival. In her speech, Pilapil said Cebuano singers, actors, writers, musicians, and many others have always made it big wherever they go. “If people in the international scene can recognize us, why can’t we not recognize that? I believe it’s our time, it’s God’s time,” she said. Pilapil also said they are coming up with up a television show that will talk about Cebuanos. The film “Ang Manok ni San Pedro” was screened on the opening of the festival followed by a forum with Provincial Board Member Julian

Daan and the film’s other cast members. Young filmmakers, students, film enthusiasts and film-goers came to support the event. The film showing was free for the public. Beltran said “the festival is to harvest the best Cebuano films so we could bring it to a national festival which is Cinema Rehiyon.” She said the festival is one way to promote appreciation of Cebuano films. The best of Cebuano short films such as Saranghae My Tutuor, Doktora, and To Siomai Love were also screened during the festival, whose highlight was the short film competition where 13 different production teams vied for the grand prize of P10,000 and a one-year film grant from the Film and Media Arts International Academy. The short films that competed were: Handumanan sa Usa ka Salida (Ivan Karol Martinez); Mga Hunahuna ni Erlinda Bayonita (Sheree Tampus); Ang Pagpangita (Aprillice Alvez); Damgo ni Magdalena (Kier Belleza);

Silingan (Daniel Bautista); Hipalgan (Patricia Joy Martinez); Dream On Bai! (Hanz Florentino); Halok (Hanz Florentino); Handurawan (Jaylou Dari); Kulto (Dulcelyn Insong); Mga Patay Nga Bitoon (Andrei Karoly Hernandez); Urom (James Arthur More Oliva); and Mugna (Kristiana Sayson). “Handurawan” bagged the Best Picture award in the competition; with “Hipalgan” as 2nd Best Picture and “Dream On Bai” as the 3rd Best Picture.The Special award also went to “Handumanan Sa Usa Ka Salida.” Handurawan filmmaker Jaylou Dari was named Best Director; Mary Grace Remo as Best Actress for her role in Halok and Romeo Bantugan as Best Actor in the film Dream On Bai.Best Screenplay went out to Dari and Ranin. The film “Mula sa Kung Ano Ang Noon” directed by award-winning Lav Diaz was shown at the closing of the festival. Koreans hold livelihood skills training in Cebu

he Cebu Provincial Government and the Philippines-Korea Cultural and Educational Exchange Center has recently held a livelihood skills enhancement program for representatives of various offices of the Sangguniang Panlalawigan. Cebu Vice Governor Agnes Magpale and Dr. Choi hoon Young led the training program. Young said his goal is to train people from the government and use what they learned in the skills enhancement program for lo-

cal government livelihood programs. Those who attended the livelihood skills enhancement program were trained on nail art design, decorative rag-dolls, flower arrangement, hair cutting and styling, including Korean language. Kimchi-making is also being introduced by the trainers, mostly volunteers from the PhilippinesKorea Cultural and Educational Exchange Center. Young said he has been libing in the Philippines for the past decade now, adding, he is overwhelmed at how

Filipinos have welcomed Koreans. He said he wanted to reach out to more Filipinos, specially teenage mothers, and Korean-Filipinos; and people with disabilities so he can also train them as part of his advocacy. He said many talented Cebuanos and Koreans are showing interest in volunteering for livelihood programs. ith the Philippines eyeing to maximize economic gains under the ASEAN regional integration, the Department of Trade and Industry said it is aggressively pushing for the Small Medium Enterprise (SME) agenda to ensure that local enterprises can participate in the regional and global value chains. In a regional multistakeholders briefing on ASEAN Economic Community (AEC) held in Cebu City, DTI Regional Operations Group Undersecretary Zenaida

Malaya said that rural communities, particularly the Micro, Small, and Medium Enterprises (MSMEs), can benefit from the ASEAN integration. She cited the passage of Negosyo Act 2014 or Republic Act No. 10644 which aims to strengthen SMEs by making their services more accessible with the creation of Negosyo Centers. “The law requires the establishment of Negosyo Centers in provinces, cities, and municipalities. We’re working closely with the local government units, the mayors, the governors and the private sector on this,” Maglaya said, adding, Cebu is one of the six

pilot areas where Negosyo Centers will be put up this month and some 100 more centers across the country by next year. Maglaya said they’re also looking into amending trade rules and regulations to make them more suitable not just for big businesses but also for SMEs. The Asia-Pacific Economic Cooperation Ministerial Meetings next year will also carry the SME agenda, she said.
