Mindanao in tight security watch after deadly bombing

hilippine authorities have tightened anew its security in M indanao following a deadly bus bombing that left dozens of casualties in the restive region where troops are battling Moro and communist insurgencies. Maj. Christian Uy, a spokesman for the 4th Infantry Division, said 11 people were confirmed dead and over three dozen others wounded

after an improvised explosive went off last week at the compartment section of the bus, owned by Rural Transit Mindanao, in the town of Maramag in Bukidnon province. The explosion occurred near the Central Mindanao University at the time many of the students were coming out of the school. Uy said the bus was traversing the highway when the bomb exploded. He security has been tight-

ened in northern Mindanao where the explosion occurred with soldiers and policemen deployed in bus terminals. Maj. Ezra Balagtay, a spokesman for the Eastern Mindanao Command, said authorities were still trying to determine who was behind the bombing. “Investigators are working on this case to determine who was behind it,” he told the regional newspaper Mindanao Examiner. Philippines releases Chinese intruders

he Philippines has released 18 Chinese fishing boats that intruded in Basilan province in western Mindanao on oders from the Department of Foreigns Affairs following Beijing’s protest to the detention of the poachers. The army held dozens of poachers after intercepting them off Basilan on their way to Palawan, a rich marine sanctuary about 586 kilometers southwest of Manila, officials said. Officials said members of the 4th Special Forces, backed by naval gunships, intercepted the boats near Langil Island and apprehended the Chinese poachers. Initial military reports said the poachers were heading to Palawan to illegally fish, but had to seek shelter from the storm Ruby. The identities and exact number of the poachers are not

immediately known. “The interception of these Chinese vessels in Philippine territorial waters is part of our active and vigilant campaign in protecting our sovereignty. This is also part of the anti-illegal fishing efforts to curb the wanton disregard in sea ad environmental laws,” the army said in a statement sent to the regional newspaper Mindanao Examiner before the release of the detained boats. Palawan province which lies between Mindoro Island on the North and Sabah on the South; and West Philippines Sea on the West, and Sulu Sea on the East - is rich in marine resources and a favorite fishing ground in the Philippines. Filipino authorities previously arrested and detained tens of dozens of Chinese poachers in recent years. In May, the Philippines also detained 11 Chinese

poachers, including two minors, near Hasa-Hasa (also known as Half Moon Shoal) Shoal which is part of the Kalayaan Island Group and within the Philippines’ Exclusive Economic Zone. The minors were released by authorities since under Philippine laws, minors cannot be prosecuted. Authorities also recovered from the Chinese poachers many dead giant sea turtles which are endangered in the Philippines. They were all found guilty by a local court and fined each of the poachers $100,000. There was no immediate statement from the Chinese Embassy in Manila about the latest detention of its poachers in Zamboanga City. The Philippines and China, both locked in territorial disputes, have previously accused each other violating international maritime laws. (Mindanao Examiner)

bu Sayyaf rebels are currently neg o t i a t i n g withKuala Lumpur for the safe release of a kidnapped Malaysian policeman being held in southern Philippines. The Abu Sayyaf is holding the 26-year old Malaysian policeman Kons Zakiah Aleip, who was seized on June 12 this year following a clash in Sabah that killed another policeman. The rebels are demanding 5 million ringgits (P68.3 million). Last week, the rebels freed a kidnapped Malaysian fish breeder Chan Sai Chuin after 6 months in captivity in Sulu province. Chuin was sneaked out of Sulu on a speedboat by Malaysian negotiators and has returned to Sandakan town in Sabah. There was no immediate statement from the Malaysian Embassy in Manila, but the Philippine military confirmed the release of the 32-year old Chuin, whose passport name is Kun Mun Hua. He was freed in the village of Tubig Dakula in Indanan town. The rebels have threatened to kill the fish breeder if their 3 million ringgits (P41 million) ransom was not paid by his family. He was kidnapped along with a Filipino worker on June 16 this

year from a fish farm in the town of Kunak in Tawau District. The fate of the unidentified Filipino is unknown. It was unknown how the Abu Sayyaf managed to evade the military operation and eventually freeing the hostage to Malaysian and Filipino negotiators undetected by authorities. The release of the fish breeder occurred despite a massive military campaign in Sulu’s hinterlands where security forces are pursuing the rebels. Two Filipino negotiators, Mamih Sangkulah, who is a leader of the Moro National Liberation Front, and Mandi Sangkula, reportedly helped in the Malaysian negotiation, but it was not immediately known how much ransom was paid to the Abu Sayyaf. Both men also acted as negotiators for other Malaysian and Chinese nationals kidnapped in Sabah in recent months. A student in Jolo town, who was allegedly taken by the Abu Sayyaf, also escaped on December 10 after troops intercepted the 16-year old victim and told security that she managed to flee from her captors. Aside from the Malaysian policeman, the rebels are still holding captive a 64-year old Japanese treasure hunter Katayama Mamaito, who was kid-

napped on Pangutaran Island in July 2010; and a few Filipinos kidnapped in Zamboanga, Basilan and other areas nearby. Just recently, Swiss wildlife photographer Lorenzo Vinciguerra, 49, managed to escape from his Abu Sayyaf captors after killing one of his guards in Sulu’s Patikul town where troops had recovered him. His companion, Ewold Horn, 54, from Holland, remains in captivity. The two men were kidnapped by 5 gunmen - believed to be MNLF members - on February 1, 2012 in the coastal village of Parangan in Panglima Sugala town in Tawi-Tawi province, and eventually brought to Sulu. In October last year, the rebels also freed two German hostages Stefan Viktor Okonek, 71, and Henrike Diesen, 55 in Sulu after receiving P250 million ransoms from Germany in exchange for the freedom of the hostages. The duo was heading to Sabah in Malaysia on a private yacht from a holiday in Palawan province when militants who were returning to the southern Philippines from a failed kidnapping in Sabah spotted the Germans and seized them on April 25. Terr or gr oups error groups No individual or group claimed responsibility for the attack, but previous bus bombings in the Muslim region were largely blamed to the Bangsamoro Islamic Freedom Fighters or BIFF and the Abu Sayyaf – both recently pledged allegiance with the Sunni jihadist group ISIS which is fighting for Islamic caliphate in Iraq and Syria. Another Filipino terrorist, Abdulbasit Usman, a former commander of the Moro Islamic Liberation Front or MILF, is also being linked by military intelligence to the bombing. Usman, who has ties with al-Qaeda and Jemaah Islamiya, has escaped a military operation in June in Shariff Saydona Mustapha town in Maguindanao province that resulted to the killing of his grandfather and the arrest of his wife’s uncle, including his 2 children. Three other women two of them Indonesian nationals and a Filipina native of Sulu province -

were also arrested and that one of them is the wife of Malaysian bomber Zulkifli bin Hir, alias Marwan, the leader of the Kumpulun Mujahidin Malaysia, who was reportedly killed in a US-backed airstrike in February 2012 in Sulu province, but his body had not been found or recovered. Both Lanao del Sur and Maguindanao are hotbed of Muslim insurgency where BIFF, the armed wing of the Bangsamoro Islamic Freedom Movement, founded by former Moro Islamic Liberation Front leader Ameril Umra Kato, is actively operating. Philippine authorities have blamed the BIFF and Usman for the spate of deadly bombings in Mindanao in recent years. The MILF, which recently signed a peace deal with Manila, has previously ordered its forces to hunt down Usman after he was linked to terror attacks. In 2010, Pakistan military reported that Usman was killed along with another foreigner and 10 alQaeda militants in a US drone strike in the restive South Waziristan region, but the reports turned out to be false with the Philippine military saying that the militant leader was in Mindanao. The United States has

put up a $1 million bounty for Usman’s capture under its Government Rewards Program after he was tagged by authorities as behind deadly bombings in the Philippines and has been considered by Washington as a threat to the country. Bombings Just last month, a bomb also exploded in another bus owned by the same company and killing three people in the same area. The bus originated from Tacurong City and was travelling to Cagayan de Oro City when the improvised explosive planted in the bus went off. In April this, security forces also recovered an improvised explosive planted on a bus in Tacurong City. The bomb, assembled from a 60mm mortar attached to an old mobile phone and concealed in a cardboard box, was discovered by two passengers and immediately disarmed by soldiers. But in August 2012, a bomb explosion ripped through a Rural Transit bus in Zamboanga City and wounded at least 5 people, including a boy. here. Officials said a total of 7 soldiers were wounded in the battle December 3 with Abu Sayyaf that also left 11 rebel casualties in TipoTipo town. Marines plant 2,000 mangrove propagules in Sulu SULU – Marine soldiers planted some 2,000 mangrove propagules as part of its environmental advocacy in the southern Philippine province of Sulu. The soldiers, who are members of the 2nd Marine Brigade, planted the propagules on Bangsas Island which is part of Panglima Tahil town. The activity coincided with the 64th anniversary of the 2nd Marine Brigade.

It was also participated by the different military and police units and local stakeholders, including government officials and representatives of different nongovernmental organizations and the provincial government. The activity is also in support to the government’s National Greening Program and Sulu’s environmental greening campaign.

“The Armed Forces of the Philippines and the Provincial Government of Sulu are working closely for the preservation and conservation of the natural resources and delivery of basic services to the community to attain peace and prosperity in the province,” the 2nd Marine Brigade said in a statement sent to the regional newspaper Mindanao Examiner.

P12.7 B set aside for deployment of medical workers in rural areas THE PHILIPPINE government has put aside some P12.7 billion next year for the deployment of medical workers in under-served communities in the country. According to Rep. Roman Romulo, the chairman of the House committee on higher and technical education, said the fresh funding for the deployment is contained in the P2.606-trillion General Appropriations Act for 2015, and will be coursed through the Department of Health. The funding would be used to set out 12,540 nurses, 5,749 midwives, 480 dentists and 398 doctors in various areas. “We are counting on the mobilization to improve the delivery of basic health services, while providing temporary employment plus training to our idle nurses

and midwives,” Romulo said in a statement sent to the regional newspaper Mindanao Examiner. “We are also hopeful that the extra competence that our nurses and midwives will acquire from the deployment will later help them qualify for more rewarding jobs here or abroad,” he said. Romulo said the additional staff will be assigned to public hospitals, barangay health stations, and rural health units. The country has a large surplus of nursing and midwifery graduates desperately looking for opportunities to gainfully practice their profession, while many communities reel from inadequate essential health services, he said. “Many women in urban slums as well as rural villages

The Professional Regulation Commission issued licenses to 22,202 new nurses and 2,494 midwives this year alone. And just recently, some 30,000 nursing graduates, including repeaters, took the two-day Nursing Licensure Examination administered by the PRC. Romulo also said Congress want to restore to Salary Grade 15 - the equivalent of P24,887 - the basic monthly pay of public nurses. The Nursing Law of 2002, or Republic Act 9173, pegged the starting pay of public nurses at SG 15, but the Salary Standardization Law III effectively downgraded their rating to SG 11, or P18,549. 5 Troops, cops escape death in grenade attack in Maguindanao town

COTABATO CITY – A group of soldiers and policemen escaped unscathed following a grenade attack in the province of Maguindanao in the troubled Muslim autonomous region in southern Philippines, officials said. Officials said security personnel were inspecting a suspected improvised explosive - which turned out

to be a decoy to lure soldiers and policemen -in the village of Labu-Labu in Shariff Aguak town when an unidentified man hurled the MK2 grenade which exploded several meters away from them. The blast damaged a police truck parked near where the explosion occurred. Capt. Jo Ann Petinglay,

a spokeswoman for the 6th Infantry Division, said the attack may been carried out by Bangsamoro Islamic Freedom Fighters in retaliation to the continued operation against the rebel group tagged as behind the series of terrorism. Police investigate murder of Pagadian store manager PAGADIAN CITY – Police are investigating the murder of a motorcycle store manager who was killed by gunmen in an attack in Pagadian City in Zamboanga del Sur in southern Philippines, police said. Police said the victim,

Rito Masong, who worked for Odyssey Motors, died instantly from the attack in downtown Pagadian. Masong was traveling on a motorcycle with passenger Junriel Lesaran, when the gunman shot him twice in the head. Lesaran said he ran

away after the gunman also pointed his gun at him and reported the incident to the police. The motive of the killing is still unknown, but gun attacks are not uncommon in Pagadian where hired killers operate with impunity. (Mindanao Examiner)

Gunmen abduct fishermen in Zamboanga del Norte ZAMBOANGA DEL NORTE – A 47-year old fishermen was seized by armed men – who introduced themselves as soldiers – in the town of Sibuco in the southern Filipino province of Zamboanga del Norte, the victim’s wife said. Rasida Dansalan, who sought help from the police,

said seven men – clad in military uniform and wearing bonnet – abducted her husband Annon Dansalan in their house and his fate remains unknown. The woman said the gunmen declared themselves as members of the army’s Bravo Company before. The gunmen fled on foot with their victim to-

ward a swampy area. The armed men did not say why they took the fisherman. It was not immediately known whether the gunmen were legitimate members of the military in the town. The army has not reported anything about the abduction. (Mindanao Examiner)

Ezra Balagtey, of the Eastern Mindanao Command, said the fighting broke out in the village called Maragatas in Lupon town after patrolling soldiers ran into a group of New People’s Army rebels. He said troops recovered an M16 automatic rifle, an anti-tank landmine, personal belongings and subversive documents left behind by fleeing rebels after a 30minute running gunbattle in the area where troops captured the 28-year old Joaquin Linma. Balagtey said there were no casualties on

their side. He said the rebels were reportedly extorting money from villagers. He said Lt. Gen. Aurelio Baladad, chief of the Eastern Mindanao Command, condemned the extortion and atrocities of the NPA and ordered troops to strengthen security in villages and intensify the campaign against the rebel group, and at the same time urged the communist fighters to surrender peacefully. “The community is tired of this felonious activity of these bandits that while they are busy on their extortion more information coming from the community that led the troops to locate them. It is for this reason that we are calling on our deceived brothers to lay down their arms and re-

turn to the folds of the law and live peacefully with their families,” Balagtey quoted Baladad as saying. Just recently, four soldiers were killed in Bukidnon province after rebels detonated a roadside bomb on a passing military truck. Fire hits Western Mindanao State University ARSON investigators said faulty electrical wiring connection was the cause of a fire that broke out on one of the buildings of the Western Mindanao State University in Zamboanga City in southern Philippines.

Officials said the fire hit the laboratory department of the university, but there were no reports of injuries or casualties, however, the blaze damaged the building. Fire fighters managed to put the fire under control

and school officials suspended all classes in the university. The university is one of the most populous in southern Philippines with thousands of students from different provinces are enrolled. (Mindanao Examiner)

BIFF rebels killed in clash with troops in Maguindanao MAGUINDANAO – Government soldiers killed two separatist rebels in a firefight that erupted in Datu Unsay town in Maguindanao province in southern Philippines, officials said. Capt. Jo Ann Petinglay, a spokeswoman for the 6th Infantry Division, said troops were patrolling the village of Maitumaig when two motorcycle gunmen opened fire on them and sparking a firefight that killed the attackers, who were members of the Bangsamoro Islamic Freedom Fighters. She said another group of gunmen, who were backing those slain, also attacked the soldiers, but fled when more troops and policemen engaged them in a running gunbattle that lasted about 15 minutes. There were no reports of casualties on the side of the soldiers, who are members of the 45th Infantry Battalion. Petinglay said one of those slain in the fighting

was among those who killed two army soldiers guarding the Cotabato Regional and Medical Center in Cotabato City on October 22. Troops also recovered a .45-caliber pistol and fragmentation grenade from the slain gunmen. “We handed over the cadavers to the local police force. Our troops are continually conducting visibility and security patrols along the national highway in order to pre-empt any attempt by lawless groups to sow terror among civilians and the community,” she said. She said military forces are deployed in Maguindanao – one of five provinces under the restive Autonomous Region in Muslim Mindanao - to help secure the province from threats of attacks by rebels. “We are supporting the police authorities in maintaining peace and order to protect the safety of the civilians, and to guard major

thoroughfares against lawless elements and terror groups,” Petinglay said. Just last month, policemen, backed by government soldiers, also captured a BIFF rebel Zainudin Kawilan - in the remote village of Timbangan in Maguindanao’s Shariff Aguak town - who was also tagged as behind the killing of the soldiers in the hospital. Troops from the 45th Infantry Battalion headed by Lt. Col. Romeo Bautista also recovered a shot gun, a 60 millimeter mortar bomb and a fragmentation grenade from Kawilan’s hideout. Officials said Kawilan was a follower of BIFF commander Sukarno Sapal and had been tagged as one of the killers of the two soldiers. Village chieftain detained for shooting deranged man ZAMBOANGA DEL NORTE – Police detained a village chieftain who shot and wounded a deranged man who attacked him with a bolo in Zamboanga del Norte’s Salug town in southern Philippines. Police said Primitivo Orongan, 68, surrendered

after shooting the 27-year old Ritoy Mangubat in the village of Canawan. Orongan said he and his family were eating in front of their house when Mangubat arrived and without warning tried to hack him. He said he was forced to shoot the attacker

Ex-Maguindanao mayor ambushed COTABATO CITY - A former town mayor and two of his aides were injured in an ambush in Guindulungan town in Maguindanao province in the restive Muslim autonomous region in southern Philippines, the military said. Gunmen opened fire last week on the convoy of Akmad Ampatuan, who was a former mayor of Datu Salibo town, and father of Maroph Ampatuan, the acting town mayor of Shariff Aguak, also in Maguindanao, according to Maj. Jo Ann Petinglay, a spokeswoman for the 6th Infantry Division. She said the motive of the attack is still unknown, but troops have tightened security in the province. Ampatuan’s convoy was heading to Shariff Aguak when gunmen attacked the politician’s vehicle. “The exmayor was slightly wounded in the hand and brought to the hospital in Shariff Aguak town,” she told the regional newspaper Mindanao Examiner. claimed responsibility for the attack, but Maguindanao has been the center of violence in recent months following a spate of gun attacks and killings perpetrated by rebels and armed groups actively operating in the troubled province. The media watchdog National Union of Journalists of the Philippines said the ex-mayor is a witness to the massacre of dozens of people, including journalists and media workers in November 23, 2009 in Maguindanao. It said the ambush on the politician, who is a relative of the those accused in the brutal killings, follows the murder of another witness, Dennis Sakal, and the wounding of another, Butch Saudagal, in Shariff Aguak town recently. "It is clear that the slow pace of the trial, which has barely cleared the starting gate after more than five long years because of what have been characterized as delaying tactics, has allowed the continued intimidation, threats and assaults on wit-

It said the continued impunity with which witnesses and others involved in the trial are threatened and assaulted can only make justice ever more elusive. Iligan City employee nabbed for carrying gun PAGADIAN CITY – Police arrested an employee of the Iligan City government after he was caught carrying a pistol without any permits in Zamboanga del Sur province in southern Philippines, officials said. Inspector Dahlan Samuddin, a regional police spokesman, said the 53year old Eleno Bacus, Jr. who claimed to be the information officer of the local government of Iligan was arrested in the village of

San Isidro in Mahayag town. Highway robbers kill van driver, shoot 2 others ZAMBOANGA SIBUGAY – A commuter van driver was killed after he tried to fight off two robbers, who also shot and wounded another passenger and his two-year daughter, in a daring heist in Zamboanga Sibugay province in southern Philippines, police said. Police said the robbery occurred morning on the highway near village of La Paz in the town of Naga when two passengers declared the heist. The driver, Miguelito Lacanaria, was fatally shot by one of the robbers when he tried to grab the pistol of the assailant. The shooting also injured Jovie Balucos, 30; and his daughter, who was shot in the head. Both passengers were rushed to hospital, but their condition remains unknown. Police said the robbers collected personal belongings of the 11 other passengers and fled after the heist. The van was heading to Ipil town from the neighboring Buug

Humanitarian groups, UK ready to assist ‘Hagupit’ typhoon victims

he International Red Cross and Red Crescent Movement is gearing up for a humanitarian relief effort in response to the impact of Typhoon Hagupit (locally known as Ruby), which swept across central Philippines and southern Luzon island. Hagupit was the strongest typhoon to hit the Philippines since Typhoon Haiyan struck last year. While not as strong as Haiyan, Hagupit could have significant humanitarian consequences for thousands of people living in its path, particularly those still recovering from the effects of Haiyan. “This is the third consecutive year that the Philippines has been hit by a major typhoon, but swift and pre-emptive early warnings and evacuations by the government and the Philippine Red Cross have ensured that casualties have so far been minimal,” said Kari Isomaa, head of delegation of the International Federation of Red Cross and Red Crescent Societies in the Philippines. In anticipation of likely needs, the British Embassy in Manila said it activated its crisis management plan, together with officials from government departments in London, with a focus on dealing with any emergencies that might affect British nationals as well as wider humanitarian relief for people affected by the typhoon. “Our network of community wardens in the areas where Hagupit went through provided real time accounts of the impact of the wind and rain. Cebu to establish 1st Negosyo Center

ebu is one of six areas in the country that has been identified t o initially establish the “Negosyo Center” aimed at pushing for the development of small and medium enterprises amid the full implementation of the ASEAN Economic Community integration by next year, the Philippine Information Agency said. Trade Undersecretary Zenaida Maglaya said the passage of the RA 10644, otherwise known as the ‘Go Negosyo Act’ of 2014, is a very significant development that aims to boost the development of SMEs. She said under the law, every province, city and municipality is required to put up a Negosyo Center, seen to bring government services closer to small businesses. Maglaya said the Negosyo Center can be housed either at the regional or provincial office of the Department of Trade and Industry or in the building of the local government unit. “By next year, we hope to establish 100 Negosyo

Centers,” said Maglaya following the establishment of the six priority areas. According to the DTI, the Negosyo Center is designed to promote ease of doing business and facilitating access to services for micro, small and medium enterprises. The center is also responsible in providing assistance to MSMEs in the areas of technology transfer, production and management training programs and marketing assistance from the DTI and other concerned government agencies Maglaya said the development of the SMEs would create more job opportunities and translate this to inclusive growth. Developing SMEs can make them more competitive amid the AEC integration, claimed Maglaya during a recent multi-sectoral briefing on the country’s AEC Game Plan and Industry Roadmap in Cebu attended by over 200 participants. Maglaya said the AEC seeks to create a single market and a single production base within the Asean region, and become fully in-

tegrated with the global market. “We need to work together to deal with the challenges and opportunities of the Asean Economic Community and identify interventions and initiatives to upgrade industries,” said Maglaya, adding that there is a need to strengthen the competitiveness of regional economies. Maglaya said since January 2010, almost all goods have been traded at zero tariffs among Brunei, Indonesia, Malaysia, Singapore, Thailand and the Philippines. Only very few products remain protected by tariffs within the ASEAN and in the Philippines and these are primarily agricultural products like rice, sugar, cassava and sweet potatoes, maize, chicken and swine.
