Anti-smuggling ops start

T

ension is building up in Maguindanao province in the Muslim autonomous region in Mindanao following the series of attacks on rival politicians and their supporters. Just recently, an unidentified assailant fired a rifle grenade on the mansion of Shariff Aguak Mayor Zahara Upam Ampatuan. The attack caused little damage as the grenade exploded on the sprawling compound of the politician’s house. There were also no reports of casualties or injuries from the attack. Ampatuan has reportedly went into hiding after she was accused as being involved in the massacre of 58 people, including 32 journalists and media workers who were covering a political caravan in Maguindanao in 2009. She denied all accusations against her and said politics were behind the allegations against her.In a phone interview, Ampatuan, a known peace advocate in her town, said the grenade was probably to intimidate her and she called on her constituents and supporters to stay calm. She said it is up to the authorities to investigate the attack on her house. “Kilala po ninyo ang pagkatao ko at ang aking hangad lagi ay kapayapaan at programa para sa aking nasasakupan. The former mayor and two of his aides were injured in the ambush that occurred in Guindulungan town also in Maguindanao. Ampatuan’s convoy was heading to Shariff Aguak when gunmen attacked the politician’s vehicle. No individual or group claimed responsibility for the attack, but Maguindanao has been the center of violence in recent months following a spate of gun attacks and killings perpetrated by rebels and armed groups actively operating in the troubled province. The National Union of Journalists of the Philippines said the ex-mayor is a witness to the massacre being linked by authorities to the Ampatuan patriarch Andal and his sons, Zaldy and Unsay, who strongly denied the

charges against them. The NUJP said the ambush on the politician, who is a relative of those accused in the brutal killings, follows the murder of another witness, Dennis Sakal, and the wounding of another, Butch Saudagal, in Shariff Aguak town recently. “It is clear that the slow pace of the trial, which has barely cleared the starting gate after more than five long years because of what have been characterized as delaying tactics, has allowed the continued intimidation, threats and assaults on witnesses and even relatives of the 58 victims, 32 of whom were our colleagues.” “Worse, the most recent incidents appear to be the offshoot of an ongoing tug-ofwar over witnesses, with both defense and prosecution claiming Sakal as their own, and reports alleging that Akmad had threatened Sakal in an attempt to have him jump ship from the defense,” the NUJP said. It said the continued impunity with which witnesses and others involved in the trial are threatened and assaulted can only make justice ever more elusive. “We reiterate our demand for government to fulfil its pledge of justice by ensuring not just a swift but, most importantly, a fair trial and to fulfil its obligation to protect everyone involved in the Massacre trial. The administration has acknowledged that this case will be a litmus test of its determination. Alas, it is a test it seems to be failing very badly,” it said. aval authorities and Customs police have intensified their campaign against rampant smuggling activities in western Mindanao following mounting complaints from legitimate traders and politicians. Corruption is also suspected as one of the reasons the nefarious activities continue unabated in Mindanao. Just last week, the navy intercepted four boats and seized more than P20 million worth of Malaysian rice and logs in Zamboanga City . Rear Admiral Reynaldo Yoma, who heads the Naval Forces Western Mindanao, said they intercepted four boats - M/L Ayang, DCM Trader, M/L Kimber B and M/ L Wish Me Luck - loaded with 16,000 bags of rice and 4,500 pieces of Falcata logs and handed them to the Bureau of Customs. “All apprehended watercraft and their cargoes were properly turned-over to the Bureau of Customs in Zamboanga City for proper documentation and filing of appropriate charges,” Yoma said. He said the navy’s intensified patrol is part of its assis-

tance to the Bureau of Customs in curbing smuggling in Zamboanga City and also to secure the coastal areas against lawless elements. But the boat caught with the illegal rice shipment had disappeared from the Port of Zamboanga and believed to have sneaked to Tawi-Tawi or Sulu. Recently, Customs Commissioner John Sevilla visited Zamboanga City and Sulu province where he met with local rice traders and government officials. In Zamboanga City, Sevilla vowed to address reports of rampant smuggling activities after the local city council passed a resolution asking President Benigno Aquino to order the probe in the unabated rice smuggling that is hurting the legitimate dealers. Most of the rice shipments were smuggled to Tawi-Tawi

province from Malaysia by boats by unscrupulous traders and then transported to Sulu and Zamboanga City and other parts of western Mindanao where they are sold as low as P700 a bag of 25 kilos compared to P1,200 for local rice. Sevilla also held a meeting with Sulu Governor Totoh Tan at the Provincial Capitol where the Customs official briefed the young politician about the agency’s campaign against illegal rice trading. Sevilla was accompanied by his deputies Jessie Dellosa, Ariel Nepomuceno and Customs Collector Migelfio Saquisame. Tan has pledged his full support various programs of the Bureau of Customs and the government’s campaign against smuggling activities in the province. Customs scrap import fees on balik-bayan boxes

T

he Bureau of Customs said it will no longer collect import processing fee of P250 for packages sent by sea freight and arriving in ports in the Philippines. The BOC said it waived the import processing fee through Customs Administrative Order (CAO) No. 08-2014 which took effect November 15. “No amount shall be collected as import processing fee on any importation filed through

informal entry,” Customs Commissioner John Sevilla said. Sevilla also said the BOC reduced the amount of Documentary Stamp Tax for Informal Entry from P265 to P15. He said that an amount of P15 shall be collected from each importation filed through the informal entry. More than 5.5 million balik-bayan boxes are shipped to the country every year and the bulk enters the ports from September until December. Over half of those packages enter the

Manila International Container Port, while the rest arrive at the Port of Manila, Cebu, Davao and Subic. Sevilla said the BOC also launched an online tracking system that will enable the recipients to check the status of their packages from abroad. He said with the tracker, the public will not be given the run-around by people responsible for delivering their balik-bayan boxes. Finance Secretary Cesar Purisima approved Sevilla's order. Foreign investments down by 44% in Q3 2014

he National Statistical Coordination Board said foreign investments in the Philippines has dropped drastically - as much as 44% compared to last year's investments. It said total foreign investments approved in the third quarter of 2014 by the seven investment promotion agencies Board of Investments, Clark Development Corporation, Philippine Economic Zone Authority, and Subic Bay Metropolitan Authority, as well as the Authority of the Freeport Area of Bataan, BOI-Autonomous Region of Muslim Mindanao,

and Cagayan Economic Zone Authority amounted to only P18.3 billion or 44.4% lower than the P32.9 billion recorded in the same period last year. There was no mention of the Zamboanga City Special Economic Zone Authority or Zamboanga Freeport Authority in the NSCB report. The NSCB said the total approved foreign investments for the first nine months of 2014 reached P91.8 billion, declining by 35.4% from the amount recorded in 2013 at P142.1 billion. The top three prospective investing countries during the quarter include the Netherlands, Japan, Mandaue City Government

and the United States of America. Netherlands topped the list, pledging P4.4 billion or 24.3% share, followed by Japan and USA, committing P3.7 billion and P2.8 billion, or 20.1% and 15.3% of the total approved investments, respectively. It said the manufacturing industry contributed the largest amount of committed foreign investments in the third quarter of this year, with investment pledges recorded at P8.8 billion or 48% of the total foreign investments. Administrative and support service activities came in second, contributing 20.8% or P3.8 billion worth of investment commitments, followed by real estate activities, which accounted for 13.3% or about P2.4 billion. The NSCB said the approved investments of foreign and Filipino nationals reached P159.6 billion during the period, declining also by 15.7% from 2013's P189.3 billion. Filipino nationals continued to dominate the investments approved during the quarter, sharing 88.5%

Immigration puts up task force ahead of Papal visit

special task force was organized by the Philippines ahead of the historic by Pope Francis on January 15-19 in Manila and Tacloban City in the Visayas to ensure security and public order. Immigration Commissioner Siegfred Mison said the task force shall implement the smooth operations of immigration services and intelligence operations during the Papal visit. He said the task force is specifically created to ensure that the Pope and members of his entourage receive proper immigration service, technical and intelligence support. "We have started our general preparation phase as early as October. Our preparations include planning the event, service train-

ing for task unit personnel, and survey inspection areas of engagement," Mison said. “We must remain vigilant since we are expecting an influx of foreign visitors in the Philippines in January due to the papal visit. The Bureau of Immigration is in close coordination with other law enforcement agencies in intelligence building and has heightened its alert on foreign nationals with emphasis on potential threats to the scheduled arrival of the Pope," he added. Mison said there is enough immigration personnel deployed in Manila and Tacloban for the event. Pope Francis will meet with victims of Typhoon Haiyan in Tacloban and Palo in Leyte province. said he will write the Vatican to appeal for the inclusion of his city in the itinerary of Pope Francis. Rama also appealed to the media, especially the Internet bloggers, and even the provincial government to appeal to the Pope to include Cebu - which is hosting next year's International Eucharistic Congress - in the historic visit. He said Cebuanos were also victims of twin calamities - the 7.2 magnitude earthquake and the Super Typhoon Haiyan thus "we also be deserving of such visit."
