MILF WEAPONS GO TO STORAGE

he former rebel group Moro Islamic Liberation Front is set to decommission soon - at least in a symbolic ceremony - its weapons as part of the peace agreement it signed last year with the Philippine government, said a senior MILF leader. Mohagher Iqbal, who negotiated peace with Manila, said the symbolic decommissioning tentatively set on February may sound ceremonial, but it is in reality not that simple but a very “sentimental, sensitive and emotional act.” He said the decommissioning of rebel weapons has to be parallel and commensurate to the implementation of other agreements.
But Iqbal was quick to say that the decommissioning of rebel weapons must never be equated to surrender or destruction of weapons,

Iqbal said the decommissioning process would have to be parallel and commensurate to each other agreements such as the transitional components of normalization, socio-economic programs, confidencebuilding measures, redeployment of Philippine troops, policing, disbandment of private armies and other armed groups, transitional justice and finally reconciliation program. former rebel leader attacked the house of a politician in the r estive province of Maguindanao, sparking a firefight that left one person injured, the army said. It said gunmen led by Tamano Mamalapat, a senior member of the Moro Islamic Liberation Front, assaulted the house of Akmad Ampatuan, a former mayor in Datu Salibo town. The attack was connected to a long-running feud, according to Capt. Jo-ann Petinglay, a spokeswoman for the 6th

n heir to the throne of the Sultanate of Sulu – who led a foiled invasion in Sabah in Malaysia - has died from a heart attack in his small home in the southern Philippine province of Tawi-Tawi, reports said. It said Raja Muda Azzimudie Kiram, 74, died in the village of Tubig Indanan, but none of his family and relatives, and even the Filipino government have made a statement about his sudden demise. The news of his death spread like wild fire in Malaysia and were carried by many newspapers there. Kiram was the younger brother of Sultan Jamalul Kiram III, who also died from a lingering illness at age 75 in October 2013, at the height of the fighting between their loyal forces and Malaysian soldiers. The young Kiram, tagging about 200 loyal followers, many of them armed with automatic weapons, landed in Sabah’s Lahad Datu town to reclaim the former territory, but many from his group were slain in the fighting with Kiram nearly killed until his daring escape back to the Philippines. The Aquino government tried to resolve the problems peacefully with Malaysia and persuaded Kiram’s group to return home following weeks of standoff with Kuala Lumpur, but it failed. Both Esmail and Fuad are receiving so-called cession money from Kuala Lumpur worth over P70,000 annually. But there are also dozens of other sultans claiming to be the real heir to the Sultanate of Sulu and North Borneo. President Benigno Aquino fails to support their longstanding historical claim on the island of Sabah which is now part of Malaysia. The Sultanate of Sulu and North Borneo continues to lay claim to Sabah. It obtained Sabah from Brunei as a gift for helping put down a rebellion on the Borneo Island. The British leased Sabah and transferred control over the territory to Malaysia after the end of World War II. But the Sulu Sultanate said it had merely leased North Borneo in 1878 to the British North Borneo Company for an annual payment of 5,000 Malayan dollars then, which was increased to 5,300 Malayan dollars in 1903. The Sultanate of Sulu was founded in 1457 and is believed to exist as a sovereign nation for at least 442 years. It stretches from a part of the island of Mindanao in the east, to Sabah, in the west and south, and to Palawan, in the north. North Borneo was annexed by Malaysia in 1963 following a referendum organised by the Cobbold Commission in 1962, the people of Sabah voted overwhelmingly to join Malaysia. Malaysia continues to pay an annual stipend of 5,300 ringgits to the Sulu sultanate on the basis of the sultanate ceding the Borneo state. (Mindanao Examiner)

Aquino leads 2015 Vin d'Honneur MANILA - President Aquino led the New Year’s Vin d’Honneur for the year 2015 at the Rizal Hall of Malacañang Palace last week. In his message, President Aquino recalled the challenges the world faced in 2014 -- the tensions in the West brought about by problems in Ukraine; the erratic weather patterns due to global climate change; the threat of pandemics such as the MERS-Corona Virus and Ebola; the acts of violence in Pakistan, Australia, Canada, and most recently in France – and how countries responded to them. “Instead of being daunted or wallowing in fear, we have chosen to hope. Instead of being divided by hatred, we have chosen to stand together and link arms, in order to alleviate the suffering and despair of others," he said. The Chief Executive took the opportunity to thank the international community for the assis-
tance it has provided to help the victims of Typhoons Yolanda (Haiyan) and Ruby (Hagupit). "I will never forget how the global community has come together to fight climate change, including the example of His Holiness Pope Francis, who is expected to issue an encyclical on climate change and the imperative for all of humanity to take action," he added. He noted that in facing the world’s problems, “it has become clear that we can no longer look at complex issues and situations with a parochial mindset.” “Whether in combating climate change and its effects, or in fighting inequality, or in taking a stand against terrorism and instability: the time to act is now,” the President said. “We can work together: each person and each country doing its part to collectively solve all these issues. He also noted the "extraordinary events" that are scheduled to happen in the Philippines this year -- the Apostolic visit of Pope Francis and the AsiaPacific Economic Cooperation Forum 2015. In his toast, Archbishop Pinto wished for peace and greater prosperity for the Filipino people. General Santos City to have its first pedestrian over-pass bridge GENERAL SANTOS CITY – Local government officials led the groundbreaking ceremony of a pedestrian overpass – the first in General Santos City in southern Philippines – worth around P11.9 million. Representatives from the Department of Public Works and Highways and Mayor Ronnel Rivera led the ceremony in the village of Calumpang. The 30-foot long overpass will be constructed at the corner of Cahilsot Street which is strategically positioned so students from nearby schools can use it to cross the highway. “Now, we can have a peace of mind knowing that
our children are safe while they cross the streets,” Rivera said, adding, two other footbridges would also be constructed near the Notre Dame of Dadiangas University and St. Elizabeth Hospital. Rivera said the construction of footbridges will also help ease the traffic here. It will take 142 days before the footbridge will be finished, starting January 12. Engineer Pio Lumungsod, head of the local DPWH office, said the budget for the construction of the overpass comes from the Motor Vehicle User Charge which is managed by the agency’s Road Board. He said the DPWH is
also partnering with the local government for the installation of street lights in Katangawan and Apopong villages. He said for the past year alone, the DPWH installed 617 street lights using light emitting diodes which are more durable and economical compared to tungsten and mercury lamps. The City Government allocated P46 million for the street lighting project. “I am really glad that the local government is really working hand-in-hand with us in our projects, especially on the road constructions and street-lighting,” he said. 4 Koreans rescued from Christian ministry DAVAO CITY – Filipino authorities have rescued four Korean nationals, including a minor, from a Korean pastor of a Christian ministry working in southern Philippines, local media reports said. ABS-CBN television re-
ported that Pastor Roh Wonpyung had brought the four – three of them sisters – to Davao City from South Korea purportedly to learn English here. The pastor is now being by immigration agents after it was discovered that he is illegally staying here.
School principal shot COTABATO – A lone gunman shot and wounded a school principal in an attack outside a mosque in southern Philippines, authorities said. It said Robin Alamada is critically injured from the attack which occurred in the town of Pikit in North Cotabato. The assailant escaped after the
shooting and police are investigating the attack. Alamada, who teaches at Pagagawan Elementary School in Datu Montawal town, was rushed to the Cruzado Medical Hospital. No individual has claimed responsibility for the attack. (Mindanao Examiner)
Filipino authorities mounted the rescue in coordination with the Korean Embassy in Manila and tracked down the four victims in a house in Dona Vicenta village. The mother of three Korean sisters insisted the women were kidnapped by the pastor, who denied all accusations against him and he told Filipino investigators that they came voluntarily to Davao City in November to help in his missionary works. The report also said that the pastor told the sisters that they cannot return home because South Korea is now at war with North Korea and it would be safer to stay in Davao. (Mindanao Examiner)

Police intelligence chief implicated in King’s slay suspended DAVAO CITY – A police official implicated in the murder of a businessman has been suspended for six months by the Office of the Ombudsman. Superintendent Leonardo Felonia, who headed the regional police intelligence, is accused of masterminding the killing Richard King. King was shot in the
head on June 12 by a lone gunman, Paul Dave Labang, who walked right through a seminar inside a building also owned by the victim. The attacker fled on a motorcycle driven by another man after the shooting. They were eventually arrested. The Ombudsman said Felonia is facing administrative charges of Grave Mis-
conduct and Conduct Unbecoming a Police and that a separate criminal case for murder was also filed by the Department of Justice and is pending with the Regional Trial Court here. Labang, together with accomplices Rommel Dela Cerna and Rodel Dela Cerna, have pointed to Felonia as the alleged mastermind in the killing of
King. The Ombudsman said Felonia was suspended to prevent him from influencing the witnesses or tamper with any evidence material to the case. King owned Crown Regency Hotel and Resort, and other businesses in Cebu province and other parts of the country. (Mindanao Examiner)

Seized smuggled sugar disappears from Customs warehouse HUNDREDS of sacks of seized smuggled sugar have mysteriously disappeared from the custody of the Bureau of Customs in the southern Filipino port city of Zamboanga, officials said. Officials said local authorities have confiscated 1,170 sacks of sugar on January 6 and handed all these to the Customs, but it had been discovered that only 325 sacks remain at the agency’s warehouse at the Port of Zamboanga. Mayor Maria Isabelle Salazar has called for a thorough investigation into the missing Thailand Mitr Phol sugar after inspecting the warehouse. Salazar rushed to the warehouse following reports of the disappearance of 845 bags weighing nearly 85 tons of Mitr Phol sugar. Port police told Salazar that there was also a group of men who wanted to take the remaining sugar purportedly on her instruction, but authorities refused to re-
lease them. Salazar ordered authorities to investigate who these men were. “I will not tolerate the use of my name for smuggling activities. I will not tolerate smuggling and all other illegal activities in Zamboanga City. Persons responsible for illegal activities will be met (sic) with the law,” she said in a statement. The mayor has also questioned the slow response of the Bureau of Customs here to the anti-smuggling operations by local authorities. She has written to Customs Commissioner John Philip Sevilla to complain about this, adding, “We have to show fast action versus smuggling (activities in Zamboanga City).” The Bureau of Customs here had many times in the past released seized rice smuggled from Sabah in Malaysia even if its importers had no permits from the National Food Authority to import rice abroad. MANILA - Labor group Bukluran ng Manggagawang Pilipino said it is planning to solicit the support of lawmakers in the wake of the metro rail fare hike. The Department of Transportation and Communications (DOTC) implemented an P11 + P 1.00 per kilometer for the Light Rail Transit 1 and 2 and the Metro Rail Transit Line 3. “If the Palace sought a written statement of its allies in the House of Representatives to support the move of the Executive then, we the most conscientious taxpayers and true economic engineers ought to demand that our own representatives do the same,” said Gie Relova, BMP Secretary-General in Metro Manila. Among the congressmen who signed the joint statement that was reported in major dailies during the Christmas break of the Lower House were Rep. Rufus Rodriguez (Cagayan de Oro City), Rep. Oscar Rodriguez (Pampanga), Rep. Rodolfo Fariñas (Ilocos Norte), Eric Singson (Ilocos Sur), Rep. Cesar Sarmiento (Catanduanes), Rep. Joaquin Chipeco Jr. (Laguna) and Rep. Ben P. Evardone (Eastern Samar). Relova explained that the congressmen based in the Metro Manila “must politically side and publicly speak for the welfare and interest of its constituents for it is the very essence of representative democracy. They are politically and morally obliged to resonate the sen-
timents of those who elected them into office. That is what our back-breaking toil and taxes are for in the first place”. Relova expressed dismay over the fare hike and despite the uproar and its unpopularity, not a single congressman out of the 32 Metro Manila-based lawmakers expressed opposition to the fare increase. She said 19 of the 32 congressmen belong to the ruling Liberal Party of which President Aquino is the chairman and transport Secretary Joseph Emilio Abaya is its acting President. Among them include staunch allies of the Palace, such as Rep. Edgar Erice (Caloocan City), Miro Quimbo (Marikina City) and Speaker Sonny Belmonte (Quezon City). Four solons belong to the United Nationalist Alliance; three are members of the Nationalist Peoples’ Coalition and one each from Kabaka, Lakas, National Unity Party and Partido Magdiwang. “It is extremely lamentable that these congressmen have failed to mirror the perspective of the underprivileged majority of their

I WAS glued to TV's CNN over the past few days, a far cry from my usual. I have to admit this: I sparingly watch TV these days. Why? It's just to be free from the negativities of the day. No, it's not about TV per se. It's because of the content of broadcasts, reflecting life's foibles and woes - which is what journalism is really all about. Indeed, there are facts that are happening all around us but which I refuse to agonize over. I prefer to choose what I want to relish: the pleasant (and there are so many out there I tell you). I refuse be at the mercy of these sad and woeful events that are plentiful. But not over the last few days. I followed closely CNN's running coverage of the developing episode in Paris, France that started with the massacre by alleged Al Qaeda terrorists of the editor, reporters and columnists of a news weekly magazine "CHARLIE HEBDO", which is known for its satire, including against Islam's Prophet Muhammad. The terrorists, after barging into the editorial offices and massacred 12 news-workers, escaped to the suburbs but they were cornered and eventually, after 3 days of a stand-off were all killed, except for one woman suspect who is still subject of a massive manhunt. What really strikes me is the fact that out there, they get the bastards. Terrorists are eventually cornered and get to pay for their crimes. Whatever the crime or act committed, the criminals MUST be made to pay for their
crimes. In some cases, the recompense is swift and quick just like this Paris incident. Other cases may take some time. But nonetheless, the crime is solved. I hate to make a comparison but I have no choice. We can't escape this reality that here, in our own small corner of the world, this does NOT happen. Here, our criminals are not made to pay. Worse, they merrily prepare for their next crimes. I get angry just thinking about this. When improvised bombs are exploded or when someone is "salvaged", the authorities usually come out swinging with bold angry, challenging words, only to eventually just whimper. This is not to totally blame our law enforcers for this. For one, we are still "primitive" in our crime solving methods and equipment. Two, our own citizens refuse to help. And we can't blame them too because they cannot be protected from any backlash. Three, our feeling of revulsion has been lost, if not numbed, due to the combination of the three above and the recurrence of violent incidents that have become commonplace. Well, maybe there is no basis for comparison between a crime committed in Paris and one committed here. It's like comparing apples with”singkamas". But seeing what happened in far-away France, we are compelled to face the reality that we here are a long, long way off. Am I sad? Nah, not sad but an-g-r-y! As in! BACKLASH - The more

worrisome, if you ask me, is the serious backlash the Paris incident may have on Islam as a religion and Muslims as a people. There is no doubt that the attack on CHARLIE HEBDO was provoked by the blasphemous portrayal of Prophet Muhammad by the satirical news magazine. The suspects were quoted as shouting that this was to avenge Prophet Muhammad. This is problematic obviously because those who will condemn the massacre will have the tendency to equate the terrorism to Islam and attribute this to Muslims as a whole. Of course, we know Islam and mainstream Muslims do not countenance this. But there are initial signs that the unwanted backlash is starting to happen. This must be addressed immediately: “Muslims must join in, if not dominate the chorus of condemnation.” And it will not help any if some Muslims will also justify the attack. So let's all be sensitive to this and all help. "JORGE BERGOLIO" I watched the Sunday episode of ABS CBN that featured the life of once priest, then bishop and cardinal Jorge Bergolio and now, Pope Francis. His life is truly astounding! His love for the poor will explain His papacy. How he grappled with "liberation theology" that saw how his other Jesuit priests in Argentina worked for --and with -- the poor victims of martial law was another defining moment of his life. To some, he did not do enough to counter the Martial Law. But unknown to many, he maintained a respectable relationship with the repressive regime to protect his priests. He allowed the use of his identity to smuggle a priest out of the country to escape the regime. His ways are unconventional. He is compassionate, he listens, he consults, but beware if he decides on something, he insists and sticks to it; he is frugal and strict. See how he proceeds in reforming the reclusive, allegedly problematic Curia in the Vatican. His coming visit will be full of visuals and messages that will reflect his persona and the present-day Catholic Church under His papacy. SMARTMATIC, AGAIN? - Wow, they have not cleared up what happened with the "bolilyaso" of Smartmatic in the last elections and now, another magic made by Comelec to hire it again for 2016 WITHOUT BIDDING! What I cannot understand is that even a former Comelec insider is casting grave doubts about its reliability and credibility. And now this! Ito’y para mapalitan ang potassium na nawawala sa katawan sa pag-ihi. Alam kong mukhang mahirap ang paggamot ng heart failure. Pero na-pakaraming pasyente na ang napagaling sa ganitong paraan. After 2 typhoons, Cebu pushes through with 'Suroy-Suroy' tour

espite intensive coverage of disasters brought about by tropical cyclones that hit Southern Cebu recently, Suroy-Suroy Cebu 3-Day Tour will push through on January 21 to 23, Vice Governor Agnes Magpale said. Magpale, chairperson of the Committee on Tourism and International Affairs, said participants will only be visiting 12 instead of 13 destinations in the countryside tour. “Only Alcantara backed out because their boardwalk is totally damaged. The others are determined to push through with the event,” she said. Suroy-Suroy Sugbo’s Southern Trail destinations are Carcar City, Barili, Moalboal, Alegria, Malabuyoc, Samboan, Oslob, Santander, Boljoon, Dalaguete, Argao, and Talisay City. Challenges Typhoon Seniang had caused rivers to overflow on December 30 last year, which severely affected some parts in southern Cebu. In other parts, the rains resulted to in-
tense flooding that resulted to the collapse of the Dumblog Bridge that connects Argao and Sibonga, making transportation challenging for residents and motorists. “We were also assured by DPWH (Department of Public Works and Highways) that the temporary steel bridge will be put up soon to give way to the buses,” Magpale said. DPWH said it will install a temporary two-way steel bridge to reconnect Sibonga and Argao. This can accommodate vehicles weighing up to 20 tons. However, the tour won’t include Kawasan Falls in Badian town this year. Kawasan’s crystal waters were damaged, natural landscape was deformed and also swept some of the man-made structures in area. These were caused by typhoon Queenie last year. The province is accommodating a maximum of 200 guests for the southern trail in 2015. Suggested tour package rates range from P7,000 to P14,000.
