ihadist fighters have vowed to fight government forces following the declaration of an all-out war by Philippine military chief General Gregorio Catapang. Abu Misry Mama, a spokesman for the Bangmoro Islamic Freedom Fighters, said they are ready to go into battle with security forces and vowed to launch more attacks against military targets.
Just recently, security forces clashed with BIFF in North Cotabato’s Pikit town and forced the rebel group to flee to nearby Maguindanao, one of five provinces under the restive Muslim autonomous region. Police and military authorities have linked the BIFF and the larger Moro Islamic Liberation Front to the January 25 brutal slaying of 44 police commandos following an anti-terror op-
eration deep inside MILF territory that killed Malaysian bomber Zulkifli bin Hir, alias Marwan, in the village of Tukanalipao in Mamasapano town. The Western Mindanao Command and the 6th Infantry Division have not release any information about its campaign against the BIFF. It was unknown why Catapang suddenly ordered an all-out war against the rebels, but this coincided
with widespread criticisms by Filipinos and politicians over President Aquino’s weak leadership and on how he poorly handled and failed to stop the killings of police commandos by rebel forces. ayor Rodrigo Duterte has reiterated his appeal to the Aquino government to resume the stalled peace talks with the communist New People’s Army rebels so peace may reign in the troubled South. Duterte made the appeal last week after rebels freed three policemen they held as prisoners of war for 3 months in Surigao del Norte province. The policemen – PO3 Democrito Polvorosa, PO1 Marichel Contemplo and PO1 Junrie Amper, who were taken prisoner last November – were all released to Duterte in Gigaquit town.

Duterte, who played a key role for the safe release of the hostages, flew by a private helicopter to the province and fetched the trio at a rebel camp. He handed over the policemen to Surigao del Norte Governor Sol Matugas and their families, who previously appealed to Duterte to secure the freedom of the prisoners. “They asked me if I could help them and I said I will talk to the NPAs. I am always willing to help...naaawa ako sa mga kapamilya ng mga na abduct,” Duterte, former national security adviser and now chairman of the Regional Peace and Order Council, said.
Communist leaders said the release of the policemen was an act of goodwill for the resumption of the stalled peace talks with the Aquino government and also as humanitarian consideration. The policemen were abducted separately by rebels - Amper was taken in Malimono town in Surigao del Norte on November 12 while Polvorosa and Contemplo were seized in Alegria town on November 16. Duterte had previously secured the freedom of many soldiers and policemen captured by rebels in Mindanao. Duterte has reiterated his previous appeal to the

government to take concrete steps to end the 42-year-long communist insurgency that he said has stunted the growth and development of the countryside. “We have been fighting our fellow Filipinos for the last 42 years. Would it take another 42 years before we finally put an end to this?” Duterte asked. Duterte said the national government must give serious efforts in finding ways to resolve with finality the insurgency problem in the country. “Government has two choices, we either kill all of them or we talk to them. Killing all of them is obviously not an acceptable option be-
cause after all these are our fellow Filipinos. So the best way is to talk to them,” he said. Duterte said that if after the offer of reconciliation, some of the rebels would choose to continue to take up arms, then government has to pursue and neutralize them. “These people are fighting for a cause they believe in. Who knows, their ideas may yet help build a nation where people will be united once and for all. This is the best legacy we could leave to our children,” he said. Soldiers to train on IHL DAVAO CITY – The Philippine military's Human Rights Office and the International Committee of the Red Cross will train about 30 government soldiers on how to disseminate the law of armed conflict - also known as international humanitarian law - for thousands of government militias who are members of the Citizen Armed Forces Geographical Unit. The three-day training of enlisted personnel - who will form part of the military's mobile training teams - started at the 10th Infantry Division in Davao City. “As our front-liners, our enlisted personnel
and Cafgu members need to know the basic principles of IHL, including the protection of civilians and respect for wounded or captured fighters. This training is part of our commitment to integrate IHL into the teaching of our armed forces personnel, and we look forward to replicating this program in other areas,” said Col. Jose Antonio Carlos Motril, chief of the military's human rights office. The training includes lectures on IHL principles and the Philippine IHL Act, R.A. 9851, among other topics. After the training, the AFP mobile training teams are tasked
to go around patrol bases to disseminate IHL among members of the Cafgu. IHL regulates the means and methods of warfare and protects those not or no longer participating in hostilities. As guardian of IHL, the ICRC helps enhance the teaching and dissemination of IHL to increase awareness and promote compliance among weapon bearers. The ICRC is a neutral, independent and impartial humanitarian organization that is mandated to protect and assist civilians affected by armed conflict and other situations of violence. MAGUINDANAO PROVINCE – Mystery continues to surround the burning of a thatched house used as hideout by slain Malaysian bomber Zulkifli bin Hir in southern Philippines. Police said the house was burned down last week, but the military said it is trying to verify the report. Zulkifli’s hideout in the village of Tukanalipao in Maguindanao’s Mamasapano town was located deep inside the territory of the Moro Islamic Liberation Front. The rebel group had been accused of killing 44 police commandos who took part on the slaying of the Malaysian terror leader during a top secret anti-terror operation on January 25. “Wala kaming details doon (sa burning of Zulkifli’s house). We only heard of its pero hindi rin namin ma-confirm kasi nga hindi madaling pasukin yun area at may sightings the day before ng mga armado (sa lugar),” Capt. Jo-ann Petinglay, a spokeswoman for the 6th Infantry Division, in Maguindanao province, told the regional newspaper Mindanao Examiner. Police said it got the re-
port from village officials. It was unknown whether the MILF or the Bangsamoro Islamic Freedom Fighters was behind the burning of the thatched house. The BIFF was also accused by the police of aiding the MILF in attacking commando members of the elite Special Action Force. Mohagher Iqbal, an MILF vice chairman and chief peace negotiator of the group, said the handover of the weapons
was a gesture of their sincerity to the peace process. He also denied media reports quoting him as saying that renewed hostilities may breakout in the restive region if the proposed Bangsamoro Basic Law is rejected by Congress. Lawmakers shelved the BBL until investigations into the deadly clashes between SAF and MILF is completed. At least 18 MILF and five BIFF were killed in the fierce fighting that the Aquino government claimed was a mis-encounter. Muslim human rights groups also claimed that 7 civilians were also killed by the police, but this could not be independently confirmed. The MILF signed a peace deal with the Aquino government last year and the recent fighting is now threatening not only the peace process, but the presidency of Aquino as public outcry for his weak leadership continues to mount. Lawmakers also joined the police in demanding the surrender of MILF rebels involved in the killing of SAF commandos. But the MILF said it will not surrender those that took part in the clashes. 'SAF 44' heroism should inspire police professionalism THE heroism of the 44 elite Special Action Force commandos killed in clashes with Moro Islamic Liberation Front forces in Maguindanao province ought to help inspire badly needed professionalism in the Philippine National Police, which has been reeling from rampant corruption and misconduct, Pasig City Rep. Roman Romulo said. “The courageous dedication to duty of the SAF 44 should now encourage every police officer to live up to the highest standards of professional law enforcement service,” Romulo said. He also urged Malacañang to waste no time in naming a new PNP chief to fully restore order, discipline and the chain of command, and to move the 149,000-member force forward. “Malacañang has to appoint a new PNP chief at
once, considering that the next presidential election is just 15 months away, and whoever is named may need at least six months to get accustomed to the job,” Romulo said. The country’s presidential elections are often marred by campaign violence, including political killings that threaten peace and order, he pointed out. “We expect the forthcoming new PNP chief to push hard for a re-energized force whose officers are wholly committed to the utmost benchmarks of competence, skill, conduct and behavior,” Romulo said. Since December, the PNP has been led by a mere officer-in-charge, Deputy Director General Leonardo Espina. Espina as well as Interior and Local Government Secretary Mar Roxas were
kept out of the loop by resigned PNP chief Director General Alan Purisima in the January 25 clashes in Mamasapano town. The military was also kept in the dark by Purisima, who supposedly remotely directed the operation that involved a total of 392 SAF commandos. Critics have blamed the deadliest encounter in PNP history on the “breakdown of command” during the operation to neutralize Malaysian bomb maker Zulkifli Abdhir, alias Abu Marwan, and his Filipino protégé, Basit Usman. Philippines urged to verify new Saudi amnesty offer to illegal migrants MANILA – Filipino migrant rights group MigranteMiddle East urged the Philippines to verify a recent announcement made by Saudi Arabia granting amnesty to illegal migrants. John Leonard Monterona, Migrante’s coordinator in Riyadh, said published reports on Saudi Gazette said there is fresh opportunity for illegal migrants or workers to “correct” their status. He said the media reports quoted Othman AlMuhrij, head of the General Security, said: “We are looking to rectify the status of expatriates who have entered the country illegally or working under a sponsor or on a position that is different from what is stated on their residence permits.” Monteroa said it is prudent for the Department of Foreign Affairs to immediately validate the reports
and look into the coverage and process on how to avail the amnesty offered by the Saudi government. The reports said Deputy Crown Prince Muhammed Bin Naif, who is also Deputy Premier and Minister of Interior, announced that a second amnesty for illegal expatriates to rectify their status will take effect next. Monterona said the Filipino migrant communities across Saudi Arabia have already welcomed the announcement. “Thousands of undocumented migrants, including overseas Filipino workers, have been praying and hoping for the granting of amnesty from the host government,” Monterona said. He said at least 300,000 so-called illegal migrants will benefit from the new amnesty offer. He there are also at least 20,000 un-
documented OFWs who are likely to avail the amnesty. “Parallel to our call to the DFA and Philippine diplomatic posts in the Kingdom to verify and get the details of the reported Saudi amnesty is our advice to all undocumented OFWs to enlist their names in the Philippine Embassy in Riyadh and in the Philippine Consulate in Jeddah,” he said. Monterona said undocumented OFWs can also call Migrante-Middle East and member-organizations through its hotline 053 908 1974. “They can also send SMS stating their full name and current location to our hotline,” Monterona said. “Undocumented OFWs should grab this opportunity to correct their status. Philippine Army, MILF join forces to fight militant group MAGUINDANAO – Philippine and MILF troops have launched a joint operation to flush out separatist rebels blamed for the spate of terrorism in the province of North Cotabato in the restive southern region of Mindanao, officials said. Officials said the soldiers had cleared several villages in Pikit town where government forces clashed recently with Bangsamoro Islamic Freedom Fighters.
The rebels managed to escape from a massive military assault and fled to nearby Maguindanao province. Rebel forces had burned houses as they fled from pursuing troops. Various media reports said as many as 20 rebels were killed in the past clashes, but security officials would not confirm this. The BIFF broke away
with the MILF after it agreed to an autonomy offered by the Aquino government and accused its chieftain Murad Ebrahim of betraying the cause of Salamat Hashim, the group’s founder. The rebel group is now fighting for Muslim independence in Mindanao and vowed to continue the struggle left behind by Hashim, who died of heart attack many years ago. (Mark Navales)

Mamasapano and Rio Tuba By Jesus Dureza MORE than a month had passed since Mamasapano. Up to now, we are wasting precious time and missing opportunities. And we have already squandered precious gains. Yet we are not moving forward. Instead, bitterness, anger, grief, disbelief, divisiveness, hatred, blame, revenge still rules our hearts. And we are witnessing more polarization of our people. Worse, we hear the drums of war. I'm sad. RIO TUBA - That reminds me. When Mamasapano happened on January 25, I was in Rio Tuba, Palawan. I headed a delegation from the Philippine Press Institute (PPI) to take a look at what a mine site looked like and how the community coped. Nickel Mining Corporation's "JB" BAYLON and his team arranged the visit. It's a barangay of Bataraza town, about 5 hours of land trip going south of Puerto Princesa. By the way, in the opposite direction going north are the famed resorts and havens Palawan is known for worldwide. The southern part hosts mining companies. Rio Tuba is home to Nickel Mining Corporation, owned and operated by the company of mining tycoon Manuel Zamora and Japan's Sumitomo. The PPI officials wanted to see for they how nickel mining is done and how the operations of a "responsible" mining company impact on the environment, given the is-
sues and concerns that are usually brought to the attention of the press. What we saw was impressive. Nickel, by the way, is a mineral that is used to make stainless materials that don't rust. For instance, nickel is used for airplanes, engines, utensils or cell phones etc. COMING TO PARADISE - Before we arrived at the mine site, many of us journalists were bracing ourselves to see wastelands and mined out landscapes considering that Nickel Mining Corp. (US1.5 billion projects) had been on the ground extracting for about 38 years since 1977. But we had a pleasant surprise. Instead of disturbed environments, we saw forests. I remember saying aloud: "I came to visit a mine site. Instead I came to “paradise." Indeed, instead of gaping mine pits, we saw lush green vegetations and plants and trees and flowers on rehabilitated grounds. Nickel mining does not create kilometer wide craters and bottomless pits as we usually see in gold and copper mines. They scrape the topsoil and go only as deep as 20 meters down to extract the precious ore and then refill and re-contour the ground and restore the green cover with trees and vegetation. It has ultra-sound facilities and can do surgeries with 100-bed capacity. In serious cases, it can airlift patients to Puerto Princesa with the company's air assets hangared in a private airstrip nearby. Who would also imagine that about P1.1 billion (yes, billion) of social development projects for a 5-year

Immigration launches scholarship program for employees

o v e r n o r Hilario Davide III has assured Cebuanos that there is a sufficient supply of electr icity in Cebu and according to the National Grid Corporation of the Philippines there is also enough power for the province. Abner Bardoquillo, head of the NGCP Network System Operation Division, said the Cebu transmission lines are also connected with other par ts of the Visayas and even Luzon. The Visayas grid can either collect from or send available excess power to the Luzon grid, he said. “ We are an interconnected grid so we have enough supply,” Bardoquillo said. Despite the assurances, the current contingency power reserve in Cebu is only 40 to 80 megawatts (MW ) which indicates a yellow alert level. NGCP said the
power plants are asked not to hold preventive maintenance in the months of April and May. Davide met with power stakeholders in the region following an outage on February 19 and the eight-hour power blackout also hit Samar, Leyte, and Bohol. Energy officials claimed the power outage pointed to any electricity shortfall in the Visayas grid. Antonio Labios, Department of Energy regional director, said the blackout was caused by an instrument transformer explosion in Naga City substation of Cebu Diesel Power Plant 1. The incident, he said, disconnected the power supply of Korean Electric Company SPC Power Corporationin Naga City and Cebu Energy Development Corporation in Toledo City to the grid. Bardoquillo said they already have short-term and long-term plans to avoid recurrence of the low voltage.
Roger Lim, president of East Asia Utilities Corporation, said the problem in the Naga substation should never have cascaded into the other NGCP transmission lines. The lines also connect Cebu to Leyte, thus the power outage was also experienced in the area. Davide was also concerned if Cebu has enough power approaching summer since it is when the demand normally rises. Labios said they are expecting to increase the grid’s power reserve by 264 MW from the plants of Kepco, CEDC, and Philippine Energy Development Corporation in Panay. Kepco’s 100 MW unit has been undergoing preventive maintenance. “Barring any major power plant nga maguba (that has malfunctioned) and the operation is normal, naa man ta gihapoy maigo nga (we have enough) supply,” Labios said. he Department of Health has reported that cardiovascular disease is now labeled as the new epidemic and still the number one cause of death today. Dr. Jeanette Pauline Cortes, non-communicable section head of the DOH regional office, said cardiovascular disease is a condition affecting the heart and blood vessels that include coronary heart disease. “This is described as a number of conditions caused by atherosclerosis of the arteries to the heart,” she said.

Cortes has encouraged the public to start a healthier lifestyle even at a young age to prevent heart-related diseases, especially Coronary Arter y Disease which ranked as the highest reasons of mortality in the DOH list. She said the disease is caused by plaque building up along the inner walls of the arteries of the heart which narrows the lumen of arteries and reduces blood flow to the heart. The traditional risk factors of coronary artery disease are high or low cholesterol, high blood pressure, family history, diabetes, smoking, being
post-menopausal for women and being older than 45 for men, she said. Majority of Filipinos are prone to cardiovascular diseases such as heart disease because of physical inactivity, smoking, obesity, hypertension and diabetes, Cortes said, adding, based on April 2011 data, the World Health Organization recorded 57,864 deaths in the Philippines caused by the disease. According to Cortes, the disease is preventable by practicing healthy living lifestyle. The public should stay away from smoking and drinking. Smoking and too much alcohol are big factors of
