SULU – Hundreds of residents in Kalingalan Caluang and Omar towns in the southern Philippine province of Sulu have welcomed Governor Totoh Tan and his entourage who visited the town to inaugurate dozens of newlyinstalled solarpowered street lights. Governor Tan, accompanied by Vice Governor Sakur Tan and other provincial officials, handed over the project to local executives headed by Kalingalan Caluang Mayor Liezel Halun, who praised the young politician for his numerous infrastructure and support to the town. Nurunisah Tan, who

heads the Sulu Provincial Women Council, was also in the entourage and conducted free medical and dental services in the town. The young governor pledged more infrastructure project for the town and urged the locals to support their leaders and help make Kalingalan Caluang a progressive and peaceful town. Provincial board members and other municipal mayors were also with the group of Governor Tan, among others. Mayor Halun awarded the governor and his vice governor, including Mrs Tan, plaques as an appre-

ciation by the local municipal government and the people of Kalingalan Caluang for their benevolent support. In Omar town, Governor Tan also inaugurated 30 solar-power street lights and a water pumping station. A strong environmental advocate, Governor Tan has installed many solarpower street lights in Sulu as part of the provincial government’s “clean and green” project, among other vital infrastructure in support to his peace and development campaign in the province. Analysts were saying that Usman may have been deliberately murdered by the MILF to prevent him from talking in case the Philippine military or police capture him. Following his killing, the military issued conflicting statements about the mystery sur-

rounding the killing of Usman, who had links with al-Qaeda and ISIS. Philippine and US authorities have been hunting down Usman in connection to his terror activities. Davao City Mayor Rodrigo Duterte wants to see Federalism in place MARAWI CITY – Mayor Rodrigo Duterte, of Davao City, said he wants federalism so badly that he wants to see it in place before he dies. “I would be happy to die kung makita ko ang federalism sa Pilipinas,” Duterte declared during the federalism forum at the GMA gym at the Terminal Complex on Tuesday. Duterte spoke for 40 minutes on his favorite advocacy before a captive audience that included a cross section of Marawi’s predominantly Moslem populace. The mayor, who was introduced as “an authentic leader from Mindanao”, headed straight into the venue without taking lunch. He was welcomed with a standing ovation by his audience that was “more than 50 percent women” as pointed out by a lady reactor. Duterte pointed out that the fate of the Bangsamoro Basic Law (BBL) hangs in the balance after the Mamasapano debacle. He noted both that Pres. Benigno Aquino III and Presidential Adviser on Peace Process had warned of violence if BBL fails. The mayor, however, revealed that he has reached out to Muslim leaders in a last-ditch effort to avert violence.

“I told Nur (Misuari, who was former ARMM governor) hu wag muna (not yet),” referring to reports of a possible outbreak if the BBL collapses. Misuari, the founding chairman of the Moro National Liberation Front, is at-large after the infamous 2013 Zamboanga siege. At the same time, Duterte said he wants to talk things over with Murad Ebrahim, chieftain of the Moro Islamic Liberation Front, which signed the peace agreement with the government after the BBL was drafted. “It is my dream to see peace in Mindanao,” the mayor stressed, drawing applause from his audience who live in the island most threatened by hostilities. The mayor said he cannot understand why a government will declare war against its own people. During the open forum, Duterte again deflected questions on what it will take for him to run for president. “Sa (Department of Interior and Local Government) lang ako kung (ex-Cong. Benasing) Macarambon becomes president,” he said in jest. Macarambon, Duterte’s contemporary in the only term he served as congressman, introduced

the mayor during the forum. Pressed repeatedly by the different reactors, Duterte eventually relented saying it was not time to talk about running for president. Duterte reiterated what he said in previous forums that he will declare a revolutionary government “within six months or one year” if he does not get the reforms that he wants. “If you don’t want to declare it, I will be the one to declare it,” he vowed, drawing another round of applause. The declared “son of Mindanao” is no longer as adamant about the draft that has started to gain ground even in other regions. Duterte makes light of recent surveys showing him in third place but he no longer dismisses the emerging movement. “Si (Cong.) Macarambon na ang magdesisyon nyan (Macarambon will be the one to decide on that),” the mayor remarked lightheatedly. The people laughed and cheered heartily because it sounded like music to their ears. Earlier, Macarambon had pushed for Duterte as the next president of the country and the first from Mindanao. Jolo fire victims get cash assistance from Sulu governor SULU – Governor Totoh Tan has released financial assistance for victims of fire that razed at least 8 houses in the capital town of Jolo. Tan personally handed P30,000 for each families that had been displaced by the

fire in the village of Asturias. Those who received financial assistance thanked Tan for his generosity and care. Tan also appealed to residents to take extra careful and do not leave burning

But while Mayweather’s opponent Manny Pacquiao may not beat women, he does happen to be a Bible-thumping politician who thinks gay marriage will usher in

a modern-day “Sodom and Gomorrah” and opposes affordable contraceptives for poor women with little access to modern health care. In 2012, Pacquiao told the National Conservative Examiner that he was opposed to gay marriage because “God only expects man and woman to be together and to be legally married. It should not be of

the same sex, so as to adulterate the altar of matrimony, like in the days of Sodom and Gomorrah.” The interview generated additional controversy after American media mistakenly reported that Pacquiao had personally quoted Leviticus 20:13, a Bible verse that calls for gays to be “put to death,” verbatim. Oman offers amnesty to undocumented foreign workers THE Migrante-Middle East (M-ME) has urged all undocumented Filipino workers in Oman to avail of the amnesty being offered by the Sultanate of Oman. It said the Ministry of Manpower announced a three-month amnesty period for all undocumented migrants starting from May 3 up to July 30. It said upon registration, undocumented migrants can avail themselves of a travel permit to their country of origin without penalty or fines. “ Un d o c u m e n t e d OFWs in Oman have been asking and requesting us for help to regularize if not allow them to be repatriated without penalty. The Oman amnesty is an opportunity and this should be availed by all undocumented migrants,” said the Saudi-based M-ME regional coordinator John Leonard Monterona. Monterona estimated that at least 3,000 undocumented OFWs may avail Oman’s amnesty. Some 150,000 OFWs are working in Oman. While Migrante appreciated the granting of amnesty for all undocumented migrants by the Sultanate of Oman, Monterona however expressed concern that

not all has the means to support their repatriation. “Undocumented OFWs are in deplorable situation with no regular job, if not no job at all for months or even years. So how could they raise an amount for their airfare and other expenses related to amnesty formalities,” Monterona asked. He said the Aquino government must immediately assist the undocumented OFWs in Oman so they can return home. “Information dissemination about Oman amnesty is a must, but issuance of a guideline on how to avail this is also a big help. And this should come from the concerned Philippine Embassy and labor officials in Oman after they’ve got all relevant information about the amnesty,” Monterona said. Monterona also pointed out that mechanism should be put in place for those who do not have the means to provide their own airfare. He said a oneway flight from Oman to Manila is about P25,000. He also urged the Department of Foreign Affairs and the Department of Labor and Employment and their respective posts in Oman to come up with a

blue print that will provide assistance to all undocumented OFWs so that they could avail of the amnesty. “Since the Oman amnesty is good for only 3 months, a swift and free mass repatriation plan or program must be developed by the Aquino government,” he said. Monterona pointed out the small numbers of undocumented OFWs who have availed of previous amnesty grant by Saudi Arabia and Kuwait was mainly due to the absence of a comprehensive repatriation program by the Aquino government. “Like the previous administrations, Aquino and his foreign and labor honchos have failed to develop a comprehensive repatriation program though the President issued a marching order to fully provide assistance to OFWs on-site during his 2010 inaugural speech,” Monterona said. He said the increasing numbers of undocumented OFWs around the world is estimated to reach at least 2 million. So while his views aren’t as bigoted as was once reported, the boxer is not exactly a paragon of tolerance. Why do his views on social issues matter? American fans may not be aware that Pacquiao is actually a popular politician in the Philippines, where he has opposed government-funded birth control mostly using quotes from scripture. In fact, his stance approaches something resembling the evangelical Christian Quiverfull movement, which views birth control as immoral and treats each and every pregnancy as a blessing from God. He told GMA Network in 2011, during a debate on a national reproductive health bill, that “God said, ‘Go out and multiply.’ He did not say, just have two or

three kids.” The boxer is also on the record as saying that condoms and abortion aresinful. It’s noteworthy here to mention that Pacquiao’s opposition to all these supposedly immoral things stands in stark contrast to his own past. In 2011, he reconciled a marriage on the rocks from constant philandering and gambling by becoming an evangelical Christian. USA Today reported that he’d even owned a “a casino in Manila and a large cockfighting operation .” According to the Los Angeles Times, religious conservatives in the Philippines have made restricting access to contraception and boosting the birth rate a priority despite the nation’s problems with overcrowding, poverty and lack of resources. The (very popular) bill Pacquiao opposed eventually passed in 2012; the New York Times reported that it was anticipated to help reduce the

nation’s high number of pregnancy-related deaths, which stood at around 11 women per day. It’s not an exaggeration to say that as a politician, Pacquiao supported pushing the Bible over the health and well-being of his constituents. Slate’s Joshua Keating went so far as to write that while the congressman notoriously only shows up to do his job as a legislator a handful of days per year, that might actually be a good thing, since his apparent disinterest in lawmaking actually kept him from being a more effective opponent of social progression. So while Mayweather’s past makes it nearly impossible to support him, the other man in the ring has a pretty iffy track record as well. Kind of makes it hard to take sides in this match, doesn’t it? ‘No, he isn’t Wyatt Earp, he is Rodrigo Duterte’ By Manny Piñol IN LAS VEGAS, Nevada where I eagerly await the historic boxing event of the century, I was entertained today by an article purportedly written by a columnist and investment banker, who likened Davao City Mayor Rody Duterte to Arizona’s legendary law-enforcer Wyatt Earp published in the Philippine Daily Inquirer. In an opinion article titled “Fate, Hope and Grace Poe,” Dean De la Paz, who claimed to be an investment banker and consultant to foreign corporations, said Duterte, 70, mayor of Davao City for 23 years and Congressman for 3 years, has no national platform and “does not have the experience to tackle critical global security and economic issues.” Aside from the fireworks of colourful language which I thought were really intended to impress readers of the writer’s deep grasp of the English language, the article was hollow because it did not really look deeply into who Duterte is compared to the other candidates. National platform? Let us start with Vice President Jejomar Binay. What is his national platform? If we look deeply at the slogans of the Binay camp – “Kay Jojo Binay, Gaganda ang Buhay” and “Ganito Kami sa Makati…” apparently referring to the free birthday cakes, free movies for senior citizens, hospitalisation privileges, and scholarship grants – Binay’s national platform would be no different than what is being done by this government today – giving out cash coupons to the poor of this country as if this was the answer to the mas-

sive poverty, insecurity and joblessness. I remember only one distinctive position that Vice President Binay made and this was on the question of China’s occupation of the islets within the Exclusive Economic Zone (EEZ) of the country. Binay said that China has so much money and the Philippines has no chance going head to head against the economic and military giant and that it would be best to allow China to stay in the islands for as long as they make investments in the country. We go to Mar Roxas. Honestly, until today, over four years after he was appointed as member of President Aquino’s cabinet, I still could not make heads and tails of what it is that Mar Roxas would do if by God’s will he takes over the Presidency. And finally, Grace Poe, who by the way, like Duterte has consistently denied that she is interested in running for President. I like Grace Poe but if we are to look at her performance in the Senate as a basis to at least get an idea of her national platform, we will find no clue as to what it is that she would do if she were President. Beyond the Mamasapano Report, the MRT investigation and the PNP Chief Allan Purisima corruption investigation, Grace Poe has been tested by more critical problems like “What would she do if China insisted on occupying the country’s territory in the West Philippine Sea.?” Duterte, the man described by De la Paz as the guntoting and hip-shooting Wyatt

Earp, in contrast to the three other presidential prospects has clearly outlined his position on critical issues. On corruption, Duterte proposes a two-pronged approach: the re-imposition of death penalty for those found guilty of plunder and the re-introduction of values formation in the elementary grades and high schools in the country. On drugs and criminality, Duterte says the penal code must be revisited to make drug dealers and criminals realise that it does not pay to commit a crime. On the China issue, Duterte supports President Aquino’s move to bring the matter for arbitration but adds that there should be efforts to initiate bilateral talks. If everything else fails, he believes the Philippines should turn to its old ally, the United States in addressing the problem. On the Communist Insurgency, Duterte says negotiations must be re-started and the new President must welcome members of the New People’s Army (NPA) who would like to join a unity government while those who choose to continue the insurgency must be pursued without let-up. On Agriculture, Duterte says that there must be a radical overhaul of the agriculture program to make sure that everybody in government understands that the primary obligation of government is to provide “Available and Affordable Food” for the Filipinos. It will be an agriculture program which would rely mainly on the capability of the Filipino farmers to produce the needs of the country rather than depend on imports. On the Mindanao Problem and neglect of the Regions, Duterte has been moving around the country proposing a shift from Unitary Presidential to Federal Parliamentary form of government which would result in the establishment of highly-autonomous Federal States. This he said is the best option to the endangered Bangsamoro Basic Law and would also lead to the development of the poor regions thus creating jobs in the countryside. On Sabah, Duterte says the Philippine government must not abandon the proprietary claims of the Sultanate of Sulu over Sabah but at the same ensure that this is done in a diplomatic manner. Honestly, I believe that Dean de la Paz has not heard of these issues being addressed by Duterte in his many sorties all over the country. This is where the problem lies. It is when investment bankers who have never been to the countryside assume the role of experts who teach the Filipino who should be the next President based on what they read in the comforts of their luxurious and air-conditioned offices. Had these people ventured to places where any others would fear to tread, they would have met leaders like Rodrigo Duterte. Then, they would have realised that Duterte is notWyatt Earp. Cebu City to adapt hybrid electric road trains

EBU CITY is set to adapt hybrid electric road train as part of i ts intermodal mass transport system. Just recently, the City Government of Cebu signed a Memorandumof Understanding with Department of Science and Technology (DOST) for the testing and possible use of hybrid electric road trains. Cebu City Mayor Michael Rama said the hybrid electronic road train will fit well in the direction of the City which is for a low maintenance and environmentally-safe mass transport system. “We want a system that is not going to destroy the city’s skyline, heritage areas and most importantly, the environment,” Rama said.

President Benigno Aquino has already approved the Bus Rapid Transit System on the first year of his administration. DOST Regional Director Mario Montejo said the signing of the MOU is a clear manifestation of the city’s sincerity in addressing traffic and sound urban planning. “There has been a lot of positive development in Aquino’s term, specifically in the field of research and development, and the hybrid electronic train as a mass transport system is one,” Montejo said. The system is DOST’s answer to the mass transportation dilemma in metro roads. It is a 40meter long train-like bus designed by Filipino engineers and made with locally available parts. The road train is composed of five intercon-

nected fully air conditioned coaches. The first four coaches can accommodate 60 passengers each or a total of 240 commuters for ever y ride. The last coach is the power coach. “Kaya pala gawin ng Pilipino ang train at kaya natin ang magkaroon ng sariling mass transport system,” Montejo said. Lawyer Rafael Yap, of Cebu Integrated Traffic Management Office, said the Cebu City has a Metro Cebu Public Transport Strategic Plan which the hybrid electric train system complements. “It is a seamless intermodal public transport system which is anchored on low carbon technology and is of high capacity,” Yap said.
