(Mindanao Examiner)

New ARMM Education Chief vows to secure reforms Security men at the House of Representatives in the Philippines fire water cannons and pepper spray at farmers holding a peaceful rally in Manila. (Photo by Vincent Go) MANILA – Filipino human rights and peasant groups have condemned the assault on farmers during a peace rally outside the House of Representatives in the Philippine capital. Nearly two dozen people were hurt when security guards opened fire with water cannons and pepper spray, according to Task Force Mapalad. “Out of the farmers’ frustration with the continued landlord resistance even from within the House of Representatives, our members pushed the South gate of the Batasan complex. Shortly after, members of the House security forces suddenly

blasted water on the group. Then they sprayed pepper spray on the faces of those directly in front of the gate. Photos taken showed how we were being sprayed on like insects,” said farmer Joel Pertes, an organizer of Task Force Mapalad. Pertes said the recent violence showed how the Aquino government deal with peasants who were just demanding their rights to till their lands. He said “Sulong CARPER” advocates filed a formal complaint with the Commission on Human Rights against the security personnel of the House of Representatives for the violent dispersal. Sulong
CARPER is co-convened by Manila Auxiliary Bishop Broderick Pabillo and Chairperson Christian Monsod. CARPER refers to Comprehensive Agrarian Reform Program Extension with Reforms under Republic Act 9700 – an act strengthening the Comprehensive Agrarian Reform Program, extending the acquisition and distribution of all agricultural lands, instituting necessary reforms, amending for the purpose certain provisions of Republic Act No. 6657, otherwise, known as the Comprehensive Agrarian Reform Law of 1988. COTABATO CITY – Dr. John Magno has formally assumed as the new Education Secretary of the Autonomous Region in Muslim Mindanao (ARMM), following his appointment by Governor Mujiv Hataman. Magno, who previously served as assistant secretary for operation of ARMM’s Department of Education DepEd), vowed to continue the reforms that have been introduced by the present ARMM administration in the department. A status message he posted on his social media account after words of his appointment came out, reads: “No profession can be nobler than that of teaching. The humble teacher may be forgotten in time but never in the legacy he leaves: the formation of professionals who shape the nation and chart the future of the many generations to come.”
Magno replaced lawyer Jamar Kulayan, who has formally resigned as ARMM Education Secretary on May 22, ending a three-year tenure marked by administrative and financial reforms in the once problematic agency. In a published statement, Kulayan said his resignation “was a wellthought-out decision based on my desire to be with my family whom I had spent very limited quality time with since I dedicated to serve along with Gov. Mujiv Hataman.” Kulayan played a key role in the crackdown of the Hataman administration against all sorts of “ghosts” in the agency – ghost students, ghost teachers and ghost schools. He has also helped championed the restoration of the rights and benefits of around 26,000 teaching and

non-teaching personnel of DepEd-ARMM from the state-pension fund GSIS through a tripartite agreement that established the settling of close to P1 billion unpaid premiums. Kulayan described his time in office as “filled with lessons shared and learned and encouraging stories of people whose lives changed for the better.” He said he is not “abandoning public service” and vowed “to continue serving the people of ARMM and supporting Gov. Hataman” in his “personal capacity.” Gov. Hataman has also appointed Sittie Mariam Ibrahim Balahim as the new Assistant Secretary for Operation and Marjuni Maddi as Assistant Secretary for Academics. ARMM to showcase major tribes in mock cultural villages
85,000 IDPs return home in Maguindanao COTABATO CITY – About 85,000 Internally Displaced Persons (IDPs) in various municipalities in the province of Maguindanao are now back to their homes, an official of the Autonomous Region in Muslim Mindanao – Humanitarian Emergency Action Response Team (ARMM-HEART) said. “As of date, 16,996 families, or 84,980 individuals, have already returned to their respective residences,” said Ramil Masukat, ARMM – HEART director. It has been roughly two months since the military ended its “intensified law enforcement” operation against the Bangsamoro Islamic Freedom Fighters (BIFF) and other terrorist groups in the region. The operation resulted in the displacement of a significant number of residents in as many as 11 towns. The military action was in response to
the January 25 incident in Mamasapano town in Maguindanao. Based on the team’s latest report, a total of 8,071 families, or 40,355 individuals, are still in evacuation centers. The number has dropped from the highest number recorded, or 25,067 families comprising of 125,335 individuals, affected by the intensified operation. From 11 municipalities originally affected, the number has gone down to only five. Currently, there are 30 evacuation centers in the five remaining affected municipalities of Guindulungan, Datu Saudi, Datu Salibo, Shariff Saydona and Datu Unsay, all in Maguindanao. The number of affected families did not change for awhile since a significant number opted to stay in the evacuation centers because of fear for safety notwithstanding assurances issued by the authorities.
“Most of the families are still uneasy because they are afraid they might be trapped in case of an exchange of gunfire between the different forces,” said Director Masukat. Even as the military declared an end to “intensified law enforcement” operation on March 31, soldiers are still active in conducting activities aimed at stopping terrorism in the province. Director Masukat said his team has been distributing relief goods to the IDPs. This is in compliance to a directive from ARMM Governor Mujiv Hataman. On May 21, the agency distributed relief goods to approximately 700 families in Libutan, Shariff Saydona. Director Masukat said his office is coordinating with local government units in the affected towns to accurately monitor the situation. (Bureau of Public Information)

COTABATO CITY – Mock cultural villages that will showcase the seven major tribes of the Autonomous Region in Muslim Mindanao (ARMM) will be reopened on June 10 at the regional government’s compound in Cotabato City. These cultural villages first opened to the public in November last year as part of the celebration of the 25th anniversary of ARMM. It was viewed by at least 100,000 visitors from different provinces in Mindanao not just from the ARMM. The seven major tribes covered in this event are Maguindanaon, Tausug, Sama, Maranao, Yakan, Iranon, and Teduray. Each village will feature traditional living, culture and arts, and would depict the people and their products on a landscape consistent
with those of tribal communities in Lanao del Sur, Maguindanao, Basilan, Sulu, and Tawi-Tawi. The villages will be open to the general public for 100 days, specifically during the month of Ramadhan. There will also be a series of activities and entertainment in the regional government’s compound to be spearheaded by different regional agencies. “Ang pagbubukas muli ng cultural villages ay para maipamahagi, maintindihan at lalong maunawaan ng ating mga mamamayan ang kultura, kasaysayan at pamumuhay ng mga tao sa iba’t ibang probinsya ng ARMM (The reopening of the cultutral villages will allow the people to understand better the culture, history, and way of living in various provinces in the region,” said Tourism Secretary Marites
Maguindra. “We added additional healthy living activities, which the people can join like zumba, ‘hataw’ and yoga,” she said. Aside from these, there will also be a free tour, a children’s day, and an indigenous arts and handicraft exhibit, among others. A competition among participating tribes and their villages is also part of the event wherein the winning village would be announced during the closing program, or after 100 days. The Tausug village was recognized as the best in last year’s event. The re-opening of the mock villages will bear the theme “100 Days of Journey in understanding the culture and history of the Bangsamoro towards peace and development.” (Bureau of Public Information)

The Shadows of EG Penumbra and Jojo Binay By Jerry Dureza TWO THINGS happened that jolted the Philippines last week. One is the aweinspiring performance of El Gamma Penumbra in the Grand Finals of Asia Got Talent held in Singapore and the other is the shocking revelation of the incredible accumulation of wealth and properties of the Binay families. The EGP is made up of kids who live along the train railway in Tanuan, Batangas while before Jojo Binay was appointed Mayor of Makati following the ouster of Marcos was a struggling lawyer in that town and residing in a bungalow of what is known then as a low-cost housing subdivision of Makati. The EGP boys have simple dreams: win the grand finals of AGT and the grand prize of $100,000.00. Attorney Binay’s legitimate ambition was to be Mayor. The EGP practiced day and night in some space beside the railway, Binay took to the streets as part of the Yellow Army that catapulted Cory Aquino to the Presidency. EGP won the Grand Title and the prize, Binay was handed in a silver platter the Mayorship of Makati. We do not know as to where the honors and the distinctions bring the 13 members of El Gamma Penumbra. The money they won they said they will share with those who aspire to follow the path to their simple goal. The best news was that the Grand Marina Hotel of Singapore will keep them for a while to perform
in its theater and I heard that they will go on a world tour courtesy of the sponsors of AGT. That is for the future and I personally wish that given their talent and creativity they will find other audiences worldwide and that they will earn not only for the upkeep of their cast but also for their future. In the case of Mayor Jojo Binay, he knows his path to fame and success. The Yellow Army had seen to it that Cory’s revolutionary government will last until everyone has taken over the helms of local government and ran every functionary in the government bureaucracy. And they rooted deep and spread wide. While they abhor family dynasty and etched this in the Cory constitution not a few of them quickly discovered that the way to fame and wealth was politics. Ergo the anti-dynasty provision in the constitutions was never ever supported with an implementing law. Thus, in Makati City, the City Mayor is a Binay, the representative is a Binay, a Senator is a Binay and to top it all the Vice President is a Binay. Immediately after he was sworn in as VP Attorney Binay announced he will run for President. There is really nothing wrong with that for after all there are no prohibitions and this is a free country. So tuloy and ligaya. It happens everywhere and it is the people that decides. The cast of El Gamma Penumbra have simple

tastes and have simple dreams. The one thing that makes them stellar as victors is that their art goes beyond the ordinary. They lost in Pilipinas Got Talent because Ai Ai delas Alas and Kris Aquino who were judges during the finals failed to comprehend the import of their art. They thought that talent is something which makes you laugh, that which entertains and anything that is beyond the superficial has no place in PGT. In Asia Got Talent the judges saw the greater value in faceless symphony and motion of shadows that is uniquely entertaining but so eloquent in delivering a message: save our mother earth from man’s vanity and destruction and to nurture whatever is left to save mankind from its own annihilation. That is not what we see in today’s politics. It has become a major industry. The players mastered the art of pilferage. In the Senate as well as in the House of Representatives the so-called lawmakers are enmeshed in corruption. It is the modern version of Sodom and Gomorrah. You cannot plead with God to save it if there are a dozen who are true to the words they pledged to their constituents when they asked for their votes. The same is true with the palace by the river Pasig. In a classic tomfoolery lawmakers assail each other and in the process display their dirty linens. If there is anything positive that came out of this mudslinging is the revelation that billions in bank deposits – in pesos and in dollarssaid to be owned by the Binays and their dummies had been transacted. The discovery of these staggering amounts is courtesy of AMLC. Binays children and lawyers hit back: The vice president is immune from suit. They will go to the Court of Appeals to lift the freeze order on their wealth and other assets. The political adversaries of VP Binay merely smirk, but the truth is, save for three in the Senate, they are no better and that if the law is applied equally to all they will all be consigned to where their colleagues, “si tanda, si guapo at si seksi” are presently languishing. It is pitiable how they scramble to keep their wealth intact. What is strange here is that while the Vice President and his children deny the imputations they quickly ran to the CA to lift the freeze. That is too late now. Whether the CA will grant the prayers of the Binays, AMLC has already cracked open the virtual Pandora’s Box of the most powerful family in Makati. El Gamma Penumbra performed a magnificent art out of shadows and searing eloquence of silence. Binay for his part is now hounded by the shadows of his past. And there goes his presidential ambition. Health Benefits of Eating A Banana Payo ni Dr. Willie T. Ong 1. Eat a banana if you have heartburn. The Journal of Nutritional Biochemisty (February, 2001) attests to the antiulcer properties of the banana. Bananas act like a natural antacid to the stomach. In this article, they identified the secret component in the banana, the flavonoid leucocyanidin. Studies show that bananas can protect against aspirininduced gastritis and can significantly increase the mucous membrane lining of the stomach. 2. Bananas are high in fiber and vitamins. A single banana contains 16% of the dietary fiber, 15% of the vitamin C, 11% of the potassium and 20% of the vitamin B6 recommended each day. 3. Bananas are good for the heart. Potassium is an essential mineral needed to regulate water balance, acidity level and blood pressure of the body. A lack of potassium may cause muscle weakness and irregular heartbeat. For patients taking a diuretic medicine, they should take 2 bananas a day to keep the potassium level up. Take note also that bananas have zero sodium (good for high blood pressure) and zero fat and cholesterol (good for those with high cholesterol). 4. Bananas may reduce strokes. Numerous stud-
Dr. Willie T. Ong ies have shown that low potassium levels can cause heart palpitations, which can then lead to a stroke. 5. Bananas help counter stress and insomnia. Bananas contain tryptophan, a type of protein that the body converts into serotonin. Serotonin is a hormone that is known to make you feel happy and improve your mood. 6. Diabetics may take bananas in moderation. Snacking on bananas between meals helps to keep the blood sugar level up. The glycemic index rating for a ripe, yellow banana is 51 which is fairly good. This means that the carbohydrates in a banana have a medium to slow effect in raising your blood sugar levels. However, as bananas ripen, the starch in the fruit turns to sugar and may cause your blood sugar to rise more. The lesson is: it's okay to eat a banana, but not the overripe one. 7. Bananas for fatigue and anemia. Have you seen
Roger Federer eat a banana between games? The high potassium content prevents cramps and gives ready energy with its easily digestible starch. Bananas are also a rich source of iron, thus it is helpful in patients with anemia. 8. Bananas may prevent leukemia. A study published in the American Journal of Epidemiology by Kwan et al. (Dec 2004, pp. 1098-107) shows an association between regular consumption of bananas and oranges in children from ages 0-2 and a reduction in childhood leukemia. 9. Bananas may prevent childhood asthma. A European study of 2,640 pr imar y school children in South London concludes that eating bananas at least once a day reduces episodes of wheezing and asthma attacks in children (European Respirator y Journal, Feb. 14, 2007). Eating apples and other fruits were not as beneficial. 10. It's cheap! The best news about the lowly banana is that it's cheap. And it comes in a great package. A banana can fit cleanly in your bag. Just cut it high up in the stem. When you feel hungr y and stressed, reach for a banana. Remember: Two bananas a day can keep the doctor away.

DOH offers 'quit smoking' program
T
HE Department of Health said it is offering socalled “Smoking C essation Services” to those who want to kick the habit and quit smoking. It said for only P100, a person who wants to quit smoking can avail of various services that will enable him to finally break free. Smoking Cessation Coordinator Dr. Christopher Samson said they are already catering almost a hundred patients each week who undergo treatment and counselling in breaking the habit. “Consultation fee for the Smoking Cessation costs P100, but the counselling, interventions and treatment in helping smokers to quit their dangerous habit are free of charge,” Samson said. He said the age range of those addicted to smoking is becoming lower. “In fact, our
youngest patient is five years old. Smoking becomes a habit when some parents let their young kids buy cigarettes and let them light it for them,” Samson said. The establishment of the Smoking Cessation Centers is a government intervention being implemented by the DOH pursuant to the Tobacco Regulations Act and DOH Administrative Order No. 122 s. 2003 or the Smoking Cessation Program to support the National Tobacco Control and Healthy Lifestyle Program allowed the setting up of the National Smoking Cessation Program. It aims to reduce the prevalence of smoking and minimizing smokingrelated health risks. DOH also encouraged the usage of graphic health warnings in cigarette packs. The Philippine Global Adult Tobacco Survey conducted in 2009 (DOH, Philippines GATS Country Report, March 16, 2010)
revealed that 28.3% or 17.3 million of the population aged 15 years old and over currently smoke tobacco, 47.7% or 14.6 million are men, while 9.0% or 2.8 million are women. Eighty percent of these current smokers are daily smokers with men and women smoking an average of 11.3 and 7 sticks of cigarettes per day respectively. The survey also revealed that among every daily smokers, 21.5% have quit smoking and among those who smoked in the last 12 months, 47.8% made a quit attempt and 12.3% stated they used counselling and or advise as their cessation method, but only 4.5% successfully quit. Among current cigarette smokers, 60.6% stated they are interested in quitting, translating to around 10 million Filipinos needing help to quit smoking as of the moment. (Ferliza C. Contratista.
