Migrante urges Aquino to look into plight of stranded OFWs in Saudi MANILA – The migrant rights group MigranteMiddle East (M-ME) has urged Philippine leader Benigno Aquino to visit Saudi Arabia and personally look at the miserable situation of many stranded and distressed Filipinos there. “We want him visit Saudi Arabia so that he could witness to the miserable situation of hundreds of stranded and distress overseas Filipino workers who are begging for government assistance,” MME regional coordinator John Leonard Monterona said in a statement sent to the regional newspaper Mindanao Examiner. Migrante earlier launched an online petition to solicit support and signatures to force the Philippine government to immediately repatriate of at least 130 stranded OFWs now temporarily sheltered at the embassy-rented villa in Riyadh. Police tighten watch vs. human traffickers POLICE have tightened security in Zamboanga City against human traffickers following the recent rescue of 25 people at a private pier. Police swooped down on a boat and rescued 25 mostly Muslim teenagers who were allegedly victims of human trafficking. Officials said the boat’s captain was investigated to determine his role in the foiled trafficking of the victims. “Subject ship captain is now in the custody of the police and is being investigated,” said Insp. Dahlan Samuddin, a regional police spokesman.

He said at least three police units led by Senior Inspector Raul Mancenido were involved in the operations that led to the recovery of the victims at a private wharf in the seaside village of Baliwasan. Samuddin gave no other details about the operation until the investigation is complete, but he said the boat was supposed to bring the victims to Turtle Island near Sabah in Malaysia. He said the victims were recruited by a man who was only identified by his first name as Asbi, of Mampang village in

Zamboanga City. Of the 25 victims, only two were adults – both age 22 – and the rest were between the ages of 12 and 19. The victims were believed heading to Sabah to illegally work. Illegal border crossing remains unabated in the southern Philippines due to lack of security patrol and unscrupulous operations of boat owners and the influx of Filipinos wanting to work without visa and travel documents to the oil-rich island of Sabah which is being claimed by the Sultanate of Sulu as theirs. Family feud or clan war in death of army major? PAGADIAN CITY – Police continue to investigate the murder of a Muslim army officer who was shot outside a hospital in Pagadian City in the southern Philippine province of Zamboanga del Sur. The victim, Major Ibno Hassan, was killed after being shot repeatedly while buying food for his sick child in the village of San Pedro. Hassan was not in uniform when shot by the gunman.

Last week’s attack occurred at the time there was a power outage in the village. The gunmen escaped after the shooting. Hassan’s body was transported by a military plane to his hometown in Sulu province and would be buried immediately in accordance to his religion. No individual or group claimed responsibility for the killing, but initial police investiga-

tion said the murder may be connected to a clan war or family feud, although the report is not conclusive. Hassan’s family did not issue any statement, but the victim was a former member of the Moro National Liberation Front integrated into the military after the rebel group headed by Nur Misuari signed a peace deal with Manila in 1996. Governor Hataman hands over new Upi public market

2015 Korean Speech Contest expands to other regions THE Korean Cultural Center, in cooperation with the Technical Education and Skills Development Authority (TESDA) and the Korean Community Association of the provinces of Cebu, Davao and Iloilo, will be holding the 2015 Korean Speech Contest on June 27 for the regional competition and July 4 for the grand finals. The Korean Speech Contest is one of the flagship projects of the Korean Cultural Center in the Philippines, with this year’s theme revolving around two questions, “How is Korean language

helpful to me?” and “Why do I learn the Korean Language?” However, this year’s speech contest will also be held in the provinces of Cebu, Davao and Iloilo wherein the regional champions will compete in the final stage in Manila. The application period will run from May 29 to June 15, with the announcement of qualified applicants to be made on June 19. Applicants are required to be 18 years old and above, and residents of the Philippines. The applicants must not have Korean as their mother tongue, and must

not have stayed in Korea for more than a year. The speech contest must be personally written by the participant and should not be plagiarized to which, if plagiarism occurs and is proven, the applicant will automatically be disqualified and the award, if any, will be withdrawn. The speech will be judged according to its content, deliver y and stage presence. Also included in the criteria is how the participants will fare in an interview. The winner of the grand finals will get a round-trip ticket to Korea.

AUTONOMOUS Region in Muslim Mindanao (ARMM) Governor Mujiv Hataman has turned over a newly constructed, two-unit public market to the municipality of Upi in Maguindanao. Governor Hataman said the 336 square-meter public market worth P5 million is supported by the Special Regional Economic Development Assistance fund. Municipal Engineer Herardo Carino said the project was implemented by the local government unit of Upi. The P5-million project includes the rehabilitation of an 81 square-meter comfort room and a 192 squaremeter dry goods building. Mayor Ramon Piang of Upi extended his gratitude to the ARMM regional govern-

ment for its consistent support to the municipality. “The construction of the market stalls will help the local economy of the town,” Mayor Piang said. “(The) municipality of Upi deserves to receive various projects because (one) can see how the town has improved,” Gov. Hataman said. He also commended the residents of Upi for supporting the programs of their municipality. The town of Upi is a recipient of awards and citations on good governance including the Seal of Good Housekeeping (SGH) from the Department of Interior and Local Government. The SGH is in line with the national government’s commitment to “aggres-

sively scale up interventions and elevate the practice of governance that values transparency, accountability, participation and performance into an institutionalized status.” The governor also vowed to construct the 4.1-kilometer road from Barangay Tinungkaan to Barangay Bugabungan worth P50 million. “We are very grateful for the projects given to us,” said Romeo Roxas, Barangay Chairman of Bugabungan, a top performing barangays in the municipality of Upi and also a recipient of ARMM’s Health, Education, Livelihood, Peace and governance and Synergy, or HELPS, projects. 'Sea change' in Catholic sex abuse scandal POPE Francis has created a church tribunal to judge bishops who fail to protect children from sexually abusive priests, the Vatican announced Wednesday, a move long sought by abuse victims and their advocates. The new court will be part of the powerful Congregation for the Doctrine of the Faith, the Catholic Church's chief watchdog. Since 2001, the congregation has judged priests accused of sexual abuse, but there has been no Vatican office with a similar role to judge bishops. The Rev. Federico Lombardi, a Vatican spokesman, said the Pope will appoint a secretary and permanent staff for the tribunal. The tribunal was proposed by the Pontifical Commission for the Protection of Minors, which was appointed last year by Pope Francis. Longtime critics of the Vatican called Wednesday's move a "sea change" within the Catholic Church. "Priests abuse children, and so do bishops," said Terence McKiernan, president of the watchdog group BishopAccountability.org. "Bishops who offend are inevitable enablers, and the commission's plan must

confront that sad fact." Critics of the church's handling of its sexual abuse scandal, which has involved thousands of priests and victims, have often argued that bishops who quietly shuffled abusive priests from parish to parish -- tacitly allowing the crimes to continue -- should be punished. To date, one American bishop, Robert Finn of Kansas City, has been removed from office. Finn was convicted in 2012 on charges of failing to report suspected child abuse. The Vatican accepted Finn's resignation in April, though without offering a reason. Last week, prosecutors in Minnesota charged the Archdiocese of St. Paul and Minneapolis with six counts related to a sexually abusive ex-priest. Advocates for sexual abuse victims gave the new tribunal qualified approval. "Time will tell whether these moves actually result in holding bishops accountable for cover-ups of crimes," Boston-based church reform group Voice of the Faithful said. "But these steps are the most promising the Vatican has yet taken." The new court was ad-

vocated by Boston Cardinal Sean O'Malley, who has long pushed the Vatican to discipline bishops who failed to protect children. But at their semi-annual meeting in St. Louis on Wednesday, U.S. Catholic bishops seemed taken by surprise at the move. Several suggested they first heard of the new tribunal by reading news reports Wednesday morning. "I don't have a lot of background information on it," said Archbishop Joseph Kurtz, president of the U.S. Conference of Catholic Bishops. However, Kurtz said, he welcomes the Pope's new tribunal. "We are eager to cooperate, and we know it's a direction that we have to take seriously." Archbishop Thomas Wenski of Miami, who is also in St. Louis for the meeting of Catholic bishops, said the tribunal does not represent the first time that popes have held bishops accountable. Carmudi, the number one vehicle marketplace in the Philippines, created a Toyota Corolla Index based on listing data in order to investigate the costs of purchasing this standard car in twenty emerging markets in Africa, Asia, Middle East and Latin America, in which Carmudi is established. A note about our data source: We analyzed our data over the last six months which included over 17,000 Toyota Corolla listings. The most frequently listed used Corolla worldwide was from 2010, however; several countries in which Carmudi operates have older cars; for instance, Tanzania’s newest Corolla model was from

2008. In fact, the mean year of production was 2005, which makes sense as Carmudi is known for its used cars. To compare the prices across borders, Carmudi examined the average prices of select used Corollas for each country. The criteria for selection was cars built between 2005 and 2011 with between 45000 and 110000 km on the odometer. This criteria was chosen to provide a range of Corollas accessible in all countries, while reducing the disparities between older and newer used vehicles. Fun Fact: The global average mileage of Corollas listed on Carmudi is 98500 km for the 2005 model, and 67000 km for the 2011 model. The average mileage in this study is about 75000 km. Based on the Economist’s light-hearted Big Mac Index, the Carmudi Corolla Index serves as an at-a-glance tool to understand the

wildly ranging price difference in emerging markets. From import taxes, to domestic production not meeting demands, to rising market prices, the cost of the world’s most popular car is anything but standard. The most surprising finding was that car prices have absolutely no correlation to the wealth of each country. For instance, a used Toyota Corolla is three times the price in Vietnam (GDP per Capita of $1,910) then the much wealthier UAE (GDP per capita of $43,049). American Volunteers Prep to Fight ISIS in Iraq, Syria and the Philippines… by ISIS Study Group We've been closely monitoring the activities of some of our fellow countrymen who've taken upon themselves to volunteer for service to fight the Islamic State (IS) in Iraq, Syria and the Philippines. Our staff had no intention of weighing-in on the subject, but changed our minds after being asked by several media outlets. We figure to get our take out there instead of the emails we've been sending to people who asked. Recently news broke of American citizen Keith Broomfield being killed on the field of battle fighting alongside the YPG - the military branch of the Syrian Kurd organization known as the PYD. Our condolences to Mr. Broomfield's family. That said, We wonder why there are so many civilians - many without military experience - suddenly wish to take up arms against IS yet refuse to serve in the US military? Indeed, there are a great many of our brothers-in-arms who have made the trip downrange on their own accord to fight in Iraq. In fact we happen to know some of these individuals - who do you think has been providing us with information in those places? We suspect that their may be more going on here with some of these guys.By that we're referring to organizations such as "Veterans Against ISIS." Although well-meaning in appearance, we can't help but feel as if the organization's leader, Sean Rowe, may have embellished his crew's capabilities and intent. Check out the video below: Mr. Rowe states in the interview that he did 8 yrs in the Army and that he did one deployment to Iraq and another "deployment" to Korea. For our civilian readers, all of the guys who went to Korea when it was considered a "deployment" all have grandkids now. What he did there is called a "short tour." In fact, people can now PCS there with their fami-

lies, so we're a bit curious about how that constitutes a "deployment." We may give him the benefit of the doubt since the "Juicy Girls" in Itaewon can get aggressive - especially if you don't "pay" (long story for another time). The following are other red-flags: 1. A guy who considers a modern day gig in South Korea as a "deployment" is "hand-picking" an "elite group" to go to Iraq. 2. He's asking for donations. It's here that we may have found the true reason for putting together this group. The group has a website that shows "the team:" A few guys have some real experience (8 or more yrs in the military and more than 3 deployments), but the majority of them didn't spend much time in the military and have on average 2 deployments. A lot of them don't even hold a combat-arms MOS, so we're really curious as to just how "specialized" they truly are. To be brutally honest most of them appear to be lower enlisted, not that there's anything wrong with that (there's a lot of enlisted types on our staff after all). Not to take anything away from the E-4 Mafia, it just seems to us that this particular group may not exactly be what they're selling themselves to be. They're either looking to use the donations for other purposes or they're so full of piss and vinegar that they haven't completely thought this through. We also wonder if there may be a stolen valor case or two who snuck in the group. What is their vetting process, anyway? Is any of the money being donated to them even going to what they say its for? to Iraq to fight IS they would've kept their mouths shut and just do it. Their TV appearance to publicly announce that they're going to fight IS pretty much ensured that everybody from the TSA to the State Department (DoS) will be on the lookout for them. The fact that they're soliciting for people to supply them with body armor and other equipment on Facebook isn't going to do them any favors either. In fact, if you want to actually make it over to the Middle East, you DON'T TRAVEL WITH BODY ARMOR OR ANY TA-50 OF ANY KIND! Why? The guys in Customs look for that sort of thing. Besides, there's plenty of body armor and other military-grade equipment that the Iraqi Army just left laying around waiting to be claimed after they fled for their lives from Northern Iraq last summer and continue to do as of this writing. Most of that equipment probably still has the "new car smell." If you're serious about going to the "Land of al-Sham" you don't go around pan-handling like this - you don't know who's watching. What one should do instead is travel with regular stuff like any normal tourist would - and that also means a round-trip ticket complete with hotel reservations. Otherwise, what's going to happen is either the US government will stop you (its the only thing the Obama administration appears to be actively doing regarding this fight) or the Turks will scoop you up as soon as you show up at Customs. Ironically, the only people the Turks will let get anywhere near the Tri-Border region are guys who pledged allegiance to Baghdadi. In fact, the last thing you want to do is fly straight into Turkey - just fly into another country in Europe and take it from there. The point is, if traveling to Syria or Iraq to fight Baghdadi's boys is what you want to do, then do it. Travel individually as opposed to a group of military-aged males and don't go out publicly trying to draw attention to yourself. Do what Mr. Broomfield did and remain low-key about the whole thing. There's actually quite a bit more to this (such as alternative routes to the intended destination) that we know Mr. Rowe hasn't considered, but we can't divulge all the trade secrets, now can we? Interestingly enough there's a contractor crew prepping to deploy to the Philippines to fight those who pledged allegiance to IS. We're assuming they're going to the Autonomous Region of the Muslim Mindanao (ARMM). Their concerns about the Philippines becoming a major safehaven for IS affiliates is warranted which is why our staff covers this country and the rest of Southeast Asia. Still, we wonder what their logistics and intelligence support looks like, because there's a lot of isolated areas where the terrorist training camps are located. More importantly, most of them are located in the heart of territory controlled by the Moro Islamic Liberation Front's (MILF) 102nd, 105th and 118th Base Commands (BCs). They're going to have a tough time penetrating that territory - and it won't be just those MILF units they'd have to deal with. Corrupt members of the Philippine National Police (PNP) and Armed Forces of the Philippines (AFP) units located in the area will likely be targeting them the minute they step off the plane, if nothing else but because they happen to be "white" and therefore assumed to be loaded with money (e.g. the recent German KFR that led to the Abu Sayyaf Group's $5.6 million cash infusion). Kapag hindi nawala ang sakit sa loob ng 1 ling-go, magpakonsulta sa isang rehabilitation medicine doctor, or orthopedic surgeon o rheumatologist. Good luck po.

Basilan - Isnilon Hapilon still has a Rewards for Justice bounty on his head ($5 million USD) and he did pledge allegiance to Baghdadi last year. He's also playing host to IS foreign fighter recruiter, Malaysian national Dr. Mahmoud bin Ahmed. 4. Jolo/Sulu - Two words:

Removing him would mean taking out a rising star in the Philippine terror community who could very well become one of its most senior figures if not the one who finally unites the groups under the banner of the Black Flag. Killing him before his indoctrination efforts takes hold on the island would be a huge coup. Those with prior-military backgrounds looking to crack some skulls need to also remember that unlike their last trip to the sand box, there will be no close air support this time around. Another thing to consider is the fact that the IRGC-Qods Force is already looking to abduct Westerners in Iraq, and are already looking at our fellow countrymen up North with suspicion. For the most part, the Kurds are our friends. However, there are a faction of Kurds - the Fayli Kurds - who are Shia and have been a little too friendly with the Iranian regime. In fact, many of the Qods Force's Ramazan Corps are of Fayli Kurd or Shia Turkmen heritage. Regarding the Philippines, this is a very different animal from the Syria/Iraq problem-set. Very political in nature from both the US and Philippine government sides of the house. We're also wondering why these guys went public like Rowe's crew did, especially if they had already secured a funding source. The

current political climate in the Philippines will make their movement in the country very difficult, and their equipment may be confiscated before they even get to open the connex. This is also a fight that might be best affected through non-lethal means, that is, through information. Our staff has been in contact with members of the Philippine security forces and other agencies who have equities in the country. We come across something that may be of interest to them and we forward it along. We've even passed things off investigative journalists so that the word gets out on a particular activity or personality involved in terrorism. What we mean by this is that maybe a straight kinetic approach from volunteers isn't the best one for the Philippines? The guys looking to disrupt the Black Flag movement's efforts to gain strength and expand may get more bang for their buck by operating more as a Long-Range Surveillance (LRS) team or HUMINT collection asset than a company from Ranger Regiment - especially since the real strength of the movement comes from the Islamic centers, charities and foreign financiers. DENR deploys teams to combat bush fire

Ayungon and Bindoy in Negros Oriental province. “It is more practical and sensible to prevent forest fires rather than controlling them through a regular monitoring and intensive and aggressive information, education and communication efforts,” said DENR Regional Executive Director Dr. Isabelo R. Montejo. “We poured in a lot of funds to maintain and grow these plantations and it would be a sad situation when our reforestation initiatives will turn into ashes,” added Montejo. ordova town in Mactan Island in Cebu province is set to have the biggest reclamation project in the country by next year. The Cebu Association of City and Municipal Public Information Officers said the reclamation project was recently approved by the Cebu Provincial Board. Cordova town Mayor Adelino Sitoy said the project will be the biggest in the entire country as it is five times the South Road Properties (SRP) and will have SM Prime Holdings Incorporated (SMPHI) as the private proponent to finance the entire project that covers 1,500 hectares
