Islamists reject BBL

LANAO DEL SUR – Alleged Filipino supporters and sympathizers of the Islamic State or ISIS in southern Philippines have flatly rejected the proposed Bangsamoro Basic Law or BBL that would replace the current Autonomous Region in Muslim Mindanao. An influential Muslim preacher, Jamil Yahya,

along with dozens of his followers, also said they will not support the BBL which is part of the peace agreement signed by the Moro Islamic Liberation Front and the Aquino government last year. Yahya said the Shari’ah laws should be fully sourced and implemented based on the teachings and

practices of Prophet Mohammad called Sunnah and the interpretations of the Islamic holy Qur’an, and not the provisions in the BBL. The elderly preacher is reported to have the support of many MILF commanders who are pursuing Muslim independence in Mindanao.

NASA satellite falls back to Earth, explodes over Southern Philippines ZAMBOANGA CITY – A satellite launched by NASA in 1997 to observed rainfall rates on Earth has fallen back and disintegrated over the sky in southern Philippines, air force and police authorities said. It said the satellite, a joint project by the National Aeronautics and Space Administration or NASA, and Japan Aerospace Exploration Agency or JAXA called Tropical Rainfall Measuring Mission, or TRMM, was launched to observed rainfall rates over the tropics and subtropics, where twothirds of the world’s rainfall occurs. “The spacecraft operated by NASA exploded and

disintegrated in the atmosphere,” the provincial police said. Col. Jose Ritchie Pabilonia, of the Philippine Air Force’s 3rd Air Division here, told the regional newspaper Mindanao Examiner that they deployed aircrafts to search for debris over a mountainous area in Sultan Kudarat, but cut this short due to low cloud ceiling. Philippine media ran an unverified report from villagers that an unidentified aircraft exploded in mid-air before crashing into the mountains. The TRMM carried the first precipitation radar flown in space, which returned data that were made into 3-D imagery, enabling

scientists to see the internal structure of storms for the first time. It also carried a microwave imager, a state-of-theart instrument that had the highest resolution images of rainfall at the time. Together with three other sensors – the Visible and Infrared Scanner, the Lightning Imaging Sensor, and the Clouds and the Earth’s Radiant Energy System instrument – scientists used TRMM data to explore weather events, climate, and Earth’s water cycle. The mission ended on April 8 this year after the spacecraft depleted its fuel reserves, according to NASA. (Mindanao Examiner)

MILF’s spokesperson Von Al Haq denied the reports and said it was meant to discredit and break the BBL to derail the peace process. Al Haq said he had met with MILF field commanders and all expressed their loyalty to the former rebel group, their leaders headed by Murad Ebrahim and the peace process. Abdullah Macapaar alias Commander Bravo, a senior MILF leader, said their current “Amerul Mujahideen” is Ebrahim and they will support him whatever the outcome of the peace process. The MILF has been pushing for the approval and ratification of the BBL and other provisions stipulated in the Comprehensive Agreement on the Bangsamoro and the

Framework Agreement on Bangsamoro, including the establishment of the new Bangsamoro autonomous region. According to field members of the MILF in Munai town of Lanao del Norte, two of their “subleaders” identified only as Abu Ansari and Abu Arafat had attended a clandestine meeting in Marawi City in Lanao del Sur province allegedly called by Yahya, a popular cleric there. Yahya was originally a member of the MILF’s board of committee based in Jeddah, Saudi Arabia and left the organization before returning back to the country. Aside from being a member of pro-Osama Bin Laden organizations such as Maradeka and the Bangsamoro Supreme

Council of the Ulama, he is also affiliated with a shadowy Filipino-Muslim organization abroad called Bangsamoro Labor Organization. Last year, Yahya along with masked men identified later as members of the another shadowy group called Khilafah Islamiyah Movement, locally known as Ghuraba, were able to lure some 100 civilians, including women and children, and reportedly pledged their allegiance to ISIS. The reports on Yahya could not be independently confirmed, although various independent sources claimed the issue on the controversial BBL was the main reason for the disillusionment of many Muslim tribes in the restive South. Hataman urges constituents to devote Ramadan to attainment of peace COTABATO CITY - Governor Mujiv Hataman of the Autonomous Region in Muslim Mindanao (ARMM) has urged fellow Muslims to religiously observe the Islamic Holy Month of Ramadan to achieve peace in Mindanao. Hataman also extended his greetings of peace and prosperity to all Muslims and reiterated that Ramadan is the “time when we strengthen our commitment to lasting peace and development in Mindanao through fasting and prayers.” Ramadan is the ninth month in the Islamic calendar, or the Hijri calendar, based on the lunar cycle, which began in AD 622 when the Prophet Muhammad migrated from Mecca to Medina. “This is the time where

we renew our devotion and reflect on our faith as Muslims who are guided by the teachings of the Holy Qur’an and the Almighty and merciful Allah,” Hataman said. “Let us take this opportunity to spread the message of love, compassion, and peace among us and to our non-Muslim brothers and sisters in Mindanao, the Philippines, and across the world,” he added. During Ramadan, Muslims abstain from eating and drinking from dawn to dusk because fasting is one of the five pillars of Islam. The other acts of worship are the ‘shahadah’, which is the declaration of faith; ‘salat’, the five daily prayers; ‘zakat’, or alms giving; and ‘hajj’, the pilgrimage to Mecca. The ARMM govern-

ment adjusted the working hours of Muslim employees, which started on July 18 - from 7 a.m. to 3 p.m. - this schedule will last until the Eid al-Fitr or “feast of breaking the fast” on July 17, or July 18. About 60 food and non-food exhibitors showcased their goods and services inside the ARMM Compound in Cotabato City. Trade Secretary Sakiran Hajan said the event is not exclusive for Muslims. He said there are series of activities lined up for the month-long celebration, which include Quran reading, Islamic symposia, cultural presentation, free Iftar (fast-breaking) and nightly events sponsored by different ARMM line agencies. MILF virtually surrenders self after symbolic decommissioning of weapons – BIFF COTABATO CITY – A rival rebel group has criticized the Moro Islamic Liberation Front for the decommissioning of its weapons last week and said leaders of the MILF have virtually surrendered to the Philippine government. Abu Misri Mama, a spokesman for the Bangsamoro Islamic Freedom Fighter (BIFF), said many of the MILF members have already joined their group which is fighting for independence in southern Philippines. The BIFF was founded

by Ameril Umra Kato, a senior leader of the MILF who split after accusing its chieftain Murad Ebrahim of abandoning their struggle. Kato had died from a heart attack and left the BIFF in fragments and without a unifying leader, although it continues to attack military targets in the restive region of Mindanao. The MILF has decommissioned more than 100 weapons, including antitank and anti-aircraft guns in a symbolic ceremony inside a former rebel camp in

Sultan Kudarat town. Mama said they will continue their struggle for independence in Mindanao. The MILF signed a peace deal with the Aquino government last year and part of the accord is the decommissioning of its weapons. The MILF has thousands of weapons and munitions in their arsenal and the government said it would pay for them and even offered livelihood air for rebels to ensure they return to the folds of the law. Who killed the Chairman? PAGADIAN CITY – Police were investigating the murder of a village chieftain who was shot in an attack in Pagadian City in the southern Filipino province of Zamboanga del Sur. Insp. Dahlan Samuddin, a regional police spokesman, said the 56-year old Sangcadra Dimasar was killed instantly from the attack in the village of Kawit. He said two motorcycle gunmen shot the official as he was walking in the village last week. He said the motive of the killing is still unknown

and that an investigation into the murder has started immediately. “An initial investigation disclosed that the victim who was walking in the village had been shot by two unidentified motorcycle-riding gunmen. The victim sustained multiple gunshot wounds in the different parts of his body,” Samuddin said. Policemen who responded to the shooting have recovered bullet casings fired from a .45-caliber pistol and M16 automatic rifle. “The Pagadian City

Police Station is conducting a deep investigation of this incident,” Samuddin said. No individual or group claimed responsibility for the attack and Dimasar’s family did not release any statement about the killing. Gun attacks and random killings are not uncommon in Pagadian City where hired killers are actively operating. Pagadian is one of the most dangerous cities in the southern Philippines due to its rising criminality. (Mindanao Examiner)

Carter, Dempsey paint bleak picture of Iraq situation AMERICA’S two top defense officials presented a dismal outlook on the situation in Iraq during testimony before the House Armed Services Committee, even addressing possible U.S. policy if the country's current borders dissolve. Defense Secretary Ashton Carter conceded that the U.S. did not move quickly enough to arm Iraqi Security Forces in their struggle against ISIS, and disclosed that the U.S. will train just 7,000 of the

24,000 Iraqi troops it had expected to by the fall due to a lack of recruits. Meanwhile, Gen. Martin E. Dempsey, the chairman of the Joint Chiefs of Staff, cautioned skeptical committee members that there are limits to what America can do to stabilize a country torn by sectarian strife and the advances of ISIS, also known as ISIL. "I would not recommend that we put U.S. forces in harm's way simply to stiffen the spine of local forces," Dempsey

said. "If their spine is not stiffened by the threat of ISIL or their way of life, nothing we do is going to stiffen their spine." Carter and Dempsey delivered their outline of the Obama administration's strategy for countering ISIS as it contributes to an increasingly unstable Iraq, 12 years after the launch of the Iraq War. Kline, however, was unconvinced. "We really don't have a strategy. You've articulated a piece of what would be sort of a strategy," he said. Washington Rep. Air Force may send F-22s to Europe over Russia 'threat' THE U.S. Air Force could be sending some of its most advanced warplanes to Europe in a show of force against Russian actions in Ukraine and elsewhere around the continent, the service's top civilian said Monday. "The biggest threat on my mind is what's happening with Russia and the activities of Russia," Secretary of the Air Force Deborah James said during a visit to the Paris Air Show. "It's extremely wor-

"The F-22 cannot be matched by any known or projected fighter aircraft," says the Air Force's fact sheet for the Raptor, which costs about $143 million each. U.S. and Russian forces have had several close calls around Europe since Russian forces took Crimea from the Ukraine in 2014 and supported rebels in other areas of the former Soviet bloc state. Late last month, a Russian fighter jet, flying at high speed, came within 10 feet of a U.S. Air Force reconnaissance aircraft in international airspace over the Black Sea, U.S. officials told CNN. That close call came weeks after another incident between the U.S. and Russia over the skies of Europe, when a U.S. RC-135U flying a routine route in international airspace was intercepted by a Russian Su-27 Flanker in what authorities called an "unsafe and unprofessional manner." And earlier this month, the U.S. Navy took the unusual step of releasing video of Russian Su-24 aircraft flying past the right side of the guided missile destroyer USS Ross in the Black Sea. Unfortunately what they both leave out is that this was merely a symbolic gesture, although it played well on TV. The truth is that even as a "first batch," a 145-man unit and 75 weapons is a drop in the bucket when you consider the thousands of fighters currently serving in the MILF ranks. Its also a safe bet to assume that the MILF turned-in weapons that were either old or unserviceable. Look, taking a Filipino man's weapon is right up there with castration - a man can't be a "man" if he isn't able to defend his home and family. Do you honestly think the MILF or anybody else would just hand over their weapons? Don't be so naive. This is just more "smoke and mirrors" like when the MILF-CC took credit for the 118th BC killing Abdul Basit Usman - which was done to settle a rido and NOT to actually hold anybody "accountable" for supporting terrorism since the 118th does it themselves. Come to think of it, has the Government of the Philippines (GPH) done anything to ensure that the MILF's Greenhills Armory was shut down? If the MILF is serious about turning over weapons, then shutting down their major facility responsible for producing small-arms would be at the top of the list. Keep in mind that this facility can be relocated to another area. The weapons that the 105th BC gives to Ansar Khalifah Sarangani (KAS) to be shipped to North Sulawesi

comes from this particular facility. PNoy may want to make sure that this activity stops don't you think? But what if the MILF-CC can't do anything? Oh we believe that the MILF-CC is sincere in their desire for peace - we just don't think they speak for everybody in their own organization. Especially the young people. In a rather ironic twist, there's a growing generational gap between the rank-and-file MILF and the leadership. In other words, the MILF-CC has become "old and tired" like the MNLF around the time that they split from Misuari's organization. And like the dissent that the MNLF (and Misuari especially) experienced, MILF Chairman al-Haj Murad is facing growing opposition due to his family owning hotels in places like Davao City. Funny how the cycle repeats, yes? Senior MILF leaders such as the 102nd Base Command's Commander Bravo and the 105th's Zachariah Goma appeal to this younger generation since the widelyheld view of both individuals is that they "keep it real" with their dedication to the more hardline ideology. In fact, there's some indicators that Bravo may already be enforcing Sharia Law in his battle space (although we still need to confirm this). If you were a Christian or moderate Muslim, would you want a guy like that in-charge of the new Bangsamoro security force? The same guy who teamed up with Ameril Umbra Kato to massacre people a few years back? Well, he's apparently on the short-list for the job. Of course nobody is talking about that 3-5 yr security

vacuum that will likely follow the establishment of the new Bangsamoro political entity. Why 3-5 yrs? That's how long it will take to establish the new Bangsamoro security force. Now here's where it gets worse: Let's say that the MILF-CC who's already desperately trying to keep Bravo happy - caves in and gives him the top job in the new security force, what does that mean? It means that the crackdown on the terror groups in the Southern Philippines foreign groups like Jemaah Islamiyah (JI) especially - will abruptly stop. A Bangsamoro security force staffed with MILF personnel friendly to terrorism such as those serving in the 102nd, 105th and 118th BCs would make counter-terror operations virtually impossible. The end result will be foreign groups entering the Southern Philippines in droves to establish/re-establish training camps throughout the region. In fact, we're already seeing signs that this may already be underway. Rappler's Angela Casauay wrote a great article (titled, "4 scenarios if Bangsamoro bill is not passed") in early-JUN 15 on four scenarios that are most likely to occur should the Bangsamoro Basic Law (BBL) isn't passed. The four scenarios she lays out are: 1. Congress fails to pass the BBL and a fallout among rebels follows 2. The peace panels agree to postpone the BBL and pass it on to the next administration 3. Congress passes the BBL but waters it down 4. Pass the BBL and provide for a longer transition period Indeed each of these scenarios are possible. Personally, it wouldn't surprise us if the Philippine Congress decided to wait until the next President is elected just to spite PNoy. However, the enemy will likely continue to move forward with their plans to unite under the banner of the Black Flag of IS. The Filipino terror groups still have a ways to go before the structural IS leadership will consider recognizing them as an official affiliate of Team Baghdadi - but that's not what you should worry about. Those foreign jihadist groups we've warned about earlier in this article are making a serious play for the Southern Philippines, and they're flexing their longstanding relationships with the locals to do so. Some of these terrorist personalities have married into prominent MILF families - so do you really think that anybody is going to bring them to justice once the new Bangsamoro political entity is established? Another thing to consider is that let's say the BBL does get passed and we have elections - What if the MILF doesn't win all these political seats that they think they're entitled to? What then? The families that have been entrenched in local politics from the Senator/Representative-level all the way down to the Barangays aren't going anywhere. If anything, we can expect to see privately-armed groups a la the Ampatuans and Mangandatus. Come to think of it, the armed groups and ridos will remain as common in the Southern Philippines as death and taxes. You know what they say - the more things change, the more they stay the same.
