Philippine Misereor Partnership jubilant over Pope’s encyclical OZAMIS CITY – The Philippine Misereor Partnership Inc. (PMPI) has celebrated the release of “Laudato Si” – the Pope?s latest encyclical on environment and climate change. It said the document highlighted that climate change is real – a global problem with grave implications, and one of the principal challenges facing humanity – the people in general and especially leaders in governments. Yet, the same document provided hope that “each one of us, are even

ARMM

more powerful when united, and can make a big difference in creating a better reality for our generation and the next.” “We are jubilant. We thank Pope Francis because the document echoes and validates our desires and calls for effecting change in our society – from protection of the environment to uplifting the everyday life of our poor people. To hear the Pope say that we are at the brink of consuming the earth?s resources, but still a long way to eradicating poverty should serve as a wake-up call for all.”

“The Pope being a man of faith and integrity, lending a moral voice to combat global warming and the consequences of climate change can be a source of strength for people who are in the receiving end of the impact of climate change. Likewise, this pronouncement is timely and extra special in the light of the current negotiation of countries on climate change in Paris this coming November,” Yolanda Esguerra, National Coordinator of PMPI, said in a statement sent to the regional newspaper Mindanao Exam-

iner. Fr. Edwin Gariguez, Executive Secretary of the CBCP-NASSA and PMPI Co-Convenor, also said that, ?to hear the cry of the earth and the cry of the poor,? as a new ecological approach is appropriate in dealing with the current ecological crisis. It brings home the point that social justice is primordial in the climate change discourse. Violating the “rights” of the environment also means violating the very rights of the poor, he further said. “Worldwide, it is acknowledged that the poor

(developing) and island countries like the Philippines are among the most vulnerable to climate change because they have extremely low capacity and resources to protect themselves from its adverse impact despite their miniscule contribution to climate change,” Fr. Gariguez said in the same statement. Baby Llavan, Executive Director of Antique Human Development of Panay and Co-Convenor from the Visayas, said that the publication is very timely for the 2016 national election.

She said Pope Francis is strongly challenging politicians across the globe to decisively put forward and implement policies that would help minimize, if not totally reverse, the impact of climate change. “The Pope calls on the reduction of fossil fuel use, which is recognized as the main contributor to changes in climate and for rich countries to take on the responsibility of ensuring that poor countries can adapt to the climate change’s adverse impact.” Continue to page 2

Edukasyon.ph kicks off nationwide college, scholarship portal for students Z AMBOANGA CITY – Due to the poor source of information on academic opportunities in the Philippines, Filipino-French Henry Motte-Muñoz established an online portal called Edukasyon.ph where incoming college students can find courses, schools, and scholarships on one site for free. “Limited career orientation, expensive tuition fees, and lack of knowledge on where to search for educational opportunities are some of the key problems that high school students and individuals seeking to expand their education and professional development are encountering in choosing the right course and university. Students need help in finding the educational opportunity that will fit their interests, budget, and desired location,” Edukasyon.ph Chief Executive Officer Linartes Viloria said in a statement sent to the re-

gional newspaper Mindanao Examiner. According to the National Statistical Coordination Board, there are a total of 7.2 million high school students and only 3.6 million of them are pursuing college, as of 2014. “We want to make it easier for students to find the different educational options available for them in the Philippines. Through our online portal, students can now explore all the college and technical-vocational courses offered in our country,” Viloria said. Currently on beta, the website boasts of more than 3,000 schools, 30,000 courses, and 2,000 scholarships which are offered all over the Philippines. “There are so many opportunities for education out there that a lot of our students are unaware of. And these include scholarships they can avail of in the different

universities. We want to share this information to help more students get the education that they deserve,” Viloria said. She said students can easily find schools and scholarships that match their interests and needs just by logging on at www.edukasyon.ph and registering to get a listing of Philippine universities and courses, as well as scholarship updates. “We are thrilled to share with students of Zamboanga Peninsula educational possibilities offered across the country. By giving students a complete picture of what is available for them, we believe that we are able to help them find the education that can get the jobs that they dream of. We want to give them opportunities, empower them with choices, and help them achieve success for the careers they aspire for,” Viloria said. (Mindanao Examiner)

Philippine Misereor Partnership jubilant over Pope’s encyclical Continued fr om page 1 from “He boldly stated that leaders should put effort to protect and improve our world by transforming today?s political and structural powers into something that will ensure sustainable development of human race and the environment,” Llavan said. Edel Garingan, PMPI Project Officer for AntiMining Campaign, believed that the core of the environmental encyclical is the call for change in our perspective of the environment, our home. “To me this is a critique of how people, businessmen and world leaders who look at the environment in a very utilitarian way – Economics over Ecology. Profit over Needs. Businesses over Communities.” Garingan said. The papal encyclical is proposing a change in paradigm. Although not directly addressing the issue of mining, the Pope emphasizes that humans need to slow down in producing and use of technological products that re-

quire metals derived from mining. He calls for a change of lifestyle, consumption and production pattern that is more sustainable. The encyclical is comprehensive and integrative. According to Sr. Cres Lucero, of the Task Force Detainees of the Philippines (TFDP), and PMPI Co-Convenor from Luzon, the encyclical drew heavily from the faith tradition, the social and political context, and even from the technical scientific perspective. She expressed gratitude when Pope Francis, despite the grave problem confronting the world, is able to recognize seeds of hope through activities like developing alternative energy sources and the efforts of many communities and civil society organizations to help reverse and soften the climate change impact. She said “Pope Francis calls unto everyone to make things better and as human beings, while capable of the worst, are also capable of rising above

themselves, choosing again what is good, and making a new start?. “Moreover, he is telling the world upfront that there is power in each of us to make things better; that an individual can do so much,” Sr. Lucero said. Roldan Gonzalez, Executive Director of GITIB and PMPI Chairperson and Co-Convenor from Mindanao, said the Laudato Si is definitely good news not only to organizations like us but also to the rest of the world as taking care of the environment is everyone?s business. “It challenges the core of our beings and once more highlights the human?s role as stewards of creation. Like what Pope Francis stated in his publication, “protecting creation is first and foremost a moral and religious issue. It is a response to God?s ancient request that we as human beings should preserve, protect, and sustain creation,” he said. (With a report from E. Dumaboc)

Stranded OFWs in Saudi.

Stranded OFWs in Saudi told to buy own plane tickets MANILA – Stranded Filipino workers in Saudi Arabia have assailed the Philippine government’s failure to repatriate them despite their repeated appeals. The workers, many of them victims of labor malpractice and abuses by their employers, said even the Philippine Overseas Labor Office-Overseas Workers Welfare Administration (POLO-OWWA) also failed to assist or help them. The Filipino migrants’ rights group called Migrante-Middle East said it is being flooded with complaints from stranded workers from the lack of government support to failure of POLO-OWWA officials to attend to the plea of their suffering compatriots. It said some POLOOWWA officials allegedly told the stranded workers to buy and pay for their

own tickets so they can return home. “These complaints from the stranded OFWs prompted me to talk to the phone with Labor Attaché Rustico de la Fuente and I conveyed to him the OFWs concerns,” said John Leonard Monterona, Migrante-Middle East regional coordinator. He quoted Dela Fuente as saying: “Policy has not changed. We do not ask stranded OFWs to shoulder their tickets.” But two Filipino workers stranded in Riyadh told Monterona that they were told by POLO-OWWA to secure their own plane ticket if they wanted to go back to the Philippines. Monterona said the workers – Lilia Domingo Andres, 41, a mother of two from Cagayan Valley; and Jerry Macatuggal Ambrocio, 40, from Cavite, were appealing for Migrante’s assistance. The

two were among 130 stranded Filipinos who are now staying at the Philippine embassy-rented villa at Exit 8 in Riyadh. Andres tagged Rosalie Florida, who is allegedly the keeper at Bahay Kalinga, as one of those who told her to buy her own ticket as the government does not provide free tickets to stranded workers in Saudi. While Ambrocio claimed that OWWA welfare officer Orlando Nadora also told him to buy his own ticket. Monterona said Philippine embassy officials should investigate these allegations. He called on OWWA and the Department of Labor and Employment, and the Senate and House committees on labor and OFWs affairs, to conduct a thorough investigation about the complaints of stranded Filipinos in Saudi. As death toll rises to 135, Indonesia crash raises concerns over aging fleet Jakarta, Indonesia (CNN) - The crash of a 50-yearold Indonesian Air Force plane that killed at least 135 people has put the health of the Southeast Asian nation's military aircraft under scrutiny. The C-130 Hercules transport plane slammed into a neighborhood of Medan, a major city on the Indonesian island of Sumatra, shortly after takeoff last week, leaving a hellish scene of smoldering wreckage and shattered buildings. The plane wasn't only carr ying militar y personnel but also their family members, as well as students and other civilians. "Aging fleet again takes its toll," read a headline on the website of the Jakarta Post, a local English-language newspaper. Other local media reminded Indonesians that this isn't the first disaster involving one of the Indonesian Air Force's decades-old C-130s. In May 2009, one crashed near

the city of Madiun on the island of Java, killing scores of people. Tuesday's crash is the sixth involving an Indonesian Air Force plane in the past decade, according to the Aviation Safety Network, an agency that keeps a database of aircraft accidents worldwide. Pr esident wants rreview eview of air cr aft after ser ies aircr craft series of cr ashes crashes Indonesian President Joko Widodo called for a review of military equipment in light of the series of disasters. "Following several plane crashes, we should conduct a total audit and modernize the (old) planes," Jokowi said Tuesday, according to Indonesia's national news agency, Antara. Authorities are still investigating what caused the disaster. Air Marshal Agus Supriatna, the commander of the Indonesian Air Force, said Wednesday that officials suspect engine trouble might have been to

blame. Lockheed has been making the C-130 Hercules, a four-engine turboprop plane known for its durability, since the 1950s. Families face uncer tain uncertain wait for answ ers answers The aircraft that crashed Tuesday was built in the United States in the 1964, according to the Indonesian military. Vice President Jusuf Kalla said the plane was due to be retrofitted soon, local media reported. It had been inspected and cleared to fly before it took off from Medan, said Maj. Gen. Fuad Basya, an Indonesian military spokesman. Complicating investigators' efforts to find out what went wrong on the C-130, the military said the aircraft wasn't believed to have a flight data recorder on board. Families may face an indefinite wait for clear answers. The military says it still hasn't made public its conclusions on

Has India's southwest monsoon collapsed? IN the space of six days, Mumbai received all the rain it might expect for June. To be more precise, one and a half times as much, and it caused deep flooding. In fact, since the monsoon burst with a vengeance, on June 12, the Indian city has collected over twice the expected June rainfall. Gujarat flooded just as suddenly from the same aggressive surge of the western arm of the monsoon and the floods in the west are still receding. After a slow start, the monsoon rain seemed promising. After arriving

days late in the south, it then rushed across all of India and crossed into Pakistan, catching up with itself and then going ahead of schedule, by over two weeks. West Rajasthan was declared in monsoon, when this westernmost state would normally have to wait until July 15. All this has prompted speculation that the official forecast of a deficient monsoon season must be wrong. This, however, is man's short-term perception. Since June 27. there has been a major reduction in general rain. The official forecast

from the Indian Meteorological Department, for the whole season, suggests at best, 92 per cent of average, for the whole country. Only four states were showing as deficient and 13 quoted as in "excess" of the monsoon norm. The start of July, however, looks generally drier than average, although there will be plenty of thunderstorms around. If, at the end of the season, the rains have not recovered to at least normal, then the monsoon will be declared as "deficient," as is currently expected. (Al Jazeera)

Search and rescue teams work at the site where an Indonesian air force cargo plane crashed in Medan, Indonesia. (CNN photo) what caused the C-130 crash back in 2009. Body bags pile up at hospital At the local hospital in Medan on Wednesday, body bags piled up in corridors as officials worked on the grim process of identifying remains. Police told CNN Indonesia that the process was been hampered by the lack of a cold room in the hospital where the identification team could carry out the task. Zulkifli, an Indonesian Red Cross official who goes by only one name, said that 135 bodies had been brought

from the crash site, along with seven bags containing body parts. Images from the scene of the disaster showed heavy lifting equipment digging through the debris. Plane was ferr ying people, supplies between islands The plane was carrying people and logistical supplies bound for bases on other Indonesian islands. It began its multistop journey Tuesday in Jakarta, the capital, and had made two stops along the way to Medan, in Pekanbaru and Dumai. Sometimes, In-

donesian civilians also hitch rides on military flights to get to islands which might otherwise be inaccessible. The military has set up command posts in Jakarta and Medan to help the victims' families, Supriatna said. Antara reported that the plane hit a busy road that connects Medan with the highland tourist resort of Brastagi. Red Tide Alert!

he Bureau of Fisheries and Aquatic Resources (BFAR) have warned the public from consuming or eating shellfish from the coastal waters of Dauis, Bohol which is now contaminated with red tide toxin. The agency also said that gathering or harvesting, transporting and marketing of these shellfish is not allowed. In an advisory, BFAR said shellfish samples collected from the area showed positive toxicity level of Paralytic Shellfish Poisoning (PSP). Dr. Allan Poquita, BFAR assistant regional director, said red tide usually takes place after a long drought followed by

rains and this may increase the risk of PSP spreading to other areas. “We are continuously monitoring the spread of possible red tide toxin to neighboring areas,” said Poquita, adding that they are also monitoring Cebu province. He said they are closely guarding the entire island of Bohol for the possible spread of the PSP, but so far only Dauis is affected by red tide. Poquita said fish and squid in the area are safe to eat as long as they are fresh and thoroughly washed in running water before cooking. “The toxin usually settles in the intestines so it is advisable to remove the internal organs so remove the poison,” he said. “In shellfish, you do

not see the intestines so it is hard to remove them. But in fish and squid, you can take away the internal organs so these are safe to eat,” Poquita added. Adelfa Salutan, of the Bohol Environment Management Office, said that 9 people have already been rushed to hospital for shellfish poisoning. She said two victims were from the municipality of Loay and Tagbilaran City while the rest were from Dauis. Common symptoms of red tide poisoning are tingling sensation and numbness in the lips, especially in the oral mucosa, while PSP usually exhibits nausea and vomiting, diarrhoea, dizziness, paralysis and respiratory failure that could lead to death. world-class international airpor t will soon r ise in Cebu, p articularly in Mactan where the ground-breaking ceremony for the P32-billion facility has begun. No less than President Aquino led the ground-breaking of the Mactan Cebu International Airport which is expected to be completed within three years. Aquino said the new airport would bring economic growth not only in Mactan or Cebu, but the country as well, saying Cebu is famous among tourists around the world. “Sa tuwid na daan, ang hangad natin, inclusive growth. Ibig-sabihin po nito, isinusulong natin ang pag-angat, hindi ng iilan, kundi ng lahat,” Aquino said, adding for every tourist that visits the country, an initial $1,000 immediately adds up to the economy. He said many can par take opportunities created by the tourism sector and these include those that are in the ho-

tels, restaurants, souvenir shops, including services from the tour guides and drivers. If there is a tourist, there is the hotel to accommodate, a restaurant to eat, a souvenir shop they can buy stuffs from; and then we include also the services they get from drivers and tour guides, he said. “Ang punto po, sa turismo, nakakalikha tayo ng maraming trabaho, hindi bukas o kamakalawa,” he said. The new airport is being undertaken - in a joint venture - with Megawide Construction Corporation. With the new airport, the passenger capacity is expected to increase from 4.5 million to 12.5 million every year. It will also include additional 20 aircraft parking stands with own aerobridge; 13 bus parking stands and 550 private vehicle parking stands. It will have a link-bridge that will connect the domestic and international terminals. The domestic and international flight checkin counters will have ad-

ditional 100 more from the current 49 counters. “Resulta po nito ay lalawak ang espasyo, bibilis ang daloy ng operasyon sa airport; at maiiwasan na ang sakit ng ulong dulot ng delayed flights. Dahil sa mga ito,” Aquino said. Cebu Provincial Governor Hilario Davide III said praised the new construction of the new airport, saying, this will be the first resort-airport in the country, since Mactan is a known resort destination in the Philippines. “The airport gives the first impression of Cebu and we thanked the President for the project,” Davide said. Megawide President Louie Ferrer said the new terminal is slated for completion by summer 2018. “As we break ground for the construction of the MCIA 2nd terminal, we mark the beginning of the expansion and emboldens our vision towards becoming the first resortairport in the world,” he said. sang lantsa ang lumubog ngayon araw sa karagatan ng Ormoc sa k alagitnaan ng masamang panahon at mahigit sa isang dosenang pasahero na umano ang nai-ulat na nasawi.

(Cebu Examiner)
