(Photo Credit: NASA-JHUAPLSwRI) LAUREL, Md. — After a long day celebrating the arrival of NASA’s New Horizons spacecraft at Pluto and wondering about its fate while it was out of radio contact, mission controllers finally received confirmation last Tuesday night that the spacecraft had performed its scientific tasks. On schedule, at 8:52:37 p.m. Eastern time, a message from the spacecraft arrived at Mission Control here at the Johns Hopkins Applied Physics Laboratory. “We are in lock with carrier,” said Alice Bowman, the missions operations manager. “Stand by for telemetry.” And a few moments later, when she confirmed that data was coming down, cheers

erupted for the second time. By design, communications from New Horizons ended at 11:17 p.m. the night before, and as planned, the craft remained out of contact for almost 22 hours as it took pictures and collected bountiful other measurements of Pluto and its five moons. The design of the spacecraft did not allow it to perform its observations while communicating with Earth, and the mission team wanted to squeeze in as much work as possible as New Horizons flew within 7,800 miles of the former ninth planet. At a news conference a half an hour later, Ms. Bowman said that everything appeared to have gone smoothly. “We didn’t have any autonomy rule firings,” she

said, referring to actions the spacecraft takes when something goes wrong. “And what that means, in layman terms, is that the spacecraft was happy.” The first round of cheers came last Tuesday morning, as a countdown clock for the closest Pluto approach, as calculated by mission scientists, ticked down to zero. It was like New Year’s Eve. “We’re going to do our 109-8 thing, and you can get your flags out,” S. Dengue cases on the rise ZAMBOANGA CITY – The Zamboanga City Health Office have reported a sudden surge of dengue cases with 71 documented cases just in the first week of July. City Health Officer Dr. Rodelin Agbulos has attributed the sudden spike in dengue cases to the recent spate of inclement weather and heavy rainfalls. “Just right after the rain, we have noticed a sudden increase in the number of dengue fever, registering 71 cases in just one week,” Agbulos said. This development has prompted the CHO to further intensify it dengue monitoring, surveillance, and prevention advocacies which has so far managed to tamp down the number of dengue cases since 2015 began. Based on CHO data, the number of dengue cases for 2015 is consistently lower compared to the figures documented for 2014. For the month of June, the CHO documented 146 cases, a significant drop versus the 543 cases registered in the same month last year. For July 2014, a total of

583 cases were registered. For 2015, the first week of July opened with 71 cases. “This is not a time for us to sit down and relax,” said Agbulos as he requested the local media to inform the public on the prevention and control of dengue fever, and the local barangay chairpersons to implement preventive and anti-dengue measures. “Our barangay officials know what to do. We expect our barangay officials to take the lead in the clearing and the destruction of the breeding places of mosquitoes in their areas,” added Agbulos. The villages with high dengue cases are Tetuan (55 cases), Calarian (54), Sta. Maria (54), Pasonanca (48), Tumaga (43), San Roque (33), Santa Catalina (32), Divisoria (31), Tugbungan (30), Putik (28), and Baliwasan (27). Agbulos said the CHO’s Dengue Control Team immediately responded to reported cases, including a recent case in Camino Nuevo, and conducts search and destroy, and fumigation. Agbulos further added that the Aedes aegypti mos-

quito, known vector-carriers of the dengue fever, are now more virulent and able to reach far-flung areas. “Meaning to say, mas virulent le, ya subi ya disuyu power para pwede bula. They are known as day-biting [mosquitoes] but now they are considered as night-time [mosquitoes]. Maskin denoche, ta morde ya sila,” he explained. Dengue fever is caused by one of four different, but related viruses and it is spread by the bite of mosquitoes. Symptoms of dengue fever begin with a sudden high fever, often as high as 105 degrees Fahrenheit and may last up to 7 days after the infection. A flat, red rash may appear over most of the body for 2 to 5 days after the fever starts. A second rash, which looks like measles, appears later in the disease and infected people may have increased skin sensitivity. Other symptoms include fatigue, headache, muscle and joint pains, nausea and vomiting and swollen lymph nodes. (Jasmine Mohammadsali)

ARMM showcases halal products in Mindanao Halal Fest DAVAO CITY – Muslim and non-Muslim exhibitors all over Mindanao showcased an array of halal food and halal-certified products in the two-day exhibition dubbed 1st Mindanao Halal Festival from July 1516 at the Abreeza Ayala Mall in Davao City. Escider Inc., a business investment firm spearheaded the two-day halal festival that features foods, apparel, fashion accessories, organic products and other services that are halal certified. The National Commission on Muslim Filipinos (NCMF) with the Islamic Chamber of Commerce, ARMM’s Science and Technology department (DOST-ARMM) and the Davao City government supported the event. The 1st Mindanao Halal Festival is aimed at attracting more investors and partners to put up potential halal investments in Mindanao. The event provides entrepreneurs producing halal products an opportunity through the two-day market exposure. It also serves as a key focal point for education of halal practices and what it means to improve business integrity through values perpetuated by truly halal role models.

“This will help out entrepreneurs not only in ARMM but all over Mindanao and the country to promote skills and products that are halal certified,” said Ester Rulona, one of the exhibitors. Jihadists eyed in latest attack Continued fr om page 1 from Gunmen ambushed members of the 42nd Company, of the 4th Mechanized Battalion, who were travelling on a truck along a highway linking Marawi and Iligan City and the provinces of Lanao del Sur and Lanao del Norte. Just last month, members of the jihadist group also attacked an army officer in Marawi. Army Col. Gilbert Gapay, commander of the 2nd Mechanized Infantry Brigade, said they have coordinated with the 103rd Infantry Brigade to help in the investigation into the alleged involvement of the group. Authorities have recovered two vehicles that were allegedly used by KIM members. Several cartridges from AK-47 and

rifle grenades had been found inside the vehicles. Investigators were also looking at other possible motives of the latest attack such as kidnapping, rido or local feud or revenge as retaliation on the recent arrest of alleged members of the Moro Islamic Liberation Front (MILF) in Marawi City. The KIM, a black flag movement that had pledged allegiance to the IS also known as ISIS, is an emerging jihadists movement in Southern Philippines. Many members of the group were reportedly trained by Malaysian and Indonesian terrorists operating in the region. Several of them had been killed in the past and among them were young Muslims

tagged in 2013 Lim Ket Kai Mall bombing and the killing of an American national Michael Alan Turner in Cagayan de Oro City. The group is headed by Najid, a Jema’ah Islamiyah affiliate, and a close associate of international terrorist Marwan who was killed by police commandos. It started with less than 20 members, but emerged with uncountable numbers of recruits who were influenced by ISIS propaganda. The group is fighting for the establishment of Islamic caliphate in the country. Its members had pledged allegiance to the leadership of ISIS, an acronym of Islamic State of Iraq and Syria, also known as Daesh. (Mindanao Examiner)

He said the ACF International launched the customized cash transfer program here with the generous support from the Spanish Agency for International Development Cooperation (AECID), Foreign Affairs Trade and Development Canada (DFATD) and European Commission Humani-

tarian Aid (ECHO). The cash-based intervention currently provide support to over 1035 families staying at different transitory sites for displaced families affected by the conflict, according to Murugesu. With funds from DFATD the project covers 550 beneficiaries, ECHO with 375, and AECID with 110 beneficiaries from among households who have pregnant and lactating mother, single parent, with malnourished children, or with disabled and older persons and chronic illnesses were con-

sciously prioritized. Murugesu said the program has facilitated responses covering basic needs through conditional vouchers or grants. ACF International has also been conscious the program's impacts on men and women by assessing the effect of cash transfer intervention on gender power relations. "Cash transfer programming forms a significant part of ACF's work in fighting under nutrition, and is an emerging response mechanism in food security and livelihoods, nutrition

and health, water, sanitation and hygiene sectors. Capacity building support was provided to ensure appropriate skills needed to sustain their livelihoods. Partner beneficiaries were encouraged to lead income generating activities to meet their basic needs," Murugesu said. Since the 1990's, cash transfer programs have become an essential core element of ACF’s integrated approach in fighting hunger and malnutrition, mostly facilitating food security and livelihoods, and water and sanitation activities for and with the community and participating households, with increased coverage and scale since 2003 globally. In its range of support to Zamboanga, ACF is closely working with the City Government of Zamboanga, the Philippines Health Insurance, JABU-JABU, Ateneo de Zamboanga University, Department of Trade and Industry, Department of Social Welfare and Development for its educational social and economic services designed for displaced families who benefited from the cash transfer program. The local government said it would close down the Joaquin F. Enriquez Memorial Sports Complex which is being used as temporary

shelters for war victims in Zamboanga City. Some 400 families inside the sports complex would have to be relocated to Masepla in Mampang village, site of a housing facility for refugees. The government will close the sports complex to pave way for its renovation. Many war victims have been relocated to other transitory sites in different areas in Zamboanga, but many were also opposing this, saying, it would be very difficult for them to continue with their livelihoods. Most of the refugees were native Badjao who rely on fishing for their daily sustenance. They also complained that there is no electricity and water supply in the transitory sites. The local government earlier said it would clear the sport complex before the end of June, but extended this to allow the transfer of all refugees to Masepla and in Buggoc in Kasanyangan village. “We told them that utility services like water and electricity can only be connected to the temporary shelters (at Masepla in Mampang) once there are already occupants. Otherwise, the materials will again be stolen as in the past,� Elmeir Apolinario, the City

Administrator, said. Rebel forces from Basilan and Sulu provinces under the command of Habier Malik, an aide of Moro National Liberation Front chieftain Nur Misuari, stormed Zamboanga on September 9, 2013 and took over 200 people hostage and used them as shield against government soldiers and policemen. More than 400 people were killed and wounded in the fighting that lasted three weeks. The battle displaced over 120,000 residents. Misuari, who signed a peace accord with Manila in 1996, accused the Aquino government of reneging on the peal deal and launched a new rebellion, the second in more than a decade. In 2001, loyal forces of Misuari also attacked military bases in Zamboanga City and Jolo town in Sulu province and the clashes killed over 100 people. Misuari, who fled to Malaysia after the siege failed, was arrested and jailed, but eventually released by then President Gloria Arroyo after he pledged loyalty and support to the politician. When We Attack Serena Williams’ Body, It’s Really About Her Blackness – The Huffington Post A New York Times article about body image in competitive tennis became the catalyst for a debate this week about the harmful ways in which the media discusses Serena Williams’ body. But just so we’re clear, this isn’t just about how Williams’ muscular physique sets her apart from her white counterparts. It’s about the way black women — world-class athletes or otherwise — find themselves continuously othered and compared to white women, no matter what they do or how they look. Williams has been breaking records (and barriers) in the tennis world since she first entered it as a teen, winning her 21st Grand Slam on Saturday. And yet, despite her athletic prowess, she has been the target of racist and sexist attacks for the better part of a decade. Over the years, Williams has been described by online commenters and journalists alike as a “gorilla,” as “manly” and as “savage.” The disrespect hurled at Williams, much of it focused on her body, has been rampant — even among her peers. In 2012, tennis player Caroline Wozniacki stuffed her bra

and shorts to imitate Williams during an exhibition match against Maria Sharapova. The crowd and commentators at the match laughed, while outlets like Yahoo! Sports described the incident as “hilarious.” (Andy Roddick and Novak Djokovic have also imitated Williams’ physique in the past.) On the surface, it may look like playful athletic ribbing, but these kind of incidents, coupled with the language so often used to describe Serena as an athlete, speak to a kind of dehumanization specific to black women. As Ms. Magazine writer Corinne Gaston puts it, the policing of Williams’ body “comes giftwrapped in a triad from hell: misogyny, racism and transphobia.” So while it’s certainly important, it’s not enough to point out that Serena isn’t in fact “built like a man,” using photos of her in shapely, curve-hugging dresses to illustrate the point. This isn’t about the fact that Williams isn’t tall, slim and a size two. It’s about the fact that she isn’t white. We can certainly have a conversation about how the sports world expects physically powerful women to look like dainty

supermodels, but the fact remains that muscular tennis stars like Martina Navratilova, Justine Henin, Victoria Azarenka, and Samantha Tosur aren’t subject to the same disdain and body-focused critiques that Williams is. Rather than focusing on the body dysmorphic beauty standards of tennis, and the inherent sexism that drives it — a piece I’d love to read — the New York Times instead focused on the otherness of Serena Williams’ body. Female tennis players were asked to discuss their own bodies in contrast to Williams’, as if she were the epitome of everything they strive not to be: muscular, yes, but also black. Williams is simultaneously sexualized and caricaturized, othered and exoticized. Her body is a representation of her athletic skill. But rather than being celebrated, it’s been scrutinized mercilessly, turned into a kind of spectacle for white amusement, with painful parallels toSaartjie “Sarah” Baartman. The intersection of sexism and racism is something black women grapple with on a daily basis. This goes beyond Williams’ body. Not only is her

womanhood consistently denied, her character is deemed as dominant, aggressive and arrogant. Everything from her hairstyles to her celebratory dances have been regarded as “ghetto” or uncouth. No matter her success, her intelligence or her gracious-

ness, her humanity is consistently denied. The racism inherent in the way people talk about Serena Williams’ body is an important conversation to be had, but hopefully this will give way to a larger conversation about the broader racism that she faces as a

black woman. Williams has beaten Maria Sharapova 17 times in a row, spanning over a decade. She still makes half of what Sharapova makes off the court. Why aren’t we talking about that? (By Zeba Blay, Culture Writer, Voices)

Launched in 2006, New Horizons had traveled nine and a half years and three billion miles for a close encounter that was largely completed within hours. And yet that quick reconnaissance of Pluto has transformed what had been a fuzzy dot since it was discovered 85 years ago into a richly textured world, providing insight into the beginnings of the solar system and raw material for new mysteries that astronomers will ponder for years. At 7:50 a.m., the crowd, which included the children of Clyde Tombaugh, the astronomer who discovered Pluto in 1930, cheered — albeit 72 seconds late. New Horizons had al-

ready begun speeding away from Pluto at 31,000 miles per hour. The latest calculations by the spacecraft navigators indicated that New Horizons would arrive at the closest approach 72 seconds ahead of schedule. But the path of New Horizons was within the margins that the mission team had aimed for, and to avoid the risk of causing a problem with unnecessary tinkering, no updated commands to tweak the timing had been sent to the spacecraft. We were close enough,” said Christopher B. Hersman, the mission’s systems engineer. As everyone cheered, no one knew how the spacecraft, in the midst of 22 hours of automated science operations, was faring. And there was a chance, however small, that it was not faring well: A wayward piece of debris, for instance, could destroy the craft. So scientists were left to wait and wonder. “We always talk about the spacecraft as being a child, maybe a teenager,” Ms. Bowman said during a news conference after the flyby. “There was absolutely nothing anybody on the operations team could do, just to trust that we had prepared it well to set off on its journey on its own.” NASA released the newest color image of Pluto, which was sent down last Monday and offers the clearest view yet of an icy world with a Mars-like reddish tint. “You can see regions of various kinds of brightness,” Dr. Stern said during the news conference. “Very dark regions near the Equator, very bright regions just to the north of that, broad intermediate zones over the pole. What we know is on the surface we see a history of impacts. We see a history of surface activity.” He said there appeared to be about five regions of distinct terrain, and even a prominent bright feature in the shape of a heart appeared to show clear differences. In a version of the picture in which colors had been exaggerated to show various features, Pluto looked as if a preschooler had smeared finger paints all over it. “This is just a very psychedelic image,” said Catherine Olkin, the deputy project scientist. From telescope observations on Earth, astronomers have known for decades of a bright spot on this side of Pluto, and the New Horizons trajectory was chosen in part so it would see the

spot in sunlight. As the spacecraft approached, the bright spot resolved into that heart shape. In the image with the exaggerated colors, the right side of the heart is distinctly bluer than the pale yellowish left side, with a sharp boundary between the two. Annette Tombaugh, Clyde Tombaugh’s daughter, talked about what her father, who died in 1997, would have thought of the probe’s Pluto revelations. “He would have said, ‘That’s a pretty neat heart,’ ” Ms. Tombaugh said. “If he were here, he would be on the team learning along with everybody else.” The scientists also had a closer look at the dark splotches that circle Pluto’s Equator. Additional data from other instruments to identify some of the chemical makeup of the surface and map the range of temperatures will help the researchers figure out the nature of such features. A large splotch that resembles a whale was named Cthulu, a deity from a H. P. Lovecraft story. Other splotch names included Meng-Po, the goddess of forgetfulness in Chinese mythology; Balrog, a creature in J. R. R. Tolkien’s “Lord of the Rings” books; and Vucub Came and Hun Came, death gods of Mayan mythology. “We got tired of calling it the dark spot on the left and the dark spot on the right,” said Jeffrey M. Moore, the leader of the geology, geophysics and imaging team. The spacecraft will be mostly finished with the data-collecting phase of the mission and will begin sending back a trove of data for scientists to ponder. In the morning, the first batch of data will arrive on Earth, including sharper images of Pluto — 10 times the resolution of the image released last Tuesday. At the end of Tuesday night’s news conference, John Grunsfeld, the associate administrator for NASA’s science directorate, pointed to a Twitter posting by President Obama on his phone: “Pluto just had its first visitor! Thanks @NASA — it’s a great day for discovery and American leadership.” Dr. Grunsfeld then turned to Dr. Stern, Ms. Bowman and Glen Fountain, the project manager. “Get some well-deserved rest,” Dr. Grunsfeld said, “until 5 o’clock tomorrow morning.” The room erupted with laughter and applause.
