THE PHILIPPINE military continued its operation against the Abu Sayyaf in the southern region in an effort to flush out the rebels and rescue remaining kidnapped victims being held by the dreaded group. Just last week, troops assaulted the stronghold of the Abu Sayyaf in Indanan town and rescued two kidnapped Filipino Coast

Guard members - Gringo Villaruz and Rodlyn Pagaling – who escaped from their captors in the village of Buanza. Security forces killed at least 15 Abu Sayyaf gunmen in the firefight, but 7 soldiers were also wounded in the clash, according to military spokesman Capt. Roy Trinidad. Troops were sent to the area to rescue the victims

when they encountered the rebels. Is Rizal Alih hero? ZAMBOANGA CITY – Muslims have flocked the house of former policeman Rizal Alih in Zamboanga City to pay their last respect following his sudden death at a police detention facility in Camp Crame in Quezon City last week. For many Muslims who knew Alih said he was a good man. Alih was accused of killing Brig. Gen. Eduardo Batalla and his aide Col. Romeo Abendan after a three-day, hostagedrama inside a police camp Zamboanga City in January 1989. He held the two officers at gunpoint after overpowering his guards while being investigated on graft allegations Alih escaped to Sabah after the siege, but was arrested there in 1994 for illegal possession of weapons and munitions. A Malaysian court sentenced him 12 years in jail for possession of four rifles, and five years for possession of 1,271 bullets and 43 magazines. He was handed over

to the Philippine authorities in 2006. “I’m very thankful they have allowed me to return to my family. I still want to live and be close to my 24 children,” Alih was quoted as telling reporters in Manila after disembarking from the plane at the Ninoy Aquino International Airport. The 70-year old Alih reportedly died Friday night after complaining difficulty in breathing at Camp Crame, the main national police headquarters. “Narito kami upang magbigay ng huling respeto kay Rizal Alih at mabait siyang tao,” (We are here to pay our last respect on Rizal Alih. He was a good man.) said Esmael Abubakar. No one from Alih’s family gave any statement to the press. One relative, Nur, said Alih would be buried immediately in accordance to the Islamic custom that upon death, his body should be washed and shrouded it in white cloth. “Sayang si Rizal at namatay siya ng walang hustisya. It was thought that Alih died along with more than a dozen other during a bungled military rescue operation that resulted in the burning of the police camp, but his capture in Sabah shocked Philippine authorities. The military also implicated Alih in the alleged assassination of Zamboanga City Mayor Cesar Climaco, a staunch critic of President Ferdinand Marcos, in September 14, 1984. But both Alih and Climaco’s families believed the mayor’s killing was perpetrated by the military. Climaco, then 68, was gunned down in broad daylight in downtown Zamboanga. Continue on page 2

Media Groups Condemn Killing of Veteran Journo DAVAO CITY – Media groups and various press clubs have condemned the recent murder of a veteran journalist in Tagum City in Mindanao. Ciriaco Conejos said police are investigating the shooting of Gregorio Ybañes, president of the Davao del Norte Press and Radio Club. He said the 65-year old veteran was shot outside his house in Mirafuentes Subdivision in Magugpo North village on Tuesday evening and died in the hospital the next morning. “It was a sad day for us,” Conejos, the club’s vice president, told the regional

newspaper Mindanao Examiner. Conejos said journalists and media workers were preparing a rally to condemn the killing of Ybañes, who was also a board director at the Davao del Norte Electric Cooperative at the time of his murder. The motive of the killing remains unknown, but Conejos said the victim just came from the cooperative’s board meeting at the Big 8 Hotel in Tagum. “The gunman, who was waiting in a car outside Ybañes’ house, shot him as he was about to open the gate. The assailant

escaped after the shooting,” Conejos said. Cesar Lanos, also a colleague of Ybañes, said the journalist was shot several times. “He was shot several times while entering his house at around ten o’clock in the evening,” he said, adding, “Ybañes was rushed to hospital, but was pronounced dead this morning at six o’clock by attending physicians.” No individual claimed responsibility for the killing of Ybañes. Troops hot on Sayyaf trail BASILAN – Government forces were tracking down Abu Sayyaf rebels in the southern Philippine province of Basilan following clashes in Sumisip town, officials said. Captain Roy Trinidad said troops assaulted a rebel strong hold in Baiwas village in Sumisip town and clashed with about 60 gunmen. The fighting killed one soldier and two rebels, he said, adding another soldier

and six more Abu Sayyaf gunmen were reported wounded. “One soldier was killed and another is wounded in the clash. Two Abu Sayyaf were also killed and six others wounded in the armed encounter in Sumisip,” Trinidad said. “Troops are still pursuing the Abu Sayyaf.” Trinidad said the military operation is aimed at weakening the Abu Sayyaf

in Sumisip, a known stronghold of the rebel group. “The encounter transpired on the identified stronghold of the Abu Sayyaf,” he said. It was not immediately known if troops recovered the bodies of slain rebels. The military and police blamed the Abu Sayyaf to the spate of terror attacks and ransom kidnappings in Mindanao. 5 NPA rebels killed in Bukidnon clash DAVAO CITY – At least 5 communist rebels were killed and two army soldiers wounded in a clash in Bukidnon province in southern Philippines, officials said. Captain Alberto Caber, a spokesman for the Eastern Mindanao Command, said the fighting broke out in the village of Mendiz in Pangantucan town on Tuesday afternoon. He said troops also recovered an assault rifle and 19 backpacks left behind by New People’s Army rebels.

“At least five NPA members of the North Central Mindanao Regional Committee were killed while two soldiers, of the 3rd Special Forces Company, were also wounded in the fighting,” Caber told the regional newspaper Mindanao Examiner. He said the fighting erupted after rebels attacked patrolling soldiers in the village. “The wounded soldiers were immediately brought to a medical facility for treatment. The troops are

still on their pursuit operations in the area,” Caber said. He did not say if soldiers were able to retrieve the bodies of the slain rebels, but his report of alleged enemy casualties was largely attributed to unidentified civilians in the area and could be part of propaganda. The NPA has been fighting the democratic government for many decades now in an effort to install a communist state in the country. (Mindanao Examiner)

Police, military probe shootout in Zamboanga ZAMBOANGA CITY- Police and military authorities were investigating the clash between cops and soldiers on a village in Zamboanga City that killed two officers and a marine. Security officials remain silent over the deadly encounter, saying both sides were investigating the incident. Marine Captain Maria Rowena Muyuela, a spokeswoman for the Western Mindanao Command, said they will release an official statement as soon as the investigation is completed.

“As of now, the police and military are conducting a joint investigation on the incident. We will issue a press statement,” she told the regional newspaper Mindanao Examiner. Navy Captain Roy Trinidad, a spokesman for a joint military task force, said the shooting occurred at the market in the village of Labuan on Tuesday night. He said the incident involved members of the Regional Public Safety Battalion (RPSB) and Marine Battalion Landing Team 9 (MBLT).

“Members of the RPSB9 and MBLT-9 engaged in a shootout that resulted to the death of two policemen – Police Officer 1 Muhsin Jainul and Police Officer 3 Alkashmir Lipae, and one from the Philippine Marines – Corporal Jason Marqueses,” Trinidad said in a separate report. The police did not issue any statement about the clash, but the victims were deployed in Labuan to guard the village against lawless elements, including the Abu Sayyaf. (Mindanao Examiner)

3 people injured in grenade explosion THREE people were injured in a grenade explosion during a firefight between security forces and Abu Sayyaf rebels in the southern Filipino town of Patikul, reports said. It said the civilians were caught in the crossfire when the two groups clashed last week in Taglibi where Abu Sayyaf rebels attacked an army detachment.

There were no reports of casualties from either the military or the Abu Sayyaf group, but troops continued its hunt for rebels blamed for the recent killing of Rodolfo Boligao, a village chieftain they kidnapped in Aliguay Island off Dapitan City early this year. Boligao was beheaded and his body dumped on a highway near the town of

Maimbung. It was unknown who fired the grenade, but a police report said it was a 40mm and fired from a rifle and that both the military and the Abu Sayyaf have this kind of weapon. The Abu Sayyaf is still holding several Filipino and foreign hostages kidnapped in different areas in southern Philippines. (Mindanao Examiner)

Who killed the DPWH engineer? PAGADIAN CITY – Police were facing a blank wall on the killer of a government engineer who was shot in Pagadian City in Zamboanga del Sur province. Motorcycle gunmen shot dead Charles Tan last week. He was travelling on a motorcycle when gunmen attacked him at V. Sagun Street in Upper Lumbia village. Tan worked for the Department of Public Works and High-

ways. He was shot several times. The gunmen, who tailed Tan on a separate motorcycle, fled after the killing, according to Superintendent Glenn Dulawan, the city police chief. He said Tan was shot with a .45-caliber pistol. “The victim was shot several times by the gunmen armed with .45-caliber pistol. Police recovered two bullet casings in the area,” he said.

Dulawan said Tan was shot in the back and neck. “The Pagadian City Police Office is now conducting a follow-up investigation on the incident to possibly identify the suspects and to determine the motive of the incident,” he said. No individual claimed responsibility for the killing, but gun attacks are not uncommon in Pagadian City where hired assassins are actively operating. (Christina Diabordo)

Rebels ambush army patrol DAVAO CITY – Communist rebels ambushed a group of patrolling soldiers in southern Philippines wounding an infantr yman in a fresh wave of attack against military targets. The military’s Eastern Mindanao Command confirmed the ambush and said the recent attack

occurred in the village of Camanlangan in Compostela Valley’s New Bataan town. At least 20 New People’s Army rebels were said to have took part in the assault on members of the 25th Infantry Battalion. The ambush also sparked a 20-minute firefight, according to the

military. The wounded soldier, whose identity was not released by the military, had been rushed to hospital. The NPA has been waging a secessionist war for many decades now in an effort to put up its own Maoist state in the country. (Mindanao Examiner)

COTABATO CITY – More than 30,000 employees in the regional government are entitled to receive the bonus that mirrors the “upgrading of professionalism and delivery of services” in the Autonomous Region in Muslim Mindanao, lawyer Laisa Alamia, ARMM Executive Secretary said. “This is the first time in the 25-year history of the ARMM. Isa itong malaking karangalan at malaking accomplishment. More than the incentives kailangan mapanatili ng bawat ahensiya, ng bawat empleyado ang ganung klaseng level ng professionalism at klase ng level ng performance (This is a big honor and a major accomplishment. More than the incentives, every agency, every employee must maintain that kind of level of professionalism and that kind of level of performance),” Alamia said. The Department of Budget and Management has affirmed Autonomous Region in Muslim Mindanao’s compliance with the requirements of the Performance-Based Bonus (PBB), a system that rewards “exemplary performance in government.” The regional government passed the Good Governance Conditions and the performance indicators in all its target deliverables for 2014 which qualified the region for the bonus. “Proud ako dahil naacknowledge ang performance ko at part ako ng reporma (I’m proud because my performance was acknowledged and that I’m part of the reform),” said Maritess Galindo, 56, an administrative officer at the Office of the Regional Governor. Galindo has been

working in the ARMM since its inception in 1990. “What ARMM should be proud of is its accomplishments. It’s an independent verification that the reforms in the autonomous region were achieved and that these reforms improve peoples’ access to services,” said Maricris Valte of the Development Academy of the Philippines (DAP). The DAP serves as the secretariat and technical resource institution of the Administrative Order 25 Inter-Agency Task Force that oversees the performance monitoring, evaluation, information and reporting of essential components of performance management system of a government office, department, or instrumentality. “( The performancebased bonus) is meant not just compliance with the requirements, but is also meant to encourage and ensure that the agency accomplishes what it has pledged to accomplish,” Valte affirmed. The fact that ARMM met all the Good Governance Condition according to Valte, “is proof that the governance reform under the leadership of ARMM Governor Mujiv Hataman is really working.” B u d g e t Undersecretary Richard Moya, in a letter, said “more than grant of the bonus, we hope that the PBB has significantly contributed to your agency’s organizational and the employee performance that led to concrete and visible improvements in the delivery of goods and services to the public.” The PBB system is a merit-based incentive program that recognizes

and rewards exemplary public service. Employees’ performance is assessed, including how they contributed to the accomplishment of their department’s overall targets and commitments. Under the system, an employee may receive P5,000 minimum to as much as P35,000. Employees are rated whether they performed ‘good’, ‘better’, or ‘best’. To qualify, the agencies must pass certain requirements to include the achievement of at least 90 percent of their 2014 targets, compliance with the Transparency Seal under the General Provisions of the 2014 General Appropriations Act, and compliance in posting, or publication, of the Citizen’s Charter – all required under the Good Governance Conditions. “The budget for the bonus will be downloaded from the Department of Budget and Management (DBM) to the regional government this year after completion of the process,” said Alamia. Through Administrative Order No. 25, the Office of the President created the Inter-Agency Task Force that will harmonize, unify, streamline and simplify all existing monitoring and reporting requirements related to the government’s performance-based bonus system. The Inter-Agency Task Force is chaired by the DBM and co-chaired by the Office of the Executive Secretary, with the National Economic and Development Authority; Presidential Management Staff; and Department of Finance as members. U.N. expert criticizes China over handling of Tianjin blast A TOP United Nations expert has criticized China over its handling of the chemical blasts in the northern city of Tianjin, saying a better flow of information may have lessened or even prevented the disaster. Baskut Tuncak, the U.N.'s special rapporteur on human rights and hazardous substances and wastes, called on the Chinese government to ensure complete transparency in the investigation of the disaster, which killed at least 114 people. Some 65 people remain missing. "The lack of information when needed -- information that could have mitigated or perhaps even prevented this disaster -- is truly tragic," Tuncak said in a statement released. "Moreover, the reported restrictions on public access to health and safety information and freedom of the press in the aftermath are deeply disturbing, particularly to the extent it risks increasing the number of victims of this disaster." The blunt rebuke comes

after China's State Council formed an investigative committee to "give a responsible answer" on the cause of the disaster and promised "serious punishment" for those responsible. The explosions impacted a huge swathe of the city: 17,000 homes damaged, more than 170 companies affected and 3,000 cars destroyed. Tianjin Mayor Huang Xingguo addressed the media for the first time, saying he bore "an unshirkable responsibility" for the blasts. Safety violations News reports have suggested that safety violations and corporate negligence may have played a role in the disaster. The blasts occurred at a warehouse where 700 tons of highly toxic substances, mainly sodium cyanide, were being stored, state media has reported. 150 tons of the substance, which can kill humans, had been removed. The company that owned the site had a license to handle dangerous chemicals but only since June. The

company's previous license lapsed in October 2014. "After the first license expired, we applied for an extension. We did not cease operation because we did not think it was a problem. Many other companies have continued working without a license," Yu Xuewei, chairman of Rui Hai International Logistics was quoted by state news agency Xinhua as saying. Yu, along with nine other executives, is in detention. The Xinhua report also said that the company's major shareholder, Dong Shexuan, was the son of a former police chief for Tianjin Port and the connection helped the business. Angry residents in Tianjin with homes near the blast site have shared concerns about the long-term environmental and health consequences of the blasts. ISIS beheads expert who refused to reveal location of valuable antiquities KHALED al-As'ad spent his life on the painstaking task of preserving antiquities, saving the relics of our ancestors for generations yet to come. He was working in Palmyra, a Syrian city full of ancient monuments and temples -- a city that was, in the second millennium B.C., a caravan stop for people making their way across the desert. But over the past month al-As'ad, 82, ran into a very modern menace -- ISIS, the most brutal terrorist group in recent memory. He was beheaded in the public square of the city whose heritage he had worked so hard to save, said Rami Abdulrahman of the Syrian Observatory for Human Rights. Al-As'ad, a university professor and the former general manager for antiquities and museums in Palmyra, was decapitated as militants watched, Abdulrahman said, citing al-As'ad's relatives in the city. His crime? Refusing to pledge allegiance to ISIS - and refusing, under ISIS interrogation, to reveal the location of archaeological treasures and two chests of gold the terrorists thought were in the city, Syria's director of the General Department of Antiquities and Museums, Maamoun Abdulkarim,

told CNN. For protecting the antiquities he had spent decades preserving, al-As'ad paid with his life. When ISIS entered Palmyra in May, Abdulkarim, certain that the terrorists would kill alAs'ad, pleaded with him to leave the city. "He refused," Abdulkarim said. "He said, 'Whatever happens, happens. I cannot go against my conscience.' He had a very strong personality and refused to yield to anyone." Instead, he died in the city where he was born. ISIS posted a photo of his body on social media sites. It was tied to a pole, with the head between the legs. On the body was a white poster with red letters spelling out in Arabic the word "Heretic." ISIS seized the city -- a UNESCO World Heritage Site dating to the Neolithic era -- in May. ISIS fighters destroyed two ancient Muslim shrines and posted photos of the destruction on Facebook, the Syrian government said. One of the tombs destroyed was that of Mohammed bin Ali, a descendent of Ali bin Abi Taleb, the Prophet Mohammed's cousin, according to Syria's Directorate-General of Antiquities and Museums

"The Syrian people are shocked because he represented Syria's culture and history," Abdulkarim said. "Regardless of our differences we cannot differ on the character of Khaled alAs'ad." Goin’ Bananas in Davao Goin’ to places proves so difficult, especially if ain’t got a ride, and at our office in Davao, vehicles are a problem. Getting a taxi is so expensive and riding a jeep or multi-cab for that matter makes it worse for a big guy like me. Thanks to some friends that I get to ride their luxurious pick-up trucks and SUVs while in Davao, where durian nowadays sell for as low as P20 a kilo. But how can I enjoy the sweet taste of durian? I like eating it cold, but the office has no refrigerator and applying for credit at appliances stores also proves futile, especially if you are dealing with idiots. Well, for one I walked in at EMCOR branch in San Pedro and was trying to get a 6-cubic foot refrigerator for around P9,000 plus and payable in 6 months. Confident of my credit standing since I’ve been a regular customer of 3 EMCOR branches in Zamboanga in the past, but the credit guys were asking me to issue post-dated cheques for the simple reason that, according to them, is that I am a busy man due to my job and hectic schedules. Brought the matter to the attention of EMCOR of-

fice in Bajada and while some guys there are sympathetic to my predicament, they can’t do nothin’. I was even trying to bring this issue to their regional manager, Grace Fernandez, through her secretary, I supposed – during my telephone conversation – but all I get was an apology from the softspeaking secretary, and not a word from their manager. It was really very disappointing and the decision to require me to issue postdated cheques seems too much for an old customer. I even asked the guys over at San Pedro if all customers are required to issue post-dated cheques and they say “no, it’s not, but it’s a case-to-case basis and you are a busy man.” I did not know that being a busy man is now a valid reason for them to require post-dated cheques. I guess the credit manager and his staff should undergo refresher courses on credit and collection guidelines. Not only they lost a valued customer, their decision was surely a poor judgment. Anyway, thanks to Abenson Appliances at NCCC in Matina, and the people there offered me a Panasonic refrigerator payable in 12 months – and good

as cash! But I got to enjoy the P1,000 discount for straight purchase. Thanks Abenson...and forget about EMCOR, it’s a pain in the ass! LOOKS like both Interior Secretary Mar Roxas and Vice President Jojo Binay are having a hard time looking for their vice presidential candidate, and there are serious efforts to discredit Senator Grace Poe in seeking the presidency. I bet that if Grace decides to run as an independent presidential candidate, she would win hands down against Mar and Jojo. Mar is trying to get Grace as his running mate – to ensure the smart daughter of Fernando Poe Jr would carry his sagging popularity to Malakanyang. But getting Grace is not a guarantee for Mar. And Representative Leni Robredo is also being courted by the Liberal Party as Mar’s running mate too. Well, is Leni wanted to keep her credibility, then stay away from Mar. She can be Grace’s running mate and who knows that this poor country would be ruled by women – honest and credible women of substance! So let’s wait and see. (mindanaoexaminer@gmail.com)

Masaya ako diyan. Ang payo ko ay hinayhinay lang sa pagkain ng inyong mga paborito. Sanayin ang panlasa natin na kumain ng masarap na at healthy pa. exercising its constitutional power to legislate, that determines which crimes are bailable and non-bailable. If the law is clear, it needs only to be applied, not interpreted, more so when the law sets no exceptions. May the SC judicially legislate and impose its own exceptions when a penal law is clear as to its scope and application? Is the matter of bail a simple Remedial Law procedure that is reserved only to the Judiciary to determine? As we consider the pro hac vice bail ruling of the SC in the case Enrile, let’s not forget the thousands of old, sick, mentally disturbed and hopeless inmates languishing in our hellish prisons nationwide. If we follow the SC’s application of humanitarianism in the case of Enrile, shouldn’t the Judiciary now take the proactive stance of studying the release of these suffering and dying inmates? Report good performing civil servants CEBU CITY - The Civil Service Commission (CSC) has called on the public to report good performing government agencies or individuals as part of its campaign to promote transparency and show appreciation to civil servants. Prolaine Daclan, CSC Human Resource Specialist, said it will be inspiring the rest of the civil servants when they hear also of reports of fellow government employees whose works are being appreciated. Daclan said the CSC is now receiving thousands of reports of various agencies since the start of the

more accessible feedback and complaint mechanisms. “However only one percent of these reports are positive ones, the rest are complaints,” Daclan said. In Central Visayas alone, Daclan said the CSC received around 50 reports and this tripled in 2015. Most of these complaints, according to her, were from those agencies with higher density clients such as the Land Transportation Office, National Statistics Office, Registry of Deeds, among others. “That’s why we call on those who catch government employees doing a good job to please tell us

Myra Fortuna, CSC spokesperson, also said recognizing good performances of civil servants are highlights of next month’s 115th year celebration of the Philippine Civil Service. She said they will give out Honor Awards and Seal of Excellence for government agencies. For this year in the regional awards, they will recognize five front line services and these include LTO in Siquijor, Pagibig Ayala Cebu, Philhealth and Government Service and Insurance System in Tagbilaran.
