Sayyafs threaten to behead Malaysian hostage ABU SAYYAF rebels have threatened to behead a Malaysian national if ransom for his safe release is not paid by his family, who sought help from Kuala Lumpur to save the hostage now being held in southern Philippines. Chan Wai See, the wife of kidnap victim Bernard Then Ted Fen, said she spoke with the rebels and her husband on the phone on August 22 and told the Home Ministry about it, according to a report by the Malaysian Insider. The 39-year old Bernard was kidnapped along with Thien Nyuk Fun, 50, by four gunmen who stormed Ocean King Seafood Restaurant in Sandakan on May 14. Thien is the restaurant’s manager. Chan and Thien’s daughter, Chung Chin Lung, met with Deputy Home Minister I Datuk Nur Jazlan Mohamed and Deputy Home Minister II Masir Anak Kujat to allay their concerns over the victims. Both officials have assured Chien and Chung that they will do all they can to bring the Malaysians back home safely. The hostages were be-

Association of Differently-Abled Persons Multi-Purpose Cooperative wins 2015 Productivity Olympics DAVAO CITY – What can a person make if he has lost his limbs, if he is unable to walk, to talk or to see? No less than wooden tables and chairs, arm chairs and panel doors to be distributed across the region. The workers and members of the Association of Differently-Abled Persons Multi-Purpose Cooperative or ADAPMPC asserted just that and more after being lauded as one of the winners in the regional leg of 2015 Productivity Olympics conducted by the Regional Tripartite Wage and Productivity Board (RTWPB) Davao Region. Being the economic arm of the Association of Differently-Abled Persons (ADP), the ADAPMPC is formed to empower the Persons with Disabilities (PWD) to become economically productive and useful through the production of quality school desks and chairs they themselves have made. “Among mga myembro sa ADAP mga polio victims, naay mga blinds, naparalyzed ug mga nawad-an og mga body parts tungod sa aksidente,” said Alicia M. Fabiaña, Manager of ADAP-MPC, also a PWD. The ADAP-MPC have been producing school fixtures such as tables, chairs and arm chairs for more than ten years in public schools. In fact, they are the major supplier of quality desks and chairs of the regional offices of the Department of Education in Mindanao such as Davao R e g i o n andSOCCSKSARGEN for around eight years now. In her speech recently at the awarding of the productivity winners,

Fabiaña took pride in the efforts of her fellow PWDs. “Mupatong siya sa lamisa, unya magtuyoktuyok hangtud mahuman niya ang lamisa,” she said describing how her fellow with walking disability determined to finish a project. She said they constantly made sure that their products are of top quality. “Kami, gina-value namo ang quantity ug quality. Ginasiguro namo nga lig-on ang among mga products. Dapat ang among mga products dili pud murag persons with disability,” she said. But it did not stop there. They have now expanded their ventures into producing panel doors and window grills and accepting any kinds of furniture orders to be distributed around Davao City. Thanks to the equipment and tools granted by the Department of Labor and Employment (DOLE) Davao Region. It has become their walking sticks, wheelchairs and brailles towards becoming even more productive individuals. “Daghan og natabangan nga PWDs tungod sa DOLE. Nagbalik-balik na ang among mga suki og order. Amo nang gisudlan ang tanan klase sa furniture kay daghan na mi og suki,” she said. Lawmakers urged to look into plight of abused OFWs COTABATO CITY – The migrant rights group MigranteMiddle East has urged Philippine lawmakers to look into the sad plight of abused Filipino workers in Saudi Arabia and in other nations, especially those with cases in court so that appropriate actions may be taken by the government to protect them. Migrante also has lambasted Philippine embassy and labor officials in Saudi Arabia for their failure to provide prompt assistance to a 23- year old Filipino domestic worker, Fahima Palacasi Alagasi, who was allegedly abused and scalded by the mother of her male Yemeni employer. The group also accused the embassy of mishandling the case filed by Alagasi, a native of North Cotabato’s Pikit town, against the woman. Alagasi sought help from Migrante and relayed her ordeal to John Leonard Monterona, the group’s regional coordinator based in Saudi Arabia. Monterona has confirmed the meeting and he spoke with Alagasi. He said Alagasi was deployed in

Riyadh on March 3 last year as domestic worker. Alagasi claimed two months later that she was subjected to an “excruciating ordeal by the mother of her Yemeni employer who poured boiling water on her after she had dropped the water heater while making coffee.” Monterona said days after, Alagasi’s employer rushed her to clinic due to her wounds and that a Filipina nurse contacted her sister, while a cousin who was based in Riyadh helped her escaped and brought to Bahay Kalinga, a half way shelter for abused women OFWs managed by the Philippine Overseas Labor Office in Riyadh. On May 29, 2015, Alagasi filed a case against the mother of her employer and after several court hearings, an embassy official told her not to attend the hearing anymore. Alagasi said was not given a briefing during court hearings and not properly informed of the progress of the case. Monterona said he was able to talk to the embassyhired lawyer providing legal

services to Alagasi and was told that the defendant also filed two cases to counter the OFW’s accusations against the woman. One was a labor case that had been dismissed due to issue on court jurisdiction and the other is the counter-affidavit filed by the defendant. “What is quite alarming is the assertion of Ms. Alagasi that she was not given proper briefing before, during, and after court hearing and update on the status of her case. We won’t be surprised if Ms. Alagasi’s case filed against the culprit will be dismissed and she, as a victim of maltreatment, will be sent to jail mainly because her case was messed up by inept embassy and labor officials,” Monterona said. Monterona urged the House of Representatives, especially the Committee on Overseas Workers Affairs to look into Alagasi’s case and other OFWs with pending cases in foreign courts. There was no immediate statement from Ambassador Ezzadin Tago about Alagasi’s ordeal. (Mindanao Examiner)

One of Pacific's twin typhoons kills 10 in Philippines ONE of the twin typhoonsin the Pacific claimed its first casualties, killing 10 people in the Philippines and forcing the evacuation of almost 13,000 people last week, authorities said. Typhoon Goni, known as Ineng in the archipelago country, delivered its deadly blows in the islands' Mountain Province, Benguet and Ilocos Norte, authorities reported. Goni and Typhoon Atsani made for a startling image in a satellite photograph this week. Goni unleashed a load of havoc: nine floods, eight landslides, two tornadoes and a collapsed bridge in the Philippines. At least three people remained

missing and at least seven people were injured, authorities there said. As of Sunday morning, the storm had weakened slightly and had 86 mph sustained winds, with gusts of up to 106 mph. The eye of Goni was 164 miles northeast of the Philippines' far-flung northern province of Batanes and is projected to continue on its path to clip Taiwan, according to Philippine authorities and the Pacific Disaster Center. The only projected landfall for Goni is the Japanese Ryuku Islands and Japan's southern mainland, CNN meteorologist Brandon Miller said. Meanwhile, Typhoon

Atsani continue to twirl over open waters in the Pacific at 92 mph winds and 115 mph gusts, but it isn't projected to strike any land, the Pacific Disaster Center said Saturday. Twin typhoons are common in the western Pacific, occurring several times a year, but two super typhoons at the same time would be rare event, Miller said. Atsani was categorized earlier this week as a super typhoon with winds of 155 mph gusting to 186 mph, but has since been downgraded to a typhoon, according to the Pacific Disaster Center. Google introduces OnHub, a new smart Wi-Fi router GOOGLE (GOOGL, Tech30) wants to cure our dread with OnHub, its new Wi-Fi router. Interestingly, one of the primary selling points of the OnHub is that it looks good. The OnHub has a sleek black body — kind of like theEcho, Amazon’s virtual assistance gadget. Most people don’t consider aesthetics when buying a Wi-Fi router. But Google’s OnHub was designed to be pretty for a very good reason. “Many of us keep our router on the floor and out of sight, where it doesn’t work as well,” Trond Wuellner, a Google product manager, said on Tuesday. “We replaced unruly cords and blinking lights with internal antennas and subtle, useful lighting, so you’ll be happy placing OnHub out in the open, where your router performs its best.” Besides looking good so you get a good signal,

the OnHub has some other clever features: –You can set up and control the router with a new app called “Google On,” which works on Android phones and the iPhone. –You don’t have to get on a specific laptop or computer to diagnose or fix problems. –Instead of several blinking lights, there is just one light that will display two colors: green means everything’s OK, and orange means something’s wrong. The OnHub looks for the best channel for the fastest connection. Internal software automatically steers it “to avoid interference,” Wuellner says. OnHub can also connect to other devices using Bluetooth. Google On will also show you how much bandwidth your devices are using, and even let you set a particular device to get the fastest speed. That

means the OnHub can ensure that when your smartphone is using up big bandwidth by downloading app updates, your Netflix video keeps running smoothly on your Chromecast, Apple TV or Roku. Best of all, the app will display your network’s password with one tap so you can share it with other people. Wuellner says that Google will update the OnHub with new features and security upgrades automatically. Ultimately, the company hopes it will become the main hub for all the wireless devices in your home. Pre-orders began on Tuesday through Amazon (AMZN, Tech30), WalMart ( WMT ), and the Google Store. Huge fire breaks out at steel plant next to Tokyo's Haneda airport A HUGE blaze at a steel plant next to Tokyo's Haneda International Airport led to arriving flights being diverted briefly to an alternative landing strip. The fire broke out at the facility owned by Nippon Steel in Kawasaki City Monday morning, Kota Tanabe, a spokesman with Kawasaki City Fire department told CNN. Tanabe said 16 fire engines and a helicopter were deployed to the scene. Video shared with CNN from traveler Darren Pauls showed planes still moving on the tarmac as plumes of thick, black smoke rose above the airport. Pauls said that the building is still smoldering

Almoranas: Ano Ang Lunas?

by Jun Ledesma IT IS now a reality and in the national political consciousness that Davao City Mayor Rodrigo Duterte is emerging to be the most viable presidential candidate. The loosetongued Gov. Joey Salceda had said that Duterte will be a sure winner” in a four corner fight. But that is Salceda , the economic adviser of then Pres. Gloria Macapagal Arroyo who can call her names without batting an eyelash. Salceda can be very straightforward, transparent and can be inspiring but also irritating. He is “liberal” minded and cannot keep his preference secret. Across the country not a few political leaders have shown their respect and adulation for Duterte. Not a few behave like Salceda, others however have kept mum. Many are just waiting in the bend for Duterte to announce his candidacy and then rush on the ringside to be counted in. This is the very reason why despite the declaration by Presi-

dent Aquino that DILG Sec. Mar Roxas, his anointed candidate, we see the reluctance of LPs to be seen on the scene when the former anointed him as his preferred bet. They have to stage another meeting to gather a crowd to make an impression that the party has finally found a winnable candidate. But it’s obviously far from it. They have to relentlessly woo Sen. Grace Poe to be the running mate of Roxas. But Poe had her own agenda and despite her citizenship issue which is being used to “persuade” her to accept the offer, Poe gave the president’s messenger a direct retort: “Why don’t you ask your candidate to slide down (to vice president)”. Binay who bared his agenda to run for President from day one was of course the most popular. Payo ni Dr. Willie T. Ong him up in is stupor. But as the election fever starts to simmer, VP Jojo Binay gets the heat first. And because he has some skeletons to hide, his closest associates who were scorned come to the fore with jack and hammer and open the closet to bare these to the public. His political enemies feasted on it and because the skeletal remains turned out to be so enormous Binay’s malefactors have not stopped digging for more, never mind if the stink has reached Aparri and down to Sulu. Mired in corruption issues, Binay is now being avoided like plague. Roxas is trying vainly to improve his image with a deluge of television ad. But nothing helps so maybe Poe is correct. Duterte of course is not immune from muckraking paid demolition crew. In fact they have tried everything among these a human rights violator and womanizer. But none of those sticks the way corruption and ineptness of Binay and Roxas stained their image like dye in the wool. In fact Duterte himself bared those. His marriage had been annulled and that he has three women. He told amused Manila journalists that if he becomes President he will never be convicted of corruption but… maybe multiple murder. The one thing that makes Duterte distinct from the rest is that he need not go to the trouble of marketing himself or make a claim on national TV that he is this or that. International media among them Time Magazine and Asia Week declared he is a punisher and international rating firms attest that Davao City is among the safest place on earth. Domestic media never ever cease publishing how he succeeded in eliminating syndicated crime in Davao, how he successfully enforce anti smoking ban, fire cracker ban, speed limits and what have you. The facts argue loudly for Duterte. What may intrigue his enemies is his unexplained poverty. Well, he is not actually that poor, but compared to his peers who wallow in illgotten wealth, Duterte can indeed be dirt poor. But who cares about that? There is now a deafening cry for him to run for President.

Damihan ang pagkain ng gulay (mataas ang fiber ng mga ito) at bawasan ang karne. Uminom din ng 8-12 basong tubig. Huwag umasa sa gamot na pampadumi tulad ng bisacodyl tablets dahil lalo ka lang magtitibi pagkatapos ng epekto nito. 2. Huwag umire sa banyo. Ang pag-iire ang talagang nagpapalala ng almoranas. Huwag piliting makadumi kung

Makatutulong ito para hindi maipit ang almoranas. 10. Magpahid ng cream. May mga gamot para sa almoranas tulad ng Proctosedyl o Ultraproct ointment. Cebu gets chunk of DPWH infra projects CEBU PROVINCE has benefitted from much of President Aquino’s administration – some P23 billion worth of infrastructure projects and it is the biggest among the provinces in Central Visayas. According to a project briefing held at Department of Public Works and Highways in Cebu City, DPWH Sec. Rogelio Singson has informed Aquino that in the last six years, Cebu received more than half of the infrastructure budget for the whole region. He said since 2010 and up until this year, some P43 billion was allocated and implemented for Region 7, of which Cebu province received P23 million. He reported that in 2010, Cebu’s budget was merely P2.1 billion, and in 2015 it is now more than P7 billion. “By 2016, already included for Cebu is an allocation of P9 billion,”

Singson said. Majority of the budget goes to the improvement and rehabilitation of more than 950 kilometers of bridges and roads in the province. In the last six years, there are 2,652 infrastructure projects with only 209 yet to be completed while 85 are expected to start. These also include over P8 billion worth of infrastructure projects implemented through the funding of other agencies like the Department of Agriculture's Farm-to-Market roads; Department of Education’s Basic Educational Facilities Fund; Department of Health’s Health Facilities Enhancement Program, and the convergence project with the Department of Tourism. Singson noted the completion of the major thoroughfare in Cebu Cityy, which is the 2.5 kilometer Sergio Osmena Boulevard Port Corridor costing P289 million. Another project he also cited

is the widening of Mactan Circumferential Road which is earmarked a total of P150 million. Aquino also inspected several projects in Cebu last week and said the report of the DPWH goes to show that Cebu has not been neglected by the administration. He said the widened Sergio Osmena Boulevard has lessened travel time of passengers going to the ports. “Meron din tayong P8.1 billion priority natin ang tourism destinations at isa na dito ang Mactan Cicumferential Road at ang mga patungong Malapascua, ang Hagnaya North Road,” he said. Also known all over the country as “salabat”, ginger tea is a popular remedy for ridding the body’s air and is a popular balm to soothe aching muscles. Put in the taste, the drink becomes an adopted Boholano flavor, considering the islanders' penchant for the delectably sensorial bud appetizing aroma of the ginger. But for those who have

survived the searing sun and the baked fields, a new drink from ginger powder, lemons and honey in iced water is a heavenly refreshing drink for the sun-scorched traveler, sun-burnt farmer and the site overloaded tourists feasting on the beauty of Bohol, said Anne Cogoco, manager of the Candabong Women’s Rural Improvement Club. The cool gingerade is now a trademark welcome drink for tourists visiting the Candabong women’s RIC ginger processing facility. A product recently developed for the Japan International Cooperation Agency Eco-tourism Bohol SEPP Project, it is now offered for the weary tourists eager to learn about the laborious ginger processing. Candabong Women’s RIC started processing ginger manually in the early 1990s, but could not really go full blast for some supply, pricing, and processing issues. Not really giving up on their fight to help the family with additional income, the ladies here struggled on, manually sourcing out ginger which they buy at steeper prices and eke out to have the least amount of wastage to recover as much powder from the pulp. When the raw ginger arrives at the processing plant, we clean and wash them,

making sure the dirt is gone, before we press them to extract the juice. For a 20-kilo ginger, women could only salvage a minimum of 12 kilos equivalent in liquid. These are then poured in huge vats, mixed with caramelized sugar and stirred constantly until the mixture attains a sticky consistency. The mixture is then allowed to cool before the hardened mixture is scraped off the vat. The scraped-off powder is now ready for the salabat, or the famed gingerade. The power is also sold as salabat, or the bigger granules, which the old ladies consider as more concentrated, and can be sold in bulk. Years ago, men of Barangay Candabong also identified ginger candies' potential but with their crude systems, questions of sanitary food prevailed. To solve this, the Department of Trade and Industry handed over a shared service facility to the organization to manage. That also marked the age of mass producing ginger products with the help of silicone technologies and the RIC now has bubblewrapped candies, and enhanced salabat packaging to engage more tourists into buying the products. Letters to the Editor: APEC agenda worsens economic conditions of Cebuanos THE Asia-Pacific Economic Cooperation (APEC) conferences in Cebu have begun. Other parts of the Visayas have also hosted APEC conferences throughout the year. These meetings will culminate in APEC's Economic Leader's Meeting in Manila this November. There has been media hype on the APEC Summit. Local organizers claim that hosting the APEC Summit 2015 provides opportunities to boost Cebu's economy. It is said to feature the province's business environment and thus attract investors. Such sugar-coating cannot conceal the day-today sufferings the Cebuanos and the Filipino people have long endured brought about by economic policies aggressively pushed by imperialist organizations like APEC. Since its establishment in 1989, the APEC has done nothing but ensure the interests of the advanced capitalist economies especially that of the United States. Its key role is to facilitate the implementation of the components of neoliberal globalization namely trade and investment liberalization, deregulation, privatization and denationalization in underdeveloped countries. The current Aquino regime is an avid neo-colonial puppet of the United States. The "free market" globalization policies it adopted bodes a deepening and an intensification of the backwardness of the Philippine economy which means worsening poverty, persistent joblessness and landlessness, the exodus of over-

seas Filipino workers, further commercialization of education and other basic services, and more. It is a sell out of our resources, patrimony and sovereignty. The brunt of the effects of neoliberal globalization is mostly felt by the broad masses. In Cebu, the daily minimum wage of P275 to P340 is not sufficient to decently provide for an average household size of 5 people. It is a far cry from the needed daily family living wage of P1,086. Contractualization and the two-tiered system worsen working conditions. Furthermore, the prices of basic needs and commodities have unceasingly increased. The on-going privatization of the Metro Cebu Water District through Aquino’s Public-Private Partnership (PPP) and the already private-owned Visayan Electric Cooperative have brought about the increase of water and electricity prices in the first half of 2015. This year, there is a projected increase of 544,000 persons in Cebu province and the cities of Cebu and Lapu-Lapu. This means additional congestion in the urban poor areas where there are day-to-day threats of demolition. This migration to the cities is caused by landlessness and the lack of decent work opportunities in the rural areas. In North Cebu, especially in towns affected by typhoon Yolanda, poverty has aggravated due to government neglect and the corruption of public funds. The programs intended for rehabilitation and recovery are anti-poor and favor foreign interests and tourism.

More PPPs will be implemented in Cebu like the Bus Rapid Transit wherein 2,614 Public Utility Jeepney drivers will be affected in its Phase 1 implementation. Moreover, the PPP scheme's supply and pricing of public service is biased to the profits of the private provider and is not driven to serve the need of the majority of the people. The education sector is not spared from the effects of neoliberal globalization. Aquino’s K-12 program will further the already declining quality of education. It said objective to adapt to international standards is actually aligning the educational system to the demand of foreign markets. Schools, aside from being diploma mills, will become producers of cheap labor-ready youth. All these are manifestations of the detriment caused by imperialist agenda particularly of the US. It is a result of a Philippine economy that for decades has been servile to imperialist mechanisms like the APEC. The National Democratic Front of the Philippines-Visayas stresses the need to raise the awareness of the Filipino people on the adverse effects of the APEC to the Philippines contrary to the bogus development touted in mainstream media.
