He said leaders of the warring groups have agreed to end the conflict and that a settlement is being facilitated by the protagonists. The MILF did not issue a statement about the fighting, but it renewed fears from civilians that former rebels – who are still armed – could just attack civilian communities without warning. Bigyan ng maayos na legal na suporta sa ibang bansa at bawasan ang mga fees at red tape para lamang maayos nila ang kanilang mga papeles. 9. Bilang isang nanay, nababahala ako sa tindi ng krimen at droga. Katulad nang lahat ng nanay, hindi ako makatulog sa gabi hangga’t hindi nakakauwi ang aking mga anak. Kaya para sa akin, ang pagdurog sa krimen at droga ay hindi lang trabaho. Ito ay personal na krusada. Sisiguraduhin na ang mga pulis ay may disiplina at kakayahan para isang tawag lang ay nandyan na at hindi lang isusulat ang krimen kundi huhulihin ang kriminal. 10. Patuloy nating isusulong ang usaping pangkapayapaan sa lahat ng lumalaban sa gobyerno.

Sa mga senior citizens, hindi kayo malilimutan. Ang nanay ko mismo ay dumadaing na habang nagkaka-edad dapat mas maramdaman ang pagkalinga ng gobyerno. 12. Kalusugan ng bawat isa ay mahalaga, dapat hindi ma-bangkarote ang pamilya o mamili kung kakain ba o ibibili ng gamot para sa kanilang may sakit na mahal sa buhay. Likas na maganda ang tanawin dito sa ating bansa, pero ang turismo ay di sisigla kung hindi natin aayusin ang imprastruktura at dadagdagan ang ating mga paliparan. 20. Yaman ng ating bansa ang ating mga anak. Sila ang kasalukuyan at kinabukasan natin. Pero wala silang laban kung hindi man lang sila napapakain ng tama. Marami pa rin ang nagugutom sa ating bayan. ARMM to spend P48 million to lessen effect of El Niño COTABATO CITY – To alleviate the drastic effect expected from El Niño in the region, the Department of Agriculture and Fisheries of the Autonomous Region in Muslim Mindanao (DAFARMM) is pushing for a mitigation plan that would entail expenses estimated at around P48 million. Farm production and livestock have been affected because of an ongoing dry spell that may last until June 2016. The Philippine Atmospheric, Geophysical and Astronomical Services Administration said a “mature and strong El Niño” is now

present in the tropical Pacific Ocean that will likely strengthen further before the end of the year and may last until the first half of 2016. This year’s El Niño will potentially be among the four strongest events since 1950, considering similar climatic episodes in197273, 1982-83 and 1997-98. Makmod Mending, DAFARMM secretary, said the department submitted the El Niño Mitigation Plan to the Department of Agriculture-National Office initiating assistance to affected farmers in the region.

Analysis of rainfall distribution in the region for the month of August showed that Basilan, one of the five component provinces of ARMM, experienced precipitation way below normal. This month, the provinces of Basilan, Maguindanao and Sulu and Tawi-Tawi are experiencing various stages of dry spell. Dry spell is described as three consecutive months of below normal, or 21% to 60% reduction from average rainfall, or two consecutive months of way below normal, or more than 60% reduction from average rain-

e-Payment system launched in Zamboanga City ZAMBOANGA CITY – The United States Agency for International Development and the local government of Zamboanga have signed a new partnership that will allow residents to pay government taxes and fees anytime, anywhere using electronic channels. The USAID said its EPESO Activity will introduce new electronic payment systems, using innovative technology, to support Zamboanga City’s goal of increasing revenue generation through improved and more transparent tax collection. This cooperation is part of USAID and Zamboanga City’s collaboration under the Cities Development Initiative which focuses on

strengthening the economic competitiveness and resilience of secondary cities to become engines of growth. Under the so-called Partnership for Growth, the U.S. government is working with the Philippines, the private sector and civil society organizations to put the country on an accelerated growth trajectory that benefits the majority of its population. Prior to formalizing the cooperation, Zamboanga City Mayor Beng Climaco signed Executive Order BC 1292015 to regulate cooperation on electronic payment systems and make Persons-to-Government payments more accessible. The Executive Order also mandated the cre-

ation of a technical working group composed of Zamboanga City local division chiefs and key personnel tasked to work with E-PESO counterparts on the project. To develop the local electronic payments ecosystem, USAID and the Zamboanga City government will also work with local utility companies and businesses. Members of the private sector represented by the Zamboanga Chamber of Commerce and Industry Foundation, Inc., the Zamboanga Filipino-Chinese Chamber of Commerce Inc., and the Southern Philippines Deep Sea Fishing Association were on hand to signify their commitment to support the shift to electronic payment systems. Rare diseases are debilitating or lifethreatening disorders that affect only a small segment of the population. An estimated 6,000 to 10,000 people in the Philippines are afflicted with a rare disease, most of them children. “Even if we are just talking about one, ten, twenty, thirty, or a hundred versus a hundred million, they still deserve a right to life,” Padilla said. Padilla, who was instrumental for the passage of the New Born Screening Act – which institutionalizes newborn screening in healthcare facilities for the early detection of some genetic diseases – expressed hope the bill will be passed before the 16th Congress ends. The Rare Diseases

Bill seeks to ensure that patients with rare diseases will have access to adequate medical healthcare, information, and products to treat their conditions. This will be done primarily through the establishment of a comprehensive and sustainable health system for identification, referral, and management of patients with rare diseases—integrated within the current public health system; and the inclusion of rare disease benefit package in PhilHealth. As well, the bill stipulates giving regulatory and fiscal incentives to support research and development activities on rare diseases and manufacturing of affordable drugs or products. Likewise, the bill provides for the design and maintenance of a rare disease registry containing data on cases, patients, drugs and products for rare diseases. Data from the registr y will be used in policy-formulation. The provisions in the bill are set to address the current challenges being faced by patients afflicted with rare diseases, their families and caregivers, and their healthcare providers.

Foremost of these challenges are the high cost of treatment, the accessibility of an existing treatment, or the lack of existing drugs itself. Dr. Mary Ann Abacan of Institute of Human Genetics at National Institute of Health in University of the Philippines Manila noted that most pharmaceutical companies do not engage in research and development of drugs or treatment for rare diseases because it is not lucrative thus the shortage of effective drugs for such. Another challenge, according to Abacan, is the missed or delayed diagnosis of a rare disease which often results in irreversible damages to the physical and mental functions of a patient. This problem also occurs in developed countries like the United States and United Kingdom, more so in our country where there are only nine geneticists for the entire population. Another P21 million worth of agricultural inputs and productive assets were given to about 5,000 farmers in Maguindanao and North Cotabato by the United Nations’ Food and Agriculture Organization and DAFARMM on July 8. Investigate killings of tribesmen CAGAYAN DE ORO CITY – The labor group Partido Manggagawa said the Department of Justice should investigate all cases of killings of Lumads or indigenous people by pro-government militias. This, after the government said it would conduct an investigation into the reported killings. The influential Catholic Bishops Conference of the Philippines and many other Filipino and foreign organizations also demanded a probe into the killings. “The killings of Lumad leaders by alleged paramilitary forces in Lianga town in Surigao del Sur, including recorded cases of killings in other parts of Mindanao, should give the government the idea that these murders were rather systematic than isolated in nature as claimed by the military,” Renato Magtubo, PM chairman,

said in a statement sent to the regional newspaper Mindanao Examiner. He said aside from the horrendous killings and forced evacuations of Lumad populations in Lianga, there were similar cases of extrajudicial killings against Lumads in other parts of the region, particularly against leaders of the Tedurays in South Central Mindanao. Some of these cases include the killings in 2014 of Timuay Leoncio Arig and Melencio Ramugon. Before their deaths, Arig and Ramugon were involved in campaigns to include the welfare and interests of tribesmen in the proposed Bangsamoro Basic Law and unite the members of the tribes to protect their territory against intrusion, including large-scale mining activities. Magtubo said a pattern of reluctance on the part of

the police and military authorities to pursue the perpetrators of the killings despite available witnesses, indicating a double standard in dealing with heinous crimes and in effecting justice. “What the killers have done to Lumad leaders, including the brutal murder of the director of a school for indigenous people in Lianga, was clearly terroristic in nature. But why can’t the police and military organize a manhunt against the perpetrators in the way they did against international terrorist Marwan,” Magtubo asked. He said they are also supporting widespread calls for the disbandment of all paramilitary units organized for anti-insurgency campaigns by the military, saying that historically, these groups are mobilized to counter legitimate resistance such as anti-mining protests. Inside the only SAS and Delta Force raid on an ISIS leader A CAPTURED Yazidi teenager has told of how US and British special forces raided the house of a high-ranking ISIS fighter, shot him down, and arrested his wife who pretended to be a sex slave in a cowardly bid to avoid capture. Under cover of darkness, the thwump of Black Hawk helicopters cut through the hot night above the rooftops of Deir-ez-Zor in the early hours of May 16. Deep in ISIS territory, 15 special forces soldiers from the US elite Delta Force exited the choppers and made their way to-

wards the home of ISIS's chief financier and head of oil operations. He was also the 'best friend' of the terror group's leader. They had been tipped off about the secret location of Abu Sayyaf and his jihadi bride, who runs its vicious sex slave network, through local Kurdish forces who work as informants for the CIA and Pentagon. Once they had gathered the evidence, the special forces soldiers escorted the Yazidi girl and a blindfolded Umm Sayyaf outside the compound, where more armed extremists awaited them. The Special Forces troops, who decided to leave Umm Sayyaf's sister behind, ordered the young girl to get behind them as they engaged another wave of furious jihadis. The corpses of ISIS fighters littered the sand as the group headed towards a clearing where two Black Hawk helicopters came to pick them up. They helped the teenager and the captured ISIS bride into the aircraft which took around two hours to get back to a United States airbase in Erbil, northern Iraq, where she spent one week. The helicopters took around 'two hours' to get back to the US airbase in Erbil, where she spent approximately 'one week there.' She was taken to an army doctor who tended to her injuries and gave her a medical exam before she was interviewed by both Kurdish and American intelligence. The teenager, who was

Speaking to MailOnline, Muna, 16, revealed that after his depraved jihadi cohorts ripped out Miss Mueller's finger nails. Despite his image as the world's most notorious terrorist, Baghdadi was apparently terrified that his other wives would find out about the 26-year-old aid worker, so insisted she was imprisoned at the home of his deputy Abu Sayaff. Miss Mueller, 26, was allegedly killed in an airstrike on a house in Syria earlier this year. This first successful US raid inside ISIS territory on Sayyaf's house sheds some light on the growing network of informants whom the CIA and the Pentagon have been developing in Syria. They found where he was hiding with the help of local Kurdish forces on the ground, a foreign fighter, who is now living in Erbil, said. The volunteer, who has just got back from the Rojava region of Syria, added, however, this was not actually the first time they had attempted to get him. 'This was actually the third attempt to get Abu Sayyaf - one mission had to be cancelled because of a guidance problem, and another due to bad weather,' he stated. British Prime Minister David Cameron announced in July, two months after the raid, that he had given the SAS permission to accompany the Delta Force troops. RESEARCH on prosthetic hands has come a long way, but most of it has focused on improving the way the body controls the device. Now, it may also be possible for prosthetic hands to send signals back to the body and "tell" it information about what the bionic hand is touching, according to a new study. Recently, researchers at the Defense Advanced Research Projects Agency, the research arm of the U.S. military, implanted an array of small electrodes into the region of the brain that controls movement in a woman who is paralyzed. The electrodes communicated electrical activity from the brain's motor cortex, via wires, to a prosthetic arm that the woman was able to move through a wide range of motions. Then the research team asked, "Can we run the experiment in reverse? Can we do for sensation what we did for the motor system?" said Justin Sanchez, program manager of the DARPA biological technologies office, in a presentation he gave on Thursday at the Wait, What? A Future Technology Forum, which DARPA hosted in St. Louis. To answer this question, the researchers worked with a 28-year-old man who is paralyzed. They implanted an electrode array in both his motor cortex and sensory cortex, the brain region that recognizes tactile sensations such as texture and pressure. Wires from the motor cortex array controlled the hand, as they did for the female volunteer, and sensors in the hand also conveyed information, via another set of wires, back to the array in the sensory cortex. The researchers showed that this feedback system allowed the hand to communicate directly with the brain. In a video included in

Sanchez's presentation, a researcher blindfolded the man and then gently pressed on different fingertips in the prosthetic hand. The volunteer was able to identify which fingertip was being touched with "nearly 100 % accuracy" even without seeing it, according to a DARPA press release about the research. People who have prosthetic hands today rely on being able to see what the hand is doing to control it, said Sliman Bensmaia, an associate professor of neuroscience at the University of Chicago. But people will never be able to use these hands with dexterity until they can feel what they are doing without looking at them, he said. Bensmaia did preliminary research for Sanchez's team on how to make the electrode array work in the sensory cortex. "On the short term, you want to know whether you are touching an object, and how much pressure you are exerting on it, those basic things that you need to hold things," Bensmaia said. But as the technology progresses, touch sensors may also be able to convey temperature and texture, he added. Although the current demonstration is the first of a prosthetic hand directly communicating with the brain, other researchers have demonstrated that they can send messages from sensors in the prosthetic hand to electrodes implanted in nerves in the arm that then communicate with the brain. "(However), in situations where people have spinal cord injury, so they are quadriplegic ... you probably couldn't give them sensation back through the nerves," because they have lost the use of the nerves in their arm, said Dr. Paul S. Cederna, professor of plastic surgery and biomedical

engineering at the University of Michigan. Devices on the market now rely on either body power, in which a healthy part of the body controls the prosthetic through cables and harnesses, or myoelectric devices, in which electrical signals from muscles attached to the prosthetic control it. Researchers are also working on developing highly sensitive prosthetic arms that can recreate nearly every motion of a real arm, and bionic hands that can be controlled through an iPhone. The big benefit of Sanchez's approach is being able to use prostheses for people with spinal cord injuries, Cederna said. The 28year-old man in the current demonstration has been paralyzed for more than a decade because of a spinal cord injury. Although Cederna was not involved in Sanchez's research, he conducts DARPA-funded research on how to improve control of prosthetic devices through peripheral nerves, such as those in the arm. The idea of implanting an electrode array into the brain to either control or receive signals from a prosthetic limb is big step forward, but it is not ready for prime time yet. "The biggest challenge, once you put that electrode into the brain, you develop scarring around the electrode, and that makes it increasingly difficult to pick up the signals it needs to pick up," Cederna said. Researchers are working hard to develop electrode arrays that work for longer periods of time, Bensmaia said. Currently electrode arrays in the motor cortex only work for a few years, although arrays in the sensory cortex appear to be more stable, he added. (Carina Storrs, Special to CNN)

They kept their role a secret by wearing American uniforms and carrying Colt Model 727 assault rifles, used by Delta Force soldiers and US Navy SEALs. Dozens of them flew into Deir-ez-Zor on V-22 Osprey aircrafts and dug themselves into the scorching desert as they mounted a recon mission on Sayyaf's hideout. Using hi-res cameras fitted with telescopic lenses, they sent detailed tactical pictures of the enemy fighters surrounding the complex, their behaviour and weapons to US Central Command in Qatar. Once they had confirmed Sayyaf's presence there, US commanders wasted no time in ordering the assault. At around 2am, U.S. aircraft screamed over the compound, cutting down ISIS fighters and the stonewalled building with rockets and machinegun fire. The Yazidi prisoner was alone in one of the rooms of the house when the surprise attack began. Elsewhere in the house were the ISIS commander, his wife Umm Sayyaf, her sister and her husband who doubled as Abu Sayyaf's bodyguard - were cowering under the heavy fire. When the airborne assault ceased, ground troops moved in to eradicate the surviving jihadists and take down Sayyaf and his wife. The troops fought through the extremists keeping guard outside and forced their way to Sayyaf's house, shooting down two guards stood directly outside. They smashed through the front door and took down another one of the ISIS financier's bodyguards on the stairs. Meanwhile, SAS personnel formed a 'ring of steel', preventing any ISIS militants escaping alive. Upon hearing the chaos ensuing downstairs, Abu and Umm Sayyaf tried to grab the hostage and escape - determined not to leave her as evidence of the abuse ISIS fighters inflict on innocent Yazidi girls. They turned to run when the US troops entered the room - the barrels of their automatic rifles focused on a heavilybearded Sayyaf. “MEN WANT women’s sexuality, but they can only deal with it when it exists wholly for them. If a woman is sexual about anything other than you in particular, it’s a problem. That’s when she’s a slut.” I made my lead this Chrissy Stockton statement in her thoughtcatalog.com article because, in my opinion, it pretty much describes the huge mistake our Filipino young girls are making in their fashion choices these days. Look around you at the malls, and you’d see everyone, and I mean everyone— from lithe young girls with fantastic legs to flabby matrons who should be fined wearing these things in public– wear shorts so short they reach up to the wearer’s crotch, where it can no longer go any higher. Correct me if I’m wrong, but, in my opinion, our young girls dress provocatively in malls and anywhere else that there’s a lot of people (especially boys) because they believe that this is the best way to bag a very good catch of a husband years

from now. The idea, I suspect, goes like this: the more boys a girl mesmerizes, the bigger becomes the universe the girl can choose from, and, therefore, the better her chances are of bagging a future husband who’s not only Mensa, but a veritable David Beckham who’ll make the girl the envy of zillion others, and who’s a Roman Abramovich to boot. There’s absolutely nothing wrong with forward planning, much less with planning big – if one’s sure of her assumptions. But the above plan– especially if woven around the strategy of dressing provocatively to establish the initial contacts – will fall flat on its face, believe me. Why? Because: “Men want women’s sexuality, but they can only deal with it when it exists wholly for them. If a woman is sexual about anything other than you in particular, it’s a problem. That’s when she’s a slut.” Needless to say, a girl who dresses provocatively in malls is one who – as far as any boy is concerned – can-

The boy may get interested, might even aggressively get interested, but the boy will do it to score, not to consider the girl as his future wife. “Unfair,” some girls may already be complaining. Surely not all girls who dress provocatively are automatically poor wife material. Many of them probably were raised to be good girls, attended Catholic schools, studied hard, chose good friends, minded their manners, obediently followed their parents’ advice, and never rebelled against their parents nor got in any trouble. The problem is, that’s how boys’ minds work, and, even in these days of slambang-thank-you-maam, this “old-fashioned” thinking still holds. It’s incredible, even amazing, but that’s the truth: men still put a premium on purity, and the initial means they have to size up a girl is in the way the girl dresses. And, believe me, the girl flaunting her sexuality by wearing short shorts is going to be at the bottom of his list. Remember the #1 rule of the universe: “Men want women’s sexuality, but they can only deal with it when it exists wholly for them. If a woman is sexual about anything other than you in particular, it’s a problem. That’s when she’s a slut.” Clothing fulfills three needs: hygiene, adornment, and decency. We dress in a certain way to keep ourselves comfortable and to ward off illness. Adornment answers our need—greater in women- to enhance the beauty and dignity of our person. Decency ensures proper consideration for the sensitivity of others, especially as this concerns the defense of moral honesty, and to guard against disordered sensuality. Some 5,873 years have passed since Adam and Eve, and it’s still true: clothing beliefs are so deeply-rooted in nature that they cannot be disregarded without provoking hostility. Takla – deliciously delirious TAGBILARAN CITY — A shrimp that is among the world’s fastest and that which produces the loudest sound underwater is now taking the limelight among Bohol eco-tourists of Abucayan Norte in Calape town. The snapping shrimp, or otherwise known as the pistol shrimp – locally known as Takla, grows one claw bigger than the other, and that extra-large pincer is what it uses to bring food to its table. And no, the snapping shrimp doesn’t directly catch its food with its unusually large asymmetrical claws. It catches its food by laying in ambush from its burrow in the mud or reef, once claw on the ready. As soon as its antenna detects fish or food passing by, it inches out of its burrows and fires its weapon: a snap so quick it produces the loudest underwater sounds that stun prey and often killing small fish. Then it drags its often stunned or dead catch to its burrow as a ready meal. The snapping shrimp grows to only 1 to 2 inches (3–5 cm) long. It is distinctive for

its remarkably disproportionate large claw, which is sometimes larger than half the shrimp's body. The claw can be on either arm of the body and unlike most shrimp claws; these do not have typical pincers at the end. Rather, it has a pistol-like feature made of two parts. A joint allows the "hammer" part to move backward into a right-angled position. National Geographic experts claim that the quick snap of its claw, a pistol shrimp stuns prey with a "bubble bullet" that travels as fast as a car. As to its snapping weapon, the shrimp competes with much larger animals such as the sperm whale and beluga whale for the title of loudest animal in the sea, scientific sources revealed. The animal snaps a specialized claw shut to create a cavitations bubble that generates acoustic pressures of up to 80 kPa at a distance of 4 cm from the claw. As it extends out from the claw, the bubble reaches speeds of 60 miles per hour (97 km/h) and releases a sound reaching 218 decibels and the pressure is strong enough to kill small fish, laboratory studies on the pistol shrimp showed. In the mangrove

mudflats of Calape, fishermen catch these snapping shrimps from their burrows using the same weapon these feisty crustaceans use: sound. When a fisherman finds a snapping turtle burrow, it pats on the hole entrance: one that traps air into the water packed burrows and temporarily stuns the snapping shrimp enough for the fisherman to draw deep into the burrow and pick the limp shrimp, which goes into a pail. A long cherished tradition of fishing in Calape, snapping shrimp gathering, or pagpanakla, is now catching the attention of eco-tourists who visit Abucayan, to witness how these delicious crustaceans can be caught. Japan International Cooperation Agency’s Sustainable Environment for Panglao Project establishes Calape takla gathering industry as among the most interesting community livelihood efforts in Bohol. Other than gathering takla, tourists here are also given the chance to pull crab traps or sapyaw and take a boardwalk over a green crab enclosure as they watch how fishermen harvest crabs, clams, and shrimps. Sari-Sari Stores Can’t Sell Medicines THE FOOD AND DRUG ADMINISTRATION has said sari-sari or convenient stores are not allowed to dispense or sell medicines, not even basic drugs for flu or colds. It cautioned the public against purchasing medicines in stores, saying medicines can only be bought from legitimate drug stores or pharmacies that have license to operate. Sariah Oriol, head of the Food and Drug Section, said under Republic Act 6675 or the Generics Act, certified quality drugs can only be accessed in legitimate drug stores or pharmacies. “Without the license, this is a clear violation of the law which can be subject to a filing of a legal case against the establishment,” Oriol said. Oriol also advised the public, especially those

living in far-flung villages, to get basic medicines in health centers or in the ‘Botika ng Barangay’ outlets instead of sari-sari stores. From January to August this year, some 112 out of around 800 establishments in Central Visayas have been served with notice of violation of the Generics Act with some having been padlocked due to gross violation. Majority of these cases are from Cebu, said Oriol. He said common violations are the absence of a license from the FDA to operate and make available in the commercial market drug products and that some food and drug products are not registered while other products alleged to contain certain ingredients but actually do not based on test.

The cases are elevated to the FDA legal office in Manila that will decide and issue the appropriate penalty, whether it be suspension or closure depending on the gravity, disclosed Oriol. Penalties are defined according to three categories, namely criminal, civil, and administrative of which the latter can be decided by the Secretary of Health to either revoke the license of the drug store or ask the Professional Regulations Commission to revoke the license of the medical practitioner. Oriol said penalties stipulated under RA 6675 are amended in RA 9502 or the Universally Accessible Cheaper and Quality Medicines Act of 2008 with more severe penalties specified. (Fayette C. Riñen)
