He said Adona was positively identified from the video taken by security cameras during the raid at the resort. Duterte did not give details of the arrests of the two men or whether they are members of the Abu Sayyaf which the military claimed was behind the daring raid on the resort. But the arrests came after ISAFP traced calls made by the kidnappers from their cell phones in Davao City. Duterte said the hostages were allegedly taken by boat to Sulu, one of five provinces under the Muslim autonomous region, but police and military cannot confirm Duterte’s report that the holidaymakers are being held by the Abu Sayyaf there. Huge rransom ansom The Philippine military did not give any statement about the Abu Sayyaf demands, but it could – just like in the past – stop the operations to allow peaceful negotiations. In October last year, the Abu Sayyaf released two German yachters – Stefan Viktor Okonek, 71, and Henrike Diesen, 55, – after receiving P250 million ransom delivered to Sulu by a private plane under tight military guard. The Germans were intercepted at sea by the Abu Sayyaf on April 25 while heading to Sabah in Malaysia from a holiday in the Philippines. Aboo Rami, an Abu Sayyaf spokesman, has told a radio station in Zamboanga City that ransom was paid for the safe release of the Germans and even posted a photo of the stacks of money on Tweeter. The Abu Sayyaf previously demanded Germany to cease all support to US coalition campaign against ISIS in Syria which is fighting for Islamic caliphate. Western Mindanao is still free from effects of ‘El Niño’ ZAMBOANGA CITY – The Department of Agriculture said Western Mindanao is still free from the effects of global weather phenomenon called El Niño, but it continues to monitor the oceanic and atmospheric conditions that could bring dry spell in the region. Evelyn Academia, of the Regional Operations Division of the Department of Agriculture, said the weather phenomenon is expected to begin this October, but so far there have been no reports of severe dry spell in Mindanao that would affect rice farmers. “So far, we are still experiencing rainfalls, although we expect El Niño to begin this October and probably until January next year and so we are closely monitoring the weather conditions, but we are below normal condition now though we cannot feel it because of the continued

rainfalls in the past weeks,” she told the regional newspaper Mindanao Examiner. This was also confirmed by the Philippine Atmospheric, Geophysical and Astronomical Service Administration (PAGASA) which reported a significant increase in sea surface temperature since April last year. El Niño is characterized by unusually warm ocean surface temperatures in the central and eastern equatorial Pacific and could affect the normal rainfall pattern in the country generally resulting in reduced rainfall. Weather experts said different parts of the country may experience varying rainfall impacts. Edgar Tabal, of the Rice Program Division of the Department of Agriculture, said although rains continue in western side of Mindanao, other areas in the country may be reeling from the effects of warm weather.

He said rice and corn farmers in the region are still enjoying ample supply of irrigation water due to rains. “We are still okay here because of the rains and this keeps farmers happy because they can irrigate their farms,” Tabal said in a separate interview. Tabal said there are at least 120,000 hectares of rice farms and over 136,000 hectares of lands planted with maize in western Mindanao, aside from coconut plantations which can withstand the effects of El Niño, but coconut scale insects. Western Mindanao contributes little to the rice production in the region. The provinces of South Cotabato, North Cotabato, Sultan Kudarat, Sarangani in central Mindanao is considered as the rice granary in southern Philippines. (Mindanao Examiner)

Wreckage of Malaysian plane found SULU – Police authorities in Sabah have ordered an investigation into reports that a Filipino woman discovered a wreckage of a Malaysian plane deep in the forest of southern Philippine province of Tawi-Tawi. Jamil Omar, 46, told Sabah police that his aunt, Sitti Kayam, told him October 8 that a nephew and some friends discovered the wreckage and several skeletal remains still intact while hunting birds on Sugbay in South Ubian town last month. Malaysian media reported that Sabah Commissioner of Police Jalaluddin Abdul Rahman ordered the

probe after Omar told police about the find. The Commissioner was also quoted as saying that the Special Branch would inter view Omar about the wreckage. “There was a skeleton still in the pilot’s seat. The pilot had his safety belt on and the communication gear attached to his head and ears,” Omar, who works as an audio-visual assistant in Sabah, told police authorities. “They were not able to communicate the information earlier since there are no facilities on the island. So, my aunt came to see me.” Police, quoting Omar’s report, said the

Zamboanga City celebrates ‘Hermosa Festival’

OBITUARY Retired teacher Harija Uddin Sahijuan, of Barangay Putik, Zamboanga City and Bonifacio St., Lower San Raymundo, Jolo, Sulu province, died Friday, October 2, 2015 at the age of 88.

ZAMBOANGA CITY – Thousands of people have celebrated the feast of the Virgin Mar y in Zamboanga City which is one of the most awaited and biggest Catholic events in southern Philippines. Mayor Beng Climaco led local officials and residents in the joyous celebration of the annual Zamboanga Hermosa Festival over the weekend. Security was tight and policemen and soldiers were deployed around downtown Zamboanga to ensure peaceful celebration of the event which drew local and foreign tourists to the “City of Flowers.” The Regatta de Zamboanga or vinta (sail boat) racing which was participated by at least 180 fishermen; and the colorful street dancing were two of the most well attended events in the festival. Another event, the Mascota showcased the talents, craftsmanship and creativity of Z a m b o a n g u e n o designers in creating Zamboanga’s traditional wardrobe used during the Spanish era. Locals also trooped to hundreds of stalls put up by travelling merchants mostly from

Luzon and Visayas who travelled to Zamboanga to showcase their products in an open bazaar and this was on top of a regional trade exposition held here. A beauty pageant and parade of lights were among the programs prepared by the local government, including the Chavacano Video Music Festival which was won by Alshamir Aripuddin, who bagged the top awards in all three categories – Song C o m p o s i t i o n , P e r f o r m a n c e Competition, and Music Video – for his song “Para Contigo” (For You). A dance party, Danza La Vida, with disc jockeys from Manila, was also held in Pasonanca village. Residents also feasted on grilled foods held nightly as part of the “Zamboanga Smoke Out – Grilled Food Fiesta” by the seaside. Climaco also welcomed locals who returned home to participate in the Feast of the Nuestra Senora La Virgen del Pilar, the patron saint of Zamboanga. “The Zamboanga Hermosa Festival is a big success and we thanked everybody for this joyous celebration in honor of

the Nuestra Senora La Virgen del Pilar and this reflect this year’s theme Junto y Unido, Celebracion de Harmonia y Buen Amistad,” Climaco said. While locals celebrated the feast of the Virgin Mar y, some politicians took advantage of the festival by guesting on radio and television programs – others went as far as reporting the events themselves – while others joined the crowd for publicity. The festival also featured week-long novena masses, cultural shows, agricultural fairs, art, photo and flower garden exhibits, torch parades, fireworks, and carnivals. It was the biggest and grandest so far in the last decade. Zamboanga City had been under Spanish rule in the past and was also used as a base for American soldiers. The area around Zamboanga Peninsula has been occupied by indigenous people as early as 30,000 years ago. The first inhabitants were the Subanons and Lutaos and later, the Islamized ethnic groups of Samals, Bajaus, Tausugs, and Yakans. (Mindanao Examiner)

Officials said Adana, who was kidnapped from her home on April 6, was freed through the intercession of religious leaders and local officials in Sulu’s Indanan town. Adana was handed over to the provincial government and eventually turned over to

Ten entries in the Sibol Award, or the Outstanding Student Creative Research – High School and College levels, and in the Likha, or the Outstanding Creative Research, competed in the 2015 Regional Invention Contests and Exhibits (RICE). The research study ‘Guyabano Treatment for Urinary Tract Infection’ of students Marida Dalgan, Sharon Caballero, and Majera Santiago was hailed as the regional champion in the Sibol Award – College level. The three are all taking up Bachelor of Secondary Education major in General Science at the Mindanao State University (MSU) – Maguindanao.

A grade 10 student of ARMM Regional Science High School in Parang, Maguindanao, Bataga built a Solar-Powered Power Bank as her entry. She said her power bank was made from recycled materials specifically broken solar panel from a lamp and a rechargeable battery from a damaged power bank. What

she only bought, she noted, was an P18 crayons box that houses the power bank. Her power bank could fully charge an android phone. “I made this so that these junk materials culd be re-used.” The 2015 RICE was part of the regional celebration of the National Science and Technology Week spearheaded by ARMM’s Department of Science and Technology (DOST). It is a nationwide activity conducted in different regions to recognize the creativity of Filipino inventors. Tight security after bombings COTABATO CITY – Government forces have tightened security in North Cotabato and nearby provinces following twin attacks on power pylons that cut off power in many areas there. Captain Jo Ann P e t i n g l a y , a spokeswoman for the 6th Infantry Division, said another explosive planted on a third pylon was also disarmed by troops last week in the town of Pikit. She said the pylons are being operated by the privately-owned National Grid Corporation of the Philippines (NGCP), but it was unknown why it failed to detect or stop the twin bombings which occurred in the village of Batulawan.

Petinglay said each tower is manned by a caretaker who is employed by NGCP payroll. “ These caretakers are responsible for looking after the towers and reporting presence of threat in the area,” she told the regional newspaper Mindanao Examiner. Petinglay said the bombers used 60mm mortars to topple down the steel pylons and that another bomb was discovered nearby. “NGCP towers 44 and 45 were toppled down by improvised explosive devices that caused a three-hour blackout in some areas of North Cotabato, South Cotabato and Maguindanao provinces,” she said. Just early this year,

rebels also bombed and destroyed a power pylon in the town of Pagalungan in Maguindanao province. The powerful blast disabled NGCP Tower 26 near Galakit village and totally cut off electricity in many areas in the province and n e i g h b o r i n g municipalities. The blast affected the 138KV transmission line servicing the area. Paggamit ng Riverbank Filtration, pinagpaplanuhan ng Tagum City DAVAO DEL NORTE – Magiging una sa paggamit sa naturang teknolohiya sa Pilipinas ang Tagum City, na kung saan ay sa Hijo River na kukuha ng supply ng tubig, upang mas marami pa ang maseserbisyuhan sa nasabing syudad. Sa pagpupulong na isinagawa kamakailan ng Tagum Water District

(TWD), aabot umano sa P527 milyon ang kinakailangan upang maisakatuparan ang proyekto. Dalawang ilog na pinagpilian ng TWD – ang Tagum River at ang Hijo River – ngunit sa inilabas na datus ng Philippine National Standards for Drinking Water, lumitaw sa kanilang pagsusuri na maraming mga

nagatibong resulta ang Tagum River at mas mababa rin daw ang water level. Ang teknolohiyang Riverbank Filtration (RBF) na gagamitin ay may diameter na 5 meters – 6 meters, at may lalim na 15 meters – 20 meters, bagaman ang teknolohiyang ito ay hindi na raw bago sapagkat ginagamit na

ang prosesong ito ng mga taga ibang bansa at existing na ng halos 100 taon. Dagdag pa ng TWD, nasa 13 barangay lang umano ang kanilang naseserbisyuhan sa ngayon, ngunit sa tulong ng teknolohiyang RBF ay mas mapaparami pa ang mga lugar na matutugunan sa pangangailangan ng

As our phones increasingly become our go-to devices for capturing these memories, it's important that they can do that to the best of their abilities. It's a simple idea but it works incredibly well. A Better Camera also includes immediate postprocessing, something that is absent in the camera apps from Sony, Samsung and co, and you can record video with real-time HDR. Unfortunately, many of the app's best functions are only available via in-app purchase, so A Better Camera sometimes feels a bit like an annoying free-toplay game at times. However, if you take a lot of pictures, and are happy with a little investment, A Better Camera certainly lives up to its name — and more camera apps should make use of its slide-out grid gesture. a360 U ltimate Camer amera360 Ultimate Camera360 is hugely popular in the Google Play Store. It offers a comprehensive camera app that's capable of pretty much anything. It uses a lens-filter system that can be applied before a picture is taken, meaning you don't have to wait until later to see whether your picture is fixable by adding a cheeky filter. It contains a huge variety of options and effects, even if they aren't all entirely useful. It's easy to use, though, and presents most of the important dials on the same screen, so you can adjust multiple settings at the same time. This is something which other cameras lack, but it's really useful to have everything in one place instead of going through several different

screens. Manual C amer a Camer amera Most camera apps are designed to make photography as easy as possible for the end-user. This results in some Facebook-friendly snapshots, but certainly not professional pictures. Experienced photographers may be more at home with Manual Camera, which provides a range of settings options that most other apps just don't offer. Shutter speed, focus, white balance, exposure compensation – you get to control every detail of your picture. This app also lets you save images in the lossless RAW format, which offers completely new possibilities for further processing. So, if you take photographs pretty seriously, but still want to use your smartphone, Manual Camera is an excellent solution. But beware, the app does require the many new APIs from Android 5.0 Lollipop, so it's currently only available to users who've received the update. ess — E ffect xpr Pixr E Expr xpress Effect ess Expr xpress Pixr Express — Effect Express needs to be used in conjunction with another camera app, because it’s just an image editor. But boy what an editor. You’ll be hard pressed to find more image editing options anywhere on Android; the ones here range from the strange low-poly and fire effects, to the typical gamut of photo fixers and alterations. It has the option of automatic image correction, and adjustments such as heal, focus and splash, it feels like a near-Photoshop level experience. Some of the effects and features are more useful than others, I’m not sure 'stickers' were ever a good idea for photo-editing, but there is plenty to tinker with to get your pictures looking polished. Para bang walang pakiramdam ang iyong buong palad, mula sa hinlalaki hanggang sa pang-apat na daliri? Minsan ba ay humihina ang iyong kamay at nabibitiwan mo ang iyong dinadala? Kung ganoon, baka ika’y may Carpal Tunnel Syndrome. Ang Carpal Tunnel Syndrome (CTS) ay isang sakit ng sobrang paggamit ng kamay, tulad ng mga computer worker, office worker, mahilig mag-type, waiter, karpentero, labandera at mananahi. Ang kababaihan ay mas nagkakaroon nitong sakit kumpara sa kalalakihan. Ang dahilan ng pamamanhid ay ang pagkaipit ng isang ugat, ang Median Nerve, sa lugar ng ating wrist. Ang mga daliri natin ay may mga tendons o litid na tumitigas kapag ginagamit natin ang ating kamay. Kapag nasobrahan ang iyong paggamit ng kamay, namamaga ang mga litid na ito, at puwedeng maipit ang Median Nerve. Dahil dito, namamanhid ang palad. Kung namamanhid ang iyong kamay, magpakonsulta sa isang doktor (surgeon) para malaman kung carpal tunnel syndrome nga ang iyong sakit. Puwede din kasing iba ang sanhi ng pamamanhid sa kamay, tulad ng arthritis o diabetes. Bukod sa mga tips na aking ibibigay, may mga paraan din ang mga surgeons para gamutin ang carpal tunnel syndrome. Mayroong injection ng steroids sa wrist. Maghinay-hinay lang sa iyong paglalaba o pagkukuskus sa bahay. Kung ika’y may kinakalikot o binubuhat, huwag ilagay ang lahat ng bigat sa wrist. Gamitin ang buong balikat at braso sa pagbubuhat. 3. Huwag i-bend ang kamay. Kapag mali ang posture ng iyong kamay, puwedeng maipit ang median nerve. Dapat ay derecho palagi ang wrist kapag nag-ta-type. 4. I-ehersisyo ang kamay. May espesyal na ehersisyo para sa Carpal Tunnel. Itaas ang iyong mga kamay, at ikut-ikutin na parang may binibilog ka. Gamitin ang wrist sa pabilog na aksyon. Ang layunin nito ay mapaluwag muli ang daanan ng naipit na median nerve. 5. Itaas ang kamay habang nagpapahinga. Mas magandang nakataas ang iyong kamay sa upuan o sa iyong dibdib. 6. Ipatong ang kamay habang natutulog. Mahalaga po ito! Huwag ipatong ang kamay sa ilalim ng ulo habang natutulog. Baka maipit ang median nerve. Huwag ding hayaang

nakalawit ang iyong kamay sa tabi ng kama. Ang tamang posisyon ay ang paglagay ng kamay sa ibabaw ng dibdib o ipatong ang kamay sa unan sa iyong tabi. 7. Puwedeng maglagay ng Splint o kalso sa kamay. Kumuha ng isang matigas at pahabang cardboard. Itape ito sa ilalim ng iyong palad at wrist. Ang layunin nito ay para hindi mo maibend ang iyong kamay kapag natutulog. 8. Kapag namamaga at sumasakit ang kamay, lagyan ng ice pack. Kumuha ng yelo. Ilagay sa plastic at ibalot ito sa isang tuwalya. Itapal ito sa iyong wrist ng 15 minutos. Mababawasan nito ang pamamaga ng kamay. 9. Huwag balutin ang kamay. Huwag maglagay ng bandage o wrist band sa iyong kamay. Baka mapigilan lang ang pagdaloy ng dugo sa kamay. 10. Magbawas sa alat sa pagkain at magbawas din ng timbang. Ang asin ay nagpapadami ng tubig sa ating katawan. Dahil dito, puwedeng mamaga ang ating kamay at lalo lang maiipit ang median nerve. Ganoon din kung ika’y sobra sa timbang. Tataba din ang wrist at maaaring maipit ang iyong litid. 11. Puwedeng uminom ng Vitamin B complex. Hindi pa ito tiyak, pero may posibilidad na may tulong ang vitamin B6 para sa mga ugat (nerves). 12. Kapag masakit, puwedeng uminom ng Mefenamic Acid 500 mg capsule. Makatutulong ito sa pagbawas ng sakit at pamamaga. Huwag arawarawin ang gamot sa kirot. Masama din ito sa katagalan. Para makasigurado kung ika’y may Carpal Tunnel, kumonsulta sa isang orthopedic surgeon na doktor. Good luck po!

Linisin ng mabuti ang pusit. Alisin ang malansang bahagi na nasa ulo, alisin ang tinta. Ilagay sa kaserola ang pusit, suka, at bawang. Lagyan ng konting asin at paminta. Hinaan ang apoy, takpan hanggang sa maluto ang pusit. Igisa ang natirang bawang, sibuyas at kamatis. Ihalo ang pusit at sabaw na pinaglagaan nito. Pakuluan ng 5-7 minuto. School kids eager to start saving CEBU CITY- School children from both public and private school nowadays have their own Automated Teller Machine (ATM) Cards, said the Bangko Sentral ng Pilipinas (BSP) which is conducting the socalled Project BRO or BSP Reaches Out, a savings campaign for kids and teens from Grades 1-10. Miguel Angelo VillaReal, president of Bank Marketing Association of the Philippines (BMAP), said it is surprising to note that school kids, from both private and public, already have their own ATM cards. “This might be a status symbol to them, but in the real sense, it is an indication that the adults can educate them about money matters at a very young age,” Villa-Real said. He said Project BRO, since it was launched in July, had already opened 600,000 kiddie accounts nationwide. BMAP is in support to the joint project between BSP and the Department of Education to encourage

early saving habit among Filipinos. Project BRO is among the six key information activities conducted by the Economic and Financial Learning Center of BSP for the public to better understand financial issues. In Cebu, Villa-Real’s group visited three schools - Colegio dela Imaculada Concepcion Secondary and Elementary, Guadalupe Elementary School and Ramon Duterte National High School. BMAP, according to Villa-Real, is the only time that the banks can accept deposits outside. Dottie Bernas, deputy director Policy and Literacy Group of the Financial Consumer Protection Department, said Project BRO is rooted in the concept that saving and financial education should be taught at an early age. “We go to schools, teach and encourage them to spend wisely, save early and save in the banks,” she said. Bernas said they introduced the “Savings Ruler” which can show how much can be saved in a minimum of 30 days if they

set aside P5, P10 or bigger. “It is surprising also that the average baon of schoolchildren so far from among the places we visited is about P50 to P100,” she said. The schoolchildren were also given coin banks and BMAP will return after 30 or 60 days to gather their savings and let them open a savings account. Bernas said the Philippines is comprised of a young population, with the average age around 23. “More than 50 percent are young and children who saved early bring this habit to adulthood,” she said. APEC gears for energy-resilient economies L APULAPU CITY – More players in the energy sector are encouraged as Asia Pacific Economic Cooperation (APEC) members gear for energy-resilient economies, according to the Department of Energy (DOE). D O E Undersecretary Loreta Ayson said one of the major goals of the meetings of Energy Ministers was to improve energy trade and investment in APEC economies. “The role of the private sector is very important as far as putting in place energy projects in power generation and distribution for us to be able to move forward,” Ayson said. The Energy Ministers met recently with chief executive officers of powerrelated companies to see where the latter can place their services and the infrastructure needed to meet the

energy demand in the next years. The need to put up a climate-proof system for the energy sector is the direction of the thrust for resiliency in APEC economies. The Philippines introduced the concept note on energy resiliency considering its vulnerability to natural disasters. “We are doing energy resiliency in our grid areas, we are doing workshops and inviting experts and at the end of the day we hope to put up a manual or a set of documents of best practices so that when calamites or disasters, either man-made or natural, strikes in certain economies these guidelines will be able to help out,” Ayson said. Dr. Phyllis Yoshida, chair of the Energy Working Group, added that the government cannot afford to put up solely the infrastructure to establish resilient energy facilities and

services. “So we meet with industries and CEO’s to get their recommendations and views on what would make the most sense for us to do and to encourage them to work in private public partnership,” Yoshida said. Doris Ho, who heads the APEC Business Advisory Council, said they took the lead in gathering the CEO’s around the region. “We discuss to share with the energy ministers what are the most important things that energy companies can do to achieve those goals of energy resiliency and sustainability,” Ho said. She said that one of the things that they are grateful for are the opportunities from the discussions of the changing world. Bill 2450 passed into a law. Basubas, during the recently-held PMHA convention on “Mental Health for All-Embracing Diversity”, said this law will eventually speak for the “voiceless” sector. “There are no programs and policies designed to protect the mentally ill, prevent mental illness, and promote mental health in the country at present,”

Basubas said, adding, the common types of mental illness include anxiety and depression in almost all sectors. Basubas said that to invest in mental health is also to invest in national development.
