‘Freedom from Poverty Day’ celebration successful Military hunts down killers of mayor, son CAGAYAN DE ORO CITY – The Philippine military has launched an operation to capture communist rebels tagged as behind the killings of a town mayor and his son in Mindanao. Gunmen seized the 53-year old Dario Otaza, the mayor of Loreto town in Agusan del Sur province and his son Daryl, 27, on October 19 in Butuan City. Their bodies were recovered the next day in the village of Bitan-agan, according to Captain Alberto Caber, a spokesman for the army’s Eastern Mindanao Command. Otaza was also a former member of the communist rebel group New People’s Army which is suspected of ordering the killings of the

politician and his son in retaliation to mayor’s support to the government’s antiinsurgency campaign in his town. No individual or group claimed responsibility for the raid, but Caber strongly condemned the killings and blamed the NPA for the twin murders. “The soldiers of 23rd Infantry Battalion, who are part of the pursuing troops in support to the law enforcement efforts, found the bodies of Mayor Otaza and Daryl hogtied with multiple gunshot wounds in different parts of their bodies in Bitan-agan,” Caber said. “The Eastern Mindanao Command condemns these brutal acts of the CPP/NPA.” CPP refers to the Communist Party of the
Philippines, which has been waging a separatist war for many decades now. Last year, Otaza – a member of an indigenous tribe – facilitated the surrender of more than 150 communist rebels, and was instrumental in the delivery of government services to indigenous communities in Loreto town. “The killing of Mayor Otaza and son is purposely to sow terror and to intimidate the peace-loving Lumad communities,” Caber said, blaming the NPA for the numerous murders of tribal leaders who were supporting the military’s campaign in the region, where security forces are battling insurgents. DSWD Director Bai Zorahayda Taha said the event also showcased various local products made by the beneficiaries themselves. “This significant event was highlighted by different testimonies of our partner-beneficiaries that also resulted in massive awareness to the public about how they sur vive pover ty and shared their achievements and success as recipients of this government program for the poor,” Taha told the regional newspaper Mindanao Examiner. She said the success of the celebration was largely due to the monthlong preparation by the 4Ps beneficiaries. DSWD Secretary Dinky Soliman was also present in the celebration and so was South Cotabato Governor Daisy AvanceFuentes. “We have prepared for this a month ahead in order to prepare our beneficiaries to showcase their local products, market them and let the public become aware of the offshoots of their hard work through the help of Sustainable Livelihood Program, a livelihood program for the poor,” Taha said.
Former Interior Secretary Mar Roxas was present in the event along with other government officials and other resource speakers to witness the gain of the 4Ps, spoke on relevant topics that helped advocate programs for the poor. Roxas, who graduated from the Ateneo de Manila University and the Wharton School of Economics at the University of Pennsylvania, worked as an investment banker, mobilizing venture capital funds for Small and Medium Enterprises. In his speech, Roxas spoke on Small and Medium Enterprise Development and urge 4Ps beneficiar ies to continue protecting the integrity of business. “This is our way to escape from poverty. Through the government’s capital fund assistance that comes without interest, you are provided with an opportunity to gain extra income and promote your locally made products. This is a manifestation of your hard work and I affirm that greatness in you,” he told the huge crowd. Roxas also acknowledged the achievements of Cerena Sumatra, a widow and Pantawid Pamilya beneficiary from North Cotabato’s Arakan town who became an empowered mother and
parent leader in their community. practices that foster partnerships and convergence being implemented in her province. “ We have this partnership project with Department of Agriculture and local government units and the farmers and that provide farmers the access to resources of the government to improve productivity and promote food security and just like to the beneficiaries of Pantawid Pamilya in SOCSKSARGEN, the government needs the full cooperation of the partner beneficiaries in order to truly feel the fruits of convergence,” Robredo said. Other beneficiaries also shared their own testimonies which served as an inspiration to the others in the pro-poor program. Alma Lintongan, from Sultan Kudarat province, said: “I have learned many things from being a Pantawid Pamilya beneficiar y. I was chosen as a community health team member in our barangay, I have learned the importance of family planning, and I was also chosen to be the voice of our community by being a member of the Local Poverty Reduction Action Team.” She added: “Pantawid Pamilya has empowered me as a person and I have my strengths and talents. When I became a
recipient of Sustainable Livelihood Program, our family no longer relied from loan sharks or borrowing money with high interest rates because our group was given the chance to avail of capital fund assistance of 190, 000 pesos and now we have a roll back of 106, 000 pesos already that may help other beneficiaries who needed the funds.” Another beneficiary, Chita Sulan, from South Cotabato’s Lake Sebu, said she is also satisfied and happy with the 4Ps. “Hirap na hirap kaming tustusan ang aming pang arawaraw na panangangailangan. Bilang ina ng tahanan, bawat araw ay nag-iisip at nagtatanong at umaasa din na sana makapagtapos kahit isa man lang sa aking mga anak sa college para makaahon sa kahirapan. Hindi nagtagal mayroong survey noong 2009 at nakasali po ako. Napalundag ako sa saya at nasabi sa aking sarili salamat po Panginoon dahil nakita niyo ang aking kalagayan at nadinig ang aking panalangin.” “Ngunit ng dumating ang 4Ps, malaki ang pagbabago ngayon dahil sa programa. Nagpapasalamat ako sa assistance sa edukasyon at sa kalusugan ng aking pamilya. Hindi na ako namomroblema gaya ng dating wala pa ang programa. Tunay na nakakatulong ang programa ng Pantawid

Noralie Gregorio Tin, of Midsayap town in North Cotabato province, said she, too, is thankful to the government’s antipoverty program which is being implemented by the DSWD. “Because of Pantawid Pamilyang Pilipino Program, my self-esteem increased. I am no longer ashamed now. Before, my husband was just the one who decides, but now, I am able to be involved in the decision making within our family,” Noralie said. She said the program has changed her life and provided her family the needed financial aid among that allowed them to better rooms for greater improvements. “The Pantawid Pamilyang Pilipino Program is a blessing which we never ever expected to come into our life,” said Tin, who is now involved in different activities within their community. The event was also supported by the army and troops provided free haircuts among other services. A cultural presentation and other programs were also presented by the DSWD. The DSWD under Taha, with the support of the local government units and other partners, have accomplished more than its target as far as 4Ps is concerned in the region. (Mark Navales)
ARMM creates law enforcement task force COTABATO CITY – The Autonomous Region in Muslim Mindanao said it will establish a task force to intensify law enforcement operation, especially in Lanao del Sur, one of five provinces under ARMM. The decision was made following the killing of Marawi City police director, Superintendent Abner Wahab Santos, on October 17. Members of the Regional Peace and Order Council and Lanao del Sur’s Provincial Peace and Order Council convened in a joint emergency security meeting at the provincial capitol in Marawi City to discuss possible actions that would be taken in response to the incident. Santos was killed while driving his vehicle at Crossing Sarimanok in Barangay Luksa Datu in Marawi City. The victim suffered multiple gunshots on the head and was dead on the spot. Mujiv Hataman condemned the killing saying the police officer’s execution was a “heinous and cowardly act that demonstrates brutality and an utter lack of regard for the value of human life.” Gov. Hataman and Lanao del Sur Gov. Mamintal Adiong, Jr. presided over the meeting and agreed to create the joint task force comprising of the regional and provincial governments, the military, the police, and civil society organizations. Officials who attended the meeting agreed on drafting a resolution defining the structure and tasks of the members of the task force that would address peace and order problems in the region. It was concluded that the killing of the police chief was due to his active involvement against drug syndicates operating in the city and in nearby towns. Lanao del Sur is a component province of
ARMM, with four other provinces namely Maguindanao, Basilan, Sulu and Tawi-Tawi. “Hindi ito ang panahon para magsisihan (This is not the time for us to blame one another). These are all our responsibility, these are all our accountability,” Gov. Hataman said. Haroun Al-Rashid Lucman, ARMM Vicegovernor; Col. Roseller Murillo, 103rd Infantry Br igade Commander; and Chief Supt. Ronald Estilles, ARMM’s regional police director, also attended the meeting. Gov. Hataman urged the active participation of the general public to secure peace in their respective communities. “ The success of the government’s mandate on peace and security depends on the participation of the community,” he said, adding, the councils will also create a ‘Special Investigating Task Group Abner’ that will further investigate the killing. policemen and soldiers were deployed around downtown Zamboanga to ensure peaceful celebration of the event which drew local and foreign tourists to the “City of Flowers.” The festival also featured week-long novena masses, cultural shows, agricultural fairs, art, photo and flower garden exhibits, torch parades, fireworks, and carnivals. It was the biggest and grandest so far
in the last decade. Zamboanga City had been under Spanish rule in the past and was also used as a base for American soldiers. The area around Zamboanga Peninsula has been occupied by indigenous people as early as 30,000 years ago. They also joined the unveiling of the Yes for Peace rock marker at the University of the Philippines. Arthur J. Tariman, convenor of the Victims of Injustice, Criminality and Terrorism in Mindanao (VICTIM) for brevity, a nongovernmental organization committed to justice, peace and development, said: “In the light of the armed conflicts among some Lumads of Mindanao brought about by the communist insurgency, we in VICTIM support for the call for Kahimunan or dialog among the warring members of clans and tribes of Mindanao.” He said the dialogue will result to a peace pact among the clans and tribes and eventually end the violence. “Our Lumad brothers and sisters are entitled to peace – kapayapaan or kalinaw or kalilintad – as they used to be centuries ago. It is their right and our right as humans and we therefore declare without any mental reservation our unequivocal support to the call for Yes for Peace - asserting peace as a human right.” Datu Javier Sabas Abasolo, of the SabasBocales clans of the Manobo tribe in Mindanao, who was also present at the JMCIM event, narrated that their ancestral domain sits in the vicinity of Mount Tikbayon in the boundary of the Surigao del Sur and Agusan del Sur where New People’s Army and government troops and their supporters are battling each other. He said the rebels have encroached in Mount Tikbayon and imposed its will on tribesmen and civilians which divided the tribe between pro and anti NPA. “Being native to the place there is no better people than us to aspire for peace – lasting peace – in the area around Mount Tikbayon. Yes we are Lumad, but we are also humans and it is our right at such to aspire for peace. And there is no fitting forum but here and we now declare our unconditional support for peace, a peace with justice.” Abasolo said with the historic unveiling of the Yes for Peace rock, “I, as representative of the SabasBocales clans express our unequivocal support to declare the aspiration for peace as a human right.” Brother Danilo Cuarteros, of the JMCIM, said in coordination with the Commission on Human Rights, the results of follow through activities shall be publicly announced during the celebration of International Human Rights Day on December 10. Tens of thousands of people joined the anniversary celebration held at the Amoranto Stadium in Quezon City. Pastor Almeda led the prayer warriors in successfully fasting, praying and negotiating for the release, without ransom, of the hostages. The incredible survival and strong faith in God of Pastor Almeda’s group that led them to freedom and the miracle that also changed the hearts of many Abu Sayyaf members and their leaders is also in a book “Miracles in Moroland” written by American author and evangelist Sam Smith. The book was launched this year by evangelist couple Luke and Annalissa Smith together with Brother Cuarteros and Hermie Limpin, who was also with the group of Pastor Almeda, when Abu Sayyaf rebels seized them in Talipao town during the historic peace mission. Sa bawat taon, 600 Pilipino ang namamatay sa rabies, at 100,000 naman ang binabakunahan laban sa rabies. Ang rabies ay nakukuha sa laway at ihi ng aso, pusa, daga at paniki. Kapag tinamaan ang pasyente ng rabies, maghihintay pa ng 3 hanggang 8 linggo bago magkakaroon ng sintomas. Ang sintomas ng rabies ay ang pamamanhid sa lugar ng sugat, pagwawala, paglalaway at paninigas ng mukha. Tandaan: Kapag nagkaroon na ng sintomas ng rabies ay mahirap na itong gamutin. Dahil dito, kailangan nating maagapan ang lahat ng kagat ng aso at pusa. First-Aid Sa Kagat Ng Aso at Pusa: 1. Hugasan ang sugat gamit ang sabon at tubig sa loob ng 10 minuto. 2. Lagyan ng povidone iodine ang sugat. Huwag lagyan ng ointment o takpan ng masikip ang sugat. Gusto nating lumabas ang laway ng hayop na posibleng may dala ng rabies. 3. Tandaan: Huwag lagyan ng bawang, suka, patis o toyo ang sugat. Hindi ito nakagagamot at

Obserbahan ang aso ng 10 araw. Kapag walang nangyari sa hayop,
ang ibig sabihin ay wala itong rabies at ligtas ang pasyente. 3. Kapag malalim ang kagat ng aso, o nakagat sa bandang mukha o leeg, kailangan agad bigyan ng bakuna at gamot ang pasyente. Dalhin agad sa mga nabanggit na ospital. Tips Para Makaiwas Sa Rabies: 1. Para makaiwas sa sakuna at makasakit ng ibang tao, pabakunahan ang inyong mga alagang aso. 2. Huwag hayaang makawala ang aso at lagyan ito ng tali. 3. I-report ang gumagalang aso sa awtoridad. 4. Kapag naglalakad sa kalsada, magdala ng payong para may pangtaboy kayo ng aso. 5. Huwag hayaan ang bata na maglaro sa hindi ninyo alagang hayop. 6. Huwag guguluhin ang mga hayop habang sila ay kumakain, natutulog o nag-aalaga ng kanilang anak. 7. Kapag may sugat kayo sa katawan, huwag hayaang dilaan ng aso ang iyong sugat at baka mahawahan ka ng rabies virus. 8. Sa mga nag-aalaga ng hayop, puwede kayong magpabakuna na laban sa rabies. China silent over killing of 2 consulate officials CEBU – The Chinese Embassy remains silent over last week’s killing of two consulate officials and the wounding of Consul General Song Ronghua who were all shot by another Chinese official inside a restaurant here.

Local police identified the slain Chinese officials as Sun Shan and Hui Li. The victims were inside the Lighthouse restaurant when the suspect Li Qing Liang shot them with a pistol following an argument. The shooting was recorded by a security
camera in the restaurant. The shooter and his wife Gou Jing were both arrested by the police following a pursuit operation. Chinese officials did not release any statement about the shooting or the motive of the attack. (Cebu Examiner)

THE BUREAU of Customs has formally deputized representatives from the Sugar Regulator y Administration (SRA) and Sugar AntiSmuggling Office of the Sugar Alliance of the Philippines (SASO) in an effort to intensify its efforts in curbing sugar smuggling in the country. In a memorandum order signed by Customs Commissioner Alberto Lina, SRA’s Luisito Malagkit and SASO’s Manuel Lamata and Edgard Lumanog were deputized to act as industry-expert advisers of the Office of the Commissioner on matters that will help
curtail sugar smuggling. In a statement, Lina said the illicit trade of sugar has placed an increasing burden on Customs and the industry itself. “We recognize that in order to combat it more effectively, we need to work closely together with the experts in the industry through close co-operation and consultation, using information to zero in on smugglers,” Lina said. Lina said he instructed all officials and employees to extend their assistance to these representatives, and provide the necessary support and cooperation
to ensure that the success of the partnership of BOC, SRA and SASO in curbing sugar smuggling in the country. The SRA and SASO have repeatedly called on Malacañang expressing their serious concern over the entry of smuggled sugar from Thailand to the Philippines in recent months. BOC and representatives of SRA and SASO recognize that this memorandum is the first step in the development of operation measures and will be reviewed and improved as necessary.
PDEA releases advisory on psychiatric drugs prescription THE PHILIPPINE Drug Enforcement Agency has issued an advisory stating that prescription of psychopharmacologic, or simply referred to as psychiatric drugs, does not require S2 license of the prescribing medical practitioner. “This is to inform the general public that psychophar macologic drugs such as Flouxetine, S e r t r a l i n e , Chlorpromazine, Haloperidol, Olanzapine, R i s e p r i d o n e , Carbamazepine, Valproate, Biperiden and
Diphenhydramine are not classified as dangerous drugs hence, prescriptions of these drugs can be done without the need of an S2 license of the prescribing medical practitioner,” PDEA Chief Arturo G. Cacdac, Jr. said. The advisory came after Cacdac received a report from PDEA Compliance Service Director Helen Maita Reyes, saying that some medical doctors in the rural health units have complained that their prescriptions of some psychiatric drugs were not
dispensed by local and community pharmacists due to non-indication of their S2 license in the prescription. PDEA stated that only medical practitioners, to include attending physicians, dentists and veterinarians with legitimate S2 License issued by PDEA, through its Compliance Service, are authorized to prescribe to patients any dangerous drugs preparations, for legitimate medical purposes.
APEC meet in Cebu ends LAPU-LAPU CITY— The Energy Ministers Meeting of the 21 member-economies of the Asia Pacific Economic Cooperation has concluded last week with the signing of the Cebu Minister ial Declaration. Department of Energy Acting Secretary Zenaida Monsada said the Cebu Minister ial Declaration contained all the workable recommendations made by the energy ministers. She said at the heart of their discussion was the implementation of energy resilience to better the economy.
