Land conflict triggers war COTABATO CITY – A clan war erupted between Moro rebels and villagers in North Cotabato province in southern Philippines last week and authorities say land conflict triggered the violence. It said the clashes broke out in Buricain village in Pigcawayan town where rebels and followers of Abdula Maracuar had been fighting sporadically following the killing of a 16year old John Paul Maracuar. The teener was shot dead by rebels under the 105th Base
Command of the Moro Islamic Liberation Front which signed a peace deal with Manila last year. Dozens of civilians have already fled their homes for fear they would be caught in the middle of the fighting. Both groups were fighting over control of ancestral domain in the area with the protagonists claiming ownership over a vast tract of land. It was unknown if there were casualties in the fighting. There was no immediate statement from
the rebels, but the MILF had been involved in similar clashes in the province and nearby areas. In September, at least 5 people were wounded when MILF gunmen attacked civilians in the village of Lutayan in Sultan Kudarat province that military officials said stemmed from a land conflict between the two groups. Among the wounded in the attack were village officials. Despite the peace accord, the MILF still holds a huge arsenal of weapons
and thousands of its members are also armed. In 2008, hundreds of MILF rebels attacked several towns in southern Philippines after a Muslim homeland deal with the government failed. Gunmen went on a shooting rampage and pillaged villages in the towns of Kolambugan, Bacolod, Maigo, Tubod and Kauswagan as they advanced to other areas in Lanao del Norte, Sarangani and Sultan Kudarat. RBOI-ARMM registers additional P600-M investment for 2015 COTABATO CITY – The Regional Board of Investments in the Autonomous Region in Muslim Mindanao (RBOI-ARMM) registered P600 million worth of investments at the start of this year’s fourth quarter creating at least 250 jobs for the region. These investments were from the Maguindanao Energy Farms Inc. (MEFI) based in Simuay, Sultan Kudarat, Maguindanao and Matling Industrial and Commercial Corp. (MICC) operating in Matling, Malabang, Lanao del Sur. MEFI invested P400 million for a 474-hectare napier grass plantation. The plantation with production capacity of 256,133 metric tons per annum will be used to supply the fuel needs of Lamsan Power Plant,
which is also located in Simuay. Napier is a highly valued industrial crop, a good source of biomass energy, which will naturally regenerate after a reasonable length of time. Lawyer Ishak V. Mastura, RBOI-ARMM chairperson said the addition of MEFI on the list of existing renewable energy projects registered with this office signifies a growing number of investors in alternative sources of energy such as biomass. “Such projects are included in the 2014-2016 ARMM Investments Priorities Plan that promotes and supports economic activities for sustainable and clean sources of energy and to secure power supply for the future. About 23% of total investments from 2012 to the present in ARMM are into renewable
energy,” Mastura said. MICC, on the other hand, invested P194 million for an expansion and modernization project by setting up a new cassava starchmilling plant. The new plant is expected to yield approximately 13,216 metric tons, or 260,000 bags annually. MICC is one of the pioneering and most enduring cassava starch companies in the country, which was established in September 1928. As of the third quarter of 2015, RBOI-ARMM registered a total of P6 billion investments, the biggest in the history of ARMM. Regional Governor Mujiv Hataman said “investments will continue to come in the region as long as there is sustained peace and stability.” (Bureau of Public Information)

Mayor orders probe on Zambo fire ZAMBOANGA CITY – Mayor Beng Climaco has ordered an investigation into the fire that killed 15 people in Zamboanga City. The fire hit a market site in downtown Zamboanga last week that burned down more than 300 stalls and injured over a dozen people. Fire fighters battled the flame for about three hours and
when the smoke cleared, 15 people - mostly Muslim traders - were dead. Climaco said the tragedy also left P8 million in properties up in smoke. She said an initial report pointed to a stall owned by Mannan as the origin of the fire which quickly spread throughout the block in a busy area called Magay. “We are saddened by
this incident where 15 people were killed and we have ordered an investigation into this tragedy,” she told the regional newspaper Mindanao Examiner. ARMM appoints new RPMA head
COTABATO CITY – The Regional Ports Management Authority in the Autonomous Region in Muslim Mindanao (RPMA-ARMM) was turned-over to its new officcr-in-charge (OIC) Ersan Imban Warad in a ceremony held recently in Cotabato City. Warad serves as OICgeneral manager of the agency by virtue of an appointment signed by ARMM Governor Mujiv Hataman effective October 26. Lawyer Laisa Alamia, ARMM executive secretary, led the ceremony, which was attended by port managers in the region and RPMA-ARMM’s staff. Alamia said she is confident Warad will manage the agency well. RPMA-ARMM’s outgoing general manager Hanie
Bud stepped down to pursue another career. Bud served as the chief of the agency since 2012. Warad, a Yakan native from Maluso town in the province of Basilan, served as the agency’s assistant general manager for admin and finance since 2013. “We will continue what our former general manager (Bud) had started,” he said. He reiterated that the agency will enhance the delivery of safe, efficient and effective ports services in the region. The RPMA-ARMM is mandated to integrate the policy of the National Ports System in managing, administering, and operating all ports in ARMM. As of October 2015, RPMA-ARMM generated
about P12.3 million in revenue collections from seaport operations. The figure is expected to increase by the end of the year exceeding the agency’s target of P12million for 2015. R P M A - A R M M operates the base ports in Jolo in Sulu; Bongao in Tawi-Tawi; and Lamitan City in Basilan; as well as the sub-ports of Siasi in Sulu, Maluso in Basilan, and Mapun, Sitangkai and Sibutu in Tawi-Tawi. It also exercises regulatory powers in six private ports/wharves operating in the region. “We in the RPMAARMM aim to align and be competitive with all ports in the national and regional maritime transport chain,” Warad said. PAGADIAN CITY – Philippine authorities are investigating a British national for allegedly operating an online pornography site in Pagadian City in the southern province of Zamboanga del Sur. The Briton, Peter William Cannel, was arrested last week after police agents raided his rented apartment in Rosario Homes Subdivision in Dao

Police also seized a shotgun and a pistol, including ammunition, and dildos from Cannel’s apartment, according to Chief Inspector Arnold Ventura, head of the Criminal Investigation and Detection Group. Ventura said the foreigner was arrested following several complaints from the parents of Cannel’s victims. “Cannel is facing
criminal charges for violating Philippine laws on anti-child pornography and illegal possession of firearms, among others,” the police officer told the regional newspaper Mindanao Examiner. Difference Between Muslims and Arabs OFTENTIMES, Muslim and Arabs are being stereotyped as belonging to each other’s group. Many believe, to this date, that Muslims are Arabs and Arabs are Muslims. However, this is not always the case. Muslims are individuals embracing the religion Islam, hence Muslims are part of a religious sect. Arabs on the other hand are individuals that dwell or own
the Arabian or Arab regions. Thus, they form a specific internationally known nationality. They speak the Arabic (Arabian) language and can choose whatever faith or religion they plan to follow. On the other hand, Muslims can have native tongues of almost any language in the world. Perhaps the reason why the terms Arabs and Muslims get intertwined
frequently is the fact that the Arab region is the cradle of religion. It is where most religions had begun to sprout, which includes Christianity and Islam; not to mention Mohammed (Islam’s prophet) to be of Arabian decent. Yet, it must be noted that an Arab citizen can be of any religious order like: Jewish, Islam and Christianity. Hence, this gives birth to Christian

MANY people from the Philippines have asked me to comment on the latest 'under fire' news of the actors who have worn Arab attires during a Halloween TV show. It seems that some Filipino Muslims believe that wearing the Arab attire by Non Muslim actors was disrespectful to Islam and Muslims. So here is my say: 1. First of all, Muslims should have not watched that show in the first place smile emoticon - Halloween TV show? Seriously? 2. This attire is not an Islamic dress code that Muslim men MUST wear [unlike the Hijab and Niqab for women which does not know cultures or regions], however the white Thowb, red scarf and black ring are attire known for Saudi men and it is NOT an Islamic requirement for Muslim men to wear at all. In fact, sometimes I am wondering why Non Arab Muslims are wearing it! So if anyone should get offended, it should be the Saudis and not the Filipino Muslims. [Unless the conversation during the show was offensive and disrespectful to Islam] 3. Don't we have a "World Hijab Day" where some Muslims themselves will be asking Non Muslim ladies to try on the Muslim dress code? Why this seems to be different? Why this seems to be Ok for the Muslims? 4. Sayyaf threatens to kill ‘Samal’ hostages imagery of terrorism to profit from kidnapping.” “I think these guys are common thugs, there’s nothing Islamist about it,” Abuza said. Abu Sayyaf’s recent pledge of allegiance to ISIL was nothing more than an attempt to gain international media attention and “raise the ante,” he said. Abuza further said that he believes Abu Sayyaf has been watching ISIL videos in order to mimic them. “They’ve been online, they’ve seen things, they’ve stepped up their game,” he said. The report said while the video had the look of one by ISIL, the demands were tellingly focused solely on money rather than Western foreign policy or military deployments. The hostages will be an early challenge for incoming Prime Minister Justin Trudeau and his Cabinet appointees in the public safety and foreign affairs portfolios. Canadian E mbassy Embassy The Independent Strategy and Intelligence Study Group, citing unnamed sources in the Philippines’ National Intelligence Coordinating Agency, claimed that one of the Canadian hostages contacted the Canadian Embassy in Manila to give
proof of life and to inform his country’s Ambassador that all of the hostages are alive. It said the Abu Sayyaf – Tanum Group has informed the Canadian government that they will start beheading hostages if the military does not cease their combat operations on Sulu – specifically mentioning the ongoing artillery barrages occurring near their positions. “The threat is a hollow one for the simple fact that ASG -Tanum Group wants to get paid. The reason why they issued the threat is because they know Canada is a weak nation that will cave into their demands. With that in mind, ASG is banking on the Canadian government responding by pressuring the Government of the Philippines into ceasing military operations on Sulu,” said Independent Strategy and Intelligence Study Group. The Philippine military has not released any statement on the Abu Sayyaf demand and its threat to kill the hostages, but security forces continue its operation against the rebel group in Sulu and that several clashes had been reported in the past recent weeks. 128 women finish literacy, livelihood skills training in Sulu SULU – Some 128 women have finished literacy and livelihood skills training conducted by the Sulu Provincial Women Council Center in partnership with the Alternative Learning System of the Department of Education and the
provincial government. Hajja Nurunisah Tan, head of the Sulu Provincial Women Council Center, praised those who attended and finished the seminars. She emphasized that the learning and skills acquired in the training are avenues

Britons, Australians told to stay away from Southern Philippines CAGAYAN DE ORO CITY – The British and Australian governments have warned their citizens in the Philippines to stay away from Mindanao because of high threat from terrorism and kidnapping in the restive region south of the country. In an advisory, the Foreign and Commonwealth Office (FCO) has told its citizens no to travel to southern and western Mindanao because of on-going terrorist activity and clashes between the military and insurgent groups. It advised citizens
against all, but essential travel to the remainder of Mindanao for the same reasons. “There is a high threat from terrorism, including kidnapping. Information as of late October 2015 indicates that kidnap for ransom groups may be planning operations in North Mindanao including the islands off the coast,” FCO said. The latest advisory came out after Abu Sayyaf rebels released a video of four hostages – Canadians John Ridsdel and Robert Hall and his Filipino girlfriend Maritess Flor; and
Norwegian Kjartan Sekkingstad – and threatened to kill them their demand for $100 million ransom is not paid. No deadline was provided in the video for the demand to be met. The four were kidnapped September 21 from the upscale Holiday Oceanview marina on Samal Island off Davao del Norte province and brought them by boat to Sulu, one of five provinces under the Muslim autonomous region. In the video, the rebels also displayed the flag of the Islamic State of Iraq and the
Levant in the background as they chanted “Allahu Akbar” or God is great. Last year, more than 133,000 British nationals visited the Philippines. Australia also warned its nationals to take extra precautions while in the Philippines, saying since last month, militants may be planning a kidnapping operation in North East Mindanao, including the islands off the coast. It said resorts in the area are being notified to take extra precautions. “We advise you to exercise a high degree of caution in the Philippines
due to the high threat of a terrorist attack and the high level of crime. You should pay close attention to your personal security at all times. Monitor the media and other sources about possible new security risks,” it said, adding, “Terrorist attacks could occur at anytime, anywhere in the Philippines, including in Manila. Driven by horrific memories, Yazidis prepare to reclaim their homes from ISIS ON AN abandoned chicken farm, a few dozen Yazidi volunteers in mismatched uniforms go through their drills. They are training for an offensive they have long dreamed of: to reclaim the town of Sinjar, their home until ISIS stormed in. The world watched in horror last year as some 50,000 Yazidis scrambled up Mount Sinjar in northern Iraq to escape the ISIS onslaught. Many more hundreds were massacred, while teenage girls and women were sold into slavery. The volunteers at the camp have horrific stories to tell -- of their escape, the monthslong battles with ISIS that followed, the relatives they lost or who are still missing. So do the many Yazidi families still camping on the mountain. Some 5,000 Yazidi fighters have been mobilized under the command of the Kurdish Peshmerga to take the battle to ISIS. Most are farmers; a very few have military experience. 'W e withstood a huge 'We enemy' The commander of the front-line position at the village of Hardan is 66-year old Kheiru Khalaf, whose tired eyes hint at the constant battles of the last year. "We need international support, we need heavy weaponry, especially now," he said. "We stood against ISIS with nothing but machine guns. We withstood a huge enemy and stood strong. We need your help." In the skies above their camp, there's the quiet hum of U.S. F-16s at high altitude as they look for targets in Sinjar and nearby Tal Afar -and try to destroy ISIS positions before the treacherous ground offensive begins.
A few hundred meters away is a village still held by ISIS. The Yazidis' front line is frequently hit by mortar fire. The day after we visited the camp, two vehicle suicide attacks were launched against it. Both vehicles were destroyed before they reached the Yazidis' positions. Around the camp the tunnels and fortifications that ISIS built are still visible. So are reminders of the atrocities it committed here. Just behind the front lines, the disturbed earth is dotted with remnants of clothing, even part of a scalp. It was here, according to the Yazidis, that 150 women and children were murdered and dumped into a mass grave. Some were months old; some were 80. A few roses flutter in the breeze under the blue autumn sky; but otherwise an eerie silence hangs over the site. For the fighters at this position, the site of the massacre feeds their loathing for ISIS and their impatience to advance. But they know the way ahead will be bloody. Peshmerga commanders estimate some 300 ISIS fighters are still inside Sinjar and likely plan to die there. They also believe they will encounter hundreds of landmines and booby traps. Str ategic location trategic Sinjar is an important prize in the battle against ISIS because it sits on the main highway between the city of Mosul -- ISIS' crown jewel -- and its territory in Syria. Cut this route and ISIS would find it much more difficult to resupply Mosul. The "caliphate" would almost be split in two. The Yazidi fighters have a small collection of antique rockets; we are shown one made in Yugoslavia in 1957. But they do have some

Another is Michael Ibrahim from California, a muscular former soldier who served in Iraq with the U.S. Army's First Infantry Division. He felt impelled by media coverage of the Yazidis' plight to come to northern Iraq. "They're facing a grim reality of a well-supplied, well-armed, well-trained enemy and they're doing their best," Ibrahim told CNN. "These people are fighting to save families and to keep their homeland from a really great evil. And it really hit home to me, it really hit the heart and I had to come
out," he said. The wide plain that straddles the Iraqi-Syrian border is dotted with destroyed buildings. Some were the homes of Yazidis -blown up by ISIS or struck by the mortars and Katyusha rockets it rained down on the quiet farming villages during its lightning advance in the summer of 2014. Others were ISIS command posts struck from the air when Kurdish forces retook this area last December. On the roadside near Hardan sits the rusting hulk of a Humvee -- given to the Iraqi Army by the United States, seized by ISIS and then bombed by the U.S. Air Force. 'G od's will' pr otected 'God's protected Yazidis' holiest shr ine shrine The one village that ISIS did not capture here is Sharaf al-Din. Today, Yazidis are returning here -- homes are being repaired and electricity has been restored. But for four months, a couple of dozen fighters with AK-47s held off wave after wave of ISIS attacks, including a suicide bombing by a Chechen. They had little to eat, could only contact each other by shouting, and had to climb into the mountains to retrieve the occasional airdrop of weapons and ammunition from the Kurds. Asked how they resisted for so long, Khalaf gestures to the Yazidis' holiest shrine, which sits on the hill behind the village. A gleaming conical building, it stands on
a site that's the gravesite of the religion's founder. There has been a shrine at the site since 1274. "It was God's will. Daesh wanted to destroy our temple," he says, using the Arabic acronym for ISIS. But the temple, and Khalaf, survived the onslaught. In the nearby village of Snuny, a man named Nuri told us that if ISIS had succeeded in seizing the village and destroying the temple, it would have been as though they had taken all of Sinjar. "It would have been like Israel taking control of the Kaaba," the holiest shrine in Islam, he said. "It's the birthplace of our religion." On barr en mountaintop barren mountaintop,, 'w e rreally eally want to go 'we home' As the Yazidi men prepare to retake Sinjar, hundreds of women and children endure on the barren, windswept mountain above, crammed into tents with nothing but tarpaulins to keep out the rain. Among them is Buha Sabri, a slight 30-year-old surrounded by her nine daughters. "The mountain is so cold. You can see, there is nothing up here," she told CNN. She worries that even though her children escaped ISIS, the winter cold may claim them. Buha has other worries
as well. Her sister and two teenage nieces were seized by ISIS. She has no idea where they are and prays they are still alive and not somewhere in the ruins of Sinjar. Other Yazidi families relate tales of the brainwashing of their children in ISIS captivity. "We really want to go home to Sinjar. The thought of going home makes us happy, but more important to us are our girls," Sabri said, cradling the youngest of her children. "Where are they? Will they take them even further away? Will they be caught in the fighting?" Throughout the centuries, the Yazidis have been persecuted by one group after another. "Seventy-five times we have been massacred," Khalaf said. "Once we were 48 million people. Now there are 1 million of us." On the front lines at Hardan, as we prepared to leave, one of the Yazidi fighters began reciting a poem -- half-verse and halfsong. Soon he had a chorus. The verses spoke of lost honor, slaughtered wives and sisters. Empty homes left behind. TECH TIPS: How to stop Android apps running in the background THE HUNT is on for background apps. But before we go on an app massacre, let's remember that many apps run in the background for good reason: they are syncing, providing location data or otherwise doing what they were designed to do. But not always. If you want to know which apps are running excessive background processes or you want to stop apps from running in the background entirely, then we'll show you how. Process stats and batter y usage battery First of all, if you want to know which apps are running background processes and how power hungry they are, both in terms of processing power and impact on battery, Android has these monitoring options built in. - Enable Developer Options by going to Settings > About Device and tapping the Build number until you are notified that Developer Options have been enabled. - Go to Settings > Developer options > Process stats to see how much of the time your key apps are running. Tap any app to see how much RAM it's using. - Next, go to Settings > Battery then tap the individual apps to see how much battery they're using. using. If you can see no logical reason for an app you know well to be running in the background, then you should probably close it. As a general, you should leave most apps/ services starting with the word 'Google' running. So DON'T STOP THE FOLLOWING APPS (really essential services won't let you force stop them anyway): - Google Search, Google Play services, Google Contacts Sync, Google Keyboard, Google Play Store In the Process stats list, you should have a pretty good idea of which apps you want to leave running in the background simply by knowing how much you use them. The list is a good place to stop bloatware from running (like Moto Care, which you see in the picture), or services you might not use like Google Play Music. How to disable disable,, stop and uninstall backgr ound background apps If you have an app that you think is using an unreasonable amount of processor power or seems to be running in the background way more than it should, then you can either: - Disable it in your App Manager by going to Settings > Applications > Application manager, tapping the app, then tapping Disable. - Since the Lollipop update, you can close recent apps easily by tapping the Recent Apps navigation button on your phone (to the right of the home button), then swiping left or right to close
apps you ran recently. - Delete it from your phone by going to Settings > Applications > Application manager, tapping the app, then tapping Uninstall - Or Force Stop it by going to Settings > Applications > Application manager, swiping right to the Running tab, tapping the app, then tapping Force Stop Remember, if you have no clue what an app or service is, then you probably shouldn't stop it, unless it's using up a lot of RAM or battery, and you don't mind risking your phone crashing. Greenify Greenify is an app hibernation app, letting you put apps to sleep when you're not using them. It's basically an automated version of force closing or disabling apps every time you stop using them and then turning them back on when you need them. But doing that manually is a pain. Hence Greenify is one of the best app management apps around. To get the full benefits of Greenify you need root access, and we have guides on how to root your Nexus 5, HTC One M8 and Galaxy S5, among other phones. Just search for them at AndroidPIT. Non-rooted users, for example, won't be able to automatically hibernate apps, but can simply flick a widget switch to put your apps to sleep (not a bad fix if you don't want to root your device). DSWD says ‘Listahanan’ stickers have no money value THE DEPARTMENT of Social Welfare and Development in Central Visayas has clarified that the “Listahanan” sticker does not have monetary value. DSWD Regional Director Mercedita Jabagat said they received reports in Cebu that people are expected to be given cash worth P40,000 to P70,000 once they have the Listahanan sticker. “The sticker is proof that the household is already assessed by DSWD which is the sole purpose of the sticker. We would like to request the public not to immediately believe any kind of stories and to stop making stories which could cause confusion among community residents,” Jabagat said. “Even if the household was already assessed, it does not mean that it will automatically become a beneficiary of any government program,”

Households with estimated incomes that are equal to and above the latest provincial poverty thresholds will be considered non-poor and those with estimated incomes falling below the poverty thresholds will be considered poor. “Once the household is identified as poor, they will become potential beneficiaries for various social protection programs of the government like the Pantawid Pamilyang
Pilipino Program. However, their inclusion in the programs still depends on the programs qualifications or criteria,” Jabagat said. Aside from being identified as poor from Listahanan, a Pantawid Pamilya progam partner beneficiary must have children aged 0-18 or have a pregnant family member at the time of the assessment and must be willing and able to comply with the conditionalities of the program as part of their co-responsibilities.
It was the second quarter of this year that DSWD conducted the Listahanan second household assessment, according to DSWD Listahanan Information Officer Kerwin Macopia. Macopia said DSWD deployed enumerators in the field to gather socioeconomic information to objectively identify who and where the poor are and after the household is assessed, the enumerator will then post the proof of assessment sticker. The data on the website shows the list of fund releases disaggregated per year and per implementing agency and another list of fund releases disaggregated per year and per implementing agency with details, such as Special Allotment Release Order, purpose, and fund source. “The DBM communicates honestly and openly at all times regarding the fund releases we make pertaining to programs and projects of the government. Here are the facts on how much public funds we have released for Yolanda projects so far and where we sourced them in the budget for the years 2013, 2014 and 2015,” said Budget Secretary Florencio Abad. Abad said these fund releases were charged against various funding sources in the General Appropriations Act for fiscal years 2013, 2014 and 2015. “The scale of the damage is unprecedented. And given that it was unforeseen, the total amount needed for the reconstruction efforts is not something that can be accommodated within the Calamity Fund. So we needed to find various funding sources within the budget,” said Abad, adding that the government moved to implement various measures to source funds for Yolanda response. These measures include: extending the validity of the 2013 Budget to June 2014 via Joint Resolution No. 1; passing the Supplemental Budget in 2013 and allocating P14.6 billion in Calamity and Quick Response Funds to rebuild areas hit by Yolanda and other disasters; passing the Supplemental Budget in 2014 and allocating P10 billion for emergency shelters and permanent housing. And introducing the Reconstruction and Rehabilitation Program, with a total of P21 billion in 2014 and 2015, for rebuilding efforts; doubling the Calamity Fund, from P7.5 billion in 2013 to P13 billion in 2014 and to P14 billion in 2015; introducing the so-called "Build Back Better" policy not only to restore normalcy for Yolandaaffected communities but also make them more resilient to disasters; and leveraging the use of excess revenues to fund rehabilitation activities. Abad also said that a total of P46 billion is allocated for Yolanda projects in the proposed 2016 budget. This amount, he said, is composed of P18.9 in Special Purpose Funds and P27.3 billion lodged in agency budgets. The amount of P18.9 billion is for the Yolanda Rehabilitation and Reconstruction Program, the master plan to build back better infrastructure, livelihood support, resettlement, and social services. This amount is part of the P38.9-billion National Disaster Risk Reduction Management Fund, a Special Purpose Fund in the 2016 budget. In addition to the P18.9-billion YRRP, the amount of P25.6 billion was lodged in the budget of the National Housing Authority for the construction of housing units for Yolanda victims. Meanwhile, the amount of P992 million was lodged in the budget of the Local Water Utilities Administration and the amount of P660 million was lodged in the budget of the National Electrification Administration for the installation of water and power lines in Yolanda-hit communities and resettlement sites.
