On November 26, the agency through its AgriPinoy program also turnedover farm equipment composed of hand tractor with implements, rice threshers, and floating tillers to 25 cooperatives in Maguindanao. The equipment amounted to P3.6 million. The PAMANA program is an initiative of the national government to achieve peace and development in conflictaffected areas. After cursing Pope, Duterte apologizes Continued fr om page 1 from Duterte, the official candidate of the Partido Demokratiko PilipinoLakas ng Bayan (PDPLaban), has told his supporters: “Gusto kong tawagan, Pope, putang ina ka, umuwi ka na” after he was stuck for 5 hours in heavy traffic during the Pontiff ’s first state and pastoral visit to Manila in January. He said he even peed in his car and also blamed the government’s incompetency for the traffic. While his supporters applauded his cursing of the Pope, many Filipinos, mostly Christians, were not happy with Duterte’s foulmouthed statement on the Pope. The Catholic Bishops Conference of the Philippines also condemned Duterte’s expletive statement and called it a “great shame.” Nung Ajihil, a Muslim peace advocate in Zamboanga City, said “I'm no Christian, but it's too much to show disrespect calling the Pope with such vulgarity for one aspiring to be President. Kabastusan naman yan.” P r e s i d e n t i a l spokesman Edwin Lacierda also reacted to Duterte’s cursing of the Pope. “Mayor Duterte, you can say all you want about politicians, but you don't curse my Pope

Francis,” he said on his Twitter account. Manny Piñol, Duterte’s political ally, said the tough-taking mayor has apologized for his expletive directed at the Pontiff. “I can never curse my Pope. I was cursing at incompetence. If it was taken by some in that light, I sincerely apologize. I will continue to curse so our suffering nation takes action,” Piñol quoted the politician as saying. Piñol also defended Duterte and said so much issue has been raised over the statement made by the mayor. “I was there during the proclamation and I heard every word that he said because I was taking notes. While the statement about the traffic and the Pope's visit sounded awkward, it was obvious that the use of the cuss word which is a common street lingo was not directed at Pope Francis.” “It was merely an expression that comes almost naturally from Duterte's mouth and peppers almost all of his public discourses…he used it in jest to express his exasperation and disappointment over the inability of government to address Metro Manila's traffic problem,” he said. In a statement posted on Duterte’s Facebook account, it said the politician expressed

sadness and regret that the part of his speech mentioning Pope Francis in relation to the monstrous traffic gridlock in January, came across as being disrespectful to Pope Francis. It was farthest from his mind and was never his intention, it said. “He acknowledges that he should have explained better his point on the matter of that monstrous traffic gridlock. His strong statement on the incompetence of those in government to address the traffic problem in Metro Manila was his expression of anger borne out of the helplessness of the millions of commuters suffering from this daily gridlock.” “It was never intended to be directed to the person of His Holiness Pope Francis, who has his utmost respect. It was out of exasperation at the inutility of the functionaries in government not only during that historic visit of Pope Francis but at the daily sufferings of all citizens in Metro Manila up to this moment. Mayor Rody also fully understands the reactions of many who, at the very least, are displeased and disappointed at this unfortunate and regrettable incident.” (Mindanao Examiner)

ZAMBOANGA CITY – Public Works Secretary Rogelio Singson has warned contractors - involved in Zamboanga housing program for people displaced by rebel siege in 2013 – to speed up the project or face sanctions. Singson was in Zamboanga City last week after Mayor Beng Climaco complained about the delay in the different housing projects. Climaco, who heads the Local Inter-Agency Committee (LIAC), passed a resolution on November 24 asking the national government to rescind contracts as well as to impose liquidated damages on construction firms with long overdue projects under the Zamboanga City Roadmap to Recovery and Reconstruction (Z3R). Singson met with Climaco and representatives of various government agencies involved in the Z3R and discussed the long

overdue projects. He and Climaco also inspected the housing projects. “It is really in the shelter and the support facilities like water and sanitation where we encounter some problems,” Singson said. The funding for the Z3R projects have been released to the government agencies concerned on housing program, water and sanitation, power and other infrastructure for tens of thousands of displaced residents, whose houses were destroyed during the three-week fighting between Moro rebels and security forces that killed and wounded some 300 people. According to the report by the National Housing Authority, only 1,974 housing units from a total 6,500 have been completed, and that only 869 units had been legally handed over to the beneficiaries. President Benigno Aquino previously said that

the Z3R wound be completed by June 2015. And this was extended to March next year. The reports also cited various reasons by contractors and construction firms for the delay of the projects and among these were the lack of materials and manpower, and the slow release of government permits and others alibis. Singson said that sanctions will be taken against erring contractors, especially those who are beyond the 15% allowable slippage and they would be barred from future public works projects. “We will not allow them to join our biddings in the DPWH,” he said, adding they have identified these contractors, but he did not publicly name them. Singson also did not say how much funding had been released for the Z3R project. (With a report from Sheila Covarrubias)

1st Tourism Assembly held in ARMM COTABATO CITY - Tourism officers and industry players across the Autonomous Region in Muslim Mindanao (ARMM) gathered here last week to strengthen tourism linkages within the region. The Department of Tourism in the region (DOTARMM) spearheaded the activity dubbed 1st ARMM Tourism Assembly. The activity gathered more than 160 tourism officers from the provinces, cities and municipalities of the region, including tourism committee chairs from local government units, and tourism industry players as well as policy makers. “Sila ang ating mga frontline service providers, sila yung mga nasa local government units, sila ang mas higit na nakakaalam ng tourism potentials nila (They are our frontline service providers, those in local government units know the potentials of their areas better),” DOT-ARMM Secretary Maritess Manguindra underscored. Sec. Manguindra added the assembly is aimed at presenting strategic initiatives and policies that

will lead to improved performance of the region’s tourism. The region is composed of the mainland provinces of Maguindanao and Lanao del Sur and the island provinces of Basilan, Sulu and Tawi-Tawi. Based on a report of DOT-ARMM, almost 170,000 domestic and foreign tourists arrived in the region in 2014, an increase of roughly 11% compared with 147,037 visitors in 2013. With 53,394 tourist arrivals posted in 2014, the province of Lanao del Sur has become the top visitors’ destination in the region. Since 2010, more than 700,000 tourists arrived in the region, official figures showed. The tourism event includes tourism product exhibit wherein local products and product collaterals from local producers, service providers and local government units within the region were showcased. “Ang mga naka-exhibit ay ang mga popular na mga produktong hinahanaphanap ng mga turistang

napapasyal sa ating mga bayan (Those exhibited are popular products tourists who visit our towns would usually look for),” Sec. Manguindra said. The exhibitors include the Al Jamelah ‘Inaul’ Weaving Center in the town of Datu Odin Sinsuat in Maguindanao province. The weaving center produces ‘inaul’, which is typically used as ‘malong’, a tubular skirt wrapped around the lower part of the body. The estimated gross receipt from tourism in the region in 2014 was approximately P3 billion generated from cultural, nature, sun and beach, diving and marine sports and other relevant events. “It’s more fun in ARMM, so tayo mismo ang dapat maunang magdevelop nito dahil tayo lang sa ARMM ang makakapagsabi nito (It’s more fun in ARMM thus, we should be the first ones to develop this since we are the ones who know this well),” Sec. Maguindra said. (Bureau of Public Information)

ARMM intensifies Gender and Development COTABATO CITY – The Autonomous Region in Muslim Mindanao (ARMM) is intensifying its campaign to mainstream Gender and Development (GAD) and eventually eliminateViolence against Women (VAW). The region, through its Women Commission (RCBW-ARMM), kicked-off the annual “18-day campaign to end incidences of violence against women” in this city. The campaign, based on a national policy, is being held from November 25 to December 12 aimed at raising awareness among all stakeholders that violence against women is a public issue and of national concern. It supports the government’s goal to protect the human rights of women and its commitment to address all forms of violence against women. Abderson Antao, RCBW-ARMM planning chief, said part of the campaign is pushing for the institutionalization of the Gender and Development focal point system in each agency in the region. Such system, he said, is the mechanism to implement and mainstream Gender and Development in the offices. “Gender and Development is very important. If implemented

thoroughly, it will protect and promote the welfare of women. Both men and women have a role in social development and in peace building especially in conflict-affected areas like the ARMM,” said Antao. Antao said they are urging all agencies to have an established Gender and Development focal point system. Currently, only the region’s Education department, Department of Agrarian Reform, and Department of Environment and Natural Resources are the only agencies with an established focal point system. Simultaneously, the region launched the Implementing Rules and Regulations of the ARMM Gender and Development Code. The code is the regional translation of Republic Act 9710, or the Magna Carta for Women and was signed into law on May 20, 2013. “ARMM is demographically and culturally distinct. The code is an instrument in addressing gender issues and advancing the status of women in the region,” said Antao. This year’s campaign bears the theme “End VAW Now! It’s our duty! Gains and ways forward”. (Bureau of Public Information)

‘Yes to Peace’ Continued fr om page 1 from Governor Totoh Tan, in his message delivered by his father, Vice Governor Sakur Tan, praised those who participated in the Week of Peace and called on the public to continue advocating for peace in Mindanao. “To depict peace in a concrete form or to have a discourse on the subject like an appreciation of a motorcycle or a painting, for example, is quite difficult as there is no set model or formula able to manifest peace in physical shape. Despite that fact, let us derive wisdom from the words of those who in one way or the other made a journey in the road to peace and freedom, for both are intertwined,” the governor said as he quoted Mahatma Gandhi, who fought the British for independence of India though peaceful means. The governor said: “Gandhi also countered the dogma of an eye for an eye, a tooth for a tooth which is a concept of vengeance or justice, by simply stating: “An eye for an eye will only make the whole world blind.” He urged everyone in Sulu to support not only peace, but the efforts of the government in bringing about harmony among all races. “Let the first act of every morning be to make the following resolve for the day -I shall not fear anyone on Earth. I shall fear only God. I shall not bear ill will toward anyone. I shall not submit to injustice from anyone. I shall conquer untruth by truth. And in resisting untruth, I shall put up with all suffering,” the governor said. He ended his message with a quote from civil rights activist Martin Luther King, Jr. :“Darkness cannot drive out darkness: only light can do that. Hate cannot drive out hate: only love can do that.” Vice Governor Tan led provincial officials and other groups headed by

Kusug Tausug in the celebration and peace parade participated by more than 10,000 people around the province and a program held at Notre Dame Gymnasium in the capital town of Jolo. “This annual observance of the Week of Peace is a manifestation that majority of our people desires peace and that they want peace to reign in Sulu and Mindanao. Peace has no shape, no form and no face. It is abstract and resides in the heart of those who seek it. Peace is perfection as God is Perfection, not attainable in a lifetime,” Tan said. The Sulu Provincial Women’s Council headed by Nurunisah Tan also led a huge contingent to the Week of Peace celebration and she urged residents to continue the harmonious and peaceful relationship between Muslims and Christians. “Peace is us. Peace begins in our heart and we continue to advocate peace in Sulu and everywhere we go and let us remember that in unity there is strength and power and that we use that power to spread peace and harmony among the people, not only in Sulu but the whole world,” she said. Peace advocates in Sulu and political allies of Vice Governor Tan also condemned the negative propaganda being peddled by unscrupulous people who are being paid by political foes of Tan to attack the credibility of the provincial government and undermine its efforts in promoting peace and harmony, and development in the province. Tan, one of the most respected Muslim leaders in southern Philippines, is running as regional governor in the Autonomous Region in Muslim Mindanao in next year’s polls and is being supported by other governors in the ARMM and various groups. Peace for Z amboanga Zamboanga In Zamboanga City, some 5,000 people -

Christians and Muslims and tribal members - also joined a torch parade on December 2 which was organized by Interreligious Solidarity for Peace. “We end our meaningful celebration of the Week of Peace with the traditional torch parade to signify our advance from the big and small achievements of our community’s peacebuilding and peacemaking towards the exciting challenges and opportunities we together face in the new year,” Spanish priest and missionary Father Angel Calvo said. He urged people to face the challenges united in purpose and vision. These challenges, he said, are found in the coming elections, environmental threats, and the Mindanao peace process. “The elections in May will be our opportunity to renew and strengthen good governance under a political leadership of integrity, who will orchestrate our collective efforts to achieve social justice, human security and communal harmony and peace. As stakeholders we shall climb new heights, turn new corners in the Mindanao peace process as the agreements between our government and rebel fronts are tested by fastapproaching milestones.” “As one human family inhabiting one global village called Earth, we shall have to undertake many projects for climate adaptation, disaster management and ecological enhancement for the survival – yes, survival - of our present and future generations,” the priest said. Zamboanga Mayor Beng Climaco was also one of the keynote speakers at the culmination of the Week of Peace program and she called on the public to support local government efforts in promoting peace.

Hypothyroid: Mabagal Ang Galaw Sa kabilang dako,

Good luck po!

RECIPE: Christmas Red Velvet Cupcakes

INGREDIENT S: INGREDIENTS: 2 1/2 cups sifted cake flour 1 teaspoon baking powder 1 teaspoon salt 2 Tablespoons unsweetened cocoa powder 2 Tablespoons red food coloring 1/2 cup unsalted butter, softened 1 1/2 cups sugar

2 eggs, at room temperature 1 teaspoon vanilla extract 3/4 cup buttermilk, at room temperature 1/4 cup vegetable oil 1 teaspoon white vinegar 1 teaspoon baking soda

INSTR UCTIONS: INSTRUCTIONS: 1. Preheat oven to 350 degrees. Line two 12-cup muffin tins with cupcake papers. 2. Sift together the cake flour, baking powder, and salt into a medium bowl; set aside. In a small bowl, mix food coloring and cocoa powder to form a thin paste without lumps; set aside. 3. In a large bowl, using a hand mixer or stand mixer, beat butter and sugar together until light and fluffy, about three minutes. Beat in eggs, one at a time, then beat in vanilla and the red cocoa paste, scraping down the bowl with a spatula as you go. Combine the buttermilk and oil. Alternately add the flour mixture & buttermilk mixture to the butter mixture. 4. In a small bowl, mix vinegar and baking soda… it will fizz! (Fun!) Add vinegar mixture to the cake batter and stir well to combine. Using an ice cream scoop, fill cupcake cups with cake batter (they should be 2/3 – 3/4 full). You may not fill all the cups, I ended up with 20 cupcakes. Place muffin tins on the middle rack of a preheated 350 degree oven. Bake for approximately 20-22 minutes, rotating pans halfway through. Cupcakes are done when a toothpick inserted in the center comes out clean. Check early and don’t overbake! 5. Cool the cupcakes in their tins for 2 minutes, then transfer to a wire rack for 1015 minutes, allow to cool completely before frosting. Frost cupcakes with your favorite cream cheese frosting or butter-cream frosting. 6. Top Red Velvet Cupcakes with shredded coconut, Red Dots, white non-pareils, and crushed candy canes. Eat up!
