No other details were made available by the military in the operation in the restive province of Basilan where Abu Sayyaf rebels are believed to be coddling Malaysian and Indonesian militants linked to ISIS. The military operation in Basilan involved forces from the army’s 104th Infantry Brigade – 3rd Scout Ranger Battalion, 4th Special Forces Battalion, Marine Special Operations Group, and 12th Light Armor Cavalry.

It was unknown if the MILF was actively involved in the clashes, but it previously fought side by side with the Abu Sayyaf against security forces in Basilan, a known bastion of local terrorist groups blamed for deadly bombing in the province and nearby Zamboanga City. The province is also being used by the Abu Sayyaf rebels to hide foreigners and Filipinos they kidnapped from other areas in southern Philippines. Many innocent victims of the Abu Sayyaf had been killed and beheaded in the restive province of Basilan, just several nautical miles south of Zamboanga. The fighting broke out just barely two weeks after the National Intelligence Board warned of potential

attacks by terrorists in Zamboanga City and other areas in the southern region, including resorts frequented by tourists in Aklan in western Visayas, and Palawan province that forced police and military authorities to heighten security alert in those places. Zamboanga police chief Angelito Casimiro said the city is now in red alert status due to high threats of terrorism. He said there are persistent intelligence reports of bombings and kidnappings by terror groups such as the Abu Sayyaf. Mayor Beng Climaco said a team of US-trained Light Reaction Company of the Philippine Army has arrived in Zamboanga to help police beef up security here. (Mindanao Examiner)

Finally, a clean energy for Zamboanga City Continued fr om page 1 from Henry, the Chief Executive Officer of Ecoglobal Incorporated, said they picked Zamboanga to be the hub of the Philippines’ first ever solar energy plant because of the city’s huge potentials. He said the solar energy plant will have a power generation capacity of up to 300 megawatts at its peak. Climaco – who is a strong advocate of renewable energy - said the solar power plant would be put up at the Zamboanga City Freeport and Economic Zone in the village of Talisayan. “Construction of the solar power facility is expected to begin in a week’s time of two and the target date for completion is on or before March 2016,” she said following a meeting with Henry’s group. During the meeting, Climaco said they discussed and finalized the multimillion solar power farm investments in a bid to end the worsening power outages in Zamboanga that has affected the local economy. She said Ecoglobal Incorporated will finance, manage and operate the solar power plant. Henry said the solar power plant will start with 30 megawatts and gradually increase this to 100 megawatts and furthermore triple this with the combination of wind energy. He said they have conducted wind mapping and it is more than enough source of clean energy for Zamboanga. Aside from solar energy, Ecoglobal Incorporates also offers the following services Battery Recycling, Waste to Energy Plant, Bamboo EcoWastewater Treatment, Air Quality and Climate Change, Mobile Solar Energy, Potable

Water Generator and Vegetal Building Blocks, among others. Ecoglobal Incorporated said solar is the simplest form of alternative energy and is a mature and proven technology. Solar electric products convert the sun’s energy into electricity. Solar panels are made using photovoltaic cells, which convert sunlight into direct current (DC) electricity and then passed this through an inverter which converts it into alternating current electricity. It said from small community-based solar initiatives to major solar projects, Ecoglobal designs, installs and maintains offgrid and tied-grid solar photovoltaic farms and even hybrid power system solutions using a combination of renewable energies such as solar, wind, fuel cells to become an alternative to fuel power generators. No to D ir ty C oal-F ir ed Dir irty Coal-F oal-Fir ired Power P lant Plant Local residents have been protesting the proposed coal-fired power plant by Conal Holdings’ San Ramon Power Incorporated in Zamboanga City due to carbon dioxide emissions and pollutions it would bring here. Conal Holdings has signed a memorandum of agreement with the Zamboanga City Freeport and Economic Zone for the fossil fuel power station. It was also granted a so-called “no-objection” resolution from the Zamboanga City Council even without prior public consultations, although a few council members have rejected the project because of pollution and its effect to the environment. Pro-

environment groups said coal-fired power plants are the single largest stationary source of pollution in any country. The toxins these coal fired power plants produce severely damage both human health and the environment and contribute to a reduced quality of life. Coal-fired power plants are responsible for release over 85% of total global carbon dioxide emissions, a prime contributor to global warming. Emissions from these power plants contain tens of dozens of toxic chemicals and the pollution they release every day are a major threat to human health and environment. Coal-fired units produce electricity by burning coal in a boiler to heat water to produce steam. The steam, at tremendous pressure, flows into a turbine, which spins a generator to produce electricity. The steam is cooled, condensed back into water, and returned to the boiler to start the process over. But environmentalists say the coal-fired power plants will pollute the air and contribute to global warming. “Coal is the dirtiest fossil fuel and a main driver of climate change. There are hundreds of examples around the world where communities around coal plants suffer the impacts of environmental damage and health problems,” said Greenpeace Southeast Asia campaigner, Amalie Obusan. Zamboanga’s daily power consumption is about 85 megawatts and the local electric cooperative gets a little over half of its total requirements from the National Power Corporation. He said the ambush was a legitimate military action in retaliation to the long list of human rights violations by the military. “It is a legitimate politico-military operation by the masses that have long suffered and bore the brunt of fascism and economic dislocation as a result of foreign large-scale mining,” he said. Ibarra warned that NPA

rebels would launch more attacks against government troops who are acting as private armies of foreign and large-scale mining operators in the region. Government peace talks with the NPA collapsed in 2004 after rebels accused then President Gloria Arroyo of reneging on several agreements, among them the release of all political prisoners in the country and the removal of the terrorist tag on the Communist Party of the Philippines and its political wing, the National Democratic Front of the Philippines, and the NPA. Tourists continue to flock Central Visayas

T

he Department of Tourism said local and foreign tourists c ontinue to flock in central Visayas as it recorded over 3 million visitors the past 9 months alone. Marlon Barrientos, of the Department of Tourism, said some 3,172,430 million tourists visited the region from January to September compared to 3,034,120 visitors of the same period last year. It grew by 4.56%, he said, adding domestic tourists accounted for 1,808,730 million and foreign visitors reached 1,352,920 million.

He said Cebu province had the largest share of both the local and international tourists with 1,172, 219 million for domestic visitors, accounting for 65% and 1,140,136 million for foreign arrivals or equivalent to over 80%. Negros Oriental province ranked second for the most visited province among local tourists with 384,809 followed by Bohol with 225,344, and Siquijor with 26,358. Bohol, however, was the preferred choice for foreign tourists after Cebu getting 115,330 visitors, with Negros Oriental at third spot with

77,138, and Siquijor with 20, 316 foreign tourists. The top 10 foreign markets for Central Visayas are the following - Korea as the top visitor followed by Japan, United States, China, Australia, United Kingdom, Germany, Canada, France, and Taiwan. Barrientos said the data for the fourth quarter or from October to December would be released early next year, adding that the ranking would more or less be the same, relative to foreign market share. Overseas remittances reach $22.8 Billion PERSONAL remittances from overseas Filipinos (OFs) $22.8 billion from January to October and according to the Bangko Sentral ng Pilipinas (BSP) this has increased by 3.5%. BSP Governor Amando Tetangco said personal remittances from land-based workers with work contracts of one year or more rose by 3.9% while those from sea-based and landbased workers with work contracts of less than one year grew by 3%. He said the cash remittances from OFs coursed through banks amounted to $2.2 billion in October 2015 and cash remittances for the ten-

month period totalled $20.6 billion, higher by 3.7% from the same period last year. Cash remittances from land-based and sea-based workers also grew by 3.9% - $15.8 billion - and 2.9% $4.8 billion - respectively. The bulk of cash remittances came from the United States, Saudi Arabia, the United Arab Emirates, Singapore, the United Kingdom, Japan, Canada, and Hong Kong. Combined remittances from these countries accounted for more than 79% of total cash remittances that were reported by banks. Tetangco said remittance inflows were supported by the steady

deployment of skilled manpower, as well as the continued efforts of banks and non-bank remittance service providers to expand their international and domestic market coverage through tie-ups abroad as well as the introduction of innovations in their remittance products. He said preliminary reports from the Philippine Overseas Employment Administration showed that for the period January– October, the total job orders reached 717,182. These job orders were intended mainly for service, production, and professional, technical and related workers in Saudi Arabia, Kuwait, Qatar, Taiwan, and Hong Kong.
