Higher wages for ARMM private sector workers COTABATO CITY – Workers in the private sector in the Autonomous Region in Muslim Mindanao (ARMM) will soon receive higher wages after the Regional Tripartite Wages and Productivity Board (RTWPB) issues its wage adjustments order due this year. Zamboanga spends P600 million in security, health and education Z AMBOANGA CITY – Close to P600 million have been spent by the local government of Zamboanga in support to peace and order from 2013 to 2015 and much of the funding went to the local police force, health and education. And with that support, the police reported that crime volume decreased by 22%; and so were the index crimes – with 25% decrease in reported crimes - and non-index crimes also went down by 19%. Crimes against persons also decreased by 28%; crimes against property decreased by 23; and that the average monthly index crime rate also went down by as much as 27%, including the average monthly crime rate which decreased by 24%. Mayor Beng Climaco said the police force performed better because of the support of the residents and the peace and development efforts of the local government. Climaco said when she took over as mayor in 2013, her top priority was to improve the peace and order condition in Zamboanga which was marred with daily kill-

Climaco – a key leader of the ruling Liberal Party of President Benigno Aquino - said the massive support she is getting both from nearly a million residents and members of the city council – the locals can expect “bigger things” to come to Zamboanga this 2016 and the years to come. She said general welfare of the people has always been fundamental to her administration. Rebels raid military posts in Southern Philippines MAGUINDANAO – Rebel forces simultaneously attacked two military posts in the restive province of Maguindanao in the Muslim autonomous region, sparking firefight with government troops. There were no reports of casualties from either side, but the clashes involved the groups of Bangsamoro Islamic Freedom Fighters (BIFF) and Moro Islamic Liberation Front (MILF), which signed a peace deal with Manila in 2014.
MILF soldiers from the 106th Base Command under Haron and Diego attacked the 1stMechanized Battalion in the village of Bagan in Guindulungan town late Sunday and the fighting lasted over one hour. The attack was believed to be in retaliation to a military operation against a group of armed men in Kitapuk village earlier on Sunday. Troops recovered weapons and ammunition in the area following a firefight.
The BIFF also reportedly attacked a military post in Kabengi in Datu Saudi Ampatuan town on Sunday night and engaged troops in a clash which lasted over 40 minutes. The BIFF, which pledged allegiance with ISIS, is fighting for a separate Islamic state in the troubled region. There was no immediate statement from the 6th Infantry Division and officials did not answer phone calls by journalists. (Rose Muñeza)
DSWD-ARMM: Focus on food sufficiency, livelihood crucial for poverty alleviation COTABATO CITY - The Department of Social Welfare and Development in the Autonomous Region in Muslim Mindanao has launched the pilot run of its Apat Dapat program, an anti-poverty initiative that will focus on 600 of ARMM's poorest families. The program will focus on key interventions concerning four basic needs of every family, namely food, lighting, water and sanitation, and shelter. The beneficiaries of the Apat Dapat program’s pilot run are among the poorest of the poor in the region. “We hope that the Apat Dapat program’s focused approach will prove to be a good fit alongside the broader approaches taken by our existing anti-poverty initiatives, all of which are community-driven devel-
opment projects,” DSWDARMM Secretary Rahima Alba said. Accoording to Alba, ensuring food sufficiency and livelihood, the first of the four components of the Apat Dapat program, involves four modalities. These are (1) satisfying every families’ recommended dietary allowance for protein and energy, (2) identifying what livelihood is best for the families and providing the necessary livelihood training, (3) encouraging families to put up small livelihood activities such as backyard gardening and poultry raising that can support food sufficiency, and (4) gradually transitioning the livelihood activities from being food security measure to also being a source of income for the families.
“Along with continued support in construction of solar dryers and warehouse, as well as the provision of equipment and machineries, we are making sure that every family in a community can live a life where their needs are met through the Apat Dapat program,” Alba said. Technical assistance have been provided by the World Food Program to ensure the sustainability of the food security program, with input from the World Bank which has been consistent in being ARMM’s partner in poverty alleviation. The DSWD-ARMM is looking into a partnership with the Department of Health’s rural health units and local nutritionists to make sure that food sufficiency and security goals are met. Diabetes, hypertension patients get free medicines in ARMM COTABATO CITY - Residents in the Autonomous Region in Muslim Mindanao (ARMM) suffering from diabetes and hypertension are thankful after receiving free maintenance medicines from the region’s Department of Health (DOH-ARMM). The distribution of free medicines in the region started this month. Joery Amad, regional diabetes educator, said the medicines will help combat diabetes and hypertension – two interre-
lated conditions – and the complications brought about by these two illnesses. “Mape-prevent ng mga gamot na maipapamahagi natin ang mga komplikasyong dala ng diabetes at hypertension (The free medicines will help prevent the complications these two conditions bring),” Amad said. The patients, however, should become members of DOH Hypertension and Diabetes Club to avail themselves of the free medi-

Patients must go to the nearest health center and undergo assessment, screening, and management through the Philippine Package of Essential NCD (non-communicable disease) Intervention protocol. When diagnosed with hypertension or diabetes, or both, the patient will be enrolled in the club. Amad added the patients can access metformin, a maintenance medicine for diabetes, and losartan,
amlodipine, and metoprolol, which are for hypertension cases, at the regional office here and in rural health units on a monthly basis. Diabetes, a non-communicable disease, is among the top causes of deaths in the Philippines according to the World Health Organization. Of the total health-related deaths monitored in 2008, 57% are due to the “fatal four” NCDs, namely cardiovascular disease, cancer, diabetes, and chronic respi-
ratory disease. While diabetes posts a risk to most Filipinos, its rate of prevalence in the ARMM is among the lowest in the country with 3.8% alongside with Northern Mindanao (Region X) and Ilocos (Region I) with 3.3% and 4.0%, respectively. The numbers are based on the 8th National Nutrition Survey conducted by the Department of Science and Technology (DOST). The survey also showed that ARMM is among the regions with the lowest hy-
pertension prevalence at 17.3% with the neighboring Zamboanga (Region IX) at a lower rate 17.2%. The DOST survey was conducted from June 2013 to April 2014, covering all 17 regions of the country, 79 provinces, 45,047 households and 172,323 individuals. It also showed that the prevalence of hypertension slightly decreased while that of diabetes increased from 2008 to 2013 nationwide. (Bureau of Public Information)

Militias kill teenager in Southern Philippines

TAGUM CITY – A week after gunmen killed a security guard following a daring robbery at 2 jewelry shops inside a mall in Tagum City in Davao del Norte province, police are yet to come up with solid leads about the gang. Police said the gunmen swooped down on the shops after overpowering the guards, but one mall security tried to fight off the raiders and was fa-
tally shot. Inspector Anjanette Tirador, of the local police force, said the guard was still rushed to the hospital. The gunmen also fired shots in the air before escaping on motorcycles. Policemen, who responded to the scene, pursued the robbers, but did not catch up with them. Police mounted a search for the gunmen
and investigators were reviewing footage from the mall’s security cameras in an effort to identify the members of the gang. Probers said they also recovered empty casings of bullets fired from automatic pistols and rifles carried by the gunmen. It was unknown how much worth of jewelries were taken by the gunmen from the heist. ( Jayson Mag-usara)
Tight security in Zamboanga SECURITY FORCES are in heightened alert in Zamboanga City following the recovery of improvised explosives from a motorized boat on Sacol Island. The recovery of the bombs raised suspicion that rebels may be planning to launch attacks in the southern port city. Chief Insp. Rogelio Alabata, a spokesman for the regional police force, said the improvised explosives were made from ammonium nitrate and fuel oil mixed gasoline and packed with iron nails. He said the boat was abandoned on the shoreline of Sacol Island – just several nautical miles from Zamboanga - and was spotted by a security patrol over the weekend. It was unknown whether the explosives belonged to the Abu Sayyaf or Moro National Liberation Front rebels. The recovery of the explosives came the same week that Mayor Beng Climaco banned any rally of the Moro National Liberation Front in Zamboanga City and ordered authorities to stay alert following a recent plenum by the former rebel group in nearby Sulu province. Climaco met with senior police and military officials and discussed
with them on how to secure Zamboanga which had been attacked twice by MNLF rebels despite a peace accord with manila in September 1996. She security forces have been alerted on possibility that some individuals may try to hold so-called peace rallies or gathering in Zamboanga. Nur Misuari, chieftain of the MNLF, is wanted by authorities after his forces attacked Zamboanga City – first in 2001 and the second was in 2013 – that left over 300 people dead and wounded in three weeks of street battles. “The destruction wrought by the 2013 siege continues to linger, as internally displaced persons - both Muslims, Christians and Lumads, most of whom are those who eluded the conflicts in
Sulu and Basilan - have suffered the brunt of the MNLF attack in Zamboanga three years ago,” Climaco said. MNLF members had been intercepted in Zamboanga on their way to attend the January 8 plenum in Sulu. But many MNLF members are residing in Zamboanga and during the siege many of them, including women, had joined the fighting that displaced over 120,000 people. In 2001, Misuari’s loyal forces and former MNLF rebels who joined the Philippine Army following the September 1996 peace deal with Manila, attacked a key military base in Jolo town and civilian targets in Zamboanga City in an effort to stop the government from calling an election in the Muslim autonomous region in Mindanao where Misuari was then the governor. Misuari then escaped by boat to Malaysia, where he had been arrested and deported to the Philippines and was eventually pardoned and released by President Gloria Arroyo in exchange for MNLF support to her election bid as well as her allies in the Senate and Congress in 2004. DAVAO CITY – A teenager was shot dead by pro-government militias whose group has been linked by human rights workers to the spate of attacks on tribal groups in southern Philippines, the non-governmental organization Save Our Schools (SOS) said. It said members of the Alamara paramilitary group attacked Alibando Tingkas, 15, in Palma Gil village in Davao del Norte’s Talaingod town. Two of Tingkas’ companion managed to flee and reported the weekend attack to tribal leaders. SOS – which condemned the killing - said Tingkas, a grade three pupil of Salugpongan Elementary School, was heading home when the gunman attacked him. It said the teener is the 29th child victim of extrajudicial killing in the region. It said a tribal leader - Datu Manliro Landahay - a council member of Salugpongan Lumad Organization in Talaingod was also killed by Alamara in November last year.
“We are enraged and saddened by this incident. The paramilitary group and their military cohorts will not stop from attacking and even killing lumads in the name of their counter-insurgency operations, even children are not spared anymore,” Rius Valle, spokesperson of the SOS Network in Southern Mindanao, said in a statement sent to the regional newspaper Mindanao Examiner. He said witnesses to the attack tagged the Alamara as behind the killing. The body of Tingkas was recovered by villagers, according to Valle, who fears the militias would launch more attacks against indigenous people who are not supporting the government’s anti-insurgency operations in the South. Valle said teachers of Salugpongan Elementary School are also receiving death threats after militias accused them as members of the NPA. He said militias in September last year also brutally killed a school principal and
two tribal leaders in Lianga town in Surigao del Sur province, and also the forcible closure and demolition of a Fr. Fausto Tentorio Memorial School in Bukidnon’s Kitaotao town on suspicion they were used as front of the communist rebel group. “SOS will be conducting further investigation of this matter. We urge the local government of Talaingod to investigate and apprehend those responsible in the killing of the teenager, and for the national leadership to take heed lest things go out of hand and they will also suffer the consequences,” Valle said, adding, “we are now focusing our efforts to secure the victim’s family, the witnesses and the teachers at the Salugpongan school.” There was no immediate statement from the military and police on the murder of Tingkas, but security officials had previously denied funding or supporting militia groups in the region, and blamed the attacks on tribal war. MAGUINDANAO – The bombings of power pylons continu in southern Philippines despite a supposedly tight security being imposed by the military on the Mindanao grid. Just last week, another steel pylon was bombed the second attack in a span of four days - in the restive southern Philippine region of Mindanao where security forces are battling separatist insurgents. The privately-owned National Grid Corporation of the Philippines (NGCP) operates dozens of power pylons in Mindanao and most of the attacks - blamed on various rebel groups and extortionists – occurred in the Muslim autonomous region and nearby provinces. Elizabeth Ladaga, NGCP’s spokeswoman, said the blast hit the Tower 50 of the Agus 2-Kibawe 138 kilovolt line in Lanao del Sur’s Dimayon Bubong town on Monday. She said the repair of the tower would start soon. “Restoration of Tower 50 will commence as soon as the area is secured,” she told the regional newspaper Mindanao Examiner. Last month, Tower 25
also of the Agus 2-Kibawe 138 kilovolt line in Ramain town in Lanao del Norte province was also toppled by a bomb explosion and since then remains unrepaired. On January 14, a power pylon of the Kabacan-Sultan Kudarat 138 kilovolt line was also bombed in Aleosan town in North Cotabato province. Two improvised explosives had been detonated by suspected rebels, but they failed to topple the steel tower, although the blast seriously damaged the transmission facility, but eventually repaired recently. No individual or group claimed responsibility for the latest bombing, but the region is a known lair of several rebel groups - the Bangsamoro Islamic Freedom Fighters, the Moro Islamic Liberation Front and jihadists. It was unknown why NGCP failed to detect or stop the latest bombing despite repeated attacks since last year, but it appealed to the military to protect the towers. The 6th Infantry Division said NGCP has its own personnel guarding the steel pylons.
NGCP also repeatedly blamed owners of private lands where the towers are located and accusing them of preventing their personnel to repair bombed power pylons. The NGCP proposed to “criminalize the planting of trees and other activities beneath transmission lines.” NGCP said it has teamed up with local governments in Mindanao to solve the escalating rightof-way violations in the region by lobbying for the passage of a provincial ordinance to back up its proposals. It said the intentional planting of trees under transmission lines adversely affects power delivery to the provinces of Lanao del Norte, Lanao del Sur, Zamboanga Sibugay, Bukidnon, North Cotabato, Maguindanao, Zamboanga City, and the rest of the grid. Land owners have repeatedly rejected NGCP’s demand unless it pays them for the use of their estate. NGCP holds the 25-year concession contract to operate the country's power transmission network. Mindanao – scared of returning homes for fear that rebels would launch another attacks on the military or villagers, especially in Sultan Kudarat province, as well as in nearby Maguindanao, one of five provinces under the restive Muslim autonomous region. About a dozen people had been killed in attacks launched by the BIFF who are fighting for the establishment of a strict Islamic state in southern Philippines.
The rebels have attracted a number of sympathizers and recruits, although the army continues to downplay the capability of the BIFF to launch a major assault. The army had the BIFF on the run following a massive campaign last year, but the rebels managed to regroup and recruit more members and armed them with automatic weapons bought from illegal gun dealers. There were suggestions
from various groups to open peace talks with the BIFF, whose members were mostly former guerrillas of the larger Moro Islamic Liberation Front which signed a peace deal with Manila in 2014. But many BIFF members were also radicalized with links to Malaysian and Indonesian jihadists being coddled by rogue Moro Islamic Liberation Front commanders in the troubled region. TECH TIPS: 13 really useful Facebook for Android tips and tricks IT’S the world's biggest social network — with 1.49 billion users to its name — but even if you spend a lot of time inside Facebook's Android app, you may not have explored everything it has to offer. We're here to change that with a comprehensive list of tips, tricks and features to look out for. Whether you're running Facebook on a Samsung Galaxy S6 Edge or a trusty Nexus 7, you'll find these tips helpful for sorting through your news feed, improving the security of your account, finding the best content faster and sharing status updates more easily, plus more besides. 1. U se the widget Use Facebook's widget is simple but useful. It gives you a scrollable window for tapping through your friends' status updates without the extra adverts and other baggage in the full app. You can update your own status from the widget too, by tapping Share. S har e fr om other apps Shar hare from Sharing across apps is one of Android's great strengths, so make use of it: tap the Share button while you're viewing a photo gallery, web browser or anything else, and Facebook will appear as one of the options. This is a great way of sharing something to your timeline without having to actually go into Facebook, and you still get all the usual status update options. 6. S top videos fr om Stop from autoplaying One of the most useful entries in the Facebook app settings is Video Auto-play. It lets you turn autoplay on or off, or enable it when you're on a Wi-Fi connection only. Check yyour our account secur ity security From inside the Facebook app, tap Account Settings, Security and Active Sessions — here you can see all of the places and devices associated with your Facebook account. If you spot anything suspicious, click on the cross icon to log out from it. It's better to be safe than sorry: if you make a mistake and log out from one of your own devices or browsers, you can still log back in again. 9. D isable chat heads Disable Messenger is now a separate app on Android, and one of its most distinctive features is the way conversations appear as 'chat heads' above other
apps on your device. If you don't like this behavior, you can turn it off — tap the cog icon inside the Messenger app to access its settings, then tap Chat heads to enable or disable the feature and tweak the way it works. 10. H ide a fr iend's feed Hide friend's Sometimes you may wish to stop seeing someone's updates without actually unfriending them or blocking them. You may wish to keep up the pretense that you are friends despite never wishing to see or hear from them again. To do this, go to their page, tap on Following, then select Unfollow. They won't know it, but you'll never see their posts, or posts they are tagged in again. 12. P itiz e a fr iend's Prrior ioritiz itize friend's feed If you want to do the opposite of above, you can choose to see a certain friend's posts before all others. Simply go to their page, tap Following, and then See First. Any posts that this friend makes will jump to the top of the news feed so that you never miss them. 13. U se a lighter dUse lighter,, thir thirdpar ty app party The Facebook app is not only enormous, but it is also a resource hog. You can save space and memory by using an alternative app, such as Metal or Tinfoil, which are basically custom skins for the web version of Facebook. Metal is a bit prettier and offers more features, such as a notification tab, and floating window. Otherwise, you can just add a shortcut to the Facebook website on your home screen and use that. In Chrome, you can also allow notifications from the site by heading to Settings > Site settings > Notifications and making sure they're turned on and unblocked for Facebook. Para malaman kung gouty arthritis nga ang sakit, kailangan natin suriin ang Uric Acid sa isang blood test. Kapag mataas ito, gout ang dahilan ng iyong arthritis. Iba kasi ang gamutan ng gout sa ordinaryong arthritis lamang. Nakukuha ang gout sa 2 bagay: (1) Lahi - Namana sa magulang, (2) Pagkain Mahilig kumain ng mga pagkaing mataas sa uric acid. Ano ang pagkaing dapat iwasan ng isang taong may gout? Sa mga gulay, iwasan ang pagkain ng asparagus, cauliflower, mushroom at spinach. Mataas ito sa uric acid. OK lang ang kanin, pero dapat bawasan ang oatmeal at whole grain cereals. Pagdating naman sa

Kailangan ng maintenance na gamot para bumaba ang iyong uric acid levels sa dugo. Nagrereseta kami ng Allopurinol 100 mg o 300 mg tablet bawat araw depende sa taas ng iyong uric acid. Inumin ito araw araw para hindi umatake ang gout. Kailangan po ito. Sa oras ng pagsumpong ng gout, nagbibigay kami ng Colchicine tablets, 4 na beses sa maghapon. Isang mahalagang tip lang po: Bawal ang Allopurinol tablets habang matindi ang atake ng gout. Inumin lang ang maintenance na Allopurinol kapag humupay na ang sakit pagkalipas ng 2 araw. Ganito lang po ang gamutan ng mga doktor sa gout. Magpa-check-up sa inyong doktor.
RECIPE: Suman sa Lihiya with Latik
For the Rice C ake Cake 2 cups glutinous rice (malagkit) 2 cup whole grain rice water for soaking rice 4 cups water For the C oco-B utter S yr up Coco-B oco-Butter Syr yrup 1 cup coconut milk 1 cup muscovado sugar or raw sugar; you can also use grated panucha or hardened sugar 1/4 cup salted butter 1 tbsp glutinous rice flour
1 Tbsp Lihiya or Lye (food grade) 1 cup coconut cream 1 cup brown sugar (segunda in Filipino or the partially refined sugar) fresh banana leaves, cut into about 6"x10", about 16 pieces, have extra just in case one or two tears apart 16 pieces cotton strings cut about 14 inches in length. grated coconut meat (optional)
INSTR UCTIONS: INSTRUCTIONS: Prepare the Rice - Combine the two types of rice, rinse twice and drain. Put enough water just to cover rice and soak for at least an hour. - After an hour, drain rice and add 4 cups of fresh water. Add the Lihiya (lye) and mix well. Water will turn pale yellow. - Cook rice about 30 to 35 minutes. If using rice cooker, let the equipment time itself Prepare the leaves - In an open flame, run over your banana leaves one at a time to wilt and steam it a bit. We do this so leaves will not break when we wrap the rice later. Set aside. Prepare the Syrup - In a sauce pan, combine all ingredients except for the butter. Mix well until lumps from glutinous rice flour are gone. - Under low flame, simmer mixture until thick, about 5 minutes. Careful not to boil. Why? We do not want the coco milk to coagulate, we are looking for a syrupy texture just like that of a maple syrup - Before your 5 minutes ends, add the butter and mix well. Set aside. Let's go back to the rice - Once rice is cooked, remove from heat and add coco cream and sugar. Mix well until well blended. Careful not to burn yourself. - Measure 1/2 cup of prepared rice and place them on the lighter green side of the banana leaf. Wrap it up like you would your sandwich. Do this to the remaining rice. - When you are done wrapping everything, let's tie them up together. Why? So they will not burst and keep their shape. Get two pieces and place them together where the flaps of the leaves are in between the two suman. - Using the cotton string, tie one end and then the other. There is no exact science here, just tie it up however you want, although it's suggested you use a knot where it can be pulled off easily later on. Do this to the rest of the suman. - Using a steamer or a make shift one, it does not matter as long as you can steam these babies, steam the suman for 10 minutes. Make sure to give room for the suman to expand, for it will. Just a few centimeters apart. - After 10 minutes, remove suman from heat and allow to cool a bit. - Unwrap a suman and pour over coco butter syrup on top.
