COTABATO - The Autonomous Region in Muslim Mindanao (ARMM) recently held a leadership summit for Bangsamoro women to help enhance women’s political participation in local and regional governance. Sittie Jehanne Mutin, chairperson of the ARMM’s Regional Commission on Bangsamoro Women (RCBW-ARMM), said the 1st ARMM Bangsamoro Women Leadership Summit aims to "strengthen women's roles and leadership, power and decisionmaking towards transformative governance." The summit is a joint activity of the RCBWARMM and the Department of Education (DepEd)-ARMM. It will be held at the Shariff Kabunsuan Cultural Complex inside the ARMM Compound in Cotabato City and is expected to draw in around 1,000 women leaders

from civil society organizations, local government units and the academe. Some women educators from different parts of the region will also be invited. The ARMM is composed of the provinces of Maguindanao, Lanao del Sur, Basian, Sulu and Tawi-Tawi. Mutin said 12 resource persons whose background and expertise are on women in local governance and other women advocacies spoke in the summit. "The projection is to develop a critical mass of Bangsamoro women leaders who will lead and be part of the change in governance and peace building," Mutin said. She said the summit, which carries the theme "Strengthening Bangsamoro Women's Leadership towards Transformative Governance”, will give participants “an opportunity to understand and appreciate deeper the in-

COTABATO CITY - Residents in the Autonomous Region in Muslim Mindanao (ARMM) will get better calamity assistance and services once the constr uction of a new, fully-equipped emergency response operation center is completed, a regional official said. Ramil Masukat, regional disaster risk reduction management officer, said the regional government will put up a three-storey building to serve as headquarters of the region’s Humanitarian Emergency Action ResponseTeam (ARMMHEART). The ARMM-HEART was created in 2013 to respond to emergency and humanitarian needs during man-made or natural disasters in the region. Masukat said the new ARMM-HEART Operation Center, which is located inside the ARMM compound in Cotabato City, will have state-ofthe-art disaster monitoring facilities and that additional rescue equipment will be made. He said the project

will augment the present capacity of the ARMMHEART. “ We have insufficient facilities and equipment to fully cater our constituents in times of calamities and disasters. The project will make the delivery of our services more effective. We will still monitor 24 hours a day, seven days a week.” The project has a total cost of around P 97,000,000, which was earmarked from the ARMM’s General Appropriations Act for 2015. ARMM Governor Mujiv Hataman and Executive Secretary Atty. Laisa Alamia led its groundbreaking on January 18, 2016. Its construction, which is being undertaken by Maguindanao’s 1st District Engineering Office of the Department of Public Works and Highways (DPWH)-ARMM, is expected to be finished in September 2016. Masukat said they continue capacitating their volunteers and strengthening their partnership with other stakeholders as the building of the new operation

center gets underway. “Capacity building for our volunteers will continue. We will also boost our partnership with other stakeholders like radio communication groups, people’s organizations, civil society organizations, Local Government Units, Philippine National Police, militar y, the International Monitoring Team, and the Coordinating Committee on the Cessation of Hostilities (CCCH),” he said. ARMM-HEART is a convergence of agencies inclined with disaster preparedness and response. This includes the Philippine Institute of Volcanology and Seismology, Office of Civil Defense, Department of Social Welfare and Development, Department of Science and Technology, The Philippine Atmospheric, Geophysical and Astronomical Services Administration, Department of Interior and Local Government, and the Regional Planning and Development Office among others. ARMM deworms thousands of school children COTABATO CITY - The Department of Health in the Autonomous Region in Muslim Mindanao (DOHARMM) successfuly deworming thousands of children across the region to fight the health and nutritional impact of worm infection. As of January 28, the DOH-ARMM has already administered deworming medicines to a total of 303,523 children aged 5 to 12 years, which make up 52.64% of the total number of children enrolled in public elementary schools in the region. Soraida D. Amilil, regional coordinator of the Integrated Helminth Control Program, said the infection from intestinal worms or soil-transmitted helminthiasis (STH) has an adverse effect on the development of the mind and the children’s school attendance. Continued fr om page 1 from President Benigno Aquino blamed lawmakers for the failure of the BBL, an offshoot of the peace agreement the government signed with Moro Islamic Liberation Front (MILF) rebels in 2014. The MILF has repeatedly warned that violence may erupt if Congress fails to pass the proposed laws that would guide the Muslims in the new autonomous region. Just in December, MILF rebels – despite the peace deal – attacked civilians and killed at least a dozen of them in Tulunan town in North Cotabato province near Tacurong. The police said the violence was an offshoot of a long standing land conflict. The MILF is pursuing a wider rule over the Muslim region, but lawmakers rejected the demand and said the BBL that will govern the areas is flawed and unconstitutional. The BBL is still pending in Congress with many lawmakers making sure that it would not pass legislation unless some of its controversial items are removed. But the MILF, which still maintains its huge armaments and recruited far more members during the long peace talks, said it will not revisit the BBL and insisted on the original draft it submitted to Aquino. However, many politicians and residents in the proposed expanded Muslim region also rejected the BBL and wanted out of the deal, citing various reasons and the failure of the Aquino government and peace negotiators from both sides

to include recommendations submitted by the provinces in the autonomous region. The BBL was drafted by the 15-member Bangsamoro Transition Commission appointed by the MILF and the Aquino government. Last year, villagers in the town ofWao in Lanao del Sur, one of five provinces under the Muslim region, rejected the BBL, saying they do not want to be included in the new Bangsamoro territory. Villagers said shortly after the peace deal was signed, several Muslim groups have emerged and started claiming farmlands owned by Christians as theirs and invoking their ancestral rights in Lanao del Sur. Now, many residents have started arming themselves for protection fearing that once the new Bangsamoro autonomous government is installed, Muslims will take away their lands which they inherited from their clan. Majority of the town’s 40,000 inhabitants is Christians. Some villagers said several groups of Maranao, one of several Muslim tribes in Mindanao, have started putting up markers and began claiming farmlands as their ancestral domain. The markers had been destroyed by landowners. In Sultan Kudarat province, villagers in the town of President Quirino were also facing the same dilemma, but many also have purchased illegal weapons to protect their families and lands from unjustified take-

over by Muslims who warned them that they should leave the town immediately once the Bangsamoro autonomous region is installed because they would take over their farms. Leaders of Zamboanga City and Isabela City in Basilan, also a province under the Muslim autonomous region, also vowed to fight for their inclusion in the new Bangsamoro homeland, although many of the residents there are Muslims and supportive of the peace deal. Should Congress have approved the creation of new Bangsamoro region, it would have to be decided on a referendum in the autonomous region and in areas where there are large Muslim communities. The new Bangsamoro region will replace the current Muslim autonomous region that has suffered from decades of poverty, corruption, and conflict. The mineral-rich region of Mindanao, once under the powerful rule of the sultans, is now home to minority Muslims – about 4 million from the region’s 18 million mostly Christian inhabitants. The MILF – a breakaway faction of the Moro National Liberation Front which signed a peace deal with Manila in September 1996 – had fought fiercely for decades for self-determination and had been accused of terrorism in the past and coddled Malaysian and Indonesian jihadists. Amilil said the drug may cause possible side effects or “contra-indications such as allergy, abdominal pain, diarrhea, and erratic migration of worms are being observed and monitored.” However, she said that “as of today, no adverse effects or reactions of the given medicine were reported.” Amilil said drugs which include antihistamine, antispasmodic, and oral rehydration solution plus Zinc were provided to the local health centers in cases of adverse events following the de-worming. Recently in Brazil, local health authorities have observed an increase in Zika virus infections in the general public as well as an increase in babies born with microcephaly in northeast Brazil. Agencies investigating the Zika outbreaks are finding an increasing body of evidence about the link between Zika virus and microcephaly. However, more investigation is needed before we understand the relationship between microcephaly in babies and the Zika virus. Other potential causes are also being investigated, according to the world

health body. Transmission WHO said Zika virus is transmitted to people through the bite of an infected mosquito from the Aedes genus, mainly Aedes aegypti in tropical regions. This is the same mosquito that transmits dengue, chikungunya and yellow fever. Zika virus disease outbreaks were reported for the first time from the Pacific in 2007 and 2013 - Yap and French Polynesia, respectively - and in 2015 from the Americas - Brazil and Colombia- and Africa - Cape Verde. In addition, more than 13 countries in the Americas have reported sporadic Zika virus infections indicating rapid geographic expansion of Zika virus. D iagnosis Zika virus is diagnosed through polymerase chain reaction and virus isolation from blood samples. Diagnosis

This can be done by using insect repellent; wearing clothes, preferably light-coloured, that cover as much of the body as possible; using physical barriers such as screens, closed doors and windows; and sleeping under mosquito nets. Travellers should take the basic precautions described above to protect themselves from mosquito bites, WHO said in a fact sheet released just recently. Treatment Zika virus disease is usually relatively mild and requires no specific treatment. People sick with Zika virus should get plenty of rest, drink enough fluids, and treat pain and fever with common medicines. If symptoms worsen, they should seek medical care and advice. There is currently no vaccine available. WHO said it is supporting countries to control Zika virus disease through define and prioritize research into Zika virus disease by convening experts and partners, and enhance surveillance of Zika virus and potential complications. It said WHO has strengthened capacity in risk communication to help countries meet their commitments under the International Health Regulations and provides training on clinical management, diagnosis and vector control including through a number of WHO Collaborating Centers, and the capacity of laboratories to detect the virus. It also supports health authorities to implement vector control strategies aimed at reducing Aedes mosquito populations such as providing larvicide to treat standing water sites that cannot be treated in other ways, such as cleaning, emptying, and covering them. Created by Grouper but later bought by Sony, the app features ads which run at regular intervals throughout the content, the trade-off for which is that you get an excellent selection of media and an app that functions far better than some of the other TV service ports on the list. Str eam mo vies and T V tream movies sho ws in the UK shows BBC iPlayer This catch-up service has been going strong for a number of years and the slick Android app is a great way to watch TV series and movies. It doesn’t have a huge archive to sift through, but the iPlayer catch-up service was extended to 30 days last year, meaning you have a month to catch up on almost anything played on the BBC in the past month. ITV Player The ITV Player app suffered a woefully bad introduction to the Play Store (it was essentially broken on many devices) but it's finally in a decent state. The ITV Player app lets you stream ITV channels live to your device, as well as catch up on any shows you may have missed from the past week. All 4 (4oD) The recently rebranded All 4 – formerly known as 4oD – has a fantastic selection of shows, aimed at a slightly younger crowd than BBC iPlayer. The updates aren’t as regular as we would like, but nonetheless, Demand 5 offers a wide selection of Channel 5 shows and archived programs to rewatch on your Android smartphone or tablet. The programming quality is arguably lower than the standard offered by Channel 4 and the BBC, although a bit of American Horror Story or reality cop shows never goes amiss. You won't find the latest Hollywood blockbuster, NBC or Showtime on SPB TV, but if you want to take a chance on a wild card, this is the app to use. A few of the stations definitely appear to be of a more adult nature (how you choose to use that information is up to you). LiveNow!TV LiveNow!TV streams a broad range of channels from around the world live, as well as a variety of classic/B-movies; mostly a bizarre but entertaining mix of horror and Kung Fu movies. LiveNow!TV is a free service supported by ads and doesn't have the same clout as Netflix or even Hulu, but the live TV streams work well, and it's a great option for streaming a number of well-known channels. RECIPE: Sinigang na Baboy

INGREDIENT S: INGREDIENTS: 2 lbs pork belly (or buto-buto) 1 bunch spinach (or kang-kong) 3 tbsp fish sauce 1 bunch string beans (sitaw), cut in 2 inch length 2 pieces medium sized tomato, quartered 3 pieces chili (or banana pepper)

2 liters water 1 large onion, sliced 1 big radish (labanos),sliced 1 pack sinigang mix (fine for 2 liters water) * you may also add okra and eggplant if desired

INSTR UCTIONS: INSTRUCTIONS: 1. Boil 2 liters of water into pot. 2. Add onions and tomatoes into boiling water for 5 mins. 3. Add the pork belly and boil for 30-40 mins. or until pork tenders. 4. Put-in the sinigang mix and chili simmer for another 5 mins. 5. Add the string beans (and other vegetables if there are any) and simmer for 5 to 8 minutes. 6. Add fish sauce or salt to taste. 7. 500T Catholics joined Eucharistic Congress ALMOST half a million Catholics participated in the recently concluded 51st International Eucharistic Congress or IEC culminating mass or Statio Orbis held at San Pedro Calungsod Template in Cebu City, organizers said. Organizers said despite the hot weather, people from all over the world, IEC delegates and non-delegates, attended the Statio Orbis initiated by Papal Legate Charles Maung Cardinal Bo, of Myanmar. With him were cardinals, bishops and priests from 73 countries. In his homily, Bo said that after 8 days in IEC Congress, he felt sad leaving Cebu because he already learned to love the place, the food, the people and the strong

faith of the Cebuanos. He said the locals are great host and “it was a great experience being here. Eucharist is the goal of mission to proclaim Christ, the Hope of Glory, to all nations.” Bo also encouraged the Filipinos to rejoice for being a “nation of hope” whose light will shine not only in Asia, but to the whole world. He highlighted in his homily the importance of the family and youth in the church, saying families need to be protected and nurtured, and the youth, to be understood. Pope Francis, in his video message at the IEC Congress, said the celebration was fitting in the Year of Mercy. “It reminds us that the risen Jesus is always alive and present in his Church, above all in the Eucharist, the sacra-

ment of his Body and Blood,” he said. The Pope stressed that the Eucharist is a school of humble service that teaches the readiness of the people to be there for others. This too is at the heart of missionary discipleship, he added. He summoned the people to go forth as missionaries, to bring the message of the Father’s tenderness, forgiveness and mercy to every man, woman and child. The Pope also encouraged everyone to follow Jesus’ example by reaching out to others, in a spirit of respect and openness, in order to share with them the gift we ourselves have received.
