Que was shot several times while driving along San Jose Road in the coastal village of Baliwasan. He was rushed to hospital and is in stable condition. The assailants escaped

after the ambush and police said it is investigating the attack. “There is an ongoing investigation to determine the motive of the attack,” Chief Inspector Rogelio Alabata, a regional police spokesman, told the regional newspaper Mindanao Examiner. No individual or group claimed responsibility for the ambush and the motive of the failed assassination remains

unclear – or whether it was politically motivated or not. Que’s family has held Bongao town for many years now and the mayor is a political ally of President Benigno Aquino and member of his ruling Liberal Party. Just last week, security forces captured Hassan Indal, a senior MILF commander who is also a top leader of the jihadist group BIFF following firefight in Cotabato City. Indal, who uses the aliases Abu Hazam and Tambako, is currently being interrogated. Indal’s son, Ali, was killed in the fighting. Policemen, backed by army Special Forces soldiers, swooped down on Indal’s hideout in the riverside village of Kalanganan after intelligence agents tracked him

down. The 6th Infantry Division has confirmed Indal’s capture and said he is the BIFF’s Vice Chairman for Internal Affairs and commander of the group’s 4th Division. “Indal is involved in different criminalities and atrocities in central Mindanao since 2010,” Captain Jo-ann Petinglay, an army spokeswoman, told the regional newspaper Mindanao Examiner. Indal’s capture came following days of sporadic clashes between BIFF forces and government troops in Maguindanao, one of 5 provinces under the restive Muslim autonomous region. Petinglay said troops recovered one automatic rifle and ammunition, a .45-caliber pistol and a hand grenade from Indal’s hideout. Army Major General Edmundo Pangilinan said an informant helped authorities in tracking down

Indal’s hideout in Cotabato. “This is an accomplishment not only of the security forces, but the entire community because Indal is one of the BIFF leaders who continually sow terror by laying IEDs and attacking civilian communities. We are thankful for the growing awareness of the community in fighting terrorism by providing essential information for his capture, he said. In 2014, the 6th Infantry Division had claimed to have killed Indal during a fierce firefight with troops in Maguindanao. Its former spokesman, Colonel Dickson Hermoso made the fantastic claim that Indal was among dozens of BIFF members killed in the military operations. KMU to Duterte: Are you joking? He declared war on unions, KMU, and all workers on the first day of his campaign. He called on workers to lessen actions in defense of their rights right in the birthplace of working-class hero Andres Bonifacio. He claimed he shares KMU’s ideology yet threatened to kill KMU members in the same breath. He showed no respect for workers, who belong to the majority of Filipinos, in the name of an abstract “Philippines,”

which can only mean big foreign and local capitalists. Is Mayor Duterte joking? The plight of workers won’t improve without their own action and organization, without unions, and without genuinely pro-worker unions in particular. It is simply not true that workers, unions, and KMU cause companies to close down; that is just a scare tactic to make workers accept low wages, contractual employment, and repression. The truth is that the number of unions in the country has been in decline for years, yet the situation of workers has only gotten worse and small Filipino businessmen have continued to close down their businesses. Is Mayor Duterte joking? Candidates have always promised to implement antiworker and pro-business measures in order to attract the support of big foreign and local capitalists. None, however, has done it with more bombast than Duterte. Is he that desperate in trying to court the support of big capitalists? Whatever his reason, talking about killing trade-unionists is simply unacceptable. He should be respectful of the labor movement, which has fought for improvements in workers’ conditions. Is Mayor Duterte joking? We ask this in recognition of his support for workers’ and KMU Southern Mindanao Region’s campaigns for

higher wages and against contractualization. We ask this in recognition of proworker items in his platform; we even hailed his statements against contractualization right after he declared his candidacy. We ask this to give him room to change his mind, reverse his statement, and stand against greedy capitalists, not workers’ unions. Is Mayor Duterte joking? We ask this not because labor leaders are not being killed in the country; they are. We ask this not because his human-rights record is dubious; it is. We ask this because we are unfazed. Not even the open fascism of the US-Marcos dictatorship or the intense political repression of the US-Arroyo regime stopped us from organizing workers and fighting for workers’ rights. We vow to continue organizing workers and fighting for workers’ rights despite threats from Duterte and his ilk. Is Mayor Duterte joking? He cannot make progressive statements on other issues and then make this horrid mistake on the issue of workers – directly addressing the KMU and threatening the lives of unionists – and still expect people to believe him. He is making a big joke of himself with this statement.

Sayyaf rigs military post with IED ZAMBOANGA CITY – Suspected Abu Sayyaf rebels have rigged a military detachment with an improvised explosive in the southern Philippine town of Patikul, a day after they bombed a convoy full of soldiers on a village there. The explosive device - assembled from mortar bombs - was discovered in the village of Bonbon and immediately disarmed by soldiers. Abu Sayyaf rebels also

detonated a roadside bomb last week while a convoy of military trucks were passing and wounding 7 soldiers, according to the military. The wounded soldiers – all members of the Marine Battalion Landing Team 10 – were brought to Zamboanga City. It was not immediately known why the military failed to prevent the bombing despite a series of Abu Sayyaf attacks

on government troops there. The military has sent thousands of troops to Sulu to fight the Abu Sayyaf ahead of the May elections. The town’s mayor Khabir Hayudini cannot be reached for comment on the spate of violent attacks in Patikul. The Abu Sayyaf is fighting for a separate Islamic state and has pledged allegiance with the Islamic State in Iraq and Syria. (Mindanao Examiner)

Inside Aleppo: A city on edge, trying to survive

Shelling pounds the key battleground daily, an unrelenting and terrifying reminder of Syria's fiveyear civil war. Earlier this month, President Bashar alAssad's regime cut off access to the main road from Aleppo to the Turkish border, in turn hampering any movement by rebels fighting his government but also NGOs who are trying to bring supplies to the city's beleaguered populace. It's estimated some 320,000 people still live, or subsist, in the city under continual bombardment. Residents are suffering in many ways. They are hungry. There's a shortage of fuel. And getting out has become as risky as staying. But this week, as CNN correspondent Frederik Pleitgen discovered, many in the government-controlled portions of Aleppo are carrying on. Families are going to the market, buying fresh fruit, bread and other items not far from the war's front line. Despite a relatively calm

scene, some told CNN they fear what is becoming of one of the country's largest cities. "I believe we already endured about 80% of the hardship and I hope the remaining 20% will end soon," one man told Pleitgen. Another acknowledged the "very tough" conditions inside the city, but said "we are steadfast and we believe the power will be on the correct side." In one of the main areas of the city under control of the Syrian government, electricity is largely provided by generators. The Russians and Iranians are helping Assad's forces, going after a coalition of rebels in the eastern part of the city. The Syrian Observatory for Human Rights said that airstrikes hit several villages. Beyond the humanitarian catastrophe, the plight of Aleppo symbolizes the rapid transformation of the Syrian battlefield since the regime, Iran and Russia

came together. For much of 2015, Assad's forces were on the defensive, as rebel groups consolidated and took major towns in Idlib, the Aleppo countryside and began to attack regime strongholds in Latakia. The Institute for the Study of War says a successful government offensive around Aleppo would "shatter opposition morale, fundamentally challenge Turkish strategic ambitions and deny the opposition its most valuable bargaining chip before the international community." "We want to get through and provide security for our children." Saleh has five children. His brother has six. The 11 children walked alongside the adults more than 6 miles in the middle of the night, Saleh told Damon. "Each time they would cry, we would have to shush them," he said. "We got shot at. INGREDIENT S: INGREDIENTS: 1 lb. medium shrimps, shelled and deveined 1 cup water 1/3 cup sautéed shrimp paste plus 1 teaspoon to flavor shrimps 3 tablespoons olive oil 2 cloves garlic, chopped 1 thumb- size ginger, crushed 1 tomato, cut into wedges

1 Chinese or Japanese eggplant, sliced into the diagonal (1-inch thick) 1 fresh bittermelon, halved, deseeded and sliced into the diagonal (1-inch thick) 1 lb. banana squash, peeled, deseeded and cut into chunks ½ lb. fresh okra ½ lb. green beans, ends trimmed salt to taste

INSTR UCTIONS: INSTRUCTIONS: 1. Heat a skillet with 1 tablespoon oil. Sauté shrimps for 2 minutes or until it turned pink. Stir in 1 teaspoon shrimp paste. Transfer cooked shrimps to a plate and set aside. 2. Using the same skillet, heat the remaining 2 tablespoons oil. Add garlic and ginger; sauté for 1 minute. Add shrimp paste, stir for 20 seconds. Add squash and water; cover and let simmer for 5 minutes. 3. Add the rest of the vegetables, cover and let simmer for another 10 minutes or until vegetables are tender. Make sure to stir the mixture occasionally. 4. Add cooked shrimps and tomato; gently stir and correct seasonings. 5. Transfer into a serving plate. Serve with steamed rice. 6. Enjoy! Don’t give false civil registry data - PSA IF YOU are not legally married, or at one point you were not registered in the system, then say so rather than falsely give out information. This was the warning from the Philippine Statistics Authority (PSA) during the Kapihan sa PIA in time for February’s Civil Registration Month. At the radio forum, PSA's Statistical Operations and Coordination Division (SOCD) Chief Leopoldo Alfanta Jr. shared a common problem among children born out of parents who failed to register their marriages. Based on unofficial dates which they could reckon when they started cohabitating,

parents usually use this entry on their kid’s birth certificates, which could pose a problem for their children. It can come in many forms: an unregistered marriage will have no record of such at PSA (formerly National Statistics Office, so that might affect the validity of the later entry, Alfanta explained. On these “personally declared” marriages, if the event is not registered, it does not get reflected in any official record, which might render their latter registration record defective. A defective entry in the record, aside from a real hassle to the one intending to get the record,

will also necessitate proceedings whether it is administrative or judicial in form. By Republic Act 10172, Local Civil Registrars are now authorized to correct errors clearly typographical or clerical in the entries, but only in the day and month of the birth date and sex, without needing a judicial order. RA10172 amends certain articles of the Civil Code of the Philippines which states that no one can change entries in the civil registry without a judicial order. THE NINOY Aquino International Airport is soon to implement a new measure to address flight delay involving a more efficient implementation of the current policy on flight movements per hour. Ten flight movements will be grouped per 15minute block periods to ensure compliance with the said policy of having a maximum of 40 movements per hour. This was discussed in a coordination meeting recently between the Manila International Airport Authority (MIAA), the Civil Aviation Authority of the Philippines, and the Civil Aeronautics Board with executives of domestic airlines.
