(Photo by Ahl-franzie Salinas) SULU – The Sulu Provincial Women's Council or SPWC has recently launched a blood drive and was participated by its members and government troops and policemen, including civilians who volunteered to donate their blood in an effort to support the Philippine National Red Cross. Hajja Nurunisah Tan, a nurse by profession and head of the SPWC, led the annual event. Local Red Cross Administrator Preciosa Chiong praised Tan, a philanthropist, and all those who took part in the blood donation.

Tan, who is running for vice governor of Sulu, said they also conducted free medical and dental services that benefitted many people in the province. She said the medical and dental services are also being offered free every weekend and cater mostly to elder people, poor families and children. DOH-ARMM alerts residents on common summer ailments COTABATO CITY – As the dry season continues, the Department of Health in the Autonomous Region in Muslim Mindanao (DOHARMM) has alerted residents on common ailments and adverse health conditions they might suffer from in the near term. Dr. Alexander Ampatuan, designated head of the Non-Communicable Diseases Cluster of DOHARMM, said during dry months, residents must take note of common summer diseases like sunburn, rashes, sore eyes, and chicken pox. Sunburn is a term used for red and sometimes swollen and painful skin caused by overexposure to ultraviolet rays from the sun. To prevent sunburn, he advised residents to avoid too much sun exposure. “Iwasan natin ang lumabas sa bahay kung tirik ang araw. Mas mainam kung huwag lumabas mula 9:00 AMhanggang 4:00 PM (Avoid going outside the house especially when it is too hot. It would be better to

stay at home from 9:00 AM to 4:00 PM),” Ampatuan said. “Kung hindi maiiwasan, magsuot ng mga protective gear tulad ng payong o magpahid ng sunblock na may SPF 60 pataas (If you cannot avoid going under the heat of the sun, wear protective gears like an umbrella or use sunblock with at least SPF 60 or higher),” he added. Ampatuan said residents should also observe proper hygiene. “Ugaliing maligo araw-araw at magpunas ng pawis. Gumamit ng powder upang maiwasan ang pagkakaroon ng rashes (Take a bath every day, always wipe and dry your sweat and use powder to prevent rashes),” he said. Rashes are abnormal changes in skin color, or texture, caused by skin inflammation. Because of climate change, he said residents in ARMM should be more cautious as these diseases could develop into serious cases. Moreover, he warned people, especially those with hypertension, of pos-

sible heat stroke. He advised them to drink at least 8 to 12 glasses of water daily to avoid dehydration. The DOH-ARMM, he said, has various projects to help residents suffering from these common diseases. He encouraged them to go to the nearest Regional Health Units, or to the DOHARMM office, for free check-ups and medicines. “Kung may nararamdaman, huwag mag-atubili na pumunta at magpatingin sa mga malapit ng Rural Health Center para mabigyan ng lunas at maiwasan ang komplikasyon. ZAMBOANGA CITY - The San Miguel Corporation is eyeing Zamboanga City in southern Philippines for new investments and Mayor Beng Climaco said the “City of flowers” continues to attract traders and business groups due to the much improved economy and stable peace and order. San Miguel Corporation sent a team of senior executives to Zamboanga and met with Climaco to discuss various business prospects and other potentials here. Climaco also expressed her gratitude to San Miguel Corporation President Ramon Ang for his big interest in Zamboanga City. Climaco said she is confident on Zamboanga’s capability to be a key investment hub in southern Philippines. She said the business climate in Zamboanga is very encouraging and the

economic boom that the city has achieved since the past 3 years under her administration has bolstered the local economic dynamism. Rodrigo Sicat, who briefed the business executives on various projects and plans to transfer the Zamboanga City Airport to a new location. They also in-

spected the proposed airport site and visited beaches here and toured canning factories and ship building facility in Ayala and Recodo villages. San Miguel Corporation is one of the Philippines’ most diversified conglomerates, generating about 6.2% - as of 2014 - of the country’s gross domestic product through its highly integrated operations in beverages, food, packaging, fuel and oil, power, mining and infrastructure. Philippines' oldest mosque to get P77.6 million in tourism infrastructure support COTABATO CITY - The country’s oldest mosque located in the Autonomous Region in Muslim Mindanao will receive tourism support funding worth P77.6 million, said Engr. Don Mustapha Loong, ARMM's Public Works and Highways (DPWH-ARMM). He said the access road going to the Sheikh Karimul Makhdum Mosque will be improved even as several other infrastructure projects will be built within its periphery. “We are investing on the roads leading to Sheikh Makdum as well as in its periphery because we believe in the tourism potential of southern Mindanao,” Sec. Loong said.

The Sheikh Makhdum Mosque was erected in 1380 in the small fishing village of Tubig (Bohe), Indangan in Simunul town in Tawi-Tawi province. The mosque was declared a National Historical Landmark by the National Historical Commission and a National Cultural Treasure by the National Museum. The infrastructure projects will be built by the local government unit of Simunul after a Memorandum of Agreement (MoA) was signed on Monday at the ARMM governor's office here. Sec. Loong said the project is targeted to be completed from three to six months. Official records show

that 55,085 foreign and domestic tourists visited Tawi-Tawi in 2015 with P965 million in tourism gross receipts. The figures showed a significant increase of 14.35% in tourist arrivals and 14.34% in gross receipts in the province compared with 2014’s figures. Tawi-Tawi is the southernmost province in the country and covers small islands in the Sulu Sea and to the northwest, the Cagayan de Tawi-Tawi Island and Turtle Island. In 2015, there were 192,307 tourist arrivals in the ARMM, generating more than P3 billion in tourism gross receipts spent mostly on cultural

events; nature, sun and beach visits; and diving, as well as marine sports and other relevant events. The ARMM is composed of the mainland provinces of Maguindanao and Lanao del Sur and the island provinces of Basilan, Sulu and Tawi-Tawi. Sec. Loong said his office is providing more assistance to the tourism industry with the construction of access roads to tourism sites in the region. In September 2015, DPWHARMM started the construction of projects and development of Bud Bongao, Tawi-Tawi's famous peak, worth P56 million. The projects include multi-purpose hall,

view deck, station point, concrete pathway, parking area, and billboard. Another P100 million was allotted for the improvement of the Lake Dapao Circumferential Road in Lanao del Sur. Five other MoAs for the construction of access roads and water systems worth P66.93 million were also inked between the ARMM government and three local government units (LGUs) in Lanao del Sur. ARMM Governor Mujiv Hataman said the infrastructure projects are a manifestation of trust and confidence of the regional government on the LGUs. “The basic requirement is the capacity of the

LGUs to implement projects – their sufficiency of construction equipment, and availability of skilled and well-experienced engineers,” Gov. Hataman said. On February 16, several MoAs were inked between the ARMM government and more than 20 LGUs in the region covering infrastructure worth more than P1.9 billion. “Gusto nating palakasin yung capacity ng local government units. MBLT-2 bids goodbye to Sulu JOLO – Sulu provincial government leaders have thanked the members of the Marine Battalion Landing Team - 2 who were actively involved in peace and humanitarian efforts after ending their tour of duty. Governor Totoh Tan, who was invited by the 2nd Marine Brigade to the departure honor of the troops,

said the soldiers took part in many medical missions and promoted sports among the youth while in Sulu. He congratulated the marines for their dedication to their duty and for helping the police and other law enforcement agencies in maintaining peace and order in the province.

Brigadier General Jose Cabanban, the brigade commander, thanked and praised Governor Tan, who is seeking re-election, for his support to the peace efforts of the marines in Sulu. The MBLT2 was replaced by the Marine Battalion landing Team - 1 and Vice Governor Sakur Tan, accompanied by Jolo town Mayor Hussin Amin,

welcomed the arrival of the soldiers. Brigadier Alan Arrojado, commander of the Joint Task Group Sulu, was also present during the arrival ceremony. Vice Governor Tan,

who is running for governor of the Autonomous Region in Muslim Mindanao, also spoke to the soldiers and vowed to support the marines in their duty to protect the citizens and uphold

NCMF praises Sulu governor for support to cause THE NATIONAL COMMISSION On Muslim Filipinos or NCMF thanked Sulu Governor Totoh Tan for his role and support in the promotion of Islam and to the recently concluded 34th Regional Qur'an Reading Competition in the southern province. It said Governor Tan has been very supportive of the endeavors and activities of the NCMF. The competition

was also attended and participated by many scholars and religious leaders, including members of the Sultanate of Sulu and North Borneo. With the theme “Let the Teaching of the Holy Qur'an Be the Platform for Good Governance of Our Next Leaders in the Province”, the competition was participated by 12 men and five women, according to Kenny

The PAMANA program was first implemented in the ARMM in 2011 through the national agencies. In 2013, the implementation of projects in the region has been lodged to the Office of the Regional Governor. Line agencies that serve as the program’s implementing partners in the ARMM include the Department of Social Welfare and Development, Department of Public Works and Highways, Department of Agriculture, and the Bureau of Fisheries and Aquatic Resources. MAGUINDANAO – To help augment the income of the beneficiaries and increase fish production in the region, the Autonomous Region in Muslim Mindanao (ARMM) has provided P1.5 million worth of agriculture and fisheries support services to a Moro National Liberation Front (MNLF) cooperative in Mangudadatu municipality in Maguindanao province. About 50 members of the Maman Kalilintad Farmers and Fisherfolks Producers Cooperative from Barangay Paitan in Mangudadatu received agrifishery equipment and inputs that include 1.7 million tilapia fingerlings, fresh-water fish cages, feeds and fishing boats. The livelihood project is under the Payapa at Masaganang Pamayanan (PAMANA) program, a national government initiative that extends development interventions to isolated, hard-to-reach, and conflictaffected communities to reduce poverty, improve governance and empower communities. Dong Anayatin, PAMANA-ARMM program

manager, said that since 2013, the ARMM’s Bureau of Fisheries and Aquatic Resources (BFAR-ARMM) has extended P61 million worth of agriculture and fisheries support services across the region to benefit MNLF members. Agri-fishery equipment and inputs given to the cooperatives include fishing boats, motorized banca, non-motorized fishing banca, seaweed farming inputs, cold storages and fish aggregating devices. “The livelihood assistance can generate additional income to the fisherfolks,” Anayatin said. He also reiterated that PAMANA will help provide the needs of the MNLF communities by giving livelihood

Walk the Talk, Duterte Does Not dicial killings and capital punishment especially of minors have placed the Mayor in a very hot seat then and especially now. Some assumed that since these had gone unabated, these were instructed by or tolerated at the least by Duterte. But the day the Mayor started lambasting Sen. Francis Pangilinan and his Juvenile Justice Law blaming it for what some of the youth have become, was the day that the local juvenile justice ordinance, which provides for a rehabilitation/intervention facility, was being cooked up at the halls of the Sanggunian (SP of Davao City). Unknown to some, people from the City Social Services and Development Office were working hard to beat the deadline that the Mayor had set to install a halfway home for children in conflict with the law, one of the major features of the Juvenile Justice Law. In 2012 Davao City passed its local Juvenile Justice Ordinance, with Mayor Duterte then presiding as Vice Mayor. The story does not end there because even as I was already out of the City Council and busy attending to problems in Barangay Matina Crossing of endless cock-a-doodle-doo, lost Siamese cats, and juveniles prancing on CCTVs, I was summoned in 2013 to check on a property in Bago Oshiro where the children’s rehabilitation facility of the City would be erected. I swear that the Mayor earmarked PhP 10 million for the establishment of this agriculture-focused facility. The children’s facility is an implementation of both the Juvenile Justice Law and the city’s own JJ ordinance. This is on top of the now existing halfway home, popularly known as the Lamdag, where children in conflict with the law who are awaiting disposition of their cases are housed. By the way, Lamdag goes further by providing psycho-social intervention. That women interest the Mayor the most is public knowledge. Duterte flaunts his “womanizing” and kisses women in public almost as often as he curses. Gabriela, other women organizations, cause-oriented groups and my office lost no time in calling his attention and criticizing him publicly for his sexist remarks, reminding him of the Women Development Code he signed in 1997. But while he was and still is unperturbed (as he is now doing on a national scale the sexist acts for which we criticized him) he would create the Integrated Gender Development Office (IGDD), a coordinative and monitoring office directly under his office. by Angela Librado THISSELF-PROCLAIMED writer was a youth volunteer for Duterte in 1992, a youth organizer for BAROG (an erstwhile organization of youth, mostly out-of-school, for RODY Gihapon) in 19921998, and a member of the local legislative body in 2001-2010 as a guest candidate of Hugpong sa Tawong Lungsod (Mayor Rody Duterte’s local party). If all these make me a Dutertard, read on. I was ushered into local governance years after Davao City trailblazed in women’s and children’s rights advocacies for passing the first Women Development Code in the Philippines in 1997 and the Children’s Welfare Code in 1994. These were legislated with the full support of Mayor Duterte, an alleged womanizer and promoter of extra-judicial killings. Mayor Rody invited me as a guest candidate of Hugpong in 2001 as I was already a candidate of Bayan Muna, my national party then and now. I accepted his invitation with a caveat, “I am my father’s daughter and I am Bayan Muna’s representative”. And he did not cuss. That caveat would define my office’s relationship with City Hall as we struggled and publicly debated on issues, local and national. When two bombs successively rocked Davao City, Mayor Duterte was so furious he called for immediate US intervention, implying the latter could address the problem swiftly. We challenged his position. He listened and initiated an anti-terrorism military arm, more known as the Task Force Davao, instead. The formation of the Task Force would not go unopposed as activists, peoples’ organizations and non-government organizations rallied against its presence. Human rights groups cautioned him against possible human rights violations and militarization. He did not budge initially. But as soon as reports of sexual and human rights abuses were brought to his office and publicly, he announced the withdrawal of the local government’s support and rightly, in the budget submitted, no budget was earmarked for the Task Force. Its office in Ecoland was eventually down-scaled. On several occasions when demands for the removal of CAFGU and military detachments in several areas because of human rights violations were made, he defended their presence. Eventually, he conceded that people are being abused rather than protected and called for the dismantling of some detachments in some areas in this city. The issues of extraju-

five lady lawyers purposely to protect women from violence and abuses committed by their husbands and common-law partners, and whose services were provided for free. The City went unprecedented when it created Sidlakan, a Gender-Sensitive Crisis Intervention Unit, designed to ensure that all services to women victims of violence are made accessible and available in one office. It also serves as a temporary shelter for these women. Duterte’s interest in women and their issues has staggering effects considering that in the October 2015 City Wide Social Survey Series 4 of the Ateneo de Davao University, specifically by its Social Research Training and Development Office, violence against women was on the top three of the issues and concerns of male and female alike. About 94% of the respondents of said survey agreed that violence against women and children is important news and therefore needs to be discussed publicly. In the same study, gender sensitivity (preference of 86.5%) was on the top 3 qualities that Davaoenos desire of a president in terms of political traits. That same study reflects that 65% of the respondents were sad when Duterte declared he will not run in October, 22% were not happy because they “want him to stay here” (referring to Davao City) and 11% either refused to answer or were unsure of their feelings. Duterte does not care if we misunderstand him but he sure understands women’s issues better than some women. Even before the national Reproductive Health Law was passed, Davao City passed its Women’s Health Clinic that addresses most if not all aspects of our health as women. For years now, the City Health Office has made available ligation and vasectomy procedures for couples that wish to manage their family with the government’s intervention. The P3,000 given to every couple who availed of these procedures for free was not an incentive but Duterte’s affirmation that population management is not only a health issue but also an economic one. With these, the question of whether I and most of the women of Davao City support Duterte is a foregone conclusion. Not because he walks his talk, but because (on issues affecting our women and children), he does NOT. INGREDIENT S: INGREDIENTS: 1 kilo beef rib eye of round, whole, sliced into flat sheet, 1/2 inch thick 3 tbsp calamansi or lemon juice, fresh 1/2 cup soy sauce 1/2 tsp. black pepper 1 pc. small carrot, sliced into strips 1 pc. large pickle, sliced lengthwise into strips 3 pc. hard-cooked egg, sliced into quarters 2 pc hot dogs, sliced into strips

3 tbsp. flour 1 cup white onions, chopped 1 cup red and green bell peppers, chopped Water to cover 1 pc. Bay leaf 2 tbsp. tomato paste 1 can liver spread 1/4 cup cooking oil Salt and pepper

INSTR UCTIONS: INSTRUCTIONS: 1. Marinate beef in calamansi juice and soy sauce for at least 3-4 hours in the refrigerator. 2. Arrange strips of pickles, carrots, hot dogs, and eggs on the marinated beef. 3. Roll the beef, keeping the filling in the center, tie with a string then dredge in flour. 4. Reserve marinade for later use. 5. Heat the cooking oil in the pan and fry the beef over high heat until color turns medium brown. 6. Use casserole*, saute garlic and onions, add bell pepper, water, bay leaf and marinade. Return meat and cook covered, stirring occasionally over low heat until beef becomes tender. 7. Add tomato paste and liver spread. 8. Season with salt and pepper, cook for another 5 minutes. 9. Slice, place in a serving dish and add the sauce. 10. Share and enjoy.

DBM issues circulars for implementation of compensation adjustment

THE DEPARTMENT of Budget and Management has finally issued the National Budget Circular No. 562 and Local Budget Circular No. 108 and starting this week, government agencies may start processing adjustments in civil employees’ compensations. These circulars, according to DBM, will implement the first tranche compensation adjustment for government workers and additional allowances for military and uniformed personnel (MUP), as mandated under Executive Order 201 (Series 2016). “With the issuance of these circulars, the salaries of civilian personnel will be adjusted in accordance with the First Tranche Monthly Salary Schedule as provided in the Executive Order. Likewise, the new allowances for MUP will be granted in accordance with the schedule provided in the EO. Meanwhile, the Hazard Pay for MUP shall be increased from the current rate of P240 per month to P390 per month,” DBM Secretary Florencio Abad said. Abad added that since the compensation adjustment is retroactive to January 1, 2016, civilian personnel will receive salary differential and MUPs will receive the hazard pay differential and new allowances due them since January. He said the funds for the compensation adjustment and related fixed expenditures for civilian and MUP will be released to the agencies based on the number of filled positions as of December 31, 2015. the December cut-off date shall be released separately and subject to submission of requirements. However, Abad sad that while the funds will be released directly to agencies next week, this does not mean the adjusted salaries and new allowances will be received immediately by all covered personnel. “The Human Resource Office of agencies will, of course, need time to implement the procedures for salary adjustment and process the release of funds to employees,” he said. For covered GOCCs, the funds shall for charged against their approved corporate operating budgets. For local governments, the funds shall be charged against its funds subject to the personnel services limitation in local government units’ budgets and income classification. If the funds are insufficient to fully implement the salary schedule, the Sanggunian may adopt a modified salary schedule with lower rates but at a uniform percentage of the rates in the applicable salary schedule provided in the circular. The DBM said military and uniformed personnel will also get the same pay adjustment as civilians. The President signed Executive Order 201 last week modifying the salary schedule for civilian government personnel and authorizing the grant of additional benefits for both civilian and MUP in response to the congressional deadlock on the issue of the indexation of MUP pension. sage of the proposed Salary Standardization Law of 2015. The order effects compensation adjustments for this year as an interim measure to implement Tranche 1 of the proposed SSL, the full year requirement for which has already been provided in the 2016 Budget. For civilian government personnel, the order effects the adoption of the same proposals in House Bill 6268 and Senate Bill 2671 for the salary increase, the grant of the mid-year bonus equivalent to one month’s basic salary, and the Productivity Enhancement Incentive of P 5,000. For MUP, EO 201 provides for two new allowances: the Provisional Allowance and Officers’ Allowance, in lieu of an increase in Base Pay in consideration of the pension implications of Base Pay adjustment of active MUP. These two new allowances approximate the added remuneration had the Base Pay been increased. The amounts of these allowances are also based on the proposed increases in Base Pay under the proposed bills on SSL 2015. Abad said this is an interim measure to supplement the total compensation of MUP until such time that a pension reform measure is passed in Congress that will mitigate the impact of pension indexation. “This will ensure that they will get at least the first tranche of the pay increase that we have planned for them,” he said.
