For his part, Tan – who is seeking re-election in the May polls – also praised the multi-national peacekeepers in risking their lives in preserving peace in the Muslim region. He said the IMT is welcome to Sulu province. Tan also exchanged tokens with Sheikh. The IMT has been regularly visiting Sulu provincial officials since the time of then Governor Sakur Tan, now the Vice Governor of Sulu and running for governor in the Autonomous Region in Muslim Mindanao. The IMT was estab-

lished in October 2004 and responsible for observing, monitoring, verifying, investigating, and reporting on the enforcement of the Mutual Cessation of Hostilities between the Philippines and Moro Islamic Liberation Front. Fierce clashes are also reported in Maguindanao and near provinces. (Mindanao Examiner Photo – Mark Navales) MAGUINDANAO – The International Committee of the Red Cross expressed apprehension over the fate of civilians caught in the fighting between security and rebel forces in southern Philippines. It said clashes between government forces and

jihadists in Maguindanao one of five provinces under the restive Muslim autonomous region – continued since last month, causing civilian displacement and casualties. “We are worried about the fate of civilians caught in the fighting. We call on all

parties to the conflict to strictly abide by international humanitarian law. In particular, we remind them that they should take all measures to avoid indiscriminate attacks that may harm civilians.” “We are deeply alarmed by incidents involving road-

He said to help treat all the wounded – without any distinction – the ICRC donated emergency kits and medicines to health facilities in Maguindanao, Cotabato City and Sultan Kudarat. Earnshaw said a field assessment conducted re-

cently by an ICRC team showed that the displaced population in Maguindanao and North Cotabato have already benefitted from initial assistance provided by the local authorities. “The ICRC will continue to monitor the situation of the affected population in order to identify any gaps in humanitarian assistance, in

coordination with the authorities and the Philippine Red Cross,” Earnshaw said. Armed clashes also erupted in Lanao del Sur’s Butig town and villagers had to leave their homes to avoid being caught in the fighting. The ICRC, Earnshaw said, is closely following the situation, including the humanitarian consequences of these incidents. (Mindanao Examiner)

Was it ISIS or Abu Sayyaf? Continued fr om page 1 from “In the aftermath of this tragic incident, we call on all the Muslim communities of Zamboanga Peninsula and the neighboring regions to exercise restraint and patience as we express our indignation against this act of terrorism. We enjoin our people to observe utmost prudence and caution in processing or sharing any information posted on the social media or proliferated elsewhere relative to the identity, motive or affiliation of the culprits. Let us refrain from inciting people to violence and let us be responsible in posting on social media as emotions in these trying times,” the Ulama said in a statement. It also called on Muslims and non-Muslims alike to stay calm as the investigation is going on. “This is a time for sobriety and solidarity of the Muslims and non-Muslims alike and not a cause of strife and division. In responding to this outrage to our beloved scholars, let us uphold the rule of law and not the rule of the angry mob. Let us not forget that nothing befalls us except that it has been decreed by Allah (azza wa jal); hence, we should all resign gracefully to His Will,” the Ulama Council said. “In our mission to preach the beautiful message of Islam and in our quest for enduring peace in our land, we will not be cowed by the threat of terrorism, sabotage and assassinations, let alone this isolated incident. On the

contrary, this ordeal has even inspired us to hold more events in the future on a grander scale, in shaa Allah, to promote our advocacy of love and peace. We exhort our people not to let the forces of evil triumph by succumbing to their bullying but rather we should all be pro-actively involved in working for peace and prosperity. If there are haters and bigots planning to prevent the light of Islam from shining, let them know that Allah will protect His religion and He is the Best of planners,” it said. The Ulama Council called on authorities to conduct a full-blown, expeditious, credible and impartial investigation to ferret out the whole truth behind the assassination, from the motive to the identities of all involved in the cowardly act. “For our part, we intend to pursue our own parallel investigation within the confines of the law if only to complement and fast-track the investigation of the law enforcement agencies. We call for justice for the victims of this horrendous crime,” it said. The Ulama Council also appealed to the media, bloggers and writers to inhibit from writing “malicious reports and articles maligning the integrity” of al-Qarni, who was reported by the US-based non-profit research group the Investigative Project on Terrorism that he allegedly called a jihad on US forces in Iraq and Israel for the killing of Hamas leaders Ahmed Yassin and Abdel-Aziz Rantisi.

The report, which can be accessed in this URL: http:// www.investigativeproject.org/ 3864/cair-protests-saudiradical-exclusion-from-us, also said that al-Qarni was blocked from attending an Islamic forum in the United States in 2012. International media reports also said that ISIS has put a tab on al-Qarni and has previously called on its members and supporters to kill him because of his preaching that criticized the Salafi jihadist militant group. According to a report by the French news agency, Agence France Presse, al-Qarni’s name was among those of a number of Saudi scholars listed by ISIS in the latest issue of its monthly online magazine, Dabiq. “Write ups of this kind only worsen the situation as the insinuate justification the failed assassination of the good scholar. We urge you to check meticulously your sources. Not everything found in the websites, especially those purporting to be expert on terrorism, are reliable. There are so many haters and bigots out there, manufacturing false information against innocent scholars. Please, be professional and responsible. Let us not forget, the good scholar is the victim here; we should not make him the culprit,” the Ulama Council said. Al-Qarni is best known for his self-help book La Tahzan (Don't Be Sad), which is aimed at Muslims and nonMuslims alike. The book has sold over 2 million copies. (Mindanao Examiner)

Farmers cry for free land distribution DAVAO CITY – Farmers’ groups backed by Anakpawis party-list dared presidential frontrunner Grace Poe to commit “free land distribution” should she wins in the May polls. This comes after the Nationalist People’s Coalition of former Marcos crony, Eduardo Cojuangco, threw its support behind the senator. “We dare Senator Poe, as early as possible to categorically commit to free land distribution, as it is apparent that Danding Cojuangco is behind her campaign and we do not want the Filipino farmers to be left out during her probable presidency,” Anakpawis Representative Fernando Hicap said in a statement sent to the regional newspaper Mindanao Examiner. He alleged that Cojuangco was a member of the so-called “Rolex 12,” a group of cronies of the dictator Ferdinand Marcos during martial law and a beneficiary of the multi-billion coconut levy fund that gave him control over San Miguel

Corporation and United Coconut Planters Bank. Hicap claimed that a total of P9.625 billion fund was allegedly collected from poor farmers from 1973 to 1982 that was used to establish the United Coconut Planters’ Bank, acquire the Coconut Industry Investment Fund oil mills, consequently shares of SMC. At present, the coconut levy fund is estimated at least P70 billion. The national farmers’ group Kilusang Magbubukid ng Pilipinas and National Federation of Sugar Workers in Negros claimed that Cojuangco allegedly controls 11 haciendas in the province totalling about 20,000 hectares or about 2/3 of the islands agricultural lands, according to Hicap. He also alleged that during the Arroyo administration, Cojuangco attempted to control more than 100,000 hectares of land in Isabela as cassava plantation, supposed to supply raw materials for SMC products.

Hicap said Anakpawis has been challenging presidential aspirants to vow to free land distribution to farmers that remains to be disregarded. Poe has promised during a recent presidential debate in Cagayan de Oro City – that agricultural development such as free irrigation services and the utilization of the multi-billion coconut levy fund. “ With the entry of Danding Cojuangco among her presidential patrons, we are dutybound to query the details of Poe’s declaration on how the farmers would benefit the coconut levy fund and guarantee against it falling again to Cojuangco’s hands,” Hicap said. He said there is no presidential candidate yet to promise free distribution of lands to poor Filipino farmers. He added that almost all presidential candidates are pledging the same old formula on agricultural development. (Mindanao Examiner)

Transmission towers are targets of bombers in South SULTAN KUDARAT – Authorities have failed to prevent attacks on transmission towers in southern Philippines following the bombing of a steel pylon of the privately-owned National Grid Corporation of the Philippines. Just last week, a transmission tower was bombed in the town of Aleosan in North Cotabato province. Elizabeth Ladaga, a spokeswoman for the NGCP, said the attack occurred in the village called Pagangan and targeted Tower 63. “This is

the third bombing of NGCP towers this year, and the second bombing incident for the same tower,” she told the regional newspaper Mindanao Examiner. She said Tower 63 was bombed on January 14. She said they would restore the tower as soon as the area has been cleared by security forces. No individual claimed responsibility for the latest bombing, but Ladaga said the attack only serve to increase the burden of the public. The tower serves the KabacanSultan Kudarat

138-kilovolt line. The bombing did not cause any serious power interruption in the provinces. Police also said that two of three improvised explosives strapped on the base of the tower had been detonated, and the third was safely defused. Security forces are battling Bangsamoro Islamic Freedom Fighters and other jihadist groups in North Cotabato and Sultan Kudarat, including Maguindanao and Lanao del Sur provinces in the restive Muslim autonomous region. Cops attack police station in Lanao Sur, 6 wounded MARAWI CITY – At least 6 people were wounded when two groups of policemen clashed in Lanao del Sur province in the troubled Muslim autonomous region in southern Philippines, the military said. It said policemen from Tugaya town and more than a dozen armed men attacked the police station in the village of Bubong in the town of Bacolod Kalawi on Monday afternoon, sparking a firefight that left six civilians injured. There were no immediate reports of casualties on the side of both police forces, but the military re-

leased the identities of those wounded in the clash as Osmena Bagaya, 41; Anie Radie, 37; Mosa Radiem, 40; Basar Pumbaya, 49; Iya Maniri, 43; and Kalil Radie, 10. The military said the fighting lasted for about 15 minutes and it only stopped after the attackers retreated. The motive of the recent attack is unknown, but it occurred ahead of the local political campaign in Lanao del Sur, which is one of the most contested area during elections in the Muslim autonomous region. The regional police and the provincial gov-

ernment did not issue any statement about the violence involving lawmen. The fighting also coincided with deadly clashes between military forces and jihadists in Butig town also in Lanao del Sur, and the infighting between Balabagan town Mayor Edna Benito and Vice Mayor Quirino Sampiano. Benito, whose suspension was lifted by the Department of the Interior and Local Government, was trying to retake her office from the acting mayor, Sampiano, who refused to yield power. 'Female Viagra' gets mixed reviews A NEW REVIEW of the "little pink pill" for women with low sexual desire says the dr ug doesn't work very well -but some doctors and patients who've been using the treatment disagree. The drug, Addyi, or flibanserin, has been on the market since October. "The data presented in this review suggests that the meaningful change caused by flibanserin is minimal," according to the team of Dutch researchers. The researchers looked at eight studies on Addyi that together included nearly 6,000 women. They said for women using the drug, the number of additional "satisfying sexual events" averaged out to about 0.5 per month. The agency asked Sprout Pharmaceuticals, which makes Addyi, to do more studies on the interaction between Addyi and alcohol. An editorial accompanying the ar ticle, published in JAMA Internal Medicine, questioned the FDA's approval of the drug. "The FDA approved a marginally effective drug for a non-lifethreatening condition in the face of substantial -and unnecessary -- uncertainty about its dangers," wrote Dr. Steven Woloshin and Dr. Lisa Schwartz at the Center for Medicine and the Media at the Dartmouth Institute for Health Policy and Clinical Practice. The researchers said the drug had significant known side effects, such as dizziness, sleepiness, and nausea. The FDA approved Addyi last August with a "black box warning" to highlight the risks of severe low blood pressure and fainting when patients drink alcohol, take certain drugs, or have liver problems. 'I was amaz ed' amazed' Some doctors and patients who've been using Addyi say the drug has been helpful. There are no other FDA-approved treatments for women suffering from low sexual desire. Dr. Lauren Streicher,

'Female Viagra' gets FDA approval. (A screen shot from a CNN report) medical director of the Center for Sexual Medicine at Northwestern Memorial Hospital in Chicago, said the results cited in the Dutch study are averages, and while Addyi doesn't work for everyone, many of her patients have benefited from it. She says she's written Addyi prescriptions for about 10 women, and three or four have emailed her back to say it's worked. "They say, 'Oh my God, this has changed my life. Things are wonder ful,'" Streicher said. Jodi Cole, a 33-yearold stay-at-home mother from Porter, Oklahoma, said before she started taking Addyi, she didn't want to have sex with her husband, Matt. "I love my husband and I believe God created emotional and sexual intimacy as key components of marriage. So we had sex, usually a couple of times a week. And while I was willing, part of me dreaded it. Every time," Cole wrote in an email to CNN. Cole said she started taking Addyi in November, and within six weeks felt a difference. "I was amazed," she wrote. "I actually enjoyed being intimate and for the first time in a long time felt that connection with Matt." She said for her it wasn't about increasing the quantity of sex she was having, but rather the quality. "What (Addyi) does is give just enough support so I can

think about that part of our relationship with anticipation of pleasure rather than anxiety," she wrote. She understands Addyi can have side effects, but said women should be able to choose to take it just as men choose to take Viagra despite its side effects. "I should be able to choose whether the side effects are worth the benefit," she wrote. The contr ov ersy o v er contro ov A ddyi Seldom has one pill raised such controversy among medical professionals. Doctors who treat women with low libidos tore apart the JAMA study. Streicher, an associate professor of clinical obstetrics and gynecology at the Northwestern University Feinberg School of Medicine, said the study drew "erroneous conclusions." The International Society for the Study of Women's Sexual Health went even further, calling the study "a great disservice to the millions of pre-menopausal women suffering from (hypoactive sexual desire disorder)." The doctors had several problems with the study's methodology, including that three of the eight studies the Dutch researchers analyzed were not published. When studies are published, they go through a peer review process to assess whether the study methodology is sound. One of those studies used a dosage of the drug

that was half as high as what the FDA approved. Dr. Loes Jasper, one of the authors of the Dutch analysis, said she and her colleagues removed the results from that study and still found that Addyi's affects were minimal. She said she and her colleagues included the results of the unpublished studies because sometimes negative studies of a drug don't get published. "We included all published and unpublished studies to capture a complete overview of the benefits and risks of flibanserin, without bias," Jaspers wrote in an email to CNN. According to the FDA, which looked at three clinical trials of Addyi that included about 2,400 women, about 10% more patients treated with Addyi repor ted meaningful improvements in satisfying sexual events, sexual desire, or reduced distress compared to women taking a placebo. In their editorial, Woloshine and Schwartz said Sprout and others put pressure on FDA to approve the drug. "While it is unclear how strongly politics influenced the decision, it is clear that the science was weak," they wrote. "We all need a drug approval process that delivers good decisions based on adequate evidence." (Elizabeth Cohen, CNN Senior Medical Correspondent, CNN)

TECH TIPS: 11 easy ways to dramatically reduce your mobile data usage on Android UNLIMITED data plans are so expensive that most of us have to live in fear of exceeding our monthly smartphone data allowance. But what if I told you that you could cut your mobile data usage in half in less than a minute? We now have three new tips to help you do that. Here are 11 simple ways to use less mobile data on Android. Note: Individual data savings will var y, but these 11 steps cut my data usage in half. You can adapt these tips for the apps you use the most or your particular usage habits. 1. C ompr ess Chr ome Compr ompress Chrome pages If you use Chrome for all your web traffic, this tip alone can save you 3035 percent of your mobile browser data consumption. The Data Saver option compresses web pages before loading them in your browser. Using Data Saver does slow things down a tiny bit, but you quickly get used to it and a moment's delay is worth it when your data lasts so much longer. Just launch Chrome, tap the three dots in the top righthand corner, go down to Settings and then to Data Saver. Keep an eye on the graph to see your data savings grow. 2. U se O per a's video Use Oper pera's compr ession compression The Opera for Android browser now has a very useful video compression option, which can save you a load of data if you're frequently watching videos on the go. To use it, simply download the Opera browser, go to Settings > Data savings and tick the box that says Video compression. This setting not only saves you data, but also means that videos are more likely to load faster. 3. D itch the F acebook Ditch Facebook app It's pretty well known among Android aficionados that the Facebook app is one of the biggest consumers of data, not to mention its high resource use and battery drain. So why not replace it with something less demanding? There are lots of alternate Facebook apps but many of those are just as hungry as the official version. Even Facebook Lite, which claims to reduce data consumption by 50 percent, still chews through hundreds of MB in a month. So why not try Tinfoil for Facebook, which is simply a web app that displays the Facebook

Just open Facebook in Chrome, open the overflow menu and select Add to Home Screen. 4. M ake use of offline Make apps and games Some apps and games require constant internet access to function: this can be simply a security measure or because they constantly need to retrieve data. There are some apps and games that don't require internet access at all after the initial download. 5. R estr ict backgr ound Restr estrict background data The easiest way to save data is to tell your apps (or the Android system itself ) to restrict background data. Background data is all that internet traffic that goes on when you're not actually using an app: email syncing, feeds updating, weather widgets and so on. You can also tell the Android system to restrict background data in Settings > Data usage > Restrict Background Data or for individual apps in Settings > Apps (depending on which version of Android you have). You can also change your sync settings for Google services in Settings > Accounts > Google > select the account and then un-check the services you don't want to sync automatically. 6. D isable auto-updatDisable ing apps Another huge drain of your data allowance comes from the occasional bout of Google Play app updating. If you have the Play Store set to auto-update apps, even over a data connection, this could be chewing its way through your allowance ever y month without you even knowing. To check, go to the Play Store and swipe out the left-hand navigation drawer. Tap Settings and at the top, you'll see Auto-Update Apps. Tap this and make sure you either have it set to 'Do not auto-update apps' or 'Auto-update apps over Wi-Fi only'. To manage individual apps, go to My Apps, select an app and then tap the over flow menu to check, or uncheck Auto-Update. 7. P ut some music on Put y our phone Streaming ser vices like YouTube, Spotify, Vine and other video and

music sites are huge data killers. If there's a tune or album you're constantly listening to at the gym or on the way to work, you'll use much less data by loading it onto your phone and listening to it offline, than endlessly streaming it from the web. If your phone doesn't have a microSD card or enough space in its internal memory for you to save music, you can use a microSD adapter. Alternatively, you can save music for offline listening. It won't require as much space on your phone and it's easy to get rid of or replace later. If you can curb your streaming cravings, even just a little, you'll see a huge reduction in data consumption. 8. IIdentify dentify and limit/ remo v e high consumemov ing apps In Settings > Data usage you can get a look at the apps which are consuming the most data both in the foreground and the background. This can be really useful for knowing which apps you should restrict. Take Gmail, for example. On my phone, it has downloaded 451 MB of emails in the background. If I felt I didn't use the app enough to justify that much data use, I could remove the app, limit how often it syncs or prevent it from downloading attachments, all of which would reduce data consumption. 9. N avigate offline Navigate Google Maps can use up quite a bit of your mobile data if you're not careful, but thankfully it is possible to use Google Maps offline. Follow our guide and see how much data you could save. 10. U se G oogle Docs Use Google offline Google Maps isn't the only Google app you can use offline. If you want to make edits to important documents without it using up your mobile data, you can. Find out how to use Google Docs offline at the link. 11. Don't upload, do wnload or send download pictur es or videos pictures A single minute of high definition footage captured on a modern smartphone can take up as much as 200 MB of data. Single photos can easily exceed 40 MB. Don't even think about uploading these to Facebook, or downloading pictures and videos from friends, unless your mobile data plan can handle it.

Good luck po!
