Manobo farmer shot by soldiers: Karapatan BUTUAN – Human rights group Karapatan accused the army soldiers of shooting an innocent farmer during an anti-insurgency operation in southern Philippines. It said troops from the 36th Infantry Battalion and 2nd Special Forces opened fire on Ama Benjie dela Peña, a member of the Manobo tribe, while tending his

farm in the village of Caromata in Surigao del Sur’s San Miguel town. Dela Peña, who was wounded in the shooting, had been rushed to hospital by villager leaders. The attack, Karapatan claimed, occurred on March 11, but learned about it only recently. It said over 170 villagers have already fled the village due to the ongoing military operation

against the New People’s Army rebels. There was no immediate statement from the 36th Infantry Battalion or the 2nd Special Forces about Karapatan’s allegations. But the military has repeatedly linked the group to the rebels, who are fighting for decades now for the establishment of a Maoist state in the country. Continue on page 2

Youth group stands behind harassed UPLB student in Duterte forum

DAVAO CITY – The youth group Anakbayan has strongly defended a student of University of the Philippines Los Baños who questioned presidential aspirant Rodrigo Duterte during a recent forum there – from alleged harassment by supporters of the politician. The student asked Duterte, who is the current mayor of Davao City,

about his priority should he wins the presidency and questioned the 70year old lawyer over his plans to equip security forces with modern weapons over fears that the government education program would be affected by spending more for guns. In defending the student, Anakbayan National Chairperson Vencer Crisostomo said there is

nothing wrong with questioning a candidate’s budgetary priorities. He said the student’s critical questions on education spending and the national budget are legitimate regardless of the form, adding, these are articulated and should be seen as an opportunity to explain the candidate’s stand on the issue rather than as an offense. cycle gunmen had killed Moin Samson and wounded 2 of his companions in an ambush last week near a bridge in the village of Lower Tungawan. Two other men - Hasim Samson and Rashid Hassan – were both wounded in the attack. The victims were

heading home on a motorcycle when the gunmen, who were tailing the trio, attacked them with automatic pistols. The motive of the attack is still unclear and police would not say if the ambush was politically motivated. Continue on page 2

Murders in gold-rich Zambo town PAGADIAN CITY – Motorcycle gunmen shot dead a village chieftain in an attack in the gold-rush town of Bayog in Zamboanga del Sur province in southern Philippines, police said. Police spokesman Rogelio Alabata said the attackers killed the 46-year old Romeo Sungcad while heading home with his wife on a motorcycle in Dipili village. The woman was spared by the killers, who escaped after shooting Sungcad, the vil-

lage chieftain of Depore. “The victim sustained a lone gunshot wound in the head causing his untimely death. The suspects fled towards unknown direction after the incident. Hot pursuit operation is now being conducted by PNP elements of Bayog for possible arrest and identification of the suspects,” he said. The motive of the killing is still unknown, but the former Depore village chieftain Francisco Arado, 59, was

also killed along with his secretary Editha Navarro, 62, in an attack in April 2012 that also wounded a small scale miner Ernesto Mancao, 62. And in July 2014, police arrested a former soldier – Edison Acosta, of the 5th Infantry Battalion – in Roseller Lim town in the neighboring province of Zamboanga Sibugay in connection to the twin murders. Youth group stands behind harassed UPLB student in Duterte forum Continued fr om page 1 from “Under the Aquino regime, UP has seen chronic budget cuts and tuition and other fee hikes. We thus understand the UPLB student’s concern about a presidential candidate’s budgetary priorities for the next six years,” Crisostomo said. He said more students should ask political candidates these questions given how the high cost of education under Aquino administration which has pushed many students to desperation, like UP Manila student Kristel Tejada and Jessaven Lagatic who committed suicide after losing

their scholarship. Crisostomo assailed Duterte supporters for bullying the UPLB student, saying it is alarmed at how death threats are easily thrown against those who harbor contrary opinions to their own. “If anyone should be insulted, it is the students and parents who day after day are being insulted by the commercialized system of education under Aquino. Walang pinag-aralan? Paano ka makakapag-aral eh pinipuwersa ka ng gobyernong hindi makapag-aral sa taas ng mga bayarin,” Crisostomo

said. Crisostomo said Anakbayan asserted that threatening the life of a student just for asking questions is out of place in a democracy. "This only dampens critical thinking and perpetuates impunity among those in authority by discouraging individuals to raise questions out of fear of harassment," he said. Duterte, for his part, appealed to his supporters to stop harassing those who do not agree with his opinions, saying, everybody has the right also to express their own views. (Mindanao Examiner)

Manobo farmer shot by soldiers: Karapatan

Continued fr om page 1 from Just recently, government troops captured a senior communist rebel leader Ruditha Rosete Gaylawan in Calinan district in Davao City also in southern Philippines. Military agents tracked her down in the village of Sirib and seized from her 2 hand grenades, a .45-caliber pistol and a magazine loaded with bullets, and 2 impro-

vised explosives, including medicines and notebooks containing names of NPA rebels. The army said the 35year old Gaylawan is the Secretary General of Front Committee 54 of the Communist Party of the Philippines. The rebel leader is facing a string of criminal cases, mostly murder charges filed in Davao del Norte province.

Her elder brother, Bobby Rosete, is also a ranking rebel leader. Government peace talks with the rebels have been on and off with both accusing each other reneging on many agreements, including demands by the communist group for Manila to release all political prisoners languishing in jails across the country. (Mindanao Examiner)

Killings in Zamboanga town continue Continued fr om page 1 from There was no immediate statement from the family of Climaco, but their political allies claimed that many of them were getting death threats from unknown groups. Climaco was himself wounded in an attack by gunmen in October last

year that also killed Randy Climaco, the town’s mayor, and injured 6 others, including Tungawan Vice Mayor Abdurauf Abison and a municipal council member Lovelife Caracol. The group just filed their candidacy for the May national polls when gunmen ambushed them near Batungan village.

Since then, about a dozen people – mostly supporters of the Climacos – were slain in separate gun attacks in Tungawan, and the military would not take action on the spate of killings, saying, it is the duty of the police to secure the town. ( With a report from E. Dumaboc)

DOH-ARMM bats for increased awareness on Zika virus COTABATO CITY - The Department of Health in the Autonomous Region in Muslim Mindanao (DOHARMM) has reminded residents not to be alarmed notwithstanding reports on Zika infection cases in the country. Christine Joy Capin, DOH-ARMM assistant program nurse coordinator on emerging and re-emerging diseases, said that instead of panicking, the public should be “ready and aware” of the virus and its possible complications. Recently, an American woman who visited the country in January tested positive for Zika virus upon returning home. She was the country’s second laboratoryconfirmed case of the mosquito-borne disease. The country had its first reported case of Zika virus infection in 2012, specifically a 15-year-old boy in Cebu. Zika virus is transmitted by the Aedes Aegypti mosquito, the same type of mosquito that causes dengue, chikungunya and yellow fever. Zika infection symptoms are similar to those attributed to other mosquito-borne infections

such as fever, skin rashes, conjunctivitis, muscle and joint pain, pain behind the eyes and vomiting. To help protect the residents especially the children, from the virus, DOH-ARMM with the region’s Department of Education, Department of Interior and Local Government, Local Government Units, and non-government organizations provided and installed insecticide-treated screens (ITS) in the region’s public elementary schools. Capin said the screens were treated with insecticides that can keep out disease-carrying mosquitoes. These screens have to be installed on windows, or doors, of classrooms. She said the ITS’s effectivity can be as long as five years. Each roll extends 1.5 meters by 25 meters and can cover four to six classroom windows. DOH-ARMM earlier received 120 rolls of ITS from the national government. Capin said they already distributed 70 rolls while the remaining 50 rolls were stocked in the region for emergency purposes. The ITS rolls were distributed in the five provinces

and two cities of the region. She said 20 rolls went to the province of Sulu and 10 rolls each to the other four provinces namely Basilan, Tawi-Tawi, Lanao del Sur, Maguindanao, and 10 each to the cities of Lamitan and Marawi. The Zika virus has yet to be associated with deaths among adults in the region. However, there is growing evidence that the virus can be harmful to fetuses, causing potentially fatal birth defects such as microcephaly, a birth defect wherein the size of a baby’s head is smaller than expected for his age and sex. The virus can be sexually transmitted by a man to his sex partner. A woman could pass on the virus to her fetus during pregnancy. As of date, there are no available vaccines, or specific medicines, to prevent and treat Zika infections. Carin said the best way to prevent Zika infection is to prevent mosquito bites through methods such as using insect repellant, using window and door screens, wearing long-sleeved shirts and long pants. ARMM businessmen cite region’s good governance

Zamboanga City bags ‘leadership, governance’ award ZAMBOANGA CITY – The United States Agency for International Development has awarded Zamboanga City in southern Philippines with an award for its outstanding leadership and governance. The award, dubbed “City Leadership and Governance Program Colloquium,” was handed to Mayor Beng Climaco who has been cited for her leadership and governance program, especially on health. It was part of the socalled USAID’s “City

Leadership and Governance Program” - a strategic and focused health leadership and governance program to help city mayors and health officers address the challenges of rapid urbanization to health outcomes in urban areas. The program was sponsored by USAID and supported by the United Nations Children’s Fund, Development Academy of the Philippines, the Department of Health, the World Health Organization and the Zuellig Family Foundation. It is also a component of

the USAID’s Health Leadership and Governance Program which aims at training local chief executives and health officers on bridging leadership competencies and improving local health systems to make them more responsive to the needs for maternal and child health, family planning, and tuberculosis prevention; and increasing community participation and health-seeking behavior in target areas through improved local health systems and local health leadership. (Mindanao Examiner)

BUSINESS leaders in the Autonomous Region in Muslim Mindanao (ARMM) have cited good governance as among the major reasons for increased investments in the region during a meeting with Switzerland’s ambassador to the Philippines Andrea Reichlin. The main subject of the meeting, hosted recently by the Regional Board of Investments (RBOI), was on inclusive peace and development in ARMM. The business leaders noted their active participation, as well as that of other civil society groups, in consultations and monitoring of the regional government’s projects and policies has been effective in promoting peace and development under the administration of Governor Mujiv Hataman. The group further expressed confidence that the climate for investments in the ARMM would remain positive this year. Last year, RBOI posted P6.5 billion in fresh capital infusion, the best year ever in terms of investments in the 25-year history of the ARMM. In January, RBOI chairman Ishak Mastura said, the region already exceeded its investment target of P700 million for 2016 with the registration of the P1.3 million oil-palm plantation project of

Gintong Agri, Inc. in Datu Odin Sinsuat, Maguindanao. The business group comprises officials of the Promotion of Investment Sustainability Organization (PISO), the Metro Cotabato Chamber of Commerce and Industry, Muslim Chamber of Commerce and Industry of Kutawato, the Bangsamoro Business Club, and big business investors in the region, such as Lamsan Corn Starch factory, Agumil Oil Palm Milling, Unifrutti Banana Plantation and Matling Cassava Starch Milling. PISO is the organization of all RBOI-registered firms co-convened with RBOI by Edgardo Bullecer of the Unifrutti Group, one of the biggest foreign investors in the ARMM with its P3.7 billion Cavendish banana project in Maguindanao. Also at hand to welcome Ambassador Reichlin was Cotabato City Administrator Dr. Danda Juanday, former Bangsamoro Development Agency chairman, an active civil society and business leader and proponent of peace and development in the region. It was the Swiss ambassador’s first visit to the region. She was accompanied by the Swiss embassy’s Human Security advisor and First Secretary Martina

Schmidt. RBOI chairman Mastura said the ARMM regional government and the Bangsamoro people are grateful to the government of Switzerland for its active support to peace and development, particularly in sponsoring the Transitional Justice and Reconciliation Commission, a body established in the peace negotiations between the government and the Moro Islamic Liberation Front. Based on latest government data, there are an estimated 60 Swiss companies operating in the Philippines employing around 12,000 people. The biggest and most wellknown among the Swiss brands in the country is food conglomerate, Nestle, which has been operating in the Philippines since 1911. Relations with the Philippines were established in 1862, when Switzerland opened its consulate in Manila. Bilateral trade in 2014 stood at an estimated US$557 million. The two governments concluded on March 3 their 7th political consultations in Berne, the capital of Switzerland, in preparation for the 2nd Session of the PhilippinesSwitzerland Joint Economic Commission, which will take place in April this year. Malaysian lawmaker wants to cut diplomatic ties to Philippines ‘Due to Abu Sayyaf terrorism and Sulu Sultanate claims to Sabah’ Continued fr om page 1 from He chided Ahmad Zahid for his remarks, saying, he had been flooded with messages from concerned Sabahans who feared for their home state’s tourism and economy. “We are very saddened because with that statement, which later got wide publicity, we fear that tourists will be afraid to come to Sabah,” Abdul Ghapur said, adding, Ahmad Zahid's statements have now created a climate of fear in Sabah. He said “that though the Philippines no longer has any claim on Sabah, some of its people particularly those in the restive southern islands have trespassed on the north Borneo state and conducted raids, frightening Malaysians for over 50 years.” The report – which can be accessed on this link h t t p : / / w w w. t h e m a l a y mailonline. com/malaysia /

article/citing-militantt h r e a t s - o n -sabah-bn-mp-tellsputrajaya-to-cut-diplomatic-ti - said Sabah’s porous sea borders has led to a flood of illegal immigrants for decades, particularly from neighboring Philippines and Indonesia, resulting in diverse socio-economic problems. It added that Muslim terror cells based in southern Philippines, and a centuriesold Sulu (Sultanate) clan seeking to reassert its dominance on Sabah have frequently conducted raids on the Malaysian state. There was no immediate reaction from Manila about the lawmaker’s call to cut all diplomatic ties to the Philippines. Sabah is home to about 800,000 Filipinos, mostly Muslims from southern Philippines. In February 2013, about 200 followers of Sulu Sultan

Jamalul Kiram headed by his brother Raja Muda, intruded in Sabah in an effort to exert its historical claim on the oil-rich state. The intrusion – which occurred just as former Malaysian leader Datuk Seri Anwar Ibrahim, proposed that Sabah be granted autonomy – sparked deadly clashes between the Sulu Sultanate members and Malaysian military forces. Malaysia said it killed more than 60 of the sultan’s men and captured over 300 people who were either supporting or aiding the group of Sultan Jamalul, who later died due to multiple organ failure in his home in the Philippines. And Raja Muda, who escaped the Malaysian assault in Sabah, returned to the Philippines and died last year due to old age. The Sultanate of Sulu founded in 1457 and is be-

lieved to exist as a sovereign nation for at least 442 years - obtained Sabah from Brunei as a gift for helping put down a rebellion on Borneo Island. The Sultanate was a Muslim state that ruled over much of the islands off the Sulu Sea. It stretches from a part of the island of Mindanao in the east, to North Borneo, now known as Sabah, in the west and south, and to Palawan, in the north. Sultan Muhammad Fuad Kiram I, the Sultan of Sulu and the Sultan of Sabah, said Malaysia illegally occupied Sabah which is still the property and sovereign patrimony of the Sultan of Sulu and the Royal Sultanate of Sulu. Malaysia still pays a token to the heirs of the Sultanate of Sulu around 6,300 ringgits each year. (Mindanao Examiner)

Mindanao military officials mum on Sayyaf threats to kill hostages

The Mindanao Examiner

Newspaper, Film and Television Productions

SECURITY officials have kept a tight lid on the progress of military operations against the Abu Sayyaf holding several foreigners and Filipino hostages in the southern Philippines. The Abu Sayyaf, which has pledged allegiance with the Islamic State militant group, has renewed its threat to execute two Canadians John Ridsdel and Robert Hall; and Norwegian Kjartan Sekkingstad, if their demand for ransoms is not paid. The rebel group has issued a one month deadline for Canada and Norway to pay $21 million for each of the hostages. The captives have appealed – in a new video clip uploaded on Facebook - to their governments to save their lives. The foreigners were kidnapped along with a Filipino woman Maritess Flor in September last year on Samal Island in Davao del Norte province and brought them to Sulu province where they are currently being held. The Western Mindanao Command under General

Mayoralgo dela Cruz or his spokesmen did not give any statement about the latest threat by the Abu Sayyaf to kill the hostages. The 68-year old Ridsdel, a consultant for international miner TVI, has appealed to Canadian Prime Minister Justin Pierre James Trudeau to save him and the other hostages. Ridsdel and his companions were all shirtless and in handcuffs, and appeared frail and bearded in the video and guarded by masked gunmen – one them said they “will do something terrible against these captives.” Hall, 60; and Sekkingstand, 56, also made a similar appeal and told their governments to get them all out fast. The woman did not speak. Last year, authorities have arrested two of 11 gunmen who stormed Holiday Ocean View Resort in Samal and one of them has been identified as Bandahar Adona alias Banon. Military forces are still struggling to search for the hostages.

Canada has already warned its citizens from travelling to some parts of the southern Philippines due to the serious threat of terrorist attacks and kidnapping and these included Basilan, Sulu, Tawi-Tawi, Lanao del Sur and Maguindanao provinces in the Muslim autonomous region, as well as to the Zamboanga Peninsula and the provinces of Sarangani, Lanao del Norte, Davao del Norte, Davao del Sur, Davao Occidental, Davao Oriental, Cotabato, South Cotabato, and Sultan Kudarat. Just last year, police authorities in Sulu province set up a special anti-kidnapping task force to address the threats of kidnappings and abductions there. Governor Totoh Tan has previously said that many kidnapped victims were taken from other provinces and cities only to bring and hide them in Sulu, dragging the province to a situation that gives a bad impression to the local peace and order

situation. But while local government officials and multi-sectoral sectors work hand in hand to address the rising criminality and the threats posed by the Abu Sayyaf, other groups with political agenda have resorted in spreading false reports of kidnappings and killings and other black propaganda in social media, including Facebook, to further scare the public and destroy the reputation of different leaders in Sulu. Locals have condemned and others protested the spate of kidnappings in Sulu and some also launched online campaign in social media to denounce the kidnappings in the province. Police and military have since then tightened security on Samal Island, a favorite destination of foreigners and Filipino holidaymakers in southern Philippines because of its pristine beaches and diving and snorkeling sites. Jesus Miracle Crusade brings words of God to Africa THE JESUS MIRACLE CRUSADE International Ministry (JMCIM) has spread its wings in Africa – braving new lands under the scorching heat of the sun to bring the words of God to Zambians. Prayer warrior, Brother Danny Cuarteros and his wife, Sister Jeany, led a weeklong mission in Zambia recently to bring the light of God to the path where other congregations failed to thread. Zambians welcomed the couple to their villages and one tribal chieftain even donated 10 hectares of land to JMCIM for its chapel and farm. Cuarteros said the mission in Kabushi in Ndola, the third largest city in Zambia, was the brainchild of JMCIM Evangelist Pastor Wilde E. Almeda. Among those who joined the JMCIM evangelism was Zambian Bishop Boyd Muchuma, who “vowed to give 50% for every blessing they will receive from the Lord Jesus, as their tithes and offer-

ings to the mission to save souls for Christ.” Cuarteros and his wife preached every day and night while in Zambia – prayers in the morning and healing services in the evening; and visited rural churches and taught evangelism to the women and youth and met with church leaders and pastors in Ndola. “African bishops, pastors, and church Leaders called our beloved Pastor Wilde E. Almeda as a Man of Faith, Fasting, and a Man of God who has great passion for the salvation of the souls throughout the world,” Cuarteros said. The couple also fed the villagers with “shima” or local porridge in Kabushi where they held a “victorious bible study at the Katuba Primary School participated by parents and teachers and their students. “They listened to the Word of God and as a matter of fact, one influential chieftain of their tribe donated ten

hectares of land after the bible study for our chapel and farm. And we visited the area and it is located right along the highway,”Cuarteros said, adding, they also distributed vegetable seeds to the locals to jumpstart the farming program. “The farm produce will feed a multitude of people in Zambia, just like what Jesus Christ did when he fed about five thousand people from only five loaves of bread and two fish and satisfied them,” he said. Cuarteros said the African mission was successful. “This is victory in Jesus name. Through the first and leading prayer of our beloved and honorable Prophet Evangelist Pastor Wilde E. Almeda and his beloved children we can conquer the whole world for Christ. The couple has returned to Dubai in the United Arab Emirates where they had been welcomed by the JMCIM there for another mission. (Mindanao Examiner)

Maguindanao cooperatives get livestock projects from ARMM COTABATO CITY – Livestock projects funded by the Autonomous Region in Muslim Mindanao’s Health, Education, Livelihood, Peace and Governance Synergy (ARMM-HELPS) Program have been formally turned over to eight cooperatives in Maguindanao province. The turnover ceremony held recently was led by ARMM’s Agriculture Secretary Alexander G. Alonto, Jr. and Oskie Mohammad on behalf Director Anwar Upahm of ARMM- HELPS Project Management Office.
