NPA captures cops, soldier in daring operations CAGAYAN DE ORO CITY – Communist rebels have captured at least 5 policemen and army soldier in daring operations in southern Philippines where they put up checkpoints and roadblocks along highways in three provinces. Police have confirmed last week that the New People’s Army are holding some officers and among them were SPO3 Edwin Castor of Wao municipal police station in Lanao del Sur province in the Autonomous Region in Muslim Mindanao; and SPO1 Warren Coñales of the Impasugong Municipal Police Station in Bukidnon province. The Philippine Army did not release the identity of the soldier, but Maj. Ezra Balagtey, a spokesman for the Eastern Mindanao Command, said they are exerting efforts to rescue the “abducted PNP and Army personnel without compromising the rule of law, respect of human rights and adherence to International Humanitarian Law.” He said rebel forces set up checkpoints and blockades over the weekend along highways in Carmen town in Agusan Del Norte; in Impasug-ong in Bukidnon and Talisayan in Misamis Oriental province. It was not immediately known why police and military forces failed to detect or prevent the daring operations of rebels, but Balagtey was quick to denounce the NPA’s actions. “The AFP’s Eastern Mindanao Command condemns the road blockades set-up by the NPA. This is a cowardly act for an armed group pretending to fight for the rights of the people,” he said. “This is a dastardly act of projecting an image of strength at the expense of peace-loving communities.

The conduct of road block is a desperate move after the NPA’s series of setbacks as a result of law enforcement operations and withdrawal of support of a number of their members and supporters in Northern and Southern Mindanao.” NP A vvo ows to exact rrev ev enge NPA evenge The capture of the security personnel came after the NPA strongly denounced the brutal dispersal by policemen on protesting farmers in Kidapawan City in North Cotabato that left 3 people dead and dozens more wounded, including two cops, who were injured in the clash. Over 5000 hungry farmers barricaded the highway and demanded food aid from the government, saying, their farms were devastated by drought brought about by the extreme weather phenomenon El Niño. Rubi del Mundo, a spokesman for the NPA, said: “The National Democratic Front in Southern Mindanao and the entire revolutionary forces in the region are enraged by the bloody turn of events following the violent dispersal of the barricade mounted in Kidapawan City by struggling peasants and Lumads who are reeling from the calamitous effects of El Niño in the province of North Cotabato.” “No one else have their hands bloodied by the murders of three farmers, the wounding and detention of 116 others, but the fascist regime of US-Benigno Aquino III and local reactionary government of North Cotabato Gov. Emmylou Taliño-Mendoza,” he said. Del Mundo said there is no acceptable ground for the local government to exercise brute force against a peaceful barricade of hungry peasants and their families.

“The US-Aquino regime cannot wash its hands clean of criminal responsibility from the murders in Kidapawan City, which now brings the toll of his fascist administration’s extra-judicial killings to 61. Oplan Bayanihan, the ruling clique’s atrocious master plan against all forms of resistance, is virtually a marching order to kill or harass peasants, Lumads, workers and other poor Filipinos who stand in the way of foreign capitalist plunder, feudal exploitation or bureaucratic neglect and abuse. It is US-Aquino III’s despotic regime and culture of impunity that allow this kind of criminal attacks against hapless civilians,” he said. Del Mundo also vowed to punish all those involved in the deadly police dispersal of protesters. “The People’s Democratic Government in North Cotabato vows to ensure that the perpetrators of this vicious crime—the USAquino regime and its local reactionary machinery of implementing Oplan Bayanihan (Philippine military’s anti-insurgency campaign)—will be held accountable to the full extent of revolutionary justice.” “We salute the masses in the barricade, heroes in the eyes of the exploited Filipino class, who only rightly believe that relief from calamity can only be achieved through militant struggle. The martyrs of Kidapawan barricade will but inspire us to continue to wage the national democratic revolution and intensify all forms of resistance as the only means of achieving genuine peace and justice,” he said. The NPA has been fighting for decades now for the establishment of a Maoist state in the country. (Mindanao Examiner)

Negotiations begin for release of Sayyaf hostages Continued fr om page 1 from Jakarta is said to be monitoring the progress of the negotiations. Indonesian and Philippine authorities were constantly communicating in an effort to free the captives. The Indonesian daily, Republika, has quoted Chief Security Minister Luhut B. Pandjaitan as saying: “The ship’s owner has communicated directly with the hostage takers. But the government is still waiting for further progress in the situation.” “I think it’s the company’s decision. The government only monitors the situation, because it’s the best strategy we can take right now,” he added.

An attempt to rescue the hostages had been carried out, according to Foreign Minister Retno Marsudi who met with President Joko Widodo to report on the development of the operations. “I reported to the President about the attempt to liberate 10 ship crews and results from visits to Manila,” Retno was quoted as saying by the Indonesian media. But details of these attempts to free the hostages were not made public. “The safety of the ship crews is the main priority of all currently available options,” Retno said. Indonesia earlier said that it is ready to send police commandos to the Philippines to rescue the hostages.

Malaysia has so far maintained silence over the kidnappings of its citizens – Wong Hung Song, 44, Wong Teck Pang, 41, Wong Teck Chi, 39, and Johnny Lau Jung Hien, 21 – all from Sarawak in the oil-rich state of Sabah. Last week, the Philippine military has sacked 2 army brigadier generals – Alan Arojado and his deputy Jose Cabanban – who headed the anti-terror Joint Task Group Sulu because of their failures to “neutralize” the Abu Sayyaf. Arojado was replaced by a seasoned combat veteran Major General Gerardo Barrientos, commander of the 1st Infantry Division in Zamboanga del Sur province. (Mindanao Examiner)

DepEd-ARMM re-launches safety measures for teachers serving in May polls COTABATO CITY - An election response mechanism that ensures the welfare and security of public school teachers serving in the May 9 polls, has been reactivated recently by the Department of Education in the Autonomous Region in Muslim Mindanao (DepEd-ARMM). The DepEd-ARMM’s Election Response Network (DERN) was first launched in the ARMM in April 2013. This mechanism effectively provides technical and legal assistance to teachers in case of problems while performing as election officers. The process includes the establishment of an Electronic Results Transmission Services at the division and municipal levels that will keep a directory of teachers’ names and their contact numbers. It also assesses the security situation and threats to teachers serv-

ing as Board of Election Inspectors (BEIs). The BEI serves as the panel that conducts the balloting process at the precinct level. Operating with personnel from government agencies, specifically the Philippine National Police, the Armed Forces of the Philippines, the Commission on Human Rights, the Public Attorneys’ Office, the Commission on Elections (Comelec) as well as monitors from the United Nations’ Children’s Educational Fund, teachers are better protected. “It is important to protect the teachers because they are exposed to many dangers,” Alfhadar Pajiji, DepEd-ARMM assistant secretary for special projects said. Out of over 26,000 teaching and non-teaching personnel in the region, Assistant Secretary Pajiji said more than 4,000 will serve in the upcoming

elections. He also reiterated that his office is still waiting for the final lists of the teachers from the public school district supervisors. “The DepEd-ARMM mechanism is a big help to us teachers who will supervise polling precincts. At least with DERN, we know we are safe in the upcoming elections,” Apao Dirangaren, planning officer of Barira South District said. Under Comelec Resolution No. 10031, the chairperson and members of the BEIs will each receive P3,000 honorarium, P500 for the verification and sealing of the book of voters plus P500 for transportation and another P500 allowance. A support staff of the BEIs will receive a per diem of P500. A polling/voting center supervisor will get a per diem of P1,000 while a supervisor support staff will receive P500. Malaysian silent on abducted sailors TAWI-TAWI - Kuala Lumpur remains silent over the abductions of 4 Malaysian sailors off Sabah’s Semporna district. Gunmen have reportedly fled towards Tawi-Tawi province in the restive Muslim autonomous region in southern Philippines. At least 8 gunmen on a speedboat intercepted the tugboat MasFive 6 near Ligitan Island on April 1 and abducted Wong Hung Song, 44, Wong Teck Pang, 41, Wong Teck Chi, 39, and Johnny Lau Jung Hien, 21 – all from Sarawak in Sabah. Five other sailors – Two Indonesians and three Burmese – were left behind in the boat and reported the attack on Malaysian authorities. No individual or group claimed responsibility for the latest abductions and Philippine authorities have not released any reports about this. The tugboat was heading to the coastal town of Tawau in Sabah – after delivering timber in the Philippines - when gunmen raided the vessel. Just recently, pirates also attacked another tugboat,

Brahma 12, off Tawi-Tawi province while sailing back to Sabah and kidnapped 10 Indonesian sailors and demanded $1 million for their lives. The kidnappers, believed to be members of the Abu Sayyaf under Alhabsi Misaya, were negotiating with the boat owner Patria Maritime Lines for the safe release of the victims, who are allegedly being held in Sulu province in southern Philippines. Sulu Governor Totoh Tan, chairman of the Provincial Peace and Order Council, and Vice Governor Sakur Tan convened the special action committee and met with representatives of various law enforcement agencies, the police and military authorities and town mayors of Jolo, Talipao, Indanan, Pata, Panamao, Kalinggalan Caluang to tackle the reported kidnappings and other security concerns. The report of the kidnappings was first reported by Peter Tonsen Barahama, the tug boat’s skipper, after he wrote on his

Facebook account that “Tug boat Brahma 12 is being hijacked, all crew are being held hostage by Abu Sayyaf. Pray for our safety and God’s protection.” Pirates and other criminal gangs are also actively operating in Tawi-Tawi, one of five provinces under the restive Autonomous Region in Muslim Mindanao. In February 2012, Abu Sayyaf rebels under subleader Hatib Hajan Sawadjaan and Moro National Liberation Front members kidnapped two European wildlife photographers Lorenzo Vinciguerra, from Switzerland; and Ewold Horn, 54, from Holland, in the coastal village of Parangan in Panglima Sugala town in Tawi-Tawi. Vinciguerra had escaped from his guards in December 2014 after he allegedly killed one of his guards - Juhurim Hussien with a bolo and recovered by soldiers. The fate of Horn is still unknown, and aside from him, the Abu Sayyaf is still holding several other foreigners in the Muslim region. (Mindanao Examiner)

Boy killed by soldiers in Davao City DAVAO CITY – Government soldiers killed an 11-year boy who was hunting wild animals and birds for food on a village in Davao City in southern Philippines. The victim, Daniel Ferrer, was with another companion Danny Feli when soldiers fatally shot him on Monday in the village called Sibulan in Toril

district. His family is seeking justice for the boy. The Philippine Army and the military’s Eastern Mindanao Command did not give any statement about the killing of the innocent boy, but media reports have identified the perpetrators as members of the 2nd Scout Ranger Battalion. A photo of the boy’s

body – which already went viral on social media – showed a huge hole in the chest. It was unknown whether he was shot from behind and the bullet exited in the chest. The family said it would seek the help of the Commission on Human Rights to give justice to the killing of the boy. (Mindanao Examiner)

Mayor Beng brands seven councilors ‘Saboteurs’ - Report ZAMBOANGA CITY – Mayor Ma. Isabelle Climaco Salazar branded as ‘saboteurs’ the councilors who voted against or abstained from voting the approval of a resolution for the implementation of vital projects of her administration. In her weekly press conference at City Hall, Mayor Salazar said the action of the councilors who voted against or abstained the resolution was totally unacceptable. She said the various projects which her administration is trying to implement include the slope protection in barangay Tugbungan where flood is rampant during rainy season, a school building in San Roque, and a police station in Labuan where the threat of kidnappings is always present. These projects have been recommended by the City Disaster Risk Reduction Management Office but have been temporarily halted due to the non-pas-

sage of the resolution. “What happened in the council is unacceptable, all of us are elected officials. The people did not elect us with whatever parties we belong. Unfortunately, these legislators objected and they are answerable to the children of San Roque, the residents of Labuan, and the people of Tugbungan when they will face the dangers that we are trying to prevent.” She said. She continued that their action was very vital in the implementation of the projects. “Sila ya previni el approval deste maga proyecto y porcausa deste, nuay puede implementa on time, we have to wait until the election ban is over. They are answerable to the people .. we only needed one vote because we need ten votes as to matters of legislation. Ya palta el voto and we counted on them because after all, it is the children, the families and the people of the barangays depend on our elected officials.” The mayor added.

Recall, Councilors Mike Alavar, Luis Biel III, VP Elago, BG Guingona and Ismael Musa voted against while Councilors Charlie Mariano and Percival Ramos abstained from voting for the approval of several important projects scheduled to be implemented the soonest possible time. All of those who abstained or voted against the approval of the projects belong to the “Team Colorao” of Congressman Celso Lobregat. Mayor Salazar emphasized that these councilors sabotaged the passage of the resolution thus preventing the projects and programs of the government to be implemented and that they are all answerable to the people. Barter Trade In Sandakan Sees 1,199 Boats From Southern Philippines In 2015 Continued fr om page 1 from The figure is based on the number of boats registered and conducting business at the jetty of the Department of Port and Pier, Sandakan branch, in Jalan Sim-Sim here. The department's Sandakan branch officer, Shahrilnizam Aliakbar said the boats were levied RM68 for each trip and only allowed a stay of seven days from the date of approval. "Only eight persons are allowed on board and they cannot be in the vicinity of Sandakan town as the local agent will send the supply of goods to the port," he added. He said the crew of the boats entering Sandakan waters undergo a verification of documents and this is done at sea by the Mari-

time Malaysia Enforcement Agency and the Maritime Police. When docking in waters in the district, their documents are further examined by the Immigration Department at the jetty of the Department of Port and Pier , while goods being exported have to be checked by the Royal Malaysian Customs Department. "The barter trade in the district contributes RM2 million monthly to the state coffers, with RM1 million being from the sale of cigarettes and the rest from essential goods," Shahrilnizam told Bernama here. He said the barter trade involved mostly items as cooking oil, noodles, flour, biscuits, keropok and rice from Vietnam.

"Controlled goods such as local rice and sugar are not allowed to be traded under the barter system. "The Sandakan port jetty and harbour is the main centre of barter trade activity in the district, including the loading of goods," he added. Shahrilnizam said the local agents in the district supplied goods to the boats through arrangements with their business partners in the Southern Philippines. He added that trade through the barter system contributed to the economy of the district as well as supply of goods. Meanwhile, an agent supplying goods here, Muhammad Sham Konel,40, said Sandakan's close proximity to the southern Philippines compared

to Manila, saw traders from there choosing the town to make trade purchases. "The monthly profit to be reaped can reach up to RM10,000 depending on the weather and sea conditions," he added. Muhammad Sham, who has been an agent since 2012 said the licence for the barter trade - renewable annually - can be obtained from the Sandakan Municipal Council, which is then processed by the Finance Ministry. "The goods obtained in Sandakan through the barter trade system is important for people living on the islands in the waters of the southern Philippines, among them, Jolo, TawiTawi, Sitangkai and Bongao. Police order probe on deadly dispersal of farmers in Kidapawan KIDAPAWAN CITY – The Philippine National Police ordered a thorough investigation into last week’s deadly dispersal of protesting farmers in Kidapawan City that killed at least 3 people. Policemen opened fire on farmers who barricaded the highway to dramatize their protest on the government’s failure to provide them food aid after being devastated by drought in Mindanao. The farmers’ group called Kilusang Magbubukid ng Pilipinas said dozens of farmers were also wounded in the brutal dispersal. This after some of the protesters hurled rocks and attacked policemen with wooden clubs injuring some of them. The farmers have been demanding rice from the government, saying, their families have no more food to eat due to the long dry spell brought about by El Niño that had already destroyed over P240 million in crops. The drought damaged rice, corn, banana, rubber, coconut, oil palm and vegetable planted by small farmers in over 27,500 hectares in Kidapawan City and the towns of Arakan, Antipas, President Roxas, Magpet, Makilala, Tulunan, M’lang, Matalam and

Kabacan – all in North Cotabato. The women’s group Gabriela said the wounded farmers were shot in the stomach, mouth and legs. “Initial reports reveal that farmers suffered bullet wounds in the stomach, mouth and legs. These were obviously not warning shots. These shots were meant to kill farmers holding barricade and demanding food,” said Rep. Emmi de Jesus. Gabriela said as much as 5,000 people joined the protests. De Jesus condemned the dispersal, calling it “brutal.” “We strongly condemn the government’s brutal response to the farmers’ demand for relief and aid. We hold President Aquino, Liberal Party-backed North Cotabato Governor Lala Mendoza, and the local police forces responsible for the killings and the wounding of at least 30 farmers as police responded to protesters with bullets,” she said. Bai Ali Indayla, of Gabriela who was among the protesters, said security forces has cordoned them off at the Methodist Church compound in Kidapawan City where they sought safe refuge. Indayla said the provin-

cial government refused to talk or negotiate with barricading farmers to end the crisis and resolve the woes of the protesters. She said the province has long been declared in a state of calamity due to the drought, but farmers received to assistance from the Aquino government. “This bloody response to the farmers’ just and legitimate demands and depriving farmers of relief will have its political costs and Liberal Party bets will suffer greatly in this obstinate display of brutality and callousness,” Indayla said. Ariel Casilao, of the profarmers group Anakpawis, said: “This is the latest atrocity that the Aquino presidency has inflicted on the poor farmers. We totally condemn this brutal act and we hold him and his Liberal Party as primary responsible. We demand justice and accountability.” Casilao, citing reports by his group, said at least 30 farmers were reported missing and believed taken by the police during the violent dispersal. He said among those wounded in the dispersal were human rights workers Roger Imuy, Leo Deyong, Darwin Madiao, Roland Jampas, Mario Ansabo, Alce Awi, Ejay

Salaber, Ricky Maat, Rodolfo Tanyo and Sheena Duazo, a spokesperson for the Bagong Alyansang Makabayan in southern Mindanao. Police chief sacked Senior Superintendent Alexander Tagum, the police chief of Kidapawan City, was sacked last week. Tagum was removed from his post while defending his role during a senate hearing in Davao City on the bloody dispersal. The senate hearing was headed by Aquilino Pimentel and Alan Cayetano. Policemen also searched a church compound where farmers fled to escape the brutal operation where at least 80 protesters – demanding rice subsidy from the government – have been arrested and detained. The order to sack Tagum came from Philippine National Police Director General Ricardo Marquez. He also ordered an investigation into the violent dispersal that also injured several policemen who were hit with rocks thrown by protesters. He said Tagum was replaced by Senior Superintendent Jose Briones. (Mindanao Examiner)

TECH TIPS: Google Play Store not working? Here's what you can do WE’VE ALL experienced a Google Play Store problem at some point. Whether the problem is an error message when downloading apps, or the Play Store simply won't open, we have the solutions. Here's what you can do when the Google Play Store doesn't work for you. If you haven't already, we recommend taking a look at our article that explains what the various Play Store error messages mean. Then, try our tips below. 1. Clear the G oogle P lay Google Play Stor e cache tore In most cases, you can get the Play Store going again by just emptying the cache. The cache is a storage area that temporarily holds data so it can be quickly retrieved without needing to be reloaded. To empty the cache: Go to Settings > Apps. Tap All > Google Play Store then finally tap the Clear cache button. 2. Clear out yyour our P lay Play Stor e data tore Deleting your data from the Play Store is similar to our first tip but more drastic. It sets the app back to square one and gets rid of your saved information, hopefully including whatever glitchy data was causing the problem. As with the previous tip, go to Settings > Apps > Google Play Store, but this time tap Clear data. lay S tor e 3. U ninstall P Stor tore Uninstall Play updates Sometimes an update to your Play Store app will do more harm than good. So if the error happens after an update, it makes sense to uninstall that update. Go to Settings > Apps > Google Play Store, then tap the button that says Uninstall updates. This will revert Google Play back to the original version (as it appeared when it was first installed on your device), Next, you'll need to find an older – but still recent – version of the Play Store app to download. The best way to do this is by going to the Google Play Store page on APK Mirror and download it

from there. If you need help installing the Play Store APK, we have a guide on how to do it at the link. 4. Clear data and cache on Google P lay S er vices Play Ser ervices If Google Play Store is the heart of your Android device, then Google Play Services is its soul. Play Services is the mysterious background process that allows apps to communicate with different parts of your device, enabling them to sync, send push notifications and so on. It is possible that Play Store problems could stem from issues with Google Play Services. To solve them: Go to Settings > Apps > All > Google Play services then tap the Clear cache button. If that fails to solve the problem, come back to this page and tap the Clear data button. 5. IInstall nstall the latest vversion ersion of G oogle P lay S er vices Google Play Ser ervices Another thing that may help is to download and install the latest version of Google Play Services. The most current version of the software is likely to be the most stable, so it's useful to keep it updated. Read our tutorial at the link above to find out how to get the latest version. 6. R eset yyour our G oogle Reset Google account on yyour our phone We're now coming to the slightly more drastic solutions. If your Play Store app still isn't working, then you may need to refresh your Google account on your Android device. To do this, remove your account then add it again. Go to Settings > Accounts then tap Google. Tap the Google account you want to remove, then tap the menu icon (three dots) at the top right and tap Remove. Do this for every Google account on your device. Next, go to Settings > Accounts > Add Account > Google and follow the onscreen steps to re-add your account. 7. E nable Do wnload Enable Download Manager There is a chance that

the Play Store will stop working if your download manager is disabled. If this is the case, the solution is simple. Go to Settings > Apps / Application Manager > All > Download Manager. If Download Manager is disabled, you'll see a button marked Enable. Simply tap this button to switch Download Manager back on. If all you see are buttons for Force Stop and Disable (possibly grayed-out, as seen below), then Download Manager is not disabled and you can rule this possibility out. 8. P er for m a factor y data Per erfor form factory reset on yyour our smar tphone smartphone If you're still facing problems after having tried all of the above, then you may have little choice but to do a factory reset. Be warned that all of your data will be lost, so perform a complete backup beforehand. To do this: Go to Settings > Backup & reset, then make sure the Back up my data slider is on. Tap Back up account to select which account you want your data backed up to. Once you've done this, go to the Backup & reset menu and tap the Factory data reset button at the bottom. Confirm that you want to do this, and your phone will be as good as new. Your data will be restored when you log back into your Google account. 9. F or rrooted ooted users: edit For hosts file If the Play Store won't load for you and your device is rooted, you have an even simpler solution on your hand: just modify your Hosts file for a quick fix. Go to your preferred file manager, then navigate to system/etc/hosts and select the Edit option (this will vary between devices). Add a hashtag (#) to the front of the second set of numbers and save your changes (i.e. change from 127.0.0.1 to #127.0.0.1). Reboot your device, re-add your Google account and your Google Play Store problems should be fixed. (Loie Favre, AndroidPIT)

Letters to the Editor: The Left, the Communists, the Militants, and the misled Filipinos DEAR EDITOR, Leftist militant groups Bayan, LFS, KMP, Anakbayan, Anakpawis, KMU and other CPP-NPANDF protest the conduct of Balikatan 2016, demanding the withdrawal of all US troops and junking of VFA/EDCA. The same groups initiated and manipulated the recent Kidapawan violent incident. Their old paranoia is US imperialism. If you study Marxism, Leninism, and Mao Tse Tung Thought, their basic means to achieve their political ends are class struggle, revolution, dictatorship of the proletariat (i.e., a oneparty system under the Communist Party, as in China, North Korea, and the former Soviet Union), and regimentation of the

mind and conscience. There are two kinds of such destructive forces in our political system now: (1) The violent underground CPP-NPA-NDF; and (2) Their legal front in the Lower House, i.e., the leftist partylists Bayan, et. al., which swallow and enjoy their multi-million pork barrels, salaries, perks and junkets in Congress as any other dirty traditional politicians (trapos) do, while secretly sharing portions thereof to their underground counterparts. As the May 2016 national election approaches, their destabilizing and violent mass actions escalate. Kidapawan is their latest event. Freedom-loving, lawabiding and right-thinking Filipinos

should not allow themselves to be misled by such violent and undemocratic forces and by the presidential and local candidates who support them, openly or silently, e.g., Duterte of Davao City. If we want to continue the progress of our country, let us strengthen the democratic and republican tenets and principles enunciated in our Constitution (and reject the Red Book of Mao Tse Tung, the communist writings of CPP-NPA founder Jose Ma. Sison, and the manipulative press releases of his mercenar y spin doctors/propagandists in the media). A tty anuel J. Laser na tty.. M Manuel Laserna Jr Jr.. Payo ni Dr. Willie T. Ong

HEALTH: May sakit: Ano ang dapat kainin? 1. 4. Kanin at isda – M a g a n d a n g kombinasyon ang kanin at isda dahil nakokompleto nito ang protina na kailangan ng katawan. Sabawan din ang kanin para lumambot ito at

Dr. Willie T. Ong madaling kainin. 5.

RECIPE: Vegetable Manchurian

INGREDIENT S: INGREDIENTS:

For Vegetable Manchurian:

For the Gravy:

- 1cup Cabbage, finely chopped - 1 medium Carrot, grated (about ½cup) - ¼cup Green Beans, finely chopped - ¼cup Scallions/Green Onions, finely chopped - 2~3tbsp, all purpose flour - 2tbsp, Corn Starch - salt & pepper to taste

- 1" piece Ginger, finely grated - 2~3 cloves Garlic, finely minced - 4~5 Scallions, finely chopped (about 1 cup) - 2tsp Low sodium soy sauce - 1tsp Green Chili sauce, (adjust as per taste) - 2tbsp, Tomato Ketchup - 1cup Water/ Stock, (adjust as per desired consistency) - 2tsp Corn Starch salt & pepper to taste

INSTR UCTIONS: INSTRUCTIONS: 1) To make Veggie Manchurian: In a bowl, combine cabbage, carrot, green beans and scallions. Add the all purpose flour, corn starch and salt & pepper. Mix well. The quantity of the flours is not much -- it is only to bind the veggies when you squeeze them into balls. The ratio of veggies to flour ratio is much higher -- but if you find that the manchurain balls are not holding shape while frying, then add more flour to bind them well -- add flour 1tbsp at a time. 2) Heat the paniyaram pan and add about 1~2tsp oil in each depression. Add about 1tbsp of veggie mixture formed into a ball and fry on medium flame, stirring occasionally, till all the sides are well browned and cooked through. Remove onto paper towel lined plate and repeat with the remaining veggie mixture. 3) To make the Gravy: Heat 2tbsp oil in a pan, add ginger and garlic and once they get fragrant, add the chopped scallions and cook for 3~4 minutes or until tender. 4) In the meantime whisk water/ stock with corn starch and set aside. 5) Once the scallions are cooked, stir in the soy sauce, chili sauce, tomato ketchup, salt and pepper. Cook for 1 minute. 6) Next add the corn starch mixture and cook till the gravy thickens, this will take about 2 minutes. 7) Garnish with chopped scallions and serve along with Fried Rice. CEB U CIT Y–E nvir onmenCEBU CITY Envir nvironmentalists hav e str ongly have strongly assailed the pr oposed conproposed str uction of a coal-fir ed struction coal-fired po wer plant in C ebu, say pow Cebu, say-ing the to xic fumes and toxic pollutions fr om the fossilfrom iz ed fuel would ser iously ized seriously affect not only the human health, but animals and the envir onment as w ell. environment well. Just recently, hundreds of protesters, mostly from progressive and environmental groups led by Sanlakas and Philippine Movement for Climate Justice (PMCJ), flocked to Cebu City Hall to express their opposition to the proposal. The Ludo Power Corporation together with its consultant Geosphere Technologies, Inc. held a public hearing on the proposed construction of coal-fired power plant in the village of Sawang Calero. The protesters also paraded a “coffin” that they said symbolizes the adverse health impacts on the residents if the proposal pushes through. Aaron Pedrosa, of Sanlakas, said: “The scientifically established proof that coal-fired plants have detrimental health effects on the communities surrounding it, and its massive contribution to the climate crisis are enough for the people of Cebu to reject the project.” “The City Council must once and for all get a shot of political will in order to swerve a way from a hazardous development path towards stewardship of natural resources and people-based development.” He said majority of Cebuanos will be placed at risk should the coal-fired power plant project pushes through. Pedrosa said the demonstration of Sanlakas and PMCJ was to remind the City Council of its resolution supporting a moratorium on the establishment of carbon-intensive and fossil fuel- based technologies in favor of transitioning to renewable sources of electricity. Inday Olayer, of PMCJ, also said that they plan to furnish members of the City Council copies of the recently published Greenpeace study in partnership with her group, Harvard University, and local health nongovernmental organizations.

Western Mindanao

Citing a study, Olayer said: “The air pollutants from currently operating coalfired power plants cause an estimated 960 premature deaths each year and may rise up to 2,410, or more than double the current number of people dying from coal-related pollution in the Philippines. This is very alarming.” Pro-environment groups said coal-fired power plants are the single largest stationary source of pollution in any country. The toxins these coal fired power plants produce severely damage both human health and the environment and contribute to a reduced quality of life. Coal-fired power plants are responsible for release over 85% of total global carbon dioxide emissions, a prime contributor to global warming. Emissions from these power plants contain tens of dozens of toxic chemicals and the pollution they release every day are a major threat to human health and environment. Coal-fired units produce electricity by burning coal in a boiler to heat water to produce steam. The steam, at tremendous pressure, flows into a turbine, which spins a generator to produce electricity. The steam is cooled, condensed back into water,

and returned to the boiler to start the process over. But environmentalists say the coal-fired power plants will pollute the air and contribute to global warming. Greenpeace said coalfired power plant is a clear threat to sustainable development. “Coal is the dirtiest fossil fuel and a main driver of climate change. There are hundreds of examples around the world where communities around coal plants suffer the impacts of environmental damage and health problems,” Greenpeace Southeast Asia campaigner, Amalie Obusan, said. Greenpeace said data from the Department of Energy shows that there is already at least 50 megawatts geothermal energy project committed for Mindanao that will be operational by 2014 and another 300 megawatts of indicative renewable energy projects scheduled for 2011-2017. It also cited data from the Philippine Solar Power Alliance which show that as much as 100 megawatts of solar service contracts for Mindanao have been submitted to the Department of Energy.
