Patek – who was found guilty in 2012 for the Bali bombings that killed 202 people and the 2000 bombings of churches in Jakarta is serving four years of his 20-year sentence on terror charges. The hostages were all crew members of the tugboat Brahma 12 who were kidnapped at sea off TawiTawi province in the restive Muslim autonomous region in southern Philippines. The rebels, who pledged allegiance with the Islamic State, demanded $1 million ransom for the release of the Indonesians.
“He is helping to negotiate with Abu Sayyaf. Patek has relationships and influence with the group and he knows their policy,” Purwanto said. The Indonesian captives - Peter Tonsen Barahama, the skipper; Julian Philip, Alvian Elvis Peti, Mahmud, Surian Syah, Surianto, Wawan Saputra, Bayu Octavianto, Reynaldi and Wendi Raknadian – are believed being held by Abu Sayyaf leader Alhabsi Misaya. The Abu Sayyaf also kidnapped recently 4 Malaysian crewmembers of the tugboat MasFive 6 off Semporna in Malaysia’s oilrich state of Sabah and brought them to Tawi-Tawi. The abducted seamen have been identified as Wong Hung Song, 44, Wong Teck Pang, 41, Wong Teck Chi, 39, and Johnny Lau Jung Hien, 21 – all from Sarawak.
The Philippine military said the Abu Sayyaf is still holding at least a Dutchman, Ewold Horn; Italian man Rolando del Torchio and Canadians John Ridsdel and Robert Hall, and Norwegian Kjartan Sekkingstad who were kidnapped on Samal Island in Davao del Norte province; and Japanese treasure hunter Katayama Mamaito. The Abu Sayyaf demanded P21 million for each of the three Samal hostages and threatened to kill Ridsdel and Hall if ransoms are not paid. Ridsdel, a consultant for international miner TVI, has appealed to Canadian Prime Minister Justin Pierre James Trudeau to save him and the other hostages. Jose Covarrubias, a naval spokesman, said the foreigners – Ahmed Tabran, 60; and Burcu Botanoglu, 54; were safely rescued and brought to a naval station in Zamboanga City. Covarrubias said they
received a distress call from the sailboat Stormbird after its engine broke down off Sibago Island in Basilan province over the weekend. He said the boat drifted further towards Zamboanga where patrol boats towed it to the naval base here. The boat, whose last port call was in Salam Island in Davao del Norte province, was heading to
Kudat in Malaysia when its engine broke down while traversing the dangerous province of Basilan where security forces are battling Abu Sayyaf rebels. BASILAN - Three cooperatives in the province of Basilan in the Autonomous Region in Muslim Mindanao (ARMM) will receive P3-million worth of livelihood projects from the region’s banner program Health, Education, Livelihood, Peace and Governance and Synergy (HELPS). The livelihood assistance, implemented by the ARMM’s Science and Technology department (DOST-ARMM), covers skills training, capital infusion, and construction of a bakery for each beneficiary cooperative. Secretary Myra Mangkabung of DOSTARMM, program manager Anwar Upahm of ARMMHELPS project management office, and members of the beneficiary cooperatives will attend the turn-over ceremony of the projects on April 11-12. “This will improve the living conditions of the local communities in the province,” said Bimpo Eping, ARMM-HELPS focal
person in Basilan. He added that the projects will empower the members of the cooperatives to become successful business owners. The cooperative recipients of HELPS projects are Switch Yakal Consumers Cooperative in Lantawan; Badja Kahapan Agri-Farmers Producers Cooperative in Tipo-Tipo; and Pintasan Consumers Cooperative in Mohammad Ajul. Basilan’s major products include coconut, rubber, coffee black pepper and palm oil. “Masaya po kami sa proyektong ibibigay sa amin, dahil magkakaroon na kami ng pagkakakitaan, may pang gastos na kami araw-araw (We are happy we are given this project, now we can make both ends meet everyday),” said Nihma Asanji, 27, a member of the Badja Kahapan Agri-Farmers Producers Cooperative. gence initiative of the regional government and is regarded as the centerpiece of the Hataman administration. Governor Mujiv Hataman has been pursuing the program’s livelihood component through various regional line agencies. Upahm said the regional government identified a total of 200 barangays as priority project recipients under the HELPS program in 2015-2016. The ARMM government earmarked P10-million worth of various projects for each target barangay. He further explained that the ARMM-HELPS project management office conducted focus group discussions with local leaders to assess the needs of recipient communities. “We want to see a better community with a barangay hall, a daycare center, a health center, a children's park and a multi-purpose building,” Upahm added. ARMM holds investment consultation in Maguindanao province MAGUINDANAO - To achieve participative economic development in the Autonomous Region in Muslim Mindanao (ARMM), the region’s Board of Investments (RBOI) conducted an investment consultation with stakeholders in the town of Parang in Maguindanao province. Businessmen, local government officials, and other stakeholders gathered recently for the agency’s Investments Priorities Plan (IPP) consultation, an activity aimed at getting insights and concerns as well as discuss issues in the region’s investment promotion and generation. Atty. Ishak Mastura,
RBOI chairperson, said the consultation is usually conducted with businessmen and this was the first time that such activity was held with participation from the grassroots. “The consultation is part of the Hataman administration’s approach to actively involve all players in the planning of the region’s economic development particularly on investment matters,” he said. Atty. Mastura added that “the active participation of the government and the private sector in the development planning of the region is a key to sustainable development and that combined strengths of different
sectors can create conducive business environment and enhance regional competitiveness.” The IPP consultations specifically tackle the region’s investment performance, challenges, and opportunities. Other consultations are also scheduled in other provinces in the ARMM within the year. The region’s IPP is consistent with the Regional Development Plan of ARMM in accordance with the 2011-2016 Philippine Development Plan. During the consultation, Parang mayor Ibrahim Ibay encouraged participants to become partners of the regional government in achieving economic growth

They wanted to know what went wrong in the operations that left dozens of soldiers dead and wounded in Tipo-Tipo town recently. President Aquino flew to Zamboanga City just
last week and visited wounded soldiers in the hospital. Aquino has awarded medals to the soldiers at their hospital bed and then briefly visited the wake of one of 18 slain infantry man in Ayala village. He later met with some of families of the soldiers at the Edwin Andrews Airbase. Security was tight dur-
ing Aquino’s visit here and journalists were not allowed to interview the president. More than 50 soldiers were wounded in the fighting that also killed a Moroccan bomb expert Mohammad Khattab and Purudji Indama, a notorious Abu Sayyaf commander, and Ubaida Isnilon, son of rebel leader Isnilon Hapilon. Aquino was accompanied by General Mayoralgo dela Cruz, chief of the Western Mindanao Command, but it was not immediately known whether he would be removed following deadly clashes that left a huge number of casualties. Just this month, Dela Cruz sacked Brigadier General Alan Arojado, commander of an antiterror group, and his deputy Brigadier General Jose Cabanban, for failing to stop the kidnapping activities of the Abu Sayyaf in southern Philippines. Security forces hunt down jihadist group in Lanao Sur KIDAPAWAN CITY – Security forces were hunting down local jihadists allied with the Islamic State militant group after they behaded 2 civilians and freed four others in Lanao del Sur provnce in the volatile Muslim autonomous region. The four hostages – Julieto Hanobas, Alfredo Anoos, Gabriel Permites and Adones Mendez – were released recently in Butig town. Their two companions dentified as
Salvador Hanobas and Makol Hanobas, whoe were branded as spy by their abductors, were killed. The civilians, all sawmill workers, were seized by jihadists led by Abdullah Maute alias Abu Hasan, who heads the Dawlah Islamiyah or Islamic State on suspicion they were government spies. Maute’s group is actively operating in the province. Maute previously demanded the release of a
13-year old boy, Ayman, who was allegedly captured by the military in firefight in exchange for the hostages, but security officials insisted that no prisoners were taken by soldiers in Lanao del Sur, one of five provinces under the Muslim autonomous region. Sulu Sultans Sign Unity Covenant ‘Unprecedented in the history of the Sultanate of Sulu and North Borneo’ Continued fr om page 1 from Sulu Governor Totoh Tan was also at the ceremony and one of the witnesses in the signing of the covenant along with the Grand Mufti Abdulbaqi Abubakar. It was attended by hundreds of supporters and members of the different Royal Houses of the Sultanate of Sulu, and religious leaders and representatives of various sectors not only in the province, but in the Autonomous Region in Muslim Mindanao (ARMM). Sulu Vice Governor Dr. Sakur Tan, who is a key figure in the unification of the sultans, said the signing of the covenant was unprec-
edented and historical and will further strengthen the unity of all heirs to the Sultante of Sulu. “I expect them to come up with a uniform vision and objectives for the Sultanate of Sulu and that includes the people,” he said. Tan - who is running for governor in the Muslim autonomous region - commissioned many respected Muslim scholars and educators from the University of the Philippines to help in crafting the unity covenant. Mehol Sadain, who previously heads the National Commission on Muslim Filipinos, was also among those who helped Tan in this historic en-
deavor. The sultans also thanked Tan for his efforts in unifying the Royal Houses of the Sultanate of Sulu. Tan, a philanthropist, is strongly advocating the revival of Sultanate of Sulu and promoting the rich and colorful tradition and culture of the Tausug people. The Sultanate of Sulu was founded in 1457 and is believed to exist as a sovereign nation for at least 442 years. It stretches from a part of the island of Mindanao in the east, to Sabah, in the west and south, and to Palawan, in the north. It continues to lay claim to North Borneo, now Sabah in Malaysia af-
ter obtaining it from Brunei as a gift for helping put down a rebellion on Borneo Island. The British leased Sabah and transferred control over the territory to Malaysia after the end of World War II. But the sultanate said it had merely leased North Borneo in 1878 to the British North Borneo Company for an annual payment of 5,000 Malayan dollars then, which was increased to 5,300 Malayan dollars in 1903. North Borneo was annexed by Malaysia in 1963 after a referendum organized by the Cobbold Commission in 1962 saw the people of Sabah voting
overwhelmingly to join Malaysia, but Kuala Lumpur continues paying the Sulu Sultanate some 5,300 ringgits a year on the basis of the Sulu royals’ ceding the Borneo state. In February 2013, the ailing Sulu Sultan Jamalul Kiram III, sent about 200 followers headed by his brother Raja Muda Agbimuddin Kiram to Sabah to assert their claim to and supposed historical rights over the oil-rich state. Jamalul’s group rejected Malaysian demand for them to surrender peacefully and fighting erupted in Lahad Datu town where more than 60 of the sultan’s men were

killed and over 300 Filipinos arrested on suspicion that they were aiding the group of Raja Muda Agbimuddin. Malaysia also put Jamalul and his brother on its wanted list and branded them as terrorists for intruding into Sabah and killing and decapitating 10 policemen and soldiers in separate clashes on the island. Agbimuddin managed to escape the Malaysian assault in Sabah, while Sultan Jamalul died in October the same year from a lingering illness at age 75. He surrendered his self to God and he was baptized through Jesus Miracle Crusade International Ministry.” Aside from Gerez, lawyer Reymund Guzman – who served as provincial board members for three terms – also joined the Jesus Miracle Crusade International Ministry and was also baptized, according to Cuarteros. He said Guzman is running for a council seat in Tuguegarao City under the Liberal Party of President Benigno Aquino. Cuarteros said Professor Elmer Maribbay, an instructor at the Cagayan State University; and Jonas Taguiam – who are both running for the city council – were similarly baptized after joining the Jesus Miracle Crusade International Ministry. The Jesus Miracle Crusade International Ministry in Cagayan province is active in various crusades in different areas here and nearby provinces that it was able to unite the police, military and communist rebels to listen and accept the words of God. In his speech before tens of thousands of members of the Jesus Miracle Crusade International Ministry, Marcos said the long years of existence of the evangelical group - whose flocks have stayed together as brethren - is a sign of miracle. For the dressing: - 3/4 cup mayonnaise - 1/3 cup sweetened condesed milk - 1/4 cup apple cider vinegar - 1 tsp sweet paprika - 1/2 coleman’s dry mustard powder - 1/4 tsp cayenne powder
INSTR UCTIONS: INSTRUCTIONS: 1) Start by boiling the macaroni in a large pot of salted water, until it’s cooked through. I like cooking it a little bit softer than I would for a hot pasta dish, because it does toughen in the fridge when chilled. 2) While the pasta is cooking. Prep all your veggies and add it a bowl. I finely diced some celery,1/4 red pepper and yellow pepper, some carrots and a quarter of a large red onion. 3) For the dressing, in a seperate bowl measure out the mayonnaise, sweetened condensed milk, apple cider vinegar, paprika, mustard powder and cayenne pepper. 4) Stir everything together well until you have a smooth and creamy dressing. 5) Once the macaroni is cooked, drain and rinse it under cold water to stop it from cooking any further and cool it down. 6) Drain the excess water and add the macaroni to the big bowl of veggies and mix it all together well. 7) Pour the as much of the dressing over the top of the macaroni and veggies as you would like and mix it until everything is coated in the sweet and creamy dressing. 8) Garnish the salad with some fresh chopped parsley and finely sliced green onion and chill the salad covered, for a couple hours or overnight in the fridge. CEBU – The Department of Science and Technology (DOST ) has allocated some P51 million for cloud seeding operations in the country to respond to a hurting agricultural sector that continues to bore the brunt of the El Niño phenomenon. Engr. Oscar Tabada, chief of the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) – Visayas, said the country will continue to experience abnormal rainfall levels with hotter and more humid climate as the El Niño is expected to peak by May. “Provinces across the country, especially in Mindanao, are already affected by the dry spell as next month, El Niño’s impact will cover more provinces,” said Tabada.
He said the severe drought is largely affecting the farmers as harvest of rice and crops. In order to help the agricultural sector, the DOST has earmarked a budget for cloud seeding operations to induce rain for the irrigation systems vital for the starving rice fields and crops. Tabada said their agency is helping in the cloud seeding operations on when would be the appropriate time based on weather projections to conduct the cloud seeding activity. He said cloud seeding operations started in Mindanao and that Western Visayas and Cebu will also follow next. The Department of Agriculture is also conducting separate cloud seeding operations in Bohol province as water
dams have reached critical water levels. Marina Hermoso, regional technical director for operations, said among the dams that have benefited from the cloud seeding activities are the Malinao Dam in Pilar town and Bayongan Dam in the municipality of San Miguel. Malinao Dam is an irrigation project covering 3,500 hectares of riceland areas serving five towns while Bayongan Dam covers 2,858 hectares augmenting existing water supply for farmlands of three municipalities, according to Hermoso.
