Malaysia wants joint naval patrol, air surveillance with Philippines, Indonesia in Sabah border ZAMBOANGA CITY – Malaysia has proposed joint maritime patrols and aerial surveillance with the Philippines and Indonesia in the Sulu Sea at the border of Sabah, reports said. Defense Minister Datuk Seri Hishammuddin Hussein said the Malaysia would tackle the piracy and kidnapping problems in the Sulu Sea with his Filipino counterpart Voltaire Gazmin and Ryamizard Ryacudu, of Indonesia, according to the Malay Mail. The same approach was also initiated by Malaysia Prime Minister Datuk Seri Najib Razak to address piracy in the Strait of Melaka. “It is time the same approach is taken to ensure

ARMM conducts simultaneous relief operations in Maguindanao, Lanao del Sur COTABATO CITY – Simultaneous relief operations were being conducted by the Autonomous Region in Muslim Mindanao (ARMM) in 13 municipalities in Maguindano and Lanao del Sur provinces which are the most affected by the El Niño phenomenon in southern Philippines.
Atty. Laisa Alamia, ARMM Executive Secretary, said the relief assistance will help mitigate the ill effects of the drought among residents in hardest hit areas. “The focus of the regional government now is to provide their basic needs such as food, water, medicines, and seedlings,” she said.
Municipalities in Maguindanao heavily affected by the dry spell are Ampatuan, Buldon, Barira, North Upi, South Upi, Montawal, Shariff Aguak, Pagalungan, Datu Piang, and Shariff Saydona Mustapha. In Lanao del Sur, drought damage has been severe in Poona Bayabao, Taraka and Wao.

The relief distribution is a joint effort of various line agencies in the region including the Department of Social Welfare and Development, Department of Health, Department of the Interior and Local Government, Bureau of Fire Protection, and ARMM Humanitarian Emergency Action and Response Team. Reports from the Regional Planning and Development Office (RPDO) showed that 19,359 hectares planted to rice, corn and high-value commercial crops in 84 municipalities in the region with 462,740 residents have been affected by the adverse weather condition.
Atty. Alamia said a state of calamity has been declared in the provinces of Maguindanao and Basilan. She also reiterated that all the funds used for the relief operations were from the regional government and not from the national government. During a press conference held on Thursday, April 14, Atty. Alamia, with ARMM-RPDO executive director Engr. Baintan Ampatuan, discussed to media the region’s action plan on the El Niño and La Niña weather disturbances. Engr. Ampatuan explained that various programs and projects have been launched to benefit thousands of
households affected by the extreme weather situation. Current efforts include relief distribution, information, education and communication drive on the effects of El Niño, stronger coordination with local government units, and massive seedling production in preparation for the planting season. The Philippine Atmospheric, Geophysical and Astronomical Services Administration earlier announced that the current drought will last until June this year and that a La Niña episode that would result in high amount of rainfall would occur between July and September. Malaysia closes Sabah border COTABATO CITY – The Malaysian state of Sabah has shut down its border with Tawi-Tawi province in southern Philippines following the spate of daring kidnappings by the jihadist group Abu Sayyaf inside its territory. Philippine authorities have failed miserably to stop the cross-border kidnappings by Abu Sayyaf in the oil-rich state of Sabah with 4 Malaysians as its latest victims. The Abu Sayyaf also kidnapped 10 Indonesian sailors on March 26 off Tawi-Tawi, just several nautical miles from Sabah. Just recently, two Filipino general were sacked for failing to stop the Abu Sayyaf kidnappings inside Sabah. The Abu Sayyaf had in the past beheaded a Malaysian hostage in southern Philippines and killed a maritime policeman in a raid on a popular resort in Sabah. There was no immediate statement from the Philippine National Police in the Autonomous Region in Muslim Mindanao (ARMM) or the military’s Western Mindanao Command on the closure of the Sabah border and their failure to curb piracy. The Department of Foreign Affairs also did not release any statement about this. But lawyer Laisa Alamia, ARMM Executive Secretary, has confirmed Malaysia’s closure of its border with Tawi-Tawi in protest to the Abu Sayyaf kidnappings. She said the shutting down of the border has affected the economic activities in Tawi-Tawi where traders
buy their goods from Sabah and sell them back home. “There is an underground economy that we call smuggling, but for the people there, it is regular barter trading. There are no taxes paid, they go to Sandakan in Sabah by boat and sold their goods there and the same time, buy products at the lowest prices,” Alamia said. Sabah Chief Minister Musa Aman said the decades-old barter trade activity in Sandakan and other east coastal towns was to be ceased immediately, according to the Jakarta post, which reported that this was among several measures agreed by the Cabinet during a meeting on April 6 – four days after a group of gunmen on a speedboat intercepted the tugboat MasFive 6 near Ligitan Island off Semporna and abducted its crew Wong Hung Song, 44, Wong Teck Pang, 41, Wong Teck Chi, 39, and Johnny Lau Jung Hien, 21 – all from Sarawak in Sabah. Four ndonesian crewmen of tugboat Henry were also kidnapped off Tawi-Tawi recently. It said other measures include the immediate halt of transhipment trade of petroleum and gas products in the Eastern Sabah Security Zone spanning 10 districts from Kudat to Tawau. Musa also imposed a maritime curfew from 7 p.m. to 5 a.m. in seven coastal districts from Beluran to Tawau. Musa also ordered security forces to seize any foreign motorized boats in Sabah waters. He said
security forces would also give protection to merchant boats sailing in high-risk areas in Sabah, particularly near the Philippine border. He also shelved a propose ferry services – to start in May – between Kudat in Sabah and Palawan province in the Philippines, adding, the strict measures reflected Sabah government’s resolve to rid the east coast of the menace posed by kidnap-for-ransom groups based in southern Philippines. “The state government takes these kidnappings very seriously. The new measures to be taken will ensure this problem can be dealt with effectively,” Musa said. “We are also studying in-depth prevention and rectification measures to deal with hijacking and kidnapping involving merchant ships in highrisk waters. The security forces are currently looking into how we can provide better security protection for ships in these waters. However its implementation requires cooperation from all ship owners to enable effective coordination,” he added. Kuala Lumpur has in the past paid huge ransoms to the Abu Sayyaf in exchange for the safe release of its Malaysian hostages and this even goes back in 2000 when jihadists kidnapped 21 mostly European and Malaysian hostages from Sipadan resort, and up to last year to save the lives of its citizens. Security forces search for 7 POWs held by NPA rebels
DAVAO CITY – Police and military forces continue the search for 5 policemen and two government militias being held captive by the communist rebel group New People’s Army in Davao City. They were captrured after rebels launched a simultaneous raid on army station in Paquibato district last week and seized at least 20 assorted weapons, a rebel spokesman said. Rigoberto Sanchez, of the New People’s Army, has declared the policemen – Chief Inspector Leonardo V. Tarungoy, PO3 Rosenie L. Cabuenas, PO3 Rudolph Y. Pacete, PO3 Abdul Azis A. Ali, and PO2 Neil C. Arellano - as prisoners of war. He said the policemen were in their patrol vehicle when rebels from the 1st Pulang Bagani Command intercepted them. “The POWs will be held in custody pending an investigation for possible war crimes and other crimes against the people and the revolutionary movement,” he said in a statement sent to the regional newspaper Mindanao Examiner.
Their capture came after rebel forces swooped down an army post under the 72nd Infantry Battalion in the village of Salapawan in Paquibato district on Saturday and clashed with security personnel. Two militias surrendered to the rebels following a firefight that only lasted about 30 minutes. Two other militias managed to escape. Sanchez said rebel forces seized 17 automatic rifles and three pistols and 30 magazines and munitions and other military hardware. “By sheer grit and superior command of the situation, the Red fighters were able to take control of the firefight that lasted less than half an hour,” he said. He said the rebel offensive was launched despite the military’s deployment of troops to fighting the NPA forces in Paquibato district. “The victorious tactical offensive comes at the heels of the Armed Forces of the Philippines’ pompous declaration that (the anti-insurgency campaign) Oplan Bayanihan has weakened the armed resistance of the NPA fol-
lowing the death of beloved Red Commander Leoncio “Ka Parago” Pitao last year.” “As Oplan Bayanihan nears its defeated end, this latest tactical offensive of the People’s Army servesas a nail in the coffin to one of the most atrocious operation plans the fascist AFP has ever unleashed against the Filipino people,” Sanchez said. He said the 1st Pulang Bagani Battalion and all 10 NPA units in the (Davao) region have become even more inspired to wage armed struggle, agrarian revolution, establish the seeds of a socialist government and “squarely defeat the onslaught of heightened and sustained attacks by enemy troops.” “While the entire ruling class presently squabbles in the current reactionary elections, the New People’s Army remains steadfast to wage war and address the lasting problems of the Filipino people,” Sanchez said. And they quoted a script that says: “Until you did not fully cut ties with taghut (tyrants), you are not fully a Muslim, but kafir (disbeliever). You are obliged to be killed.” One of the jihadist, who is called al-Ghareeb, said Yahya – just like other prominent clerics, who were branded by the IS as murtad deserved to be killed. He also quoted an Islamic scholar – Ibn Taymiyyah – who allegedly said that “a Muslim who made apostasy regarding few rules of the religion is worse than a kafir who has yet to even embrace those rules.” “We denounced his (Yahya) wrongdoings. His revelation shows his true intention and what he did was totally not permis-
sible in Islam. It is a shame to Allah,” alGhareed said. Another of the group’s forum called “Man elGhareeb” also posted another statement, saying that pious Muslims should “totally disregard” the practices of democracy as it is not divinely created by God, but humans. Yahya’s pronouncement came after members of the Khilafah Islamiyah Movement (KIM) in Lanao del Sur, now called “Dawlah Islamiyah” or Islamic State, declared Abdullah Maute alias Abu Hasan as their leader. In September 19, 2014, Yahya along with some members of the KIM led more than 100 civilians, including women and children, in pledging their loyalty to IS and even hoisted the Daesh or black flag in Marawi City. Since then, Yahya continues to preach the ideology of IS that other Muslim clerics had opposed due to his “misleading interpretation of Islam.” The ARMM

Last February, a senior leader of the Moro Islamic Liberation Front, Abdullah Macapaar, alias Commander Bravo, had said that Yahya also tried to convince him and other MILF commanders to support IS. Yahya also issued a Fatwa or legal opinion against Liberal party presidential candidate Mar Roxas, Senators Bongbong Marcos, Antonio Trillanes, and Francis Escudero who are all running for the vice presidency, including lawyer and senatorial candidate Larry Gadon for their alleged antiMuslim stand on various issues. In May 2011, Yahya led a small rally outside the Golden Mosque in Manila and denounced the U.S. killing of al-Qaeda leader Osama bin Laden in Pakistan. ARMM provides assistance to families affected by conflict in Basilan BASILAN - The Autonomous Region in Muslim Mindanao (ARMM) has provided relief assistance to more than 700 families displaced by the military operation against members of the Abu Sayyaf in Tipo-Tipo town here. Secretary Rahima Alba of the Department of Social Welfare and Development-ARMM, said the fighting affected more than 3,000 people in the villages of Baguindan, Silangkum and BohePiang. She said the DSWD and the ARMM's Humanitarian Emergency Action and Response Team (HEART ) validated the number of affected families in the area to provide relief assistance and other appropriate intervention.
The ARMM-HEART has already provided 260 sacks of rice to the affected families, according to Alba. ARMM Regional Governor Mujiv Hataman has instructed the ARMMHEART to closely monitor the ongoing military operation and prepare for necessary aids to the civilians. He had earlier expressed grief over the death of 18 soldiers in the clashes on April 9. "Our thoughts and prayers are with our soldiers and their families, and in this time of mourning we would like to express our deepest condolences to those who have lost their loved ones to an act of cowardice committed by a terror group that has brought
nothing to our shores but death and grief," Gov. Hataman said. The fighting broke out when elements of the Joint Task Group Basilan caught up with the ASG headed by Isnilon Hapilon and Radzmil Jannatul alias Kubayb in during a pursuit operation. Hataman said his administration “will continue to tread the path of peace as we work harder to bring justice to the people of our region. Tan, a philanthropist and a respected Muslim leader, thanked Ompia for throwing its full support behind his candidacy. Lanao del Sur Governor Mamintal Adiong is also supporting Tan’s candidacy. The other ARMM governors – Nurbert Sahali, of Tawi-Tawi; Jum Akbar, of Basilan; and Esmael Mangudadatu, of Maguindanao; have pledged their all-out support to Tan’s candidacy. Sahali and his mayors also promised victory for Tan – along time political ally – after his recent visit in TawiTawi. In Basilan, Akbar,
whose clan has close ties with Tan, said they are with him all the way, and so were the other municipal mayors in the province. Various civil society groups and religious leaders are also supporting Tan, who is running against incumbent Governor Mujiv Hataman, also a Liberal party member. Ompia, in 2013 elections, endorsed Hataman, but withdrew its total support for a still unknown reason and rally behind Tan. At least 5 influential sultans in Sulu - Ibrahim Bahjin, Muizuddin Jainal Bahjin, Muedzul-Lail Tan Kiram, Mohammad Venizar Julkarnain Jainal Abirin and Phugdalun Kiram - also threw their support to Tan. Tan was a key figure in
the unification of the sultans, who all signed a covenant of unity in Zamboanga City on April 9. Tan commissioned many respected Muslim scholars, historians and educators from the University of the Philippines led by Dean Julkipli Wadi to help in crafting the unity covenant. Mehol Sadain, who previously heads the National Commission on Muslim Filipinos, was also among those who helped Tan in this historic endeavor. The sultans also thanked Tan for his efforts in unifying the Royal Houses of the Sultanate of Sulu. THE 35TH NATIONAL BOOK AWARDS OPENS NOMINATIONS Now on its 35th year, the National Book Development Board (NBDB) and the Manila Critics Circle (MCC) will mount the National Book Awards 2016. All NBDB-registered publishers are welcome to submit their nominations. Books in Filipino or English published in 2015 are eligible for the award. As in previous years, a third language is included for nominated titles in the Literary Division. 13 ARMM cooperatives receive P12.2 million worth of farm implements COTABATO CITY – The Autonomous Region in Muslim Mindanao (ARMM) recently turned over some P12.2 million worth of farm implements to 13 cooperatives in Maguindanao province. The farm implements were comprised of 65 hand tractors with trailers, 13 floating tillers, 260 knapsack sprayers and 13 welding machines. These were funded under the ARMM’s Department of Agriculture and Fisheries’ (DAF) Health, Education, Livelihood, Peace and Security and Synergy (HELPS) Project. The turnover ceremony held at the ARMM Compound was led by Director Anwar Upahm of ARMM-HELPS Project
Management Office. The beneficiary cooperatives were represented by their respective chairmen during the event. Among the beneficiaries was the Kayaga Farmers Cooperative based in Pandag town. Abdulkasan Edris, 32, the cooperative’s president received farm implements worth close to P1 million. Edris said the five units of hand tractor with trailer, one unit of floating tiller, 20 units of knapsack sprayer and one unit of welding machine they received will help more than 30 members of the cooperative. The 12 other cooperative beneficiaries are: Tamar Kalilintad Farmers Producers Cooperative in Talayan;

His holiness knew, for maybe he was appraised, where Duterte was coming from and what prompted that utterance. Knowing the mayor, while he can really be very patient, he can erupt and gives no warning when he sees something irregular and patently inept. The tirade against him by the black propagandists of (Mar) Roxas, (Jejomar) Binay and (Grace) Poe, like the most recent one on the Australian lay missionary who was gang-raped by inmates inside the police detention cell over two decades ago, is just one example of how the wrecking crew of the political enemies of Duterte is capable of doing. The fault of the mayor was that he was retelling and explaining during a political rally in Quezon City about how he laid his life as hostage and succeeded to recommit the inmates. He related how the lady missionary who visited the detention cell was grabbed and raped and then later mercilessly killed by the gang leader named Pugoy. The Mayor who was attending mass that time was tipped and rushed to the scene. A child hostage was also later murdered during
the breakdown of negotiation and when Duterte saw this led the assault himself. His order was shoot to kill. He himself unloaded one magazine of bullets on the armed inmates. I was there along with several media men to witness the event safely from the top of the Maguindanao Hotel how the fire fight was taking place. Only a tall cement wall divides the Metrodiscom headquarters from the hotel. When the gun battle ceased, we all rushed to the barracks and saw hostage takers dead and bathed in their own blood and several visitors in the detention cell who were saved. I remembered how the hostages profusely thanked Mayor Duterte. It is so different how some quarter reacted today over the same gutter language used by the mayor in the fit of his anger when the media interviewed him. For the same event, in a time lapse, Duterte was a savior and a hero, today at the height of election season, in the eyes of those who want to denigrate him, he is a villain.

Hinding-hindi kay Roxas”. There will always be gullible in our midst. Sadly

Those who believe the scare tactic of the administration and ignores the issues about misuse of DAP (Disbursement Acceleration Program), PDAF Priority Development Assistance Fund), Malampaya Funds and money donated for Typhoon Yolanda victims and the inefficiency and graft in DOTC (Department of Transportation and Communication) will go for Roxas. Those who think that P2-billion for a parking building is fair, a hospital bed costing over P200-thousand is okay and making politics a family industry will no doubt support Binay. Those who think that “may sinimulan si FPJ at dapat isulong ni Grace Poe ang mga ito” will back her. After all Danding Cojuangco is backing her too, and who cares about the coco levy that belongs to the coconut farmers. HEALTH: Heat Stroke Prevention Plan EVERY YEAR, hundreds of Filipinos die from heat stroke. It’s about time we enact a program to prevent deaths and illness due to the hot weather. Both government and private sector can work together to ensure this. Here are our 4 basic strategies: 1. Pag-asa to give 3-day advanced warning when the hot weather is coming. 2. Media and health professionals to provide information on how to prevent heat stroke. 3. Employers to provide basic needs and support to their employees to prevent heat stroke. 4. Government, private sector and faith groups to help vulnerable groups of people (poor and sick) during the hot weather. Media play an important role in disseminating key health messages, as follows: Stay out of the heat and keep cool: • Keep out of the sun between 10 am and 4 pm. • If you have to go out in the heat, walk in the shade, apply sunscreen and wear a hat. • Avoid extreme physical exertion. • Wear light, loose-fitting and cotton clothes. • Drink plenty of cold drinks, preferably 8-12 glasses of fluids a day. • Avoid excess alcohol, caffeine and hot drinks. • Eat cold foods, particularly salads and fruits (watermelon, melon and cucumber) with a high water content. • Take a cool shower or bath. • Sprinkle water or place a damp cloth on the skin. Keep your environment cool: • Stay in cool areas at work and at home. • This is especially important for infants, the elderly or those with chronic health conditions.

Ong • Check the room temperature. • Keep windows that are exposed to the sun closed during the day, and open windows at night when it is cooler. • Turn off some of the lights and electrical equipment because they also give off heat. • Keep indoor plants and place bowls of water in the house as evaporation helps cool the air • Grow trees and leafy plants near windows to block the sun’s heat. If you or others feel unwell: • Get medical help if you feel dizzy, weak, anxious or have intense thirst and headache. • Move to a cool place as soon as possible and measure your body temperature. • Drink some water or fruit juice to rehydrate. • If you have painful muscular spasms, drink oral rehydration solutions containing electrolytes. • Consult a doctor if symptoms persist. Look out for friends, coworkers and relatives: • Keep an eye on isolated, elderly, sick or very young people and make sure they are able to keep cool. • Ensure that babies, children or elderly people are not left alone in stationary cars. • Check on elderly, sick neighbors, family or friends regularly during hot weather. • Store medicines in cool areas. • Call a doctor if some-
one is sick. Helping vulnerable groups in the community: • We need to provide help to those most at risk, such as the poor, older people, and those with serious illness. • The assistance could come from local authorities, health and social care services, communities, faith groups and families. • Regular check on their water, food and medicines supply. Teach them on where to go and who to call for emergencies. • Give advice to poor people and senior citizens on possible health benefits from PhilHealth and other government agencies. Advice to hospitals and health-care facilities: • Health workers to identify vulnerable patients. • Provide cool areas and monitor indoor temperatures to reduce the risk of heat-related illness and death in patients. Advice to schools: • Teacher or school physician/nurse can provide advice to parents and students regarding proper behaviors during hot weather, such as increasing fluid intake, and reducing sun exposure. • Staff to remain fit and healthy during the hot weather. How private companies and government can help: • Employers to provide basic needs and support to their employees to prevent heat stroke. • Allow frequent heatstroke breaks for employees, especially those who work outdoors. • During the summer season, provide free cold drinking water to the public. A filtered drinking fountain can be installed in malls, churches, work areas (like construction companies) and public places.
RECIPE: Bacolod City’s Chicken Inasal INGREDIENT S: INGREDIENTS: 1 whole chicken, cut into 6 parts (legs, wings, breasts)
Marinade 1 head garlic, macerated 2 tbsps. chopped ginger 1 tbsp. brown sugar 1/3 cup sinamak (native coconut vinegar) 10 pieces calamansi extract (the juice) 3 stalks tanglad (lemon grass), julienne salt and coarsely ground pepper
Basting Sauce 1/2 cup margarine or butter 1/4 cup atsuete (annatto seeds) oil salt and pepperlarge bamboo skewers charcoal for grilling
INSTR UCTIONS: INSTRUCTIONS: 1) In a large bowl, place the garlic, ginger, vinegar, a small amount of sugar, calamansi, tanglad, salt, and pepper. Mix all the ingredients then add the chicken meat. Lightly rub the marinade on the meat. Place chicken in the chiller and let sit. After 30 minutes, turn the meat and let it sit for another 30 minutes. It is not ideal to marinate the meat overnight since the acid of the vinegar will completely break down the enzymes of the meat. 2) Meanwhile in a saucepan, over low fire, combine margarine/butter and annatto seeds. Stir until the margarine melts and the annatto seeds are well infused and have developed a deep orange color. Turn off heat then add a small amount of salt and pepper to taste. 3) After marinating the chicken, put several slits on the part near the bone to help with cooking the meat fully. Skewer the meat and cook over hot charcoal grill, skin side down, basting it once in a while. As much as possible do not turn the meat more than twice since the result will be drier meat. 4) Serve while hot together with steamed rice paired with grilled oysters and sinamak or soy sauce with calamansi and siling labuyo (red chili peppers). JICA software to boost medical record system during disasters
CEBU - The Japan International Cooperation Agency (JICA) said it is developing a software that could be of good use to the Philippines during natural disasters and emergencies. The software-based operating system would be capable of collecting and collating emergency medical records in real time, the JICA said, adding that the iSPEED Disaster Medical Mission Operating System in Philippines project will be implemented until February 2017. The project, made possible through the agency’s collaboration program with the private sector for disseminating the Japanese technology, kicked off during a recent meeting participated by officers from Department of Health (DOH). The support agency said Japanese firm Tokyo Electronic Systems Corporation is in-charge of developing iSPEED, which is the code name of the product under development. It said the system uses a smart phone and a computer server where health care providers can enter medical information in real-time. The software can also be stored in a portable case with other devices for setting up wireless local area network (LAN) to allow rapid, simple, and secure operations at emergency medical sites during disaster situations. “As part of the emergency medical support during Typhoon Yolanda, the nearly 77 medical teams and over 1,200 medical personnel from the Philippines and abroad carried out medical activities on the ground. In the early phase of the medical support, medical
examination status was either reported verbally or through handwritten notes because there was no unified way to record and convey medical information in a timely manner,” the JICA said. “This chaotic and random recording of medical examination status during the emergency medical relief operations after Typhoon Yolanda in 2013 prompted the Japan Disaster Relief Team (JDR) to lobby for a system in the Philippines that will help report medical records of typhoon survivors fast and aid decision makers in disaster risk reduction management,” it said. “The JDR, dispatched by the Japanese government to the Philippines after Typhoon Yolanda, suggested that all medical personnel then summarize information in the Surveillance in Post Extreme Emergencies and Disasters (SPEED) system which was developed by the World Health Organization (WHO) and the Philippine government to collect necessary information swiftly and precisely,” it added. “With this experience, the concept of SPEED was brought back to Japan and the Japanese version of SPEED (J-SPEED) that suits the needs of Japan was developed. In 2014, Japan adopted the Japanese version of SPEED concept called JSPEED as its standard recording system of disasterrelated medical care,” it said. “iSPEED was born from this concept that features an electronic format of medical information for J-SPEED. Japan is sharing the technology with the Philippines to also help the country prepare for

The JICA is Japan’s comprehensive development institution, which handles technical cooperation, ODA loans and investment, and grant aid, as well as cooperation volunteers and disaster relief programs. The JICA is one of the world’s largest bilateral aid agencies with its volume of cooperation amounting to about USD 12.3 billion for JFY 2014 and a world-wide network of almost 100 overseas offices.
