Zambo’s First Gentleman finally speaks out - defends self, mayor vs black propaganda ZAMBOANGA CITY – First gentleman Trifonio Salazar has branded as political propaganda for media mileage the allegations by a mayoralty candidate Mario Yanga who strongly criticised the National Intelligence Coordinating Agency (NICA) for its alleged failure to detect the entry of Moro rebels in Zamboanga City in 2013. Yanga also blamed Salazar’s wife, Mayor Beng Climaco, for allegedly failing to properly response to the first few hours of the raids. “Yanga doesn’t know what he was talking about and all these issues are mere propaganda aimed at putting him in the news since he was always lagging behind political surveys. The poor responses of the constituents on Yanga’s candidacy show the reality on the ground,” Salazar told the regional newspaper Mindanao Examiner. Salazar, who previously headed the NICA, said among the functions of the agency is to collate and make assessment the information gathered by intelligence agencies for the President. He said actionable intelligence are passed on to operating units - the police and military and other law enforcement agencies. He said it is up to the police chiefs and military commanders or heads of law enforcement agencies on how to deal with the intelligence reports they disseminate. Salazar said Moro National Liberation Front rebels from Sulu and Basilan provinces, all under the Muslim autonomous region, landed in several villages, including Taluksangay and Arena Blanco, and that a navy patrol boat – aware of intelligence report on the plans of the MNLF to enter Zamboanga - clashed with a group of rebels onboard several motorboats near Rio Hondo. Yanga, who was then deputy chief of the regional police force, said the rebel siege would not have prolonged if the mayor showed strong
leadership in dealing with the situation. But it was unknown why the regional police force and the army failed to detect the entry of rebels despite a huge number of security personnel in Zamboanga. Online news website Rappler also quoted Councilor Rogelio Velasco Jr, who said he could not understand how the siege happened to Zamboanga City. “The very ironic question is: How come these things happen in Zamboanga? We have the Western Mindanao Command. We have the regional police command. We have the naval and the air base. These are the questions the people of Zamboanga are asking our authorities.” Yanga was assigned in Zamboanga’s east coast while security forces were battling rebels in the villages near downtown area, according to Salazar, who was a former decorated army commander. Salazar said he was guarding the village of Santa Catalina near City Hall together with retired army general Nehemias Pajarito together with village chieftain Jimmy Villaflores, who is now running for a council seat. He said the mayor was on top of the situation from the start of the siege. “Journalists were there covering the mayor day and night. The mayor showed strong will in dealing with the rebels that’s why we defeated them, captured the raiders and filed criminal charges against them, including Nur Misuari, the leader of the MNLF, who is now wanted by authorities,” Salazar said. In an interview with Rappler, Climaco said “negotiations were exhausted to the best we can. At the end of the day, what they sought was the return and full implementation of the final peace accord (with the government). It is not within my level as city mayor.” The report said there was an opportunity to peacefully end the crisis during the early stages of the standoff, but a rebel
leader Habier Malik, offered to release all hostages on condition they would be given a safe conduct pass so they could return to the negotiating table. It further said that Malik wanted to repeat what happened in 2001 years ago when the MNLF pulled the same stunt in Zamboanga City where the rebels were given a safe pass and the public was forced to literally watch the armed raiders walked away — on live TV — in exchange for the release of dozens of hostages. Salazar said: “What happened in Cabatangan emboldened the MNLF to stage the 2013 because the MNLF considered Zamboanga City a weak target because they were able to get away from any liability on the 2001 carnage. It was proven wrong by Mayor Beng.” It can be recalled that in November 2001, hundreds of rebels occupied Cabatangan, the former Muslim regional complex, and held hostage dozens of civilians, including children, in an effort to stop the elections in the region. More than 100 people were killed in the fighting and in the end, Mayor Maria Clara Lobregat, mother of incumbent congressman Celso Lobregat, who was the chief executive then, allowed the rebels to leave Zamboanga in exchange for the release of the hostages. The next year, Zamboanga city was rocked with a series of Abu Sayyaf bombings October 2, 17 and 21, 2002 that killed 11 people, including an U.S. soldier, and over 180 others wounded. Salazar said the police chief then was Yanga. “The 2002 series of bombings is a sign of incompetence on Yanga’s part. He should have resigned his position after it happened,” he said. Yanga, an ally of Lobregat, was the longest serving police chief in Zamboanga and occupied the position on and off for 5 years since 1999. (Mindanao Examiner)

ARMM provides P12.6 million in livelihood assistance to cooperatives COTABATO CITY - Livelihood projects worth P12.6 million under the Autonomous Region in Muslim Mindanao's banner program Health, Education, Livelihood, Peace and Governance and Synergy (HELPS) will be awarded to various cooperatives in ARMM. The livelihood assistance, extended to the beneficiaries through ARMM’s Science and Technology department (DOST-ARMM), comprises nine baker y projects in the provinces of Basilan, Sulu, and Tawi-Tawi; two organic or vermi-composting fertilizer production in Lanao del Sur; and three mat-weaving projects in Tawi-Tawi. Mon-Em Abangad, DOST-ARMM information officer, said three bakery projects were already turned over to cooperative-beneficiaries in Basilan province on April 12. The cooperatives, he said, were provided capital funds and their members given skills training. “We trained them on bread, cake, and pastry making, and basic hand washing. We also gave inputs on food safety hazards and the Halal certification process,” said Abangad.
The cooperative recipients of HELPS projects are Switch Yakal Consumers Cooperative in Lantawan; Badja Kahapan Agri-Farmers Producers Cooperative in Tipo-Tipo; and Pintasan Consumers Cooperative in Mohammad Ajul. “Masaya po kami sa proyektong ibinigay sa amin dahil magkakaroon na kami ng pagkakakitaan, may pang gastos na kami araw-araw (We are happy we are given this project, now we can make both ends meet everyday),” said Nihma Asanji, 27, a member of the Badja Kahapan Agri-Farmers Producers Cooperative. Abangad said the projects will help improve the living conditions of the residents in their respective communities. He added these will also create jobs and provide additional income to members of the cooperative-beneficiaries. The six remaining bakery projects will be implemented in the barangays of Poblacion in Bongao, Tawi-Tawi; and Puukan Laminusa in Siasi, San Raymundo and Walled City in Jolo, Bilaan Poblacion in Talipao, and Baligtang in Pandami, all in the province of Sulu.
On Wednesday, April 20, the agency turned over a vermi-composting project in barangay Daguan, Kapatagan, Lanao del Sur to Malinday Daguan Farmers Producers Cooperative. The same project will be turned-over to Radapan Poblacion Fertilizer Livelihood Farmers Producers Cooperative in Radapan Poblacion, Pagiapo, Lanao del Sur on April 23. Meanwhile, mat weaving projects will be implemented in the barangays of Balimbing in Panglima Sugala, and Unas-Unas and Tong Tampakan in South Ubian, all in the province of Tawi-Tawi. HELPS is a priority program of the regional government under the Hataman administration. It aims at providing basic intervention to poor and depressed areas in the region. The regional government has identified 200 barangays as priority project recipients under the HELPS program in 2015-2016. Norovirus outbreak reported in Zamboanga City ZAMBOANGA CITY – Local government and health officials have urged residents to maintain good hygiene and cleanliness following the outbreak of the highlycontagious norovirus that had already killed at least 4 people. Sheila Covarrubias, a spokeswoman for Mayor Beng Climaco, citing official medical records, said over 1000 people – mostly children – were affected by the virus and being treated in hospitals after suffering from severe diarrhea. “Laboratory test results from the Research Institute for Tropical Medicine revealed that the diarrhea outbreak in the city was caused by a viral infection called norovirus,” she said. This was also confirmed by City Health Officer Dr. Rodel Agbulos, who said the norovirus is highly contagious and
can be obtained from an infected person, contaminated food or water, or by touching contaminated surfaces. “The virus causes stomach or intestines or both to get inflamed or acute gastroenteritis, and leads one to experience stomach pain, nausea and diarrhea. The best way to help prevent norovirus is to practice proper hand washing and general cleanliness,” he said. Agbulos said many of the patients were admitted in different hospitals due to acute gastroenteritis. Three of those who died recently were children and one was a prisoner, who suffered from severe dehydration. According to Centers for Disease Control and Prevention, there is no specific medicine to treat people with norovirus illness. Norovirus infection cannot be treated with antibiotics because it is a
viral infection. Most of those affected by the virus were residents of Santa Catalina, Tumaga, Upper Calarian, Mampang, San Roque, Santa Barbara, Tetuan, Talon-talon and Tugbungan where there is acute water shortage due to the extreme weather phenomenon called El Nino. Zamboanga City Water District has been rationing water every other day – for only 5 hours – for the past 2 months, citing the low level of water in its dam. But its officials have miserably failed to address the worsening water crisis despite repeated warnings since last year by the Philippine Atmospheric, Geophysical and Astronomical Services Administration of the upcoming severe dry spell which could last until June. EvangelistWilde Estrada Almeda founded the Jesus Miracle Crusade International Ministry in February 14, 1975 and has since then attracted a huge following – by the hundreds of thousands both from the Philippines and around the world. And Sister Rachel Almeda-Esguerra is one of his daughters who is actively involved in various church activities just like the other
members of the Almeda family, including the only son – Minister Wilde James Almeda, who is based in the United States. TECH TIPS: 9 things every Android owner should try right now THERE are so many cool things you can do with Android that you probably don't even know. From custom ROMs to gorgeous launchers, apps, LED notifications, gesture controls, icon packs and tweaks, there is plenty to keep you happy for a while. Here are nine things every Android owner should try. 1. S uper char ge yyour our Super uperchar charge W i-F i-Fii Did you know you can tell Chrome to save time and money by reducing data usage? Most people don't. By using this setting, I've cut my data usage by 30 percent in the past month. How's that for easy savings? Go to Chrome > Settings > Data Saver and turn it on. Likewise, did you know you can tell your phone to keep Wi-Fi on during sleep? Just go to Settings > Wi-Fi > Advanced > Keep Wi-Fi on during sleep and select Always. Doing this means that not only will you download things while your phone's display is off, but you will also save battery life, because your phone won't have to reconnect to Wi-Fi every time you wake it up. 2. E nable G oogle N ow Enable Google No on Tap Google Now on Tap was introduced with Android 6.0 Marshmallow. It provides contextual information for whatever is on your screen, allowing you to find information without having to search for it manually. You'll need Android Marshmallow to run it. To enable Google Now on Tap, head over to Settings > Google > Search & now > Voice and switch it on or off. Once it's on, you'll then be able to enjoy fast, contextual information on tap. To disable Now on Tap, hold on the home button and a menu will appear. Tap the three-dotted icon and then Settings, where you'll be able to disable it. 3. The batter y optimibattery zations No matter which Android device you have, there are ways to improve the battery life from the get-go. Firstly, you must turn off 'ambient display' or 'adaptive brightness'. This setting changes the display brightness based on the current lighting conditions, but it's not perfect. The sensor used to determine the light levels is not as accurate as the human eye, you can set a more appropriate display brightness for the current circumstances, and as the display is a key area where battery life is lost, make sure you keep this at the lowest level possible. For example, Sony's Stamina mode alters very little in terms of performance and it's one of those you can (and probably should) have enabled at all times. The stock Android battery saving function affects performance and app functionality quite heavily, so it might worth considering using this only when it's essential. HTC's Power Saver, on the other hand, has several options that you can enable or disable within it, making it a little less rigid than the others. Investigate the battery functions on your device by going into the settings and looking for battery, power or something similar. 4. G misGrrant app per permissions individually Have you got Android Marshmallow yet? It has a cool feature you should try: granular app permissions. This feature allows you to give apps permission to access hardware or data on your phone on a need basis. So if an app needs to access the microphone, it'll ask you for permission to do so when you launch the app and the app needs to use this piece of hardware. Before Marshmallow, you'd grant that permission before downloading the app in the Play Store. We assumed that denying some app permissions within third-party apps could break them. But now you can manage these permissions individually. Give it a try. 5. U se G oogle N ow, Use Google No enable always listening Google Now acts as a virtual personal assistant, which you can use to retrieve information quickly and easily. But it's also so much more than that: Google Now can interact with your apps, take notes, set reminders along with a whole bunch of other clever tricks. The more you use Google Now the more you realize what an excellent service it is. To give a simple example, say you wish to take an afternoon nap, but are already in that sleepy state and about to nod off. You don't need to reach for your phone and open your clock app, calculate the time you want to wake and set an alarm for then. Just say "Okay Google, wake me up in two hours." 6. S et up Andr oid Set Android D evice M anager Manager How Android Device Manager is not pre-enabled on ever y single Android phone I simply don't know. Android Device Manager is a great tool that lets you track a lost or stolen phone, remotely lock it, ring it, or delete its contents and even display a lock screen message for anyone that finds it. It may
not be the sexiest thing you do with your Android phone, but it should be the first thing you do. You'll find the permissions for Android Device Manager in the Google Setting app under Security. You can enable Android Device Manager to remotely locate your phone as well as lock or erase its contents. But you'll also need to activate Android Device Manager as a device administrator. Go to Settings > Security > Device Administrators and check the box next to Android Device Manager. 7. Tr y P ushbullet Pushbullet There aren't many apps that I think absolutely everyone should use, because everyone has different tastes, needs and habits. But Pushbullet is different. Everyone – and I mean everyone – should be using it. You can push links on your phone to your tablet, from your PC to your phone or from your phone to all of your other devices. Copying and pasting URLs is so 1999. Pushbullet also notifies you of SMS or calls on your PC and you can transfer files between all of your devices with Pushbullet too. 8. S av e time with NFC Sav ave Many people don't even realize what NFC is, how it works or what it can do for you. But NFC is brilliant. A single tap can pair your Bluetooth headphones to your phone, transfer all of the contents of your old phone to a new one, or even send a default message to a contact when you walk in the door at home. Some guy even implanted an NFC chip in his hand so he'd never have to unlock his phone again. You don't have to go that far, but an NFCequipped device and a pack of NFC tags will change your life and save you tons of time. NFC is one of the coolest and underrated things to do with your Android. 9. S etup lock scr een Setup screen secur ity security If your adventurous nature stops a little short of implanting an NFC chip in your person, the next best thing to do is set up your lock screen secur ity. I am always surprised by how many of my friends don't have lock screen security set up. If you lose your phone or have it stolen do you really want that thief to have access to all the intimate corners of your smartphone? No? Then set up a pattern or PIN lock right now. RECIPE: Banana and Chocolate Crepes
INGREDIENT S: INGREDIENTS: - 2 large eggs - 1 cup whole milk - ¼ cup water - 2 tablespoon unsalted melted butter or cooking oil - 1 cup all-purpose flour - 2 tablespoons white granulated sugar - 1/8 teaspoons kosher salt
- Butter - 3 ripe bananas, thinly sliced - 1 tablespoon light brown sugar - 1 tablespoons rum - ½ teaspoon ground cinnamon - 1 tablespoon unsalted butter - 12-ounces semi-sweet chocolate - ¼ cup all-purpose cream or heavy cream
INSTR UCTIONS: INSTRUCTIONS: 1) In a blender, add the eggs, milk, water and melted butter; pulse for a few seconds, until liquids are combined. Add the flour, sugar and salt. Pulse for 10 seconds or so and until flour is incorporated, being sure not to over-blend. Transfer the batter to a bowl and cover. Place the batter in the refrigerator for an hour to rest. 2) Place a crepe pan over medium-heat. Brush the skillet with a light coating of butter. Add 2 ounces of batter to the pan, swirling it around until the bottom is coated evenly. Cook until the crepe edges’ pull away from the pan, about 1-2 minutes. Flip and cook on the opposite side for another 30 seconds. You may have to play with the temperature a bit. The common notion is that the first crepe goes to the pan, so don’t get discouraged if you have to try a few times to get the temperature right. When you’ve made a few crepes, transfer them to the oven to keep them warm, while you prepare the bourbon bananas and chocolate. 3) Melt chocolate with heavy cream in a double-broiler or make your own by placing a heat-proof bowl over a pot filled with an inch of simmering water. Once chocolate is melted set aside. 4) In a small bowl, toss the bananas, brown sugar, rum and cinnamon together. Melt the butter in a small skillet over medium-heat. Once melted, add the bananas to the skillet and cook until bananas are softened and slightly caramelized, 3-4 minutes. 5) To assemble, lay a few crepes side-by-side and fill each one with the banana bourbon mixture. Stay clean and be free of ‘norovirus’ - DOH CEBU – Health Secretary Janette Garin has urged citizens to maintain cleanliness and good hygiene following the outbreak of the highlycontagious norovirus in Zamboanga City in Mindanao that had already killed at least 4 people and affected over 1,000 others in just several weeks. Garin said laboratory test results from the Research Institute for Tropical Medicine revealed that the diarrhea outbreak in Zamboanga was caused by a viral infection called norovirus. This was earlier confirmed by Zamboanga City Health Officer Dr. Rodel Agbulos, who said the norovirus is highly contagious and can be obtained from an infected person,
contaminated food or water, or by touching contaminated surfaces. “The virus causes stomach or intestines or both to get inflamed or acute gastroenteritis, and leads one to experience stomach pain, nausea and diarrhea. The best way to help prevent norovirus is to practice proper hand washing and general cleanliness,” he said. Agbulos said many of the patients were admitted in different hospitals due to acute gastroenteritis. Three of those who died recently were children and one was a prisoner, who suffered from severe dehydration. Zamboanga Mayor Beng Climaco confirmed the outbreak of gastroenteritis. According to Centers for Disease Control and Preven-
tion, there is no specific medicine to treat people with norovirus illness. Norovirus infection cannot be treated with antibiotics because it is a viral infection. The breakout of the virus in Zamboanga coincided with the acute water shortage there due to the extreme weather phenomenon called El Nino. Zamboanga CityWater District has been rationing water every other day – for only 5 hours – for the past 2 months, citing the low level of water in its dam. The Philippine Atmospheric, Geophysical and Astronomical Services Administration warned the public last year of the upcoming severe dry spell which could last until June. (Cebu Examiner)
No shortage of fish supply despite El Niño CEBU CITY - The Bureau of Fisheries and Aquatic Resources has assured the public that there is no shortage of fish supply in Central Visayas despite the El Niño weather phenomenon affecting the country. BFAR Assistant Regional Director Allan Poquita said the most affected by the drought is those who are in aquaculture due to the lack of water supply. He explained that less water in the fish pond might lead to oxygen deficiency which would result to fish kill. “We still have sufficient fish supply in our marine life resources,” Poquita said.
Poquita explained that during hot season, a lot of phytoplankton is produced in the ocean and this serves as food for fishes. There are plenty of food for the fishes due to the penetration of the sunlight in deep waters that causes algae to bloom. Poquita also reported the partial cost of damage in the impact of El Niño on fisheries production operations and said Bohol province registered P44.75 million loses and Siquijor with P1.72 million and P1.23 million in Cebu. He said most of the damage hit the freshwater Tilapia,
Bangus and seaweeds. Mario Ruinata, BFAR Chief of Special Concerns Office, said they are still in the process of identifying vulnerable areas and the affected fisher-folk in provinces, and at the same time conducts information, communication and education campaign on the impact of El Niño to fisheries.
