IN A CHILLING new video, Canadian and Norwegian hostages say they will be executed in less than one month if a $16-million ransom is not paid to Abu Sayyaf, their Filipino captors who beheaded another Canadian after a previous deadline was not met. “My name is Robert Hall. I am told to tell you

that on June the 13th at 3 pm I will be murdered if the demands are not met,” the gaunt, longhaired Canadian says, only briefly looking at the camera, in the latest video released by the group and published by Site Intelligence Group. “I appeal to my government, the Philippine government, as I have appealed before for

help,” he said. The camera then pans to Nor wegian Kjartan Sekkingstad, who like Hall is dressed in orange coveralls. He makes the same appeal to Canadian, Nor wegian and Filipino authorities. “Anybody who can possibly help us, if the group’s demands are not met by June 13, we will be executed at 3 pm on that

exact date, one month from now,” says Sekkingstad. Text accompanying the video adds that Abu Sayyaf, which has pledged allegiance to the Islamic State, “will behead another foreign hostage on June 13 (Monday) at exactly 3 pm” if its monetary demand is not met. Continue on page 2

DA projects generate over 11,000 jobs in Mindanao DAVAO CITY – The Department of Agriculture Philippine Rural Development Project (DA-PRDP) said it generated over of 11,500 jobs and raked some P253.43 million in wages from its infrastructure projects since it started in 2013 up to the present. Infrastructure development under the Intensified Building-Up of Infrastructure and Logistics for Development (IBUILD) component implements farm-tomarket roads, bridges, irrigation systems and potable water systems in collaboration with local government units and the private contractors. “Some 4,175 skilled workers were hired ranging from engineers, drivers, masons, heavy equipment operators, welders, steelmen, carpenters and foremen. While, unskilled workers such as laborers and helpers counted at 7,335 over the period of over 3 years and counting,” PRDP Mindanao cluster director Lealyn Ramos said. “PRDP is still halfway through its project life, so we still have a number of big-ticket projects ready for implementation this year and more are on the various stages of procurement so we are expecting

Canadian Prime Minister Justin Trudeau condemned “without reservation the brutality of the hostage takers” following Ridsdel’s death, calling it “an act of cold-blooded murder and responsibility rests squarely with the terrorist

group who took him hostage.” He followed that up the next day by declaring that “Canada does not and will not pay ransom to terrorists, directly or indirectly,” saying that to do so would endanger the lives of all Canadians living and traveling abroad. In a statement, Canada’s foreign affairs department said it was aware of the latest video. “The Government’s first priority is the safety and security of its citizens and therefore we will not comment or release any information which may compromise ongoing efforts or endanger the safety

of the remaining hostages,” Rachna Mishra, a spokesperson for Global Affairs Canada, said in an email. The latest video includes an appeal by the masked jihadists themselves, who according tothe National Post urge the Canadian and Philippine government “not to play games for we are determined to slaughter all the captives if you do not comply with our demands. We are not scared of you or your soldiers or airplanes.” The group chants “Allahu Akbar”, which means God is great in Arabic, as one man lifts a machete in the air. (Vice News)

Mayor orders probe on Zamboanga fire ZAMBOANGA CITY – Mayor Beng Climaco has ordered an investigation into the huge fire that hit a commercial area here. Last week’s fire destroyed a movie house, a shopping store and several establishments and private offices in downtown Zamboanga. Climaco said the fire

lasted over 5 hours. She said there were no reports of casualties. “Thank God that there is no single casualty in the fire. The Fire Bureau is investigating this,” she told the regional newspaper Mindanao Examiner. The fire consumed the Viva Theater and UniSales Department Store along Mayor Manuel Jaldon

Street. The blaze reached “general alarm” which prompted other fire stations and private fire fighters to help put out the fire. The cause of the fire is still unknown, but initial reports said the damage to the blaze could run into millions of pesos. (Ely Dumaboc)

The CPP also said that the Agrarian secretary will only be able to serve the interests of the peasant masses when there is a genuine land reform program that upholds the social justice tenet of free distribution of land to the tillers and which prohibit landlords, plantations and contract-growers from grabbing and monopolizing lands. “An alliance or coalition between the Duterte regime and the CPP and revolutionary forces can be realized on the basis of such principles as national sovereignty and social justice, which are questions at the

core of the current armed conflict. This includes, among others, the need for genuine land reform, industrialization and economic development, jobs, ending US troop presence in the country and many others,” it said. The CPP also welcomes the proposed resumption of the stalled peace talks with Duterte’s government, saying it is an excellent opportunity to discuss the socio-economic issues confronting the people. “The CPP further encourages the presumptive president to engage in discussions with workers, peasants and other massbased organizations to enable him to listen to their grievances and see the urgent need to address their situation with substantial changes in policy,” it said. Government peace talks with the CPP and its political arm, the National Democratic Front of the Philippines, and the rebel group New People’s Army failed under the Arroyo administration after it rejected communist demands to

free all political prisoners in the country, and remove the US terror tag on the rebels. There was no immediate reaction from Washington on Duterte’s offer to the communist rebels, but just recently, President Barack Obama spoke by phone with Duterte and congratulated him. The White House said even Obama noted that the successful election and record voter participation were emblematic of the Philippines’ vibrant democracy. “The President highlighted the enduring values that underpin our thriving alliance with the Philippines and the longstanding ties between our two peoples, including our shared commitments to democracy, human rights, rule of law, and inclusive economic growth,” the White House said. Police investigate background of kidnappers COTABATO CITY – Police are investigating the background of one of 2 kidnappers who survived a vehicle collision in Lanao del Sur province in the volatile Muslim autonomous region. One kidnapper was killed and his companion injured after their victim grabbed the wheel of their car and rammed it on a military truck in an attempt to escape from his

captors in Balabagan town last week. Four soldiers, including the kidnapped victim, Guialel, were also hurt in the collision which occurred in the village of Lalabuan, according to the Brigada radio station in Cotabato City. Guialel said he was driving his car when two men intercepted him near the village of Punabayabao and de-

cided to grab the wheel from the driver and rammed the vehicle to the military truck on the opposite of the highway. All the wounded soldiers and Guialel, including the other suspected kidnapper were taken to Malabang District Hospital and later transferred to Cotabato Regional and Medical Center in Cotabato City. Military in heightened alert in Jolo

JOLO –The military has increased its security in the southern Philippine town of Jolo following a recent grenade attack that wounded 7 soldiers. A lone man lobbed the grenade on a military truck transporting troops in Jolo. The soldiers just arrived by boat in Jolo and were heading to their barracks when the attack occurred at the port area, just several blocks from the police headquarters. There was no arrest made and security officials would not say if the attack was carried out by

the jihadist group Abu Sayyaf which is holding several foreigners in the hinterlands and has threatened to execute one of them. It was not immediately known why the police failed to detect or prevent the attack. The soldiers – all members of the 4th Scout Ranger Battalion – were sent to the province to augment ground forces battle the Abu Sayyaf which pledged allegiance with the Islamic State of Iraq and Syria. The wounded soldiers were rushed to a military

hospital in Jolo. No individual or group claimed responsibility for the daring attack. Sulu is one of five provinces under the volatile Autonomous region in Muslim Mindanao. The mayor of Jolo, Hussin Amin, did not give any statement on the latest assault against the soldiers. The military released the names of the soldiers – Sergeants Zandro Sambrano, Ferdinand Bisnar and Corporals Juanito Taguiam, Arth Manatad, Arnel Pascual, Louis Limmayog and Calpasi Olli. Pentagon: 'Unsafe' intercept over South China Sea

AT LEAST two Chinese J11 tactical aircraft carried out an "unsafe" intercept of a United States EP-3 reconnaissance aircraft that was conducting a routine mission in international airspace over the South China Sea, a U.S. defense official told CNN. The Chinese jets came within 50 feet of the U.S. aircraft at one point, the official said. The incident took place last week. The South China Sea is home to a messy territorial dispute and China has been boosting its presence in the already tense region. Beijing has previously warned U.S. warships and military aircraft to stay away from the islands it controls. A separate defense official told CNN this type of incident is not something the U.S. military frequently sees in that region with Chinese aircraft. Incidents with Russian aircraft in the Black Sea that have been well documented over the past year are much more common.

"This is potentially part of a disturbing trend line as the Chinese try to push their military envelope into greater parts of the sea surrounding their mainland," Sen. Chris Murphy, a Democrat who ser ves on the Senate Committee on Foreign Relations, told CNN's Wolf Blitzer.

Murphy said that it is important that the U.S. does not overreact to these types of occurrences, which have recently involved Chinese and Russian militaries. "What the Chinese and the Russians are trying to do is to provoke us into some kind of action that will feed into their domestic narratives, both in China and in Russia," Murphy said. TECH TIPS: How to recover deleted photos on Android

USB debugging must be enabled for data recovery to work. (AndroidPIT photo) IF YOU’VE ever deleted a photo album by mistake or had your smartphone accidentally wipe everything from your gallery, then you know that particular variety of ''bottomless pit in your guts'' feeling. Never fear, your lost photos are not really lost at all. We'll show you just how easy it is to recover photos on Android. There's only one thing to remember: act fast. How to rreco eco ver lost ecov photos on Andr oid Android First of all: turn off WiFi and data connections on your phone. The reason to do this is that when data is deleted, whether photos, music or documents, it is not actually deleted until something has been written over it in the device's memory. All that is initially deleted is the index that points to where the data starts in your memory, so as long as you can find that point again, you can get your deleted pictures back. If that new data gets written over the top of where your lost pictures are, they will be lost forever. A poorly-timed update can be disastrous. Note: this process requires root privileges on your phone. 1. Download a free program called Dr.Fone for Android by Wondershare (available for Mac or PC) on to your computer. puter with a USB cable. You need to have USB debugging enabled on your smartphone for this process to work. If you don't, simply go to your Settings > About Phone and tap Build Number repeatedly until the notification appears, telling you that Developer Options have been enabled. Back in your main Settings screen, you'll see Developer Options down near the bottom. Scroll through the settings until you see USB Debugging and check the box beside it. You'll see a notification at the bottom of the Dr.Fone screen saying that USB Debugging is being opened. For devices running Android Lollipop, you will need to authorize the PC via the prompt that will appear on your phone. 4. Once Dr.Fone for Android has made the connection to your smartphone, you'll be able to select from the following categories of deleted files. We're only after photos, but if you've lost more than that you can tick as many categories as you like. 5. The next step asks you to scan for deleted files or all files. If you're after a quick recovery of your lost pictures to set your mind at rest, take the 'Deleted files' option. You'll need to accept the RSA key prompt on your smartphone (check 'Always accept' to make it easier), making the connection between the two devices secure and, of course, grant Superuser permission when

prompted. 6. One this is done, Dr.Fone will analyze your phone and reboot it. If you receive a message on your PC to say your phone has connected again, ignore it; just let Dr.Fone do its thing. Any prompts on your phone that request permissions for Dr.Fone should be granted. 7. Once Dr.Fone has finished analyzing your phone you'll get the scan results screen where you can check the boxes for the photos (or other files, as you can see below, depending which file types you selected earlier) that you want to save, then hit Recover and you're golden. 8. If you've made it this far you've hopefully learned a valuable lesson and will make regular copies of your smartphone photos from now on. Don't worry, we have plenty of tutorials on the site for that too. How to back up yyour our photos on Andr oid Android Now that we've explained how to recover deleted photos on Android, the next step is to prevent this situation from happening again. To do this, we recommend using an app such as Google Photos. This offers unlimited photo storage (so long as the files aren't too large) and the backup function is easy to set up. Makakapa rin ang almoranas sa puwitan. Mga sanhi (o risk factors) ng almoranas: 1. Namamana ang almoranas sa ating magulang. 2. Ang pagtitibi at pag-iire ang pangunahing sanhi nito. Kumain nang maraming gulay at prutas para lumambot ang dumi. 3. Ang pag-ire sa panganganak ay nagpapa-almoranas din. Solusyon sa almoranas at sugat sa puwit: 1. Palambutin ang dumi. Kumain ng mga prutas tulad ng papaya, pakwan at ubas na nagpapalambot ng dumi. Damihan ang pagkain ng gulay (mataas ang fiber ng mga ito) at bawasan ang karne. Uminom din ng 8-12 basong tubig. Huwag umasa sa gamot na pampadumi tulad ng bisacodyl tablets dahil lalo ka lang magtitibi pagkatapos ng epekto nito. 2. Huwag umire sa banyo. Ang pag-iire ang talagang nagpapalala ng almoranas. RECIPE: Ginataang Hipon with Kalabasa at Sitaw

INGREDIENT S: INGREDIENTS: - 2 cups kalabasa (kabocha squash), pared, seeded and cut into 2-inch chunks - 2 cups sitaw (long beans), ends trimmed and cut into 3-inch lengths - 1/2 lb large shrimps (about 7 to 8 pieces), tendrils trimmed

- 2 to 3 cloves garlic, peeled and minced - 1 small onion, peeled and thinly sliced - 2 cups coconut milk - 1 banana chili - 1 tablespoon fish sauce - 1 tablespoon vegetable oil - salt to taste

INSTR UCTIONS: INSTRUCTIONS: 1) In a pot, heat oil over medium heat. Saute onions and garlic until limp. Add fish sauce and continue to cook, stirring occasionally, for about 1 to 2 minutes. 2) Pour in coconut milk and add chili. Bring to a gentle boil and continue to cook for about 5 minutes. 3) Add squash and cook for about 3 to 5 minutes. Add long beans and continue to cook for another 5 to 6 minutes. Add shrimp and continue to cook for about 4 to 5 minutes or until squash is softened, long beans are tender yet crisp and shrimps have changed color. Season with salt to taste. Despite drought, rice stocks still sufficient in Visayas CEBU – There is enough supply of rice in Central Visayas despite the severe dry season due to El Nino, according to the National Food Authority. NFA Assistant Regional Director Nestor Rey Alcoseba said the country imported 750,000 metric tons of rice and that initial stocks had arrived in November last year. “Of the total figure, 2.18 million bags are allocated for Central Visayas,” said Alcoseba. He said the rice importation was done in anticipation of the El Niño where rice production was expected to suffer from the extreme dry season. Though El Niño did not impact much on Central Visayas rice production because the region is not a

rice producer. Francisco Sopsop, chief of the Planning Division of Department of Agriculture, agreed that rice production in the region is not sufficient for its own consumption and that CentralVisayas is dependent on rice imports to supply the consumption needs of the locals. Alcoseba said the importation volume of 750,000 metric tons is only good for 62 days without the participation of commercial importers; meaning, if only NFA is the one supplying the rice consumption needs of the country. He said private rice importers are also getting an estimated 300,000 metric tons from abroad. It cannot be determined yet if the importation volume is enough for this

year with the continuing drought as the Inter-Agency on Food Security Committee on Rice meets every quarter to discuss on updates. The NFA is a member of the committee. “It is very important that we know the production data from the DA and the PSA to be able to calculate the shortage and how much we are going to import,” said Alcoseba. "What is important is that we have beefed up rice stocks and that there are no fears of price hike in rice amid the El Niño," he said. Sopsop also said the goal of rice self-sufficiency for the country is not yet attainable in the future with the devastation caused by El Niño and an upcoming threat of La Niña. (Fayette C. Riñen)

Duterte to inherit robust, transparent, performance-based budget, says DBM CEBU - The Department of Budget and Management said that 84% of the P3-trillion budget for 2016 has been released to different government agencies as of April, but this does not mean that the incoming administration has been left with little resources for its priority programs. “It is not true that only 16 percent of the budget is left, contrary to the claim of the camp of former Vice President Jejomar Binay. That is an incorrect and malicious claim. Allotment releases to agencies do not indicate actual spending of funds,” controversial Budget Secretary Florencio Abad said. An allotment gives an agency the authority to obligate funds for projects. When projects have been awarded, the funds have been obligated and it is only then that actual funds are disbursed to agencies to pay the contractors and suppliers. Abad clarified that of the total P3.002 trillion general appropriation in 2016, some P2.505 trillion in allotments have already been released to government agencies. The remaining allotments amount to P496.3 billion and this is slated to be released later this year. For Special Purpose

Funds (SPFs), as of May 2016, P157.4 billion has already been released out of the P446.4 billion total appropriation—a large share of which was for the Budgetary Support to Government Corporations at P43.1 billion and the Pension and Gratuity Fund at P41.6 billion. This still leaves 75% or P332.8 billion in SPFs to be utilized by the incoming administration— with P58 billion for the miscellaneous personnel benefits of government personnel and P42.1 billion still intact for calamities. Abad said the comprehensive release of agency budgets was made possible through the GAA-As-Release-Document regime, a public financial management reform in 2014 that phased out the Agency Budget Matrices (ABMs) and Special Allotment Release Orders (SAROs) from the budget process to facilitate the swift and efficient implementation of the expenditure program. With the General Appropriations Act (GAA) as the primary fund release document, agencies are now able to obligate funds for their projects in the beginning of the year and thereby accelerate spending. “Let me assure the people and the incoming administration that the 2016 national budget was

not squandered in the last elections and the appropriations in the budget are being released and spent according to the specific purposes and guidelines in the General Appropriations Act,” Abad said. “We are proud to say that the next administration will inherit not only a financially stable and robust budget, but also a transparent and performance-based budget. If you look at the GAA, and it is available online, it has detailed disclosure of agencies’ performance targets. Also, we have disaggregated the lump sum amounts in the agency budgets into component projects, intended beneficiaries and location in order for the GAA to function as a budget release document.” “The Aquino administration, under a solid platform of good and effective governance, has been able to craft a national budget that reflects transparency and accountability in public financial management,” added Abad. Opposition politicians have accused Abad as behind the massive release of pork barrel funds in the guise of so-called Disbursement Acceleration Program which benefited the allies of President Aquino in Congress and Senate.
