Filipino Children Promised Better Disaster Relief MANILA – Outgoing President Benigno Aquino approved a law that makes children’s needs and welfare a top priority during disaster relief operations. The Children’s Emergency Relief and Protection Act tasks the Department of Social Welfare and Development to come up with a

plan to “be used as the basis for handling disasters and other emergency situations to protect children, pregnant and lactating mothers, and support their immediate recovery.” The law directs the department to integrate the program into disaster planning and responses of local

COTABATO CITY – Two Mindanao-based human rights groups have appealed to presumptive president-elect Rodrigo Duterte to include all Muslim prisoners who were falsely accused as terrorists after the politician announced his plans to grant amnesty to political prisoners. The two groups are also seeking the review of the case of 224Muslims accused as members of the Moro National Liberation Front, who were arrested during the 2013 Zamboanga siege and detained at Camp Bagong Diwa in Taguig City. “Suara Bangsamoro and Kawagib Moro Human Rights hope that through the amnesty program of the presumptive president, justice will be rendered to the victims and their families and will help address the historical injustice of military solution to the conflict in the Moro areas, of using discriminatory policies against the Moro people such as equating terrorism to their identity and struggle,” they said in a joint statement sent to the regional newspaper Mindanao Examiner. ARMM pushes for sustainable agribusiness development approach COTABATO CITY – The Autonomous Region in Muslim Mindanao said it is pushing for sustainable agribusiness development through an environmentfriendly land use planning approach. On May 25, the ARMM, together with the International Finance Corp. of the World Bank and the Hineleban Foundation, launched the High Carbon Stock Approach (HCSA) for the region’s major agribusiness projects. Lawyer Ishak Mastura, chairman of the ARMM's Regional Board of Investment (RBOI) and head of the Regional Cabinet Clus-

ter on Economic Growth, said the HCSA is an approach that would “protect the environment” in largescale agricultural investments that use vast agricultural lands. “The High Carbon Stock Approach is about protecting the environment when you invest. You see to it that the environment is not destroyed when you put in big investments like banana plantation, palm oil, cacao plantation, all kinds of agricultural investments,” Mastura said. The HCSA is part of the Bangsamoro Sustainable Framework that aims at

promoting sustainable agricultural investments in ARMM. In the first quarter of 2016, RBOI-ARMM registered a P1.3-billion project of Gintong Agri Corp., a company engaged in oil palm plantation development. The region already exceeded its target of P900million worth of investments for that period. In 2015, the agency registered a total of P6.5 billion, the biggest in the history of the ARMM. The RBOI-ARMM approved eight major investment projects in 2015 led by Al-Sahar Agri Ventures Inc., a Cavendish

banana plantation in Maguindanao with a P3.7 billion project. It was the largest single investment in the history of the ARMM. Investors, Mastura said, continue to put money in the region because of their trust in the good governance initiatives of the present ARMM administration. Dr. Urooj Malik, Hineleban Foundation chair, said his group is keen in partnering with ARMM’s agencies, the Philippine Business for Social Progress, and other local and international nongovernmental organizations, among others, in the

implementation of the HCSA at ‘landscape scale’ for the Bangsamoro region. “This landscape level strategy will be implemented via use of the HCSA, a methodology that distinguishes forest areas for protection from degraded lands with low carbon and biodiversity values that may be developed,” Malik said. “The methodology aims at ensuring a practical, transparent, robust, and scientifically credible approach that is widely accepted to implement commitments to halt deforestation while securing the rights and livelihood of the

Bangsamoro people,” Malik added. Mastura said investors will have clearly defined guidelines for sustainable and responsible agribusiness investment. Re-elected ARMM Governor Mujiv Hataman is supportive of the project noting it is a welcome development making sure that agribusiness investments in the region will help propel economic growth as well as ensure that there will be enough resources and opportunities for the Bangsamoro people now and in the future. ARMM celebrates ‘Farmers and Fisherfolks’ Month

Zamboanga region to get ‘RxBox’ devices ZAMBOANGA CITY – The Department of Science and Technology said it will deploy dozens of socalled “Telehealth” devices or “RxBox” to selected health centers in Zamboanga Peninsula. It said the project is one of the initiatives of DOST under the “Smarter Philippines” program, and its contribution to achieve the Millennium Development Goals on improving maternal and neonatal health services. DOST said it will deploy at least 58 units of RxBox in close coordination with UP Manila and National Telehealth Center. In February, DOST regional coordinators convened for the first time at Green Leaf Hotel

in General Santos City and tackled the nationwide roll-out of 1,000 units of RxBox in the country. DOST said since 2014, a total of 143 units of RxBox had been deployed in the country. The RxBox is a multicomponent device comprising of blood pressure monitor, pulse oxymeter, electrocardiogram, fetal heart rate monitor, maternal tocometer, and temperature sensor – and designed to provide better access to life-saving health care service in isolated and disadvantaged areas. According to the National Telehealth Center, the RxBox is a telemedicine device ca-

pable of capturing medical signals through built-in medical sensors, storing data in an electronic medical record and transmitting health information via internet to a clinical specialist in the Philippine General Hospital for expert advice. It also catalyzes improvement in the local referral system by facilitating teleconsultations (audio- video conferences) within the National Telehealth Service Program. The RxBox can reduce the overall cost of healthcare by enabling health workers to diagnose, monitor and treat patients within the rural health facility, thanks to medical sensors inside the box. Amnesty for Muslim Prisoners Sought Continued fr om page 1 from The Communist Party of the Philippines and the National Democratic Front of the Philippines have welcomed Duterte’s plan to grant amnesty to political prisoners. The communist groups said over 500 political prisoners – mostly members of the CPP and NDFP and its military wing, the New People’s Army are languishing in jails across the country. Duterte is eyeing the resumption of the stalled peace talks with the CPP and the NDFP in an effort to end decades of fighting in the country. He

also offered four cabinet positions to communist leaders. Last year, communist rebels accused President Benigno Aquino’s peace adviser Teresita Deles of muddling efforts to restart stalled peace negotiations with Manila. Daniel Ibarra, a spokesman for the New People’s Army, said Deles peddled lies and black propaganda against the rebel group to discourage Aquino from pursuing peace negotiations. Government peace talks with the New People’s Army collapsed in 2004 after rebels accused then President

Gloria Arroyo of reneging on several agreements, among them the release of all political prisoners, and the removal of the terrorist tag on the Communist Party of the Philippines and its political wing, the National Democratic Front of the Philippines. Manila also suspended the Joint Agreement on Safety and Immunity Guarantees after the peace talks failed. COTABATO CITY – Recognition events across the Autonomous Region in Muslim Mindanao (ARMM) highlighted this year’s celebration of “Farmers and Fisherfolks’ Month as well as the 25th Devolution Anniversary of the Department of Agriculture and Fisheries (DAF-ARMM). Alexander Alonto, DAF-ARMM Secretary, said the celebration was aimed at recognizing and honoring farmers and fisherfolks for their valuable contribution to the economy. ARMM’s economic output is anchored on resource-based activities such as agriculture, aquaculture, fishery and forestry. These comprise roughly two-thirds of the region’s gross regional domestic product. Eighteen rice producers in ARMM were recognized as Agri-Pinoy Rice Achievers for 2015. The award is given to farmers with the highest rice production during the year and is largely based on a selection process conducted by the Regional Agriculture and Fisheries Council. Among the achievers was Rahib Mamaluba, 36, a farming technician in Mamasapano,

Maguindanao who helps farmers improve rice production by giving them training on land preparation and planting techniques, among others. Mamaluba received a unit of rice transplanter that makes crop planting easier. For example, two hectares of farm could be planted in one day with help from two farmers. In traditional planting, 20 farmers are needed to cover a two-hectare land. “Masela ged e pakadtabang na niyaba ka malemu endu malangkas e kapegkumpay nami (This helps a lot because it makes planting easier and faster),” Mamaluba said. Distribution of farming inputs, machineries and fishing paraphernalia worth P14.05 million to pre-identified farmers and fisherfolks was also part of this year’s celebration, Sec. Alonto added. The items distributed were 400 bags of certified palay seeds; 1,500 bags of open-pollinated corn seeds; 5,000 sachets of rodenticides; 11,200 liters of fungicides; 12,096 liters of bactericides; 8,720 liters of pesticide; 680 gallons of foliar spray; and 30 boxes of foliar fertilizer. Farm machineries

were also distributed, which include nine units of rice transplanter, eight units of hand tractor, and two units of floating tiller. These were all funded by the Agri-Pinoy rice and corn programs. During this year’s celebration 15 fisherfolks from Datu Odin Sinsuat in Maguindanao were also given non-motorized banca and gillnet. More than 200 farmers from Maguindanao and Lanao del Sur, meanwhile, graduated from the School-On-the-Air (SOA) course on Rice Pests and Diseases on Thursday, May 19, in Cotabato City. The SOA is a radio program of DAF-ARMM aimed at educating farmers in the region through lectures and courses such as Palay Check System, Organic Vegetable Production, and High-Value Crops Development. More than 40 SOA programs had been conducted since 1975. The month of May was declared Farmers and Fisherfolks’ Month by the late President Corazon Aquino in 1989 by virtue of Proclamation No. 33. U.N. fears for 10,000 families trapped in ISIS-held Falluja as Iraq army advances

THE UNITED NATIONS says it fears for the safety of an estimated 10,000 families trapped in Falluja as Iraqi forces press in to retake the city from ISIS. Fierce fighting has been raging around Falluja since Iraq's military launched an offensive Monday to reclaim the trad i t i o n a l l y Sunni-dominated city, about 65 kilometers (40 miles) west of Baghdad, from the terror group. And with tens of thousands of residents unable to flee the clutches of ISIS, the U.N. fears that civilians will pay a heavy toll for the liberation of the city. Iraq's air force has airdropped thousands of leaflets on Falluja instructing residents to leave and promising them passage through "safe corridors" established by the military to camps outside the city. The government has set up a hotline for residents to call or text if they require evacuation, while state television has broadcast advisories to residents to wave white flags over their homes if they can't flee, and to stay away from ISIS facilities and gatherings. But activists say ISIS has been preventing residents from leaving, and has cut many communication lines -- leaving thousands potentially caught in the crossfire between government troops, backed by Shiite militia and tribal fighters, and the Sunni terror group. An estimated 10,000 families remain trapped in the city "in a very precarious situation," the U.N. said in a statement. The push on Falluja comes as an alliance of U.S.-backed Kurdish and Arab forces announced Tuesday that an offensive was underway to retake areas to the north of the de facto ISIS capital of Raqqa, in neighboring Syria. U.N.: 80 families hav e have fled The U.N. said that about 80 families have been able to flee Falluja in recent days using the promised "safe corridors" and are now receiving emergency assistance. But for some of them, it said, the so-called safe corridors had failed to live up to their promise. "In some cases, their escape was at the cost of lost lives, including women and children as they fought their way out of Falluja," said Laila Jane Nassif, assistant representative in Iraq for the U.N.'s refugee agency. Violence and depr iv adepriv ivation The Falluja region has been the scene of increased violence in recent weeks, with the U.S.-led anti-ISIS coalition carrying out 21 air and drone strikes on ISIS targets in the city in the past week alone. But even before this, the humanitarian situation in the city was dire. Residents have been suffering from acute shortages of food and medicine for months, since supply routes into the city were cut off by government forces when the nearby city of Ramadi was retaken in December, according to the U.N. refugee agency. warned last month that ISIS was barring civilians from leaving Falluja, and that residents faced starvation due to food shortages and exorbitant prices because of the siege. The U.N. refugee agency says it is setting up camps with capacity to shelter up to 1,000 families at Amiriyat al-Falluja and Habbaniyah, a city to the west of Falluja, for those who manage to flee the city. ISIS' first IIrraqi city Situated in Sunnidominated Anbar province, Falluja was the first Iraqi city to be captured by ISIS when it fell in January 2014. Following a concerted push back by Iraqi forces, it remains, along with Mosul, one of the last two Iraqi cities held by the terror group. Now estimated to have only a third of its one-time population of 300,000, the city was the scene of two major battles during the Iraq War, witnessing some of the fiercest fighting between U.S. forces and insurgents. Iraq's government has been under increasing pressure to reclaim the city following a string of car bomb attacks on civilian targets in the nearby capital, which many believe may have originated

in Falluja. Footage of ground clashes was released by both Iraqi government and ISIS-aligned media sources Monday. Commenting on the progress of the operation, Iraqi Defense Minister Khalid al-Obeidi told reporters it was "going very well, beyond expectations." "The enemy is completely collapsing, our troops' morale is very high, because of their victories and we believe that the battle of Falluja will be finished soon," he said. Having had nearly two and a half years to prepare for the offensive, ISIS has had time to make plans for the government assault and make the advancing troops' job as difficult as possible. It took Iraq's army several failed offensives to retake neighboring Ramadi from the terror group -- a victory that left much of the city uninhabitable. TECH TIPS: 12 easy ways to dramatically reduce your mobile data usage on Android UNLIMITED data plans are so expensive that most of us have to live in fear of exceeding our monthly smartphone data allowance. But with our 12 simple ways to use less mobile data on Android, you'll never have to worry again. Check them out. Note: Individual data savings will vary, but these 12 steps cut my data usage in half. You can adapt these tips for the apps you use the most or your particular usage habits. 1. C ompr ess Chr ome Compr ompress Chrome pages If you use Chrome for all your web traffic, this tip alone can save you 30-35 percent of your mobile browser data consumption. The Data Saver option compresses web pages before loading them in your browser. Using Data Saver does slow things down a tiny bit, but you quickly get used to it and a moment's delay is worth it when your data lasts so much longer. Just launch Chrome, tap the three dots in the top righthand corner, go down to Settings and then to Data Saver. Keep an eye on the graph to see your data savings grow. 2. U se O per a's video Use Oper pera's compr ession compression The Opera for Android browser now has a very useful video compression option, which can save you a load of data if you're frequently watching videos on the go. To use it, simply download the Opera browser, go to Settings > Data savings and tick the box that says Video compression. This setting not only saves you data, but also means that videos are more likely to load faster. 3. D itch the F acebook app Ditch Facebook It's pretty well known among Android aficionados that the Facebook app is one of the biggest consumers of data, not to mention its high resource use and battery drain. So why not replace it with something less demanding? There are lots of alternate Facebook apps but many of those are just as hungry as the official version. Even Facebook Lite, which claims to reduce data consumption by 50 percent, still chews through hundreds of MB in a month. So why not try Tinfoil for Facebook, which is simply a web app that displays the Facebook website (you can still get push notifications by using IFTTT and Pushbullet). Or you could simply create a Chrome shortcut in your web browser. Just open Facebook in Chrome, open the overflow menu and select Add to Home Screen. 4. M ake use of offline Make apps vices apps,, games and ser services Some apps and games require constant internet access to function: this can be simply a security measure or because they constantly need to retrieve data. There are some apps and games that don't require internet access at all after the initial download. 5. R estr ict backgr ound Restr estrict background data

The easiest way to save data is to tell your apps (or the Android system itself) to restrict background data. Background data is all that internet traffic that goes on when you're not actually using an app: email syncing, feeds updating, weather widgets and so on. You can also tell the Android system to restrict background data in Settings > Data usage > Restrict Background Data or for individual apps in Settings > Apps (depending on which version of Android you have). You can also change your sync settings for Google services in Settings > Accounts > Google > select the account and then uncheck the services you don't want to sync automatically. 6. D isable auto-updating Disable apps Another huge drain of your data allowance comes from the occasional bout of Google Play app updating. If you have the Play Store set to auto-update apps, even over a data connection, this could be chewing its way through your allowance every month without you even knowing. To check, go to the Play Store and swipe out the lefthand navigation drawer. Tap Settings and at the top, you'll see Auto-Update Apps. Tap this and make sure you either have it set to 'Do not auto-update apps' or 'Auto-update apps over Wi-Fi only'. To manage individual apps, go to My Apps, select an app and then tap the overflow menu to check, or un-check AutoUpdate. 7. P ut some music on Put your phone Streaming services like YouTube, Spotify, Vine and other video and music sites are huge data killers. If there's a tune or album you're constantly listening to at the gym or on the way to work, you'll use much less data by loading it onto your phone and listening to it offline, than endlessly streaming it from the web. If your phone doesn't have a microSD card or enough space in its internal memory for you to save music, you can use a microSD adapter. Alternatively, you can save music for offline listening. It won't require as much space on your phone and it's easy to get rid of or replace later. If you can curb your streaming cravings, even just a little, you'll see a huge reduction in data consumption. 8. IIdentify dentify and limit/ remo ve high consuming emov apps In Settings > Data usage you can get a look at the apps which are consuming the most data both in the foreground and the background. This can be really useful for knowing which apps you should restrict. Take Gmail, for example. On my phone, it has downloaded 451 MB of emails in the background. If I felt I didn't use the app enough to justify that much data use, I could remove the app, limit how often it syncs or prevent it from downloading attachments, all of which would reduce data

consumption. 9. N avigate offline Navigate Google Maps can use up quite a bit of your mobile data if you're not careful, but thankfully it is possible to use Google Maps offline. Follow our guide and see how much data you could save. 10. Don't upload, do wndownload or send pictur es or pictures videos A single minute of high definition footage captured on a modern smartphone can take up as much as 200 MB of data. Single photos can easily exceed 40 MB. Don't even think about uploading these to Facebook, or downloading pictures and videos from friends, unless your mobile data plan can handle it. 11. M ake use of Wi-F Make i-Fii hotspots Open Wi-Fi networks are a great way to save data when you're out and about. More restaurants and eateries are providing Wi-Fi connectivity all the time and these hotspots are easy to find on your Android device. In your Wi-Fi menu (easily found with a two-finger downward swipe from the top of your phone on Lollipop/Marshmallow) any Wi-Fi access point which does not feature a lock icon is 'open' and has the potential to be accessed without entering any details or passcodes. Simply tap one such hotspot when you see it to connect. There is a potential for people to 'listen in' on your online interactions over these networks – but this just means you should exercise caution. Don't enter sensitive information in such situations, or access private material. Or if do wish to do this, you could make use of a VPN app to keep you private and secure. 12. S har e photos Shar hare photos,, videos and other files via Bluetooth As we mentioned in point 10, just receiving photos and videos can consume a lot of data. But transfers over mobile network isn't the only way to send files. Thanks to the magic of Bluetooth, you can quickly and easily send relatively large files to others in your vicinity without using any data at all. Of course, proximity is one of the limitations of Bluetooth, but when the intended recipient is close by, this could be a huge data saver. To send something via Bluetooth you must navigate to the item you wish to send and then hit the share button (looks like this) or select share from the options menu. The way to do it will depend on the item you are sending. Next, select the Bluetooth icon. If your Bluetooth isn't enabled, you may be prompted to enable it. Finally, you must select the destination device from a list of nearby Bluetoothenabled gadgets. Damihan ang pagkain nito para maging healthy. *Matatabang isda tulad ng tuna, tamban, tilapia, sardinas at salmon. Sagana ito sa omega-3 fatty acids na nagpapaluwag ng ugat sa puso at utak. *Oatmeal. May sangkap itong omega-3 fatty acids, magnesium, potassium, vitamin Bs, calcium at fiber. Kapag kumain ka ng oatmeal bawat umaga, siguradong malaki ang ibababa ng iyong cholesterol. Subukan ninyo. *Saging. May bagong kasabihan na “Two bananas a day will keep the doctor away.” May potassium, vitamin C, tryptophan at carbohydrates ang saging. Mahalaga ito sa pasyenteng may altapresyon at umiinom ng maintenance na gamot sa puso. Pero ang saging talaga ay para sa lahat. *Kamatis, karrots, kamote at kalabasa. Ang 4Ks na ito ay mataas sa beta-carotene, lycopene, vitamin C at potassium.

Kumain ng isang dakot lang at hindi isang bowl. Piliin iyung mababa sa asin (lowsalt). *Tofu, tokwa at soy milk. Mataas ang mga ito sa protein, niacin, folate, calcium at potassium. Ang protina ng tokwa ay mas healthy at hindi nakatataba kumpara sa protina ng

karneng baboy at baka. *Spinach at broccoli. May sangkap ito na lutein, vitamin Bs, magnesium, potassium, calcium at fiber. Kung si Popeye ay lumalakas sa spinach, subukan din natin kumain ng spinach. Hindi ako nagbibiro. Mabuti ito sa tiyan, katawan at puso. Nagpapasaya pa ito at pinapaganda ang ating emosyon. *Bawang. Ang bawang ay may sangkap na allyl sulfides na tumutulong magpababa ng ating kolesterol at blood pressure. Lutuin ng bahagya ang 2-3 pirasong bawang. Huwag sunugin dahil mawawalan ito ng epekto. Mag-ingat lang sa pananakit ng sikmura sa sobrang pagkain ng hilaw na bawang. *Dark chocolate. May espesyal na sangkap na resveratrol at flavonoids ang maitim na tsokolate. May posibilidad na ang resveratrol ay puwedeng makapagpabata sa atin. Mas healthy ang dark chocolate kumpara sa milk chocolate, na puros gatas at mababa sa cocoa. Kumain ng 1-2 piraso lang para hindi tumaba.

The Clergy vs Duterte By Serafin Ledesma, Jr. THERE IS MORE to what meets the eye in the impassioned criticism of Mayor Rodrigo Duterte against the leaders of the Catholic Church in the Philippines. Bishop Socrates Villegas had humiliated the Davao City Mayor before a captive and largest Catholic audience in Asia. At the height of the presidential campaign, when Duterte was emerging to be the winnable candidate, Villegas as head of the Roman Catholic Church, singled out the mayor as a “bad vote”. While in his assailment he did not spell out the name of Duterte, it is clear as daylight that he was referring to no one else because he described his penchant as one who cusses and one whose program is to exterminate criminals. Only a dunce will think that Villegas meant Mar Roxas, Jejomar Binay, Grace Poe or Miriam Santiago. Duterte was pummeled by the bishops and by his political adversaries who obviously wanted to gain patronage from the Catholic clergy. The mayor endured the pontifical tirade. On the other hand, 86% of the Catholic Christian population was not listening to the homily of Bishop Villegas. That one should hurt at the same time insulting. Notwithstanding the astounding results of the elections that showed an overwhelming support of the nation for Duterte, the Catholic Bishops Conference of the Philippines or CBCP still hounded the mayor counseling him this time to be humble in his victory. Duterte who for a while, faded out from the limelight for a much needed rest, could not take the derision anymore. Like a crouching lion he charges this time showing his fangs. “The Catholic Church is the most hypocritical organization….”

Retired Bishop Oscar Cruz could only muster a weak albeit condescending denial. “Expose the sins of the Church so they can be corrected”. But the Church is an institution. Cruz should have challenged Duterte to expose the sins of the clergy instead. Nevertheless, expect Duterte to come up with the litany of mortal sins since it is demanded. The intervention of the church in politics struck a chord in the social media. The subject stirred another controversy and this time the Church seemed to be in the losing end again. Which should send an alarm to CBCP. While they pride that Roman Catholics dominate the Christian religions in the Philippines, they might as well visit the churches whether their numbers grow or are declining. Check also as to how many are listening to the sermons or are testing during the liturgy. Is it true, as a vocal Monsignor said, that 60% of the Catholics does not go to church anymore? With the nonchalance of the Catholic faithful on the preaching and political commentary of the clergy it is not farfetched that we will have empty cathedrals like those of France and Italy. Instead of counseling Duterte to humble himself, the clerics should come to terms with the issues surrounding the Church. They should absorb lessons from Pope Francis who in all humility sought forgiveness for the sins that were committed by the Papacy and the Catholic clerics. The Pontiff did not raise any issue against Duterte’s cusses so why should Bishop Villegas be more popish than the Pope? But sorry mayor, I cannot join your Iglesia ni Duterte. I value more your friendship and that is what really counts.

Incoming officials told to observe civil service laws CEBU CITY — Government leaders and civil servants are reminded on civil service mandates in this transition phase. Civil Service Commission (CSC) Chairperson Alicia Bala stressed the existing programs that leaders and civil servants must take note of during this time of transition. These include appointments only according to merit and fitness, nepotism, unjust termination or ensuring security of tenure, the Code of Conduct and Ethical for Public Officials and Employees as the “bible” of governance, and the enforcement of the AntiRed Tape Act (ARTA). “As we navigate this critical point of transition, I urge all government officials and employees to never forget our sworn duties as keepers of public trust, and to serve the public with utmost professionalism, effectiveness, and integrity,” Bala said. She said in spite of differences in political affiliations and opinions, as public servants, their loyalty must lie with the country and the people. Bala was recently in Cebu City for the 2016 Public Sector Human Resource Symposium attended by more than 2,000 human resource practitioners from all

over the country. “As the country finds itself in the transition from the previous administration to the new one, the CSC anticipates that a lot of changes arising from new leadership, paradigms, and ways of working may lead to uncertainties and challenges within the bureaucracy,” she said. Bala also said that human resource (HR) practitioners play a major role along with other civil servants to ensure a healthy balance between continuity and change amid the transition of a new leadership starting July 1. She said there will be a lot of challenges in a new bureaucracy, but stressed that governance and service delivery must not be compromised during transitions. She said: “The critical point of transition is (for public officials) never to forget their sworn duties and the public’s trust and to serve the latter with utmost professionalism and integrity. We need to unite and work together for the good welfare of the citizenry.” Bala said the CSC policy remains the same and that all appointments should merit fitness and competence. Minimum qualification standards must be met relative to education, training and experience,

she said. She reminded public officials that nepotism is a grave offense and that in national government agencies, relatives up to the 3rd degree of consanguinity is prohibited to enter the same agency while the prohibition applies up to the 4th degree of affinity to local government units. The position of administrator, however, is not covered under nepotism as this should have the confidence and trust of the local chief executive, according to Bala. “However, there is still a need to comply with qualification standards,” she said. Asked regarding the common practice of nepotism by local chief executives, Bala said a complaint that should be filed with the Ombudsman’s Office as the agency has the jurisdiction over the elected public officials. She said no government official or employee should be suspended or removed except by cause provided under the 1987 Constitution.
