DOST-ARMM announces opening of scholarship programs COTABATO CITY - The Department of Science and Technology in the Autonomous Region in Muslim Mindanao (DOST-ARMM) has announced the opening of application for its Science and Technology (S&T ) scholarship programs for school year 2017-2018. DOST-ARMM Secretary Myra Mangkabung said they’re offering three scholarship programs to qualified students in the region. It includes the admission to the Philippine Science High School System (PSHS), the Junior Level Science Scholarship ( JLSS) Program, and the Accelerated Science and Technology Human Resource Development Program (ASTHRDP). She is encouraging all interested applicants to visit the DOST-ARMM office inside the ARMM Compound in Cotabato City or any of their provincial offices to inquire about the scholarship programs and avail of application for ms and brochures. P hilippine Science High School S ystem System As stated in Republic Act No. 3661, the Philippine Science High School (PSHS), more commonly known as Pisay, was established “to offer on a free scholarship basis a secondary course with special emphasis on subjects pertaining to the sciences with the end view of preparing its students for a science career.” Its scholarship program is intended for incoming Grade 7 students who belong to the upper 10 percent of the graduating class as certified by the school principal or those who have special aptitude in science and mathematics. To qualify, an applicant must have a final grade of 85% or better in Science and Mathematics; must be a Filipino citizen with no pending or approved application; be born on or after August 1, 2002; must have at
least a satisfactory rating (or its equivalent) in his/ her Character Rating in his/her report card; not have taken the PSHS examination previously; and preferably be in good health and fit to undergo a rigorous academic program. The PSHS entrance examination will be administered on October 22, 2016. el Science Junior Lev Level Scholarship P am Prr ogr ogram Sec. Mangkabung said they’re also offering a scholarship program to third year college students who are currently enrolled in DOST’s priority science and technology courses such as in the field of engineering, basic and applied sciences, and are willing to teach in secondary schools in the country after graduating. She said the program aims to strengthen the countr y's science and technology education by helping qualified students finish their degree and encouraging them to impart their knowledge on science, mathematics, and engineering through teaching. "Our department (DOST-ARMM) really wants to produce quality teachers in Science, Technology, Engineering and Mathematics (STEM) subjects," she added. She said graduates of this program will be given priority job placement in secondar y schools or will be employed by the Department of Education in a position equivalent to Special Science Teacher I in the Philippine Science High School. They are also allowed to teach even without the Licensure Examination for Teachers (LET) eligibility, but has to pass the LET within five (5) years from the date of hiring. JLSS program beneficiaries are awarded tuition and other school fees amounting to P10,000 per semester or P8,000 per trimestral
term; book allowance amounting to P10,000 per year, P6000 monthly stipend for BS Physics, Applied Physics, Physics Teaching, Geology and Mining Engineering and P5,000 monthly allowance for other priority courses, transportation allowance and group insurance coverage worth of P200,00. The deadline for filing of application this year is on October 15. G r aduate Scholarships P r ogr am ogram Sec. Mangkabung said the DOST is set to grant scholarships to graduates in the region who want to pursue a Master's or Doctorate (MS and PhD) degree in various science and technology areas. The program is being implemented through the Accelerated Science and Technology Human Resource Development Program. "This program aims to boost the global competitiveness for S&T researchers, and produce top-level human resources through provision of scholarship for Master’s and Doctorate degrees," she said. She said they offer two types of graduate scholarships: the University-based MS/PhD program and Thesis/Dissertation grant support for priority areas of the DOST. The scholarship awardees may choose from any of the following priority fields of study which includes Agriculture, Forestr y and Natural Resources, Biological Sciences, Biotechnology, Chemical Sciences, Earth, Atmospheric and Space Sciences, Environmental Sciences, Fisheries and Marine Science, Information and Communication Technology, Materials Science and Nanotechnology, Pure and Applied Mathematics, Health and Pharmaceutical Sciences; and Pure and Applied Physics. The photo was uploaded on Facebook. The hostages have been freed on Wednesday, June 6, 2016, in Sulu province.
Sayyafs free 4 Malaysian sailors SULU – Abu Sayyaf rebels in southern Philippines have freed four kidnapped Malaysian tugboat crewmen last week following a series of private negotiations, reports said. It said the four men – Wong Teck Kang, 31, Wong Hung Sing, 34, Wong Teck Chii, 29, and Johnny Lau Jung Hien, 21, – were spirited out of Sulu province after rebels handed them over to unidentified Filipino negotiators. The Abu Sayyaf kidnapped the crewmen of tugboat MasFive 6 at sea in Semporma on April 2 and released a photo of the hostages six days later as proof of life. The photo, which had been uploaded on Facebook, showed the captives squatting and one of them was holding a piece of paper with the word “Victor Troy” and the date “April 8, 2016” written on it. They were believed kidnapped by Abu Sayyaf commanders Hatid Hajan Sawajaan and Alhabsi Misaya, a former member of the larger
group Moro National Liberation Front. It was not immediately known if ransoms were paid for their freedom, but the Abu Sayyaf had demanded 18 million Malaysian ringgits for the safe release of the hostages who are all natives of Sarawak. The military’s Western Mindanao Command and the regional police did not issue any statement on the release of the Malaysians. Philippine authorities have failed miserably to stop cross-border kidnappings by Abu Sayyaf in the oil-rich state of Sabah. Just before the May 9 national elections, two Filipino military generals were sacked for failing to stop the Abu Sayyaf kidnappings inside Sabah. The Abu Sayyaf had in the past beheaded a Malaysian hostage in southern Philippines and killed a maritime policeman in a raid on a popular resort in Sabah. Because of the kidnappings, Sabah Chief Minister Musa Aman said they have
stopped the decades-old barter trade activity in Sandakan and other east coastal towns there. The closure of the border immediately halted the trans-shipment trade of petroleum and gas products from Sabah to the southern Philippines. Musa also imposed a maritime curfew from 7 p.m. to 5 a.m. in seven coastal districts – from Beluran to Tawau. And he also ordered security forces to seize any foreign motorized boats in Sabah waters. He said security forces would also give protection to merchant boats sailing in high-risk areas in Sabah, par ticularly near the Philippine border. He also shelved a propose ferry services – to start in May – between Kudat in Sabah and Palawan province in the Philippines, adding, the strict measures reflected Sabah government’s resolve to rid the east coast of the menace posed by kidnap-for-ransom groups based in southern Philippines, according to Malaysian media. DIPOLOG CITY – Security forces tightened its watch in Zamboanga del Norte’s Sibuco town following a clash between army troops and bandits last week. Troops captured an encampment of suspected bandits following a fire fight in the town’s Puliran village. Superintendent Rogelio Alabata, a regional police spokesman, said they have
alerted their forces in the town after troops clashed with bandits who attacked soldiers guarding a government bridge project in the village. Alabata said there were no reports of casualties in the fighting, but soldiers from the army had seized the bandit’s encampment about 500 meters from the construction site. He said soldiers from the 42nd Infantry Battal-
ion recovered bullet shells from the camp, which was quickly abandoned by bandits led by Jamaruddin Alih. Police said armed groups have been extorting money from construction companies in the province. Open Letter to President-elect Rodrigo Duterte DEAR President Duterte, I once heard you call your daughter drama queen. My father would probably say the same for me. I was not raped, but my father is a desaparecido for nine years now, which brings out the drama queen in me. I am Aya Santos, daughter of Leo Velasco, a missing peace consultant of the National Democratic Front of the Philippines (NDFP). My father was abducted in February 2007 in Cagayan de Oro City, by several men in black jackets with “CIDG” written on the back. They were on board a gray L300 van where they forcefully threw my father inside like a pig. I never saw him since then. Nine months after his disappearance, my mother, Elizabeth Principe was abducted and detained for one and a half years for charges she didn’t commit. She was released,
but still in hiding because the threats to her life continue. I have searched for my father in military and police camps and sought remedies in court. But all I got was a response from an ISAFP officer saying, “We have been after your father for a long time. He is number 2 in the NPA (New People’s Army). But, unfortunately he is not with us.” This reply only confirmed the government’s motive to get my father. The past two presidents, Gloria Arroyo and Noynoy Aquino, were so determined not to let out the truth about the desaparecidos, even to their families. Aside from my father, there are 12 other peace consultants and staff who disappeared under the Arroyo regime; and 30 more under the Aquino regime. The attempt to cover-up the crime and unwillingness of the Aquino regime to talk peace with the NDFP made it hard for us to seek for our loved ones.
I have lost hope of finding him. But with your willingness to talk peace with the CPP/NPA/ NDFP and to release all political prisoners, I might also have a chance to find my father. This is why I am asking you, Mr. President, to help me find him and the other desaparecidos who worked for change in our country. I am prepared to know his fate no matter how tragic it is—how he may have suffered and died and where his remains are. I just want to know the truth. We look forward to the promised change. And for us victims of human rights violations, change is getting justice and an end to the State practice of enforced disappearances. Three ARMM line agencies conferred with Red Orchid Award COTABATO CITY – The Department of Health in the Autonomous Region in Muslim Mindanao (DoHARMM) conferred three regional line agencies with the Red Orchid Award. These agencies are the Department of Education, Department of Science and Technology – a two time awardee, and the Regional Planning and Development Office – an awardee for three consecutive years and thus considered a hall of famer. The Red Orchid Award is an annual search for 100% Tobacco-Free Environment in government offices, hospitals and local government units (LGUs). To qualify, the agency, hospital, or LGUs must first submit their self assessment forms to the regional DoH-Center for Health Development for screening and validation. Upon checking, the DoH will provide technical assistance including orientation and environment checking. When
nominated, the DoH national office will conduct validation and award the identified office based on the standards provided by the agency. The DoH Red Orchid Award winners are judged based on the strength of comprehensive efforts to implement a 100% Tobacco-Free Environment using the World Health Organization MPOWER initiative. MPOWER is an acronym that denotes the six proven tobacco control policies, namely: Monitor tobacco control policies; Protect people from tobacco smoke; Offer help to quit tobacco use; Warn against the dangers of tobacco; Enforce bans on tobacco advertising; and, Raise taxes on tobacco. Awardees will receive trophies and certificates of recognition. For LGUs which attained hall-offamer status, or those awarded for three consecutive years, an additional P500,000
would be granted to be utilized for their antismoking programs and campaigns. Also awarded in the ARMM were the LGUs of Taraka and Wao in Lanao del Sur and the Tamparan District Hospital also in the same province. The awarding was held on June 1 in Cotabato City. Joery Delumpia Amad, assistant nurse coordinator of the Health department’s tobacco prevention and control program, said cigarette smoking harms nearly every organ of the body, causes many diseases, and reduces the health of smokers in general. She said smoking leads to cardiovascular and respiratory diseases and is the primary cause of lung cancer. Amad said the agency is targeting a 100% tobacco-free ARMM. These days, many Moro people find inspiration from your boldness. Your seething anger for everything that is wrong in the system represents their own anger, and for this reason, thousands of heads nod when you declared “I am angry for you.” When you were in Cotabato City one sunny afternoon during the campaign, you were welcomed by thousands of your Moro supporters. A thunderous chorus of "Allahu Akbar" interrupted your speech for a number of times. The massive crowd were on their feet, their fists raised in the air, when you yourself shouted "Allahu Akbar". They were ecstatic. Nevermind if you sounded awkward. Never mind if your voice faltered as you repeated the takbir. It was enough that you were standing in front of a people who saw you as the leader they needed, someone who did not only humbly try to speak their language, but also promised to end their suffering from war, from poverty, from oppression. You see, you stood in front of a generation of Moro that inherited the tragedy of armed conflicts. It was enough that you stood there — tired, indignant, and crazy but without the foolishness and pretensions of the past. The same thing happened in Zamboanga City. People from the islands travelled all the way to the center of Western Mindanao to show their support for you. It was not like that in the past elections. This time, your rally became a congregation of Christians and Lumads and people from the island provinces — the Tausugs, Sama, the Yakans. All of them, in one place, demanding change, as you promised

For observers, it was an apparent indictment of the failures of the past, and at the same time a statement of protest against the oppressors of Mindanao, against the oppressors of the Moros. And again, the takbir. And again, the frenzy. It's a given – part of your audacity is this rawness of character that is not only baffling but also disarming to a point that many people find your flaws acceptable and beautiful at the same time. It is your grit, and whatever that is burning inside you now, that now serves as a beacon of life and hope for many. As a young Moro in Mindanao, I can say that matter of factly – having seen how Muslims in Mindanao have been breathing that air filled with optimism over the realization of the promises of a Duterte presidency. One only needs to ask any random Muslim on the streets to confirm this. Among the presidential candidates, it was only you, Mr Duterte, who publicly showed affection to us Muslims. This affection reverberates even now, weeks after you have won the presidential race. It is the same affection, and the promise of peace in Mindanao and for the Moro people, that we hold dear these days. You promised to "correct the historical injustice committed against the Moro.” You declared yourself the Moro people’s president. You said that among the presidential candidates, it was only you who could speak about the
Moro problem. Of course — you are from Mindanao. You have Moro roots. You are friends with Moro National Liberation Front (MNLF) founding chair Nur Misuari. You have a warm relationship with the Moro Islamic Liberation Front (MILF). In Davao City, Muslims from different tribes act as deputy mayors. And yes, you pushed for the passage of an antidiscrimination ordinance that covers religion. It is protective of us Muslims. Yes, you have experienced war. You’ve seen the suffering of the Moro people. You’ve witness the unnecessary deaths of Moro children and their mothers, their fathers. You know the suffering is real. Mr President-elect, you openly expressed full support for the realization of the aspirations of the Moro people. You articulated, quite bluntly and painfully, what many of the Moro felt about the proposed Bangsamoro Basic Law (BBL). And Moro hearts melted, Mr President, when you said "Kung manalo ako na presidente, swerte ang mga Muslim. Swerte ang Mindanao.” (If I win as president, the Muslims are lucky. Mindanao is lucky.) You said you will fix Mindanao. You said you will solve the Moro problem. Yes, like you, the Moro people are also waiting for the day of reckoning. I cannot wait to see you in Malacañang in July. Tacurong bird fest attract huge visitors TACURONG CITY – More than 600 local and foreign tourists flocked to the 2nd Tacurong Bird Festival held at the Baras Bird Sanctuary here. Mayor Lina Montilla said the recently concluded festival was a huge success. “The conduct of this Festival is our way of showcasing our eco-tourism gem, the Baras Bird Sanctuary, and also of promoting its conservation and protection,” she said. Baras Bird Sanctuary is one of the ten most internationally important wetlands for water birds in the Philippines, according to DENR and the Wild Bird Club of the Philippines. Montilla said festival goers were treated to a guided tour of the sanctuary and various art activities, including face painting, plastic bottle recycling, origami, ball cap-making, coloring for toddlers, and keychain painting. The bird festival opened with a motorcade starting from the Tacurong City Hall to the Baras Bird Sanctuary. An opening program followed with Montilla leading the contingent of civil servants, including Councilors Rodrigo
Jamorabon, Psyche Sucaldito, and Wilson Ferrer; among others. They also signed a pledge of commitment for the preservation, protection, and promotion of the Baras Bird Sanctuary. The festival also hosted a forum graced by speakers Dr. Carmela Español, Institute of Biology of UP Diliman, on
Ecosystem Function and Services; Forester Mangayao Macapodi, Chief of Conservation and Development Division DENR, on Endemism in Mindanao; and Supt. Felix Servita Jr. who spoke on Wildlife Act and Enforcement. Other festival activities included a photography contest in

Continued fr om page 1 from Rice farmers told me of the lack of irrigation and an irrigation system which is already 18 years in the making at the cost of over P80-million but which is not working until today. As a result, the average rice production in the Zamboanga City area is a pitiful 3.5-metric tons during the rainy season and a measly 1.7-metric tons during the dry season. That makes Zamboanga City a net importer of rice even if it has the potential of producing enough for its residents. Vegetable farmers also complained of their lack of access to good seeds and good roads to bring their products to the market. The saddest story,
however, came from the Agar-agar (seaweeds or carrageenan) growers who are mostly Muslim coastal dwellers. The Agar-agar farmers told me that the traders who used to buy the seaweeds for P8 per kilo are now just buying these for only P2 per kilo. I immediately sensed that these seaweeds growers are victims of unscrupulous traders who form themselves into a cartel controlling the trading of Agar-agar. My reaction was immediate. I promised the AgarAgar farmers that I will be back with people who would help them organize so that we could put up a processing facility which would turn their raw seaweeds into powder which is used in the pro-
duction of a lot of food products including ice cream. There was discernible relief in the faces of the poor Agar-agar growers who now could hope for a better reward for their sacrifices. But while I was looking at them, I asked myself how many more poor farmers like them in other parts of the country are left to suffer from the abuses of unscrupulous traders and government neglect. TECH TIPS: How to get cheap mobile data when traveling abroad

Talk is cheap. Mobile data when traveling, not so much. (AndroidPIT photo) MOBILE DATA is a wonderful thing when you’re traveling: it enables you to get all the information you need, whether that’s how to get to your hotel or how to speak the local language. But there’s a downside too, and that’s the potential for creating absolutely horrific mobile data charges. Some networks seem to treat travelers as cash cows – but even if you’re locked into a contract with expensive overseas data charges, there are several ways to save. O ption 1: don don’’t use mobile data at all No, we’re not being funny: the cheapest way to get online when you’re traveling is often to use whatever Wi-Fi is available. Obviously that’s not an option if you’re mountaineering or doing anything else that takes you far from the nearest hotspot. But if your travels are largely in urban areas or involve a lot of public transport or popular destinations there’s a very good chance that you’ll be able to get online via Wi-Fi without too much trouble. Why pay for mobile data if you can get online for nothing? Wi-Fi is increasingly seen as an essential part of any accommodation package, but watch out for hotel Wi-Fi: some less enlightened hotels think it’s okay to charge ridiculous prices for their Wi-Fi services. You can often defeat such dastardly behavior by heading to the
nearest bar or coffee shop and getting Wi-Fi there. Option 2: JJoin oin P Prr oject Fi Google’s Project Fi hasn’t received that much attention, but it’s worth a look if you’re traveling from the US: the data rates you pay in the US on a Project Fi account ($10 per GB) are the same in more than 120 other countries too. It’s not perfect – outside the US, Project Fi runs on 3G, not LTE – but unlike normal phone contracts you can pause it for up to three months if you don’t need it, which means it can be really cost-effective for frequent travelers. For the time being you’ll need a Nexus 5X, Nexus 6 or Nexus 6P to use Project Fi; if you don’t have one, Google will happily sell you a Nexus 5X for a very reasonable $199 if you sign up to Fi. Option 3: go nativ e native If your phone is unlocked – many are, and if yours isn’t one of them the unlocking process is pretty straightforward – then the simplest option may be to use a SIM for one of the networks in the place you’re traveling to. You don’t necessarily need to pre-order – prepaid 'pay as you go' SIMs are available in shops and supermarkets everywhere – but it might be a good idea to research the market before you travel to make sure you get the best deal and/or coverage. Remember that such SIMs don’t generally include data roaming, so if
you’re traveling in multiple countries you may need to have a collection of different SIMs. If you have an older phone, make sure it’ll work with the network or networks you’re considering using: European networks often use different frequency bands for data than US ones. Option 4: be car eful careful One of the simplest ways to avoid expensive data charges on your phone is to be aware of what data you’re actually using. Having X app download data in the background might be handy, but is it still handy if it’s costing you a couple of bucks a pop? Is it really worth streaming music if each stream costs more than buying the download? When you’re traveling it’s a good idea to disable any automatic update features – including email syncing, social media apps and anything else you can manage without; better still, turn off mobile data altogether until you actually need it. With media apps such as music players, e-book readers and so on, you can usually download everything you need in advance so you don’t need a data connection to listen or read. And if you must go online, there are lots of ways to reduce the amount of data you use. That’s handy anywhere but it’s particularly great when you’re traveling. (Gary Marshall, AndroidPIT)

puwede. Bawal na bawal ang mangga at ubas dahil sobra itong tamis. Kung gusto ng mangga, isang pisngi lang ang puwedeng kainin. Sa ubas ay 10 piraso lang ang pinakamarami. Umiwas sa coffee at energy drinks Walang mabuting makukuha sa mga coffee drinks. Lalo na kung may halo pang whipped cream, chocolate, at full cream milk. Alam n’yo ba na ang katumbas ng isang cappuccino with whipped cream ay tatlong platong kanin na! Masama rin sa kalusugan ang mga energy drinks dahil mataas ito sa caffeine. Nakaka-addict ang caffeine at nakabibilis pa ng tibok ng puso. Kung ika’y may altapresyon, bawal ang energy drinks. Puwedeng tumaas ang blood pressure mo. Kaya kaibigan, tubig lang ang dapat inumin. Iwaksi mo na ang soft drinks at iced tea sa buhay mo. Papayat ka at makaiiwas ka pa sa maraming sakit!
RECIPE: Beef Kare-Kare
INGREDIENT S: INGREDIENTS:
For the stew - 1 kg ox tail - 1 cup unsalted peanut butter - 1/4 cup ground toasted rice - 1 large red onions, diced - 4 cloves garlic, crushed - 1 whole garlic, minced - 1/4 cup annatto seeds soaked in 1/2 cup boiling water - 3 tbsp brown sugar - 4 cups beef stock
- Water - Salt - Oil - Freshly ground black pepper - Bagoong
For the vegetables - 3 pieces eggplant, sliced - 1 bundle string beans, sliced - 1 bunch Baby Bok Choy
INSTR UCTIONS: INSTRUCTIONS: 1) In a pot add oil and sauté onion and garlic, once onions turn translucent remove then set it aside. 2) Now using the same pot add ox tail then brown all sides. 3) Pour the beef stock and a cup of water into the pot then bring to a boil, cover and simmer for 1.5 hours or until meat is tender (Add water if needed). 4) Turn of the heat then remove the ox tail from the pot and leaving all the liquid, set ox tail aside. 5) Add sugar, ground toasted rice, peanut butter and water from soaked annatto seeds into the pot then mix thoroughly until it’s even in consistency. Turn on the heat to medium then let it boil. 6) Once sauce is boiling, turn heat to low then add the ox tail and simmer for 15 minutes. Season with a dash of salt and freshly ground pepper. 7) Now cook the vegetables separately by blanching string beans, eggplants and bok choy. 8) Pour stew on a deep bowl and add cooked vegetables on the side.
