MILF wants BBL Just last month, MILF chieftain Murad Ebrahim held talks with Duterte in Davao City. Ebrahim was accompanied by his political deputy Ghazali Jaafar when they met with Duterte at a restaurant where a senior member of an MNLF faction Abul Khayr Alonto joined them. The meeting discussed the issues of the Muslims in Mindanao and the shift to federal form of government as being proposed by Duterte. The MILF previously insisted the new government approved the passage of the BBL to appease the Muslims. Ebrahim said they are confident with Duterte that the “peace process will not be relegated in status, as it has proven to be potentially

the most viable solution to address conflict arising from historical injustices committed against our people.” He said the MILF remains committed in its continued pursuit to find long-lasting peace and development in Mindanao. Ebrahim said the BBL could be a possible template for federalism. During Duterte’s political campaign, he said “nothing can appease the Bangsamoro until the BBL is passed.” The MILF also pledged to exert efforts in undertaking its obligations to fully implement the commitments under the CAB. “The MILF maintains its position that the CAB-based Bangsamoro Basic Law needs to be immediately passed into law, not only because it effectively addresses the peculiarities unique to the Bangsamoro that are not necessarily found in other prospective federal states,” Ebrahim said. MNLF chieftain Nur Misuari had opposed the BBL, saying, it violated the peace accord they signed, and demanded the Philippine government to comply with the provision of the agreement. Misuari is wanted by authorities in connection to rebellion charges following the 2013 deadly attacks in Zamboanga City by his followers. Marines intensify ops vs. Sayyaf TAWI-TAWI – The Philippine Marines intensified its operations against the Abu Sayyaf in the restive southern region of the country. Just recently, marines raided a suspected Abu Sayyaf hideout and captured 3 people and three speedboats in a daring operation in Tawi-Tawi province. Officials said members of the elite Amphibious Ready Group (ARG) under Colonel Fernando Gomez launched the operation near Sitangkai Island. A shotgun and ammunition were also seized from the men, who are

currently being interrogated to determine if they were involved in cross-border kidnappings. It was not immediately known whether the speedboats are being used in kidnapping activities in Sabah in Malaysia. No other details were made available by security officials on the raid because the operation is going on, but the ARG includes the BRP Tarlac, the newest ship of the Philippine Navy. The capture of the trio coincided with the arrest late yesterday of an Abu

Sayyaf militant – Bads Adjam alias Abu Jihad - in Santa Maria village in Zamboanga City. Adjam has been linked to the 2002 kidnappings of six members of the Jehova’s Witness in Patikul town in Sulu province and 21 mostly European holidaymakers in Sipadan Island off Sabah in 2000. ARMM provides aid to Basilan communities affected by conflict BASILAN - The Autonomous Region in Muslim Mindanao (ARMM) conducted simultaneous medical and relief operation last week in three municipalities affected by the ongoing military operation against members of the Abu Sayyaf group in Basilan province. ARMM Gover nor Mujiv Hataman led the delivery of humanitarian assistance with Sitti Djalia Turabin-Hataman, representative of Anak Mindanao partylist, and officials of the Basilan provincial government, the region’s Social Welfare and Development department, the ARMM Humanitarian Emergency Action and Response Team (ARMMHEART ), and the Integrated Provincial Health Office-Basilan. Based on ARMMHEART data, the relief

assistance – comprising of rice, noodles, coffee, and sardines as well as medical aid – reached at least three thousand families in the municipalities of Al-barka, Tipo-Tipo and Ungkaya Pukan. Myrna Jo Henr y, ARMM-HEART information officer, said their convergence team headed by Ramil Masukat, regional disaster risk reduction management officer, has been in the area since July 19 to validate the number of affected families, deliver relief assistance and provide other appropriate interventions. “The ARMM government will serve another 500 affected families this week,” Henry said. Haber Asarul, ARMM assemblyman in the lone district of Basilan, said the provincial govern-

ment headed by Basilan Governor Jim Saliman provided roughly 5,000 food packs to the affected families last week. He said most of the displaced families are from the villages of BohePiang and Magcawa in Al-barka town, Silangkum and Baguindan in Tipo-Tipo, and Sungkayut and Matata in Ungkaya Pukan. Gov. Hataman said the regional government will closely monitor the ongoing military operation in the province to ensure the safety of the affected residents. Where is Zamboanga City in the most competitive cities and municipalities? THE NATIONAL Competitiveness Council has named the most competitive Local Government Units in the 4th Regional Competitiveness Summit as it recognized the crucial role of LGUs in promoting competitiveness in the country. The recent event highlighted the results of the 2016 Cities and Municipalities Competitiveness Index (CMCI). Topping the list of overall most competitive Highly Urbanized Cities (HUC) is Quezon City followed by Makati City at 2nd and the City of Manila at 3rd place. Meanwhile, Naga

City secured its position as the overall most competitive Component City, along with the second placer San Fernando City, Pampanga. Legazpi City, Albay landed in the 3rd spot. On the overall most competitive 1st-2nd Class Municipalities category, Cainta, Rizal is 1st place while its neighbor Taytay, Rizal moved one notch to 2nd place. Last year’s overall top municipality General Trias, Cavite slipped to 3rd rank. On the other hand, Infanta, Quezon emerged as the overall most competitive 3rd-6th Class Municipality, with Baler,

Aurora in the 2nd notch, while Calamba, Misamis Occidental placed third. NCC also cited the most competitive provinces, led by the Rizal Province, which placed 6th last 2015, followed by Cavite, which also jumped from 9th spot in the previous year. South Cotabato moved one notch to 3rd place in this year’s rankings. Under the Economic Dynamism Pillar for HUC, Makati City performed best followed by Pasig City and Quezon City. For the Component Cities, Naga City, Camarines Sur got 1st place, while Imus City and Biñan City trailed in

Lastly, under the Infrastr ucture Pillar for HUC, Quezon City is the best in the category, trailed by Makati City and Pasig City. For Component Cities, Naga City ranked first, while Bacoor City, Cavite and Legazpi City, Albay placed second and third places respectively. For 1st-2nd Class Municipalities, Cainta, Rizal is the most com-

petitive, followed by Malay, Aklan, and Taytay, Rizal. For 3rd-6th Class Municipalities, Infanta, Quezon led the category, with Pagsanjan, Laguna and Baler, Aurora next in the list. Aside from these citations, NCC recognized the most improved LGUs from each categor y: Taguig City for HUC; Ormoc, Leyte for Component Cities; Pagbilao, Quezon for 1st-2nd Class Municipalities; and Barugo, Leyte for 3rd-6th Class Municipalities. This year’s CMCI has the largest number of participants, with 1,389 LGUs, and 144 of which are cities and 1,245 are municipalities. This equals to about 85% of total LGUs in the Philippines. When CMCI started in 2013, only 285 or 17% of the LGUs in the country joined the index. The data used were gathered with the help of the 16 RCCs, which are composed of public and private sectors and the academe. CMCI measures LGU’s competitiveness based on the three pillars: Economic Dynamism, Government Efficiency, and Infrastructure. The increasing coverage of the index signified a higher level of interest and awareness on the importance of being measured based on the three pillars and a stronger commitment to improve LGU perfor-

mance based on the resulting ranking. NCC believes that LGUs are the building blocks of national competitiveness, the reason it encouraged the creation of RCCs. These RCCs are tasked to regularly assess local competitiveness indicators, formulate programs to improve competitiveness, and engage in investment promotion activities to attract investors and create new jobs. By developing competitive LGUs across the nation, NCC is optimistic that this would contribute to the overall attractiveness of the country as a preferred place to do business. Aside from the awarding, NCC also launched the 2016 CMCI website, which contains the detailed information on a particular LGU. The CMCI data may be used by businesses and government, as a tool for policy making, planning, governance, budget management, and investment promotion. Stakeholders coming from the national government agencies, business chambers, development partners, diplomatic community, and the academe joined this annual event. released through the intercession of the Moro National Liberation Front. Duterte, who arrived in Zamboanga City on a jet plane before heading to Basilan, was welcomed by Mayor Beng Climaco. The two had a brief talk and Duterte was led by security officials in a room where they initially briefed him on the security situation in Basilan and the progress of the military operations against the Abu Sayyaf. But details of this were not made available by the military to the media. The Western Mindanao Command did not allow journalists to interview Duterte in Zamboanga and Basilan where the president arrived by helicopter at an army base in Isabela City. It was unknown whether Duterte ordered an allout offensive against the Abu Sayyaf, but he previously said that he needed more time to deal with the extremist group. “Just give me the luxury of time; I cannot do it just immediately. There are things which I need which we do not

have now. But there will be a time, there will be a reckoning. And when it comes, I will just say surrender unconditionally. ARMM, Sulu mayors sign accord on anti-poverty program

COTABATO CITY – Officials of the Autonomous Region in Muslim Mindanao (ARMM) and local chief executives of three pilot municipalities in Sulu province have signed a Memorandum of Agreement for the implementation of the ‘Apat Dapat’ program, an anti-poverty initiative that will focus on 600 of the region’s poorest families. ARMM Executive Secretary Atty. Laisa Alamia, Regional Vice Gover nor Haroun Alrashid Lucman Jr., ARMM's Interior and Local Gover nment Secretary Noor Hafizullah Abdullah, and Executive Director Engr. Baintan Amapatuan of the region’s planning and development office led the signing of the agreement on July 18. The mayors who signed the agreement were Madzhar Loong of

the municipality of Parang, Hatta Berto of Pandami and Nivcanezar Tulawie of Talipao. Provided in the agreement is the implementation of the Apat Dapat program. Átty. Alamia said the regional government earmarked P240 million for the implementation of the program in 20152016. There will be 15 pilot municipalities – three municipalities in ever y province of the ARMM – with 40 of the poorest families as beneficiaries in every municipality. Aside from the three towns in Sulu, the other pilot municipalities under Apat Dapat program are Matanog, Barira and Datu Anggal Midtimbang in Maguindanao; Balindong, LumbaBayabao, and Taraka in Lanao del Sur; Tuburan, Tipu-tipo, and Sumisip in Basilan; and Tandubas, Simunul, and Sibutu in

Tawi-tawi. The program is under the ARMM’s Bangsamoro Regional Inclusive Development Program for Sustainable Growth and Equity to help strengthen local governance and empower communities in the region. It will supplement the ongoing poverty alleviation initiatives both of the regional and national governments. It will follow the ‘four for the poor formula,’ which zeroes in on the four most basic needs of a family, namely food, water, light, and shelter. Major interventions include ensuring families are housed in secure homes with water and sanitation system and a basic lighting facility while providing them with the means to expand their livelihood and achieve food sufficiency along the way. ISIS claims responsibility for German train attack, authorities investigating

(CNN Photo) ISIS has claimed responsibility for a brazen attack on a train in southern Germany late Monday evening which left five people wounded, two of them seriously. German authorities are investigating that claim. The assailant, armed with a knife and an ax, was shot dead by police after a chase and confrontation, Bavarian Interior Minister Joachim Herrmann said at a news conference early Tuesday. He identified the attacker as a 17-year-old Afghan man living in Ochsenfurt, Bavaria. The teen came to Germany as an unaccompanied minor a year ago, Herrmann said. He was taken in by a foster family two weeks ago, he said. A hand-drawn flag resembling the one used by ISIS was found in the room of the Afghan man, Herrmann said. "The first emergency call that the police headquarters received was about a witness who said that the attacker carried out attacks causing serious injuries and he had called out Allahu Akbar," Herrmann said. Amaq, the ISIS-linked news agency, released a video Tuesday purporting to show the attacker. In the 2 minute, 20 second clip, the young man, speaking in Pashto, waves a knife at the camera and says: "I am a soldier of the caliphate". German prosecutors said they are working to

confirm the identity of the youth featured in the video. "We have no indications that he was already radicalized before he came to Germany," Chief Prosecutor Erik Ohlenschlager said at a news conference Tuesday. ISIS didn't really have a presence in Afghanistan until it first emerged last year in the country's east, gaining ground often among disaffected Taliban and Afghan youth. Police are trying to investigate the background of the parents of the attacker who are still in Afghanistan. Motiv e unclear otive "This is a big mosaic puzzle right now and we will do everything to pull information together in order to assess his motivation," Herrmann said. Besides the handdrawn or painted flag, police found notes in Pashto written in Arabic and Latin characters in the assailants' room, Herrmann said. Prosecutor Lothar Kohler read out a phrase from that note, which could be construed as a farewell letter to his father. It said, in part: "And now pray for me that I can avenge myself on the unbelievers and pray for me that I will go to heaven." Kohler said it was clear that the attack was "politically motivated". He said the assailant posted cryptic messages on the Internet a few hours before the attack, talking about

enemies of Islam. Investigators are examining the assailant's mobile phone. Prosecutors said that he had learned that a friend had been killed in Afghanistan over the weekend. The attack took place as the train was traveling between Treuchtlingen and Wurzburg. "He went to the toilet and then (came out) wielding the ax and the knife," Herrmann said. Video from inside the train shows extensive blood on the floor. The train made an emergency stop short of the station at WurzburgHeidingsfeld and the assailant jumped out of the train, regional police spokesman Lt. Fabian Hench said. "They (police) chased him up, confronted him, the attacker then was very aggressive and attacked the police officers with his ax," Herrmann said. "And the police opened fire. The attacker then was shot dead." Germany absorbed more than one million refugees last year. Some have been concerned over the presence of terror groups in the country -both the potential for attackers to slip in with migrants and the concern that they may be able to radicalize disaffected youths. Three Syrian men were arrested last month on suspicions that they were planning to carry out a

mass casualty attack in Dusseldorf. Many 'in shock' after incident Some 14 to 25 people were classified as "in shock" and treated at the scene after the attack, according to Alexander Gross, a police officer in Bavaria. Four passengers on the train -- members of the same family and tourists from Hong Kong -- were injured, and one person is in critical condition, Herrmann said. Another woman was wounded after the assailant jumped from the train and fled, prosecutors said. She is also in serious condition. There were about 20 to 30 people on the train, according to Gross. A Deutsche Bahn spokesperson confirmed that train service between the two stations has resumed. German Interior Minister Thomas de Maiziere released a statement expressing shock at the "senseless act of indiscriminate violence." "Security officials in federal and state governments are very vigilant, and we will do everything in our power to prevent such acts," the statement said. It has exceptional quality thanks to its rugged case design and was able to without the stresses I put it under. With the GoPro app, you can connect the camera to your smartphone and get a whole lot more out of it. Once on your Android phone, connect the GoPro camera to a Wi-Fi network. Note that connecting to a Wi-Fi network isn't a requirement, however, as the GoPro can act like a router and generate its own Wi-Fi signal. This signal is similar to a Bluetooth connection, but with the added benefits of being more stable and having a wider range than Bluetooth. You can enable the WiFi signal within the camera's 'Setup' menu. Below it is another option to pair the camera with the device called 'Pair'. Select this option and choose 'GoPro App' and it will launch the app on your smartphone. In the app, select the model of your GoPro camera and search for its signal. To pair the device you must enter the pairing code that appears on the camera screen. If you'd like to pair it with new smartphones, it will also ask for a password. The recorded file will, of course, have a much higher quality than what you see on the screen. From your smartphone, you can control the start and end of the recording, change the mode (video, photo, time lapse, etc.) and you can also access the menu that controls resolution and frames per second by pressing the spanner icon. Edit videos The GoPro app lets you trim your video sequences (5s, 15s, 30s, etc.) but you can also download the clips to your smartphone and edit them with any video editing application. When you download a video or photo from the GoPro camera to your phone, they're stored in a folder in the internal memory of the device. The route is DCIM > com.gopro.smarty, where you'll find two folders. One is called 'Clips' for videos that we've edited with the app, and another is called 'GoPro' for videos that have gone to your smartphone. If you shoot 4K and want to edit videos on your phone, you'll have to opt for a paid version of the app. I could use the videos it recorded in 4K, but app converts them to Full HD, which is the maximum resolution you can export edited videos in. Small-time drug peddlers tell their stories CEBU CITY - Easy money. This is how people engaged in the drug industry at the barangay level describes it. No matter what the reasons may be, be it unemployment or knowing no other skill, it is just easy money. As Operation “Tokhang” (toktok hangyo) goes full blast even prior to the assumption of President Rodrigo Duterte, it can be gleaned that in almost all barangays, this "business" exists. Here are stories from two developing cities in Cebu, Carcar City in the south and Danao City in the north, from among those who surrendered, wanting to change the course of their lives. Mother -daughters in law other-daughters “mamar okay” in C ar car mamarokay” Car arcar City Nang Aida is a 56-year old mother with five children in Barangay Poblacion 3 admits to being a “mamarokay” (drug seller) for almost 20 years until the time of her surrender last week. She is did not graduate high school. But she is not alone. Engaged also in the business are her two daughters-in-law, who, just like her, barely made it in school. Her husband and her sons are all on-call auto mechanics. This, according to Nang Aida, could not feed her three other children who are depending on them. The daughters Lorna, 22, and Fe, 29, (not their real names) are both saying they had to do it because their husbands' income are not enough. Besides, delivery of shabu is non-stop in their barangay and the trade is just right in their front yard. “Upat kabuok akong anak, isa masakiton, akong bana tigamitan man siya, panagsa ra makatrabaho mao nga mi enter nalang gyud ko (I have four children, one is sickly, my husband is also a user and seldom finds work, that’s why I just engaged into it),” Lorna explained. Fe, on the other hand, being the youngest, is the largest when it comes to sales because she has a lot of friends and has only one kid to attend to. “Miapil nalang ko mam kay para makatabang tabang sa akoang bana. Naa raman gud ng negosyo sa among tugkara, gapalibot, apil nalang ko (I joined the

trade to help my husband earn. Besides, the trade is just within the neighborhood, so I joined),” Fe said. Most of the time, they receive the drugs in retail packs already. They are given cheaper if they are the ones to repack. They sell a minimum of 100 to 200 packs a day at P150 to P200 each during heydays. These mean weekends where there is a higher demand. They said they get P10 to P20 per pack or roughly P700 to P1,400 weekly. The “parok”, their term for buyer, buys from them on the road or when they are marketing. Sometimes they deliver when there are fiestas. “Ang kasagarang parok namo mga drivers, habal habal og tricycle (Most of our buyers are drivers, improvised motorcycles and tricycles)” Aida said. Fe’s “paroks”, on the other hand, are mostly students. Abr uptly bruptly uptly,, they had to stop and what what’’s next? A mom “lungag” operator in Danao City. She is a 29 year-old high school graduate in Danao City, who has a spare room to those who wanted to have a drug session. In an interview done by Michelle Mondigo, the information officer of Danao City, this woman said common clients are also drivers. But she does not sell drugs. “Dili ko makaingon kung pila sa usa ka adlaw kay igo ra man ko tig-tawag sa mamaligya nga sa amoa sila puede (I can’t say how much I can earn in a day because I only invite the sellers that they can do it in our place),” this woman said. She said she just receive a little percentage from the seller. It also depends on the length of stay and the frequency of the use. “Mi-surrender ko kay gusto ko e limpyo akoang ngalan,(I surrendered because I want to clear my name),” she said. Lolo sells “ubas ubas”” to fisher fisher-men befor e fishing. before He is a 54-year old fisherman of a coastal barangay in Danao City. He admits being the bread winner of three children with a three-year old grandson to support. His reason for selling: “Kinahanglanon man gyud ni namo nga mananagat labi na anang magbuntagay mi sa lawd. Pawala gyud sa duka ug sa kapoy. Tungod sad sa kawad-on, namaligya pud ko. (This is a necessity to us fishermen, we are up until morning, and because of hard times, I decided to sell),” the

lolo said. In a day, he can dispose five packs or less than a gram mostly to fellow fishermen and earns P200 minimum. He said supply from the higherup is always high, saying that he gets his supply from a fellow drug peddler. He doesn’t know the actual source of the drug supply. “Ni surrender ko kay nikuyog lang sad ko sa kampanya sa atong president (I surrendered because I support the campaign of the President)," the lolo said. On whether he can sustain, the lolo fisherman said he will try his best but reiterated that the substance is a necessity to fishermen. “Challenge gyud ni unsaon panagat og wala ni (It is really a challenge for fishermen to go fishing without this),” he said. What What’’s next? With these overwhelming number of surrenderrees, local government units are put to a test. Nang Aida, Lorna and Fe, were teary-eyed when they learned they have to be observed for six months before they can access the help from Carcar City. “Unsaon pod namo amoang mga tigamitan nga mga bana (What are we going to do with our husbands who are users),” they said, referring to rehabilitation. Carcar City Mayor Nicepuro Apura said he and the new city council particularly the Committee on Peace and Order will be studying the kind of assistance they can extend. However, Apura said they can already avail of the existing assistance given to different sectors in the City. “We have skills training and swine dispersal, they can apply for that, of course they have to spend time and learn if they really are sincere,” Apura said. In Danao City, Mondigo said the city also has existing assistance that they can avail of. The city is also bent on asking the Department of Social Welfare (DSWD) to help them by integrating assistance within the Pantawid Program. Some of those who surrendered are enrolled into the system. As to rehabilitation, Mayor Apura said he will wait for the recommendations of the POC. More than a week since the implementation of Oplan Tokhang, Cebu province has already listed more than 2,000 individuals, pushers and users. (Michelle Mondigo)
