Malaysia confirms sailors kidnapped by Sayyaf

ZAMBOANGA CITY – Kuala Lumpur confirmed that the radical jihadist group Abu Sayyaf was behind the kidnappings of 5 Malaysian tugboat crewmen who disappeared in Sabah near the Philippines border. Police Inspector-General Police Khalid Abu Bakar told reporters in Malaysia that the sailors are being held by the Abu Sayyaf. No further details were made available by the Malaysian police and Philippine authorities were also silent on

Jesus Miracle Crusade holds drug symposium dubbed ‘Oplan Gugma’ TUGUEGARAO CITY – The Tuguegarao City Outstation of the Jesus Miracle Crusade International Ministry ( JMCIM) has recently conducted a drug symposium in one of the public schools here. The event was held at the gymnasium of Linao National High School – one of the biggest schools here – where over a thousand mostly students and teachers attended the symposium. It was spearheaded by JMCIM Tuguegarao Outstation led by Ordained Preacher Bro. Danny Cuarteros whose aim is to help the Duterte administration in its efforts to re-educate the youth on the dangers posed of illegal drugs – its effects and causes – not only in Tuguegarao and nearby towns and provinces, but in the whole country. The occasion was also graced by Senior Superintendent Jessie Tamayao, the city police chief, who gave some words of warning to the young students about the ill-effects of illegal drugs, and encouragement as well, for the youth to take part in the government’s fight

against drug abuse. Two JMCIM members, Bro. Marcelo Relos and Bro. Sher win Baquiran, also shared their testimonies, having been hooked on drugs for so many years and were eventually set free from the bondage of drug addiction after renewing their faith in the Lord Jesus Christ through the JMCIM, a congregation headed by the Honorable Evangelist Pastor Wilde E. Almeda. “The good news is almost all of those who attended the event raised their hands and accepted Jesus Christ as their Lord and Saviour,” Cuarteros said. He said the symposium was concluded with a mini-concert performed by Jesus Miracle Youth Crusade members, a group f young men and women who praise and worship God through singing. “The concert was so lively that even nonChristian students sang, danced, jumped and shouted all throughout as they worshipped the Lord,” Cuarteros said. This symposium is the first of a series of symposia – dubbed Oplan

Gugma (Love) – to be conducted in different campuses in Tuguegarao City. A bigger campus crusade and drug symposium is also set at Cagayan National High School which has over 10,000 students. Both Relos and Baquiran, and Cuarteros were also interviewed by Radyo Mindanao, a news talk program over RPNdxXX hosted by Al Jacinto in Zamboanga City and broadcast in Western and Central Mindanao, and as far as General Santos City and Sabah. They gave their testimonies separately and inspired many listeners by their courage to go public with their past lives and repented and changed for the better, and embraced God through the JMCIM. “Thru the leading prayers and fasting of our Beloved and Honorable Prophet Evangelist Pastor Wilde Estrada Almeda and the Beloved Children hundreds of drug pushers and users (were) convinced to surrender through the Jesus Miracle Crusade International Ministry,” Cuarteros said. 5 Muslim students chosen as ‘Ambassadors of Goodwill’ SULU – Five Muslim high school students who were chosen from among 800 applicants to represent the Philippines as ambassadors of goodwill by the U.S.funded AFS Intercultural Programs of the KennedyLugar Youth Exchange and Study Program paid a courtesy call recently on Sulu Governor Totoh Tan in Patikul town. The students – Fatima Yazreen Taji and Fairus Yaqueen Sampang, from the Notre Dame of Jolo for Girls; Insih Ruiana Ahmad and AlKhamer Silungan, from the Sulu State College-Laboratory High School; and Mohammad Adzlan Usman from Mindanao State University High School – were

accompanied by Professor Abraham Pelayo, of the Sulu State College. Gov. Tan also had a talk with the students and encouraged and motivated them well to study hard and attain the goals in life and be a future and responsible leader. His father, former Sulu Vice Governor Sakur Tan, an influential and respected political leader in Mindanao, also met with the students and gave a similar talk and shared his words of wisdom. The governor – whose education program for the poor has helped a lot of students and out-of-school youth - also provided the students with financial assistance to augment most of

their needs. The five students thanked the governor for his generosity and kind heart and told him that “he shall be with us – in our heart and mind - in our journey to widen our knowledge and fulfil our dreams and be Sulu's pride as well.” AFS is an international, volunteer-based, nonprofit, non-governmental, non-religious organization that provides intercultural learning opportunities to help people develop the knowledge, skills and understanding needed to create a more just and peaceful world. COTABATO CITY - The Regional Human Rights Commission in the Autonomous Region in Muslim Mindanao (RHRC-ARMM) marked the celebration of the 38th National Disability Prevention and Rehabilitation Week. Atty. Abdulnasser Badrudin, RHRC-ARMM chairperson, said the program was primarily aimed at raising better awareness of the rights of persons with disability (PWDs). “We are showing our deepest concern to PWDs being one of the most vulnerable sectors of society,” Badrudin said. Discrimination against PWDs results in their low participation in economic and social activities in society, he added. Republic Act 7277, or the Magna Carta for Disabled Persons, defined PWDs as “those suffering from restriction of different abilities, as a result of a mental, physical or sensor y impairment, to perform an activity in the manner or within the range considered normal for a human being.” The National Statistics Office’s 2010 Census

of Population and Housing noted there are 34,775 PWDs in the ARMM, 17,875 of which are male, and 16,900 are female. “The RHRCARMM advocates the inclusion of PWDs (normal activities of society). We aim at creating a condition wherein PWDs will feel they belong, are respected, and valued whoever they are,” Badrudin added. The Magna Carta for Disabled Persons also mandates that “five percent of all casual, emergency and contractual positions at the depar tments of Social Welfare and Development; Health; Education, Culture and Sports; and other government agencies, offices or corporations engaged in social development shall be reserved for disabled persons.” Several humanitarian partners and government offices that advocate for the welfare of PWDs also took part in last Thursday’s program. Assistant Secretary Dayang Carlsum Jumaide of ARMM’s Department of Health said the region’s Health and Wellness Program for Persons with

Disabilities is designed to promote the highest attainable standards of health of PWDs and prevent them from developing health conditions associated with disability. One of its milestones, Jumaide added, is “the development of service packages for PWDs specifically for disability due to chronic illnesses, learning disability and cerebral palsy.” Miguel Antonio Limon, regional programs coordinator of the National Council on Disability Affairs, gave a lecture on Thursday on gover nment laws that promote the rights of PWDs. Across the country, there are 1.4 million PWDs comprising 1.57% of the total population based on the 2010 national census. Several private individuals, who declined to be named, donated wheelchairs for PWDs during the event. They also manifested continued support for PWDs. DENR orders review of all mining firms in Mindanao

PAGADIAN CITY - Environment Secretary Gina Lopez has ordered an extensive review of mining firms in Mindanao following many complaints from the indigenous people. Lopez, a staunch advocate of renewable energy, said she had talks with some of the indigenous tribes in the region and heard their sentiments. Many of them wanted to put a halt on large-scale mining in their ancestral domain in the provinces. This was also reported

by The Philippine Star and quoted Lopez as saying that she has a list of mining companies that would undergo necessary review after tribesmen accused these firms of environmental and social violations. Natives have asked Lopez to ban open-pit mining due to the hazards it posed to the environment. Lopez earlier ordered an official audit of all operating mines and the moratorium on the approval of new mining

projects, according to reports. Just recently, Lopez ordered the cancellation of Oceana Gold Philippines Incorporated’s (OGPI) permit for exploration and expansion. Raid Just last week, Philippine Marines raided a suspected Abu Sayyaf hideout in TawiTawi and captured 3 people and three speedboats in a daring operation near the Sabah border. Officials said members of the elite Amphibious Ready Group (ARG) under Colonel Fernando Gomez launched the operation near Sitangkai Island. A shotgun and ammunition were also seized from the men, who are currently being interrogated to determine if they were involved in cross-border

kidnappings. It was not immediately known whether the speedboats are being used in kidnapping activities in Sabah in Malaysia. No other details were made available by security officials on the raid because the operation is going on, but the ARG includes the BRP Tarlac, the newest ship of the Philippine Navy. The capture of the trio coincided with the arrest July 21 of an Abu Sayyaf militant – Bads Adjam alias Abu Jihad - in Santa Maria village in Zamboanga City. Adjam has been linked to the 2002 kidnappings of six members of the Jehova’s Witness in Patikul town in Sulu province and 21 mostly European holidaymakers in Sipadan Island off Sabah in 2000. BIFF continues to threaten security forces in Maguindanao

COTABATO CITY – The redical jihadist group called Bangsamoro Islamic Freedom Fighters continue to threaten government troops deployed in the restive province of Maguindanao in the Muslim autonomous region. Just last week, at least 4 army soldiers were injured in fierce clashes that erupted between security forces and BIFF in Shariff Saydona Mustapha town. The fighting was so fierce that the 6th Infantry Division radioed the air force for a pair of MG-520 attack helicopters to support ground troops fighting the jihadists. It described the clashes as “heavy” and it started at dawn and continued until

day time in the village of Pamalian where gunmen attacked a group of soldiers and sparking a gun battle. The fighting erupted a day after President Rodrigo Duterte vowed to grant wider autonomy to Muslims in the troubled region during a national address on the state of the nation. The army tagged an extremist rebel leader, Karalian, as behind the attack on the soldiers. And the Major General Edmundo Pangilinan, the regional army commander, has called on Karalian to “voluntarily surrender to the government to avoid further bloodshed.” “It would be best that they surrender so that they can avoid more of the follow-

ers from getting killed and would also prevent more displacement from taking place,” Pangilinan said. There were no reports of enemy casualties, but many of the BIFF members were former or still members of the larger Moro Islamic Liberation Front which signed an interim peace deal with Manila in 2014. Both the BIFF and MILF were accused in the brutal killings of 44 police commandos in Maguindanao’s Mamasapano town during a clandestine operation called Oplan Exodus that targeted a Malaysian bomber, Zulkifli Abdhir, who was coddled by the two groups in the remote Tukanalipao village. Behold LUCA, the Last Universal Common Ancestor of Life on Earth

Sully Vent in the Main Endeavour Vent Field in the northeast Pacific, similar to the environment LUCA would have lived (NOAA PMEL EOI Program) IN THE last few years, DNA analysis has allowed researchers to redraw the tree of life in incredible detail, but there’s always been a question mark at the base of the tree. While it’s unlikely that researchers will ever find the exact species that started it all, they recently came up with a pretty good description of LUCA, the Last Universal Common Ancestor of all of Earth's creatures, sometimes referred to as microbial Eve. Life as we know it is currently divided into six kingdoms: plants, animals, fungus, protists, eubacteria and archaebacteria. The first four belong to the a domain known as eukaryotes, sporting cells with distinct nuclei. The other two kingdoms, eubacteria and archaebacteria are single-celled organisms without a distinct nucleus. All of them evolved from a singlecelled ancestor that lived about 4 billion years ago when Earth was celestial baby. After all those billions of years of change, LUCA’s fingerprints are still visible in the genes of modern organisms. That’s why William Martin, an evolutionar y

biologist at Heinrich Heine University in Düsseldorf, Germany, set out to study LUCA's trail in the genes of bacteria and archaea, the two groups researchers believe became eukaryotes. Tracking genes in bacteria is particularly difficult because they can swap genetic material, making it hard to discern whether the single-celled organisms received a gene from an ancestor or picked it up from another species along the evolutionary road, repor ts Robert F. Service at Science. So Martin and his team decided to search for genes shared by at least two species of moder n bacteria and two archaea, an indicator that the gene was likely inherited and not an evolutionary hitchhiker. The researchers combed through DNA databanks, analyzing the genomes of 2,000 modern microbes sequenced over the last two decades. From six million total genes, they found 355 gene families that were widespread among the microbes, which means they were likely to be genes LUCA passed down. They published their results in Nature Microbiology.

LUCA’s genes are those of an extremophile organism that likely lived in an area where seawater and magma meet on the ocean floor, known as hydrothermal vents, reports Nicholas Wade at The New York Times. Similar creatures still haunt these environments among the toxic plumes of sulfides and metals. And many researchers already believe this is where life first began. “I was flabbergasted at the result, I couldn’t believe it,” Martin tells Michael Le Page at New Scientist. “It’s spot on with regard to the hydrothermal vent theory.” The genes show that LUCA lived in habitat with no oxygen, Service writes. It also fed on hydrogen gas, meaning it was likely an organism that lived near superheated volcanic vents where hydrogen gas was likely produced. LUCA’s lifestyle is similar to two types of microbes that researchers have uncovered, the anaerobic bacteria in the genus clostridium and the hydrogen gobbling archaea in the methanogens group, James Lake, an evolutionary biologist at UCLA tells Service

But not everyone is convinced that the hydrogen gobbling vent-dweller Martin uncovered is really LUCA. John Sutherland of the University of Cambridge in England, whose research suggests the origins of life began on land and not deep in the ocean, tells Wade that life could have developed elsewhere and then been shoved down into places like hydrothermal vents during global disasters like the Late Heavy Bombardment, a catastrophic period in Earth’s history between 4 billion and 3.8 billion years ago in which the planet was reshaped by a shower of asteroids and comets. TECH TIPS: Google Maps tips and tricks: 15 navigating necessities WHERE would we be without Google Maps? Well, we’d probably be here, but it might have taken us a bit longer to arrive. Google’s mapping service has transformed the way we travel and with a few top tips, you can get even more from your maps. Here are our favorite Google Maps tips and tricks. Choose yyour our mode of tr anspor transpor ansportt Google Maps has four different modes of transport, which you can access by tapping the icon at the bottom right of the screen. Its image depends on what’s currently selected: if it’s set to driving you’ll see an icon of a car, if it’s public transport you’ll see a train, if its private transport you'll see a taxi, if it’s walking you’ll see a person, and if it’s cycling you’ll see a cyclist. Once you’ve tapped the icon you can change the mode by tapping the appropriate icon at the top of the screen. Avoid anno yances annoyances On the same screen, tapping Options enables you to set additional criteria such as avoiding toll roads, your preferred kind of public transport and whether you’re okay with lots of different bus or train transfers. Check public tr ansit transit schedules Another favorite feature: if you’re travelling by public transit, Google Maps shows you arrival and departure times for the various forms of transport available as well as the times of any transfers. Sav e data with Wi-F iave i-Fionly mode Now that you can download maps for offline use, this new feature is very useful for those who travel a lot or beginning to run out of mobile data before the end of the month. Press on the hamburger menu, open Settings and the second option (if you're on Google Maps version 9.32 or higher) will read Wi-Fi only. Toggle the switch to ensure that Google Maps only works when your on Wi-Fi, or otherwise relies on your downloaded offline areas. Plan ahead If you’re going to be away from a data signal - or roaming in a country where accessing it costs a fortune - you can save maps for offline use, be it a neighborhood, a city or a state. Just hit the hamburger menu at the top left, tap on Offline areas, and hit the plus button at the bottom of the screen to add a new area. place of interest on the map, then the three dots in the upper right corner, then Share, enabling you to share via Bluetooth, by email, to Google Drive… You can also share directions. To do this, set your desired start point and destination, choose your mode of transport and then press the trio of dots in the upper-right corner before hitting Share directions. The recipient of the shared directions will see a summary of the instructions as well as a link. When the link is clicked, they will be able to open the directions in Google Maps so they can start their journey. It's also possible to open the directions in another map application such as Waze, or to view them online. This speeds up the process of getting directions, and it also helps feed the inquiring mind of Google Now and its transport cards. Use stickers and labels to help yyou ou find and remember You can use stickers to make your home and workplace stand out on the map. Just press on the hamburger menu button, then Your places. Tap on the trio of dots to the right of your home or work and then select Change icon. Here you will see an array of stickers to choose from. For places you have starred, you can add a label to more easily identify and remember what the place is. Open up the information screen for the location and press on the trio of dots at the top right of the screen then Add label. Here, you can enter anything you like, be it 'bar', 'interesting view', whatever. See it in S tr eet View Str treet Street View hasn’t disappeared in the Google Maps app, it’s just moved a bit. To see the Street View, press on or search for a location. Above the bar with the location's name and rating, there will be a small rectangular window with an image and a circular arrow. Press on this to load up Street View. Use gestur es gestures You already know that you can zoom in and out of maps by pinching and zooming, but you can also do it with a single digit which is handy if you’re holding onto a handlebar with your other hand or just can’t be bothered using both hands. Double-tap the screen but don’t lift off your finger or thumb after the second

tap. Slide up to zoom out and slide down to zoom in. You can also tilt the map by sliding with two fingers - up for more tilt, down for less - and rotate the map by turning two fingers in a circular motion. In many urban areas the flat map will become a 3D model when you tilt it. See it in G oogle Ear th Google Earth Tap on the Menu button and select Google Earth to see the world in glorious 3D. As with Maps, you can navigate by swiping, pinching and double-tapping. Note that you will need to download and install the Google Earth app for this to work. Kno w which rroutes outes to Know av oid avoid One of our very favorite things in the Google Maps app is the way it can give us live traffic information. Color coding makes everything crystal clear with green for normal traffic, yellow when things are slowing and red when you really need to go a different way or allow extra time. If it isn’t displaying go to Menu > Traffic. Add detours When you're in navigation mode, merrily en route to your destination, and you suddenly remember you need to eat a muffin, you can add a quick pit stop. Just press on the magnifying glass icon and you will see some useful options, such as Petrol stations and Coffee shops. You can also search for something more specific by pressing on the magnifying glass again and entering in your search query. The options for pit stops will appear along your route, along with how much time the detour will add to your journey, so you can choose the most convenient. Use yyour our vvoice oice When you’re navigating you can control Google Maps with your voice. We’ve found that the voice control can be quite patchy, especially in noisy cars, so it’s probably a good idea to pause Bat Out Of Hell before you try this. Delete yyour our location histor y history If you’d rather not store details of everywhere you’ve ever been, you can delete your location history. On your device go to Settings > Location > Google Location History and use the toggle to decide whether you want it on or off, or look to the bottom of the screen and press Delete location history if you want to remove all the information Google has on your past movements. ARMM celebrates National Science and Technology Week in Basilan BASILAN - Thousands of students, science and technology (S&T) enthusiasts, local government officials, and representatives from other sectors in the Autonomous Region in Muslim Mindanao (ARMM) convened at the Datu Dizal Cultural Center in Lamitan City in Basilan province to celebrate this year’s National Science and Technology Week (NSTW ). Secretary Myra Mangkabung of the region’s Science and Technology department with Lamitan City Mayor Rose Furigay and Vice Mayor Roderick Furigay spearheaded the event held last week. Harnessing the theme, ‘Juan Science, One Nation,’ the NSTW celebration highlights the significant contributions of S&T to national development and conferring recognition and appreciation to outstanding scientists, researchers, inventors and institutions. The NSTW is celebrated every third week of July through Proclamation No. 169 issued in 1993. It aims at recognizing the contribution of science and technology in

the development of the country and get support from the public and private institutions for its sustainable development. “The annual celebration of the NSTW is the premier event of the science community. It is celebrated since the 1950s and the various events – like forum and exhibits – are the perfect venues for technology developers and inventors, as well as S&T service providers and clients, to interact and pursue potential opportunities,” Sec. Mangkabung said. The celebration, she added, is designed to optimize every opportunity to make S&T a way of life for all Filipinos. She also encouraged the participants to focus on inventions that will support the campaign of the regional government in poverty alleviation. The gains and strides of S&T in the fields of science, engineering, mathematics and other technical disciplines, she said, will let the people understand its vital role in improving the people’s quality of life, protecting the environment, and

Lorenzo Reyes of the Mindanao State University (MSU) of Tawi-Tawi signed a memorandum of agreement for the establishment of a food innovation center. Sec. Mangkabung said the innovation center, located at MSU Tawi-Tawi College of Technology and Oceanography, is a facility aimed at producing value-added agricultural and fishery food products by becoming the hub for innovation and technical support services for food processing industry in the ARMM. “Scientific concept and ideas, invention, phototyping and patenting must be supported to encourage a generation of new knowledge and discoveries. GSIS reduces documentary requirements for retirement process CEBU - The Government Service Insurance System said those who are set to retire from the civil service will no longer face a tedious process of submitting a number of documents to be able to process their claims for retirement benefits. Vilma Fuentes, branch manager of GSIS-Cebu, said imminent retirees should notify their office one to three months in advance before their scheduled retirement and reconcile their records to avoid hitches by the time of application. Fuentes said they have already reduced the number of documentary requirements needed in filing for retirement claims two years ago. “What we only require are two documents which are the filled-up application form and the Declaration of No Pending Case certificate duly notarized or sign by the head of the agency,” said Fuentes during a recent forum of the Association of Government Information Officers- Philippine Information Agency that highlighted the priority programs and services of the state pension fund. Fuentes said even before the president’s call, GSIS has already implemented reforms to ensure that its members are not given a difficult time in processing their retirement benefits. Unlike in previous years, GSIS required clearance from the Civil Service Commission and the Ombudsman as well as an admin clearance from the agency as part of the requirements for submission in processing retirement benefits. “We are easing the requirements for the benefit of the members so they can immediately enjoy their retirement benefits,” said Fuentes. As for loan privileges, Fuentes said the processing time usually takes only one to two days, which is lesser than the required period of the President. But for the retirement process, Fuentes said this is given a 90-day maximum period to resolve a pending case if the member faces one. And if the case is not

resolve within 90 days, Fuentes said the agency is duty bound to release the retirement benefits of the member. “Without a verdict and as required under RA 10154, we need to release immediately the retirement benefits of the member after the 90-day period has lapsed,” said Fuentes. RA 10154 passed in 2010 is an Act requiring all concerned government agencies to ensure the early release of the retirement pay, pension, gratuities and other benefits of retiring government employees. Fuentes, however, said that a member who already received his retirement benefits and later found guilty is required to return the money. Failure to return the full amount of retirement benefits received would incur interest while the case would then be elevated to the GSIS Legal Division in Manila, said Fuentes. Death of the member, on the other hand, will not remove the obligation to return the money by the surviving spouse or heir, said Fuentes. (Fayette C. Riñen)
