Anti-insurgency campaign traps thousands of villagers DAVAO CITY – Thousands of villagers were trapped in at least 3 towns in the southern Philippine province of Compostela Valley where security forces launched a massive assault on communist rebels, human rights group Karapatan said.

It said at least 1000 families were affected by the military operations which began last week and that three farmers had been shot and killed by soldiers in Monkayo town on suspicion they were members of the New People’s Army.

Troops from the army’s 69th and 71st Infantry Battalion also imposed a food blockade the towns of Maragusan and New Bataan, including Monkayo; and harassed villagers. Continue on page 2

Traffic violations unabated in Zamboanga City HUNDREDS or perhaps thousands of commuters in Zamboanga City continue to be at the mercy of abusive and undisciplined drivers of public jeeps and tr icycles, and even commuter vans. The safety and welfare of passengers are always at risk due to overloaded jeeps. Just last week, a woman was killed and more than two dozen others injured when their overloaded jeep rammed a tree and overturned on a village in Zamboanga City. The 41-year old

driver, Wilfred Francisco, was among the injured mostly students - when the jeep’s break system failed while on a downhill road in Cabatangan village. Police said the jeep was overloaded with passengers clinging on its rear when the accident occurred. Francisco is facing criminal charges for the death of the passenger and injuries to others. The vehicle was carrying about 30 passengers, way above its seating capacity of 14 people, according to one of the injured victim. Continue to page 5

Troops killed in NPA attacks in Mindanao DAVAO CITY – Fighting erupted in southern Philippines between military forces and communist rebels and leaving about a dozen casualties as troops continue to hunt down members of the New People’s Army in the troubled region. Rigoberto Sanchez, a rebel spokesman, said 8 government soldiers were killed and three more wounded in separate clashes last week in Monkayo town in Compostela Valley province. He said rebel forces also seized at least 6 automatic weapons from the slain soldiers, who were members of the 25th Infantry Battalion. “The NPA's punitive action is a just reprisal in the face of atrocities committed by the 25th Infantry Battalion combat soldiers such as ransacking of civilian houses and farms, mauling and intimidation of peasants and Lumads in Monkayo town since June.” “In fact, the notorious army unit had not reduced the intensity of its combat-

intelligence-psychological warfare operations in the communities during President Rodrigo Duterte's short-lived unilateral ceasefire,” Sanchez said. He said rebel forces in Mindanao were ordered to remain in heightened alert and continue its assault on government troops, particularly those who are operating in civilian communities and “pursue revolutionary justice for the basic masses who are victims of repression and fascist abuses.” On Friday, rebels also killed a member of the army’s 1st Special Forces Battalion in fierce clashes in the village of Lilingayon in Bukidnon’s Valencia City, according to the military’s Eastern Mindanao Command. Major Ezra Balagtey, a regional army spokesman, said troops were sent to the village where rebels had been collecting money and food from residents. He said soldiers caught up with the insurgents and a firefight erupted and lasted for 2 hours. He did not say if there

were enemy casualties, but added troops managed to recover two AK-47 automatic rifles, two M653 rifles and five M-16 automatic rifles and munitions, including an improvised explosive and transceiver radios left behind by rebels. “The report of civilians that led to the incident is a reminder on the part of the lawless armed group that they are not welcome in the communities. That the peace-loving populace do not support armed struggle is enough reason for the NPA to heed the President's call, lay down their arms and abandon armed struggle for lasting peace and inclusive development,” Balagtey said. The NPA has been fighting to overthrow the democratic government for decades now in an effort to put up its own Maoist state in the country. Manila has reopened peace talks with communist leaders and both sides are expected to resume formal negotiations in Oslo, Norway this month. (With a report from Malou Cablinda)

Duterte visits troops in Zamboanga, tells ‘em his woes PAGADIAN CITY – President Duterte inspected troops at a major army base in southern Philippines and spoke to troops and telling them his rhetoric woes – from critics of his anti-drug campaign to threats of terrorism and the Islamic State in Iraq and Syria. Duterte, accompanied by Defense Chief Delfin Lorenzana and Armed Forces Chief General Ricardo Visaya, spoke to soldiers at the 1st Infantry Division in Zamboanga del Sur’s Labangan town during a recent visit. “I am making the rounds (in military camps) so that I will be able to have a good grasp (of the situation). Iba ang makita ko ang kampo ninyo, I like to meet you,” Duterte said. He told soldiers about the government’s peace talks with the communist rebel group New People’s Army and Moro National Liberation Front and rival Moro Islamic Liberation Front, and his war on illegal drugs and terrorists. “Itong bansa natin hindi nakatikim ng kapayapaan, lahat walang

He also told soldiers that he wanted to personally see their situation and promised to uplift their welfare and provided them additional benefits. But Duterte jumped from one topic to another and ending up telling the soldiers the same things about his

priority and reforms in governance – from the bidding process to the party-list system he wanted to abolish and his spat with Chief Justice Maria Lourdes Sereno who criticized him for naming judges – some of them dead already – as allegedly involved in the illegal drug trade. Duterte again criticized Jose Maria Sison, founder of the Communist party of the Philippines, for the continued use of landmines by rebels that according to the President was illegal. Sison, who previously called Duterte a “bully” and “loudmouth”, urged NPA rebels to continue using “command-detonated” explosives against government forces, saying, such type of landmine is allowed under the Geneva Convention. “Makarinig pa ako kahit isa na may isang sundalo sa AFP (Armed Forces of the Philippines) na masugatan, then forget the peace talks,” Duterte said. First Metro confident on Philippine economy FIRST METRO Investment Corporation said it is confident the Philippine economy will maintain its steady growth until the end of the year and that the country is expected to continue its rapid growth. It said the Philippines’ gross domestic product or GDP is projected to expand at 6.5-7% on grounds of strong economic fundamentals, heightened election-related spending, increased domestic demand that is now investment-led, coupled with steady consumer spending from money poured in by overseas Filipino workers (OFW) and business process outsourcing sector, as well as stronger government spending, and the overall high optimism for the new leadership of President Rodrigo Duterte. “We remain optimistic on the performance of the Philippine economy for the rest of the year. With the anticipated 6.5-7% GDP growth, the country is expected to continue its rapid growth, outperform its regional peers and weather any further global economic and financial market headwinds. The country’s fiscal position remains healthy and the

monetary policy, that is supportive of growth, is seen to persist even after the change in government leadership,” said First Metro president Rabboni Francis Arjonillo in a statement sent to the regional newspaper Mindanao Examiner. In the same statement, First Metro Investment Corporation, the investment banking arm of the Metrobank Group, said inflation is seen to average around 2-2.2% due to the slight recovery of oil prices and the effects of El Niño. And the growth of OFW remittances will continue to be tempered by the impact of low oil prices, particularly in the Middle East, but will maintain a positive growth of around 2-4%, and that exports are seen to improve marginally at 2-5% but may continue to reel due to weak global economy. It said imports are expected to grow 7-10% this year driven by robust domestic consumption and investment demand. The peso will be trading between 46.50 and 47.50 against the greenback, slightly stronger than the start of the year projection of 48-49, as a result of robust investment inflows.

Bond yields are also projected to stay at the current levels due to high domestic liquidity. Nonetheless, volatility is expected to persist due to uncertainties brought about by global events (i.e. Brexit, possible China hard landing): 5-year at 2.693.09%, 10-year at 3.13-3.53%, and 25-year at 4.16-4.56%. It added that infrastructure spending will remain at 4.5-5% on expectation of smooth and faster implementation of PPP projects and other public infrastructure. In equities, the market may challenge its previous all-time high of 8,127 (achieved in April of last year) towards yearend, buoyed by the strong momentum of foreign flows, increased investors’ confidence in the sound fundamentals of the domestic economy and clear political mandate of the Duterte administration. The policy pronouncements of the Duterte administration have been so far market-friendly and ensure policy continuity. Traffic violations unabated in Zamboanga City Continued fr om page 1 from Last year, a 50-year old teacher Sophia Dimawala was also killed and 19 others injured after the van they were riding overturned in the village of Caragasan in Zamboanga City. Police said the was travelling over 100 kilometers per hour when the driver – Bashir Salahiron – lost control of the wheel while trying to avoid a headon collision with a motorcycle.

The van, carrying more than a dozen passengers, was heading to Ayala village in the west coast, and two passengers, who previously rode with Salahiron, said the driver was reckless and that many times nearly or had hit other vehicles while plying the same route. Also last year, a speeding passenger jeep rammed a concrete pole on the highway before rolling over on its side and killing the 30-year

old Romualdo Apolinario and injured over a dozen more, many sitting on the roof. The jeep’s driver Jan Michael Fabian said he avoided a collision with a motorcycle and lost control of the wheel. The motorcycle driver, a student of the Western Mindanao State University, said the jeep clipped his bike before ramming the pole. Zamboanga City has

one of the most ineffective traffic management in the region where police authorities and local government, including the Land Transportation Office, ignored serious violations of traffic rules by passenger jeeps and van drivers. Many commuter jeeps take passengers and allow them to sit on the roof and often are overloaded. Many transport vehicles plying the east coast

villages also take passengers more than the capacity of their jeeps, but nothing has been done by the traffic police and traffic personnel from City Hall about this violation. Traffic violations remain unabated in Zamboanga – from illegal parking to overloaded jeeps and mini-buses – to abusive drivers. Despite the violations, traffic policemen and traffic enforcers from the lo-

cal government failed to address the worsening situation here. The Land Transportation Office in Western Mindanao said it would launch a massive campaign against overloaded passenger vehicles in Zamboanga in an effort to curb the rampant violations of the law and to protect the riding public from grave dangers, but this did not materialize. President Calls US Envoy Gay, annoying! PHILIPPINE President Rodrigo Duterte has reportedly called the U.S. ambassador to the Philippines Philip Goldberg “son of a bitch” and “gay.” This was the latest in the spat between the Philippine’s chief executive and the American envoy after Goldberg issued a statement denouncing Duterte’s joke about a rape case that happened 20 years

ago. Goldberg’s statement irked Duterte, which triggered the animosity between the two. After four soldiers were killed by a communist troop in the southern part of the Philippines over the weekend, Duterte singled out Goldberg and commented about the U.S. envoy. Duterte’s remarks directed against Goldberg has been omitted from the offi-

cial statement issued by the Palace communication officials. But videos showing Duterte’s remarks against Goldberg were uploaded on YouTube, as reported by the Business Standard. “I am pissed with him. He meddled during the election, giving statements here and there. He was not supposed to do that,” Duterte was quoted as saying by the Business Standard.

The president said that the outgoing ambassador has no business to issue such statement, especially during the campaign period. Duterte won the May 9 elections in a landslide, with more than 6 million margin from his closest rival, previo u s administration-anointed bet, Mar Roxas. But it was not the first occasion the 60-year-old multi-term and senior envoy found himself in a bad light. Before earning the ire of the Philippine president, Goldberg was evicted and replaced from his previous assignment when Bolivian President Evo Morales accused him of causing political unrest, the Telegraph reported. “Without fear of the empire, I declare Mr Goldberg, the US ambassador, ‘persona non grata. OneP lus 3 nePlus The third model in the OnePlus flagship series, the OnePlus 3 was launched on June 14, 2016. It ditched the invite system that generated a lot of buzz for previous models but mostly served to annoy customers. This device ushered in a new era for OnePlus and demonstrated a newfound maturity in the Android market. The thing that stood out the most for us was the performance of the OnePlus 3. It comes with a quad-core Snapdragon 820 backed with 6 GB of RAM. This device outdid every phone we have in the office with an AnTuTu benchmark of 140,573. If you’re looking for a Chinese phone that performs well then this is your best bet. The performance was not the only part of the phone that impressed us. The design is minimalist and in the same class as the Galaxy S7. And although the display was not as good as we had hoped, OnePlus made up for it with a quality camera. And the value cannot be beaten. Huaw ei P9 uawei The fourth model of the Huawei P series is dubbed the 'Pocket DSLR'. That's because the company partnered with German camera manufacturer Leica to make a device focused around photo capabilities. The smartphone has a dual camera system with two rear cameras. Despite having a better camera and taking higher quality photos the device is still priced under its competitors. It's not a cheap Chinese phone but in general is not expensive at $559. manufacturers, Huawei has a strong presence in the US. The Huawei P9 comes with Android Marshmallow right out of the box. The HiSilicon Kirin 955 chipset is backed up with 3 GB RAM. The device has an internal memory capacity of 32 GB and can be expanded with the microSD capabilities. The phone runs on a 3,000 mAh battery. Xiaomi M Mii 5 and M Mii 5 Pr o Xiaomi made a big splash at MWC 2016 with its new flagship Mi 5 series. These long awaited devices are currently confirmed for the Indian and Chinese markets but Xiaomi's Global VP said in an inter view that Xiaomi has "other markets on their radar screen." ARMM condemns discrimination vs. Muslims in Urdaneta City COTABATO CITY – Governor Mujiv Hataman of the Muslim autonomous region in Mindanao condemned the reported prejudiced against fellow Muslims in Pangasinan’s Urdaneta City following reports that Mayor Amadeo Perez IV allegedly ordered their eviction. The August 8 report, written by Jaime Aquino, was published by The Manila Times and this drew various reactions from Muslims in the Philippines. “We would like to believe that this isn't true, because this is nothing, but discrimination. In this day and age, it is unthinkable that there are local government officials who would rather take action based on prejudice instead of evidence, and would blindly uproot families from their homes rather than address the root of criminality itself.” “We strongly condemn mindless acts that are clearly prejudiced against our Muslim brothers and sisters, especially when these violate their constitutionally protected and fundamental human rights, including their right to life and liberty, to be secure in their persons, and to freely practice their religion as Filipinos of faith,” Hataman said. The news report also mentioned that the Sangguniang Panlungsod has been requested to enact

an urgent ordinance stopping the entry of Muslims in Urdaneta after some of them had been linked to illegal drugs. “We understand that the government is working hard at every level and is doing everything that is necessary to rid the country of the drug problem, but this does not give any official the license to abuse his authority and go beyond the rule of law, not to mention the bounds of reason and common sense, especially when it leads to human rights violations,” Hataman said. He invited local government officials of Urdaneta for a dialogue and said this will be coordinated with the National Commission on Muslim Filipinos to ensure that Muslims will not be treated like criminals simply because of their faith, and that they will not be treated unfairly at any point during the course of the national and local government's campaign against illegal drugs. “From here on, should there be any other report of similar incidents during the conduct of the ongoing anti-illegal drug campaign; we call on all Muslim leaders to express their dissent when the rights of our brothers and sisters are violated and to stand together with the people in the face of oppression.” “Here in the ARMM, the

regional government safeguards the rights of every Filipino regardless of his affiliation, religious or otherwise. This is done with full knowledge of the state's responsibility as the primary duty bearer when it comes to the fulfillment of human rights, especially when it comes to the rights of the marginalized. We expect no less from our fellow leaders who were elected and took the same oath of office that we in Muslim Mindanao took -one that binds us in service of every Filipino,” Hataman said. Perez has strongly denied the news reports and said he was never interviewed by Aquino, adding he has consulted his lawyers and studying legal options against the writer and The Manila Times. In the latest news article by The Manila, Aquino reported that Perez allegedly backtracked from his earlier order evicting all Muslims from Urdaneta and instead said his order covered only 10 drug-affected villages. It said Perez’ turnaround came during a meeting with Rep. Makmod Mending Jr. of Anak Mindanao party-list. The mayor allegedly told Mending that his standing order was only for residents in a Muslim compound in Camantiles village that sits on a lot owned by the Perez family. Soldiers, cops to get best weapons CEBU CITY - President Duterte said the government would purchase more weapons and military tools to strengthen the country’s defense against terrorism. He said the police and military will have the best quality firearms, adding the country may buy weapons from Israel and through negotiated purchase. “If there’s a question of quality then that is an issue for me. The President assured the country will purchase intelligence apparatus like drones at the right time. Cebu mayor loses control over cops

CEBU – The National Police Commission has stripped the police power of Cebu City Mayor Tomas Osmeña after the politician recalled dozens of firearms and patrol vehicles he provided the local police force as support to law enforcement operations.

The mayor also announced he was cutting off the allowance of policemen after complaining that the Philippine National Police had replaced Cebu police chief Senior Superintendent Benjamin Santos without informing him or prior consultation.

Osmeña felt insulted by the action of the PNP in replacing Santos. Local government executives may select their police chief under the Local Government Code. The police commission issued the en banc resolution withdrawing the mayor’s deputation.
