MARAWI CITY – The Islamic State in Syria and Iraq (ISIS) has claimed responsibility for the daring raid on the provincial jail here that freed 30 prisoners, including 8 members and their wives. “Fighters from Islamic

Philippines lost P101.82B to anomalies under Arroyo–COA THE PHILIPPINES lost P101.82 billion through misuse of state funds and assets during the latter years of graft-tainted expresident Gloria Arroyo’s rule, government auditors said. The Commission on Audit highlighted anomalies that mostly occurred in the 20072009 period in its investigation of more than 61,000 government

agencies last year. “Most audit findings categorically indicate pecuniary loss on the part of the government, as a result of violations of law, rules and regulations,” said the report, first posted on its website Saturday. More than 4,000 cases of unauthorized expenses, unaccounted for cash advances, uncollected duties, fictitious claims, missing assets, or aban-

doned projects, cost the government P101.82 billion ($2.46 billion), it said. The total is equivalent to 5.6 percent of the countr y’s budget this year. Its conditional cash transfer program, where poor families get monthly stipends in exchange for keeping their children in school, could not account for P3.77 billion. Continue on page 2

But Duterte said he spoke with Misuari - who is currently in hiding in Sulu after authorities implicated him in deadly attacks by his followers in Zamboanga City in 2013 - wanted to meet with him in Malaysia and resume the peace talks with the government on the condition that the meeting would be brokered by the Organization of Islamic Cooperation (OIC) to which the MNLF is a regular observer in the influential body. Security forces arrested the jihadists on August 22 after stopping their van at a road block in Lumbayanague town near the town of Butig while attempting to transport improvised explosives and weapons. They also admitted during interrogation that they were on a mission to bomb civilian targets in the cities of Iligan and Cagayan de Oro. Both KIM and Maute group pledged allegiance to the ISIS. Chief state auditor Grace Tan said in a letter sent to Manila newspapers that the audit covered

items mostly relating to accounts prior to 2010, when Aquino was elected to office on an anti-corruption platform. “Pecuniary loss does not necessarily result from graft, and it is only the courts that can make judgement of graft,” Tan said. Aquino has asked a special anti-graft prosecutor to file criminal charges against people deemed responsible for 744 of the cases, the auditors said. The other cases are under investigation. Arroyo was arrested and detained at a military hospital in Manila on Thursday after allegedly diverting P366 million in

state lottery funds meant for charity programs into her election campaign kitty. After being president for nearly 10 years, Arroyo was initially charged in November last year with vote fraud for allegedly conspiring to rig the 2007 senatorial elections, but later posted bail. Her spokesmen did not reply to Agence France-Presse’s requests for comment. ARMM holds ports management authority summit TO INCREASE the efficiency and the capacity of port terminals in the Autonomous Region in Muslim Mindanao (ARMM), the Regional Ports Management Authority (RPMA) conducted a ports management summit in Zamboanga City last week. With the theme ‘Collaboration and Information Sharing as Key Factors to Promote Development Initiatives in ARMM Ports,’ this year’s summit is a maiden flagship initiative of the RPMA-ARMM. Ersan Imban Warad, general manager of RPMAARMM, said the conduct of the summit was aimed at soliciting diverse regional platforms from various investors, port operators, stakeholders and port users to explore potential business opportunities, discuss management strategies and development initiatives in the ports sector. Arthur Nogas, harbor master of the Philippine Ports Authority-Zamboanga City and one of the presenters during the summit, discussed the best practices on ports management and operation that may be applied in the region. Engr. Jun Macalawan, supervising investment specialist of the Regional Board of Investments-ARMM, meanwhile, tackled the investment opportunities in the region. As of August this year, the authority generated P5.7 million income from its seaport operations. “As we move forward, we

will continue our efforts on information sharing and collaboration with our clients. The reforms we implement in our ports are only as good as their continued engagement,” Gov. Hataman added. During the summit, the authority distributed equipment for the various base and sub-ports in Jolo and Siasi in Sulu; Bongao, Mapun, Sitangkai and Sibutu in Tawi-Tawi; and Lamitan City and Maluso in Basilan. The participants confirmed their solid commitment in achieving the vision of the regional government based on safe, reliable ports facilities and secure sea transportation, protection of the maritime environments and the promotion of the rules of national and international maritime law. “We are continuously working to develop safe, integrated and sustained seaports network in the ARMM,” Warad said. Toxic chemicals found in toys

DAVAO CITY – Some toys that are designed to exercise the mind may contain toxic chemicals from recycled electronic waste, which can damage the central nervous system and reduce children’s intellectual capacity. The EcoWaste Coalition, a watch group on chemicals and wastes, aired this observation following the announcement of the results of a global survey on toxic chemicals in brain toys at a scientific conference on persistent organic pollutants (POPs) in Firenze, Italy. The study, undertaken by IPEN (a global civil society network promoting safe chemicals policies and practices) and Arnika (an environmental organization in the Czech Republic) showed that samples of Rubik’s Cube-like toys from 16 countries, including the Philippines, contained toxic polybrominated diphenyl ethers (PBDEs) called OctaBDE and/or DecaBDE. Both OctaBDE and DecaBDE are brominated flame retardant chemicals primarily used in plastic casings of electronic products. These chemicals are known to disrupt human hormone systems, adversely impacting the development of the nervous system and children’s intelligence. Four of the 10 samples of Rubik's Cube-like toys imported from China that the EcoWaste Coalition bought from retailers in Manila and shipped to the Czech Republic for labora-

tory analysis were found to contain significant levels of OctaBDE and/or DecaBDE. One of the samples from the Philippines tested with the highest concentration of OctaBDE among 47 samples from 16 countries, including European Union, Eastern European and Southeast Asian countries. Out of the 41 samples of puzzle cubes and six additional samples (thermo cup, hair clip, hand band, finger skateboard, toy robot and hockey stick), 40 samples (85%) contained OctaBDE at concentrations ranging from 1 to 108 parts per million (ppm), while 42 samples (89%) contained DecaBDE, a toxic chemical commonly found in electronic waste, between 1 to 293 ppm. OctaBDE is already banned under the Stockholm Convention on POPs, an international chemical treaty ratified by the Philippine government in 2004, while Deca BDE is expected to be banned when the POPs Review Committee meets in September 2016. “Puzzle toys similar to Rubik’s Cubes are supposed to promote children’s intelligence, but the presence of brominated flame retardants from recycled e-waste creates the quite the opposite impact on children who play with them. Recycling ewaste can save resources and energy, but it must be done in a way that does not put banned toxic substances back into

commerce, which can threaten human health and the environment,“ explained Jitka Strakova, Coordinator of the survey from Arnika. “Our discovery of banned chemicals from ewaste in common consumer products such as toys is probably just the tip of the iceberg. Considering the inadequate chemical safety regulations in place, it is likely that these toxic substances are being recycled into a range of products that consumers are not aware of,“ said Thony Dizon, Coordinator of the EcoWaste Coalition’s Project Protect. “For the health of our children and workers, we urge our policy makers to grant no recycling exemption for POPs such OctaBDE and DecaBDE. This dirty recycling, which often takes place in low and middle income countries, is spreading poisons in recycling sites, in our homes and in our bodies,“ he further said. In 2009, the Stockholm Convention listed PentaBDE and OctaBDE for global elimination, but the treaty still permits the recycling of materials containing these toxic chemicals until 2030. “As long as we allow the recycling exemptions, we will be unable to control the flow of these dangerous flame retardants,“ said Joe DiGangi, Senior Science and Technical Advisor of IPEN. The 18-year old Oliver Iturralde and his companions are facing drug charges after policemen seized 8 sachets of crystal meth or shabu from their motorcycle recently.

The drugs were also presented by the police to Mayor Beng Climaco, who passed by the village of Divisoria. Climaco, apparently unaware that one of those arrested is Iturralde’s son, congratulated the policemen and even posted the photos in her Facebook account and wrote this message: “PNP Station 5 with Bgy. TECH TIPS: Android phones in 2016 IT’S ALREADY been a great year for Android. The OnePlus 3 proved once again that you don't need to break the bank to buy a good phone and the Samsung Galaxy S7 showed us that, well, the premiumtier Android handsets can still be pretty incredible. But more interesting smartphones lie just around the corner; here are some of Android phones in 2016. Nexus S ailfish and N exus Sailfish Nexus Marlin Two of the most hotly anticipated Android smartphones of the year are still to come. In September, it's expected that we will see the release of the Nexus Sailfish and the Nexus Marlin, the new Google flagships. Last year, Google partnered with LG on the Nexus 5X and Huawei for the Nexus 6P – this time, all signs indicate that HTC is in the driver's seat. Unlike the aforementioned 5X and 6P, 2016's Nexus phones are expected to house mostly the same specs as each other, with the major difference being the display size and resolution. Rumors suggest the Nexus Marlin will house a 5.5-inch QHD display, with a metal frame, while the Nexus Sailfish would house a 5.2-inch Full-HD display, with a plastic frame. Battery capacities are also likely to differ between the two. Beyond those, speculation suggests the other specs would be the same across both devices: a Snapdragon 820 or 821 processor, 4 GB of RAM, 13 MP rear camera, 8 MP frontfacing camera and 32 GB of storage on the base models. The major selling point of Nexus phones is, ostensibly, the early chance to take the latest version of stock Android for a ride. In this case, that would be Android 7.0 Nougat. These devices may be only weeks away and thanks to the (almost) 'same specs, different size', approach, they could both prove equally popular. Approximate release date: September 2016 Xiaomi R edmi 4 and M Redmi Mii Note 2 Xiaomi has made a name for itself by making solid Android products that undercut the price of competing phones with similar specs. The brand is wildly popular in China but is yet to make a splash in the US – not least because of copyright concerns. Its Redmi series is

known for its low-cost handsets and impressive specs. The Redmi 4 is expected to arrive rocking Android 6.0 Marshmallow, a 5-inch 1080p screen, 2 GB of RAM, and 16 GB of internal storage space. Speculation suggests this would cost the Chinese equivalent of about $105. Xiaomi's pricing is nothing if not aggressive. The Redmi 4 is rumored to launch in August, with the Mi Note 2, the latest in its Mi phablet series, said to be coming in September. Said to start around $375, it's rumored that this would be a 5.7inch device with a curved display, similar to the Galaxy Note 7 (which costs upwards of $800). If it can compete with that device, at half the price, it would be stunning. Approximate release date: August-September 2016 Asus Z enfone 3 Zenfone The Zenfone 2 was notable for a number of reasons. With 4 GB of RAM and a low price of admission ($299), it was a cheap and powerful handset. The design was a tad boring, and the display could have been better, but with a 64bit CPU and fast charging, this was a great mid-range offering. Now, just when we thought Asus couldn't get any more outlandish, it has revealed the Zenfone 3 series, which includes a model with 6 GB of RAM and a 6.8-inch phablet. Three variants will be available at launch, the Zenfone 3, Zenfone 3 Deluxe, and Zenfone 3 Ultra, all of which house a FullHD display, fingerprint scanner and metal unibody design. The Deluxe version costs $499 and comes with a Snapdragon 820 processor, 23 MP Sony camera and the aforementioned 6 GB of RAM. By all accounts, it's going to be a powerful flagship. The Zenfone 3 Ultra, on the other hand, costs $479 and includes 4 GB of RAM, in addition to a whopping 4,600 mAh battery and 6.8inch screen. When we first wrote about it, we said that if Asus included a 1080p display on one of the Zenfone 3 models, while keeping the price low, it could be a superb smartphone. At $249, it seems that the standard Zenfone 3 will be just that. Approximate release date: Q3 2016

Project Tango Project Ara isn't the only new Google phone/ prototype/thing that's set to arrive in 2016. There's also Project Tango, for which Google has teamed up with Lenovo to transform "your smartphone into a magic lens that lets you place digital information on your physical world". OK... What this means is that the Project Tango smartphone is equipped with extra sensors that enable its camera to perceive depth, expanding the opportunities for what app and software developers can achieve with a smartphone. Lenovo hasn't finalized the design yet, but we do know that it will arrive in the summer and will cost less than US$500. Check out some of these Play Store apps to see the kinds of things the technology can be used for. Approximate release date: End of summer 2016 Project Ar a Ara Project Ara won't produce a flagship phone, instead, it will allow you to create a flagship yourself, to your own specifications. The core components of the device – the display, camera, battery, etc – are all interchangeable and can be easily swapped out of the device and upgraded. We've already had a glimpse at some of the capabilities of Project Ara – as well as unique components such as an X-Ray camera module – and the range of design opportunities that it presents are extremely exciting. Consider this: typical smartphone manufacturers must include components that attract as wide a demographic as possible. It's not built for you, it's built for everyone. Project Ara asks: "What are you into? What do you want to see from a smartphone?" and will let you create your own answers. Timplahin ang pag-inom ng Furosemide para maabot ang layunin na 2 litro ng ihi sa isang araw. Puwedeng 2 tableta ng Furosemide ang inumin. 4. Kumain ng 2 o 3 sa-ging bawat araw. Ito’y para mapalitan ang potassium na nawawala sa katawan sa pag-ihi. Alam kong mukhang mahirap ang paggamot ng heart failure. Pero na-pakaraming pasyente na ang napagaling sa ganitong paraan. Huwag mangamba. May pag-asa pa kahit mahina ang inyong puso. Kumunsulta sa doktor.

– 3 bay leaves (laurel leaves) – 1/4 -cup vinegar – 2 cups tomato sauce or 1/2 cup tomato paste

– 1 cup soy sauce – salt & pepper to taste

Displaced Saudi OFWs urged to avail repatriation program CEBU - Labor Secretary Silvestre Bello urged displaced overseas Filipino workers in Saudi Arabia to avail of the government's repatriation program so they can return home sooner. “Pinapakiusapan ko sila na mag-avail ng repatriation para makauwi na sa Pilipinas. Mahirap ang kalagayan nila dito sa Saudi Arabia,” said Bello, who heads a 40-man Philippine Special Mission to Saudi Arabia. According to Bello, the goal is to repatriate the first batch of 2,000 OFWs between August 20 and the first week of September. He said there are OFWs who are hesitant to come home because they

want to ensure that they will be paid their back wages and other monetary claims. However, Bello said that he and the other government officials included in the mission are convincing the OFWs to execute Special Power of Attorney which shall authorize Philippine representatives to follow up their unpaid claims to their former employers. Bello said the only reason that the OFWs will be allowed to extend their stay in Saudi Arabia is if they have managed to secure another job. “Of course, if some were able to get new employment, we will not blame them if they insist

on staying. Choice nila iyon na makapagtrabaho muli,” Bello said. He also assured OFWs, who availed of the voluntary repatriation program, that the Department of Labor and Employment will provide them a package of comprehensive reintegration assistance and services under its Assist WELL Program. The program ensures that returning OFWs who voluntarily sign up for repatriation, or those who are compelled to go home under mandatory repatriation due to crises or emergency situations, are successfully reintegrated in the mainstream of Philippine society.

'Malacañang sa Sugbo' to serve as ‘People’s Palace CEBU - Presidential Assistant for the Visayas, Secretary Michael Lloyd Dino, revealed the re-establishment of the so-called "Malacañang sa Sugbo" which shall serve as the "People’s Palace" in the Visayas region. “The Malacañang sa Sugbo is a place accessible not only to government officials and local government units but most especially to the ordinary masses that want to elevate concerns to our office,” Dino said. Dino said he plans to establish a Presidential Action Center once the Malacañang sa Sugbo officially opens in October. He said this would complement the services of government and "let the people feel connected to

Malacañang" - the official residence of the President. “When we talk about Malacañang, it seems a place that is very inaccessible and out of reach especially to the people in the Visayas. And through our office, we hope to change that by bringing Malacañang closer to the people,” Dino said. Dino said he also plans to place coordinators in the different regions so that people in Visayas could have immediate access to his office and know their concerns. "With coordinators in place, concerns can immediately be brought to my attention and swift actions can then be taken to resolve urgent problems," he said. Dino recently visited

Samar, Tacloban and Bohol provinces and there he found out that there is much to be done, especially in areas with high poverty incidence. He also noted that sometimes "politicking" gets in the way in the delivery of basic services to the people. But the common problems faced by the present administration in the Visayas are still illegal drugs and corruption, he said. Dino said he would try to do all he can to make a difference in the lives of the people, especially the marginalized sectors, as he urged government agencies to do its job and deliver their services with compassion.
