U.S. Troops Must Leave Mindanao NATIONALIST AND LEFTIST groups have praised President Rodrigo Duterte and supported his calls for U.S. troops deployed in the Philippines, particularly in the restive region of Mindanao, to leave the country. Duterte said U.S. soldiers must leave Mindanao where they previously helped trained Filipino troops in fighting terrorism. The president also said that he will pursue an independent foreign policy. “For as long as we stay with America, we will never have peace in that land, might as well give it up,” he said in one of his public statements. Duterte even accused American colonizers in the massacre of hundreds of Muslims in Sulu province, and many more in other areas in Mindanao in the 1900s. In his recent meeting with ASEAN leaders in Laos, Duterte also raised the brutal killings of innocent Muslims in Sulu and even showed photos of the bodies dumped in a crater while American soldiers posed to the camera. “Hinahanap ko yung isa dito. Search on for 3 abducted Sabah fishermen TAWI-TAWI – Manila has ordered security forces to search for 3 crewmen of a trawler who were abdcuted last week by suspected Filipino gunmen in a daring cross-border raid into the rich Malaysian state of Sabah just off the southern Philippine province of Tawi-Tawi. It said 7 armed men on a green speedboat intercepted the boat near the island of Pompom off Semporna town and seized the trio, one of them its skipper. Four other

crew members were left unharmed and reported the incident to their employer. The fishing company immediately reported the abduction to the police, saying the incident occurred recently. No individual or group claimed responsibility for the latest abduction, but Sabah authorities said the gunmen fled towards Tawi-Tawi, one of 5 provinces under the Muslim autonomous region in southern Philippines.

The incident happened just as the Philippine military continues its offensive against the Abu Sayyaf in Sulu and Basilan provinces, also in the autonomous region. It was not immediately known whether the militant group was involved in the abduction, but the Abu Sayyaf is still holding over a dozen hostages that included Malaysian and Indonesian tugboat crewmen, a Norwegian man, a Japanese and Filipinos. Ariel Casilao, has urged Duterte to abrogate the Enhanced Defense Cooperation Agreement (EDCA), the Visiting Forces Agreement (VFA) and the Mutual Defense Treaty with the U.S. He said the mere existence of the partial agreements is contrary to the president’s declaration of an independent foreign policy. “The treaties and agreements with the U.S. do not only violate the national sovereignty and independent foreign policy, it is also unsuitable for the present situation with China’s intrusion in the West Philippine Sea. the region,” Casilao said. He said Duterte’s stancs against the U.S. is reminiscent of the nationalist actions of former senator and statesman Claro Recto, who opposed the unfair impositions of the U.S. through the 1947 Military Bases Agreement, 1951 Mutual Defense Treaty and the Tydings Rehabilitation Act - that gave Americans with equal rights with Filipinos. “It is uplifting to hear that a national leader finally shows a nationalist tendency, a breather from being under a government of U.S. lackeys, one after another,” Casilao said, however, he cautioned Duterte against possible retaliation by Washington on his tirades, citing the role of the Central Intelligence Agency in destabilising foreign governments critical of the American policies. Suppor upportt Benjie Valbuena, of the Alliance of Concerned Teachers, also urged lawmakers to terminate the VFA and push for the immediate pull-out of all U.S. troops in Mindanao. “Now with a president seeking the pull-out of U.S. troops from Mindanao, our sector and the Filipino people in general should fully support him. It is a call by President Duterte himself which reflects his desire for an independent foreign policy which stresses the need for the Philippines to chart is own course and uphold its national interest, free of any foreign dictates and intervention,” he said. “Asserting national sovereignty against U.S. imperialist impositions is a key action that we collectively undertake. ARMM joins Eid’l Adha holiday COTABATO CITY – Governor Mujiv Hataman of the Autonomous Region in Muslim Mindanao joined the millions of Muslims in the Philippines in celebrating the national holiday Eid’l Adha and he called on every body to reflect on the teachings of Islam and to have faith in Allah. Below was Hataman’s Eid’l Adha message to the Muslims: “As Muslims who live true to the values of Islam, we make many sacrifices based on faith — faith in ourselves, faith in others, and faith in Allah. Today we remember Ibrahim’s sacrifice, one that is guided by his faith in Allah. It is an example we aspire to live up to as we celebrate Eid’l Adha. Today, we take pause to remember what Islam means to us as Muslims living in a time where many choose turn a blind eye to our sacrifices and in a world where many

look upon our faith with prejudice. As Muslims, this prejudice is a burden that is familiar to us. We are often persecuted because of our faith, because there are those who sow fear and terror as they claim they are Muslims who follow the path of Islam. Their so-called sacrifices are nothing but self-serving acts of violence; their so-called faith is nothing but a lie. Theirs is the work of the devil and they are a disgrace to the ummah. We need to stand together and unite against these traitors to Islam and the many other evils that try to tear us apart. As the Prophet Muhammad once walked the earth and preached Islam, he himself faced great doubt and persecution. He endured great sacrifices so that he can carry with him the true message of our faith. The challenge now, more than ever, is to be

The Mindanao Examiner 4 FAO expands El Niño response in Mindanao KIDAPAWAN CITY – The United Nation’s Food and Agriculture Organization said it has expanded its El Niño response operations in southern Philippines to provide farm inputs to an additional 5,500 small-scale farming households and improve the resilience of communities in Mindanao. “We have just completed the distribution of certified rice seeds, corn seeds, fertilizer and vegetable seeds in the provinces of Sultan Kudarat, Sarangani, Lanao del Sur and Maguindanao. These inputs will allow them to restart their livelihood activities and grow food for household consumption,” FAO Representative in the Philippines José Luis Fernández said in a statement sent to the regional newspaper Mindanao Examiner. The Department of Agriculture (DA) estimates that in these four provinces, some 101,000 hectares of crop areas were affected by El Niño, resulting in $17.9 million worth of production losses between February 2015 to July 2016. The FAO project, which was mobilized at the request of the DA’s Regional Field Office XII and the Department of Agriculture and Fisheries of the Autonomous Region in Muslim Mindanao (DAFARMM), complements Government efforts to address the impact of El Niño across 16 regions of the Philippines. “We were affected by drought especially because the El Niño was so long and

it happened at the same time as the rat infestation. Many of the farmers here experienced a 30 to 40 percent reduction in yield,” said Rahib Mamaluba, a farmertechnician from Mamasapano town in Maguindanao province. To build the disaster preparedness and climate change adaptation capacities of beneficiary communities, FAO is also conducting training activities on drought management, improved crop production and resilience to climate-stress. This is expected to equip more than 100 DA and local government agricultural technicians and local farmer trainers to replicate the workshops in their respective villages. “This is giving us the courage because even before a calamity strikes, we already have an idea how we should prepare,” said Jalani Pagital, a farmer from Datu Salibo town, also in Maguindanao. In an earlier project that ended in June 2016, FAO also worked closely with DA and DAF-ARMM to provide similar assistance to 5,000 farming and fishing households in Maguindanao and North Cotabato province whose livelihoods were disrupted by a combination of natural and man-made disasters, including displacement due to armed conflict, drought and flooding. Women were also trained in alternative livelihoods such as water hyacinth crafts production, as well as post-harvest and

value-adding techniques that would help them supplement their families’ incomes to fast-track household-level disaster recovery. “Because of the assistance we received and what we have learned from the training, hopefully someday there would no longer be poor farmers in our community,” Rahib added. To date, FAO has assisted a total of 54 300 farming households in Luzon and Mindanao whose livelihoods were affected by drought and strong typhoons associated with El Niño. In addition to FAO internal funding of almost $1 million, the response was also made possible by the $1.6 million combined contributions of the United Nations Central Emergency Response Fund, Belgium – through FAO’s Special Fund for Emergency and Rehabilitation Activities – and reprogramed savings from other FAO emergency response and resilience projects funded by the governments of Ireland, New Zealand and Norway. Under an on-going $3 million-project funded by New Zealand, FAO is set to provide crop, livestock, poultry and fisheries production inputs to an additional 10,475 farming and fishing households in North Cotabato. Communities will also benefit from training in climate-smart practices, disaster preparedness, alternative livelihoods and product value-addition. The delivery of assistance will be phased until October 2017. (Mindanao Examiner)

Zamboanga City institutes malnutrition screening for pregnant, lactating women ZAMBOANGA CITY – The City Health Office has enacted the screening of pregnant and lactating women or PLW for malnutrition in all Zamboanga’s 98 villages. Dr. Rodelin Agbulos, the City Health Officer, through the initiative of the City Nutrition Office, has recently issued Memo Order No. 0916 that paved the way for the enactment of the screening program. The City Health Office is also the first in the country to institute such malnutrition screening for PLW, who are one of the vulnerable groups here given priority by the local government. To be able to determine which subgroup among the PLW need

more nutritional attention, it is necessary to measure these women’s mid-upper arm circumference using a calibrated tape. The women are then classified based on their measurement as normal, nutritionally at r isk, moderately acutely malnourished. PLW comprise about 5.4% of the local population, according to the Department of Health. This translates to 46,537 mothers who need health and nutrition ser vices ranging from prenatal visits, tetanus immunizations, iron and folate or folic acid supplementation, other micronutrient supplementation services, postpar tum checkups, and nutr i-

tional assessment and counseling. The Health Organization of Mindanao, hand-in-hand with the Zamboanga City Health Office, supports the upscale of nutrition interventions in 48 villages and these inter ventions are harnessed towards strengthening actions to achieve a nutritionallysound first 1,000 days of life – from pregnancy to the child’s second year. HOM is in close partnership with the United Nations International Children’s Emergency Fund. It provides humanitarian and developmental assistance to children and mothers in developing countries. ARMM committed to special emergency education recovery program

MAGUINDANAO – The Autonomous Region in Muslim Mindanao (ARMM) through its flagship initiative Humanitarian and Development Action Program (ARMM-HDAP) remains committed in the implementation of special emergency education recovery program (SEERP) in 31 conflict-affected schools in Maguindanao province, officials said. Hadja Bai Taya Aplal, Director II of the region’s Department of Education (DepEd-ARMM) and focal person of the SEERP, said based on the monitoring, assessment, and validation of the regional government’s education cluster, 12,215 students were affected by the conflict brought about by the Mamasapano incident in January 2015. “There are more than 12,000 affected students after the Mamasapano incident, so with the new program of the ARMM, we conducted several activities to help and encourage students to go to school,” Aplal said. The HDAP assessment in January 2016 involving 10,457 students for school year 2015-2016, a total of 5,389 were identified as malnourished and slow learners in 31 schools in Maguindanao division 1. Aplal said her office conducted a series of training and capability building for school principals, teachers, school nurses, guidance councilors, and school plan-

ning officers. Under the SEERP, DepEd conducts psychosocial support services, psychosocial first aid, food supplementation – two snacks and a lunch – and declaring the beneficiary institutions as Salam (Peace) schools. “Through SEERP, students are motivated to go to school. The psychosocial support services alleviate the physical and physiological attributes of the affected students and the community and parents help us too in sustaining the supplementary feeding actvities,” Aplal said. ARMM has allocated P13.2 million for the implementation of the support services education recovery program and special education recovery program. The ARMM-HDAP is a project of the regional government under the Hataman administration. It implements various government initiatives specifically, relief, rehabilitation and reconstruction of both “horizontal” – in reference to school buildings, houses, and health centers – and “vertical” infrastructures – or roads and bridges, and provision of livelihood programs that will promote peace and help the situation in calamity-affected communities specifically in 15 Maguindanao towns. Atty. Laisa Alamia, ARMM Executive Secretary, said HDAP has two major

components: humanitarian and development. She explained that under the humanitarian component, the program provides immediate humanitarian response until such time that the displaced families have returned and recovered from the disaster. The development component covers the rehabilitation and development of the affected areas. The conflict-affected municipalities in Maguindanao are Shariff Aguak, Pagatin (Datu Saudi Ampatuan), Mamasapano, Shariff Saydona Mustapha, Datu Salibo, Talitay, Talayan, Datu Anggal Midtimbang, Guindulungan, Datu Piang, Rajah Buayan, Datu Unsay Ampatuan, Datu Hoffer Ampatuan, Datu Abdullah Sangki and Datu Odin Sinsuat. “We hope that through this (ARMM-HDAP), we will be able to uplift and alleviate the situation of the people in the 2nd district of Maguindanao despite the conflict that is happening right now,” Atty. Alamia said. Secretary Alamia added that the regional government will strictly monitor the implementation of projects under HDAP. “We have a Project Management Office that will look up and monitor project implementation and we expect the different agencies to comply in time and in accordance with plans that have been drafted,” she said. OWWA-ARMM cautions prospective overseas workers on direct hiring COTABATO CITY - The Overseas Workers Welfare Administration (OWWAARMM) in the Autonomous Region in Muslim Mindanao warned prospective overseas workers to avoid so-called "direct hiring" scheme and instead engage with legitimate recruitment agencies to ensure their work documents are processed properly and in accordance with standards set by their employers. Odin Abdula, OWWAARMM’s programs and services division chief, told Aksyon-ARMM – a one-hour radio program of the Bureau of Public Information - that prospective overseas workers should transact only with licensed agencies duly accredited by the Philippine Overseas Employment Administration. This information was relayed following reports of rampant labor violations committed by employers mostly in Saudi Arabia and Kuwait in the Middle East. Abdula said workers hired through legitimate agencies are assured of support as parallel efforts between foreign agencies or employers overseas and that of the government are done to address concerns of deployed workers. The direct hiring scheme, however, limits Philippine overseas labor officers to immediately respond to problems of workers due to the absence of a legitimate agency compounded further by stringent labor laws carried out by the host country. “We usually remind recruitment agencies based in Manila and foreign agencies or employers overseas of

their liability under Republic Act 8042 as amended by Republic Act 10022, otherwise known as the Migrant Workers and Overseas Filipinos Act of 1995,” said Abdula. This law protects and promotes the welfare of migrant workers including their families and provides immediate assistance to overseas Filipinos in distress. Abdula noted that a high number, or up to 90%, of welfare cases involving overseas household service workers from the region covers maltreatment, sexual and physical abuses, as well as underpaid and unpaid salaries. The remaining 10% represents skilled or low-skilled company workers' complaints of illegal termination. Data obtained from OWWA-ARMM showed that from July 1 to 29, 2016, a total of 77 welfare cases involving five male company workers and 72 female household service overseas workers were recorded and attended by the agency. As of August 2016, the number of welfare cases rose to 152 involving 37 male and 115 female workers. The increase in cases filed by male workers is due to the crisis in Saudi Arabia wherein some companies suffered financial setbacks and thus have to resort to retrenchment. There are around 21,700 workers, generally male, affected by crisis, records showed. On cases of repatriation, Abdula stressed that four repatriated workers have sought help from OWWAARMM. As per record, he said, 30 families and 29 workers are to be scheduled for repatriation. These workers

are still in Saudi Arabia working for the release of their unpaid salaries and end-ofservice benefits. For repatriated workers, a P2 billion-fund intended for livelihood under the reintegration program is available, Abdula added. OWWA raised P1 billion while the other P1 billion is from the Land Bank of the Philippines. The fund is covered by a memorandum of agreement wherein the bank manages the fund as OWWA has no capacity to determine the viability of livelihood projects. Stranded overseas workers in Saudi Arabia and those who have been repatriated to the Philippines but have not received their benefits are given cash assistance of 1,590 Rials, or P20,000, while families of workers still at the jobsite are granted P6,000 apart from the scholarship programs offered by the government. Workers planning to work overseas are advised to undergo a pre-orientation seminar offered, the OWWAARMM official said. This can be done online even while their papers are still being processed. “Do not go abroad if not through a legitimate agency. There are agencies whose license to operate are cancelled but still accepting documents for prospective OFWs,” Abdula warned. OWWA-ARMM is also coordinating with local government units for additional resources that could immediately provide other forms of assistance such as scholarship grants to repatriated OFWs. INSTR UCTIONS: INSTRUCTIONS: 1) Preheat oven to 375° F. 2) While preheating the oven, brush butter onto the banana leaves. 3) Line the pans with banana leaves. 4) Beat the eggs. 5) Combine the eggs with butter and coconut milk and mix everything thoroughly. 6) Put rice flour, sticky rice flour, baking powder, and sugar together in bowl and again mix thoroughly. 7) Combine egg and rice mixtures. 8) Pour mixtures equally into the pans. 9) Top the mixtures with salted eggs. 10) Bake for 25 minutes. 11) When the rice cakes are already baked, brush butter onto them. 12) Place the rice cakes in a broiler until they turn slightly brown at the top. 'No extrajudicial killings,' Philippines tells UN CEBU - Ambassador Cecilia Rebong, the Philippines’ Permanent Representative to the United Nations in Geneva, corrected the repor t delivered by the High Commissioner for Human Rights, Zeid Ra’ad Al Hussein, on allegations of extrajudicial killings in the country. Rebong stated that President Rodrigo Duterte has never empowered police officers to “shoot to kill” any individual whom they claim to suspect of drug crimes. "What he (Duterte) said was the police have the right to defend themselves when their lives are endangered when drug suspects violently resist arrest," she said. Delivering the Philippine statement on the second day of the 33rd Session of the Human Rights Council in response to Zeid's report, Rebong emphasized that the ongoing campaign against illegal drugs, which has the overwhelming support of the Filipino public, is “being waged under the leadership and direction of

President Rodrigo Duterte, with a firm adherence to the rule of law, due process, and human rights principles.” She noted that while the President launched an anti-illegal drug war unparalleled in Philippine history for its level of tenacity, the Chief Executive, in his inaugural speech, affirmed in no vague language his respect for human rights and the rule of law. She pointed out that President Duterte has, in fact, urged civil rights organizations to report any killings which are not in accordance with his pronouncements on the anti-illegal drug campaign. The Philippine statement also stressed that the spike in the figures on the killings in the Philippines includes deaths resulting from legitimate police operations, killings carried out by vigilante elements, and drug syndicates undertaking a purge among their ranks. Rebong pointed out that the Philippines denounces and does not resort to extra-judicial or arbitrary executions, and is gravely concer ned about accusations purporting that the administration tolerates such actions.
