By Manny Piñol POVERTY AND government neglect are not alien to me. I grew up in a very poor village in North Cotabato and studied in the public schools which did not even have a library or even just textbooks. But what I saw in Sulu yesterday really shocked
me.
Upon arriving in Jolo..., I held a consultative meeting with Governor Totoh Tan, his father, former governor Sakur Tan, and officials of the province. After that I was led on a tour of several school buildings in Jolo and the nearby areas. What I saw gave me a
deep understanding on why Sulu has a 78% literacy rate, the lowest in the Autonomous Region in Muslim Mindanao (ARMM), a poverty incidence of 61%, and an endless cycle of violence caused by armed groups and the notorious Abu Sayyaf Group. Continue on page 7

Davao City disuades citizens from covering face in public places
DAVAO CITY – The local government of Davao City has urged Muslims to use hijab instead of niqab and burka, and citizens not to wear masks that cover the face, especially in public places, following a deadly terrorist bombing recently that killed 15 people and injured over 70 others. Citizens are also disuaded from wearing sunglasses, hats, balaclava, and face paint, among others that tend to hide their face. Mayor Sarah Carpio, who is also President Rodrigo Duterte’s daughter, said law enforcement authorities recommended the strict security measures after a man, wearing a bonnet and mouth mask, detonated an improvised explosive device at a night market along Roxas Avenue on September 2. Army reports said some P30 million were paid to the Abu Sayyaf and P30 million more for the Indonesian hostages to buy out their liberty. Abu Sayyaf militants also released a Filipino couple, Levy Gonzales – a telecommunication technician working for Power City Corporation – and his pregnant wife Daniela Taruc in the village called Tiptipon in Panglima Sugala town in Sulu, one of 5 provinces under the Autonomous Region in Muslim Mindanao. The couple was spotted late Sunday by a civilian walking in the village and immediately informed authorities upon learning they were freed by the Abu Sayyaf. They were later brought to an army base in Jolo town where Western Mindanao Command officials were quick to say that the release was the result of the on-going military operations against the Abu
Sayyaf, the same claims they made following the release of the Norwegian and Indonesian hostages. It was unknown whether Gonzales’ company or their family paid ransoms to the Abu Sayyaf in exchange for their freedom. The duo was kidnapped in August 6 along with their driver Shariff Julhasan Abirin in Timpook village in Patikul town. There was no information on the fate of Abirin or whether he had been freed or not. The Abu Sayyaf previously demanded P1 million for the safe release of the hostages. Basilan oper ations operations Security forces are also operating against the Abu Sayyaf in Basilan province where troops captured a stronghold of the militant group in the village of Baguindan in Tipo-Tipo town. Governor Mujiv Hataman, of the Autonomous Region in Muslim Mindanao, led the government and military officials in the handover of the Abu Sayyaf camp to civilian authorities and spearheaded a humanitarian and medical mission in the area. Hataman was also
quoted by a television report as saying that foreign members of the Islamic State are being coddled by the Abu Sayyaf in Basilan. He said the foreign jihadists, including a Malaysian and Jamaican bomb experts, were training the Abu Sayyaf in the manufacture of improvised explosives. Speaking to hundreds of residents, Hataman – accompanied by his wife, Representative Djalia Turabin and his deputy governor, Haroun Lucman – called on civilians to support the government’s peace efforts and called for unity in achieving long lasting peace. “It’s about time for this place –Baguindan – to receive various programs and projects from the government. Ang Baguindan ay para sa Baguindan. Nandito kami para protektahan ang mga tao dito,” he said. The town’s mayor, Arcam Istarul, also pledged his support to the military and thanked the soldiers for liberating the village from the Abu Sayyaf. ARMM leads handover of former Basilan Sayyaf camp to civilian authorities BASILAN – Governor Mujiv Hataman of the Autonomous Region in Muslim Mindanao witnessed the turnover ceremony of a village which was previously used as hideout of the Abu Sayyaf following its liberation by the military recently. Hataman said the handover marked the restoration of government authority in a former Abu Sayyaf Group stronghold in the village of Baguindan in Tipo-Tipo town. The military overran the said Abu Sayyaf stronghold following an offensive operation against the notorious group. Lt. Col. Ernest John Jadloc, commander of the 74th Infantry Battalion, said the camp was seized after a month-long operations involving members of the 18th and 64th Infantry Battalions, Scout Rangers, and Special Forces. He said the operations were also meant to bring back government authority and social services in areas overran by the ter-
ror group. Governor Hataman called for unity in achieving long lasting peace as he spoke to hundreds of residents present in the event. “It’s about time for this place (Baguindan) to receive various programs and projects from the government,” Hataman said, as he vowed to pour projects in conflictaffected areas. “Ang Baguindan ay para sa Baguindan. Nandito kami para protektahan ang mga tao dito (Baguindan is for Baguindan. We are here to protect the people),” he added. Mayor Arcam Istarul of Tipo-Tipo town expressed his gratitude to the government and security forces who neutralized the lawless elements in their area. “We will help the people of Baguindan through livelihood projects,” Istarul said. Baguindan’s village chief Bisahari Hantian said: “We want our place to be a peaceful one.” Saida Abubakar, 57, a

These garments include hats, sunglasses, facemasks, mouth masks, burqa, face paint, and other similar things.” “I understand the sentiments of our Muslim sisters with regard to the burqa, may I suggest that you wear the hijab which shows your face or cooperate with the security personnel and show your face if you are wearing the burqa.While it is true that these garments are not disallowed by law, we discourage their use in public places,” Carpio said. The mayor also offered some P3 million bounties for anyone who can help identify the bomber. Authorities have linked the militant group Bangsamoro Islamic Freedom Fighters to the attack, but its spokesman, Abu Misry Mama, strongly denied the accusation. Police and military investigators found fragments of mortar bombs in the area. CIA Communist rebels negotiating peace with Manila have blamed the U.S. Central Intelligence Agency and rightist groups opposed to Duterte’s rule for the daring attack. Siegfried M. Red, a spokesman for the Communist Party of the Philippines, said the CIA instigated the bombing. “The bombing was carried out and masterminded by no other than the world’s greatest terrorist – the US imperialist hegemony which is threatened by the Duterte government’s positive gestures toward the country’s anti-imperialist revolutionary forces and Duterte’s consistent pronouncements against U.S. intervention in Philippine affairs,” Red said in a statement sent to the regional newspaper Mindanao Examiner. “The heinous attack in downtown Davao City, home to Philippine President Rodrigo Duterte, was clearly the handiwork of peace saboteurs, ultra-rightists AFP (Armed Forces of the Philippines) cliques, and big drug lords — all anti-Duterte forces that conspire with U.S. imperialism to subvert the Duterte government. The
September 2 bombing is wrought by the bloody hands of the U.S. war machinery’s black operations,” he added. Red said the attack had the signature of the CIA. “It is hardly coincidental that initial investigations have found similarities on the explosion device used on Friday’s bombing to the explosives found in the wreck of CIA agent Michael Meiring’s hotel room in Davao City and the ones used in the Davao International Airport and the Sasa Wharf bombings in March and April 2003 respectively,” he said. Red was referring to the American national who was wounded in an accidental explosion while assembling improvised bombs at Evergreen Hotel in May 2002. Meiring, who had links with Muslim rebel groups in Mindanao, was rescued by U.S. agents from the Davao Medical Mission Hospital and smuggled out of the country in a private plane. He said: “Duterte himself, has been a witness to how the U.S. terrorist network and its puppet fascist reactionary wreaked havoc in Davao City more than a decade ago. Disgruntled junior officers of the AFP divulged that the US-Arroyo regime masterminded the (previous) bombings that killed 38 and wounded 180 people.” The Abu Sayyaf has claimed responsibility for the bombing, but later on denied as behind the attack. It earlier threatened to attack military and civilian targets and said the Abu Sayyaf will bring the war on Duterte’s soldiers. Red also alleged that the CIA is backing the Abu Sayyaf to stir anti-Muslim sentiments in the Philippines. “A CIA-backed terrorist group was quick to admit its responsibility in the bombing, a scripted rejoinder to sow further enmity against majority of Muslims who want just peace. U.S. imperialism has always employed terror tactics to stir anti-Muslim sentiments and prelude its greater military intervention in countries that challenge its dominance and exploitation,” he said. He said Washington and its rightist and militarist cliques in the Philippines are opposed with Duterte’s peace talks with the communist rebel group New People’s
Army and its allies, the Moro Islamic Liberation Front and Moro National Liberation Front. “Clearly, US imperialism and its rightist and militarist cliques in the country are not happy with how the Duterte government is shaping its pro-peace governance as shown in the great strides in the peace negotiations between the Philippine government and the National Democratic Front, and as demonstrated by Duterte’s peace overtures with the MNLF and MILF,” Red said. He said communist rebel forces are supportive of Duterte’s peace process and ready to fight U.S. intervention and peace saboteurs in the Philippines. “The CPP supports the resounding call of the Filipino people for a just and lasting peace. It is prepared to command the Red fighters and enjoin all revolutionary forces to defend civilians against attacks from US war hawks, peace saboteurs, rabid rightist cliques of the AFP and PNP, and other fascist enemies of the people,” Red said. There was no immediate statement from the U.S. Embassy or the Philippine government on these allegations, but Filipino journalists also received text messages from their cell phones, saying the CIA was behind the bombing to sabotage Duterte’s peace efforts. “Good evening everyone, I do not believe the Davao bombing was ASG (handi)work. May(roon) earlier warnings daw to the younger (Davao City Mayor Sarah Duterte-Carpio and Vice Mayor Paolo) Dutertes. Pag ASG, I am sure di na mag-warning pa. I think there is now a rightist operation aided by the CIA to sabotage PRRD (President Rodrigo Roa Duterte). There might be more (bombings) in the near future,” the message said, which came from an unknown person. Duterte has declared a state of lawless violence in the Philippines following the bombing. And Washington quickly condoled with the families of the victims and offered to assist the Philippines in the investigation into the attack. Liberian tanker held in Philippines after ramming navy ship

(Mindanao Examiner) ZAMBOANGA CITY – A Liberian tanker which collided with the BRP Tarlac, the Philippine Navy’s newest ship, off the southern Filipino port city of Zamboanga, is being held by authorities to determine the cause of the accident. Colonel Edgard Arevalo, a military spokesman, said the collision occurred last week
evening near the naval headquarters where the ship – a landing platform dock – was anchored. He said M/T Tosca, manned by a Filipino captain Dominador Tanguas Jr. and a crew of 21 Filipinos and an Ukranian sailor, was heading to the Port of Bintulu in Sarawak, Malaysia when it hit the right side of the naval ship.
No one was reported injured in the collision, but it left several dents on the BRP Tarlac, according to Arevalo, who said that there is an ongoing investigation into the mishap. “Investigation by the Philippine Coast Guard Station is ongoing to determine the circumstances of the collision,” he said. It was not immediately known whether the naval crew detected the tanker approaching dangerously close to the ship, but the accident only shows that BRP Tarlac – which is being used by the military as a command center for operations against the Abu Sayyaf in Sulu province – could be vulnerable to terror attack at sea. Troops hunt for abductors of Chinese trader PAGADIAN CITY – Government troops were tracking the abductors of a 60-year old Chinese trader who was rescued last week in Sulu province. Officials said soldiers from the 35th Infantry Battalion safely recovered Martina Lyn Yee shortly after she and her six captors landed in the shoreline of Kajatian village in Indanan town. The gunmen allegedly abandoned the woman upon seeing the soldiers. Army Brigadier General Arnel dela Vega said
troops were immediately sent to the village after receiving information on the presence of the armed group and their hostage. “The rescue operation was the result of continuous intelligence build-up immediately after receiving information of the group’s plan to handover said kidnapped victim to Sulu-based Abu Sayyaf group,” Dela Vega said. “Upon arrival of the operating troops, the armed men hastily left and abandoned the said kidnapped victim for fear of
being caught by the pursuing government troops,” he added. He said soldiers also seized the gunmen’s new speed boat fitted with three outboard motors used in transporting Yee, who was kidnapped on September 19 in downtown Sirawai. Police earlier reported that Yee’s name is Christina, whose family owns the Ben Yee store in Sirawai. Dela Vega did not say who were behind the abduction of Yee. (Mindanao Examiner)
DTI, DAR hold skills training on turmeric capsule ILIGAN CITY – The Department of Trade and Industry in Lanao del Norte province conducted a skills upgrading training on the manufacture of turmeric capsule in the town of Sultan Naga Dimaporo. Trade officials said the training was held recently at the Multi-Purpose Cooperative Processing Center in the village of Calube in cooperation with the Department of Agrarian Reform under the Comprehensive Agrarian Reform Program. The goal of the training was to provide upgraded skills and additional employment to encourage those who undertook them to engage more into processed products. A total of 21 people
– five men and 16 women – from the Calube Multi-Purpose Cooperative joined and completed the training. The cooperative is also one of the recipients of the Shared Service Facility of DTI because of their promising performance in making pure turmeric powder which they started in 2014. Sylvia Aguhob, head of the Food Technology Department of Xavier University in Cagayan de Oro City, led the training. She gave a lecture on the proper mixture of making turmeric capsule and other formula. Making turmeric capsule is stricter in terms of cleanliness and sanitation
because it is directly ingested by the body unlike the turmeric tea which requires hot water for consumption. Turmeric capsule formula is usually mixed with coconut oil powder, or freshly ground black pepper for it to be absorbed in the body. Those who participated in the training produced some 355 pieces of 500mg capsules of turmeric. Overall the participants were very satisfied with the training, with 15 participants giving it an outstanding rating. One even commented that they appreciate that this was a hand on training, thereby easier to understand. (DTI and Mindanao Examiner)

The demand for change has never been more resounding. It opened up opportunities for the majority poor and working people to raise concrete proposals and persistently engage the current administration. We, as small organic farmers and rural workers of the Nagkahiusang Maguumang Organiko (NAMAO), an organization of Indigenous Peoples and Christian family-based organic farmers and rural workers in Agusan del Sur and Caraga Region believe that change must be the inclusive peace and development programs that recognize, promote and uphold the key role of the peoples in grassroots communities. We believe that as the people who feed the world, our genuine participation in sustaining the alternative efforts in promoting and advancing ecological, diversified, organic and integrated sustainable agriculture is essential in eliminating massive hun-
ger and poverty that is widely-experienced by people in the world. For two years, we have been a partner of line agencies in the promotion of organic agriculture and peoples’ participation in governance. We have been accredited to the municipal government unit of Sibagat, Agusan del Sur and Caraga regional office of the Department of Labor and Employment and have participated and organized several activities and trainings on organizational and technical capacitation in partnership with Department of Agriculture (Sibagat Municipal and Caraga Regional offices), Kilusang Maralita sa Kanayunan (KILOS KA), Mindanao Peoples’ Peace Movement (MPPM) and other civil society organizations. With our experience, we stand firm on our resolve that, key to Change is the real participation of peoples and communities, reiterating that development framework must give emphasis to organic agriculture, environment and the right to human dignity – sensitive enough to community and peoples’ cultures and traditions. Hence, we appeal to the current President Duterte administration to implement the Organic Agriculture Act (RA 10068), an act providing for the development and promotion of organic agriculture in the Philippines, consistent
to the policy of the State to promote, propagate, develop further and implement the practice of organic agriculture in the Philippines that will cumulatively condition and enrich the fertility of the soil, increase farm productivity, reduce pollution and destruction of the environment, prevent the depletion of natural resources, further protect the health of farmers, consumers, and the general public, and save on imported farm inputs and recognizes and supports the central role of the farmers, indigenous people and other stakeholders at the grassroots in this program. In addition this must be accompanied with sustainable support mechanisms for the practitioners particularly the small farmers and rural workers. TECH TIPS: What To Do If Your Android Phone Won't Turn On: A Check List IF YOU’VE ever asked yourself, ''why won't my phone turn on?'' you're not alone. Even when you're a professional Android tinkerer, things occasionally go beyond your skill level and you find yourself wondering what to do with a phone that won't turn on. So today we'll take a look at a few reasons why your phone won't turn on and how to get it going again. Is it plugged in? Just kidding - but seriously, when was the last time you charged it? Sometimes time flies when you're having fun watching cat videos and the next time you pick your phone up it won't turn on because you've YouTubed it to death. Grab a power supply and make sure you actually have some juice on your phone before we proceed. Remember, sometimes you need to charge for a few minutes before your phone can power itself on. Is it on but the scr een isn't screen on? This is the next possibility, the phone is actually on but the display isn't working. The easiest way to check this is to long press the power button to force it to shut off and then turn it back on. You should hear a boot sound or feel a vibration. This is one of the most common reasons a phone won't turn on. If you've recently dropped your phone or it has gotten wet, you might have some issues. Trying to turn a wet phone on too soon can short circuit your phone and fry it, so if it gets wet, follow our guide on what to do with a waterdamaged phone. If you dropped your phone and it won't turn on, you're going to need to take it in for repair as you most likely have a hardware problem or damaged display. Did it gr adually get buggy gradually and then die? If you started to notice some weirdness, like crashes, restarts or other things that shouldn't happen in the lead-up to your phone no longer turning on, you might just have a software issue that can be fixed by replacing the firmware. First you're going to want to get as much data off as you can and then flash new firmware. We have guides for the popular devices on AndroidPIT to help you out, and you can also try a factory reset to clear up any other problems. If this sounds too complicated, take it in to your carrier store for assistance. Is yyour our batter y bloated or battery leaking? Another rather obvious reason your phone might not turn on is because the battery has simply given up the ghost permanently. This usually happens gradually over

Can Sulu Children Study In These Ruined Buildings? By Manny Piñol Continued fr om page 1 from The Hadji Butu School of Arts and Trades, one of the oldest schools in Sulu where national artist Abdulmari Imao graduated, looked like an abandoned military concentration camp where high school and college students held classes in buildings which were constructed shortly after World War II. I toured the school buildings and I felt weak looking at the ceilings ready to fall on the students and facilities which looked older than me. I also went to an elementary school in downtown Jolo where three to four Tausug and Samal (Badjao) children share one desk and the classroom was

divided into two to accommodate two classes. The classrooms were without ventilation and dark but there was no electric fan or even just a light. Gov. Tan then brought me to a public school in Kulasi Village near Maimbung town and it was another shocking experience as the chairs used by the students were so rusty that they could die of tetanus. What brought about this sad state of education in Sulu? Former Gov. Sakur Tan blames it on the distance of the Province from the Center of Government in Manila and even with the ARMM Regional Government which was established years later.
I have decided that I will no longer bother myself with finding out who is to blame. What is important is that the school system in Sulu must be given immediate assistance. If we fail to do that, we could see more unschool boys joining the Abu Sayyaf as they are indoctrinated by extremist groups and girls not finishing their education and ending up mired in poverty again. Before I left, I assured the teachers that I will report to the President what I saw in the schools of Sulu and upon my return things will definitely change for the better for the children of the province.

Don't smash old television sets, environmentalists warn CEBU - An environmental watch group has cautioned police authorities in Cebu against smashing confiscated video karera televisions and other electronic gambling devices which may contain large quantities of hazardous substances. The safety warning from EcoWaste Coalition followed the recent destruction by the police of at least 102 video karera and slot machines using axes and sledgehammers at the Cebu City Police Office. While lauding the local police for their campaign against illegal gambling activities, the group expressed concern over the presence of hazardous substances in those machines. “We understand that the confiscated television sets are destroyed for good to prevent their reuse for illegal gambling activities, but this should not be in a manner that will scatter the lead and their other hazardous substances, which can endanger human health and the environment,”

said Thony Dizon, coordinator of the EcoWaste Coalition’s Project Protect. He said analog television units that are often used in illegal gambling business contain huge amounts of lead, arsenic, barium, cadmium, chromium, copper and mercury, and flame retardant chemicals. Cadmium, lead and mercury belong to top 10 chemicals of major public health concern. Citing information from the report “Poison PCs and Toxic TVs,” each computer or television display contains an average of 4 to 8 pounds of lead (with the) monitor glass contain(ing) about 20% lead by weight.” When these components are illegally disposed and crushed in landfills, the lead is released into the environment, posing a hazardous legacy for current and future generation. These heavy metals and other hazardous substances found in electronics can contaminate groundwater and pose other environmen-
tal and public health risks. Dizon said instead of breaking the illegal gambling devices with axes and sledgehammers, he urged police authorities to send the seized items to registered hazardous waste treatment, storage and disposal ( TSD) facilities for proper dismantling and recycling in controlled conditions. The Department of Environment and Natural Resources – Environmental Management Bureau has accredited several TSD facilities in the province of Cebu. Dizon warned that the burning, dumping and unsafe recycling of electronic waste can pose ser ious health risks to workers, residents and others due to the release of highly toxic pollutants, including dioxins and flame retardant chemicals that can disperse over long distances and remain in the environment for a long time. DTI warns erring business establishments CEBU - The Department of Trade and Industry has told business owners to give customers exact change to their customers, saying failure to do so is a violation of Republic Act 10909 also known as the “No Shortchanging Act” which aims to protect the welfare of consumers from unscr upulous traders owners who give insufficient change or give

DTI said first time violators of RA 10909 will pay P500 fine and for second offense, business establishment’s license to operate will be suspended for three months plus P15,000 fine. For third offense, establishment’s license to operate will be revoked and pay P25,000 fine. It said consumers must be more vigilant in
exercising their rights and Business establishments must be compliant in all Fair Trade Laws. The RA 10909 is not only applicable to business establishments but also to public transport vehicles, among others.
