Dela Rosa, quoting an initial report from the Criminal Investigation and Detection Group, said Isa and another suspect identified only as
“Wahid”, who is still atlarge, were selling illegal weapons to the Abu Sayyaf and other armed groups in the Autonomous Region in Muslim Mindanao. The weapons were being shipped in private vehicles from Manila to Zamboanga, then to the Abu Sayyaf in the province. Isa also admitted to the police that he ran independently for vice governor in Sulu in the May 2016 elections, but lost. Police said Isa’s gunrunning activities also intensified before the elections. Dela Rosa said some Abu Sayyaf members have travelled to Manila
and joined Isa and Wahid to buy weapons, especially M203 and M14 rifles, and components for explosives and smuggled them to Sulu and Basilan provinces in an effort to strengthen their terror activities and ransom kidnappings. He said Isa, who owns a small garment business, also managed to secure police permits for his 4 guns, but these are likely to be revoked following his arrest. Dela Rosa said Isa is facing criminal charges for violating the Comprehensive Firearms and Ammunition Regulation Act and for illegal possession of explosives. (Mindanao Examiner)

Face To Face With Tausugs: The Long Forgotten People MY DIALOGUE with the people of Sulu in the capital town of Jolo last week was so unlike the other face-to-face meetings I had with farmers and fishermen in other parts of the country. The Tausug farmers and the fishermen were quiet, a complete opposite of my dialogue with farmers in Nueva Ecija where the mood was lively and people queued up for a chance to ask a road project, equipment or seeds and fertiliser from the Dept. of Agriculture. The farmers were to my right and the fishermen were to my left in the small venue where I met them. They seemed to just look at me observing every move I made and understanding every sentence I gave. Tausugs are fierce warriors but their encounters with people coming to the islands, especially the Americans at the turn of the century, were often bloody and deadly. They are friendly but naturally leery of foreign looking faces and strangers from the outside. I was no different and I felt they looked at me as a stranger. It took sometime before I was able to break the wall and it happened when I first apologised for the
years of neglect by government and when I said I was sent by President Duterte to talk to them and ask them what they needed from government. President Duterte won by landslide in the province of Sulu and in Maimbung, the hometown of the family of Gov. Totoh Tan, the Tausugs gave the former Davao City Mayor 90% of the votes. The dialogue became warmer when I promised that I would direct the Bureau of Fisheries and Aquatic Resources (BFAR) to give out 1,000 units of fiberglass fishing boats. They applauded loud and yelled and then they stood up one by one to open up. A village elder said his people was starting to plant rice (Sulu is a net importer of rice and most of the rice supply available is smuggled through the backdoor). He asked me if his village could be given a small rice mill and was apparently surprised with I told him that not only would his village receive a rice mill but also a cultivator and a rice thresher. There was another group which asked for processing facilities for their fruits so these could be turned to high value products like jam.

pressed by the quality of the wooden paddle boats made out of marine plywood but those who received them were very happy. I promised the Tausugs and their leaders that I
would come back and bring more projects from President Duterte. It was a quick visit but I know it was one which would be remembered for a long time because it was one of the rare moments

ARMM’s P12-billion budget hike questioned MANILA – A P12-billion increase in the proposed 2017 budget for the Autonomous Region in Muslim Mindanao (ARMM) has been questioned by Rep. Shernee Tan of Kusug Tausug party-list group.
The autonomous region is asking for a P41-billion budget for next year, from P29 billion for 2016. Tan cited government records showing that only 1.67 percent of the P1.5billion ARMM budget for
building classrooms have been utilized for this year. According to the Department of Public Works and Highways, classrooms in the ARMM have remained unfinished despite a P731-million budget allocated for the
purpose for 2014 and P1.2 billion for 2015. “Where are ARMM’s billions? Much of them are unaccounted for. Sulu, in particular, did not benefit from any infrastructure projects of the local government as school
buildings and roads remain decrepit and unimproved,” Tan said in a statement on Wednesday. “I hope that this will prompt the Ombudsman to investigate the Hataman administration
and file appropriate charges against those responsible for such disservice to the ARMM people,” Tan added. She was referring to ARMM Gov. Mujiv Hataman. (Llanesca T. Panti, The Manila Times)

"Good neighbors" rally behind ARMM budget as it breezes through house plenary

MANILA - Congressmen's support for the 2017 regional budget of the Autonomous Region in Muslim Mindanao was apparent during last week's plenary hearing in the House of Representatives. concerns were raised during the pre-plenary hearing, but the ARMM leadership was already able to respond sufficiently to the said concerns. Lobregat then manifested as a "good neighbor" that he had no more questions for the ARMM. The minority leader, Quezon 3rd District Repre-
sentative Danilo Suarez then moved to end the interpellation for the ARMM budget, which the majority was about to echo. But it was at that point when Kusug Tausug Representative SherneeTan moved to defer the approval of the ARMM budget to "a later date," saying that she needed
answers to her questions regarding the said budget. She carried out her interpellation using questions earlier resolved during the pre-plenary hearing, one that was led and later described by Lanao del Norte's 1st District Representative Mohamad Khalid Dimaporo, vice chairperson for thecommittee of appopriations and sponsor for the ARMM budget in the plenary, as a "very productive meeting" Tan's inquiries included concerns regarding the construction of the Maimbung Municipal Hospital and the arrangements for funding and implementation of the national road construction in Kalinganan Caluang, Sulu. The funds for the Maimbung Munical Hospital were part of the funds logged under the Transition Investment Support Plan which was included in the former administration's Disbursement Acceleration Plan (DAP). The DAP has since been ruled unconstitutional by the Supreme Court which
halted the plan implementation. Meanwhile, the national road construction in Kalingalan Caluang, Sulu is funded by the national Department of Public Works and Highways (DPWH) which coursed the funding through region nine's DPWH (DPWH-IX). DPWH-IX then signed a memorandum of agreement with the DPWH-ARMM who took responsibility for the implementation of the project through its district engineers office in Sulu's 2nd district. These funds were not part of the ARMM budget for 2016. These points, along with others raised by Tan, have been resolved during the pre-plenary where represenatives from the regional agencies and their national counterparts were present as well. The regional Department of Health (DOH-ARMM) also initiated the move to include the suspended portion of the budget for the Maimbung hospital in the proposed
budget of national health department for 2017. The budget for the hospital is now logged under the national DOH's budget and will be implemented as soon as possible. Tan also expressed doubt regarding the ARMM's "absorptive capacity" and questioned if the autonomous regon "can be entrusted to fully and faithfully implement the billions" logged under its regional budget. Dimaporo then offered a quick response, noting that the national Department of Budget and Management ranked ARMM as the second best region in the entire Philippines in terms of absorptive capacity. That was Tan's last question, after which the House of Representatives was finally able to approve the ARMM budget on the third try, after two previous motions to end the budget interpellation. Eyes Invesments In Power, Feed Mills, Poultry In Sulu Continued fr om page 1 from "Yes, we are willing to take the risks just so we could help President Duterte achieve peace and stability in the Southern Philippines, especially in the troubled island of Sulu," the SMC Chairman said in a meeting arranged by Duterte supporter Rolly Macasaet in the corporate board room of San Miguel in Mandaluyong. My meeting with Ang, one of the country's most powerful and influential business executives, came shortly after I arrived from Zamboanga City and a day after I made a quick visit to Jolo, Sulu on orders of President Rody Duterte. On Thursday last week, while I was on a trip to Borongan, Eastern Samar, President Duterte asked me by phone to proceed to Jolo, Sulu to assess the situation in the province and determine what could be done to improve the conditions of the people in the troubled province made notorious by the kidnap group Abu Sayyaf. Sharing with him what I submitted to the President in my report, I pointed out that the people of Sulu are in desperate state. 1. The power supply is very expensive because the island's electric cooperative SULECO uses diesel generator. In fact, a cold storage could not be operated because the power cost is greater than the earnings of preserving the fish catch in the cold storage; 2. The province's public school buildings are in a sad
state of disrepair and school children are cramped in dark and small classrooms with loose ceilings posing constant danger; 3. There is no air transport to the capital city of Jolo from Zamboanga City and the only means of transportation are slow moving boats or only one fast craft ; 4. The hospitals are illequipped to handle major medical concerns with only the Army Station Hospital and the Level 1 Sulu Provincial Hospital equipped to undertake surgeries; 5. Agriculture is in a doldrums with people producing only fruits, copra, seaweeds, cassava, white corn and fish; rice requirement is supplied by smugglers and no efforts have been made to develop rice farming; 6. The province does not even produce enough chicken for its people's consumption and the broiler chicken supply comes from as far as Davao City, General Santos City, Cagayan de Oro and Zamboanga City. Hearing these, the SMC top honcho committed to deliver the following: 1. A power plant capable of producing 20 megawatts for the main island (for the small islands, I will ask the Dept. of Energy to establish solar farms); 2. A fish ball factory to make use of the abundant fish catch of Tausug and Samal (Badjao) fishermen; 3. A feed mill which would absorb the corn and cassava production of the Tausug farmers ( the DA will
supply the tractors and equipment, planting materials and seeds, fertilisers and technology for corn and cassava farming); 4. A poultry contractgrowing scheme where Tausug farmers will be trained in raising broiler chicken which will be bought and processed by San Miguel Corp. into readyto-eat roasted chicken. The SMC chief said he would like to implement the projects before the end of the year. As Secretary of Agriculture, I assured Ramon Ang that the needed support equipment, services and training will be delivered immediately. I met with top officials of the Agricultural Training Institute, a bureau under the DA, and directed them to work out an arrangement with the Hadji Butu School of Arts and Trade for a partnership. The ATI will help in the renovation of the dilapidated school buildings of HBSAT and transform the school into a training ground for tractor operators and mechanics and also for farmers and fishermen. The first step in transforming the troubled province of Sulu into a land of peace and opportunities has been made. It only needs a President who is determine to change the lives of the Filipinos for the better at all cost and by all means. (By Manny PiĂąol. Quezon City for 6,000 copies of Demokrasyang Pambarangay, 22,000 copies of Malakas ang Batang Pilipino, 5,000 copies of Fight Drug Dependency, 8,500 copies of multi-color coated map of the Philippines worth P12,030,000; Dunong Publishing in Parañaque City for 6,857 sets of Easy Learn Day Care Chart with Teacher’s Guide book, 25,238 copies of Easy Learn Day Care Workbook worth P21,999,848 and MBJ Learning Tools in Caloocan City for the 124 sets of information technology package for elementary and high school students amounting to P19,260,806.14. “Flagrant red flags were noted in the procurement such as lack of public bidding; undated and unnumbered procurement documents; absence of contracts, inventory and distribution lists; undue haste in the purchase of goods showing the rigged bidding; and non-compliance with eligibility requirements by the suppliers,” according to the press statement released by the Office of the Ombudsman. According to Ombudsman Morales, “the Office finds probable cause that Misuari and respondents conspired with one another while discharging their official functions, acting with manifest partiality, evident bad faith or gross inexcusable negligence when they conspired to rig the procurement.” Also included as co-accused are former executives of the Department of Education – Autonomous Region in Muslim Mindanao Director Leovigilda Cinches; Supply Officer Sittie Aisa Usman; Accountant Alladin Usi; Chief Accountant Pangalian Maniri; Education Program Specialist Bai Sherilyn Mustapha and Commission on Audit’s Nader Macagaan. The Ombudsman also ordered the filing of charges against suppliers Lolita Sambeli of White Orchids, Cristeta Ramirez of CPR Publishing, Mario Barria of Esteem Enterprises and Ma. ARMM mulls activation of local school boards COTABATO CITY - Officials in the Autonomous Region in Muslim Mindanao said they are determined to harness local school boards (LSBs) in improving the state of education in the ARMM. Alfhadar Pajiji, Department of Education (DepEd) Assistant Regional Secretary for Special Projects, said they recognize the essential role of LSBs in advancing the welfare of public schools in the ARMM. The region is composed of the provinces of Sulu, Maguindanao, Basilan, Tawi-Tawi, and Lanao del Sur, as well as the cities of Marawi and Lamitan. “While the regional government is working at addressing issues in the education sector, the functions of the LSB cannot be underestimated and the need to make these boards functional is a challenge to the department,” he said. Republic Act 7160, or the Local Government Code of 1991, mandates local government officials to work on education sector concerns. Under the law, school boards should be composed of local chief executives, school superintendents and district supervisors, councilors, board members, treasurers, Sangguniang Kabataan chairmen, presidents of par-
ent-teacher associations, and non-academic personnel of schools. The LSB determines the annual supplementary budget needs for the operation and maintenance of public schools within the province, city or municipality, and serves as an advisory committee to the local legislative body on educational matters such as the necessity for, and the use of local appropriations for educational purposes. “Having a strong, efficient and working local school board is the key to meeting effective delivery of education services, such as identification of priority schools to be rehabilitated, and facilities to be constructed,” Pajiji said. The regional DepEd official cited the case of Naga City, which saw a dramatic improvement in its basic education after its then mayor, the late secretary of the Department of the Interior and Local Government Jesse Robredo, activated the city school board. Robredo was among the local chief executives who advocated for the activation of the LSBs to improve education in the country. He noted that “local education governance reforms can be
done” and that “empowered and functional local school boards have both the mandate and legal personality to serve as focal point for these reforms.” Pajiji said regional DepEd is “encouraging local government units throughout the ARMM to help make local school boards more functional. The pressing problems we have on education such as the repair of dilapidated classrooms can be addressed more efficiently if we have active school boards.” ARMM Governor Mujiv Hataman said among the current challenges the region faces is the poor state of education and the regional government is taking various steps to reform and improve

Through its Department of Public Works and Highways, it has built a total of 332 school buildings across the region in 2013 and 2014. Random inspection of ships over 35 years old begins CEBU - In order to ensure the safety of passengers and prevent sea accidents, the Maritime Industry Authority said it is conducting random inspection of sea vessels 35 years old and up for its seaworthiness. MARINA Regional Director Nannette Dinopol said ensuring the seaworthiness, especially of old vessels, is critical to guarantee the lives of passengers at sea. “We are currently doing a profiling of ships’ safety nationwide,” she said. Dinopol said there is a process of crafting a policy to phase out ships that are 35 years old and above although this would be a slow and te-
dious process considering that quite a significant number would be affected. In Central Visayas alone, she said there are 138 roll-on-roll-off passenger ships and 365 ships of all types that are aged 35 years old and above. She said that talks have started with financial institutions which can provide affordable loans to ship owners that might be hit by such policy in case it is approved. “But as of now, there is no policy yet,” stressed Dinopol on the move to phase out old ships, although she added that ship owners who want to continue operations could utilize local shipbuilders
to reduce capital costs. However, the Visayan Association of Ferryboat Services and Coastwise Operators (VAFSCO) opposed the move to phase out old vessels because it will affect a number of ship operators. Alexander Cohon, VAFSCO president, said ships safety is not based on age, but rather on regular maintenance and competence of people manning the ship. “One can have a brand new ship but the crew manning it is not well-equipped,” said Cohon, adding, every dry dock maintenance is done and parts are replaced when necessary which makes the ships safe to travel.
