ARMM to award free land titles to 106 Maguindanao beneficiaries COTABATO CITY – Land titles worth about P12 million will be awarded by the Department of Environment and Natural Resources in the Autonomous Region in Muslim Mindanao (DENRARMM) to farmers-beneficiaries in the towns of Shariff Aguak, Pagatin, Mamasapano and Salibo (SPMS) in Maguindanao province. These areas called ‘SPMS box’ which is under close watch of the military and now being developed into productive areas. DENR-ARMM Secretary Kahal Kedtag said his office is gearing up to distribute 1,587 hectares currently classified as alienable and disposable public lands. He said the massive distribution of land titles dubbed “Handog Titulo” aims at combating pover ty and stimulating progress and develop-
ment in the province. It is a program for social upliftment in support of a vibrant economy and a more responsive government. The DENR-ARMM will distribute a total of 106 land titles covering 213 hectares of public lands. “The free land survey and land titling are DENR-ARMM’s counterpart on ARMM government’s Humanitarian and Development Action Plan (HDAP),” Kedtag said. The ARMM-HDAP is a project of the regional government under the Hataman administration that will implement various gover nment initiatives specifically relief, rehabilitation, and reconstruction of both ‘horizontal’, in reference to school buildings, houses, and health centers, and ‘ver tical’ infrastructures, or roads and bridges, and provi-
sion of livelihood programs that will promote peace and improve the situation in calamity-affected communities specifically in 15 Maguindanao towns. “The beneficiaries are now proud landowners and enjoy the security of tenure,” Kedtag added. He noted that an individual who undergoes this process would have to spend millions of pesos. This year, the ARMM allocated another P42 million worth of land for 15 municipalities in Maguindanao outside the SPMS box and one in Lanao del Sur. “This is the mandate of our regional governor (Mujiv Hataman) to bring the government services closer to the people, so with the free land titling, we can help uplift the lives of the Bangsamoro people,” Kedtag said. Salapuddin, who has an arrest warrant issued by the Zamboanga City Regional Trial Cour t Branch 17 in connection to the suicide blast, said he surrendered to the NBI because of threats to his life. Salapuddin, according to the NBI, executed an extrajudicial confession wherein he disclosed his knowledge surrounding the bombing. The NBI also created a special task force to conduct an in-depth in-
vestigation on Salapuddin and his alleged participation and knowledge about the suicide bombing. Tan’s lawyer was informed that a final report was already submitted by the special task force to then NBI Director Virgilio Mendez and eventually forwarded to the Office of the Secretary of Justice by the new NBI Director Dante Gierran on July 18 this year. Tan, in his complaint, said Salapuddin categor ically stated, among others, that it was Ta rawi who recr uited
him to do assassinate him. Salapuddin allegedly confessed that the men behind the failed assassination were Arbison, Nanoh, Maldisa, Omar and a man identified as Sabuddin, who was the driver of the vehicle that transported the explosives. The vehicle was eventually identified as allegedly owned by the Nanoh family. There was no immediate statement from Arbison and the others who were being accused by Tan. (Mindanao Examiner)

DSWD-ARMM holds caravan in Sulu

(Photos by Ahl-franzie Salinas) SULU – Thousands of people participated recently on a caravan launched in Sulu province by the Department of Social Welfare and Development or DSWD in the Muslim autonomous region in Mindanao. Regional Vice Governor Haroun Alrashid Lucman, who is also the DSWD regional Secretary, led the Caravan 2016, along with Sulu Governor Totoh Tan, who was the guest of honor. Tan, in his speech, quoted Indian politician Pratibha Patil, and said: “Our foremost priority is the removal of poverty, hunger and malnutrition, disease and illiteracy. All social welfare programs must be implemented efficiently. Agencies involved in the delivery of services should have a strong sense of duty and work in a
transparent, corruption-free, time-bound and accountable manner.” He said the government is focusing its efforts towards narrowing the gap between the haves and the have-nots and to ease somehow the burden of this sector. Various government programs have been implemented and one of these is the so-called Pantawid Pamilyang Pilipino Program, but this will not dramatically change the equation, according to the governor. “The people cannot continue to rely on government for dole outs and subsidies and long-term solutions are called for. A challenging situation where trials and tribulations are abound, perhaps it is our attitude, our mind set that we ought to change. When we
are no longer able to change a situation – we are challenged to change ourselves,” he said. Both Lucman and Tan also led the ceremonial pay out of social pension to beneficiaries. They also distributed food packs and relief goods to the locals and turned over a proposed livelihood facility of PAMANA or Payapa at Masaganang Pamayanan (Peaceful and Resilient Communities) program, and children’s supplementary feeding program. The DSWD-ARMM thanked Tan for his unconditional support to the programs of the agencies and cited the provincial government as a “good partner in any endeavour towards peace and progress in Sulu.” (Ahl-franzie Salinas)
Ombudsman dismisses cases filed vs. ex-Sulu governor SULU - Ombudsman Conchita Morales has dismissed all charges filed against former Sulu Governor Sakur Tan by his political foe in connection to the declaration of state of emergency in the province in 2009. Morales recently signed the dismissal order of cases filed by complainant Temogen Tulawie, alias Cocoy Tulawie, against Tan on September 9 this year. Tulawie filed the complaint against Tan on November 16 last year for violation of Section 3(c) Republic Act Number 3019 - Usurpation of Authority or Official Function (Art.177, Revised Penal Code); and for Violation of the Code of Conduct and Ethical Standards for Public Officials and Employees (RA No. 6713). Information on the
charges stated that on March 31, 2009, Tan issued Proclamation Number 1, declaring state of emergency in Sulu following the January 15, 2009 kidnapping by the Abu Sayyaf of 3 members of the International Committee of the Red Cross - Swiss national Andreas Notter, Eugenio Vagni of Italy and Filipina Jean Lacaba – after visiting a jail facility in Patikul town in Sulu, one of 5 provinces under the Muslim autonomous region. The victims were eventually freed by the Abu Sayyaf. Tan’s declaration of state of emergency allowed police and military to arrest suspected Abu Sayyaf members or their supporters without a warrant from the court. It was also supported by Sulu’s mayors and the public.
In his allegations, Tulawie said 8 people had been arrested by authorities without warrants and that he personally documented 20 more people arrested similarly. The declaration of state of emergency by Tan in his capacity then as governor of Sulu was eventually declared null and void by the Supreme Court. In dismissing the cases, the Ombudsman said there is no probable cause for both cases. When contacted for his reaction, Tan - a known philanthropist and respected political leader in Mindanao - said that he appreciates the relatively speedy disposition by the Ombudsman which strengthens further his confidence in the justice system. 9 Maguindanao cooperatives receive livelihood seed fund COTABATO CITY – Nine cooperatives in the province of Maguindanao received P170,000 each as seed money to start business ventures such as bakeshop and water refilling station under the Autonomous Region in Muslim Mindanao’s (ARMM) livelihood assistance programs. The seed money was released to the cooperatives after memoranda of agreement were signed here on Thursday by officials of the Department of Science and Technology (DOST-ARMM); Health, Education, Livelihood, Peace and Synergy (ARMM-HELPS) program; and the recipient cooperatives. The projects are funded by ARMM-HELPS. Program manager Anwar Upahm said ARMMHELPS serves as the banner initiative of the present leadership for more coordinated and focused interventions at the local level. “It targets to achieve integrated delivery of services at the barangay level,” Upahm said. Myra Mangkabung, DOST-ARMM Secretary, said the seed money covers P100,000 as capital fund and the remaining P70,000 will be used to renovate and improve livelihood sites. Members of cooperatives will undergo training on
their chosen livelihood and on financial transactions such as utilization of fund, income, and expenses, among others, she said. Evangelista Julio, 50, chairperson of Rempes GAD Recipient Producers Cooperative, said the seed money and the training provided by the program will equip them to achieve successful and sustainable operation of their business. “Kung dati simpleng tinapay lang ang kaya namin ma-produce, ngayon alam na namin na pagkatapos ng training, makagagawa na rin kami ng mas maraming uri ng tinapay,” Julio said. “Matututo pa kami paano humawak ng pera at magpatakbo ng negosyo.” The cooperative is based in Barangay Rempes in the town of North Upi and the only existing cooperative in the barangay. Rempes GAD Recipient Producers Cooperative started this year, with 52 members. The DOST-ARMM will procure the facilities and equipment needed for the projects. After roughly less than three months, the cooperatives are expected to be fully equipped and their business fully operational. The other eight cooperatives that received assistance are as follows:
United Bangsamoro Women’s Pamana Livelihood Marketing Cooperative in Datu Paglas; -Sarmiento Women Advocate Business Enterprise Cooperative in Parang; -Muhya Water Refilling Consumers’ Cooperative in Sultan Mastura; -Marang Barira Consumers’ Cooperative in Barira; -Nuyo Water Spring Service Cooperative in Buldon; -Kabingi Upland Farmers’ Marketing Cooperative in Datu Saudi Ampatuan; -Malatimon Women Consumers’ Cooperative in Ampatuan; and -Mother Poblacion Water Refilling Station in Shariff Aguak. Sec. Mangkabung said livelihood projects will serve as a way to combat poverty and boost economic status of members of target cooperatives in the region. The signatories in the MOA were Sec. ZAMBOANGA CITY – Two former inmates from Davao City have visited Zamboanga City recently and introduced to prisoners the twine bagmaking livelihood project of Bureau of Jail Management and Penology. Gina Talingting and Joan Quinones pursued their livelihood through twine bag-making outside the jail facility. The duo said as former inmates at the Davao City Jail, they wanted to share the skills and the passion of twine bag-making to the inmates of Zamboanga City Jail – under Chief Inspector Ervin Diaz – to sustain the needs of the inmates and also as an extra income and livelihood for them. “Mahirap sa loob ng jail

Diaz said the bag project aims to provide skills and livelihood for inmates.
He said aside from twine bags, straw hats and wallets are also available and now on sale. He said retailers can buy or place their orders at the Zamboanga City Jail or buy them at MGM Merchandize – the sole distributor of the twine bags – located at Sucabon in Zamboanga City. Both Talingting and Quinones are expected to return to Zamboanga City next month for another livelihood project for the inmates, according to Grace Lim, BJMP’s liaison officer. “They will come back again to Zamboanga in November 15 and introduce another livelihood project, coin bank-making, for our inmates,” she said. COTABATO CITY – The Department of Education of the Autonomous Region in Muslim Mindanao (DepEd-ARMM) honored 10 outstanding Bangsamoro teachers in celebration of the 2016 World Teachers’ Day. Dr. John Magno, DepEdARMM Secretary, said the awards serve as recognition for the invaluable services of teachers in the learning and development processes of students in the region and to the Education department itself. Citing a story of a master teacher in the region qualified for promotion as school principal, or district supervisor, but chose to remain a classroom teacher, Dr. Magno noted he has high regards to the “unsung heroes” of the nation in reference to the teachers. “Malaki ang respeto ko sa mga gurong ang iniisip ay ang kinabukasan ng kabataan at hindi ang kanilang pansariling interes,” Dr. Magno said. Jaime Mendoza, Jr. of Parang National High School in Parang, Maguindanao was one of the awardees. He
served as a classroom teacher for many years and is now the English department head in his school. Mendoza said he is proud to be among the 10 outstanding teachers in the region. “I am much honored being named as an outstanding teacher of ARMM,” he said. As of 2016, there are 29,992 public elementary, junior high school and senior high school teachers across the region. The ARMM is composed of nine schools divisions namely Maguindanao I and II, Marawi City, Lanao Sur I and II, Lamitan City, Basilan, Sulu, and Tawi-Tawi. Each schools division nominated three teachers for the award. A total of 25 teacher qualifiers underwent screenings that include panel interviews, written examinations, teaching demonstration and a review of qualifiers’ pertinent documents. The five winners in the elementary school category are: -Fridanovie Rabor of Datu SaililahElementary School, Maguindanao I Division; -Gideon Dable of
Limpongo Elementary School, Maguindanao I Division; -Susan Berganio of Nuro CentralElementary School, Maguindanao II Division; -Maria Helena Barlovento of MalusoCentral Elementary School, Basilan Division; and -Romel Plando of Hji. Yunos JumdainElementary School, Tawi-Tawi Division. Subalit para sa pangkaraniwang sanhi ng ubo, heto ang dapat gawin: 1. Uminom ng 8 hanggang 10 basong tubig. Pinapalabnaw ng tubig ang madidikit na plema. 2. Uminom ng mainit na salabat o sabaw ng manok. Ang pag-inom ng mainit na sabaw ay nagpapaluwag ng mga tubo natin sa baga. 3. Itigil ang paninigarilyo. Umiwas sa mga bisyo. 4. Uminom ngVitamin C para lumakas ang ating immune system. 5. Uminom ng tsa-a na may honey at lemon. Mabisa ang honey sa pagkalma ng naiiritang lalamunan. Ang lemon ay may vitamin C. 6. Pinapaluwag nito ang plema sa ating baga.
Puwede ka rin manatili sa banyo kung saan dumadaloy ang mainit na shower o gripo. Ang usok nito ay nagpapalabnaw ng iyong plema. Isa pang paraan ay ang paglanghap ng mainit na usok ng tubig sa ibabaw ng palanggana o kaldero. 12. Tingnan kung may iniinom kang gamot tulad ng Ace-inhibitor para sa altapresyon dahil puwede itong magdulot ng ubo. Ang Ace-inhibitor ay mga gamot na nagtatapos sa salitang “-pril,” tulad ng imidapril, enalapril, at iba pa. Itanong sa iyong doktor. 13. Gumamit ng 2 unan sa gabi. Kung may allergy ka o sipon, makatutulong ang paghiga na medyo mataas ang iyong ulo. 14. Gamutin ang pangangasim na sikmura. Puwede ding magdulot ng pag-ubo ang asido na galing sa sikmura. 15. Magpabakuna laban sa flu at pulmonya kung ika’y lampas sa edad 60. 16. Umiwas sa sakit. – 1 pound beef tenderloin or strip loin
steaks, cut into cubes – Salt and freshly ground pepper, to taste – Olive oil, as needed – 2 tbsp. butter – 1 small onion, diced – 3 tbsp. chopped pancetta – 2 ribs celery, chopped – 1 garlic clove, finely chopped – 2 sprigs rosemary or 1 tbsp. chopped rosemary
– Pinch hot pepper flakes, optional – 1 tbsp. tomato paste – 2 tbsp. to 3 tbsp. flour – 1/2 cup red wine – 2 1/2 cups beef stock – 2 carrots, sliced – 10 to 12 mini potatoes, skin on, scrubbed and cut in half or quarters
– 1 bay leaf – 1 cup frozen peas, thawed – 2 tbsp. chopped parsley
INSTR UCTIONS: INSTRUCTIONS: 1) Season cubes of beef with salt and pepper. 2) Heat large skillet over medium high heat. Add 2 tbsp. olive oil and 2 tbsp. butter. When oil is hot, add beef in batches, browning on all sides, about 5 minutes. (Don’t overcook the beef.) Transfer to plate. 3) Add 1 tbsp. olive oil if pan looks dry. Add onions, pancetta, celery, garlic, rosemary and hot pepper flakes. Cook until veggies are soft and lightly golden, about 3 to 5 minutes. 4) Add tomato paste and cook for 1 minute. Add flour. Stir and cook for 1 to 2 minutes. Whisk in red wine let reduce for 2 to 3 minutes. Add stock, carrots, potatoes and bay leaf. 5) Bring to a boil. Cover, reduce heat to medium low. Cook until carrots and potatoes are tender, about 12 to 15 minutes. Add beef and any juice back to pan, peas until both are heated through. Taste and adjust for seasoning.
