Anti-Sayyafs ops continue THE PHILIPPINE ARMY said operations against the Abu Sayyaf continues in the Muslim autonomous region, particularly in Basilan and Sulu provinces where the notorious terror group is actively operating. Just last week, members of the 14th Infantry Battalion captured Pauji Asgari in Talipao town after villagers tipped off the military on the presence of Abu Sayyaf fighters in the area. Troops seized Asgari’s assault rifle, ammunition and electric cords, including a marine camouflage, his cell phone and motorcycle, according to Brigadier General Arnel dela Vega, the commander of anti-terror Joint Task Force Sulu. “The success of the apprehension is due to the cooperation of local residents,” he said. Dela Vega said members of the Abu Sayyaf have been trying to blend with civilian communities

to avoid detection and capture by security forces. He said Asgari was handed over to the police after being interrogated at a military base in the capital town of Jolo. But details of the interrogation report were not made available by Dela Vega, however, he said: “The relentless combat operation will continue until we deal a crippling blow against the Abu Sayyaf and until all hostages are rescued.” The Abu Sayyaf is still holding about a dozen Malaysian and Indonesian hostages in Sulu, one of 5 provinces under the restive Muslim autonomous region. The military also killed recently a captured Abu Sayyaf member Ustab Anji after he allegedly grabbed the weapon of one of his guards in the village of Magsagaw in Panglima Sugala town in Tawi-Tawi province, also in the autonomous region. Troops were on their way to the police head-

quarters to handover Anji when he grabbed the firearm of the soldier. Anji was involved in the kidnappings this year of Indonesian and Malaysian sailors in Sabah, Malaysia. He was also tagged as among those who kidnapped 21 mostly European holidaymakers also in Sabah, Malaysia in 2000 and had a P350,000 bounty on his head. Last month, troops also killed two notorious Abu Sayyaf militants Nixon Muktadil and his brother Brown Muktadil who were both tagged as behind cross-border kidnappings in Sabah. The brothers were killed during a military raid on Tambulian Island off Sulu’s Pata town. The two men were behind the kidnappings of at least 26 Indonesian and Malaysian nationals, mostly crew members of slowmoving tugboats in Sabah near the Filipino border of Tawi-Tawi. It accused Senior Superintendent Marcelino Pedroso, of the Manila Police District, of ordering policemen to violently disperse the protesters. “Immediately, the police released tear gas and rammed their mobile patrol vehicle through the ranks of the protesters. Police armed with tr uncheons also chased after the protesters,” Sandugo said in a statement sent to the regional newspaper Mindanao Examiner. It said among those seriously injured were Sandugo lead convenor Piya Malayao, Quenilyn Gromeo, of AnakbayanPUP; and Baling Katubigan, a 61-year old Lumad woman from Mindanao. Security, MILF forces join hunt for drug gangs

NORTH COTABATO – The Philippine military said it is closely working with the former rebel group Moro Islamic Liberation Front in the government’s anti-drug campaign in Mindanao. Just last week, the military and police presented assorted weapons seized by security and rebel forces from a drug gang in North Cotabato and Maguindanao provinces in the restive southern region of Mindanao. Military officials said members of the former rebel group Moro Islamic Liberation Front joined the

anti-drug operations last week that resulted to the arrest of 13 gang members under Samad Masgal, a notorious drug dealer. Major General Carlito Galvez, commander of the 6th Infantry Division, led the presentation of the weapons at the headquarters of the 602nd Infantry Brigade in North Cotabato;s Carmen town. He was joined by Colonel Manolo Samarita, the brigade commander; Senior Superintendent Emmanuel Peralta, the provincial police chief; and Lyndon Apacio, regional di-

rector of the Philippine Drug Enforcement Agency. Those arrested were not presented to journalists, but Galvez identified them as Ali Masgal Buat, Guiamalodin Palakad, Guiama Milikano, Mandag Mamalinta, Nandi Pagao, Taokie Lumilis, Kenny Dima, Ronnie Catulong, Morem Milicano, Omar Angking, Sari Lumilis, Mantoa Gombila and Tiyabong Mamalinta. ARMM to reinvigorate local health boards PASAY CITY – After finishing a two-year, three-module program under the Health Leadership and Governance Program, some 19 local chief executives and 9 local health officials have vowed to reinvigorate local health boards in the Autonomous Region in Muslim Mindanao (ARMM). The participants received program certificates of completion during graduation rites held recently at the Heritage Hotel in Pasay City. Dubbed “ARMM Colloquium: Moro Leaders in ARMM as Champions thru Health Leadership”, the program was aimed at training local chief executives and health officers in every local government unit to become responsive leaders capable of addressing the health needs of their constituents. “We are grateful to the Zuellig Family Foundation for giving us a chance to prove our worth and develop our homegrown champions,” ARMM’s Health

Department (DOH) Secretary Dr. Kadil Sinolinding Jr. said. The foundation was established in the Philippines in 1997 by the Zuellig family, which is engaged in pharmaceutical business as well as other ventures. Dyan Sangkula Jumaide, ARMM’s Health department assistant secretary, said the program participants are committed to reinvigorate the function of the local health boards in the region. In accordance with standards and criteria set by the DOH-ARMM, members of local health boards do the annual budgetary allocations for the operation and maintenance of health facilities and services within the municipality, city, or province. Vice-President Leni Robredo, who was among the guests during the event, said the “key to ARMM’s progress are good governance, strong and honest

leadership, transparency and accountability, and an ability to love its history, beautiful and tragic as it may be.” “The program allows the participants to understand the problems and become a catalyst for change. The mayor understands that he needs to go beyond medical missions, or paying for the medicine and hospital bills of his constituents, establish a clear vision for health change, and be a health ambassador so that his constituents develop coownership of the health programs,” Vice-President Robredo said. ARMM local leaders and health personnel shared their acts of leadership in health and how these contributed to better health outcomes that benefited their constituents. DepEd-ARMM highlights handwashing habit formation

COTABATO CITY – The Department of Education of the Autonomous Region in Muslim Mindanao (DepEd-ARMM) highlighted the importance of developing the habit of handwashing with soap during the Global Handwashing Day. Dr. John Magno, DepEd-ARMM Secretary, said the Education department is committed in ensuring that “every child in the region develops healthy habits that start with simple steps like daily handwashing with soap.” The DepEd-ARMM, together with the Australian embassy’s Basic Education Assistance to Muslim Mindanao (BEAM)-ARMM program, marked the 5th Global Handwashing Day at Timanan Central Elementary School in South Upi, Maguindanao. “Handwashing with soap is the low-cost highimpact intervention that, when practiced properly and regularly, prevents infections and saves lives,” Sec. Magno noted. The handwashing day bears the theme “Make handwashing a habit”, and was aimed at highlighting the importance of developing healthy habits that help prevent the occurrence of hygiene-related illnesses among children. Official records show that nine percent of childhood deaths are caused by diarrheal diseases and

almost half of these deaths could be prevented through handwashing with soap. Since 2011, the ARMM government, specifically DepEd-ARMM, together with nongovernmental organizations, has been implementing Essential Health Care Program in 400 schools across the region. The initiative focuses on daily group handwashing with soap, daily group toothbrushing with fluoride toothpaste, and bi-annual de-worming. Ester Roxas, of the Australian embassy underscored the importance of schools in forming healthy habits among schoolchildren. “The education system is central to habit formation and the school provides the perfect setting for this formation,” Roxas said. The Australian embassy official commended the DepEdARMM, mentioning it has taken the lead in the Philippines to ensure that the children of ARMM have daily activities to develop healthy habits. “With so many children practicing handwashing together each day, ARMM is setting an example to the rest of the country,” Roxas added. The DepEd-ARMM has developed the Three Star Approach, wherein schools, with the participation of the community, are encouraged to im-

prove their ‘WinS’ or water, sanitation, and hygiene in schools. The WinS includes the implementation of daily group handwashing with soap, daily group toothbrushing with fluoride toothpaste, and bi-annual de-worming. Through the DepEd ARMM’s Three Star Approach’s WinS monitoring, school heads are taking the lead to ensure that all classrooms practice healthy habits. A flag was raised at the Timanan Central Elementary School during the program to signify the school’s compliance with the Three Stars accreditation requirements. Timanan Central Elementar y School, which is under the Maguindanao I Schools Division, was the first awardee of the WinS Three Stars in the ARMM. The DepEd-ARMM is presently producing 1,000 group washing facilities to ensure that each school has the infrastructure needed to allow children to practice daily handwashing. ARMM schools get operating expenses in 2017 COTABATO CITY – Public elementary and secondary schools across the Autonomous Region in Muslim Mindanao (ARMM) will be entitled to Maintenance and Other Operating Expenses (MOOE) in 2017, Education Secretary John Magno said. He said the House of Representatives has recently approved the P40.537 billion budget of the ARMM for 2017, including the more than P12 billion earmarked for DepEd-ARMM. In a recent news conference, Magno and Marjuni Maddi, DepEd-ARMM Assistant Secretary for Academics, said all public elementary and secondary schools are soon to receive their monthly MOOE to sustain expenses for utilities such as electric and water bills, procurement of school supplies, salaries for janitors and security personnel, and other expenditures. In the past, Magno noted that only central schools and national high

schools were granted MOOE resulting in problems for many schools specifically on how to support their financial needs. This has led to irregular collection of fees by school heads from teachers and students. Magno cited that a school head in Sulu was suspended due to irregular collection of fees. He underscored that the administrative move was a “reflection of the instituted reforms in the Education department in the ARMM.” Out of the more than P12 billion budget of DepEdARMM next year, roughly 96% will be allocated for personnel services and the remaining 4% will be for the MOOE of schools. The MOOE could be used in the procurement of school supplies needed in classroom teaching, school training activities, utilities and communications expenses, graduation rites expenses, and minor school repairs.

DepEd-ARMM trains school heads on classroom construction management COTABATO CITY – To ensure good quality classrooms are built in the Autonomous Region in Muslim Mindanao (ARMM), the Department of Education has trained school heads on classroom construction management. Dr. John Magno, DepEdARMM Secretary, said the school heads need to learn the basic concepts of construction as well as to get acquainted with building design and specifications of good quality construction materials. “We want our school heads to learn all these skills so they could help us monitor the construction of classrooms in their respective schools,” Dr. Magno said. He shared that the regional government has filed cases last year against contractors who performed poorly. “The training of school heads in classroom construction management is one of our strategies to prevent contractors from short-changing the schoolchildren, the end-users of our classrooms,” he added. To date, the department has trained 1,125 school heads as well as other stakeholders such as parents of

schoolchildren and DepEdARMM division supervisors with the help of the Basic Education Assistance for Muslim Mindanao (BEAMARMM), a program funded by the Australian Government. BEAM–ARMM was launched in 2012 aimed at contributing to the alleviation of poverty and the emergence of peace in ARMM through targeted investments in basic education. Elma Maliga, school principal of Sapakan National High School in Rajah Buayan in Maguindanao, acknowledged that she has no engineering background. “I wouldn’t know the intricacies of construction work,” she said noting that in the past, she was not too particular on the quality of school structures built by the contractors. Following the training, Maliga realized the importance of monitoring the progress of classroom construction on a daily basis. “Now, I want to check every construction material delivered by the contractors to our school. I want to see how the contractors install

the columns of the classroom building – from assembling the iron bars to the pouring of concrete,” she said. Maliga added that columns, the ceiling, and the floor must be constructed properly for the safety of the schoolchildren. Secretary Magno said DepEd-ARMM will ensure that contractors will fulfil their obligation of building quality classrooms using good quality materials. “Gone are the days of poorly constructed classrooms in ARMM,” he said. The classroom construction management training for school heads is a landmark initiative introduced by the BEAM-ARMM Program and implemented by DepEd-ARMM starting in 2014. The DepEd-ARMM chief said the training is unique to the region. “I haven’t heard of programs such as this in other regions,” he stressed. He said the department has also maximized the use of social media as a platform to monitor the progress of classroom construction in the region. (Bureau of Public Information)

Duterte himself went around the country in the past and promoted federalism and it only got 3% acceptance rating, but after winning the presidential elections this year and with the intensified campaign and advocacy of HFM, the proposed federal form of government now enjoys huge support from the Filipinos, according to Tizon. Tizon said they are expecting an 80% acceptance of federalism by early next year. Even in Sulu and elsewhere, the people were so interested with how federalism works and they are very eager to also promote it in the entire region, according to Dela Cruz. He cited the warm reception of the people of Lugus town when HFM went there to hold the summit. “Parang mga uhaw ang mga tao dito sa Lugus, Sulu, sa usaping federalismo; so, napakaganda ng reaction nila at naramdaman nila sa tunay nilang buhay na talagang sa federalismo may pag-asa ang bayan, kasama na ang mga kapatid nating mga Muslim,” Dela Cruz said, adding, the constituents of Hajiri were satisfied and contented that federalism will really help them in their self-determination and aspirations in life. Tizon has praised and thanked Hajiri for his huge support to the promotion of federalism in Sulu and assured the mayor that they will bring to Duterte’s attention the necessary development projects his town needs. “We thanked the good mayor of Lugus for his initiative in helping us further in our information drive and advocating federalism that is being pursued by President Duterte through the Hugpong Federal Movement of the Philippines. Mayor Hadar Hajiri also invited us in his hometown to see the current situation there where the national government and the even Autonomous Region in Muslim Mindanao failed to bring government programs to the constituents in Lugus,” he said. Tizon said there are no adequate national government programs in Lugus, but he noted the efforts of Hajiri in trying to come up with development projects aimed at alleviating the poor condition of his constituents. “And there should be national government projects in Lugus such as roads, schools, pier and other government facilities that will benefit the people,” he said. He said based on his observation, Hajiri managed to put a lot of efforts in Lugus on his own in just three months or in 10 days, and among these are a police station, municipal hall building, a wharf and a school and even used his own money to pursue peace and development efforts there and this clearly shows how sincere the mayor is in his mandate. “Lugus and its people badly need assistance from the national government and for the people to realize this is through the federal system of government. And Mayor Hajiri’s only wish is for the national government to hasten the delivery development projects to his town,” Tizon said. Dela Cruz said as they tour the country to promote and campaign for a change in the system of government from presidential to federal, more and more people are coming out and supporting Duterte’s advocacy – federalism, especially in Sulu, one of 5 provinces under the ARMM. “Talagang naging instrumental para sa amin si Mayor Hadar Hajiri para marating namin ang isla ng Sulu, kung wala ang kaniyang barko, napakahirap ng biyahe bago marating ang Lugus. For his part, Hajiri thanked HFM for enlightening his constituents on the issue of federalism, and also expressed his gratitude to Duterte for pushing federalism in the country. Hajiri also appealed to the President to help develop Lugus which lacks national and regional government infrastructure projects, among others. Hajiri also is active in Duterte’s anti-drug campaign and working closely with the authorities in fighting the drug menace in his town. Although the drug problem is not so serious in Lugus, Hajiri said some 400 drug users had surrendered peacefully and wanted to start a new life. The mayor said the security situation in Lugus is also relatively peaceful. “Ang Lugus ay kaya nating ipagmalaki sa buong bansa dahil wala kaming Abu Sayyaf dito. Apat na raang tao na ang napasuko dito dahil sa droga, but Lugus is a virgin town - ibig sabihin nito ay wala kaming daanan dito. Tumulong kami sa kampanya ng Presidente laban sa droga; kailangan namin ng patubig, ilaw, at agricultural development, especially sa fishing industry, Mr. President, ang bayan namin ay pulubi. Sana matulungan niyo po kami President Duterte,” Hajiri said during an interview with the regional newspaper Mindanao Examiner.
