Malaysian peacekeepers thank Sulu officials for huge support to peace process SULU – Malaysian members of the International Monitoring Team have visited Sulu province recently and met with Vice Governor Nurunisah Tan as part of their courtesy call, government officials said. The team, composed of Major General Datuk Wira Zamrose bin Mohd Zain, Colonel Mohd Zaki bin Abu, Lieutenant Commander Syamer bin Usdon, Major Mohd Noor Yasdie bin Yahya, Karamuddin bin Sulaiman, Mohd Nor Akmal Danish bin Abdul Rahim Liarba, Abdul Rahman bin Abdullah and Abdul Jafri bin Mohd Sharif. They were accompanied by Corporal Richard Anthony Abbu and Private First Class Jolibert Tupaz, Lieutenant Colonel Abdurasad Sirajan and Staff Sergeant Philip Villamar, all from the Philippine Army. They also met with former Sulu Governor Sakur Tan and thanked him and the current governor and the provincial government for the continued support to the IMT and the peace process, and exchanged tokens. The former governor, who also became a vice governor in Sulu, and Governor Nurunisah Tan expressed appreciation to the visiting IMT team and cited the strong economic ties and enduring bond of friendship that exists between the Tausug and the Malaysians. The foreigners also thanked Governor Nurunisah for her strong peace advocacy in the province and for her unwavering support to the peace process. The IMT members toured the Rajah Baguinda Shrine in Indanan town. The IMT – made up of at least 60 members from other countries - started its official deployment in Mindanao on October 10, 2004 to monitor the peace negotiations and compliance of ceasefire agreements between Muslim rebel groups and the Philippine government. Tribesmen demand independent voice in peace talks DAVAO CITY – Members of the indigenous tribes in southern Philippines have asked President Rodrigo Duterte to include them in the government’s peace process with various rebel groups, saying, they had been marginalized and left behind in the past administrations. Leaders of different tribes said the indigenous peoples had been repeatedly left out in government peace talks with the Moro National Liberation Front, Moro Islamic Liberation
Front, Cordillera People’s Liberation Army, and New People’s Army. They said instead of being the beneficiaries of the negotiations, they were further marginalized and became victims of peace. Their right to self-determination has been continuously violated and the killings of tribesmen and other human rights abuses became most obvious, including intensified land conflicts, logging concessions given to rebel groups within the ancestral
domains of indigenous peoples, and lately uncertain provisions for them within the Bangsamoro Basic Law and the nonrecognition of the Indigenous Peoples’ Rights Act. It was only in the last peace talks between the Philippines and the MILF that tribesmen were represented as part of the Bangsamoro Transition Commission with some successes in lobbying, but still not as independent and equal body.
With the peace negotiations being revived by the current administration, it has again opened an opportunity for the indigenous peoples to engage, participate and raise their voice for the peace panels to hear. With this, the Katawhang Lumad Council of Mindanao Peoples’ Peace Movement held series of consultations in Cotabato City, Davao City and San Francisco town in Agusan del Sur province from July to September this
year. The Katawhang Lumad Council of Mindanao Peoples’ Peace Movement said it consulted different indigenous tribe leaders and representatives of tribal communities on their issues and concerns pertaining to the peace processes in the country and on how they can collectively engage these processes. Just last week, as a culmination of these consultations, an Indig-
enous Peoples Leaders’ Conference on the Peace Processes was held in time of the observation of the 19th year since the passage of the Indigenous Peoples’ Rights Act at the Ummah Development Foundation in Cotabato City. More than 100 Mindanao tribe leaders and tribal communities’ representatives took part in the event and charted out their agenda for peace and development in their respective communities. As it’s a larger platform with lots of users, it’s also attracted brands, so there are higher-paying (and more fiercely contested) gigs from established names too. Its most recent update brought a UI makeover, new social features, an improved cashout selection, a model release upload option and a whole lot of other tools aimed at selling your images a little easier. It’s free to download and there are no ongoing membership fees. Snap wir e napwir wire Snapwire, like the rest of the apps in this list, gives you the opportunity for the amateur or semi-pro snapper to monetize their passion. However, it’s also a little bit different to a general photo marketplace, as the emphasis really is on quality images. That means it might be more attractive for semi-to professional photographers initially, but the app has enough gamified elements to keep it interesting for amateur users too. The ability to earn is either via Challenges or Requests, but before you can respond to the more lucrative brand requests, you’ll have to prove your skills and ‘level-up’ your account. The focus, excuse the pun, here is really on allowing the photographer to have an easily accessible and attractive portfolio of work - from there, buyers can purchase an image directly. In terms of fees, it works out pretty well for photographers too, with you getting to keep 70% of Request and Challenge earnings, and 50% of any items sold through the marketplace or your individual profile. The platform encourages the use of using your phone camera for the images, but doesn’t explicitly rule out other digital images in its terms of use. Scoopshot Scoopshot adds its own twist on the photo marketplace idea by taking the

competition elements and making them last only a day each. It also lets you upload and monetize videos too, which isn’t true of some of the others in this list. The result is an app that guarantees a daily ‘Contest’ winner (and therefore renewed daily interest from users), and a marketplace that lets you set your own prices. It also makes it nice and simple for people wanting images to find a ‘Pro’ by location, name or genre, which thereby increases the likelihood of you actually selling an image. All you need to get started as a Pro photographer on the platform is to list your experience and location and provide a portfolio of at least nine images to give people an idea of your work. The amount you earn as a photographer is a little less straightforward than with some other options (a set fee from the marketplace from anyone who downloads your image or a share of advertising revenues if it’s purchased by a network and used on ads) but it offers a lower entry point for users than some of the ‘semi-pro’ platforms, while keeping things interesting with daily activities. EyeE m eEm EyeEm is one of the biggest names in this list, and with that comes positive and negative points. On the plus side, a huge network of members combined with a scheme that highlights the best new photographers can help a few people make a splash, but it also means that there are millions of other users’ photos that prospective buyers can purchase. Unlike some of the other ones here, EyeEm doesn’t focus on just being a photo marketplace. Instead, it’s worked to bring together people who love taking and sharing photos by building filters and other tools into the app, and found a good way to keep them coming back for more while monetizing the service at the same time. You can upload any images you want to sell or license to the marketplace, and keep control over all rights (allowing you to assign different levels to different images, for example) at the same time as giving brands and agencies the opportunity to use them for a fee. Alongside the traditional market setup, there are “exhibitions, awards, magazines and Missions” to help entice users to keep coming back. Mar kedshot arkedshot Markedshot (and the next item, Dreamstime) are more basic approaches on the marketplace, that focus purely on providing you with that space to sell your photos. As with others though, Markedshot’s main money-making potential can only be realised through competitions. Instead of a flat $5 fee through the marketplace (of which you get 50%) for each photo, competitions on Markedshot are client-
led projects with specific requirements - they may also require you to live in a specific location to be eligible too, as many are for local project requirements. Obviously the budget for these competitions varies according to client requirements and the number of images, but they tend to be from around $100 upwards. It’s not necessarily a place that will work well for semi-pro or professional photographers, however. Dreamstime Like many that came before it, Dreamstime provides the now familiar marketplace features you’d expect, but keeps things pleasingly simple. It also provides some good sales feedback and stats via the mobile app and tools (like model release forms) for pros that will be appreciated. There are a range of license options available for your images too, allowing up to $12 earnings per image, depending on which you choose. It might not have the reach of the largest players, but Dreamstime is worth checking out. Bonus app - miPic (iOS only) We’re only including this one here for originality, and anyone that happens to have an iOS device lying around as well. We know you’re out there. With another spin on the marketplace and competition formats already seen in this post, miPic still manages to bring something new to the table. Like Snapwire, MiPic puts the emphasis on shining the spotlight on photographers, but it also adds new ways of monetizing images that are uploaded to the platform in a way that could appeal to consumers, rather than brands and agencies mass-acquiring images from these marketplaces. Of course, it allows you to sell the snaps too, but allows customers to print the image directly onto an item (mugs, tees, etc.). You, as the creator of the image, get 20% of each sale that uses your images. But as already mentioned it’s still iOS only for now. Finally If you go looking for other apps that claim to allow you to make money from your photos, there are a couple you’ll come across that are worth avoiding at this point, for a few different reasons. Clashot and Iconzoomer are the first two you’re likely to find and they haven’t been updated in over a year and over 4 years respectively! Not only does that mean they’re probably a waste of time in terms of the time you’ll invest in creating a profile, but it also makes them a potential security risk. Apps, like operating systems, should always be kept up to date with the latest security practices, so using one that’s four years old for any financial transactions doesn’t make a whole lot of sense. Flatten again and roll up for another two times. 4) Seam side down, place the dough balls in the lines baking tray. 5) Cover the dough and let it proof for another 45 mins. 6) Sprinkle some grated parmesan. Gov’t pushes comprehensive tax reform program CEBU President Rodrigo Duterte’s economic managers have guaranteed highly targeted, direct and indirect subsidies plus other social protection initiatives to shield the poor and low-income households from the impact of the proposed adjustments in excise fuel taxes under the initial comprehensive tax reform program that the government had submitted to the Congress for its approval. In a joint statement, Secretaries Carlos Dominguez, of the Department of Finance, Benjamin Diokno, of the Department of Budget and Management, and Ernesto Pernia, the Director General of the National Economic and Development Authority, said these highly targeted transfer programs would help cushion the impact of the proposed indexing to inflation of the excise taxes on oil products on the poorest 50% of the population. Adjusting oil excise taxes on diesel, gasoline and other petroleum products is among the proposals under the first tax reform package submitted by the Duterte administration to Congress on September 26, which also includes the lowering of personal income tax rates, broadening the value added tax base, and restructuring the excise tax on automobiles, except for trucks, cargo vans, jeepneys, jeep substitutes, single chassis engines and special purpose vehicles. “To mitigate the impact of higher oil prices on low income and vulnerable households, we will use highly targeted transfer programs to ensure that the poorest 50% of the population is fully

protected from the increase in oil excises, while the next 30%, which covers the commuting class, will be protected through indirect subsidies to public utility vehicles. Only when tax reform and targeted transfers are pursued together can we ensure that the resulting policy reform will be truly inclusive and equitable,” the statement said. It pointed out that iIncreasing excise on oil products is highly progressive as the top 2 million households, which comprise 10% of the total number of households in the country, consume almost 60% of oil products, while the top 200,000 households or 1% of total, consume some 20% of oil products”. According to Dominguez, the government’s planned reforms in tax policy and administration, aims to achieve a more efficient, equitable, and simpler tax system characterized by lower rates and broader base, that will, in turn, encourage investment, job creation, and poverty reduction. “The priority infrastructure, education, and health investments funded through tax reform will enable the country to lift 10 million Filipinos out of poverty by 2022 and eradicate extreme poverty by 2040,” he said. The near-term goal of the Duterte administration’s tax reform plan, Dominguez said, is to raise P600 billion, which is about 3% of the Gross Domestic Product by 2019 to help fund the 10-point socioeconomic agenda of the administration for sustained high and inclusive growth, which is anchored on accelerated spending on infrastructure, human capital and social protec-
tion for vulnerable sectors. Of this amount, P400 billion (2% of GDP) will come from tax policy reforms and another P200 billion (1% GDP) from reforms in tax administration. Dominguez said reforming the tax system and protecting the country’s vulnerable sectors should go hand-in-hand in realizing Duterte’s electoral mandate of making the benefits of economic growth felt by all Filipinos. The adjustments in oil excise taxes and later indexing these to inflation, the expansion of the VAT base and the restructuring of the excise tax on automobiles are measures that would offset the revenue losses arising from the reduction of personal income tax rates. Dominguez pointed out that adjusting oil excise taxes would remove the subsidy on fuel that is actually enjoyed mostly by the rich, and transfer this instead in the form of highly targeted assistance to lowincome households and other vulnerable sectors. “The incremental revenues will be used to fund the massive infrastructure needs of the country and the programs to develop our human capital and provide social protection for the poor,” he said. Dominguez said the general rule under the Duterte administration is that the rich would have to pay more while poor and low-income groups would pay less or none at all. He said the tax plan would lay the groundwork for raising an extra P1 trillion yearly for sustained higher spending that will meet the Duterte administration’s vision of transforming the Philippines into a high middle-income country by 2040.
