Najib Razak asks West to stop ‘lecturing’ as Malaysia embraces China MALAYSIAN PREMIER Najib Razak said that former colonial powers should not lecture nations they once exploited on their internal affairs, a Chinese newspaper reported, in a veiled attack on the West as he looks to strengthen ties with China. Najib's visit to Beijing follows that of Philippine President Rodrigo Duterte, who announced a "separation" from the United States and signed a raft of memoranda of understanding for Chinese investment in the country. Najib, who went on a sixday visit to China last week, said in an editorial in the state-run China Daily that larger countries should treat smaller countries fairly. "And this includes former colonial powers. It is not for them to lecture countries they once exploited on how to conduct their own internal affairs today," the prime minister wrote. The Philippines is a former Spanish and US colony, and Malaysia a former British colony. Najib is looking to strengthen ties with China after July lawsuits filed by the US Justice Department implicating him in a money-laundering scandal. Najib has denied any wrongdoing and said Malaysia will

cooperate in the investigations. More than $3.5 billion was allegedly misappropriated from 1MDB, according to civil lawsuits filed by the Justice Department. The probe has strained ties between Malaysia and the United States, with Najib dismissing it as foreign interference in Malaysia's affairs. The shift by the Philippines and Malaysia is being widely seen as China's counter to US influence in the region. Najib also wrote that disputes in the South China Sea should be resolved through dialogue in accordance with rule of law. China claims most of the energy-rich waters through which about $5 trillion in ship-borne trade passes every year. Neighbors Brunei, Malaysia, the Philippines, Taiwan and Vietnam also have claims. "When it comes to the South China Sea, we firmly believe that overlapping territorial and maritime disputes should be managed calmly and rationally through dialogue, in accordance with the rule of law and peaceful negotiations," he said. Chinese Vice Foreign Minister Liu Zhenmin said

that Malaysia had pledged with Beijing to handle South China Sea disputes bilaterally. Malaysia agreed to buy four Chinese naval vessels and signed 14 agreements totalling 143.64 billion ringgit ($34.25 billion), Malaysian state news agency Bernama said, after a meeting between Chinese Premier Li Keqiang and Najib last week. Asked if the defense deals with Malaysia were Beijing's bid to counter US influence, Chinese Foreign Ministry spokeswoman Hua Chunying said the country consistently pursued the policy of being a good and friendly neighbor. "And its foreign policy is not targeted at any thirdparty country," she told a regular news briefing. Najib also said Malaysia welcomed the Chinabacked Asian Infrastructure Investment Bank which marks a turning point "of peaceful dialogue, not foreign intervention, in sovereign states." Global institutions needed to be inclusive of "countries that were given no say in the legal and security infrastructure that was set up by the victors of the Second World War", he added. (Reuters)

Duterte administration pours P500-M agri assistance to ARMM, three other regions COTABATO CITY – Farmers in conflict stricken regions in Mindanao are projected to yield more agricultural produce, and incidence of poverty expected to ease after an agricultural assistance amounting to P500 million was granted by the Duterte Administration on Saturday, October 29. The distribution of assistance was held during the launching of the Comprehensive Reform and Development Agenda (CRDA) in Cotabato City on October

29, 2016, to farmers and fisherfolks-beneficiaries from the Autonomous Region in Muslim Mindanao (ARMM), and other Conflict-Affected Areas in Regions 9 (Zamboanga Peninsula), 10 (Northern Mindanao) and 12 (Central Mindanao)’. President Rodrigo Duterte vowed to end the hunger in Mindanao and develop the island. “I want the incidence of hunger stopped,” Duterte said. Having star ted his

‘more responsive antipoverty programs’ for Mindanao, Duterte promised to pour more development programs in the poverty stricken regions. “Bigyan niyo ako ng panahon, I will improve the Moro land.” Duterte said. DSWD-ARMM beneficiaries receive P2 million worth of projects during Duterte visit THE Department of Social Welfare and Development of the Autonomous Region in Muslim Mindanao (DSWD-ARMM) distributed roughly P2 million worth of projects and services to more than 400 beneficiaries during the People’s Day celebration. The celebration coincides with the visit of President Rodrigo Duterte at the ARMM Compound in Cotabato City, on Saturday, October 29. Regional Vice Governor and concurrent DSWD-ARMM Regional Secretary Haroun Alrashid Lucman headed the agency’s program convergence turnover at the Shariff Kabunsuan Cultural Complex Grounds. This year, DSWDARMM applied a convergence approach for all its anti-poverty programs to strengthen the strategy of alleviating poverty in the five component provinces of the region. The turnover gathered a total of 470 beneficiaries from the agency’s various flagship programs, including Cash-For-Work for Climate Change Adaptation and Mitigation, Social Pension, Supplementary Feeding Program, and the Expanded Student Grants Program for Poverty Alleviation (ESGP-PA) under the Pantawid Pamilyang Pilipino Program (4Ps). DSWD also implements poverty-reduction and peace-promoting programs such as the PAyapa at MAsaganang PamayaNAn (PAMANA), Humanitarian and Development Assistance Program and the Bangsamoro Regional Inclusive Development for Growth and Empowerment (BRIDGE). ESGP-PA, a scholarship grant program for deserving 4Ps beneficiaries, was one the major highlights of the day’s turnover caravan as 40 scholars from the Mindanao State University (MSU) – Maguindanao; and 16 scholars from the Adiong Memorial Polytechnic College (AMPC), received three-month stipend worth P12,000, and one month stipend with book allowance worth P6,000 respectively. Alexes Saldy, 20 years old and one of the scholars

from MSU-Maguindanao said being a recipient of the ESGP-PA made life easier for him. “Nung dumating ang scholarship two years ago, doon lang ako nagkaroon ng assurance, yung guarantee na makakapagtapos na talaga ako,” he shared. Saldy, studying Bachelor of Secondary Education majoring in General Science, is looking forward to graduating in 2017 with latin honors. Junaisa Bayabao, 19, a college sophomore at AMPC, shared that being a part of the ESGP-PA was life-changing for her and her family, which has been living below the poverty threshold. “Napakalaking tulong nung grant sa amin… dati bulakbol ako, since na-approve yung scholarship, I have to aim for high grades kaya binago ko ang sarili ko,” she said. By the end of school year 2016-2017, ARMM, through DSWD and the Commission on Higher Education (CHED), would have sent a total of 3,474 ESGP scholars across the region. DSWD-ARMM also conducted its regular relief distribution to 440 Pantawid beneficiaries and indigenous peoples (IPs) from the municipality of Upi, Maguindanao who were severely affected by the recent drought. A total of 410 regular Pantawid beneficiaries received food packs worth P360 each, while 30 IP beneficiaries received food packs and hygiene kits worth P1,940 each. Lailyn Delio Dagloc, 30 years old with three children, was one of those who were affected by the drought and rat infestation in Mirab, Upi. “Nagpapasalamat po ako sa DSWD dahil sila ang naging daan para matulungan po ang mga katulad naming mahihirap… napag-aral namen ang aking anak, at kada buwan napapacheck po namen,” she said. DSWD-ARMM also released 65 indigent senior citizens’ three-month stipend amounting to P1,546 each for a total payout of P100,500. Social Pension for Indigent Senior Citizens, as

provided for under Republic Act 9994 (Expanded Senior Citizens Act of 2010), is an additional government assistance that provides P500 pesos per month to augment the daily subsistence and other medical needs of indigent senior citizens aged 65 years old and above. The agency also mainstreamed its 120-day Supplementary Feeding Program by providing food in the form of hot meals to more than 100 children enrolled in day care centers. DSWD’s special programs PAMANA and BRIDGE also mainstreamed their programs through ceremonial turnovers that released project items to beneficiaries. PAMANA Expansion Cycle 2 turned over projects worth P300,000 each to community livelihood cooperatives of barangay Kabuling and Kayupo in the municipality of Pandag in Maguindanao. Equipment distributed are mobile rice mill, corn sheller, and power tiller. PAMANA is the government’s peace and development program to respond and strengthen peace-building, reconstruction, and development in conflict affected and conflict vulnerable areas. Finally, DSWD through ARMM BRIDGE also handed out food provisions to 40 families from Datu Anggal Midtimbang in Maguindanao. Maisara Abdullah, 38, with four children, said that this is the fifth time she received a similar provision from BRIDGE this year. She said her burden on serving food on her family’s table was significantly lessened since she became a part of the program. As a BRIDGE beneficiary, Maisara is among the 600 poorest of the poor families in ARMM entitled to the Apat-na-Dapat provisions of the program. Dilangalen said the DA and Bureau of Fisheries and Aquatic Resources (BFAR) assistance was pegged at approximately P306 million, adding to the funds of regular programs of the two agencies. “ We hope our programs would help address poverty problem in these areas,” Dilangalen added. Sec. Alexander Alonto, ARMM’s Department Agriculture and Fisheries secretary, said the assistance would augment the gaps of the regular programs being implemented in the region. “These will uplift the volume of agricultural

production we have in the ARMM, and would alleviate poverty of farmers and fisher folks at the same time,” Alonto said. The assistance from the DA and BFAR include farm equipment, posthar vest facilities, machineries, farm and agri-aquatic inputs such as rice certified seeds, corn seeds, banca, fishing paraphernalia, among others. A new project of the DA, Special Area for Agricultural Development (SAAD), will allow the DA to look at the weak points of each identified poor province as priority areas, and determine its key potentials in food production and agricultural livelihood programs. In the ARMM, Maguindanao was chosen and received P50 million assistance received by Governor Toto Mangudadatu. The provinces of Sarangani and

North Cotabato also received P50 million each for the same project. USec. Dilangalen noted that additional P100 million for the three provinces will be allocated for the same project in 2017, and more provinces will be included in the project. Another P192 million worth of agri-assistance was also launched under the socio-economic development component of the Normalization Fund. For the ARMM alone, approximately P144 million was allotted for this year, and the remaining P48 million was allocated for the other three regions. For his part, Sec. Alonto said the continuing efforts of the ARMM government and the antipoverty programs of Duterte administration will uplift the lives of poor families who are mostly living in impoverished communities. RECIPE: Roast Beef

INGREDIENT S: INGREDIENTS:

– 1 2 pound beef bottom round roast – 1 cup of apple juice – 1/2 cup beef broth – 1/4 teaspoon caraway or dill seed – 4 teaspoons corn starch – salt and pepper to taste INSTR UCTIONS: INSTRUCTIONS: 1) Coat the inside of a 5 quart Dutch oven with cooking spray. Over medium heat, brown the roast on all sides. Season with salt and pepper. 2) Add the apple juice, broth and caraway (or dill), cover and simmer 1 1/2 hours. (At this point, you can add potatoes or other vegetables if desired). If adding vegetables, cover and simmer another 15 to 20 minutes or until the vegetables are tender. 3) Remove meat to serving platter. Stir together the 1/4 cup water and the cornstarch. Stir into the juices in the Dutch oven. Bring to a boil, stirring constantly. Cook and stir until thickened and then boil 1 minute more. (http://www.kusinamaster.asia)

Iwas sa polusyon at usok ng sasakyan. 3. Iwas sa matitinding sikat ng araw. Gumamit ng sunblock. Puwede magdulot ng kanser sa balat ang laging nagpapaaraw. 4. Iwas sa mga sunog na pagkain o “smoked” foods tulad ng tinapa at barbeque. Puwede kasing may kemikal na nagdudulot ng kanser dito.

Alamin ang inyong lahi. Kung may lahi kayo ng breast cancer, magpasuri ng suso kada 6 na buwan. Kung may lahi kayo ng kanser sa pamilya, magpasuri sa doktor ng regular. 15. Magpa-check up sa doktor kada 6 na buwan o bawat taon. Ikonsulta ang iyong nararamdaman. Makatutulong ang doktor para malaman ang inyong sakit.
