They must be put in prison, they are pure and simple criminals,” he told CNN Philippines in an interview last week in Manila. In the same interview, Ghazali Jaafar, the MILF’s vice chairman for political affairs, denied Misuari’s accusations, and said it is now up to gover nment to decide how peace negotiations would proceed. “Kami ay hindi kailan man nag-renegade o sumuko sa pinaglalaban ng Bangsamoro people. Hindi kami outlaws, may batas kaming sinusunod. Combatants namin ay organisado, may batas sa pakikidigma,” he said, adding, they are willing to talk with any group aspiring to achieve lasting
peace in Mindanao, including the MNLF. “The peace we want to achieve in our homeland is not for MILF alone it is for all Bangsamoro people, that includes Brother Nur Misuari,” he told CNN Philippines. Misuari signed a peace deal with Manila in September 1996 ending decades of bloody war. After the peace agreement was signed, Misuari became the governor of the Muslim autonomous region. But despite the peace accord, there was a widespread disillusionment with the weak autonomy they were granted. Under the peace agreement, Manila would have to provide a mini-Marshal Plan to spur economic development in Muslim areas in the south and livelihood and housing assistance to tens of thousands of former rebels to uplift their poor living standards. In 2001, Misuari’s loyal forces and former MNLF rebels who joined the Philippine Army following the peace deal with Manila attacked a key military base in Jolo town in Sulu province
and civilian targets in Zamboanga City in an effort to stop the government from calling an election in the Muslim autonomous region in Mindanao where Misuari was then the governor. Misuari then escaped by boat to Malaysia, where he had been arrested and deported to the Philippines and was eventually pardoned and released by President Gloria Arroyo in exchange for MNLF support to her election bid as well as her allies in the Senate and Congress in 2004. But the MNLF’s Foreign Affairs chief Parouk Hussin, who along with Muslimen Sema, the group’s Secretary General, and other senior leaders, formed the socalled Council of 15 and ousted Misuari and eventually appointed him as chairman emeritus, but he rejected the position. Sema had criticized Misuari for dragging the MNLF into disarray. The Council of 15 also accused Misuari of being incompetent as governor of the Muslim autonomous region in Mindanao. the autonomous region, was also deposed several years later after the Council of 15, disgruntled at his leadership, put back Misuari as head of the MNLF in 2007. Misuari’s fall then had severely affected the MNLF which is now heavily divided and rift among its leaders is becoming more apparent. Misuari also ran thrice for governor in Sulu even while under detention, but lost. In May 2014, weeks after he declared himself new chieftain of the MNLF, Abul Kayr Alonto, whose faction also claimed to have replaced Misuari, publicly thrown his support to the peace process between Manila and the MILF, which has been fighting for decades
for self-determination in the restive southern region of the Philippines. Alonto, who was among the original founding members of the MNLF, also urged Muslims to support the peace agreement between the government and the MILF, the country’s largest Muslim rebel group. Alonto also said his group is all-out in supporting the peace process and even urged Congress to approve the proposed new Bangsamoro homeland which shall replace the current Autonomous Region in Muslim Mindanao which is composed of the provinces of Basilan, Sulu, Tawi-Tawi, Maguindanao and Lanao. Alonto was appointed by President Rodrigo Duterte as the new chairman of the
Mindanao Development Authority. The strong worded statement of Misuari came on the same day that President Rodrigo Duterte signed the executive order reconstituting the Bangsamoro Transition Commission, which now has members from the MILF and MNLF, as well as other indigenous groups that is tasked to revise the proposed Bangasamoro Basic Law (BBL). The MILF previously said it will not revisit the BBL which was rejected by Congress during the Aquino administration because many of its provisions were unconstitutional. COTABATO CITY – Some 48 government agencies participated in the 1st Human Resource Summit on Strategic Performance Management System (SPMS) Key Players conducted by the Autonomous Region in Muslim Mindanao (ARMM) at the Shariff Kabunsuan Cultural Complex here. Last week’s summit was conducted by the ARMM Human Resource and Management Division in partnership with the Office of the Chief-of-Staff as one of the requirements of the Civil Service Commission (CSC) to improve employees’ productivity and efficiency. Budget, planning, and administrative officers, among others, comprised the 165 summit participants. Lectures were delivered on the following basic elements of SPMS and its processes: performance planning and commitment; performance monitoring and coaching; performance review and evaluation; performance rewarding and

Leopoldo Roberto Valderosa, Director IV of CSC- ARMM and one of the two lecturers during the summit, said that the success of an organization relies greatly on its human resources thus making them the most important asset in an organization. “This is why the summit is vital to success of not only the individual but of the agencies as a whole,” he said. “We are no longer just assessing the individual, but this time we also assess the organization because we believe that a certain individual could never be satisfactory or outstanding in his performance unless the organization itself is also (performing well),” he added. ARMM employees and agencies, he said, have significantly improved their performance over the years with the help of enhancement tools from donor
institutions such as the Japan International Cooperation Agency and the U.S. Agency for International Development, to name a few. Employees sent to trainings and scholarships abroad also prove beneficial in the improvement of ARMM’s human resources, Valderosa said. Atty. Rasul Mitmug, Jr., ARMM Chief of Staff, said the summit is a testament of the regional government’s efforts to continuously improve the performance of its workforce and meet international standard operating procedures among its line agencies. This, he said, is one of the legacies that Regional Governor Mujiv Hataman seeks to imprint in his administration. ARMM agencies’ participation in the summit is expected to result in the refinement of their SPMS plans after Tuesday’s event. RECIPE: Sweet and Sour Pork
INGREDIENT S: INGREDIENTS:
– 1 pound lean boneless pork – ½ large green or red bell pepper – ¼ cup baby carrots – 1 green onion, optional – 1/3 cup white vinegar

– 2 tablespoons ketchup – 3 tablespoons granulated sugar – 1/3 cup, plus 2 tablespoons water – 2 tablespoons vegetable oil – 1 tablespoon cornstarch
INSTR UCTIONS: INSTRUCTIONS: 1) Cut the pork into cubes. 2) Wash and drain all the vegetables. 3) Cut the bell pepper into cubes, and cut the baby carrots in half. Dice the green onion, if using. 4) In a small bowl, combine the vinegar, ketchup, sugar, and ? cup water, and set aside. 5) Heat the oil in a frying pan on medium to medium-high heat. 6) When the oil is hot, add the pork cubes and brown. 7) Drain off the fat from the pan and add the sauce. 8) Reduce heat to medium-low, cover, and simmer for 45 minutes or until tender. 9) Combine the cornstarch and 2 tablespoons water in a small bowl. 10) Increase heat to high and add the cornstarch mixture, stirring to thicken. 11) Reduce heat to medium and add the green pepper and carrots. 12) Cover and simmer for 10 minutes or until the vegetables are tender. 13) Stir in the green onion if using. 14) Serve hot over rice. Cebu is safe
CEBU - Authorities have assured that Cebu is safe and secured following reports that Abu Sayyaf rebels infiltrated the province. Police and military officials also met recently with Gov. Hilario Davide III and said there have been no confirmed reports of Abu Sayyaf presence in Cebu. The U.S. Embassy in Manila has issued a security alert for all American citizens travelling to the Philippines and warned them of risk of kidnapping in southern Cebu, specifi-
cally the areas around Dalaguete, Santander and Sumilon Island Chief Supt. Noli Taliño, the regional police chief, has assured the public that there is no cause for alarm. “There is nothing to worry about. The government is on top of the situation.We assure the public and the tourists that they are safe in Cebu and in the region,” Taliño said. Although there is no direct threat to security in Cebu, police and military have deployed more forces in the province.
The Philippine Army also said that it is ready to support the police with soldiers ready for deployment at anytime in case of emergencies. Cebu provincial police chief Senior Supt. Eric Noble also inspected tourist areas in southern Cebu and met with policemen. “Cebu is the safest place in the Philippines now,” he said. Noble said they are set to meet with resort owners to solicit their support to the heightened security measures as well as the police anti-drugs campaign in Cebu. (Rachelle Nessia)
