Troops search for abducted Vietnamese sailors ZAMBOANGA CITY – Army soldiers are searching for 6 Vietnamese sailors abducted by suspected Abu Sayyaf rebels off the southern Filipino province of Basilan. ing medical treatment at a private hospital here, police said. Police said Lai Minh Kao was admitted at the Brent Hospital and is being cared by another Vietnamese sailor Pham Van Trong. ‘Fixers’ target ni Inday Sara DAVAO CITY - Ipinagutos ngayon ni Davao City Mayor Inday Sara Duterte ang malawakang kampanya sa pagpapatigil sa mga fixer sa City Hall matapos na makatanggap umano ito ng mga reklamo mula sa publiko. Kabilang sa ipinasupil nito ang mga contact at access ng mga nabanggit na fixer sa mga tanggapan o departamento kasunod ng mga reklamong nakarating sa kanya. Diumano ay maraming mga fixer ang nakatambay sa harapan ng Sanguniang Panglungsod na nagaalok ng mabilis na proseso sa business permit at iba pa kapalit ng pera o lagay. Kabilang sa mga tanggapan na diumano’y pinupuntirya ng mga fixer ay ang Office of the City Treasurer, Business Bureau, Office of the City Assessor, Office of the Local Civil Registry, City
Health Office, Office of the City Veterinarian, Office of the City Social Services and Development, at Local Land Franchising and Regulatory Board. Ayon sa Human Resource and Management Office, kaalinsabay ng kautusang ipinapatupad ni Duterte ay ang warning sa mga empleyado na mapatunayang sangkot o nakikipagtulungan sa trabaho ng mga nasabing fixer. Pagkatanggal sa kanilang trabaho ang pinakamatinding aksyon ang posibleng ipataw sa mga mapatunayang sangkot sa fixer at maaari din anilang masampaan ng kaso kung mapatunayang tumanggap sila ng pera o lagay. Ang kautusan ni Duterte ay dahil na rin sa Anti-Red Tape Act o Republic Act 9485 at ito ay ipinatupad upang
maisiguro ang mataas na uri ng pagta-trabaho ng mga kawani sa tanggapan ng pamahalaan upang maiwasan din ang graft and corruption. ARMM strengthens Import-Export Industry COTABATO CITY – Members of different government sectors and the Chamber of Commerce and Industries attended the OrientationBriefing on Importation given by the Bureau of Customs at the Bajau Hall, ORG Compound here. Last week’s forum, organized by the ARMM Department of Trade and Industry (DTI) in partnership with the Regional Economic Zone Authority (REZA) and Polloc Free Port, was aimed at re-orienting ARMM trading clientele on the business of import and export. This was a step taken by DTI to encourage even small business traders to legalize all their importing transactions to eliminate the rampant misconceptions of illegal smuggling especially for products coming in from nearby Malaysia and Indonesia. According to Fernando de Dios, DTI Senior Trade and Industry Development Specialist, barter trading played a big part in the economic stimulus in the ARMM and this is why DTI is looking to revive the industry. He said that the agency is working on reviving the real barter trading as it is, and not just the one-way system that it is today. “The barter that we are talking about today is no longer the barter that we knew early on when Sulu was
still the barter trading center,” he adds. According to him, the proper orientation on import and export guidelines for ARMM traders certainly paves the way for the revival of the industry. Eshan Karl Mabang, Administrator of the Polloc Free Port said that the port’s design meets international port standards and that it is ready for international importation and exportation anytime. Mabang supports the revival of the barter trading and the projected boost this will have in the export side of the industry. “We support this kind of economic activity dahil una, pag maging successful ito, we can provide employment, increase our revenue collection at malaki ang magiging remittance natin,” he said. To date, the Port is only mobilizing on its imports on cement, corn, and equipment for renewable energy, coming in from countries such as Vietnam, Singapore, South Korea, and India. REZA-ARMM also ensured that it is ready not only for importation, but also for exportation after it entered into a Joint Memorandum Order with the Bureau of Customs last October 2015, on the implementation of the mandatory Electronic Processing of Transshipments of REZA locators to REZA Zones and other procedures
through the E2M system. E2M (electronic-to-mobile) is an internet-based technology that allows Customs Officers and traders to handle most of their transactions online. It makes use of advanced technology including electronic signatures to provide government officials with new tools to enable them to make dramatic improvements in security, trade efficiency, and to fight against corruption. One of those who will benefit from the innovation is the Bangsamoro Oil and Fuels Corporation, which is waiting for its importation permit as it looks forward to building a four million peso oil depot in Polloc under a joint-venture agreement with a Malaysian company. Dr. Amor Pendaliday, President of the Corporation said the construction will take around three to five months and that the depot will have a petroleum capacity of about 14 million liters. According to him, petroleum prices, especially in the nearby areas of Maguindanao and Lanao, will definitely go on a major roll back once the depot starts operating. Dr. Pendaliday is certain that once the Liguasan Marsh is explored and developed, exportation of crude oil is also very possible in the near future. (Bureau of Public Information)

The farmers’ personal belongings were taken and their families were trauma-
tized. They were wrongly accused as members of the New People’s Army (NPA) and one of them was mauled. The four are members of the Karahumi Farmers Association (KFA), an organization that has long been resisting the land grabbing of more than 1,000 hectares of agricultural lands in Bulacan. No individual or group claimed responsibility for the abduction, but suspicion fell heavily on the notor ious Abu Sayyaf group which is still holding over a dozen Malaysian and Indonesian sailors, including a German yachter kidnapped recently in Sabah, Malaysia. COTABATO CITY – The people in the Autonomous Region in Muslim Mindanao (ARMM) are set to showcase their diverse culture, traditions, and way of life as the region marks its 27th founding anniversary this month. ARMM Governor Mujiv Hataman urged all sectors to take part in the celebration and said “the Moro here look forward to more years of pride and success.” He said this year’s celebration will highlight the 27 years of history, achievements, and progress of the autonomous region. The creation of an autonomous region in Muslim Mindanao is enshrined in the 1987 Philippine Constitution. The ARMM was established in 1989 by virtue of Republic Act 6734 and was originally composed of the provinces of Sulu, Maguindanao, Lanao del Sur and Tawi-Tawi. The province of Basilan and the cities of Marawi and Lamitan became part of the region following the expansion of the ARMM’s powers and geographical composi-
tion under a new organic act – Republic Act 9054, which was the result of the Final Peace Agreement between the national government and the Moro National Liberation Front (MNLF). According to the official website of the ARMM, “[t]he history of the region can only be understood in the context of how the Bangsamoro people continuously struggle for self-rule and selfdetermination.” As part of the celebration, the regional government has lined up several activities this month and on December. Among which are a food festival that would feature the cuisines of the different major Moro tribes in the ARMM, a film showing, cooking showdown, sports festival, search for the ARMM’s Rajah and Ranee, financial literacy forum, cultural presentation, regional governors’ peacetivity, People’s Day, week of peace, local government unit’s summit and Gabi ng Parangal. The 636th commemoration of the Sheikh Karimul Makhdum Day in Bongao, Tawi-Tawi on November 7 marked the official kick-off of the anniversary celebration. It will culminate on December 19, during the Shariff Kabunsuan Festival, with a fluvial procession at the Rio Grande de Mindanao in Cotabato City. In 2015, the ARMM opted to mark the region’s anniversary with a muted celebration in the wake of a wave of terror attacks in different parts of the world that claimed the lives of hundreds. He added his office will coordinate with the Department of the Interior and Local Government (DILG-ARMM) to compel LGUs to implement the provisions of RA 9003. DENR-ARMM also encouraged the region’s LGUs to provide and submit their comprehensive Solid Waste Management Plan (SWMP) as mandated by RA 9003. That law defines the policy framework, institutional mechanisms, and mandate for LGUs to achieve a 25% waste reduction target through an integrated SWMP based on the 3Rs – reduce, re-use and recycle.
Based on a study, the country generated 10.6 million tons of solid waste in 2012 and that volume is expected to double in 2025. This is the reason why solid waste management is considered a major environmental issue by the government. In a two-day learning event on ecological solid waste management conducted by the Environment and Management Bureau (EMB)-12, which was also participated by EMB-ARMM in Cotabato City, the National Solid Waste Management Council ordered all LGUs to submit their 10-year SWMP not later than November 30this year. Section 50 of RA 9003 said local government offi-
cials and officials of government agencies concerned who fail to comply with and enforce rules and regulations promulgated relative to the solid waste management law shall be charged administratively in accordance with RA 7160 and other existing laws, rules and regulations. “Waste mismanagement has serious environmental effects (and that resulted in) the passage of RA 9003; we need to implement it the soonest possible,” Sec. Kedtag said. The department can provide technical assistance to LGUs in the formulation and implementation of their SWMPs, said the DENRARMM chief. (Bureau of Public Information)

Ipasa mo ang iyong problema sa Diyos. Tutulungan ka ng Diyos na pasanin ang mga dinadamdam mo. Maya-maya, hindi mo namalayan ay gumagaan na ang iyong pakiramdam.
