Thousands of civilians affected by fighting in Basilan province BASILAN - Nearly 7,000 people have been displaced for more than a month following armed clashes between security forces and Abu Sayyaf rebels in Basilan, one of 5 provinces under the Muslim autonomous region, the International Committee of the Red Cross or ICRC said.

President Rodrigo Duterte (Photo by Ace Morandante)

It said affected families left their homes and sources of livelihood after the hostilities started in November. Civilians in six villages in the conflict-affected municipalities of Al-Barka and Tuburan chose to stay with relatives or in evacuation centers for fear of being

caught in the crossfire. To support their needs, the ICRC said it provided food rations and hygiene items recently for the affected families in AlBarka and Tuburan, with the support of the Philippine Red Cross or PRC in Basilan. Continue on page 2

Government pooling big private investments for Sulu THE GOVERNMENT, through the Department of Agriculture (DA), is now pooling private investments for a poverty alleviating program in Sulu, so far securing the commitments of some of the country’s most powerful businessmen including Manuel V. Pangilinan, Ramon Ang, Lucio Tan, and Henry Lim. Agriculture Chief Emmanual Piñol said the government was able to convince the likes of the aforementioned tycoons to invest in Sulu through a multi-billion project called “Save Sulu Project,” which was launched on December 19.

ARMM

Sulu Archipelago is part of the Autonomous Region in Muslim Mindanao (ARMM) and a known area of conflict in the region. “We were able to get commitments of several groups. MVP [Manuel V. Pangilinan] is coming in with investments in telecommunications and in power. Bounty Fresh will be coming in with poultry projects. Henry Lim and Lucio Tan will build classrooms, while Rosalyn Gui of W Group, Inc. will revive the carageenan industry in the province,” Piñol said. Pangilinan is the chief executive officer of Hong Kong-listed First Pacific, the owner of the country’s largest digital ser-

Eastern Mindanao

vice provider Philippine Long Distance Telephone as well as power distribution giant Manila Electric Co. (Meralco). Lim, on the other hand, is the chairman of the largest hybrid rice seeds producer in the country, SL Agritech Corp., while Tan is the founder of LT Group Inc., which has interests in banking, airline, liquor, tobacco, real estate industries and education. Piñol said there is also on-going talks between DA and Ang-led San Miguel Corp. (SMC) for the development of feed processing facilities in the area. “We are addressing the Sulu problem

Western Mindanao

not only in the context against the armed groups but in also addressing the poverty. So we came up with this project with the help of the Go Negosyo group,” Piñol said. “As for the part of DA, we will come in to help farmers plant corn because both Bounty Fresh and San Miguel will set up feed processing facilities,” he added. As part of the launch, DA, in partnership with Go Negosyo, presented a much detailed masterplan of the project to President Rodrigo Duterte. Continue on page 2

‘I Will Include You!’ Duterte targets human rights defenders, lawyers for drug dealers

Continued fr om page 1 from “Duterte’s threats against lawyers and human rights defenders constitute a dangerous extension of his abusive ‘war on drugs’ that has already resulted in more than 5,000

killings,” said Phelim Kine, deputy Asia director at Human Rights Watch. “The sinister lesson of Duterte’s first six months in office is that the groups and individuals he publicly identifies as legitimate tar-

gets in his drug war all too often end up dead, in high numbers.” But despite the criticisms, many Filipinos favor Duterte’s drug campaign. (Mindanao Examiner)

Government pooling big private investments for Sulu

Continued fr om page 1 from According to him, the entire venture will come into full swing by early next year and that the accumulative investment for it will run into billions. As of now, the poverty incidence in sulu is 61 per-

cent and the government is targeting to reduce this by 25 percent in the next three years. Piñol said the “Save Sulu Project” was in line with the directive issued to him by Duterte last September after the Chief

Executive met with former Sulu Gov. Sakur Tan, who decried massive poverty as prime reason behind the recruitment of Suluanos by extremist groups, including the Abu Sayyaf. (Madelaine B. Miraflor, Manila Bulletin)

Sulu Gov. Totoh Tan coaches a kid during a basketball clinic he launched recently in the province.

Thousands of civilians affected by fighting in Basilan province Continued fr om page 1 from "The ICRC’s distribution is in response to their basic needs for food,” said Nezar Tamine, deputy head of the ICRC sub-delegation in Mindanao. Tamine said each family received 25 kilos of rice, 2 liters of oil, 1 kilo of sugar, one-half kilo of salt, 12 tins of sardines, 1 liter of soy sauce, and a hygiene kit containing shampoo, bath and laundry soaps, toothbrushes and toothpaste. In July, the ICRC through the PRC also pro-

vided essential household items and hygiene kits to 17,000 displaced people in Tipo-Tipo, Al-Barka and Ungkaya Pukan municipalities. And just recently, the ICRC arranged for 12 emergency health kits to be delivered to hospitals and rural health units in Sulu and Basilan provinces to support the medical needs of the affected civilians. These kits contain dressing materials to treat the wounded. Together with the PRC in Zamboanga City, some

113 health workers from six rural health units of Basilan were trained on first aid and basic life support from August to October to boost the capacity and readiness of health workers and the community to help save lives during armed fighting and other emergencies. The ICRC also reminded all parties to the armed conflict about the need to protect civilians and those who are not or no longer participating in the hostilities. (Mindanao Examiner and ICRC)

Photo shows my first meeting with SMC Chairman Ramon S. Ang and the dilapidated Hadji Butu School of Arts and Trade.

SMC to build 50-MW power plant, rebuild Jolo Technical School By Manny Piñol CORPORATE GIANT San Miguel Corp. has committed to build a 50-megawatt coal-fired power plant and rebuild Sulu's only technical school as its contribution to the efforts of President Rody Duterte to rebuild the conflict-wracked island which is considered as one of the poorest in the country. These twin commitments were made by SMC Chairman Ramon S. Ang during a meeting I had with him and SMC executives in the corporation's headquarters in Ortigas, Pasig. The good news came three months after President Duterte personally instructed me to proceed to Sulu to determine what could be done to help the people there. I was in Borongan, Eastern Samar on Sept. 15 when Sec. Bong Go, the President's executive assistant and head of the Presidential Management Staff, called me up and said that the President wanted to talk to me. "Can you go to Sulu and check what we could do to help the province?" the President asked me. At that time, the military campaign against the Abu Sayyaf was in full-swing. The President said that the campaign against the

notorious kidnap-for-ransom group Abu Sayyaf should be complemented by a social program which would touch the lives of the people in the province, including relatives of the extremist groups. Visiting Sulu with a 5man technical team, I was shocked by what I saw and learned. The island of Jolo relied on a diesel generator for its power which is so costly that the cold storage for the bountiful fish catch of the islands could not even be operated. The Hadji Butu School of Arts and Trade (HBSAT) where national artist Abdulmari Imao graduated was a mess with loose ceilings dangerously hanging over the heads of students. There was hardly any livelihood activity in the province resulting in a 61% poverty incidence. Following a visit I made to Sulu, I sought out Presidential Assistant for Entrepreneurship Joey Concepcion to seek the help of the private sector through the Kapatid "Go Negosyo" initiative. After a meeting in the Manila Polo Club, the Kapatid Go Negosyo team headed by focal person

Ginggay Hontiveros started working on the "Save Sulu Project." Hontiveros made two follow up visits to Sulu. Now, government and the private sector are ready to deliver interventions which could forever change the conflict-affected province. At the Rizal Hall of Malacañang, key officials and private sector leaders of the province met December 19 face to face with captains of industries and big businessmen. The corporate group of Manny V. Pangilinan, Lucio Tan, Bounty Agro Ventures, Henry Lim , Rosalind Wee of W Group involved in the carageenan industry, the Chinese Federation of Commerce and the Chambers of Mines, Quintin Pastrana and many other big business names were with President Duterte to make their commitments to help rebuild Sulu. After Dec. 19, the lives of the people of Sulu will never be the same again. Thanks to the determination of President Duterte to reach out to the farthest and most troubled areas of the country. (The author is the Secretary of the Department of Agriculture.)

TECH TIPS: How To Use Android Like A Pro ANDROID is full of features that users don't take advantage of and that could make your life a whole lot easier. In this article we'll show you a series of features that will make you look like a pro or, simply, to remind you of those features that you used to use but have forgotten all about, which are just sitting there, waiting for you to come crawling back. 1. O kG oogle: touch less Ok Google: less,, lear n mor e learn more The oldest of Android smartphones can get this feature totally free. It'll turn your smartphone into your new favorite personal assistant, although it does require an Internet connection. Google's voice search can be activated by saying "Ok Google" and, from there, it listens to and carries out your requests. You can ask your smartphone if it will rain tomorrow or even what Chuck Norris' super powers are. But before all that, there is a series of Google Now commands you should know first. 2. IInbo nbo x and automatically nbox respond to emails The most intelligent email app is Gmail's inbox. You can automatically organize your emails, see appointments and reminders as tasks, plus a whole load of other things. The best part is, you can quickly and easily respond to any email. One of the best things about this app is that you always have, right above the email you're currently writing, the email that you’re responding to so you don't have keep going back and forth between screens. The English version is capable of recognizing the content of emails you have received and it will give you three response options. ity mode: so that 3. P Prrior iority your smar tphone only smartphone bothers yyou ou when it's rreally eally impor tant important Given that on Android Lollipop, there isn't a silent mode (at least, not in the stock version), you can choose between at least three different notification modes: None, Priority, All. The second, when it set up correctly, is easily the best of the three options. Press on the volume button and then click on the settings icon to access the menu. In some cases, a quick menu shortcut exists to save you some button pushing. Once in the menu, you can configure the device to only notify you for certain events, reminders, calls or messages. You decide what type of notifications you want to receive. It's faster to configure the None mode because starting from Android 5.1, you can set it up so it won't bother you until your next alarm goes off. This will guarantee you a quiet night dreaming about sheep and little green antennas just like Android's. Be careful of one thing though: Facebook Messenger didn't take the different modes into account when it was programmed, so it will send notify you of every incoming message. It's always easy to turn off the notifications in the app itself though. 4. U se the po wer saving Use pow our batter y mode so that yyour battery will last all day Will you be out of the house all day and you forgot your charger or replacement battery? Don't worry, from Android 5.1 onward, you have

the option of a power saving mode. Many manufacturers have already included some way to extend a battery's life for that one important phone call at a critical moment. Battery saving mode can help you go the whole weekend without having to charge your phone. It does this by considerably limiting background activities and making standby mode much more indepth when the screen is turned off. You should know that you'll only receive emails and Whatsapp messages when the screen is turned on and performance is so limited that browsing online is little short of a miracle. However, there are some tricks to saving battery power that you should know. 5. D ata limit on Chr ome: Data Chrome: sav e data in yyour our plan so save you'll hav e enough to send have those photos to yyour our sw eethear sweethear eetheartt If you're someone who is always using Chrome to browse the web, there's a way you can save data on your plan. To do it in Chrome, go to the settings menu, look for Data saver and activate it. After a few days you'll start to see a percentage, that’s the data that you've saved so far while using Chrome. 6. WPS B utton: sav e time Button: save connecting to WiF iFii Did you know you can securely connect to WiFi without having to put in a password? There's a button on the router that is either called "login" or WPS/Reset. It can also just be a button with a two arrow icon, as can be seen in the photo below. In the advanced settings of the Wi-Fi menu you will see a WPS button option, when you click on it you will have a few seconds to push the correct button on the router. During this time, anyone has access to the network if they also push the same button. It's an easy way to securely connect to Wi-Fi without having to put in a password. 7. Andr oid beam: magically Android tr ansfer files and photos transfer One of the most underestimated features on Android is the Android beam, which every manufacturer gives a different name, but nonetheless, it always does the same thing. It allows you to transfer small amounts of data by connecting devices via Bluetooth. You could also connect via WiFi if you want to transfer larger amounts of data. In order to use Android Beam both devices need to have NFC. The first step is to activate Android Beam on both devices. Go to Settings> Wireless and networks > More > Android Beam. If the option is gray, you'll need to activate NFC. You now have an interesting feature activated that many people don’t know about. If you place two smartphones back to back (with NFC activated of course) you can share photos, contacts or other files you have open on your screen. Your phone will ask if you want to share the information with the other phone, once you say yes and confirm it on the terminal, you'll quickly share whatever information you had decided on. Android Beam allows you to transfer anything from photos to web page links,

songs and files. 8. D ata limit: nev er go Data never without data again Many people have an expensive data plan just so they'll have enough megabytes (or gigabytes) to browse the whole month. Yet still, some people go over their limit, do that and you could find yourself with a huge bill at the end of the month. The best solution is to disconnect data when you're not using it. Go to your devices settings and in Wireless networks and click on Data usage. If you have data activated, an option will appear that says Set mobile data limit, after which a popup will tell you that, once you go over your limit, you mobile data will be deactivated. 9. USB tether ing: use yyour our tethering: phone as a modem If for some reason at home or at work the Internet goes down, you can use your smartphone as a modem cutting out the hassle of being without a connection. In order to activate USB tethering you need to connect your smartphone to your computer, go to Settings > More > Link and Laptop WiFi and change the option for USB connection. In order to guarantee that you'll be able to use mobile data, the best option is to have your Wi-Fi connection (that you won't have, because if you did, you wouldn't need this) turned off. mar magi10. S martt lock: Smar cally unlock yyour our smar tphone smartphone One of the least known features that comes with Android is Smart Lock. It allows you to set up your phone so it's much easier to unlock at certain locations. This way you can avoid having to put in your PIN or pattern to unlock you phone say, for example, at home. Smart Lock can be found in different places on your phone according to the manufacturer but the majority of them can be found in Settings > Security. Once you get into Smart Lock you can set it up however you like. 11. A pp pinning App If you have various private apps (Whatsapp, for example) and someone asks to use your phone, you can pin the screen to the app of your choosing. This is useful as a good safeguard against unwanted activity. It's also a good alternative if you haven't set up a Guest or Child mode. Activate it by going to Settings > Security, at the bottom of the scroll down page you'll find Screen pinning. Select it and from there, in the recent apps menu, at the bottom of the menu, a pin will appear, select it and the Screen will be pinned. 12. M anage yyour our apps Manage If an app is always freezing, closes by itself or doesn't start up, you may have to uninstall it but that's not always necessary though. Sometimes, erasing the app's data can easily solve the problem. To do that, go to Settings > Apps, look for the problem App and from there you can manage whatever you want to (erase data, uninstall, etc.). If you decide to erase an App's data, you'll have to set everything up again, just be sure that you're prepared to deal with that can of worms if you open it. (Luis Ortega, AndroidPIT)

Low-fat milk at yogurt.

3. Oatmeal. 4.

Good luck po

Iloilo, which were identified by the World Bank in June 2013 as among the 23 Philippine provinces that were high risk for disaster. Realizing that land tenure improvement was among the key factors in establishing stronger livelihood options for Yolanda victims, the HEKS in September 2014 extended its rehabilitation and disaster risk reduction efforts towards increasing the resilience of typhoon victims among landless households by improving their access to land. HEKS-TFM in Panay campaign for the land rights of 1,260 farmers in 45 landholdings in the following five towns: San Dionisio and Carles in Iloilo and Pilar, Pontevedra, and Dao in Capiz covering a total area of 1,959 hectares. In its three-year project with TFM in Panay, HEKS was able to meet the following objectives, among other targets: - Rehabilitation, diversification and/or establishment of alternative livelihoods for a total of 1,778 small farmers, fishers, and seasonal workers who are now into integrated rice farming; integrated corn farming, diversified vegetable farming, animal raising, and improved, sustainable fishing; - Development of business plans for small scale income generating activities by 602 micro-entrepreneurs who are currently engaged in buying and selling of fresh agricultural produce; retailing dry goods; food vending, transport business, and other skilled jobs; - Training of 1,893 farmers and fishers in improved farming and fishing techniques, including 80 peasant-graduates of intensive farmers’ field schools; and training of 749 individuals in small-scale business management; - Securing of land rights of 1,109 small farmers and improving the land tenure of 771 other peasants; award-

ing of farm inputs to 614 agrarian reform beneficiaries A(ARBs) to support the sustainability of their right to their land; 614 ARBs trained on farm planning, and 234 other farmers trained on new farming technologies; But Tuason said that while TFM-HEKS had helped make farmers and fishers more resilient, a stronger safety net is needed from the Philippine government to ensure that what TFM-HEKS started will flourish and once and for all address the root causes of widespread and persistent rural poverty. “Our farmers and fishers nourish us. We will go hungry without them. Thus, we have to give what’s due them. We have to make them happy and fulfilled. This can be done if the state will fulfill its mandate to uplift their lives and secure their future,” said Tuason. Just last week, some 2,500 TFM farmers, fishermen, and micro-entrepreneurs welcomed various government agencies and educational institutions that had committed to carry on the initial success of TFM-HEKS initiative in Panay. Representatives from government institutions attended the "Padayon sa Pagtindog: Pagtililipon Sang Mga Mangunguma Kag Mangingisda Sa Isla Sang Panay," held at the Villareal Stadium in Roxas City in Capiz. Among them were from the Department of Agrarian Reform, Department of Agriculture, Land Bank of the Philippines; Department of Science and Technology; Philippine Coconut Authority; Bureau of Fisheries and Aquatic Resources; Department of Trade and Industry, Department of Social Welfare and Development, local disaster agencies; and Capiz State University, among others.
