Below is the speech of Tan: “Mr. President, thank you very much for this affair this evening. This is a product of your genius. Remember one time I took a chance to see the President in Zamboanga, that was in August, and when I started talking to him, the president told me - we cannot talk above that for a very short time, not except dinner one of these days. Let me see, he said, if we can schedule this after I get back. Which he went to Vietnam then came back, in, that was early September. I really never thought, considering the business of the President, he would still remember that he


would meet us over dinner. Only to get the message from Secretary Bongbong Go that we have a scheduled dinner with the President on the 15th of September at the Bahay Pagbabago. And we are still fighting the same war, it brings back to mind, or it rings to my mind, a book that was given to me by President (Fidel) Ramos, entitled "Fighting terrorism by fighting poverty poverty is indeed very high in our province and in fact it is one of the highest in ARMM (Autonomous Region in Muslim Mindanao) and in our country. The waiting is in every 3 years, from 2009 to 2012; we were above 31% in terms of poverty incidence. From 2012 to 2015, it went up to 67%. This is way, way above the national average of 21%.” “So what constitutes poverty, we told the President, is that we need education for our people.

To have roofs over their heads. To have food on their tables. So, we have been saying, that war alone can never solve this problem. We need to address this incidence of poverty in our area. We are now one of the highest; we are now next to Lanao del Sur in ARMM in terms of poverty incidence. Now, I really never thought that this will happen today. This is a lot of focus on our province, the province of Sulu, which has always been known, misperceived as a war-torn area, as a kidnap capital of the country. I would like to say that it is not so.” “Big businesses, actually some of them, started in Sulu. The Aboitiz operated a power plant in Sulu before becoming this big. I learned that even MVP, Boss Manny Pangilinan, started doing copra business in Siasi, Sulu. Mrs (Rosalind) Wee started her carrageenan business in Sulu. Sulu and Tawi-Tawi are two of the biggest suppliers of carrageenan or seaweeds in the country. We used to be the one of the biggest, if not the biggest, supplier or carrageenan in the whole of Southeast Asia. Now, we believe that the government alone cannot solve this problem. The government can only do so much.

The government can provide support infrastructures.” “Again, before the elections in America, I read a book by Donald Trump and Robert Kiyosaki - The Midas Touch - which says that government can only provide so much. You want employment, you want labor, you want livelihood then you have to go to the captains of industry. You have to go to the entrepreneurs, and as I said this is what is happening now, and I hope you know, with just this gathering, putting all of these captains of industry together is something that would pro-

mote our province in terms of (natural) resources.” “Sulu sea is the richest fishing ground throughout the world. We have the strongest fiber. Our abaca, is the strongest fiber in the world. We have so much in terms of agriculture produce. We have a lot of mangosteens except we cannot prolong the shelf life for our fruits. We have durians. Durians, are growing wild in our province, and our durians - Mr. President Sir, I think our durians are the best. And we hope, I'm sure, the President has tasted already our durians, except that they do not last long as long as the durians

in Davao.” “Now with this, I would like to say, thank you very much for all of these pledges and commitments of yours. For our hospitals, our power, our educational system, our water system and everything. I'm sure, this will mean a lot. This will be remembered forever and ever. COTABATO CITY – The Autonomous Region in Muslim Mindanao (ARMM) remains at the bottom of the list among regions with cases of Acquired Immune Deficiency Syndrome (AIDS) and Human Immunodeficiency Virus (HIV). This comes as the region’s prevalence rate on the disease and infection stayed still at less than one percent by end of October this year. Despite these figures, the Infectious Diseases Cluster (IDC) of the ARMM Department of Health (DOH) warned citizens not to be complacent. “Whether we like it or not, we have HIV cases in ARMM,” Soraida Amilil, Cluster Head of IDC said. Still, it is important for the public to be properly informed for their prevention and cure, Amilil said, noting the region is targeting zero HIV/ AIDS case each year. As of October this year, 13 cases of HIV have been reported while none emerged as an AIDS case. Nineteen percent of the HIV cases come from the heterosexual demographics, while 81% come from the homosexual demo-

graphics, mainly from men who have sex with men. Dr. Usman said ARMM citizens who travel frequently to major urban centers are more vulnerable to HIV infection. DOH recently reported that 25 people in the Philippines are diagnosed with HIV on a daily basis. In 2014, the region has reported two AIDS cases, while seven were reported with HIV. Since 1984, the region’s Health department has reported a total of 76 positive cases of HIV while 11 were reported to have led to AIDS. None of these cases were diagnosed within the region as the provincial health units still lack social hygiene clinics for HIV diagnostic testing, hence these cases were referred to regions 9 (Zamboanga Peninsula), 10 (Northern Mindanao), and 11 (Davao Region) who have the capability to do the screening. This is about to change in 2017 the IDC of DOH-ARMM noted. Amilil said the agency has been working on the establishment of social hygiene clinics in the region to serve as satellite treatment centers for HIV. This will be piloted in

the province of Tawi-Tawi by 2017, and then in Sulu, being the farthest islands to the mainland. The agency, she added, is currently complying with the requirements set for the treatment centers to be operational by next year. DOH-ARMM continues to strengthen its AIDS/ HIV Prevention and Control Program through campaigns that aim at educating the public, as well as to eliminate the stigma and discrimination associated with people living with HIV and AIDS. Doctors have been reiterating that the virus is not transmittable by merely socializing with them as it only thrives inside the body and cannot be transmitted by mere skin-to-skin contact. “Hindi ito dapat ikahiya,” Amilil said, noting it is not acquired only through unprotected sexual activities. 90 to 98% of transmission is through blood transfusion, organ transplant, sharing used needles and needle pricks. There are also preventive measures for HIV leading to AIDS and this is provided free to people living with HIV and AIDS. (Bureau of Public Information)

dahil sa ilegal logging at itong operasyon ay sa lahat ng lalawigan sa ARMM,” ani Hataman. ARMM okays P10.1B worth of infra projects in 2017 COTABATO CITY – A total of P10.1 billion worth of infrastructure projects are expected to be implemented in the Autonomous Region in Muslim Mindanao (ARMM) in 2017, according to Governor Mujiv Hataman. This, after Governor Hataman and regional legislators signed the Public Works Act of 2017 on Thursday that authorizes the appropriation of P10.1 billion for infrastructure projects in ARMM. tion of major roads and bridges, water supply, seaports, shores, drainage canal, flood control, strategic infrastructure projects in support of tourism, agriculture, peace and security, public health or sanitation, and other socio-economic development activities and those in conflict- or calamity-affected areas. The appropriation will be effective even beyond Fiscal Year 2017 until fully released, obligated, and disbursed for the purpose. The infrastructure funds will be properly distributed to the five provinces and two cities in the region. “We will make sure that all the provinces will receive development

projects from the regional government,” Gov. Hataman said. DPWH-ARMM Secretary Engr. Don Mustapha Loong noted that the implementation of the projects will be undertaken through competitive public bidding. To effectively oversee the projects, the Regional Project Monitoring Committee, inclusive of the legislative assembly members or representatives, will conduct periodic checking and validation of the status of project implementation based on the approved program of work, project specifications, and time frame of completion. Limitahan ang paginom ng alak – Huwag maniwala sa mga sabisabi na mabuti ang red wine para sa iyo. Kapag nasobrahan ka sa alak ay masisira ang iyong atay,

bituka at utak. 9. Mag-ehersisyo – Ang tamang pag-eehersisyo ay 30 minutos hanggang 1 oras, at gawin ito ng 3-5 beses sa isang linggo. Huwag din magpataba. 10. Alamin ang BP – Ang normal na blood pressure ay 120 over 80. Kapag lumampas ka sa 140 over 90, ang ibig sabihin ay may altapresyon ka na. Magpatingin sa doktor. 11. Magbawas ng stress – Masama ang stress sa ating katawan dahil naglalabas ito ng cortisol. Ang cortisol ay nakasisira sa ating mga organo. 12. Magpabakuna – Para sa mga edad 50 pataas, kailangan ninyo magpabakuna laban sa Pulmonya at Trangkaso. Ang tawag dito ay pneumonia vaccine at flu vaccine. Sa mga kabataan, magpacheck din kung kailangan ninyo ng Hepatitis B vaccine. Hindi mahal ang magpa-check up. Sa katunayan ay mas hahaba pa ang iyong buhay. Sana ay nakumbinsi natin ang mga lalaki na alagaan ang kanilang sarili.

RECIPE: Banana Lumpia with Coconut Caramel Sauce

– 10 small bananas – 20 fresh lumpia wrappers – 1-2 cups oil for frying

– 1 cup coconut milk – ¾ cup brown sugar – water

1) Pour the coconut milk into a medium saucepan over low heat. Heat until bubbling slightly, about 5 minutes. Add the brown sugar and stir until smooth. Thicken the sauce to your desired consistency by keeping it at a low boil and stirring very frequently. I kept mine on the heat for almost 30 minutes. It thickens slightly as it cools, but you should be able to see it thickening in the pan as well. 2) Steam the lumpia wrappers for a few minutes to soften them and make them easier to pull apart. I just held mine over the top of the steaming sauce pan for a few minutes. :)

3) Peel the bananas and cut them in half lengthwise. Place the banana on the lumpia wrapper. If they are still too long to fit inside your lumpia wrappers, cut the ends off or cut them in half again. Dip your fingers in water and run them along the edge of the lumpia wrapper to make them easier to fold. Fold the top and bottom over the banana, and then roll it sideways, sealing the banana inside and using a little more water to make the wrapper stick together. 4) Heat the oil in a large skillet or frying pan over low heat. When water sizzles across the top, add the lumpia, a few at a time, and fry for 3-5 minutes on each side or until golden brown and crispy. Drain on paper towels and allow to cool for 10 minutes. Pag-IBIG Fund raises housing loan CEBU CITY - The PagIbig Fund said it has raised to P6 million from P3 million the housing loan its members can avail. Fermin Santa Teresa, Vice President for Home Lending Visayas and Mindanao, said a member can also avail of more than one unit as long as it does not go beyond P6 million. rates from 0.41% for every P1,000 to only 0.23 now. Santa Teresa said they also gave a burial benefit of P20,000 and the extension of full payment of housing loan extends not only upon the occurrence of death of borrower but also upon Total Permanent Disability. “For the insured, there is also an Amortization Suppor t up to P500,000 in case of terminal illness,” he said. There is also an Experience Refund equivalent to 20 percent of the Insurer’s Profit refunded the insured and all claims processing within 24 hours. they were able to grant housing loans to 6,858 borrowers in the Visayas equivalent to P5.8 billion. This is 82 percent accomplishment of this year’s target of granting 7,955 units with a loan value of P5.7 billion. He said the numbers are likely to increase as they lay out the updates favorable to their members. Pag-Ibig is also offering full decentralization of service delivery thru creation of more member services branches and creation of Business Development Ser vices Department for more personalized services to Institution Clients.
